UH, BUT I ALSO JUST WANTED TO TAKE AN OPPORTUNITY TO THANK MICAH AND HIS STAFF, UM, BECAUSE AS QUESTIONS CONTINUE TO ARISE REGARDING CONTRACT EMPLOYEES, UM, AT SOME OF OUR BUSINESSES, UH, ECONOMIC DEVELOPMENT WORKED WITH, UH, LEGAL TO, UH, COME UP WITH WHAT MIKE IS GOING TO PRESENT TO YOU THIS EVENING. AND WE'LL BE LOOKING FOR SOME, UH, GENERAL ACCEPTANCE IN ORDER TO MAYOR, PLEASE PROCEED. MICHAEL, THANK YOU FOR THE INTRODUCTION CITY MANAGER, UH, MAYOR AND COUNCIL. SO, UH, WE ARE, BEFORE I TALK ABOUT THE CHOOSE CHANDLER BUSINESS HARDER RETENTION PROGRAM, UH, THIS WAS LAUNCHED, UH, BACK IN AUGUST TO AID OUR SMALL BUSINESSES HERE THROUGH THIS PANDEMIC. SO A LITTLE BIT ABOUT IT. UM, IT IS REALLY BUILT AROUND THE PREMISE OF SUPPORTING BUSINESSES THROUGH THE RETENTION AND HIRING OF EMPLOYEES. UH, COUNCIL SET ASIDE $9.5 MILLION FOR THIS PROGRAM. AND, UH, THE QUALIFYING BUSINESSES CAN RECEIVE UP TO $1,300 PER FULL TIME EQUIVALENT RETAINED, OR HIRED UP TO A MAXIMUM OF $10,000 PER BUSINESS. SO THE PROGRAM LAUNCHED IN AUGUST, AS I SAID, AUGUST 17TH, TO BE EXACT. AND TO DATE, WE HAVE, UH, PROVED MORE THAN 430 BUSINESSES. OUR MOST RECENT NUMBER JUST CAME IN AT 442 WITH A LITTLE OVER $3.3 MILLION IN FUNDING AWARDED TO CHANDLER SMALL BUSINESSES. THE FEEDBACK HAS BEEN VERY POSITIVE. UM, ONE OF THE REALLY POSITIVE THINGS THAT WE'VE GONE FROM, UH, ORDER SUBPOENA IS THE EASE OF THE PROGRAM AND THE SPEED AT WHICH THE, THE CHECKS GO BACK OUT. SO WE'RE, WE'RE REALLY PLEASED WITH HOW THE PROGRAM IS RESPONDING, BUT AS THE CITY MANAGER SAID, UM, WE'RE, WE'RE LOOKING TO EXPAND THE PROGRAM. UH, WE'VE RECEIVED SOME DIRECTION FROM COUNCIL TO LOOK INTO SOME ALTERNATIVE THINGS. AND SO ONE OF THE AREAS WE WANTED TO LOOK AT WAS HELPING TO PROVIDE THIS BENEFIT TO BUSINESSES WHO, UH, EMPLOY IN THE LOOSEST TERM POSSIBLE INDEPENDENT CONTRACTORS. SO WE'RE REALLY LOOKING TO STRUCTURE THE PROGRAM, UH, TO PROVIDE, AGAIN THAT $1,300 PER FULL TIME EQUIVALENT, UH, UNDER THIS PROGRAM, WHICH WOULD BE $40,000 IN CUMULATIVE PAYMENTS TO CONTRACTED EMPLOYEES. SO WHEN AN OFFICER IS COMPELLED TO USE FORCE AGAINST THE SUSPECT ON THE STREET, THAT OFFICER THEN COMPLETES A SEPARATE FORM DOCUMENTING THAT FORCE AND THE TYPE OF FORCE THAT THAT WAS USED. AND IN THE PAST THAT LEVEL OF REVIEW WOULD GO TO THE SERGEANT AND LIEUTENANT, AND THEN THE COMMANDER, USUALLY THE PRECINCT COMMANDER, AND NOW WE'VE JUST TAKEN THAT TO A DIFFERENT LEVEL. SO WE HAVE A MORE TIMELY, UH, OVERSIGHT OVER ANY TYPE OF USE OF FORCE THAT OCCURS IN OUR CITY. AND OVER MANY YEARS, WE TALKED ABOUT THE ESCALATION AND WE JUST REALIZED THAT WE DIDN'T REALLY HAVE A SUCCINCT DEFINITION OF THE ESCALATION. SO WE WERE PREPARING A SIMPLE DEFINITION OF THE ESCALATION. SO AS WE TALK ABOUT IT, NOW WE CAN FRAME WHAT THAT EXACTLY MEANS. AND THEN ANOTHER CHANGE WE MADE TO THE, UH, OUR POLICIES THAT OFFICERS ARE NOW REQUIRED TO, UM, ANYTIME IS SUSPECT, UM, IS ARRESTED AND THAT PERSON MAY RESIST ARREST OFFICER THEN OFTEN WOULD TAKE THAT PERSON TO THE GROUND PER THEIR TRAINING AND THEN, UH, HANDCUFF THEM. AND THAT'S SIMPLY A HAVING THAT PERSON SEATED UP. SO IT DOESN'T IMPACT THEM AND AFFECT THEIR, THEIR, THEIR BREATHING. SO AGAIN, IT'S SOMETHING THAT WE TRAIN FOR, UH, FOR, FOR YEARS AND YEARS, BUT NOW IT'S EXPLICITLY WRITTEN A POLICY TO AS SOON AS IT'S SAFE TO DO SO RETURN THE SUSPECT TO A RECOVERY POSITION. SO WE HAVE A CITIZEN THAT BRINGS DIFFERENT PERSPECTIVE, A DIFFERENT INSIGHT, AND, UM, CERTAINLY, UH, DEMONSTRATES, UH, UM, UM, THAT WE ARE TRANSPARENT AND OPEN.
