TEAMMATE WHO IS RESPECTED BY HER SUPERVISORS AND HER PEERS.

DANNY HAS EARNED THE RESPECT IN EVERY POSITION THAT SHE HAS HELD FOR A HOST OF REASONS, BUT THERE ARE THREE THAT STAND OUT.

HER POSITIVE ATTITUDE, HER HARD WORK, AND HER SELFLESS SERVICE.

CONGRATULATIONS, DANNY, ON YOUR 10 YEARS OF DEDICATED SERVICE TO THE CITIZENS OF CHANDLER.

THANK YOU, MAYOR AND COUNSEL, FOR OUR NEXT SERVICE RECOGNITION, I'D LIKE TO CALL UP MICAH MIRANDA, OUR ACTING DEVELOPMENT SERVICES DIRECTOR.

GOOD EVENING.

I HAVE THE PLEASURE OF RECOGNIZING THESE, RECOGNIZING NICKI FOR HIS 10 YEARS OF SERVICE TO THE CITY OF CHANDLER.

NICK WAS ORIGINALLY HIRED IN 2013 AS A BUILDING INSPECTOR, HAS SUBSEQUENTLY BEEN PROMOTED TO BUILDING INSPECTOR SUPERVISOR.

DURING THAT TIME, HE HAS ACHIEVED 28 BUILDING, EXCUSE ME, 28 BUILDING CERTIFICATIONS.

THIS IS A TESTAMENT TO HIS COMMITMENT TO ONGOING EDUCATION AND KEEPING THE CITY OF CHANDLER RESIDENTS AND BUSINESSES SAFE.

NICK REALLY EXEMPLIFIES WHAT IT MEANS TO BE A CHANDLER EMPLOYEE, AND HE DEMONSTRATES OUR CORE VALUES ON A DAILY BASIS.

WHILE I HAVEN'T, UM, WORKED WITH YOU CLOSELY FOR JUST, WELL, I'VE ONLY WORKED YOU CLOSELY FOR A SHORT TIME, BUT WHAT'S BECOME APPARENT TO ME IS HOW HE GENUINELY CARES ABOUT HIS JOB.

HE CARES ABOUT DOING WHAT'S RIGHT FOR THE PEOPLE OF CHANDLER AND MAKING SURE WE HAVE SAFE STRUCTURES.

UM, HE'S JOINED WITH HIS FAMILY.

IF YOU WANNA GIVE A SHOUT OUT TO YOUR FAMILY, GO FOR IT.

UM, BUT JUST BACK FROM VACATION AND I'M REALLY, REALLY EXCITED TO CONTINUE TO WORK WITH HIM.

UM, HE'S A BRIGHT FUTURE IN THE DEPARTMENT, AND I WANT TO CONGRATULATE HIM ON HIS ACCOMPLISHMENTS AND THANK HIM FOR BEING A PART OF TEAM CHANDLER.

IT'S AN HONOR FOR ME TO RECOGNIZE JILL BAKER.

COME ON.

IN 10 YEARS AT CHANDLER PUBLIC LIBRARY, JILL HAS BEEN INSTRUMENTAL IN DEVELOPING YOUTH SERVICES, CHILDREN AND TEEN PROGRAMMING AND EARLY LITERACY SPACES.

SHE HAS WORKED AT THREE OF THE FOUR CHANDLER LIBRARIES AS A SUPERVISOR, PROGRAMMER LIBRARIAN IN CHARGE, AND MORE.

WHEN THEY SAY MORE, I ASSUME SHE'S PROBABLY CLEANED UP A FEW THINGS.

.

SHE IS ALWAYS THE FIRST PERSON TO STEP IN IF ANOTHER LIBRARIAN NEEDS TIME OFF OR PROGRAMMING HELP OR ASSISTANCE AT THE FRONT DESK.

SHE IS CALM IN CRISIS AND VERY GOOD AT GETTING TO KNOW OUR CUSTOMERS AND FINDING ANSWERS TO THEIR QUESTIONS.

AND OH BOY, DO THEY HAVE QUESTIONS? SHE HAS WRITTEN AND RECEIVED GRANTS FOR LIBRARY SERVICES AND HELPED TO FACILITATE GRANTS WITH OTHERS.

SHE OFFERS HER TIME AND TALENT TO MANY PROJECTS LIKE OUR NOW FAMOUS STORY, WALKS AND BRINGS A WEALTH OF KNOWLEDGE ABOUT SCHOOL READINESS IN CHILDREN'S LITERATURE TO OUR STAFF AND PATRONS.

JILL IS DEDICATED TO THE WORK THAT WE DO THROUGHOUT THE LIBRARY SYSTEM AND IS A GREAT ASSET TO TEAM CHANDLER.

JILL, THANK YOU FOR YOUR DECADE OF SERVICE TO THE CHANDLER COMMUNITY MAYOR AND COUNSEL.

SHE HEADS UP THE MUSEUM'S VISITOR SERVICES BY WORKING THE FRONT DESK FOR THE PAST TWO YEARS.

WHEN VISITORS WERE ASKED IN A SURVEY WHAT THE, WHAT THE MUSEUM DID BEST, THE TOP ANSWER WAS, STAFF MEMBERS MAKE ME FEEL WELCOME.

THIS IS LARGELY DUE TO LIZZIE'S WARM PERSONALITY AND WILLINGNESS TO CONNECT WITH THE VISITORS.

SHE IS A TRUE TEAM PLAYER, SUPPORTING OTHER STAFF MEMBERS IN THEIR PROJECTS AND TASK, JUMPING IN TO HELP WHENEVER NEEDED, AND ALWAYS MAKING SURE THAT EVERYONE IS RECOGNIZED ON THEIR BIRTHDAY.

LIZZIE ALSO SERVES AS THE MUSEUM STORE MANAGER AND RUNS THE MUSEUM'S RENTAL PROGRAM.

SHE WAS INSTRUMENTAL IN GETTING BOTH NEW PROGRAMS OFF THE GROUND OVER THE PAST FEW YEARS.

EACH DAY, LIZZIE BRINGS A POSITIVE ATTITUDE, A SMILE, AND A WILLINGNESS TO LEARN.

UH, JUDGE NLY STARTED HER CAREER WITH THE CITY AS A PROSECUTOR IN 2008.

10 YEARS LATER IN 2018, SHE WAS SELECTED TO SERVE AS OUR COURT'S COMMISSIONER, UH, QUICKLY BECAUSE OF HER, UH, WONDERFUL, UM, WORK ETHIC AND HER ABILITY TO ADJUDICATE CASES, SHE WAS, UH, PROMOTED TO JUDGE ONE YEAR LATER.

SO IN 2018, SHE HAS, UH, SERVED.

SHE SERVED AS OUR, OUR JUDGE, AND SHE HAS BEEN A JUDGE WITH US FOR THE LAST FOUR YEARS.

UH, AS A PERSONAL NOTE, JUDGE NALY ENJOYS SPENDING TIME WITH HER HUSBAND, WHO IS HERE TODAY.

UM, THEY HAVE THREE CHILDREN.

UH, SHE LOVES ALL THINGS DISNEY, CHEERS ON THE SUN DEVILS, AND HAS A, A HOBBY OF VISITING NATIONAL PARKS AROUND OUR COUNTRY.

ALSO, UH, SHE HAS A VERY SPECIAL TRIP PLANNED THIS SUMMER WITH HER FAMILY AND EXTENDED FAMILY TO VISIT GERMANY, UM, HER FATHER'S HOMELAND.

AND SO IT'S A VERY SPECIAL OPPORTUNITY TO GO BACK AND RECONNECT WITH FAMILY THERE.

UH, JUDGE NALY HAS BEEN A WONDERFUL ADDITION TO THE COURT, AND WE ARE SO PROUD TO RECOGNIZE HER FOR HER 15 YEARS OF SERVICE TO THE CITY.

SO WE ARE VERY PROUD THAT FOR OUR CITY DAY, WHICH IS IN ITS 12TH YEAR, WON A FIRST PLACE AWARD, UM, AND ACROSS THANK YOU.

AND THAT IS IN THE NEIGHBORHOOD BEAUTIFICATION AWARD CATEGORY.

AND AGAIN, WE COMPETED AGAINST A NUMBER OF OTHER CITIES FOR THAT.

I WANNA, UM, CALL OUT AGAIN.

THIS WAS OUR 12TH YEAR.

WE HAVE OVER 1300 VOLUNTEERS THAT PARTICIPATED THIS LAST YEAR.

THEY COMPLETED 54 PROJECTS.

I WANNA DO A SPECIAL THANK YOU TO OUR TOP THREE SPONSORS, WHICH WERE HOME DEPOT, SHERWIN, SHERWIN WILLIAMS, AND THE AVI.

AND THEY WERE OUR TOP THREE VOL SPONSORS AS WELL AS MANY OTHERS.

AND THEN ANOTHER VERY SPECIAL PROGRAM, WHICH IS ONLY A YEAR OLD, THAT'S OUR GOLDEN NEIGHBORS PROGRAM.

AND IT, WHAT I WANTED TO SHARE WITH THIS IS THAT THERE'S A VERY SPECIAL STORY THAT MOST PEOPLE DON'T KNOW, PRISCILLA, AS PART OF HER APPLICATION PROCESS, WHEN SHE WAS GOING THROUGH INTERVIEWING FOR HER POSITION, WE GAVE THE CANDIDATES A TASK THAT THEY HAD TO COME UP WITH A NEW IDEA AND DO A PRESENTATION TO THE INTERVIEW COMMITTEE.

PRISCILLA PROPOSED GOLDEN NEIGHBORS, SO I WANNA RECOGNIZE HER FOR THAT INNOVATION AND CREATIVITY.

AND I WANNA THANK THE MAYOR AND COUNCIL AND CITY MANAGER'S OFFICE FOR CREATING ENVIRONMENT WHERE STAFF CAN FLOURISH WITH THEIR IDEAS AND BE ABLE TO CREATE SUCH AN AWARD-WINNING PROGRAM.

NOW, THAT PROGRAM TOOK SECOND PLACE IN JUST THE ONE YEAR.

OVER 278 RESIDENTS HAVE BEEN SERVED.

367 KITS HAVE BEEN GIVEN OUT WITH 11 EVENTS.

AND THAT NEEDS SOME SERIOUS, UH, ATTENTION BECAUSE, UH, THERE ARE FEW PEOPLE IN ANY SOCIETY THAT ARE NOT WORKING TOWARDS BETTERMENT OF THE SOCIETY.

THEY ARE TERMITE TO THE SOCIETY AND IS ALREADY RESPONSIBILITY TO MAKE SURE THAT WE FIX THAT PROBLEM.

AND, UH, FORTUNATELY WE HAD A BEAUTIFUL CITY.

AND THEN YOU RECOGNIZE ALL THE NICE PEOPLE AND THERE ARE ALWAYS FEW PEOPLE THAT ARE NOT, UH, PERFECT.

TO GIVE YOU AN EXAMPLE, I WAS ARRESTED LAST YEAR AND CHARGED SEVEN FELONIES ILLEGALLY.

AND I HAD TO RUN THROUGH THE STATE, I MEAN, UH, STATE, UH, LEGAL SYSTEM

FOR ABOUT A YEAR.

MY FAMILY SUFFERED AND I SUFFERED.

AND I SPENT TWO DAYS IN THE, UH, JAIL.

AND THE STATE FINALLY DROPPED THE CASE TO GIVE IT JUST FOR THE CASE.

I'D LIKE TO JUST KIND OF GO OVER A FEW THINGS THAT HAPPENED.

UH, I OWNED A RANCH ABOUT A MILL MILE, TWO MILES FROM HERE.

I HAD A DISAGREEMENT WITH THIS, WITH A PERSON WHO CALLED IN A FALSE REPORT TO CHANNEL A POLICE OF HORSE NEGLECT.

I HAD A HORSES AT MY HOUSE.

THESE ARE MY CHILDREN.

THE HORSES BELONG TO THOSE HO THOSE, UH, BOYS.

POLICE CAME 10 DAYS LATER TO INVESTIGATE THE STANDARDS.

UH, UH, POLICE POLICY IS ANYONE CALLS IN A REPORT.

THEY COME IN WITHIN 24 HOURS.

I CALL THE CITY OF TEMPE, CHANDLER, GILBERT AND EVERYBODY ELSE.

POLICE CAME 10 DAYS LATER AND TWO DETECTIVES CAME.

I INVITED THEM TO COME INSIDE.

THEY WERE RUDE AND THREATENING.

AND THEN I INTERVIEWED THE OFFICERS WHO CAME TO INVESTIGATE.

THOSE PEOPLE HAD NO KNOWLEDGE OF HORSES.

THEY DIDN'T OWN HORSES, THEY DIDN'T DRIVE, THEY DIDN'T RIDE ANY HORSES.

AND THEN THEY MADE THE DECISION THAT, UH, MY, I WAS NEGLECTING MY HORSES.

AND THEY CAME AT FOUR O'CLOCK, THEY WENT TO THE COURT, GOT AN ARREST, OR THEY GOT A WARRANT AT NINE O'CLOCK AT NIGHT.

AND THE ARREST WARRANT CLEARLY STATED THEY'RE HERE TO, UH, COME DURING THE DAYTIME.

AND THEN THEY CAME AT 11 O'CLOCK AT NIGHT.

AT NIGHT, SAME NIGHT.

AND THEN THEY ARRANGED FOR A LOT OF PEOPLE, MANY POLICE OFFICERS AND, UH, THE ARIZONA FARM SERVICES AND THE PEOPLE TO PICK UP THE HORSES, THE MANY OTHER AGENCIES.

AND, UH, THEY PICKED UP MY HORSES AND THEN THEY TOOK IT.

AND I FEEL IT WAS A PLANNED CONSPIRACY THAT THEY PLANNED FOR 10 DAYS.

AND THEY SHOWED UP AT MY HOUSE WITH FULL INTENTION TO ARREST FOR NO REASON.

MY HORSES WERE PERFECTLY FINE.

THERE WAS ABSOLUTELY NOTHING WRONG WITH THE HORSES.

THEY TOOK THE HORSES.

THE STATE DID NOT WANNA PROSECUTE ME.

SO THEY ISSUED A, UH, LETTER OF, UH, DISPOSITION.

SO THE CITY OF CHANDLER, A WEEK, TWO WEEKS LATER, SUBMITTED A HUNDRED, 160 PAGE REPORT OF FABRICATED LIES.

THE FIRST THING THEY DID WAS THEY REPLACED MY HORSES WITH THE DYING HORSE, REPLACED THE EVIDENCE, AND THEN THEY LIED ABOUT EVERYTHING IN THERE SAYING THAT, UH, THERE WERE NO WATER.

AND IT'S A DETECTIVE.

AND I PROVED THAT'S WHAT YOU'RE SAYING.

YOUR YOUR TIME IS UP.

CAN YOU PLEASE WRAP UP? OKAY.

ALL I'M ASKING FOR IS FOR THE CITY OF STANDARD TO INVESTIGATE AS TO WHAT HAPPENED AND WHO'S RESPONSIVE FOR IT, AND PAY ME FOR MY HORSES AND COMPEND ME FOR WHATEVER THE THING IS.

AND, UH, IN ADDITION TO THAT, I WOULD LIKE THE CITY OF CHANDLER TO TRAIN THEIR EMPLOYEES THAT THEY'RE GETTING PAID OUR TAX DOLLARS TO SERVE THE PUBLIC.

THOSE IMPROVEMENTS, UH, INCLUDE THE REPAVING OF BOSTON STREET, THE PEDESTRIAN CROSSWALK IMPROVEMENTS, THE WIDENING OF THE SIDEWALKS TO THE NORTHEAST OF OREGON STREET AND TO THE SOUTHWEST OF OREGON STREET, ADA IMPROVEMENTS, A RIDESHARE DROP-OFF AREA AND PARALLEL PARKING THAT WILL BE ON THE NORTH, UM, NORTH SIDE OF, UH, BOSTON STREET.

TIMING IS IMPORTANT IN THE DOWNTOWN.

WE TYPICALLY DO ALL OF OUR PROJECTS IN THE SUMMERTIME WHEN THE DOWNTOWN'S A LITTLE BIT SLOWER.

SO ONCE, UM, UH, COUNCIL, UH, APPROVES THE ITEM, WE'LL SPEND THE NEXT TWO TO THREE WEEKS EXECUTING THE CONTRACT, DETERMINING THE BASELINE SCHEDULING, AND DOING THE PERMITTING.

WE ANTICIPATE THE WORK BEGINNING IN MID-JULY AND ENDING IN NOVEMBER.

THIS PROJECT WILL BE PHASED.

UH, WE WILL NOT DO ANY, UH, COMPLETE STREET CLOSURE.

SO ONE SIDE OF THE STREET OR THE OTHER WILL BE OPEN AT ALL TIME.

AND BECAUSE WE WORK SO CLOSELY WITH THE BUSINESSES TO TRY TO HAVE THE LEAST AMOUNT OF IMPACT AS POSSIBLE, OFTENTIMES THE PROJECT WILL TAKE A LITTLE BIT LONGER BECAUSE WE ARE MAKING SURE THAT WE CAN GET TO THOSE BUSINESSES.

WE'LL WORK WITH EACH OF THE BUSINESSES FOR THEIR OWN INDIVIDUAL NEEDS.

SOMETIMES THAT'S SIGNAGE, SOMETIMES THAT'S DROP OFF AREAS.

WHATEVER IT IS THAT THEY NEED, WE'LL WORK CLOSELY WITH THEM TO MAKE SURE THAT, UM, THAT THEY'RE SATISFIED.

AND THEN WHILE, UH, THE PROJECT IS SLATED TO END IN NOVEMBER, THERE IS A 30 DAY CURE PERIOD, UH, OF THE NEW ASPHALT BEFORE WE CAN STRIKE.

SO THE PROJECT WILL ACTUALLY BE FINISHED A LITTLE BEFORE THAT, BUT WE'LL OPEN UP THE STREET AND DURING THOSE 30 DAYS, WE'LL BE ABLE TO UTILIZE IT, AND THEN THEY'LL COME BACK.

THE, UH, CONTRACTOR WILL COME BACK TO, TO STRIPE IT.

AND THAT PROJECT SHOULD TAKE SOMEWHERE BETWEEN THREE AND FIVE DAYS.

THIS IS AN PROJECT THAT HAS BEEN IN THE, UH, UH, COUNCIL'S C I P BUDGET FOR SEVERAL YEARS.

SO THE DOWNTOWN BUSINESSES ARE VERY AWARE THAT THIS PROJECT IS COMING.

WE HAVE HAD TWO DOWNTOWN PUBLIC MEETINGS WITH, UM, THE DOWNTOWN STAKEHOLDERS, PARTICULARLY THOSE THAT WILL BE IMPACTED BY THIS PROJECT.

WE'VE HAD COMMUNICATION, UM, THROUGH THE DOWNTOWN CHANDLER COMMUNITY PARTNERSHIP E-BLAST, AND THEIR EVERY OTHER MONTH STAKEHOLDER MEETINGS.

AND WE'VE MADE PERSONAL PHONE CALLS AND HAD MEETINGS WITH THE, WITH THE AFFECTED BUSINESS OWNERS.

AND THERE WILL BE SIGNAGE TO GUIDE AND DIRECT.

A LITTLE BIT ABOUT THE IMPACT THAT IT HAS HAD ON THE LARGER CITY OF CHANDLER, UH, GOODYEAR YESTERDAY, AND A LITTLE BIT ABOUT GOODYEAR TOMORROW.

WITH THAT, THE STORY STARTS IN 1898 WITH DAVID FAIRCHILD, A US DEPARTMENT OF AGRICULTURE EMPLOYEE WHO WAS SENT OUT, UH, COMMISSIONED OUT BY THE FEDERAL GOVERNMENT TO GET SEEDS THAT COULD GROW IN THE AMERICAN SOUTHWEST.

ONE SUCH SEED THAT WAS BROUGHT BACK WAS EGYPTIAN LONG STAPLE COTTON.

UH, THIS PICTURE DEPICTS DAVID FAIRCHILD ON THE LEFT AND ON THE RIGHT, DR.

AJ CHANDLER.

UH, THIS IS ON CHANDLER'S RANCH.

IT RANCH.

IT IS EVIDENCE THAT EGYPTIAN COTTON GREW IN CHANDLER.

UH, THIS LED TO A COTTON BOOM WITHIN THE 1910S THAT, UH, SAW A LOT OF COTTON RANCHES, UH, COMING UP ALL ACROSS CHANDLER, WHERE COTTON WAS NOT ONLY GROWN, BUT ALSO PROCESSED.

THIS PEAKED THE INTEREST OF THESE OF THE GOODYEAR TIRE COMPANY AND THEIR SUBSIDIARY, THE SOUTHWEST COTTON COMPANY, WHICH WAS INCORPORATED SOLELY TO PURCHASE LAND WITHIN THE SOUTHWEST.

THEY IDENTIFIED TWO SITES, LITCHFIELD OUT IN THE WEST VALLEY, AND GOODYEAR IN THE EAST VALLEY.

A LITTLE BIT BY WAY OF HISTORICAL BACKGROUND.

UH, IN 1917, AMERICA JOINED THE GREAT WAR EFFORT.

WORLD WAR I AND EGYPTIAN COTTON WAS EMBARGOED.

THUS, THE COTTON THAT WAS USED FOR THE PRODUCTION OF TIRES WAS NO LONGER ABLE TO BE SOURCED FROM EGYPT.

THUS THEY HAD TO FIND A DOMESTIC SOURCE.

AND IT WAS RIGHT HERE IN THE CITY OF CHANDLER.

UH, IN THE PURPLE, IT DEPICTS THE LAND THAT THE CHANDLER IMPROVEMENT COMPANY LEASED TO THE SOUTHWEST COTTON COMPANY.

UH, APPROXIMATELY 12 SECTIONS IN BLUE IS THE GOODYEAR CANAL THAT WAS DUG IN 19, UH, 17.

AND THEN THE COMMUNITY WAS BUILT SUBSEQUENTLY, THIS IS PERHAPS THE BEST PRESERVED IMAGE SHOWING A BIRD'S EYE VIEW OF THE HISTORIC TOWN SITE MODEL, TOWN OF GOODYEAR.

UM, ONE CAN SEE FROM THIS PHOTO THAT IT WAS A RELATIVELY IMPROVED COMMUNITY.

IT HAD TREELINE STREETS, IT HAD A THEATER, IT HAD A MERCANTILE STORE, GENERAL STORE FOR ALL OF YOUR, YOUR, UH, DAILY NEEDS.

IT HAD FOUR SCHOOL BUILDINGS AND A PLETHORA OF RESIDENTIAL BUILDINGS, UH, LARGELY SPLIT BETWEEN THE LABORER SIDE AND THEN THE EXECUTIVE SIDE, WHERE A LOT OF, UH, COMPANY WORKERS FROM THE GOODYEAR TIRE COMPANY LIVED.

UH, THIS IS ACTUALLY THE CURRENT LOCATION, ALTHOUGH THE BUILDING IS MUCH LARGER NOW OF THE BASHA HEADQUARTERS ALONG BASHA ROAD.

IT WAS ALSO A COMMUNITY, UH, SERVING A WIDE VARIETY OF PEOPLES.

THESE ARE IMAGES OF SCHOOL-AGED CHILDREN, ACTUALLY, CLASS PHOTOS, RANGING FROM 1919, ALL THE WAY UP INTO THE LATE 1930S.

AND THIS IS SNEER PARK RIGHT HERE FOLLOWING THE SAME EXACT LATERAL SIDEWALK.

UH, AMONG OTHER THINGS, THINGS LIKE THE BASHA BUILDING BEING RIGHT WHERE AGAIN, THE, THE, UH, GOODYEAR MERCANTILE STORE LEASE BY EKE BASHA 1932 STANCE.

BUT THAT BEING SAID, PERHAPS THE MOST POIGNANT EXAMPLE OF A, UH, PRESERVED IMPROVEMENT FROM THE TOWN IS WHAT MADE IT POSSIBLE.

UH, IT WAS AN AGRICULTURAL TOWN, AFTER ALL, AND THE SINGLE IMPROVEMENT THAT REALLY CHARACTERIZED THE COMMUNITY WAS THE CANAL.

THIS IS AN IMAGE OF THE CANAL, UH, LATE 1930S IN THIS IMAGE.

IT IS BIFURCATING THEN ALMA SCHOOL ROAD, ORIGINALLY GOODYEAR STREET, TODAY KNOWN AS BASHA ROAD.

UM, WE CAN SEE THAT IT HAS THOSE SAME PALM TREES THAT IS, IT IS CHARACTERIZED BY TODAY.

AND IT ACTUALLY STILL CIRCULATES WATER, UH, CIRCULATES WATER FOR THE AAT MANAGEMENT GROUP, UM, TO CIRCULATE THEIR LAKE WATER SYSTEM AS WELL AS SERVING TO IRRIGATE SN PARK.

UM, UNFORTUNATELY, IN RECENT YEARS, THE CANAL HAS FALLEN INTO SOME DISREPAIR.

BUT THAT BEING SAID, IN THI THIS YEAR, THE CITY RETAINED OWNERSHIP OF THE CANAL, A HUNDRED PERCENT OWNERSHIP AFTER SOME COMPLEX TIDAL WORK.

UM, WE WORKED VERY HARD TO, TO FIGURE THAT ONE OUT.

UM, BUT NOW THAT WE HAVE 100% OWNERSHIP, WE ARE WORKING ON A MAINTENANCE PLAN.

AND MAINTENANCE HAS ACTUALLY ALREADY BEEN EXECUTED.

UM, THE NOR RATHER THE SOUTH SIDE OF THE CANAL HAS ALREADY BEGUN TO BE CLEANED, FOLLOWED BY THE NORTH SIDE.

AND, UH, THERE'S A PLAN TO REPAIR, MAINTAIN, AND MAINTAIN INTO THE FUTURE.

THIS, UH, WONDERFUL HISTORIC RESOURCE.

SO WITH THAT, THIS IS THE PROPOSED LANDMARK DISTRICT BOUNDARY IN RED.

THE HOME INVESTMENT PARTNERSHIPS PROGRAM, UM, IS ACTUALLY A PROGRAM WITH FEDERAL FUNDS THAT'S UTILIZED TO PRESERVE AND INCREASE THE SUPPLY OF AFFORDABLE HOUSING OPPORTUNITIES FOR HOUSEHOLDS WITH LOW AND MODERATE INCOME.

HOME ART FUNDS ARE ALSO FEDERAL FUNDS.

THEY ARE ADDITIONAL HOME FUNDS THAT WE RECEIVE THROUGH THE AMERICAN RESCUE ACT.

UH, AND THE PURPOSE OF THOSE FUNDS ARE TO PROVIDE HOMELESSNESS ASSISTANCE AND SUPPORTIVE SERVICES.

MARICOPA COUNTY IS ACTUALLY THE LEAD AGENCY FOR RECEIVING HOME FUNDS FOR MARICOPA COUNTY.

UM, THEY ACTUALLY ESTABLISH THE HOME CONSORTIUM, WHICH THE CITY OF CHANDLER IS A PARTICIPANT OF.

AND THE PURPOSE OF THE CONSORTIUM IS TO PROMOTE REGIONAL AND COLLABORATIVE STRATEGIES TO ADDRESS AFFORDABLE HOUSING NEEDS WITHIN MARICOPA COUNTY HOME ACTIVITIES WITHIN THE CITY OF CHANDLER THAT HAVE BEEN COMPLETED TO DATE.

YOU CAN SEE HERE ON YOUR SLIDE, THERE ARE THREE TYPES OF ACTIVITIES THAT WE HAVE FOCUSED ON, UM, TO DATE.

AND THOSE ARE IN INCREASING HOME OWNERSHIP, INCREASING AFFORDABLE RENTAL HOUSING, AND ALSO SUPPORT FOR A TENANT-BASED RENTAL ASSISTANCE PROGRAM WITH THE EXECUTION AND ADOPTION OF RESOLUTION 5,700.

THE CHANDLER POLICE DEPARTMENT WAS AWARDED A GRANT THROUGH DMA FOR JUST SHY OF $500,000 TO ASSIST US IN COMBATING HUMAN TRAFFICKING.

LITTLE BACKGROUND ON OUR, OUR HUMAN TRAFFICKING UNIT.

IN 2015, WE FORMED THE HUMAN TRAFFICKING UNIT TO INVESTIGATE INDIVIDUALS AND GROUPS WHO ENGAGE IN HUMAN TRAFFICKING, EVERYTHING FROM PROSTITUTION, UH, TO ILLEGAL, UH, MASSAGE, POLLERS, PANDERING, EXPLOITATION OF CHILDREN AND SO FORTH.

AND I WANNA HIGHLIGHT SOME OF THE THINGS THAT WE'VE DONE YEAR TO DATE FOR 2023, WE OPPOSED TWO MULTI-AGENCY PREDATOR OPERATIONS, WHICH LED TO 31 TOTAL ARRESTS WITH OVER 70 FELONY CHARGES SURROUNDING HUMAN TRAFFICKING.

WE'VE ALSO COMPLETED SEVERAL PROSTITUTION STINGS THAT FOCUS STRICTLY ON JOHNS THAT ARE SOLICITING, WHICH HAVE LED TO 25 ARRESTS YEAR TO DATE.

WE ALSO HAVE PARTNERED WITH OTHER AGENCIES IN AN OUTREACH PROGRAM TO IDENTIFY AND HELP THOSE THAT ARE INVOLVED IN PROSTITUTION WITH THE GOAL TO GET THEM HELP AND TO, UH, FIND THE, THE RESOURCES THAT THEY NEED TO GET OUT OF PROSTITUTION.

UH, HAPPY TO REPORT THAT YEAR TO DATE, WE HAVE IDENTIFIED ONE INDIVIDUAL THAT WE'RE ABLE TO SUCCESSFULLY GET OUT OF PROSTITUTION AND BACK HOME IN ANOTHER STATE.

SO THIS GRANT WILL HELP FURTHER THESE TYPES OF OPERATIONS GOING FORWARD.

THERE'S FOUR KEY AREAS THAT WE'RE GONNA FOCUS IN ON.

USING THIS FUNDING WILL HELP US TO ONE, PAY CURRENT PERSONNEL OVERTIME SALARIES ASSOCIATED WITH THESE TYPES OF OPERATIONS AND FUTURE OPERATIONS FUNDS WILL ALSO BE ALLOCATED TOWARDS ADVANCED EQUIPMENT AND SUPPLIES TO CARRY OUT SAFE AND SUCCESSFUL OPERATIONS, WHILE ALSO COLLECTING THE NECESSARY EVIDENCE TO PROSECUTE THESE TYPES OF CASES.

FUNDING WILL ALSO GO TO EDUCATION AND TRAINING, SPECIFICALLY PARTNERING WITH THE HOSPITAL STAFF WHO ENCOUNTER, THEY OFTEN ARE THE FIRST TO ENCOUNTER VICTIMS OF THESE TYPES OF CRIMES.

AND SO THE TRAINING WILL HELP THEM TO IDENTIFY THOSE THAT ARE POTENTIALLY VICTIMS OF TRAFFICKING.

AND THEN THE LAST PART OF OUR GOAL WITH THIS FUNDING IS TO ASSIST OUR COMMUNITY OUTREACH SPECIFICALLY TO THE LATINO POPULATIONS AT CHANDLER.

THIS PROJECT IS, UH, ALSO PARTICIPATED IN BY OTHER WATER PROVIDERS THROUGHOUT THE VALLEY.

UM, AND WHAT IT WILL DO IS, UH, PROVIDE DESIGN AND, UH, AND FURTHER INTO CONSTRUCTION, UH, A INTERCONNECTING PIPELINE BETWEEN THE SALT RIVER PROJECT SYSTEM CANALS AND THE CENTRAL ARIZONA PROJECT CANAL.

AND WHAT THAT DOES FOR CHANDLER IS IT WILL ALLOW US TO MOVE, UH, CERTAIN TYPES OF SALT RIVER PROJECT WATER THAT ARE IN THE SALT RIVER SYSTEM INTO THE CENTRAL ARIZONA PROJECT CANAL.

AND THEN AT A TIME WHEN, UH, WE DO NOT HAVE WATER COMING TO US OR AN ADEQUATE SUPPLY FROM THE COLORADO RIVER, WE WOULD BE ABLE TO SUPPLEMENT WATER FEEDING OUR SANTAN WATER PLANT AND THEREFORE SERVE THE CITY, UH, WITH, UH, WITH POTABLE WATER.
