THE REQUEST BEFORE YOU IS AN AMENDMENT TO THE PAD ZONING FOR COMMERCIAL USES TO PERMIT A FUEL SERVICE STATION WITH CONVENIENCE STORE AND ALSO A PRELIMINARY DEVELOPMENT PLAN FOR SITE LAYOUT AND BUILDING ARCHITECTURE FOR A FUEL STATION WITH CONVENIENCE STORE. A LITTLE BIT ABOUT THE PROPOSAL. UH, THE PROJECT SITE, IT'S ABOUT 2.51 NET ACRES. THE CONVENIENCE STORE THAT IS BEING PROPOSED, IT WOULD BE AT 5,312 SQUARE FEET. AND IN ADDITION TO THAT, THERE WOULD BE A GAS CANOPY OR FUEL CANOPY, WHICH WOULD BE ABOUT 7,287 SQUARE FEET, AND IT WOULD HOUSE EIGHT FUEL PUMPS. UH, CODE REQUIRES A TOTAL OF 30 PARKING SPACES, UH, AND 50 ARE BEING PROVIDED BY THE APPLICANT. LITTLE BIT OF ARCHITECTURE FOR YOU GUYS. SO THIS IS THE EAST ELEVATION. THIS IS THE FRONT ELEVATION OF THE BUILDING ITSELF. AND THEN THE APPLICANT DID A GOOD JOB OF USING DIFFERENT MATERIALS THAT TIE BACK TO THE EXISTING TUTOR TIME THAT IS LOCATED WEST OF THE SUBJECT SITE, INCLUDING, UH, EFIS, UH, STACK STONE. UH, TRAFFIC WAS DISCUSSED MANY TIMES. MANY PEOPLE SAID THEY REALLY LIKE QT. THEY LOVE THE FOOD OFFERINGS, THEY LOVE THE COFFEE. UH, THEY'RE LOOKING FORWARD TO THE DEVELOPMENT TO HAPPEN. UM, AND THAT PAINTS A LITTLE BIT DIFFERENT PICTURE THAN, UH, SOME OF THE OPPOSITION THAT YOU'LL HEAR TODAY. WHEN THEY SENT OUT FLYERS THROUGHOUT THE NEIGHBORHOOD, UH, SOLICITING SOME, SOME OPPOSITION, AND YOU ALL RECEIVED THOSE OPPOSITION EMAILS. UM, MR. CHAIRMAN, YOU WERE ALLUDING TO THE PRIOR PLAN THAT WAS APPROVED ON THIS SITE. THIS, THIS SITE OBVIOUSLY DID NOT DEVELOP WITH 67,000 SQUARE FEET OF RETAIL. UM, DOBSON AND RAY WERE ORIGINALLY PLANNED TO HAVE ALL THAT TRAFFIC FROM THESE DEVELOPMENTS. THEY DIDN'T OCCUR. THE OCO DRUG OBVIOUSLY WAS BUILT. THE TUDOR TIME WAS BUILT DOWN WHERE IT SAYS PROPOSED RETAIL E. UM, SO THE OVERALL EFFECT OF WHAT WAS DEVELOPED HERE VERSUS WHAT WAS ORIGINALLY PLANNED IS MUCH LESS INTENSE THAN WAS ORIGINALLY PROPOSED. UM, YOU'VE ALL TALKED ABOUT THE TRAFFIC COUNTS. UM, AS YOU HEARD, MOST OF THE TRIPS TO A QT ARE PASSED BY, BY NATURE, APPROXIMATELY 75% THAT ARE ALREADY ON THE ROAD. YOU HEARD ABOUT THE MEDIAN IMPROVEMENTS ON DOBSON ROAD. UH, BUT I WANT TO EMPHASIZE AGAIN THAT QTS USING EXISTING DRIVEWAY LOCATIONS, THIS ISN'T A VACANT DIRT LOT WITH NEW DEVELOPMENT THAT'S GENERATING NEW TRAFFIC. THIS IS INFILL REDEVELOPMENT WITH RESPECT TO SAFETY, UM, WHICH FALL UNDER THE CATEGORIES OF OF CRIME TRESPASS AND LOITERING. UM, ONE OF THE THINGS QT IS, IS A SAFE PLACE FOR AT-RISK YOUTH, WHERE AT-RISK YOUTH CAN COME TO THE STORE IF THEY HAVE A DOMESTIC YOUTH DOMESTIC VIOLENCE ISSUE, OR THEY NEED A SAFE PLACE TO, TO GET SOME HELP.
