I CONCLUDES OUR [00:00:01] SPECIAL MEETING, [CALL TO ORDER] BANG THE GAVEL MULTIPLE TIMES. DO YOU WANT TO CALL TOGETHER OR STUDY SESSION OF AUGUST 24TH, 2020. [1. Service Recognitions] AND THE FIRST ITEM ON OUR AGENDA IS SCHEDULED PUBLIC APPEARANCES. AND I WOULD LIKE TO INVITE VICE MAYOR LOPEZ TO JOIN ME CITY MANAGER, MAYOR TONIGHT, WE JUST HAVE ONE SERVICE RECOGNITION AND I'LL ASK LEAH POWELL OR A NEIGHBORHOOD RESOURCES DIRECTOR TO COME FORWARD AND MAKE THAT PRESENTATION. OKAY, GOOD EVENING. MAYOR MEMBERS OF THE COUNCIL, I WOULD LIKE TO INVITE UP RUSSELL LINDA BERRYESSA TO COME JOIN US WELL KNOWN IN THE CITY. AS YOU CAN SEE TONIGHT, WE RECOGNIZE ROSA VSA WHO HAS DEDICATED 20 YEARS OF SERVICE TO THE CITY OF CHANDLER. ROSSA IS A CHANDLER NATIVE AND LOVES EVERYTHING ABOUT CHANDLER, WHICH IS WHY SHE CHOSE A CAREER WITH THE CITY. SHE BEGAN HER CAREER IN UTILITY BILLING AND LATER PROMOTED TO TRANSIT SERVICES. ROSA THEN PROMOTED TO HUMAN RESOURCES WHERE YOU MOST LIKELY MET HER DURING NEW EMPLOYEE ORIENTATION OR RECEIVING ASSISTANCE WITH TUITION REIMBURSEMENT. CURRENTLY, ROSA IS PART OF THE NEIGHBORHOOD PRESERVATION TEAM AS A NEIGHBORHOOD ENHANCEMENT COORDINATOR, WHERE SHE WORKS TO STRENGTHEN THE NEIGHBORHOODS IN OUR COMMUNITY. ROSSA BRINGS YEARS OF KNOWLEDGE, EXPERIENCE AND POSITIVITY TO OUR TEAM. AND SHE IS AN INVALUABLE RESOURCE. HER DESIRE TO SERVE THE CITY AND OUR RESIDENTS IS COMMENDABLE AND WE ARE SO FORTUNATE TO HAVE HER AS A MEMBER OF OUR TEAM. I WANT TO ALSO RECOGNIZE HER HUSBAND IS HERE WITH HER TONIGHT. DAVID MARIESSA, WHO IS ALSO A CITY EMPLOYEE, AND THERE ARE TWO BEAUTIFUL DAUGHTERS, JASMINE AND KAYLA, WHO WAS THIS? HER FIRST PUBLIC APPEARANCE. CONGRATULATIONS. AND THANK YOU FOR YEARS OF DEDICATED SERVICE. NO, THAT'S A GOOD BABY [CONSENT AGENDA] COUNSEL. WE HAVE SEVERAL ITEMS CALLED IN TONIGHT. AND, UH, SO I'VE HEARD THAT SOME OF THE QUESTIONS, IF, IF WERE PRESENT WERE, HAVE ALSO BEEN ANSWERED ALREADY, BUT WE'LL PROCEED WITH WHAT I HAVE BEFORE ME. ITEM NUMBER THREE WAS CALLED IN BY COUNCIL MEMBER, LANDO AND MYSELF. I JUST WANTED TO SAY COUNCIL, I'M VERY ENTHUSED ABOUT THIS PROJECT IN OUR COMMUNITY. I'VE HAD A CHANCE TO TALK WITH THE OWNERS AND TO HAVE A STATE OF THE ART, UH, PREMIER CLIMBING FACILITY AND CHANDLER THAT WILL REALLY BRING THE REST OF THE VALLEY TO CHANDLER BECAUSE OF ITS QUALITY. I'M VERY EXCITED ABOUT THAT. I'VE I'VE THOUGHT FOR YEARS THAT WE ARE LACKING IN AMENITIES FOR RECREATION, WE HAVE SEVERAL ON OUR AGENDA TONIGHT, BUT THIS IS AN EXCITING ONE. AND I'M, I'M VERY ENTHUSED TO SEE THIS COME TO OUR COMMUNITY. THAT'S A MEMBER OF LANDO. I BELIEVE YOU HAD A QUESTION. THANK YOU, MAYOR. I ALMOST CALLED YOU COMMISSIONER OR CHAIRMAN. YEAH. AND I'M EXCITED ABOUT THIS COMING TO, OBVIOUSLY IT'S ANOTHER AMENITY. IT'S SOMETHING MORE FOR OUR RESIDENTS TO BE DOING, BUT I GUESS MY QUESTION TO YOU IS, UM, WHAT, UH, AND WE'VE, WE'VE HAD SEVERAL DISCUSSIONS OVER THE YEAR, YEAR AND A HALF ABOUT DEVELOPMENT SITES THAT DON'T FILL OUT RIGHT AWAY. UH, WE HAVE ONE, A POTENTIAL APARTMENT COMPLEX THAT WANTS TO DELAY THE COMMERCIAL WE'VE HAD THIS PAST. SO WHAT, WHAT'S THE PLAN FOR THIS? I MEAN, I'M ALL FOR THIS. WE'LL APPROVE IT, BUT AGAIN, I DON'T WANT TO BE PIECEMEAL HERE. IF WE HAVE A BIGGER PICTURE IN MIND, WHEN ARE THEY GOING TO COME BACK AND FINISH THIS PROJECT? SO IT'S NOT HALF BUILT. IT'S THROUGH THE MAYOR COUNCIL MEMBER ORLANDO. CURRENTLY THE APPLICANT DOES NOT HAVE ANY PLANS TO, TO DEVELOP THE FUTURE OFFICE AND COMMERCIAL BUILDINGS THAT SURROUNDED THE PROPOSED ARE JUST CLIMBING AND FITNESS BUILDING. WHEN THE APPLICANT FIRST APPROACHED THE CITY WITH THIS PROPOSAL, THERE WERE ONLY SHOWING THE, THE ARCHES CLIMBING AND FITNESS BUILDING, A PORTION OF THAT DEVELOPMENT UPON STAFF'S REQUEST. [00:05:01] UM, THEY, THEY ADDED THE FUTURE BUILT DEVELOPMENT AROUND THE SITE TO SHOW HOW THAT REMAINING BALANCE OF THAT PARCEL COULD BE DEVELOPED IN THE FUTURE. THE IDEA WAS TO AT LEAST CONCEPTUALLY SHOW IN THE FUTURE, WHEN THAT IS READY TO BE DEVELOPED, HOW THAT WOULD ALL LOOK AND HOW IT ALL THAT WOULD ALL BE TIED IN TOGETHER AS ONE COHESIVE CENTER, YOU HAVE ANY IDEAS FOR OTHER AMENITIES, UH, ENTERTAINMENT AMENITIES VERSUS JUST THE APARTMENT BUILDINGS. YES. THROUGH THE MAYOR, UH, COUNCIL MEMBER ORLANDO, THE, THE BUILDING COULD BE REUSED FOR ANOTHER RECREATIONAL GYM TYPE OF USE THAT MAY HAVE ANOTHER, UH, ROCK CLIMBING WALL. BUT ADDITIONALLY, THE TALLER PORTION OF THE BUILDING COULD BE DIVIDED INTO MULTIPLE STORIES TO ACCOMMODATE OTHER USES THAT ARE ALLOWED BY THAT ZONING EXAMPLES MAY INCLUDE, UM, OFFICE INSTITUTIONAL USES AS WELL AS EDUCATIONAL FACILITIES, LIKE A UNIVERSITY OR SOMETHING LIKE THAT. AND LOOKING THROUGH LIST OF PERMITTED USES AND THAT, AND THE ZONING CODE, UM, INSTITUTIONAL USES ARE EXAMPLES OF INSTITUTIONAL USES INCLUDE, UM, ART MUSEUMS ARE SORRY, ART GALLERIES ARE MUSEUMS, A SCIENCE CENTER TYPE OF USE THING. SOMETHING LIKE THE CHILDREN'S MUSEUM IN PHOENIX, UM, SOMETHING THAT'S INTERACTIVE THAT MAY HAVE AN EDUCATIONAL COMPONENT TO IT THAT WOULD SERVE THE COMMUNITY AS WELL. THE, AS WELL AS THE ADJACENT SCHOOLS IN THE AREA. YEAH. I LIKED THE CLUSTER EFFECT OF THAT. I THINK I HEARD EARLIER THAT THAT MIGHT BE ONE OF THE IDEAS OR PUTTING IN FORWARD WHERE THEY WOULD PUT DIFFERENT AMENITIES IN THAT LITTLE AREA. SO. ALL RIGHT. WE APPRECIATE IT. THANK YOU VERY MUCH. AND WE'VE GOT TO KEEP THE BIG VISION IN MIND. OKAY. THANK YOU. WELL, THANK YOU. MA'AM WELL, COUNSEL, MAYBE WE CAN HAVE A, A, A CHALLENGE AT OUR, AT OUR CLIMBING GYM ONCE WE GET IN HERE. SO MY GOAL, AS WELL AS THE READING CHALLENGE THAT I SUGGESTED THAT I DON'T THINK ANY OF US FOLLOWED UP WITH EITHER. SO WE'LL ALRIGHT. THANK YOU, DAVID. ANY ADDITIONAL QUESTIONS ON THIS SEEING NONE ITEM NUMBER FOUR? I KNOW I HAD A COMMENT COUNCIL MEMBER STEWARD. I THINK YOU WANTED A PRESENTATION, BUT THIS SNEDEKER COMPLEX SPORTS PLEX FOR YOUTH SOFTBALL TOURNAMENT WITH FUTURE STARS SPORTS EVENT. UM, WE'D BEEN ASKING, UH, ED FOR, UH, THAT COMMITTEE FOR YEARS, WHAT'S THE OPPORTUNITIES TO BRING TOURNAMENTS AND, AND USE OF OUR FIELDS. AND THIS PARTICULAR ONE WILL BRING THE COMMITMENT OF 10 YOUTH, FAST PITCH SOFTBALL TOURNAMENTS TO CHANDLER. SO WITH THAT, IT FITS THE NEEDS OF WHAT WE'VE BEEN REQUESTING AND LOOKING FOR FOR A FEW YEARS TO BRING SOME ADDITIONAL ECONOMIC DEVELOPMENT, BOTH TO OUR FIELDS, TO OUR HOTELS. SO I'M EXCITED TO WELCOME THESE TOURNAMENTS TO CHANDLER AND HOPE TO SEE THAT WE WILL ALSO ATTRACT ADDITIONAL REGIONAL AND STATEWIDE BASKETBALL, SOFTBALL TOURNAMENTS IN THE CHANDLER INTO THE FUTURE AS WELL. THAT'S ANOTHER STORY. WELL, THAT IS EXACTLY WHAT I WANTED TO HEAR. AND I WANTED TO HEAR A LITTLE BIT MORE ABOUT IT. I KNOW IT'S SOMETHING WE'VE BEEN TALKING ABOUT AT MARIN COUNCIL AND THE PARKS AND REC BOARD. UM, AND I'M JUST EXCITED TO HEAR A LITTLE BIT MORE ABOUT IT. I WANTED TO TAKE AN OPPORTUNITY TO LET YOU SHARE THAT WITH US IN THE COMMUNITY TONIGHT. SO I LOVE SPORTS TOURISM AND THE IDEA BEHIND IT. IT'S A GREAT WAY FOR A COMMUNITY WITH, UH, WITHOUT A LOT OF GOLF COURSES TO BRING PEOPLE IN ON THE WEEKENDS IN THE WEEKS IN THE SUMMER. THANKS. CERTAINLY A GOOD EVENING THROUGH THE MERIT COUNCIL MEMBER STEWARD, UH, MARY, YOU SUM THIS UP, UH, VERY WELL. THIS IS A ONE YEAR AGREEMENT, UH, DOES HAVE THE OPPORTUNITY TO, TO EXTEND FROM FOR MULTI, MULTIPLE YEARS. UH, BUT THIS IS WE'RE STARTING OFF WITH ONE YEAR AND YOU'RE CORRECT. IT WILL BRING 10 FAST PITCH SOFTBALL TOURNAMENTS TO THE SENATOR SPORTSPLEX, FUTURE STAR SPORTS. THEY'RE ALSO, THEY RUN ALL OF THE TOURNAMENTS THAT GO BY USA SOFTBALL, UH, THROUGHOUT THE, THROUGHOUT THE STATE OF ARIZONA. UM, SO THEY ARE WELL KNOWN AND THEY ARE WELL FOLLOWED. AND SO WE'RE EXCITED TO HAVE A PARTNERSHIP WITH THEM. UH, THE TOURNAMENT WILL UTILIZE AT LEAST FOUR FIELDS AT THE CENTER COMPLEX. UH, FUTURE STAR SPORTS WILL BE RESPONSIBLE TO PAY ALL CITY USER FEES THAT WE CURRENTLY HAVE IN ADDITION TO PAYING THESE APPROVED FEES. THEY'LL ALSO, THEY HAVE ALSO WE'LL INSTALL TEMPORARY FENCE ANCHORS ON EACH OF OUR FIELDS FOR THEIR TOURNAMENTS. UH, THIS IS IMPORTANT BECAUSE NOT ONLY WILL THEY BE ABLE TO USE IT FOR THEIR TOURNAMENTS, BUT THIS ALLOWS US IN THE FUTURE TO EXPAND TO OTHER FAST PITCH SOFTBALL TOURNAMENTS, MAKING OUR FIELDS TO THE APPROPRIATE SIZE. THE FIRST TOURNAMENT WILL TAKE PLACE OVER LABOR DAY WEEKEND HERE IN A COUPLE OF WEEKS, UH, FUTURE STAR SPORTS. UM, THEY DO HAVE THEIR COVID-19 POLICY THAT HAS BEEN USED IN RECENT TOURNAMENTS. AND PRESCOTT STAFF HAS REACHED OUT TO THE PROSECUTES STAFF TO SEE HOW THEY DID, UH, TO DO SOME CHECKUP. AND WE FOUND THAT THEIR POLICIES WERE VERY EFFECTIVE. AND, UH, WE GOT A VERY STRONG RECOMMENDATION FOR THE TOURNAMENTS THAT THEY HAVE RAN, UH, THERE THIS, THIS SUMMER. UM, AGAIN, UPON COMPLETION OF THE FIRST YEAR, [00:10:01] WE WILL BE LOOKING AT THEIR PERFORMANCE. WE WANT TO MAKE SURE OUR FACILITIES ARE USED TO THEIR FULLEST EXTENT. UM, BUT WE'LL ALSO WORK WITH THEM TO, TO SEEK OUT LARGER REGIONAL TOURNAMENTS AND STATEWIDE TOURNAMENTS TO BE HELD HERE IN CHANDLER. AND THOSE ARE ALL THINGS THAT THEY'RE AWARE OF THAT WE'RE INTERESTED IN. AND AS WE FORGE THIS, UH, PARTNERSHIP, UH, THAT WE HOPE TO, TO BE ABLE TO SECURE THOSE HERE, UM, FOR, IN PART, THE ADDITION OF ADDING THESE 10 TOURNAMENTS THAT DOES NOT AFFECT THE OTHER CURRENT TOURNAMENTS THAT WE HAVE AT THE COMPLEX OR THE LEAGUES THAT ARE CURRENTLY, UH, HISTORICALLY USE THE SPORTSPLEX, UH, WE'VE ALSO WORKED WITH CHANDLER'S GIRLS SOFTBALL AND THEY ARE SUPPORTIVE OF THIS IDEA TO BRING ADDITIONAL TOURNAMENTS HERE TO THESE VALLEY AND CHANDLER WITH THAT, I'M HAPPY TO ANSWER ANY QUESTIONS YOU MAY HAVE. THANK YOU, MR. BASS. AND I APPRECIATE THAT. AND THANKS FOR THE WORK THAT YOU AND YOUR STAFF, WE'VE DONE THAT TO DELIVER THAT AND AS WELL AS ECONOMIC DEVELOPMENT, WE APPRECIATE IT. ANY ADDITIONAL QUESTIONS FOR US? YOU BET. ALL RIGHT. THANK YOU. NEXT ITEM IS BROUGHT BY COUNCIL MEMBER, ORLANDO ITEM NUMBER SIX, UH, MAYOR. I'M GOOD ON THAT. UM, HERE'S A CHEAP CAR. I WAS ABLE TO REACH OUT TO ME TO WE'RE GOOD ON THAT. SO REALLY PROMPTED THAT, UH, NEXT ITEM, COUNCIL MEMBER, ORLANDO ITEM NUMBER EIGHT, MAYOR. UM, REAL QUICK QUESTION ON THIS. UM, I WANTED TO KNOW HOW MANY, UH, UH, TELE WAGER FACILITIES WE HAVEN'T YET OR LICENSE. WE HAVEN'T CHANDLER. UM, WHAT'S THE REVENUE STREAM ON THAT? AND THAT'S JUST THOSE TWO QUESTIONS THROUGH THE MAYOR COUNCIL MEMBER ORLANDO. UH, WE CURRENTLY HAVE THREE TELETRAC WAGERING SITES IN CHANDLER. THIS WILL BE THE FOURTH. UM, THE FIRST ONE, UH, IT'S WITH TURF PARADISE, HORSE RACING TRACK. IT HAS A LICENSE AT, I'M GONNA TAKE THIS OFF OF HIM, TROUBLE BREATHING, UH, COPPER, STILL MOONSHINE NATE'S FIFTH BASE AND THE IVY. UM, THE ONE THAT IS ON THE AGENDA THIS EVENING IS AMERICAN GREY HOUND DOG RACING FACILITY. AND IT WILL BE AN ADDITIONAL LICENSE AT THE COPPER, STILL MOONSHINE LOCATION. AND THE ANNUAL REVENUE STREAM ON THIS IS $1,200 A YEAR. THERE'S AN ANNUAL RENEWAL FOR THIS LICENSE OF THAT AMOUNT. AND THEN THERE ALSO, IT IS A TAX BILL ACTIVITY UNDER AMUSEMENTS AT ONE AND A HALF PERCENT FOR THE WAGERING. RIGHT. THANK YOU, MARY. I APPRECIATE IT. THANK YOU. I APPRECIATE IT. ALL RIGHT. ANY ADDITIONAL QUESTIONS OR COMMENTS ON THIS? ALL RIGHT. ITEM NUMBER 13 WAS CALLED IN BY ME. UH, COUNSEL, AS YOU RECALL, SEVERAL YEARS AGO, WE HAD A WATER MAIN BREAK THAT WENT UNDER THE ONE OH ONE AND, UH, CAUSED A LOT OF, UH, CONSTERNATION AND A LOT OF REROUTING, WHICH OUR, OUR STAFF CREATIVELY DID. SO THIS CONTRACT IS FOR REEVALUATION AND DESIGN SERVICE FOR THE WATER AND SEWER LINES THAT CROSS THE ONE OH ONE AND LOOP TWO OH TWO NEAR PRICE. AS WE KNOW THESE, THIS IS A MAIN WATER LINE AND IT'S VERY IMPORTANT FOR SERVICE TO ALL OF WEST CHANDLER. SO I DID HAVE A QUESTION AND I JUST, I ASKED CITY MANAGER EARLIER TODAY IS WE'RE PURSUING, WE'VE GONE TO A.TO ASK THEM TO PARTNER WITH US. AND AS WELL AS THE LEGISLATOR COVID GOT IN THE WAY OF US BEING ABLE TO, UH, TO SEEK SOME PARTNERSHIP WITH, UH, WITH THE STATE ON THIS PARTICULAR PROJECT. BUT IT'S MY UNDERSTANDING THAT WE ARE STILL SEEKING TO FIND A 50% PARTNERSHIP WITH OTHER CITY MANAGERS. YES, MAYOR IS YOU, UH, DID SAY WE WERE WORKING WITH, UH, THE GOVERNOR'S OFFICE, HIS BUDGET THROUGH A.TO TRY TO GET REIMBURSEMENT FOR APPROXIMATELY 50% OF THE COST OF THIS SINCE THESE, UH, WATER AND WASTEWATER LINES WERE CONSTRUCTED WITH, UH, THE ONE OH ONE AND TWO OH TWO. SO, UH, RYAN PETERS HAS BEEN VERY INVOLVED IN THAT AS HAVE YOU MET HER ACTUALLY LAST YEAR. SO APPRECIATE THAT. AND WE'LL CONTINUE THAT FOR THIS NEXT LEGISLATIVE SEASON. AND I MUST SAY JOHN CAN IT'S, IT IS QUITE COMPELLING WHEN TALKING THROUGH THIS WITH OUR STATE FOLKS IS, UH, IS, UH, IT'S HARD TO SAY NO TO THE EVIDENCE. SO I WANT TO THANK RYAN AND JOHN FOR YOUR WORK. AND AS WE WILL APPROACH THE STATE FOR ASSISTANCE ON THIS ONE, ITEM NUMBER 14 IS OUR NEXT ONE CALLED IN AND WE HAD, UH, SEVERAL OF US. UM, LET ME TURN, WE'LL GO FIRST. ACTUALLY, I'LL DEFER TO COUNCIL MEMBER STEWART AND COUNCIL MEMBER ORLANDO COUNCIL MEMBERS STEWART. THANK YOU, MAYOR. I JUST NEEDED TO DO A TEMPERATURE CHECK HERE. SO, UM, 4 MILLION, $232,000 FOR A, I THINK WHAT THE NUMBER IS 1400 LAPTOP COMPUTERS. AND SO JUST BECAUSE MY NEIGHBOR'S GOING TO ASK, WHY DON'T WE GO TO COSTCO AND GET THESE FOR [00:15:01] A THOUSAND DOLLARS A PIECE BECAUSE THE NUMBER OF BREAKS DOWN ABOUT $3,000 A PIECE. SO CAN YOU HELP ME UNDERSTAND THE EXPENSE HERE AND MAKE SURE WE'RE, WE'RE, WE'RE USING TAX MONEY WISELY. THANK YOU. THROUGH THE MAYOR COUNCIL MEMBER STEWART. UM, WHEN WE LOOKED AT THE INVENTORY, WE IDENTIFIED THAT WE NEED TO REPLACE, AS SHE SAID, OVER 1400 LAP, UH, COMPUTERS, UM, IN THE SPIRIT OF MOBILITY AND ENABLING OUR STAFF TO BE MORE NIMBLE, TO REACT TO CIRCUMSTANCE THE WAY WE'VE EXPERIENCED IN THE PAST SEVERAL MONTHS, UM, IT'S, WE'RE ENTERTAINING AND RESEARCHING WHAT TYPE OF COMPUTING DEVICE TO GET. UM, WE LOOKED AT FIVE FACTORS. WE LOOKED AT QUALITY, WE LOOKED AT RELIABILITY, WE LOOKED AT, UM, PERFORMANCE DURABILITY, AND THEN OF COURSE SUPPORT. AND SO THOSE FACTORS WHEN YOU INCORPORATE THAT WITH THAT GAVE US IS REALLY A BUSINESS GRADE LAPTOP, UM, RUGGED LAPTOP, RUGGED TABLETS AS WELL, UM, FOR OUR EMPLOYEES TO BE ABLE TO USE, UM, ANOTHER COST DRIVER ON THIS IS THE SECURITY LEVEL THAT WE'RE GOING TO HAVE ON THIS. IT'S AN ENTERPRISE LEVEL SECURITY THAT COMES WITH EACH OF THE PRODUCTS THAT WE HAVE. UM, ANOTHER ONE IS ALSO THE TYPE OF STORAGE DEVICE THAT IT HAS. UM, THE CONSUMER PRODUCTS THAT YOU'LL TYPICALLY FIND AT RETAIL. UM, WE'LL HAVE AN FAIRLY OUTDATED STORAGE DEVICE. WHAT THESE WILL HAVE IS ACTUALLY FLASH, WHICH, BUT THAT MEANS FOR THE TYPICAL USER, IS THAT WHEN THEY POWER UP POWER DOWN, AS THEY'RE NAVIGATING THROUGH VARIOUS APPLICATIONS, THEY WON'T SEE THAT LAG TIME. UM, AND ONE USER EXPERIENCE THAT MIGHT SEEM MINIMAL, BUT WHEN YOU ACTUALLY TOTAL THAT UP, THAT'S ACTUALLY A FAIRLY SIGNIFICANT IMPACT TO PRODUCTIVITY AS A WHOLE. UH, THE OTHER PART IS ALSO THE AMOUNT OF COVERAGE THAT WE DO OR OUR, ALL OF OUR DEVICES. UM, EACH DEVICE, WHEN I SAY DEVICE, I'M REFERRING TO THAT TOPS, OF COURSE, UH, TABLETS AND RUGGED LAPTOPS, EACH DEVICE WILL COME WITH THE FIVE-YEAR PRO PLUS PLAN FOR ACCIDENTAL DAMAGE. THAT MEANS IF WE DROP IT, IF THERE'S DAMAGE TO IT, IT'S COVERED. AND WE CAN ACTUALLY WORK WITH THE VENDOR TO GET PARTS REPLACED WORK IF NEEDED THE ENTIRE DEVICE REPLACED. UM, THE SECOND COMPONENT FROM A COVERAGE STANDPOINT IS THE ABILITY TO ACTUALLY CONTROL, MONITOR AND, UM, LOCATE A DEVICE AS OBVIOUSLY THESE ARE LAPTOPS AND TABLETS. THEY CAN GET LOST OR THEY CAN GET STOLEN WITH THIS. UM, WHAT WILL BE INCLUDED WITH THESE PURCHASES WAS, IS THE ABILITY TO TRACK ANYTHING THAT GETS LOST OR STOLEN AND THE ABILITY TO REMOTE WIPE. SO OBVIOUSLY WE WANT TO KEEP THINGS SECURE. SO WE HAVE THE ABILITY TO CONTROL THOSE DEVICES AS WELL. UM, FINALLY, UM, IN THIS RETAIL OUTLET, WHEN YOU TALK ABOUT, LIKE YOU SAID, THOUSAND DOLLARS, YOU KNOW, WE LOOKED AT ALL OF THE DIFFERENT PRODUCTS OUT THERE. THEY RANGE ANYWHERE FROM $500 TO $1,200 IS WHAT WE SAW ON AVERAGE. AND MOST OF THE LOCAL OUTLETS, AS WELL AS ONLINE, NONE OF THOSE PRODUCT ACTUALLY CONTAINS THOSE COSTS THAT I ASSOCIATED TO EARLIER, AS WELL AS ANY OF THE PERIPHERALS THAT ARE, UM, BEING PURCHASED ALONG WITH IT. BUT PERIPHERALS, WE'RE TALKING ABOUT THE KEYBOARD, THE MOUSE, THE DOCKING STATION, AND FOR THOSE, UM, FUNCTIONS SUCH AS GIS, UM, TAN REVIEW AUTOCAD, UH, DESIGN REVIEW, AND THEN VARIOUS ENTERPRISE SOFTWARE, UM, PRODUCTS THAT WE USE AT THE CITY. UM, THESE, THE, THE TYPICAL RETAIL TYPE OF A LAPTOP IS NOT ABLE TO ON AVERAGE ACCOMMODATE FOR MOST OF THOSE TYPES OF, UM, USAGE. AND SO THAT'S REALLY, WHAT'S THE COST DRIVER. UM, WE DID ALSO ANOTHER ANALYSIS THAT IF WE WERE TO TAKE THE AVERAGE BETWEEN 500 TO A $1,200 UNIT, THAT YOU CAN BUY FROM RETAIL, UM, WITH THE QUALITY OF WHAT YOU GET, AND WITH THE LACK OF SOME OF THE PRODUCT SUPPORT THAT WE TALKED ABOUT, WE AVERAGE ABOUT MAYBE A TWO YEAR LIFESPAN. THESE ARE ALL ON A FIVE YEAR LIFE SPAN. AND IF WE WERE TO BE SERVICING AS WELL AS REPLACING ON A TWO YEAR BASIS VERSUS A FIVE YEAR BASIS, SOME OF THEM MIGHT LAST LONGER. SOME OF THEM MIGHT NOT LAST AS LONG, BUT WE REALLY CAME UP WITH IS AN AVERAGE. AND AGAIN, IT SAYS ESTIMATE OF ABOUT A $5.3 MILLION INVESTMENT OVER THE COURSE OF FIVE PLUS YEARS. UM, VERSUS THIS IS REALLY INVESTMENT, AS YOU MENTIONED EARLIER, JUST OVER $4 MILLION. HOPE THAT ANSWERS THE QUESTION. NO, THAT ANSWERED MY QUESTION. THAT WAS VERY THOROUGH. THANK YOU. IT ACTUALLY ALL MAKES SENSE. RIGHT? WHEN YOU TALK ABOUT THE PERIPHERALS, YOU TALK ABOUT SECURITY, YOU TALK ABOUT THAT. SO I REALLY APPRECIATE THAT. AND I THINK IF YOU CAN GET A PC TO LAST FOR FIVE YEARS, A PC, THAT'S INCREDIBLE. I MEAN, APPLES SOMETIMES LAST THAT LONG, BUT NOT PC. SO, UH, THANK YOU. I APPRECIATE THE, UH, THE, UH, INFORMATION. THANK YOU, COUNCIL MEMBER ORLANDO. YEAH. THANK YOU, MIRROR. UM, SO TIMELINES. I'M NICE. I UNDERSTAND QUESTION RIGHT. I DID THROUGH THE MAYOR COUNCIL MEMBER ORLANDO, UM, UPON APPROVAL, OF COURSE WE WOULD IMMEDIATELY INITIATE THE PROCUREMENT OF ALL OF THESE DEVICES. UM, WITH THAT SAID, WE LOOK AT APPROXIMATELY UPON ARRIVAL A 10 MONTHS TURNAROUND TIME IN TOTALITY, OF COURSE, THINGS HAPPEN DURING THE YEAR IF A SITUATION OCCURS WHERE THERE'S INTERRUPTIONS WITH PRODUCTIVITY, [00:20:01] WHETHER THAT MEANS BECAUSE OF THE PANDEMIC, THERE'S LIMITED RESOURCES, HUMAN RESOURCES, WHERE I'M REFERRING TO THAT CAN BE ANYWHERE FROM 10 TO 12 MONTHS. AND IT'S THE UNFORESEEN THAT CAN EXTEND IT, BUT BARRING ANYTHING UNFORESEEN, WE'RE ESTIMATING A TIMELINE OF APPROXIMATELY 10 MONTHS. AND OBVIOUSLY IF THEY'RE BEING PIECEMEAL, DANIEL B THROUGH THE MAYOR, CORRECT. I A NUMBER ORLANDO. THANK YOU VERY MUCH. THANKS FOR YOUR THOUGHTS. REMEMBER REAL, THANK YOU, MAYOR. UM, A LOT OF GOOD ANSWERS TO GOOD QUESTIONS. UH, I'M WONDERING ABOUT, UH, MONITORS BECAUSE CLEARLY A COMPUTER OR A LAPTOP IS GOING TO HAVE A LIMITED MONITOR. HAVE WE TAKEN INTO ACCOUNT MONITORS? WHEREAS THE BUDGETING FOR THAT FOR, UH, FOR ONE PAGE TWO, PAGE TWO MONITORS, I MEAN, SOME PEOPLE ARE GONNA HAVE A HIGH DEMAND FOR MONITORS. SO HOW IS, HOW IS THAT GOING TO BE TAKEN AND THEN BECAME THE MAYOR, UH, COUNCIL MEMBER ROAD. HE ACTUALLY DOING, UH, TAKE INTO ACCOUNT THE VARIOUS BUSINESS NEED, UM, FUNCTIONAL NEEDS FOR MONITORS. OF COURSE, UM, WE HAVE APPROXIMATELY FOUR DIFFERENT TYPES OF MONITORS. WE HAVE MONITORS THAT REALLY APPLY TO THE TYPICAL OFFICE WORKER LIKE MYSELF, UM, THAT WILL USE THE STANDARD PRODUCT. UM, THOSE ARE THE 22 INCH MONITORS. YOU ALSO HAVE THOSE THAT ARE, UM, LARGER FOR 24 INCH MONITORS. IT COULD BE EITHER BECAUSE OF VISION ISSUES, THINGS LIKE THAT FROM AN EMPLOYEE STANDPOINT, BUT IT ALSO BE BECAUSE OF THE JOB REQUIREMENTS THAT THEY JUST NEED, THE LARGER MONITOR. UM, WE ALSO HAVE, UM, MONITORS THAT WOULD ACTUALLY SUPPORT, UM, THE JOB FUNCTIONS. I MENTIONED EARLIER, CAD ADOBE PRODUCTS OF SORTS, UM, PLAN REVIEW, AND THEN, UM, THOSE GIS FUNCTIONS AS WELL. SO IT INCORPORATES MONITORS AND I HAVE A BREAKDOWN OF THE NUMBER OF UNITS FOR THE DIFFERENT TYPES OF JOB FUNCTIONS, UM, AND AS WELL AS THE COST FOR EACH ONE. AND SO WE DID ACTUALLY TAKE A SURVEY OF ALL OF THE EXISTING INVENTORY, UM, ALL THE DIFFERENT JOB FUNCTIONS TODAY, AND THEN KIND OF DO A LIGHT FROM A MONITOR PERSPECTIVE, DO A LIGHT FOR LIGHT SO THAT WE'RE NOT USING LOSING ANY KIND OF, UM, YOU KNOW, PRODUCTIVITY FROM THAT STANDPOINT. OH, GOOD ANSWER. THANK YOU, COUNSEL. THAT WAS THE LAST ITEM CALLED IN. IS THERE ANY QUESTIONS FOR FAR SO DEEP WITH THIS OR ANY OTHER I'M SORRY, I SHOULD HAVE BEEN RECOGNIZED FIRST. FORGIVE ME, UM, ITEM 16, TIMEFRAME ON THAT AS WELL. THE MICROSOFT JEREMY, THANK YOU, MICROSOFT THREE 65 THROUGH THE MAYOR COUNCIL MEMBER ORLANDO. WE ARE STILL IN THE FINAL STAGES. WE'RE GOING TO BE WITH THIS PROCURING THE LICENSING. UM, WE'RE ALSO GOING TO BE ONBOARDING SOME PROFESSIONAL SERVICES SUPPORT AND THEN PUTTING TOGETHER A SCHEDULE FOR THAT. WE ANTICIPATE WITH THE MIGRATION, EXCUSE ME, WITH THE MIGRATION AND THEN THE CUT-OVER IT'S GOING TO BE APPROXIMATELY 12 MONTHS, POSSIBLY MORE. AND AGAIN, IT DEPENDS ON JUST THINGS LIKE THE SERVICE DISRUPTIONS THAT MAY OCCUR THROUGH THE COURSE OF THAT TIME PERIOD. UM, BUT WHAT I WILL DO IS COMMIT TO PROVIDING AN ACTUAL ONCE WE HAVE A PROJECT SCHEDULE BUILT, IF FOLLOW UP. THANK YOU. THANK YOU, MARY. THANK YOU. AND THAT MAYOR, THANK YOU, COUNCIL MEMBER ORLANDO, YOU WERE AN ASSET. UM, LAST YEAR WE HAVE TO DO THE CONVERSION OUT OF L A TO MICROSOFT OUTLOOK BEFORE THREE 65, OR IS IT ALL THREE 65 COMPATIBLE WITH LOTUS ALSO NUMBER TWO, THE MAYOR OF CUSTOMER. I'M SORRY, I COULDN'T QUITE UNDERSTAND YOUR QUESTION. RIGHT. DO WE HAVE TO DO THE TRANSITION INTO OUTLOOK OR IS THE VENDOR THAT YOU'RE LOOKING AT ABLE TO DO COMPATIBILITY WITH LOTUS NOTES? THAT'S FOR THE MAYOR COUNCIL MEMBER LOPEZ. UM, THERE IS ACTUALLY GOING TO BE AN ARCHITECTURE OF AN ACTUAL MIGRATION OF EXISTING EMAILS AND WE'RE CLOSELY WITH, UH, VARIOUS DEPARTMENTS ON THE REQUIREMENTS IN TERMS OF THINGS LIKE ARCHIVING RETENTION, THE RULES, RETENTION SCHEDULES IDENTIFYING THEN WHAT DOES NEED TO ACTUALLY MIGRATE IN. UM, AND THAT WOULD BE A SERVICE THAT WE'RE GOING TO BE PARTNERING, NOT ONLY WITH CITY STAFF, BUT WITH THE VENDORS THAT WE'RE WORKING WITH TO MAKE THAT MIGRATION OCCUR COUNSEL WITH THAT, I DON'T HAVE ANY OTHER ITEMS CALLED IN. IS, IS THERE ANYTHING ELSE YOU WOULD LIKE TO ASK STAFF TONIGHT SEEING NONE? WE'LL SEE YOU ON THURSDAY. WE HAVE A WORK SESSION OR FIRST OF THE QUARTERLY BUDGET AND THEN THESE ITEMS TO VOTE ON, SORRY. * This transcript was created by voice-to-text technology.
