NICK WAS ORIGINALLY HIRED IN 2013 AS A BUILDING INSPECTOR, HAS SUBSEQUENTLY BEEN PROMOTED TO BUILDING INSPECTOR SUPERVISOR. DURING THAT TIME, HE HAS ACHIEVED 28 BUILDING, EXCUSE ME, 28 BUILDING CERTIFICATIONS. THIS IS A TESTAMENT TO HIS COMMITMENT TO ONGOING EDUCATION AND KEEPING THE CITY OF CHANDLER RESIDENTS AND BUSINESSES SAFE. NICK REALLY EXEMPLIFIES WHAT IT MEANS TO BE A CHANDLER EMPLOYEE, AND HE DEMONSTRATES OUR CORE VALUES ON A DAILY BASIS. WHILE I HAVEN'T, UM, WORKED WITH YOU CLOSELY FOR JUST, WELL, I'VE ONLY WORKED YOU CLOSELY FOR A SHORT TIME, BUT WHAT'S BECOME APPARENT TO ME IS HOW HE GENUINELY CARES ABOUT HIS JOB. SHE IS ALWAYS THE FIRST PERSON TO STEP IN IF ANOTHER LIBRARIAN NEEDS TIME OFF OR PROGRAMMING HELP OR ASSISTANCE AT THE FRONT DESK. SHE IS CALM IN CRISIS AND VERY GOOD AT GETTING TO KNOW OUR CUSTOMERS AND FINDING ANSWERS TO THEIR QUESTIONS. AND OH BOY, DO THEY HAVE QUESTIONS? SHE HAS WRITTEN AND RECEIVED GRANTS FOR LIBRARY SERVICES AND HELPED TO FACILITATE GRANTS WITH OTHERS. SHE IS A TRUE TEAM PLAYER, SUPPORTING OTHER STAFF MEMBERS IN THEIR PROJECTS AND TASK, JUMPING IN TO HELP WHENEVER NEEDED, AND ALWAYS MAKING SURE THAT EVERYONE IS RECOGNIZED ON THEIR BIRTHDAY. THEY ARE TERMITE TO THE SOCIETY AND IS ALREADY RESPONSIBILITY TO MAKE SURE THAT WE FIX THAT PROBLEM. AND, UH, FORTUNATELY WE HAD A BEAUTIFUL CITY. AND THEN YOU RECOGNIZE ALL THE NICE PEOPLE AND THERE ARE ALWAYS FEW PEOPLE THAT ARE NOT, UH, PERFECT. TO GIVE YOU AN EXAMPLE, I WAS ARRESTED LAST YEAR AND CHARGED SEVEN FELONIES ILLEGALLY. AND I HAD TO RUN THROUGH THE STATE, I MEAN, UH, STATE, UH, LEGAL SYSTEM [00:15:01] FOR ABOUT A YEAR. MY FAMILY SUFFERED AND I SUFFERED. AND I SPENT TWO DAYS IN THE, UH, JAIL. AND THE STATE FINALLY DROPPED THE CASE TO GIVE IT JUST FOR THE CASE. I'D LIKE TO JUST KIND OF GO OVER A FEW THINGS THAT HAPPENED. UH, I OWNED A RANCH ABOUT A MILL MILE, TWO MILES FROM HERE. I HAD A DISAGREEMENT WITH THIS, WITH A PERSON WHO CALLED IN A FALSE REPORT TO CHANNEL A POLICE OF HORSE NEGLECT. I HAD A HORSES AT MY HOUSE. THESE ARE MY CHILDREN. THE HORSES BELONG TO THOSE HO THOSE, UH, BOYS. POLICE CAME 10 DAYS LATER TO INVESTIGATE THE STANDARDS. UH, UH, POLICE POLICY IS ANYONE CALLS IN A REPORT. THEY COME IN WITHIN 24 HOURS. I CALL THE CITY OF TEMPE, CHANDLER, GILBERT AND EVERYBODY ELSE. POLICE CAME 10 DAYS LATER AND TWO DETECTIVES CAME. I INVITED THEM TO COME INSIDE. THEY WERE RUDE AND THREATENING. AND THEN I INTERVIEWED THE OFFICERS WHO CAME TO INVESTIGATE. THOSE PEOPLE HAD NO KNOWLEDGE OF HORSES. THEY DIDN'T OWN HORSES, THEY DIDN'T DRIVE, THEY DIDN'T RIDE ANY HORSES. AND THEN THEY MADE THE DECISION THAT, UH, MY, I WAS NEGLECTING MY HORSES. AND THEY CAME AT FOUR O'CLOCK, THEY WENT TO THE COURT, GOT AN ARREST, OR THEY GOT A WARRANT AT NINE O'CLOCK AT NIGHT. AND THE ARREST WARRANT CLEARLY STATED THEY'RE HERE TO, UH, COME DURING THE DAYTIME. AND THEN THEY CAME AT 11 O'CLOCK AT NIGHT. AT NIGHT, SAME NIGHT. AND THEN THEY ARRANGED FOR A LOT OF PEOPLE, MANY POLICE OFFICERS AND, UH, THE ARIZONA FARM SERVICES AND THE PEOPLE TO PICK UP THE HORSES, THE MANY OTHER AGENCIES. AND, UH, THEY PICKED UP MY HORSES AND THEN THEY TOOK IT. AND I FEEL IT WAS A PLANNED CONSPIRACY THAT THEY PLANNED FOR 10 DAYS. AND THEY SHOWED UP AT MY HOUSE WITH FULL INTENTION TO ARREST FOR NO REASON. MY HORSES WERE PERFECTLY FINE. THERE WAS ABSOLUTELY NOTHING WRONG WITH THE HORSES. THEY TOOK THE HORSES. THE STATE DID NOT WANNA PROSECUTE ME. SO THEY ISSUED A, UH, LETTER OF, UH, DISPOSITION. SO THE CITY OF CHANDLER, A WEEK, TWO WEEKS LATER, SUBMITTED A HUNDRED, 160 PAGE REPORT OF FABRICATED LIES. THE FIRST THING THEY DID WAS THEY REPLACED MY HORSES WITH THE DYING HORSE, REPLACED THE EVIDENCE, AND THEN THEY LIED ABOUT EVERYTHING IN THERE SAYING THAT, UH, THERE WERE NO WATER. AND IT'S A DETECTIVE. AND I PROVED THAT'S WHAT YOU'RE SAYING. YOUR YOUR TIME IS UP. CAN YOU PLEASE WRAP UP? OKAY. ALL I'M ASKING FOR IS FOR THE CITY OF STANDARD TO INVESTIGATE AS TO WHAT HAPPENED AND WHO'S RESPONSIVE FOR IT, AND PAY ME FOR MY HORSES AND COMPEND ME FOR WHATEVER THE THING IS. UH, I'D LIKE TO TALK A LITTLE BIT ABOUT TONIGHT, ABOUT NOT JUST THE CANAL ITSELF, BUT ALSO THE COMMUNITY THAT IT SERVED. A LITTLE BIT ABOUT THE IMPACT THAT IT HAS HAD ON THE LARGER CITY OF CHANDLER, UH, GOODYEAR YESTERDAY, AND A LITTLE BIT ABOUT GOODYEAR TOMORROW. WITH THAT, THE STORY STARTS IN 1898 WITH DAVID FAIRCHILD, A US DEPARTMENT OF AGRICULTURE EMPLOYEE WHO WAS SENT OUT, UH, COMMISSIONED OUT BY THE FEDERAL GOVERNMENT TO GET SEEDS THAT COULD GROW IN THE AMERICAN SOUTHWEST. ONE SUCH SEED THAT WAS BROUGHT BACK WAS EGYPTIAN LONG STAPLE COTTON. UH, THIS PICTURE DEPICTS DAVID FAIRCHILD ON THE LEFT AND ON THE RIGHT, DR. AJ CHANDLER. UH, THIS IS ON CHANDLER'S RANCH. IT RANCH. IT IS EVIDENCE THAT EGYPTIAN COTTON GREW IN CHANDLER. UH, THIS LED TO A COTTON BOOM WITHIN THE 1910S THAT, UH, SAW A LOT OF COTTON RANCHES, UH, COMING UP ALL ACROSS CHANDLER, WHERE COTTON WAS NOT ONLY GROWN, BUT ALSO PROCESSED. THIS PEAKED THE INTEREST OF THESE OF THE GOODYEAR TIRE COMPANY AND THEIR SUBSIDIARY, THE SOUTHWEST COTTON COMPANY, WHICH WAS INCORPORATED SOLELY TO PURCHASE LAND WITHIN THE SOUTHWEST. THEY IDENTIFIED TWO SITES, LITCHFIELD OUT IN THE WEST VALLEY, AND GOODYEAR IN THE EAST VALLEY. A LITTLE BIT BY WAY OF HISTORICAL BACKGROUND. UH, IN 1917, AMERICA JOINED THE GREAT WAR EFFORT. WORLD WAR I AND EGYPTIAN COTTON WAS EMBARGOED. THUS, THE COTTON THAT WAS USED FOR THE PRODUCTION OF TIRES WAS NO LONGER ABLE TO BE SOURCED FROM EGYPT. THUS THEY HAD TO FIND A DOMESTIC SOURCE. AND IT WAS RIGHT HERE IN THE CITY OF CHANDLER. UH, IN THE PURPLE, IT DEPICTS THE LAND THAT THE CHANDLER IMPROVEMENT COMPANY LEASED TO THE SOUTHWEST COTTON COMPANY. UH, APPROXIMATELY 12 SECTIONS IN BLUE IS THE GOODYEAR CANAL THAT WAS DUG IN 19, UH, 17. AND THEN THE COMMUNITY WAS BUILT SUBSEQUENTLY, THIS IS PERHAPS THE BEST PRESERVED IMAGE SHOWING A BIRD'S EYE VIEW OF THE HISTORIC TOWN SITE MODEL, TOWN OF GOODYEAR. UM, ONE CAN SEE FROM THIS PHOTO THAT IT WAS A RELATIVELY IMPROVED COMMUNITY. IT HAD TREELINE STREETS, IT HAD A THEATER, IT HAD A MERCANTILE STORE, GENERAL STORE FOR ALL OF YOUR, YOUR, UH, DAILY NEEDS. IT HAD FOUR SCHOOL BUILDINGS AND A PLETHORA OF RESIDENTIAL BUILDINGS, UH, LARGELY SPLIT BETWEEN THE LABORER SIDE AND THEN THE EXECUTIVE SIDE, WHERE A LOT OF, UH, COMPANY WORKERS FROM THE GOODYEAR TIRE COMPANY LIVED. THIS IMAGE DEPICTS THE GOODYEAR STORE. UH, THIS IS ACTUALLY THE CURRENT LOCATION, ALTHOUGH THE BUILDING IS MUCH LARGER NOW OF THE BASHA HEADQUARTERS ALONG BASHA ROAD. AND IT ACTUALLY GOES DEEPER THAN THAT. UH, THE FIR THIS IS ACTUALLY THE STORE THAT IKE AND EDDIE BASHA IN 1932 LEASED OUT AS THEIR FIRST GROCERY STORE. FROM THERE, THEY GREW THE CHAIN INTO THE BASHA BASHA CHAIN THAT WE ALL KNOW AND LOVE TODAY. THIS IS THE GOODYEAR SCHOOL, UH, CIRCA 1919 WITH SOME CHILDREN PLAYING. DRAW YOUR NOTICE TO SOME OF THE ARCHITECTURAL FEATURES THAT ARE REALLY PREVALENT THROUGH THE ENTIRE MODEL TOWN, INCLUDING THESE BREEZE BLOCKS, THESE PROJECTING PARAPETS AND THESE, UH, THIS WINDOW TRIM. IT'S VERY CONSISTENT THROUGH THE ENTIRE TOWN. IT HAD SOMEWHAT OF A VERNACULAR. THIS IS ANOTHER IMAGE LOOKING AT THE FOUR SCHOOL BUILDINGS. UNFORTUNATELY, THESE HAVE BEEN DEMOLISHED SINCE, UM, BUT WE'RE CERTAINLY A FANTASTIC EXAMPLE OF THE TYPE OF ARCHITECTURE THAT THE TOWN EXHIBITED. HERE WE SEE AN IMAGE OF THE RESIDENTIAL PART OF THE TOWN, UM, KIND OF THE MORE UPPER CRUST AREA, AND AGAIN, FROM A DIFFERENT ANGLE. UH, AGAIN, STANDARD WIDTH, SIDEWALKS RUNNING WATER, A HOSE IN A SPIGOT. THIS WAS REALLY A COMMUNITY. THIS WASN'T JUST A SET OF BUILDINGS THAT CAME UP IN ONE [00:30:01] NIGHT. THIS WAS A PLACE BUILT TO LAST. THIS IS THE GOODYEAR HOSPITAL BUILDING. IT ACTUALLY STILL STANDS TODAY AND IS ON PRIVATE PROPERTY OWNED BY THE BOGAL FAMILY. UM, THIS CERTAINLY WOULD BE A CANDIDATE FOR FUTURE PRESERVATION EFFORTS. UM, ALTHOUGH GOODYEAR WAS A COLLECTION OF BUILDINGS AND ROADS AND STREETS, IT WAS MORE THAN THAT. IT WAS ALSO A COMMUNITY, UH, SERVING A WIDE VARIETY OF PEOPLES. THESE ARE IMAGES OF SCHOOL-AGED CHILDREN, ACTUALLY, CLASS PHOTOS, RANGING FROM 1919, ALL THE WAY UP INTO THE LATE 1930S. THERE WAS ALSO A VARIETY OF SLICES OF LIFE ONE COULD FIGHT IN GOODYEAR, UH, EVERYTHING FROM WORKERS TO LADIES GETTING READY FOR A NIGHT ON THE TOWN. UH, PRESUMABLY THESE ARE GOODYEAR EXECUTIVES TO IMMIGRANT FAMILIES. UM, COMING FOR THE, UH, AGRICULTURAL BOOM THAT CHARACTERIZED THE 1920S WITHIN THIS VALLEY. THIS IS AN IMAGE OF, UH, GOODYEAR IN 1949. UM, IT'S CLEAR FROM THIS PHOTO THAT IT, IT, UH, EXHIBITED A, A VERY HIGH DEGREE OF IMPACT ON THE LOCAL LANDSCAPE. UM, IT ACTUALLY HAD AN IMPACT FURTHER OUT, ONE CAN SEE SOME REMNANTS OF THE AGRICULTURAL, UH, CHARACTERISTICS OF SOUTH CHANDLER. BUT THAT BEING SAID, IF YOU LOOK CLOSE ENOUGH, THERE ARE SHADOWS OF THE PAST, THINGS LIKE THIS LATERAL CANAL. AND THIS IS SNEER PARK RIGHT HERE FOLLOWING THE SAME EXACT LATERAL SIDEWALK. UH, AMONG OTHER THINGS, THINGS LIKE THE BASHA BUILDING BEING RIGHT WHERE AGAIN, THE, THE, UH, GOODYEAR MERCANTILE STORE LEASE BY EKE BASHA 1932 STANCE. BUT THAT BEING SAID, PERHAPS THE MOST POIGNANT EXAMPLE OF A, UH, PRESERVED IMPROVEMENT FROM THE TOWN IS WHAT MADE IT POSSIBLE. UH, IT WAS AN AGRICULTURAL TOWN, AFTER ALL, AND THE SINGLE IMPROVEMENT THAT REALLY CHARACTERIZED THE COMMUNITY WAS THE CANAL. THIS IS AN IMAGE OF THE CANAL, UH, LATE 1930S IN THIS IMAGE. IT IS BIFURCATING THEN ALMA SCHOOL ROAD, ORIGINALLY GOODYEAR STREET, TODAY KNOWN AS BASHA ROAD. UM, WE CAN SEE THAT IT HAS THOSE SAME PALM TREES THAT IS, IT IS CHARACTERIZED BY TODAY. AND IT ACTUALLY STILL CIRCULATES WATER, UH, CIRCULATES WATER FOR THE AAT MANAGEMENT GROUP, UM, TO CIRCULATE THEIR LAKE WATER SYSTEM AS WELL AS SERVING TO IRRIGATE SN PARK. UM, UNFORTUNATELY, IN RECENT YEARS, THE CANAL HAS FALLEN INTO SOME DISREPAIR. BUT THAT BEING SAID, IN THI THIS YEAR, THE CITY RETAINED OWNERSHIP OF THE CANAL, A HUNDRED PERCENT OWNERSHIP AFTER SOME COMPLEX TIDAL WORK. UM, WE WORKED VERY HARD TO, TO FIGURE THAT ONE OUT. UM, BUT NOW THAT WE HAVE 100% OWNERSHIP, WE ARE WORKING ON A MAINTENANCE PLAN. AND MAINTENANCE HAS ACTUALLY ALREADY BEEN EXECUTED. UM, THE NOR RATHER THE SOUTH SIDE OF THE CANAL HAS ALREADY BEGUN TO BE CLEANED, FOLLOWED BY THE NORTH SIDE. AND, UH, THERE'S A PLAN TO REPAIR, MAINTAIN, AND MAINTAIN INTO THE FUTURE. THIS, UH, WONDERFUL HISTORIC RESOURCE. SO WITH THAT, THIS IS THE PROPOSED LANDMARK DISTRICT BOUNDARY IN RED. UM, THE BLUE IS JUST TO GIVE CONTEXT FOR WHAT WOULD'VE BEEN THE HISTORIC TOWN SITE FROM A BUILDING PERSPECTIVE. AND WITH THAT, UH, STAFF FINDS THAT THE GOODYEAR CANAL MEETS THE CRITERIA FOR DESIGNATION AS A LANDMARK UNDER THE CITY'S HISTORIC PRESERVATION PROGRAM, FINDING THAT IT HAS MAINTAINED ITS HISTORIC CONTEXT THAT IS RELATED TO PEOPLE OR EVENTS SIGNIFICANT TO THE HISTORY OF THE CITY OF CHANDLER. AND THAT IS AN EXAMPLE OF A UNIQUE IMPROVEMENT NOT FOUND OTHERWISE WITHIN THE CITY OR EVEN TRULY IN A BUDDING COMMUNITIES. SO WITH THAT HISTORIC PRESERVATION COMMISSION AND PLANNING AND ZONING COMMISSION, RECOMMEND CITY COUNCIL APPROVE THE HISTORIC LANDMARK DESIGNATION FOR THE GOODYEAR CANAL. AND WITHOUT MR. AND THE PURPOSE OF THE CONSORTIUM IS TO PROMOTE REGIONAL AND COLLABORATIVE STRATEGIES TO ADDRESS AFFORDABLE HOUSING NEEDS WITHIN MARICOPA COUNTY HOME ACTIVITIES WITHIN THE CITY OF CHANDLER THAT HAVE BEEN COMPLETED TO DATE. THIS WILL ENABLE THE CITY TO ACTUALLY RECEIVE ADDITIONAL HOME DOLLARS AND HOME A DOLLARS THAT HAVE BEEN PREVIOUSLY PRESENTED TO THIS COUNCIL. AND I WANNA HIGHLIGHT SOME OF THE THINGS THAT WE'VE DONE YEAR TO DATE FOR 2023, WE OPPOSED TWO MULTI-AGENCY PREDATOR OPERATIONS, WHICH LED TO 31 TOTAL ARRESTS WITH OVER 70 FELONY CHARGES SURROUNDING HUMAN TRAFFICKING.
