THIS IS A PROJECT SITE, IT IS LOCATED.

COULD YOU GUYS SEE THAT, BY THE WAY? YEAH.

UH, IT'S LOCATED ON THE NORTHWEST CORNER OF DOBSON AND RAY ROAD.

THE REQUEST BEFORE YOU IS AN AMENDMENT TO THE PAD ZONING FOR COMMERCIAL USES TO PERMIT A FUEL SERVICE STATION WITH CONVENIENCE STORE AND ALSO A PRELIMINARY DEVELOPMENT PLAN FOR SITE LAYOUT AND BUILDING ARCHITECTURE FOR A FUEL STATION WITH CONVENIENCE STORE.

A LITTLE BIT ABOUT THE PROPOSAL.

UH, THE PROJECT SITE, IT'S ABOUT 2.51 NET ACRES.

THE CONVENIENCE STORE THAT IS BEING PROPOSED, IT WOULD BE AT 5,312 SQUARE FEET.

AND IN ADDITION TO THAT, THERE WOULD BE A GAS CANOPY OR FUEL CANOPY, WHICH WOULD BE ABOUT 7,287 SQUARE FEET, AND IT WOULD HOUSE EIGHT FUEL PUMPS.

UH, CODE REQUIRES A TOTAL OF 30 PARKING SPACES, UH, AND 50 ARE BEING PROVIDED BY THE APPLICANT.

LITTLE BIT OF ARCHITECTURE FOR YOU GUYS.

SO THIS IS THE EAST ELEVATION.

THIS IS THE FRONT ELEVATION OF THE BUILDING ITSELF.

AND THEN THE APPLICANT DID A GOOD JOB OF USING DIFFERENT MATERIALS THAT TIE BACK TO THE EXISTING TUTOR TIME THAT IS LOCATED WEST OF THE SUBJECT SITE, INCLUDING, UH, EFIS, UH, STACK STONE.

UM, THERE'S ALSO WAINSCOTING, UH, ELEMENT FEATURE, AND ALSO THERE IS, UM, ALMOST LIKE A SCORELINE TYPE OF FEATURE AS WELL THAT IS SEEN ONSITE.

CURRENTLY A LITTLE BIT MORE ON THE ELEVATIONS.

THIS IS THE WEST ELEVATION BEING PROPOSED.

SO THIS IS THE BACKSIDE OF THE, OF THE BUILDING ITSELF.

ONCE AGAIN, YOU CAN SEE THAT WAINSCOTING

AT THE BOTTOM WITH A SPLIT PHASE CMU BLOCK, ALONG WITH THE, UH, THERE'S ALMOST LIKE A BLACK, UH, BLOCK THAT IT'S GONNA BE USED AS WELL.

THAT'S DONE VERTICALLY ACROSS THE, UH, BUILDING THAT MIMICS THE EXISTING BUILDING LOCATED WEST OF THE SITE.

ON THIS ONE, YOU HAVE THE NORTH ELEVATION AND THE SOUTH ELEVATION.

ONCE AGAIN, FORESIGHTED ARCHITECTURE AND WITH THE STACKED STONE.

AND THIS IS A PROPOSED CANOP, UH, FUEL CANOPY.

UH, ONCE AGAIN, THEY WILL BE USING STACKED STONE ON THIS ONE AS WELL TO TIE BACK TO THE QUIKTRIP.

A MEETING SIGN WAS POSTED ON SITE AND ON SOCIAL MEDIA VIA NEXTDOOR.

AND, UH, AS OF WRITING THIS MEMO, STAFF IS AWARE OF SUPPORT AND OPPOSITION TO THE REQUEST.

SOME OF THE NEIGHBORHOOD CONCERNS, UH, POTENTIAL TRANSIENTS, UH, POTENTIAL INCREASE IN CRIME AND TRAFFIC.

AND IN TOTAL, UH, THERE'S 13 NEIGHBORS IN OPPOSITION AND THREE NEIGHBORS IN SUPPORT.

THAT WAS DONE BEFORE THIS, UH, PC MEMO WAS DRAFTED.

WE DID DO AN ADDENDUM MEMO THAT WAS PUT ON YOUR, ON YOUR, UM, TABLE THERE.

AND WE DO HAVE THREE NEIGHBORS THAT ARE IN OPPOSITION AND ONE THAT I'M, YES, THREE NEIGHBORS THAT ARE, ARE IN OPPOSITION, AND ONE NEIGHBOR THAT IS, UH, IN SUPPORT TO THE REQUEST THAT IS IN ADDITION TO WHAT I'M SHOWING HERE.

A CAPITAL IMPROVEMENTS PROJECT IS IN THE WORKS THAT WILL ELIMINATE LEFT-HAND TURN LANES AND TO QUICKTRIP BY TRAFFIC HEADING NORTH ON DOBSON ROAD.

STAFF RECOMMENDATION? UH, THE PROPOSAL IS IN CONFORMANCE WITH THE GENERAL PLAN.

IT IS A COMPATIBLE LAND USE AND STAFF DOES RECOMMEND APPROVAL, AND I'M AVAILABLE FOR ANY QUESTIONS.

SO I'M KIND OF CURIOUS ON THE STAFF REPORT.

YOU GUYS SAID YOU STUDIED THE TRAFFIC ANALYSIS.

IS THE TRAFFIC ANALYSIS BASED ON TODAY OR BASED ON SOMETHING THAT WAS 25 YEARS AGO? I'M KIND OF CURIOUS.

UH, DANA, SO IF YOU CAN ANSWER THE QUESTION IN TERMS OF WHAT WAS PROPOSED 25 YEARS AGO AND HAS BEEN ALTERED NUMEROUS TIMES WITH TUTOR TIMES AND SOME OTHER THINGS, UM, WHY IS IT THAT THE APPLICANT IS SAYING THERE'S GONNA BE LESS TRAFFIC GENERATED THAN IT WAS GONNA BE GENERATED BACK WHEN THE ORIGINAL PAD WAS DONE? SURE.

COMMISSIONERS, UM, AND, AND CHAIR, I, WE HAVE LOOKED AT IT IN DIFFERENT WAYS.

WE LOOKED AT IT COMPARED TO THE, WE HAVE IT, THE STATEMENT THAT WE GOT COMPARED TO THE ORIGINAL PAD THAT WAS OWNED.

UM, WE ALSO HAVE IT COMPARED TO, UM, THE PREVIOUS USE THAT WAS THERE COMPARED TO THE USE THAT'S THERE NOW, SPECIFICALLY FOR THE PHARMACY VERSUS THE, THE, THE GAS STATION ITSELF.

SO WE'VE LOOKED AT IT IN MULTIPLE DIFFERENT WAYS.

SORRY, ARE YOU SAYING THE GAS STATION'S GONNA GENERATE LESS TRIPS THAN THE, THE, THE CVS WAS GONNA DO? WELL, WHATEVER IT WAS IN THOSE DAYS, THE OSCAR, UM, THE, THERE'S DIFFERENT WAYS TO LOOK AT IT.

THE, THE SHORT ANSWER IS YES.

WHAT WE DO WHEN WE

LOOK AT, ESPECIALLY TRIPS FOR A GAS STATION, WE LOOK, MOST OF THE TRIPS THAT ARE GENERATED BY, OR THAT COME TO A GAS STATION AREN'T NEW TRIPS.

THEY'RE TRIPS THAT ARE ALREADY ON THAT ROAD AND THEY STOP BY GET GAS AND CONTINUE ON.

SO WE CALL THOSE PASS BY TRIPS.

SO ONCE YOU TAKE THE PASS BY TRIPS OFF, SO THE NET NEW TRIPS THAT WOULD BE ON THE ROAD, IT IS LESS THAN WHAT WOULD BE AT A PHARMACY FOR BOTH THE PM PEAK HOUR AS WELL AS DAILY TRIPS.

HMM.

UM, I GUESS WE CAN DISAGREE ON SOME OF THAT.

I THINK QUICKTRIP DOES A GREAT JOB AND DOES GENERATE A LOT OF TRAFFIC.

AGAIN, UM, THROUGH THE CHAIR, THESE ARE NATIONAL STANDARDS THAT WE LOOK AT, SO IT IS PRETTY CONSISTENT.

SOME CITIES CAN HAVE THEIR OWN FOR SPECIFIC USES, BUT THE ONES THAT WE USE ARE NATIONALLY RECOGNIZED AND MOST OF THE AGENCIES, ESPECIALLY IN THE VALLEY, TYPICALLY USE 'EM.

SO, UM, IT IS VERY STANDARD PRACTICE TO USE THEM.

UM, WE DO ALLOW, UM, SOME, SOME ADJUSTMENTS FOR IF WE KNOW SOMETHING SPECIFIC AT ABOUT A PARTICULAR USE.

BUT AS FAR AS THE CONVENIENCE AND GAS STATIONS, IT'S, IT'S PRETTY, UM, THE STUDIES HAVE BEEN DONE AGAIN ACROSS THE COUNTRY AND ARE VERY ROBUST.

UM, IT'S ONE THAT'S BEEN ON THE, YOU KNOW, ON OUR RADAR FOR A WHILE, AND IT'S A CIP PROJECT THAT WE WERE LUCKY ENOUGH TO GET SOME, UH, SAFETY FUNDING, UH, GRANT FUNDING FOR.

SO, UM, PROJECT THAT'S UNDER DESIGN NOW WILL BE, I BELIEVE IT'S IN THE 25, 26.

IT'S, IT'S PROJECTED FOR CONSTRUCTION, SO THAT CERTAINLY WILL HELP.

AND AS FAR AS U-TURNS, THAT'S NOT UNCOMMON FOR AN ARTERIAL ARTERIAL INTERSECTION LIKE THIS.

SO, SO WE WOULD ANTICIPATE THAT.

WOULD YOU SAY THAT I SEE ENOUGH U-TURN INTERSECTIONS THAT HAVE NUMEROUS ACCIDENTS BECAUSE OF U-TURNS? 'CAUSE THE TURNING RADIUS, WOULD YOU SAY MAKING U-TURNS IS LESS DANGEROUS THAN GOING STRAIGHT OR MORE DANGEROUS? I CAN'T ANSWER THAT QUESTION.

AND THEN WE'VE MET WITH SETON CATHOLIC AND WE'VE MET WITH TUDOR TIME.

MANY PEOPLE SAID THEY REALLY LIKE QT.

THEY LOVE THE FOOD OFFERINGS, THEY LOVE THE COFFEE.

UH, THEY'RE LOOKING FORWARD TO THE DEVELOPMENT TO HAPPEN.

UM, AND THAT PAINTS A LITTLE BIT DIFFERENT PICTURE THAN, UH, SOME OF THE OPPOSITION THAT YOU'LL HEAR TODAY.

WHEN THEY SENT OUT FLYERS THROUGHOUT THE NEIGHBORHOOD, UH, SOLICITING SOME, SOME OPPOSITION, AND YOU ALL RECEIVED THOSE OPPOSITION EMAILS.

UM, MR. CHAIRMAN, YOU WERE ALLUDING TO THE PRIOR PLAN THAT WAS APPROVED ON THIS SITE.

THIS, THIS SITE OBVIOUSLY DID NOT DEVELOP WITH 67,000 SQUARE FEET OF RETAIL.

UM, DOBSON AND RAY WERE ORIGINALLY PLANNED TO HAVE ALL THAT TRAFFIC FROM THESE DEVELOPMENTS.

THEY DIDN'T OCCUR.

THE OCO DRUG OBVIOUSLY WAS BUILT.

THE TUDOR TIME WAS BUILT DOWN WHERE IT SAYS PROPOSED RETAIL E.

UM, SO THE OVERALL EFFECT OF WHAT WAS DEVELOPED HERE VERSUS WHAT WAS ORIGINALLY PLANNED IS MUCH LESS INTENSE THAN WAS ORIGINALLY PROPOSED.

UM, YOU'VE ALL TALKED ABOUT THE TRAFFIC COUNTS.

UM, AS YOU HEARD, MOST OF THE TRIPS TO A QT ARE PASSED BY, BY NATURE, APPROXIMATELY 75% THAT ARE ALREADY ON THE ROAD.

YOU HEARD ABOUT THE MEDIAN IMPROVEMENTS ON DOBSON ROAD.

UH, BUT I WANT TO EMPHASIZE AGAIN THAT QTS USING EXISTING DRIVEWAY LOCATIONS, THIS ISN'T A VACANT DIRT LOT WITH NEW DEVELOPMENT THAT'S GENERATING NEW TRAFFIC.

THIS IS INFILL REDEVELOPMENT WITH RESPECT TO SAFETY, UM, WHICH FALL UNDER THE CATEGORIES OF OF CRIME TRESPASS AND LOITERING.

UM, ONE OF THE THINGS QT IS, IS A SAFE PLACE FOR AT-RISK YOUTH, WHERE AT-RISK YOUTH CAN COME TO THE STORE IF THEY HAVE A DOMESTIC YOUTH DOMESTIC VIOLENCE ISSUE, OR THEY NEED A SAFE PLACE TO, TO GET SOME HELP.

QT GETS THEM IN TOUCH WITH THE PROPER ORGANIZATIONS, UH, OR THEY'LL CALL THE LOCAL PD DEPARTMENT TO GET INVOLVED.

UM, AND THAT'S PURPOSEFUL.

THEY WANT THE, THE CONNECTION, THE COMMUNICATION AND THE EYE CONTACT.

AND THERE'S OTHER EMPLOYEES WALKING AROUND THE STORE, RESTOCKING SHELVES, MOPPING FLOORS.

IT'S ALL PURPOSEFUL.

IT'S ALL THAT CONNECTION WITH THEIR CUSTOMERS.

GREAT CUSTOMER SERVICE.

THEN I FOUND OUT LATER, WELL THE CITY OF CHANDLER DIDN'T DO THE STUDY, BUT, BUT QUICKTRIP HAD THEIR OWN STUDY DONE.

AND I THOUGHT, WELL THAT'S, THAT'S A LITTLE BIT LIKE THE MOUSE WATCHING THE CHEESE, BUT THAT'S OKAY.

SO I STARTED READING THROUGH THE STUDY AND I HAD QUESTIONS JUST, JUST LIKE YOU, HOW CAN THERE BE LESS TRAFFIC ON A QUICKTRIP GAS STATION, WHICH IS THE BUSIEST GAS STATION IN THE COUNTRY, BAR NONE, MAY, MAYBE COSTCO'S MORE, BUT HOW COULD THAT BE COMPARED TO ANCO? SO I TOOK IT UPON MYSELF AND I SOUGHT OUT A TRAFFIC ENGINEER WITH OVER 50 YEARS EXPERIENCE.

HE HAS DONE EVERYTHING.

THE FIRST PART IS TRIP GENERATION, WHICH THEY DID REASONABLY WELL.

PLACING A SUPER BUSY QT ON THE OPPOSITE CORNER WILL NO DOUBT INCREASE TRAFFIC AND THE ACCIDENTS AT THIS INTERSECTION AND CAUSE PEOPLE TO BE EVEN MORE IMPATIENT, ESPECIALLY DURING RUSH HOURS, WHICH ALSO, UH, SHARE THE SAME TIMES PARENTS ARE DROPPING OFF AND PICKING UP THEIR KIDS AT THE DAYCARE AND THE HIGH SCHOOL THAT IS DIRECTLY BEHIND.

AND NEXT DOOR TO THIS PROPOSED QT SITE.

GAS STATIONS ARE ALWAYS THE TARGET FOR HOMELESS PAN HANDLERS, DRUG USERS, AND CRIMINALS.

AT OUR CHEVRON, WE ARE VERY AGGRESSIVE AT REMOVING THESE PEOPLE THAT HARASS OUR CUSTOMERS AND OUR EMPLOYEES.

WE HAVE ZERO TOLERANCE, UH, QT LIKE OTHER BIG CHAINS.
