WE HAVE A NUMBER OF SERVICE RECOGNITIONS PROCLAMATION, AND, UH, AND THE, THE FOURTH ITEM, WHICH WILL ACTUALLY BE SHARED ON THURSDAY.

SO AT THIS POINT I WOULD LIKE TO INVITE COUNCIL MEMBER WILDA, PLEASE JOIN ME UP FRONT.

OKAY.

[1. Service Recognitions]

SO FIRST ITEM ON OUR AGENDA FOR SCHEDULED PUBLIC APPEARANCES IS SERVICE RECOGNITIONS.

I'D LIKE TO TURN THIS OVER TO CITY MANAGER.

THANK YOU, MAYOR MAYOR COUNCIL.

AT THIS TIME, I WOULD ASK A POLICE CHIEF, SHAWN DUGGAN TO COME FORWARD AND MAKE HIS PRESENTATION.

WELL, GOOD EVENING.

MAYOR MEMBERS OF COUNCIL.

I'D LIKE TO ASK, UH, OFFICER TYLER SERVICE TO COME FORWARD TO RECOGNIZE HIS 10 YEARS WITH THE CITY OF CHANDLER.

OKAY.

SO TYLER BEGAN HIS CAREER WITH THE CITY OF CHANDLER AS A PATROL OFFICER AND QUIT IN 2010 AND QUICKLY ESTABLISHED THEMSELVES AS A FOCUS AND HIGHLY DETERMINED OFFICER.

HE SHARPENED HIS SKILLS AND DEVELOPED A REPUTATION AS A TALENTED AND DEDICATED MEMBER OF PATROL, WHICH LED TO HIS CURRENT ASSIGNMENT AS A SCHOOL RESOURCE OFFICER AT THE PRIMATE MIDDLE SCHOOL.

OVER THE COURSE OF HIS CAREER, TYLER HAS RECEIVED A NUMBER OF COMMENDATIONS, INCLUDING THE DEPARTMENT'S LIFE-SAVING METAL, WHICH HE HAS RECEIVED THREE TIMES.

IN ADDITION TO HIS PRIMARY DUTIES.

TYLER ALSO SERVES AS A MEMBER OF THE DEPARTMENT'S HONOR GUARD REPRESENTING OUR DEPARTMENT THROUGHOUT THE STATE WITH PRIDE AND DISTINCTION.

TYLER HAS BUILT A REPUTATION AS A COMPASSIONATE AND PROFESSIONAL OFFICER WHO PROVIDES EXCELLENT SERVICE TO THE CITIZENS OF CHANDLER.

SO CONGRATULATIONS, TYLER, AND THANK YOU FOR 10 YEARS OF SERVICE SO PLEASE, THE COUNCIL I'D LIKE TO ASK ONE, BUT ALREADY COME FORWARD, PLEASE, OR IS A TENURE SERVICE AWARD WOULD LIKE TO RECOGNIZE WARREN BADARI.

FIRST 10 YEARS OF SERVICE, 10 YEARS AGO, ONE CAME FROM THE CITY OF MIGUEL'S ARIZONA BECAUSE HE WAS LOOKING FOR A BETTER WORK ENVIRONMENT AND TO PROVIDE A BETTER LIFE AND FUTURE FOR HIS FAMILY.

WANT, I TRULY BELIEVE THAT YOU HAVE ACCOMPLISHED THAT.

AND I WANT TO THANK YOU FOR MAKING THAT MOVE.

JUAN IS HERE WITH HIS WIFE AND TO JOEL AND KAMIYAH AND JUAN CARLOS, WHO BOTH ATTENDED CHALLENGE SCHOOLS WAS AN EXTREMELY WELL-ROUNDED TECHNICIAN THAT WORKS ON A WIDE VARIETY OF VEHICLES AND EQUIPMENT.

THE CITY OWNS EVERYTHING FROM POLICE MOTORCYCLES, PATROL SUV'S HEAVY TRUCKS, TRAILERS, BLACK HILLS, ALL OF THE CITY EQUIPMENT.

WANT US CONSISTENTLY READY TO TAKE ON NEW CHALLENGES AS THEY GO TO THE DEPARTMENT FOR REPLACING ENGINES.

THAT COMPLETES THE SERVICE RECOGNITION.

SO WE HAD ONE THAT WAS NOT ABLE TO ATTEND TONIGHT.

ALL RIGHT, THANK YOU.

[2. Proclamation: Small Business Saturday]

NEXT ON OUR SCHEDULED PUBLIC APPEARANCES IS IT.

WE HAVE A PROCLAMATION FOR SMALL BUSINESS SATURDAY, MICAH MIRANDA.

OKAY.

AS MIKE IS WALKING FORWARD, I WOULD LIKE TO COMMEND MICAH AND OUR ECONOMIC DEVELOPMENT TEAM FOR THE HARD WORK.

THEY HAVE THAT PARTICULARLY THROUGH THIS PANDEMIC, LOTS OF PHONE CALLS, LOTS OF ZOOM, LOTS OF WEBEX'S TO SUPPORT OUR ENTIRE BUSINESS COMMUNITY.

AND THROUGH THE RELIEF PROGRAMS THEY'VE DEVELOPED OVER $3 MILLION HAVE BEEN DISTRIBUTED TO OUR HUNDREDS

[00:05:01]

OF BUSINESSES IN CHANDLER.

I WANT TO THANK YOU AND OUR ECONOMIC DEVELOPMENT TEAM FOR YOUR CONTINUED PERSEVERANCE AND DEDICATION TO OUR ECONOMIC PROSPERITY.

DO YOU LIKE TO SAY ANYTHING? SURE.

UM, IT'S KIND OF FUNNY.

SO SMALL BUSINESS SATURDAY IS A NATIONWIDE EVENT TO REALLY BRING ATTENTION TO THE IMPORTANCE SMALL BUSINESSES PLAY IN OUR COMMUNITY.

BUT THE IRONIC THING IS THROUGH MAYOR AND COUNCIL'S VISION.

THE CITY OF CHANDLER HAS LONG HELD SMALL BUSINESSES AS THE CORNERSTONE OF OUR ECONOMIC DEVELOPMENT SUCCESS.

SO WHILE WE DO THESE PROCLAMATIONS ANNUALLY AND ONE EVENT A YEAR ON A NATIONAL LEVEL, THIS IS SOMETHING THAT THE CITY OF CHANDLER REALLY BUYS INTO AND SUPPORTS.

WE HAVE A NUMBER OF THINGS THAT THE MAYOR MENTIONED THAT WE DO TO SUPPORT SMALL BUSINESS ON AN ANNUAL BASIS.

AND WE'LL CONTINUE TO ROLL OUT ADDITIONAL PROGRAMS IN SUPPORT OF COVID RELIEF.

SO, UM, TO ALL THE CHANDLER BUSINESSES, THANK FOR INVESTING IN OUR COMMUNITY, TO THE RESIDENTS OF CHANDLER, PLEASE GO OUT AND SUPPORT OUR LOCAL BUSINESSES.

THEY NEED TO KNOW MORE THAN EVER.

THANK YOU.

I'VE SPEARED.

MANY OF YOU, A LIST OF, WHEREAS IS, AND WE'VE DONE THE PROCLAMATION.

[3. Recognition: Certificate of Achievement for Excellence in Financial Reporting (CAFR) Award, Fiscal Year Ended June 30, 2019]

AND LAST WITH THIS IS OUR CAPER AWARD.

THIS IS THE FISCAL YEAR ENDING JUNE 30TH, 2019, UH, DON LANG AND OUR MANAGEMENT SERVICES DIRECTOR AND OUR ACCOUNTING TEAM, IF THEY WOULD LIKE TO COME FORWARD.

ALL RIGHT, THANK YOU, MAYOR AND COUNCIL.

UM, I WOULD ASK THAT OUR CHANDLER'S VISIONARY ACCOUNTING TEAM COME FORWARD TO BE RECOGNIZED.

WE HAVE FOUR OUT OF 17 WITH US HERE THIS EVENING.

I'M HAPPY TO REPORT THAT THE CITY OF CHANDLER HAS RECEIVED THE CERTIFICATE OF ACHIEVEMENT FOR EXCELLENCE IN FINANCIAL REPORTING FOR OUR COMPREHENSIVE ANNUAL FINANCIAL REPORT, AFFECTIONATELY KNOWN AS THE CAFFER FOR THE 38TH CONSECUTIVE YEAR.

AND IT IS USED BY ALL THREE OF OUR CREDIT RATING AGENCIES, UH, TO HELP IN THEIR ASSESSMENT OF THE CITY'S CREDIT WORTHINESS HERE TO ACCEPT THE AWARD FOR THE PREPARATION OF THE FISCAL YEAR 20 1819, KHAFRE OUR CHRISTIE SMITH, OUR COUNTY MANAGER FRONT LEFT THERE, TRACY SCHMIDT, UM, ACCOUNTING SUPERVISOR FRONT, RIGHT, JOANNE CHING, SENIOR ACCOUNTANT, AND ROBERT QUARRIER ARE FINANCIAL SERVICES ANALYST.

ARE THEY INKS AND APPRECIATION TO THEM THE ENTIRE ACCOUNTING DIVISION AND OUR TEAM MEMBERS THROUGHOUT THE DEPARTMENTS FOR THEIR HARD WORK AND DEDICATION TO THIS EFFORT? WELL DONE.

ALL RIGHT.

THANK YOU.

WELL, THAT'S IT.

[CONSENT AGENDA]

SO COUNCIL WE'VE HAD OPPORTUNITY TO LOOK OVER THE AGENDA.

THERE ARE A FEW ITEMS THAT YOU ALL HAVE CALLED IN THE FIRST IS ITEM NUMBER TWO, COUNCIL

[00:10:01]

MEMBER WONG AND COUNCIL MEMBER ORLANDO FOR A STAFF BRIEFING BRIEFING ON THE INTRODUCTION OF ORDINANCE NUMBER FOUR NINE FOUR ONE, WHICH IS THE ALTA CHANDLER AT THE PARK.

WE'LL START WITH COUNCIL MEMBER WALL.

OKAY.

MY ONLY CONCERN WITH THIS PROJECT IS, UH, ABOUT THE SETBACKS OF THE, THE BUILDING.

AND I HAD LOT COMES UP BECAUSE, UH, UH, THE SENT DEVELOPER HAD DEVELOPED TWO OTHER PROJECTS, UH, WHICH ARE GOOD PROJECT, BUT THE ONLY, BUT I DO HAVE COMES UP WITH A SEPARATE, WE, I, SOME CITY GIVE THEM SOME EXCEPTION.

SO I WOULD LIKE TO KNOW MORE ABOUT HIS PROJECT, WHERE A LOT BE THE SAME, OR IT WILL BE A LITTLE BIT DIFFERENT.

OKAY.

YEAH.

MAYOR COUNCIL, NUMBER ONE, I'M JUST BRINGING UP THE SLIDESHOW HERE, JUST SO WE HAVE A FEW ILLUSTRATIONS OF THE PROJECT TO SHOW YOU.

I WON'T GO THROUGH EVERYTHING, BUT THAT'LL GIVE A BETTER REFERENCE OF WHAT I AM SPEAKING TO BEFORE YOU HERE IS THE PROPOSED DEVELOPMENT AND IN TERMS OF LOCATION, JUST FOR EVERYONE TO UNDERSTAND THAT THIS IS AT THE SOUTHEAST CORNER OF CHANDLER BOULEVARD AND PARK LANE BOULEVARD, AND THAT IS WEST OF THE ARTERIAL INTERSECTION OF CHANDLER AND ALMOST SCHOOL ROAD.

IT IS APPROXIMATELY SIX AND A HALF ACRES, THREE BUILDINGS, FOUR STORIES EACH IN TERMS OF SETBACKS MEMBER THAT ALONG CHANDLER BOULEVARD.

IF YOU CAN SEE ON THE SITE PLAN HERE, IT IS A UNDULATING FRONT ELEVATION ALONG CHANDLER BOULEVARD.

SO IT IS A, NOT A SET IN STONE, A SETBACK ALONG THAT MEANING IT VARIES.

AND WHAT I MEAN BY THAT, FROM THE PROPERTY LINE, ALL THE BUILDINGS ARE AT LEAST 10 FEET BACK FROM THE PROPERTY LINE.

HOWEVER, FROM THE BACK OF CURB, THERE IS A VARIATION FROM 29 FEET TO 37 FEET.

SO AS WE ARE IN THE WEST SIDE, A LOT OF THE PATIOS ARE APPROXIMATELY 27 FEET, I'M SORRY, 29 FEET FROM THE BACK OF CURB.

AND THEN AS WE GO FURTHER TO THE EAST, YOU SEE OF THE BUILDING KIND OF STEPS BACK FURTHER TO ALLOW A MORE OPEN INTERSECTION THERE.

AND THAT IS WHERE IT INCREASES TO 37 FEET AS WELL.

IN COMPARISON TO SEVERAL OF THE OTHER PROJECTS, SPECIFICALLY THE ONE DOWN TO THE EAST OF THIS PROJECT, THE, THE ALTO SAN MARCOS.

NOW THAT WAS BUILT PRETTY MUCH RIGHT BEHIND THE SIDEWALK THERE.

THIS PROJECT HERE IS A DETACHED SIDEWALK.

THERE ARE DOUBLE ROWS OF LANDSCAPING IN BETWEEN.

SO IT PROVIDES A GOOD TRANSITION FROM CHANDLER BOULEVARD TO THE FRONT OF THE BUILDING, WITH THE PROJECTIONS OF THE PATIO.

SO IT'S, IT HAS A, A LOT OF VARIATION IN THAT SETBACK.

OKAY.

YEAH.

THANK YOU VERY MUCH FOR YOUR EXPLANATION.

I ACTUALLY ALSO, WE STUDIED A PROJECT M AS THING, UH, THE SEPARATE ISSUE IS MUCH, MUCH BETTER THAN THE PREVIOUS PROJECT.

YEAH.

THANK YOU.

AND COUNCIL MEMBER ORLANDO.

THANK YOU.

MA'AM I DO TALK ABOUT THE SETBACK.

I STILL THINK IT'S, ALTHOUGH WE TRY AND WORK WITH ADULTS, I STILL THINK IT'S A LITTLE BIT TOO CLOSE IN AND POSING WHEN YOU'RE LOOKING AT A FOUR STORY BUILDING FROM THE STREETS.

SO I STILL HAVE CONCERNS ABOUT THAT, AND I SHARE THAT WITH THE DEVELOPER AS WELL.

UM, THE OTHER CONCERN I HAVE ABOUT THIS AS THE MID-RISE OVERLAY, I MISSES FOUR STORY, 63 FEET, SOMETHING LIKE THAT.

I CAN'T REMEMBER EXACTLY THE MAYOR COUNSELOR ORLANDO THAT IS CORRECT 63 FEET.

AND THAT IS INCLUSIVE OF THE TOWER AND ARCHITECTURAL ELEMENTS, RIGHT? THAT IS THE PURPOSE FOR THE MID-RISE.

THE REMAINDER OF THE BUILDING IS APPROXIMATELY 43 FEET TO THE TOP OF THE ROOF DECK.

AND THERE'S A PARAPETS THAT UNDULATE ON THE ROOF TO SCREEN THE MECHANICAL.

SO THAT IS A PURPOSE OF THE MID-RISE OVERLAY TO ALLOW THE ADDITIONAL HEIGHT IN THE EVENT FOR THE, THE ELEVATOR VADER CHEFS AS WELL.

SO, AS I LOOK AT THIS AREA, UH, WHICH, YOU KNOW, I UNDERSTAND WE'RE LOOKING AT A REDEVELOPMENT HERE TAKING TWO BUILDINGS DOWN AND PUTTING THIS THERE.

UM, YOU'RE LOOKING AT 45 UNITS PER ACRE.

I MEAN, ISN'T THAT LITTLE HIGH FOR THIS AREA? I MEAN, DON'T, WE HAVE A LOT LESS TENCENT DENSITY THROUGH THE MAYOR COUNCIL MEMBER ORLANDO.

IT IS A HIGHER DENSITY PROJECT IN THIS AREA.

IT IS AT

[00:15:01]

YES, 45 DWELLING UNITS, AN ACRE.

THE, THE MOST RECENT PROJECT THAT IS IN PROXIMITY TO THIS WOULD BE ALONG THE PARK LANE BOULEVARD, WHICH IS A PRIVATE STREET.

AS YOU GO TOWARDS ALMA SCHOOL ROAD IS TOWNHOMES AND THEY ERECT 15 DWELLING UNITS PER ACRE.

NOW THE DENSITY FOR THIS PROJECT BECAUSE OF THE GENERAL PLAN HERE, IT IS DESIGNATED AS NEIGHBORHOODS, BUT IS ALSO LOCATED ALONG A HIGH CAPACITY TRANSIT CORRIDOR.

SO THERE CAN BE CONSIDERATION OF THOSE PROJECTS ALONG THESE CORRIDORS FOR HIGHER DENSITY ABOVE 18 DWELLING UNITS PER ACRE.

AND THAT IS THE DENSITY THAT IS PROPOSED ON THIS PROJECT HERE.

UH, SEVERAL OF THE OTHER PROJECTS THAT WERE DEVELOPED UNDER THE, THE ALTON NAME AS WELL, IF YOU LIKE, THEY ARE DEVELOPED X 50 DWELLING UNITS PER ACRE AND 38 JOINT UNITS PER ACRE AS WELL.

SO WE HAVE A, A SEMI URBAN DOWNTOWN TYPE PROJECT AS WE ARE A LITTLE BIT OVER A MILE FROM THE CORE OF THE DOWNTOWN.

OKAY.

AND I GUESS MY OTHER QUESTION IS WE GAVE THEM SOME PARKING CONSIDERATION.

WHAT DID WE GET IN RETURN? YEAH.

AND THROUGH THE MAYOR COUNCIL MEMBER ORLANDO FOR LOOKING AT PARK, AND AGAIN, JUST LOOKING AT THE SITE PLAN AND SOME OF THE NUMBERS AND WORKING WITH THE APPLICANT ON THIS, SOME OF THE KEY THINGS THAT WE DO LOOK AT IN TERMS OF STAFF, THEY DID A PARKING DEMAND STUDY.

THEY EVALUATE THE SEVERAL OTHER FOUR STORY, HIGHER DENSE PROJECTS THAT WERE BUILT IN CHANDLER AND WORKING WITH THE APPLICANT ON THIS PROJECT.

AND I'LL GET TO YOUR QUESTION THERE.

THEY ARE PROVIDING 461 ONSITE PARKING SPACES.

498 ARE REQUIRED.

THEY HAVE ALSO LOOKED AT PROVIDING ADDITIONAL PARKING ON THE STREET.

AND AS I PREVIOUSLY MENTIONED, THIS IS A PRIVATE STREET UNDER THE CONTROL OF THE SAME OWNER AS THE, THE SHOPPING CENTER AND THE UNDERLYING OWNER RIGHT NOW OF THIS PROPERTY.

SO IN TERMS OF THAT, SOME OTHER THINGS THEY LOOKED AT.

SO WHAT WE HAVE NOW IS 498 REQUIRED 483 AVAILABLE ONSITE AND STREET PARKING.

AND THAT IS A APPROXIMATELY ABOUT A 7.4 REDUCTION THERE, OR EQUATING TO 1.6, FIVE SPACES PER UNIT, WHICH IS HIGHER THAN THE OTHER PROJECTS.

NOW, IN TERMS OF THAT, SOME OF THE THINGS THAT WERE OFFERED AS WELL, WE HAVE A RIDESHARE LOADING ZONE THAT IS RIGHT AT THE ENTRANCE OFF OF PARK LANE, BECAUSE A DESIGNATED AREA FOR UBER'S OR ANY THOSE TYPES OF COMPANIES TO COME AND ASSIST WITH AS WELL.

WE HAVE THE, UH, VALLEY METRO THAT'S AVAILABLE ALONG CHANDLER BOULEVARD AS WELL.

AND THEY DO HAVE OTHER LOADING, UM, AREAS IN THE PROPERTY THAT ARE LOCATED TOWARDS IT.

THE SOUTH SIDE ON PARK LANE BOULEVARD.

THEY DO HAVE A COMBINATION OF GARAGE CARPORTS AND, UM, AVAILABLE, UM, OPEN SPACE AS WELL.

I APPRECIATE IT.

LIKE I SAID, I DO HAVE SOME MAJOR CONCERNS WITH THIS PROJECT.

I THINK IT'S VERY INTENSE FOR THIS QUARTER, UM, WHAT WE'RE TRYING TO DO AND I, I GET IT, UH, I WISH IT WAS A LITTLE BIT SMALLER, LIKE THREE STORIES, I THINK NEED A LITTLE BIT MORE MANAGEABLE.

IT WOULD HAVE HANDLED THE PARKING WOULD HANDLE THE SETBACKS.

IT WOULD HAVE HANDLED A LOT OF THE ISSUES, UH, THAT, YOU KNOW, NOT ONLY BROUGHT UP BY AT LEAST ONE RESIDENT, AS WELL AS SOME OF THE P AND Z MEMBERS.

UH, SO I'M, I'M A LITTLE CONCERNED ABOUT THIS ONE.

SO THANK YOU FOR YOUR COMMENTS.

THANK YOU.

MAKE A MIRROR CONSTANTLY.

ANY ADDITIONAL COMMENTS? YEAH.

SO GIVE ME SOME BACKGROUND ON THAT.

ON THE UNITS PER ACRE, YOU SAID THERE WAS A, THERE'S A, SOME THERE'S ONE LOCATION.

THAT'S 15 YEARS IN THAT THE GENERAL PLAN STATES 18 PER ACRE, AND THIS ONE 40 WHAT, 45 THROUGH THE MAYOR, COUNCIL MEMBERS STEWART.

SO LOOKING AT THAT, I WILL COME BACK TO THE VICINITY MAP HERE.

SO HERE'S THE PROJECT SITE THERE.

AND IF YOU LOOK HERE WHERE IT SAYS LUXURY TOWNHOMES AT PARK TOWER, THAT IS A PROJECT THAT IS LITTLE OVER 15 DWELLING UNITS PER ACRE, AND THAT WAS BUILT A COUPLE YEARS AGO.

SO THAT'S THE CLOSEST DENSITY WITHIN THE PARK DEVELOPMENTS IS A LARGER 60 ACRE PROJECT BACK IN 1980S, THAT IT WAS DEVELOPED AS A MIXED USE.

SO A LOT OF MULTIFAMILY AROUND THE CORE OF WHAT AT ONE TIME WAS GOING TO BE A REGIONAL SHOPPING CENTER.

SO THAT IS THE HIGHEST DENSITY, THE OLDER PROJECTS, WHICH YOU SEE ARE A PARK TOWER AND MIGUEL RANCH.

THOSE ARE RANGING, I WOULD SAY FROM FIVE TO EIGHT DWELLING

[00:20:01]

UNITS, AN ACRE THEY'RE THEY'RE THE TRADITIONAL FLATS, UH, SPREAD OUT ON A PROPERTY FOR THAT.

SO THEY'RE NOT UNTIL YOU GET TO THE EAST FOR THE ALTO SAN MARCOS, THAT'S WHEN YOUR, YOUR DENSITY DOES INCREASE.

RIGHT? SO TELL ME MORE ABOUT THE HIGH-CAPACITY CORRIDOR PIECE AND WHAT THAT ALLOWS FOR AND WHY CHANDLER IS ON THAT LIST THROUGH THE MAYOR COUNCIL MEMBERS, STEWART.

SO THE GENERAL PLAN HERE, AND AS YOU SEE, IT'S NOT PARCEL SPECIFIC.

SO HERE THE ARROWS POINTING TO THE, THE GENERAL SITE AREA, AND IT'S RIGHT OUTSIDE OF THE, ONE OF THE GROWTH AREAS THERE, NUMBER FIVE, WHICH IS ALONG DOBSON ROAD THERE.

SO UNDER THE GENERAL PLAN, IT DOES HAVE A DESIGNATION OF NEIGHBORHOODS.

AND BECAUSE IT IS IN ONE OF THE TWO HIGH CAPACITY TRANSIT CORRIDORS IN CHANDLER, ARIZONA BEING THE OTHER ONE, THE GENERAL PLAN DOES ALLOW FOR DENSITIES TO GO ABOVE 18 DWELLING UNITS PER ACRE, GIVEN HIGH QUALITY SITE DESIGN ARCHITECTURE, AND SUCH.

AND THIS ONE IS AT 45 DWELLING UNITS PER ACRE.

OKAY.

IS THERE ANY CAP TO THAT WHEN IT CAN GO ON A GENTLEMAN? CAN IT BE ANYTHING THROUGH THE MAYOR COUNCIL MEMBERS TOO? THERE IS NONE.

OKAY.

THANK YOU.

SO, ANY ADDITIONAL QUESTIONS ON THIS ITEM SEEING NONE? THANK YOU.

NEXT ITEM.

I JUST WANTED TO MAKE A COUPLE COMMENTS.

WE HAVE A NUMBER OF, OF, UH, GRANT ITEMS ON HERE.

NUMBER SEVEN, NUMBER NINE, 10, 11, 12, 13, AND 14.

AND, UM, I'M ALWAYS ENCOURAGED WHEN I SEE, UH, GRANTS COMING INTO OUR CITY, PARTICULARLY DURING THESE PANDEMIC TIMES, WE ARE A VERY FISCALLY CONSERVATIVE, UH, COMMUNITY.

WHEN WE RUN OUR BUDGETS, SUCH THESE GRANT DOLLARS DO ALLOW US TO FUND OR GROW IMPORTANT PROGRAMS. SO THESE REALLY WELL, UH, SOME OF THEM ARE, ARE FAIRLY SMALL.

SOME OF THEM ARE FAIRLY SIGNIFICANT WITH OUR POLICE AND OUR AIRPORT, BUT I DO WANT TO COMMEND OUR STAFF.

I KNOW IT TAKES WORK TO BE PURSUING THESE GRANTS.

THEY JUST DON'T FALL IN HER LAP.

SO I I'VE ALWAYS ENCOURAGED AND, UH, ALWAYS HIGHLIGHT WHATEVER WE ARE PURSUING AND, AND ABLE TO LAND SOME GRANTS THAT WILL HELP FOR OUR CITY COUNCIL.

ANY THOUGHTS ON THESE OTHERWISE, I'LL MOVE ON SEEING NONE.

OUR NEXT ITEM.

UM, I CALLED THIS IN AS WELL WAS ITEM NUMBER 33.

AND I ASKED OUR POLICE CHIEF, UH, TO TALK A BIT ABOUT OUR SOLE SOURCE PURCHASE OF BODY CAMERAS AND CHIEF.

I, I REMEMBER REAL CLEARLY.

WE HAD A LOT OF CONVERSATION OVER THIS BACK IN 2015, WE HAD CONVERSATIONS WONDERING ABOUT, UH, THE DATA WE, UH, AND BEING ABLE TO KEEP UP WITH THAT AS A COMMUNITY OF INNOVATION, WE DO EMBRACE ALL FORMS OF TECHNOLOGY THAT CAN BE USED TO KEEP OUR CITY SAFE.

SO IF YOU COULD JUST GIVE A BRIEF PRESENTATION AND THEN I'D LIKE TO KNOW WHAT WE'VE LEARNED OVER BODY CAMERAS.

OVER THE LAST FIVE YEARS, WE WERE ONE OF THE EARLY USERS WITH THIS.

I RECENTLY HAD A CONVERSATION WITH ONE OF OUR CONGRESSMEN WHO PROMISED THAT THEY WOULD ALLOCATE MONEY FOR BODY CAMERAS, FOR THE CITY OF CHANDLER.

AND I THANKED HIM AND TOLD HIM HE WAS ABOUT FIVE YEARS TOO LATE ON THAT PARTICULAR PROMISE, BUT, UH, I APPRECIATED OUR LOOKING FORWARD ON THESE.

AND YOU COULD GIVE US AN UPDATE, TALK ABOUT DATA, ET CETERA.

SURE.

UH, THANK YOU, MAYOR.

AND AGAIN, UH, GOOD EVENING MEMBERS OF COUNCIL.

UM, MERRITT'S A GREAT MEMORY BECAUSE IT WAS DECEMBER 10TH, 2015.

I STOOD RIGHT HERE AND I PRESENTED THE COUNCIL AND I TALKED ABOUT HOW TECHNOLOGY IS CHANGING THE NATURE OF POLICING AND LEVERAGING TECHNOLOGY.

LIKE BODY CAMERAS WILL SHOW THAT, UM, NOT ONLY ARE WE ACTING MORE EFFICIENTLY, BUT WE'RE ALSO BEING MORE ACCOUNTABLE AND THAT WE ARE DEMONSTRATED TO OUR PUBLIC, THAT WE ARE HOLDING OURSELVES TO THE HIGHEST PRACTICES IN POLICING.

AND I TALKED ABOUT SPECIFICALLY HOW BODY CAMERAS WILL COLLECT COMPELLING EVIDENCE, UH, WHICH WOULD RESULT IN FASTER RESOLUTION OF CRIMES.

AND AGAIN, PROVIDE BETTER SERVICE TO VICTIMS OF CRIME.

AND I TALKED ABOUT HOW THE CAMERAS WOULD PROVIDE FASTER RESOLUTION OF COMPLAINTS AGAINST OFFICERS, AND EVEN PERHAPS CLEAR SOME OF THOSE COMPLAINTS EARLIER.

AND I TALKED ABOUT THE MESSAGE THAT WE WOULD SEND TO OUR COMMUNITY BY ISSUING OUR OFFICERS WITH CAMERAS.

THAT AGAIN, WE ARE TRANSPARENT.

WE HOLD OURSELVES TO HIGH STANDARDS AND WE ARE COMMITTED TO IMPLEMENTING BEST PRACTICES.

SO TONIGHT I JUST LIKE TO, UH, UM, FIVE YEARS LATER, UH, FROM, UH, WHAT I SPOKE ABOUT IN 2015, BODY-WORN CAMERAS DO COLLECT COMPELLING EVIDENCE.

THEY DO REDUCE SECONDARY TRAUMA TO VICTIMS OF CRIME.

AND EACH YEAR, APPROXIMATELY 3000 MISDEMEANOR CASES ARE SUBMITTED TO OUR CITY PROSECUTOR'S OFFICE.

[00:25:01]

AND ABOUT 1800 FELONY CASES ARE SUBMITTED TO THE COUNTY ATTORNEY'S OFFICE.

AND EVERY ONE OF THOSE CASES ARE REVIEWED BY A PROSECUTOR WITH THE ASSOCIATED BODY CAMERA FOOTAGE, CAMERAS HAVE RESOLVED COMPLAINTS AGAINST OFFICERS, UH, FASTER.

UM, IN FACT, EACH YEAR THEY'VE RESOLVED DOZENS OF COMPLAINTS AGAINST OFFICERS.

AND IN A FEW INSTANCES, UM, OUR OFFICERS HAVE RESPONDED AND ACTED INAPPROPRIATELY.

AND IN THOSE INCIDENTS, THOSE OFFICERS WERE HELD ACCOUNTABLE, BUT OVERWHELMINGLY THESE CAMERAS HAVE DEMONSTRATED HOW OUR OFFICERS, YOUR OFFICERS ACTED PROFESSIONALLY ACTED, UH, WITH GREAT PRIDE AND OFTENTIMES HEROICALLY IN THE FACE OF GREAT DANGER.

AND THE CAMERAS HAVE PROTECTED OFFICERS AND CITY, OUR CITY FROM POTENTIAL LAWSUITS.

AND OVER THE COURSE OF THE PAST FIVE YEARS, BODY CAMERAS HAVE HELPED US CONTINUE TO BUILD ON THAT RELATIONSHIP OF TRUST.

THAT WE'VE WORKED HARD OVER THE COURSE OF MANY YEARS, DEVELOPING BETWEEN THE POLICE AND OUR COMMUNITY.

OF COURSE, WE REALIZED THAT THE CAMERAS ARE NOT A PANACEA AND THEY DON'T CAPTURE ALL ELEMENTS OF A, AN ENCOUNTER, BUT THEY ALLOW US TO TELL OUR STORY FROM OUR PERSPECTIVE, WHICH IS VITAL TO ENSURING TRANSPARENCY AND EARNING TRUST AND SUPPORT.

AND THE ISSUANCE OF THE BODY CAMERAS HAS BEEN AN EPIC PARADIGM SHIFT IN POLICING.

UM, AND IT'S HELPED ACTUALLY SHAPE THE CULTURE OF THE POLICING OVER YEARS.

IN FACT, OVER THE YEARS, OUR OFFICERS HAVE ASKED US TO EXPAND THE BODY CAMERA PROGRAM BEYOND PATROL TO INCLUDE ALL SWORN PERSONNEL.

AND THIS WAS ACTUALLY AN RBO ISSUE THAT WAS REQUESTED OVER TWO YEARS AGO.

AND IT CAME TO A CRITICAL LIGHT THIS SUMMER WHEN WE WERE FULLY MOBILIZED DURING THE WEEK OF PROTEST IN JUNE AND OVER SUBSEQUENT WEEKENDS, WHERE WE HAVE, UH, STAFFED FOR DIFFERENT EVENTS HERE AND ACTUALLY, UH, PROVIDED MUTUAL AID TO SOME OF OUR NEIGHBORING JURISDICTIONS.

UH, NOT ALL OF OUR PERSONNEL WHO RESPONDED TO THE PROTEST AND WERE SENT OUTSIDE OUR CITY TO SUPPORT NEIGHBORING AGENCIES, UM, HAD PERSONALLY ISSUED CAMERAS.

SO THAT HAS EXPOSED US TO POTENTIAL RISK AND LIABILITY.

SO THAT'S WHY THIS NEW CONTRACT WILL PROVIDE CAMERAS FOR ALL OUR PERSONNEL.

AND THAT INCREASE WILL BE IN FLETCHER AS IS REFLECTED IN THE NEW CONTRACT, BUT ALSO REFLECTED IN THAT, IN THE NEW CONTRACT, OUR ADDITIONAL LICENSES FOR 50 CIVILIAN EMPLOYEES WHO ROUTINELY ACCESS EVIDENCE.COM.

SO THAT INCLUDES OUR RECORDS.

CLERK, CLERKS ARE, ARE, ARE CRIME, UH, TECH, UH, TECHNICIANS THAT ARE OUT ON THE STREET, COLLECTING EVIDENCE, OUR LABORATORY PERSONNEL AND OUR CRIME ANALYSTS.

THESE LICENSES ARE IN ADDITION TO THE 334 LICENSES FOR OFFICERS.

AND THOSE WERE NOT REFLECTED IN THE CONTRACT BACK IN 2015.

ANOTHER ENHANCED FEATURE OF THE NEW CONTRACT IS THE EXXON CITIZEN PORTAL.

THIS PORTAL ALLOWS OFFICERS THE SEN VIA THEIR CITY ISSUED PHONE, UM, A TEXT AND A LINK TO CITIZENS.

SO THEY THEN CAN ACCESS EVIDENCE.COM AND, UH, UPLOAD AND PROVIDE EVIDENTIARY ITEMS, UM, EVIDENCE SUCH AS DOCUMENTS AND PHOTOS.

SO THIS WAY THE OFFICERS DON'T HAVE TO RETURN TO THAT RESIDENCE AND COLLECT THAT INFORMATION THEMSELVES.

SO IT'S VERY CONVENIENT FOR THE CITIZENS AND IT'S MUCH MORE EFFICIENT FOR THE OFFICERS SO THEY CAN STAY DEPLOYED IN SERVICE OUT ON THE STREET.

SO THESE CAMERAS, UM, ONE OF THE MOST IMPORTANT UPGRADES, UH, WHEN IT, AS FAR AS OFFICER SAFETY FEATURES IS THE FACT THAT THE NEW CAMERAS THAT WE'RE GETTING THE ENHANCED VERSION OF LATEST CAMERA HAS GPS TRACKING CAPABILITIES.

SO WE WILL KNOW WHERE EVERY SINGLE ONE OF OUR OFFICES ARE PHYSICALLY LOCATED.

CURRENTLY WE KNOW WHERE THEIR VEHICLES ARE, BUT THE MINUTE THEY LEAVE THEIR VEHICLES, UM, WE DO NOT KNOW THROUGH GPS FOR THE LOCATED, AND WE'VE HAD A NUMBER OF INCIDENTS JUST THIS PAST YEAR WHERE OUR OFFICERS WERE INVOLVED IN DANGEROUS SITUATIONS, AND IT TOOK MINUTES CRITICAL MINUTES TO LOCATE THEM, TO RENDER THEM SUPPORT AND AID THIS WAY, WE'LL KNOW EXACTLY WHERE, WHERE THEY ARE.

NOW.

YOU MENTIONED THE A SOLE SOURCE PURCHASE.

UM, THIS CONTRACT WAS SOLE SOURCE WITH AXON BECAUSE AXONS BODY-WORN CAMERA SYSTEM COMBINES THE VIDEO RECORDING THE EVIDENCE HANDLING AND THE DATA AND SECURE CLOUD DATA STORAGE AXON INTEGRATES WITH OUR CAD SYSTEM AND AUTOMATICALLY CATEGORIZES VIDEO EVIDENCE SAVING OUR OFFICERS.

A LOT OF TIME, WE'VE BEEN USING AXON FOR THE PAST FIVE YEARS AND HAVE STORED HUNDREDS OF THOUSANDS OF FILES ALREADY ON EVIDENCE.COM.

DIGITAL FILES ARE AUTOMATICALLY UPLOADED INTO EVIDENCE.COM WHEN THEY, WHEN THE UNIT IS DOCKED AT THE END OF THE OFFICER'S SHIFT, UH, WE WEREN'T INCUR SIGNIFICANT COSTS TO TRANSFER AND STORE DATA WITH ANOTHER PROVIDER.

IF WE WERE TO DO THAT TODAY, AXON PROVIDES ENHANCED SECURITY CHAIN OF CUSTODY, AUDIT LOGS, AND ATTRACTS ALL SYSTEM AND USER ACTIVITY, AND THE ABILITY TO RETAIN

[00:30:01]

AND PERSE FILES BASED ON CLASSIFICATION.

AXON PROVIDES SECURE SHARING OF EVIDENCE WITH OTHER AGENCIES, SUCH AS THE CITY ATTORNEY'S OFFICE AND THE COUNTY ATTORNEY'S OFFICE.

AND IT ALLOWS US CITIZENS TO EASILY ACCESS, UM, EVIDENCE.COM TO DOWNLOAD, UM, AND SEND US THEIR INFORMATION.

UH, SOMETHING AS SIMPLE AS THE BATTERY LIFE, THE BATTERIES LAST 12 HOURS, AND EXXON PROVIDES VERY COMPREHENSIVE CUSTOMER TRAINING AND SUPPORT.

AND, UH, THAT'S WHY WE REQUESTED THE SOLE SOURCE, UH, PURCHASE.

AND ADDITIONALLY, IT WOULD, ACCORDING TO OUR CITY, IT, IT WOULD TAKE SIGNIFICANT INVESTMENT IN CITY.

IT INFRASTRUCTURE COSTING SEVERAL MILLIONS OF DOLLARS AND REQUIRING A NUMBER OF FULL-TIME EMPLOYEES, THE STAND A LIKE FOR LIKE BODY CAMERA PROGRAM HERE, THE CITY.

SO THAT IS OUR DESIRE TO MOVE FORWARD AND TO, UH, AGAIN, JUST A MODEL, THE BEST PRACTICES IN POLICING.

AND WE CERTAINLY APPRECIATE YOUR SUPPORT ALLOWING US TO DO THAT.

THANK YOU, CHIEF VICE-VERSA.

SO, SHOULD WE SPOKE ABOUT THIS EARLIER, TOO? YOU ANSWERED ALL MY QUESTIONS, BUT CONSIDERING ALL OF THE ITEMS THAT ARE CONTAINED WITHIN THIS LINE ITEM, BUDDY CAMERAS DOES NOT DO IT JUSTICE.

IT SEEMS LIKE IT'S A VERY HOLISTIC EVIDENCE SUITE FOR NOT JUST VIDEO, BUT FRIGGIN PORTAL TECHNOLOGY FOR CITIZENS AND, UH, ACROSS THE, THE CRIMINAL JUSTICE ARENA, PROBABLY PROSECUTORS HELPING IN YOUR POLICE OFFICERS ON THE STREET.

UM, SO THIS SOUNDS LIKE A VERY GOOD CONTRACT.

AND WE TALKED ABOUT BEFORE, IT SEEMS LIKE YOU NEGOTIATED THIS VERY, VERY WELL, SO I THINK WE NEED TO GET YOU INVOLVED IN THE ORACLE NEGOTIATIONS WITHIN IT.

SO THANK YOU, CHIEF.

THANK YOU, COUNSEL.

ANY ADDITIONAL QUESTIONS OR COMMENTS ON THIS ITEMS? OKAY.

ARE YOU TALKING ABOUT THE AGENDA ITEMS OR THIS ITEM? THIS PARTICULAR ONE? NOPE.

I'M GOOD HERE.

ALL RIGHT.

THANK YOU, CHIEF.

ALL RIGHT.

I HAD CALLED IN, UM, ITEM NUMBER 39 AND 40, WHICH HAD TO DO WITH THE SPECIAL EVENT LIQUOR LICENSE FOR OUTDOOR MUSEUM CONCERTS IN DECEMBER.

AND I PERSONALLY AM EXCITED TO SEE OUTDOOR EVENTS PICKING UP AS LONG AS WE CAN CONTINUE TO SOCIAL DISTANCE AND DO EVERYTHING NECESSARY TO STAY.

SAY OUR FIRST OUTDOOR CONCERT AT THE MUSEUM WAS A GREAT SUCCESS AND, UH, ON, ON ITS, ON AND ON CONSENT OR LIQUOR LICENSES FOR THE NEXT TWO IN DECEMBER.

SO WE HAVE SOME GOOD NEWS AND BAD NEWS IS THAT THEY PROMISE TO BE GREAT EVENTS.

THE BAD NEWS IS THEY'RE ALREADY SOLD OUT AND AS WE'RE CONTINUING TO FOLLOW CDC RECOMMENDATIONS OF 50 PEOPLE OR LESS AND IMPLEMENTING OTHER SAFETY MEASURES AS WELL.

SO IN THIS ONE SENSE, WE'RE GOING TO BE ABLE TO UTILIZE OUR MUSEUM AND PROVIDE SOME OFFERINGS FOR OUR COMMUNITY IN A SAFE SETTING.

AND I APPLAUD THAT.

SO THESE ARE ALL THAT I HAVE SEEN CALLED IN, BUT COUNCIL MEMBER, ORLANDO UNIT ADDITIONAL.

OKAY.

NO, I ACTUALLY PROBABLY FORWARD IT AND MAKE IT TO THE LIST, BUT THAT'S NO PROBLEM.

UH, LET'S TALK ABOUT ITEM FOUR, PLEASE.

I APOLOGIZE.

IT IS ON THE LIST.

OH, GOOD.

THAT'S ALL RIGHT.

MY MISTAKE, I BODY CAMERAS ARE MORE IMPORTANT ANYWAY, SO DON'T WORRY ABOUT IT.

MER, YOU GOT EXCITED ABOUT THINKING ABOUT I'M OKAY WITH BODY CAMERAS AND, AND, UH, HI, YOU'RE HERE AGAIN.

GOOD FOR YOU.

GOOD EVENING.

UM, SO THIS CASE HAD A FEW RESIDENTS SENDING SOME EMAILS AND THEY TENDED TO P AND Z, I GUESS MY QUESTION RESOLVES AROUND THAT.

OKAY.

SO THE PROJECTS, OKAY.

I I'VE TALKED TO THE DEVELOPER, I TALKED TO HER, YOU KNOW, INDIVIDUALS AROUND THIS, UM, THE HORSE PROPERTY BECAME AN ISSUE, NOT SO MUCH THE, UM, INDIVIDUAL THAT WANTED THE URBAN, YOU KNOW, THE URBAN EXPERIENCE, WHICH I UNDERSTAND THAT THAT'S NO PROBLEM, BUT I UNDERSTAND THAT THERE'S A, A BUSINESS THERE THAT THIS INDIVIDUAL ACTUALLY, UM, UH, USES HORSES FOR THERAPY.

AM I CORRECT? YES.

AND THAT OWNER HAD QUESTIONS IN REGARDS TO A WALL SET BACK.

HAVE WE ADDRESSED ALL THOSE THROUGH THE MAYOR COUNCIL MEMBER ORLANDO? UM, I WAS NOT AWARE OF ANY ISSUES, UH, DIRECTLY OF THE HORSE PROPERTY OWNER.

UH, I, I WAS AWARE OF THE, UH, RESIDENTS TO THE NORTH SUBDIVISIONS CONCERNS.

OKAY.

UM, SO CAN WE MAKE SURE THAT THAT RESONANT BEFORE THURSDAY NIGHT IS OKAY WITH THIS PROJECT? I DON'T, YOU KNOW, I DON'T WANT ANY SURPRISES.

I KNOW YOU DON'T EITHER SOMEONE'S SHOWING UP AND MAYBE IT WAS NOT ADDRESSED, BUT I WASN'T SURE THAT WE ADDRESSED THAT.

OKAY.

AND THE OTHER INDIVIDUAL WAS CONCERNED ABOUT THE URBANIZATION AND THE HOUSE BEING THERE.

CAN YOU KIND

[00:35:01]

OF FOLLOW UP WITH THAT AS WELL? JUST SO THAT, THAT THERE'S, I THINK THERE WAS TWO CONCERNS.

ONE FROM THE URBANIZATION OF MOVING PROPERTY IN THE HOUSE BEING THERE.

AND THEN THE SECOND ONE WAS THE BUSINESS OWNER, SMALL BUSINESS OWNER THERE.

ABSOLUTELY.

UM, SO AS FOR THE IMPACT ON THE HORSE PROPERTY, RIGHT? UH, TO STAFF'S KNOWLEDGE, THERE IS NOT GOING TO BE ANY IMPACT.

UM, OPERATIONS ARE GOING TO CONTINUE AS NORMAL AND, UH, STEPH HAD, HAS EDITED STIPULATION TO THE REZONING CASE.

UM, ESSENTIALLY LAYING OUT THAT AN AGENDA NEEDS TO BE ADDED TO THE RENTAL AGREEMENT GOING OVER, UM, WITH EACH TENANT, THAT THERE IS A LEGALLY OPERATING HORSE PROPERTY LOCATED DIRECTLY NEXT TO THEM.

OKAY.

AND THEN THE LAST QUESTION I BELIEVE WAS SOMETHING TO DO WITH THE, UM, SOMEONE HAS A, UM, UM, NOT, NOT A DITCH.

WHAT DO YOU CALL THAT? UH, OH, YOU KNOW, UH, SRP MISSION.

THANK YOU.

THANK YOU, IRRIGATION.

THAT PERSON IS OKAY AS WELL, UH, THROUGH THE MAYOR COUNCIL MEMBER, ORLANDO, UM, TO, TO STAFF'S KNOWLEDGE, ALL OF THE, UM, EASEMENTS AND SUCH HAVE ALREADY BEEN WORKED OUT.

OKAY.

BUT IT'S SOMETHING THAT WE CAN CERTAINLY LOOK INTO JUST DOUBLE CHECK.

CAUSE WE'VE HAD THAT ISSUE.

I KNOW YOU'RE NEW TO THE CITY.

WE'VE HAD THAT ISSUE LIKE TWO OR THREE TIMES HERE ABOUT, AND WE'RE GOING TO PROBABLY GET MORE OF THOSE BECAUSE IT'S JUST THE NATURE OF THE BUSINESS WE'RE TAKING, YOU KNOW, INFILL PROPERTIES WHERE OTHER AREAS THAT HAD THIS, YOU KNOW, RIGHTS THAT EASEMENT.

SO CAN YOU DOUBLE CHECK ON THAT AS WELL BEFORE A COUNCIL MEETING? I APPRECIATE IT.

THANK YOU.

UM, JUST BE BEFORE COUNCIL MEMBER ROWE IS, IS EITHER THE APPLICANT, UM, MR. PORTER OR THE ZONING ATTORNEY, MR. EARL, OR EITHER ONE OF THEM HERE TO COULD ANSWER COUNCIL MEMBER ORLANDO'S QUESTIONS.

OKAY.

UM, SO YOU'LL BE ABLE TO GET THOSE ANSWERS, UH, COUNCIL MEMBER RO UH, THANK YOU, MAYOR.

UM, YOU KNOW, I, I SAW THE PRESENTATION, I MET WITH THEM AND I GOT TO SEE THE LAYOUT AND EVERYTHING.

I THINK THEY HAVE AN EIGHT FOOT, UH, BLOCK WALL ON THE NORTH, UH, PERIMETER OF THE PROPERTY THERE BETWEEN THEM AND THE HORSES.

UM, THE ONLY, THE ONLY THOUGHT I HAVE ABOUT THAT IS AS A BLOCK WALL AND HORSES MAY EVENTUALLY DISAPPOINT THE PEOPLE BECAUSE, UM, THEY'RE, THEY'RE A BIG ANIMAL AND THEY MIGHT BE KNOCKING THE FENCE DOWN.

SO, UM, BUT I, I DON'T KNOW HOW YOU FIGURE THAT OUT OR DECIDE THAT, BUT IT WOULD SEEM LIKE THEY WOULD NEED AN INNER RAIL OF SOME SORT THAT WAS OFFSET TO KEEP THAT FENCE BEING FROM BEING KNOCKED DOWN.

AND I REALLY THINK THAT'S A GENUINE CONCERN.

THOSE ARE MY COMMENTS.

THANK YOU.

ALL RIGHT.

OKAY.

ANY OTHER COMMENTS ON THIS COUNCIL? ANY OTHER ADDITIONAL COMMENTS FOR TONIGHT OR QUESTIONS FOR STAFF? ALL RIGHT.

SEEING NONE BEFORE WE CLOSE, I, I, UH, DID WANT TO JUST MAKE TWO COMMENTS THAT WOULD BE TIMELY TONIGHT.

NOT RATHER THAN WAITING FOR THURSDAY.

FIRST IS HAPPY BIRTHDAY COUNCIL MEMBER MCCLYMONDS AND, AND SECONDLY, UM, TOMORROW AS, UH, AS WELL.

NO, IT'S, IT'S, UH, AN ELECTION DATE THAT, UH, THERE ARE A LOT OF PASSIONS INVOLVED WITH THIS IN CHANDLER LOAN.

WE HAVE WELL OVER 110,000 PEOPLE THAT HAVE VOTED ALREADY AND IT'S SETTING RECORDS FOR THAT.

SO I DO WANT TO ENCOURAGE ALL OF YOU, UH, IF YOU HAVE YET TO VOTE.

UM, PLEASE GO AHEAD, PLEASE DO, UH, WHETHER IT'S TO DROP OFF YOUR YOU'RE ALREADY FILLED IN EARLY BALLOT, YOU CAN DO THAT ON ELECTION DAY, CORRECT CITY MANAGER AT ANY POLLING SITE.

I'M SORRY, CITY CLERK.

YES.

YOU CAN DROP OFF.

YOU'RE ALREADY BOOKED FOR YOUR EARLY BALLOT AT ANY OF THE VOTING LOCATION.

YEAH.

AND IF YOU ENCOUNTER ANY, ANY IRREGULARITIES, ANY IRREGULARITIES OR ARE, ARE, FOR SOME REASON, THINGS ARE, ARE SLOW, PLEASE CALL OUR CITY CLERK SO THAT, UH, WE, WE CERTAINLY WOULD WANT TO BE ABLE TO REDIRECT YOU TO ANOTHER SITE TO MAKE SURE THAT YOUR VOTE COUNTS.

AND, UM, WE ANTICIPATE BECAUSE WE'RE CHANDLER, THIS WILL BE A SAFE ELECTION.

UH, AND WE LOOK FORWARD TO SEEING THE RESULTS OF WHERE THIS COMES.

SO WITH THIS COUNCIL, WE'LL MEET ON THURSDAY.
