WE HAD OUR CARES MEETING AS YOU KNOW, SEVERAL OF THEM OVER THE LAST FEW MONTHS AND WHAT TO DO WITH THIS, UH, $29.9 MILLION THAT WE GOT THE GOVERNOR'S OFFICE.
AND AT THE END OF THE MEETING, UH, COUNCIL MEMBER STEWARD MENTIONED SOMETHING ABOUT, HEY, CAN WE GET AHOLD OF THE SCHOOL DISTRICT? SEE IF THEY NEED SOME FUNDING.
AND I SAID, THAT'S A GREAT IDEA.
UH, WE ASKED THE CITY, SHE HAD SOME INITIAL DIALOGUE AND THEN I WENT OUT AND HAD SOME DIGITAL DIALOGUE AS YOU INDICATED MAYOR.
SO, UM, THIS IS, UH, SOMETHING THAT HAD A FEW QUESTIONS ON FUNDING AND SOURCES.
SO, UH, WITH YOUR PERMISSION MAYOR, UH, IF IT'S OKAY, I'D LIKE TO BRING, UH, SUPERINTENDENT CAMILLE, CASTEEL UP TO TALK A LITTLE BIT ABOUT SOME OF THOSE QUESTIONS WE'VE HAD OVER THE LAST FEW DAYS IN REGARDS TO FUNDING AND SOURCES, HOW THEY'RE UTILIZING THEIR DOLLARS.

WELL, I DO RECALL ONE OTHER TIME WHEN WE ASKED THE CITY TO PARTNER WITH US AND IT WAS WITH THE CARE CENTER THAT'S CURRENTLY AT GALVESTON AND IT PROVIDES AS YOU WELL KNOW, UH, MEDICAL ASSISTANCE AND DENTAL ASSISTANCE TO OUR, UH, UNDERSERVED OR UNDER INSURED OR UNINSURED CHILDREN.
AND THAT PARTNERSHIP HAS BEEN IN PLACE FOR MANY, MANY YEARS.
AND YOU'VE ALWAYS BEEN THERE WHEN WE'VE NEEDED YOU.
AND THIS OCCASION, WHEN MR. ORLANDO CALLED ME, WE HAD BEEN TALKING AND SEARCHING OUT OPPORTUNITIES.
WE'RE LOOKING, WE'RE LOOKING FOR GRANTS.
AND THE IDEA CAME AS A RESULT OF MASS CONVERSATION THAT MAYBE THE CITY WOULD BE WILLING TO PARTNER WITH US, GIVEN THAT THESE FUNDS WOULD BENEFIT OUR MOST VULNERABLE PART OF THE COMMUNITY.
ONE OF OUR BIGGEST CHALLENGES, AND I KNOW YOU HAVE MANY WITH THE TORONTO VIRUS, UH, IS ACCESS TO THE INTERNET INTERNET.
UH, AND I KNOW, YOU KNOW THAT IN SOME CASES, THE BANDWIDTH IS SLOW BECAUSE OF MULTIPLE COMPUTERS BEING ON A HOUSEHOLD, UH, WITH THE NUMBER OF DEVICES IN THE HOUSE HOUSEHOLD.
SO LANA VERY PREPARED THIS AND I'D LIKE HER TO WALK THROUGH.
SO YOU CAN SEE WHAT WE HAVE COMING FROM THE STATE.
YOU HEAR SOME BIG NUMBERS FOR EDUCATION.
WE'D LIKE YOU TO KNOW HOW THAT IMPACTS CHAMBER SCHOOL DISTRICT.
FIRST OF ALL, I THINK IT WILL BE VERY HELPFUL.
AND TO SEE WHAT IS THE IMPACT DIRECTLY ON YOUR SCHOOL DISTRICT ON YOUR MAIN, I WILL SAY, I KNOW YOU HAVE NUMBER OF MERGER, YOUR MAIN ONE, WE HAVE OVER 40,000 OF YOUR CHILDREN IN OUR SCHOOLS.
BEFORE THAT IF YOU HAVE ANY QUESTIONS RELATED TO CHARTER SCHOOLS AND WHAT WE'RE DOING, I BROUGHT A TEAM WITH ME.
SO I JUST, IF I COULD INTRODUCE THEM FOR REAL QUICKLY, START OFF VERY LOCK.

AND I WANTED TO MAKE SURE WE TALK ABOUT THOSE AND EXPLAIN THEM TO YOU AS WE RECEIVE THEM.
AND THEN TALK TO YOU ABOUT THE FINANCIAL IMPACT THAT WE HAVE AT OUR SCHOOL DISTRICT.
UM, WE HAVE, UH, AS YOU KNOW, HAVE A REQUEST FOR INTERNET ACCESS AND SERVICES.
UM, OUR STUDENTS ARE ONLINE RIGHT NOW AND THEY'RE EITHER ATTENDING THROUGH THE CHANDLER ONLINE OR THEY'RE ATTENDING THEIR VIRTUAL MODEL AT THEIR SCHOOLS.
SO RIGHT NOW EVERYONE IS IN NEED OF ACCESS AND NEED OF TECHNOLOGY.
SO IT'S A HUGE NEED THAT WE HAVE ACROSS OUR SCHOOL DISTRICT.
A FEW THINGS THAT GUIDE US, UM, ARE THE EXECUTIVE ORDERS AND THE GOVERNOR'S EXECUTIVE ORDERS HAVE GUIDED US SINCE MARCH IN THE FASHION OF SCHOOL FINANCE AND THE CRITERIA THAT WE USE FOR NOT ONLY FUNDING, BUT HOW WE CAN EXPEND FUNDS.
AND ONE OF THE THINGS THAT, UH, THAT GUIDES US AS THE, WHEN HE PUT ORIGINALLY PUT THE EXECUTIVE ORDER OUT, HE, HE HAD STATED IN THERE THAT WE WERE TO PAY ALL STAFF MEMBERS.
AND SO WE HAVE OVER 5,000 MEMBERS OF STAFF MEMBERS IN OUR SCHOOL DISTRICT.
NOW SOME OF THOSE EMPLOYEES ARE FUNDED THROUGH STATE FUNDS AND LOCAL FUNDS.
UM, THEY'RE CALLED LEVY PHONES.
THE OTHERS ARE FUNDED THROUGH REVENUES.
WE BRING IN THROUGH CHILDCARE, FOOD AND NUTRITION.
THOSE ARE ONLY RECEIVED, UH, LOCALLY AND ARE NOT BACKED BY THE STATE.
SO WHEN THOSE ORDERS WENT INTO PLACE, WE WERE VERY, UM, WE, WE THOUGHT IT WAS IMPORTANT TO MAKE SURE THAT WE KEPT ALL OF OUR STAFF MEMBERS ON.
AND AT THAT POINT WE PAID ALL OF THEM.
MAJORITY OF OUR FUNDS CAME IN BECAUSE OUR AVERAGE DAILY MEMBERSHIP IS HOW WE'RE FUNDED THE NUMBER OF STUDENTS THAT COME THROUGH OUR SCHOOL DISTRICT.
AND WE RECEIVED FUNDING FOR THOSE STUDENTS BECAUSE WE WERE PAST THE CUTOFF DATE FOR THAT.
THE DATE IS DAY ONE THROUGH DAY 100.
AND WE ARE ALREADY PAST THAT WHEN MARCH HAPPENED.
BUT THE REVENUES THAT DIDN'T COME IN WERE FOR FOOD SERVICE FOR COMMUNITY ED, ANY, UM, ACTIVITIES THAT WE HAD FOR OUR STUDENTS.
AND SO THOSE FUNDS, WE HAD TO USE OUR CONTINGENCY TO ULTIMATELY PAY THOSE STAFF MEMBERS.
AND WE SPENT OVER $3 MILLION DOING THAT.
I HAVE PUT ON THE RIGHT HAND SIDE, AN EXAMPLE THAT WE'VE GIVEN TO OUR GOVERNING BOARD AND SOMETHING FOR YOU TO SEE IS THERE IS A PAYROLL BIWEEKLY.
SOME OF THESE FUNDS ARE NOT, UM, LIKE I SAID, THEY'RE NOT BACKED BY THE STATE.
WE DON'T RECEIVE STATE AID FOR THAT.
SO FOR EXAMPLE, OUR COMMUNITY EDUCATION DEPARTMENT, OUR FOOD AND NUTRITION DEPARTMENT, AS YOU CAN SEE, THE TWO ALONE ARE 290, 3,300 $42,000 PER TWO WEEKS.
SO IF WE WERE TO KEEP ALL THOSE EMPLOYEES, UM, ON STAFF, WITHOUT REVENUES COMING IN, YOU WOULD HAVE TO USE DISTRICT RESERVES TO COVER THOSE.
WE DID THAT THE LAST QUARTER, BUT THIS QUARTER, WE HAVE NOT BEEN ABLE TO DO THAT BECAUSE ULTIMATELY WE HAVE TO HAVE REVENUE THAT COMES IN TO SUPPORT THOSE STAFF MEMBERS.
SO A NUMBER OF AREAS IN OUR CASH FUNDS, WHERE WE TOOK A HIT ON, WE TOOK ABOUT $3.8 MILLION OF THE HIT LAST SPRING.
NOW, AT THAT TIME THERE WAS FOUR POCKETS OF MONEY THAT WERE GOING TO BE COMING IN.
AND ONE OF THOSE WAS A POCKET MONEY FROM THE FEDERAL GOVERNMENT.
IT WAS THE ONLY POCKET AT THAT TIME, WE DECIDED TO USE OUR $3 MILLION THAT WE WERE RECEIVING TO BUY COMPUTERS.
AND WE UTILIZE OUR DISTRICT FUNDS TO OFFSET THE OTHER ISSUES IN OUR DISTRICT.
SO WE COULD HAVE USED THE $3 MILLION TO OFFSET THESE EMPLOYEES AND THE PEOPLE THAT STAYED ON DUE TO THAT EXECUTIVE ORDER.
BUT WE DECIDED WE WANTED TO UTILIZE THAT FOR TECHNOLOGY TO PREPARE FOR THIS FISCAL YEAR.
THE OTHER ISSUE THAT WE HAD WAS THE UNIVERSAL LUNCH PROGRAM.
IT BEGAN SO WE COULD FEED KIDS.
AND YOU PROBABLY SAW THOSE AT OUR HIGH SCHOOLS WHERE IN OUR ELEMENTARY SCHOOLS WHERE WE WERE FEEDING CHILDREN, UM, THE GOVERNMENT, THE FEDERAL GOVERNMENT CAME OUT.
THEY ARE THE ONES WHO DICTATE OUR LUNCH AND BREAKFAST, LUNCH, AND DINNER PROGRAMS. WE WERE ABLE TO SERVE A NUMBER OF KIDS AND IN THAT CAPACITY, UM, THROUGHOUT THE MARCH, APRIL AND MAY TIMEFRAME, THEN IT WENT TO A SUMMER FEEDING PROGRAM.
AND WE WERE ABLE TO FEED STUDENTS ACROSS NOT ONLY CHANNELING AND A FIVE, BUT ALSO IN OUR BOUNDARIES OF GILBERT IN QUEEN CREEK, ALL THREE AREAS ON AUGUST, THE FOURTH THAT

STOPPED.AND SO NOW WE ARE ONLY, WE CAN ONLY QUALIFY FOR THE NATIONAL SCHOOL LUNCH PROGRAM.
SO STUDENTS HAVE TO COME WITH THEIR IDEAS AND ONLY IF THEY'RE ON FREE AND REDUCED, CAN THEY ACCESS THOSE, UM, THE FEDERAL PROGRAM FOR FOOD AND NUTRITION? SO THE CHART ON THE RIGHT SHOWS, YOU THAT'S CURRENTLY RIGHT HERE, WE TYPICALLY SERVE 145,000 MEALS EVERY WEEK TO STUDENTS.
AND WE ARE CURRENTLY, UM, DURING THE UNIVERSAL PROGRAM, WHICH WAS DURING COVID AND DURING THE SUMMER FEEDING, WE WERE SERVING 75,000 KIDS.
NOW THAT SCHOOL HAS BEACON AND WE HAVE TO SERVE CHILDREN JUST THAT QUALIFY UNDERNEATH THAT UNDERNEATH THE NATIONAL SCHOOL LUNCH PROGRAM.
AND WE ARE ONLY SERVING 10,000 MEALS PER WEEK.
SO YOU CAN SEE THAT MAJOR DROPS, THAT'S A HUGE NEED, IT'S A FEDERAL ISSUE.
UM, BUT, AND IT'S NOT SOMETHING THAT OUR STATE CAN SPECIFICALLY FIX.
IT'S A FEDERAL PROBLEM, BUT IT'S DEFINITELY A COMMUNITY ISSUE THAT YOU MIGHT KNOW AND SEE AND HEAR OF IN THE FUTURE.
WE'RE DEFINITELY NOT ABLE TO SERVE THOSE KIDS, ESPECIALLY THE STUDENTS IN, UM, FOR THE MILLS THAT THEY NEED.
AND WE'RE NOT ALLOWED TO PAY FOR THAT.
YOU CAN'T USE SOME OF YOUR FEDERAL PROGRAM MONEY THROUGH FOOD AND NUTRITION TO PAY FOR FOOD FOR CHILDREN.
SO THAT'S ONE OF THE REASONS WE CAN'T JUST CONTINUE THE PROGRAM, THE CHAMP, THE NEXT GRAPH THAT YOU'RE GOING TO SEE DOWN HERE, WHICH IS IT'S CALLED CSP EXPENSES OUTSIDE OF THE PROJECTED BUDGET.
AS WE PREPARED TO START THIS FISCAL YEAR, WE HAD A LOT OF NEEDS THAT WE NEEDED TO, TO, UM, TAKE ON TO BE ABLE TO MEET THE NEEDS OF OUR, OUR, OF OUR 46,000 STUDENTS.
SO WE KNEW WE HAD COMPUTER NEEDS.
UM, WE HAVE LAPTOPS FOR NOT ONLY TEACHERS, BUT LAPTOPS FOR STUDENTS.
WE NEED A DOCUMENT CAMERA SO THAT OUR, OUR TEACHERS COULD RECORD THEIR LESSONS.
SO THEY COULD ULTIMATELY PROVIDE LIVE LESSONS OR RECORDED LESSONS TO THEIR STAFF.
UM, WE ALSO HAD NEEDS FOR PROFESSIONAL DEVELOPMENT.
OUR TEACHERS ARE USED TO TEACHING IN FRONT OF STUDENTS, NOT NECESSARILY VIRTUALLY.
SO WE, WE DEVELOPED A PLATFORM TO TRAIN OUR STAFF AND YOU CAN SEE A HUGE CHUNK OF MONEY WENT TOWARDS THAT.

WE DON'T QUALIFY FOR ALMOST ANY OF THAT MONEY.
WE'RE MAYBE WE'LL RECEIVE BETWEEN, YOU KNOW, A THOUSAND AND $100,000 OF THOSE FUNDS.
MAJORITY OF THAT MONEY, 40 MILLION GOES TO RURAL ARIZONA FOR BROADBAND.
IT ALSO GOES TO HIGH NEEDS STUDENTS FOR SPECIAL EDUCATION SERVICES.
AND THEN THERE'S SPECIFIC THINGS LIKE VEHICLES FOR THE ARIZONA, DEAF AND BLIND SPECIFIC LINE ITEMS AND EDUCATION TO SPECIFIC ENTITIES.
THE ONLY THING WE MIGHT QUALIFY FOR SOME OF OUR HIGH NEEDS, SPECIAL ED STUDENTS IN THIS CATEGORY.
SO NOT MUCH MONEY AT ALL IN THAT CATEGORY.
THE THIRD ACT IS THE ONE THAT PROBABLY THE NEWS AND EVERYBODY HAS HEARD.
IT WENT FROM 200 MILLION UP TO 200 OR $370 MILLION.

AND, AND THERE'S ACTUALLY EVEN SOME MORE THAT HAVE NOT CONNECTED YET BECAUSE OF CONNECTIVITY THAT WE HAVEN'T EVEN BEEN ABLE TO CAPTURE TO KNOW.
THERE, THERE ARE GOING TO STILL BE REMAINING IN OUR SCHOOL DISTRICT BECAUSE THEY HAVEN'T BEEN ABLE TO CONNECT.
SO YOU CAN SEE THE DROP THAT WAS NOT EXPECTED.
UM, AND THAT HAS REALLY IMPACTS OUR SCHOOL DISTRICT, UM, TO THE RIGHT.

OUR ENROLLMENT COSTS OUR BUDGET THIS YEAR FOR MAINTENANCE OPERATIONS, WHICH IS OUR LARGEST FUN WAS $331 MILLION NOW BECAUSE WE'RE DECLINING BY 1500 STUDENTS APPROXIMATELY RIGHT NOW IT WOULD DROP AND IT WILL DROP THE FUNDING FROM THE STATE BECAUSE WE'RE ON CURRENT.
YOU'RE FUNNY, WHICH MEANS THEY GIVE US FUNDING FOR THE STUDENTS THAT ARE ENROLLED IN ATTENDING.
RIGHT NOW WE WILL RECEIVE 310 MILLION BETWEEN LOCAL PROPERTY TAXES AND STATE AID.
SO THAT'S A DROP OF $21 MILLION.
SO THE STATE'S $370 MILLION IS GOING TO GIVE US 12 MILLION TO BRING THAT THRESHOLD UP, TO HELP US.

THAT'S HOW WE GET THE DOLLARS INTO OUR CLASSROOMS TO PAY FOR OUR SALARIES, OUR BENEFITS, OUR TRANSPORTATION COSTS, ALL OF THOSE THINGS.
SO WITH THAT, WE KNOW THAT OUR FUNDS FROM THE STATE WILL DECLINE.
AND WE ALSO KNOW WITHOUT FEEDING CHILDREN, WE DON'T HAVE A FOOD SERVICE BUDGET COMING IN, AND THAT'S A $15 MILLION BUDGET WITHOUT SERVING 6,000 KIDS IN AFTERSCHOOL PROGRAMS. THAT'S ANOTHER 12 MILLION THAT'S NOT COMING HOME.
SO ON TOP OF THE STATE, NOT FUNDING US, ALL OF OUR CASH RESERVES ARE STARTING TO DECLINE TOO.
SO THOSE ARE THINGS WE'RE TAKING INTO CONSIDERATION AND WE'VE MADE DECISIONS ON LOCALLY WITHIN OUR DISTRICT.
SO A LOT OF POTENTIAL JOB LOSSES, OUR WORRY TOO, BECAUSE WE HAVE 5,200 EMPLOYEES AND A NUMBER OF THOSE COME OUT OF FUNDS THAT WE BRING REVENUES INTO SUPPORT THOSE JOBS.
AS YOU KNOW, THERE'S NOT ENOUGH MONEY THAT THEY WILL BE GIVING US APPROXIMATELY $15 MILLION, $12 MILLION FOR STABILIZATION, $3 MILLION FROM THE SR FUNDS FOR THAT WE USE FOR COMPUTERS.

ONE IS SITE SEVEN AND THE OTHER IS KNOWN AS DC HEIGHTS.
UH, WE DO HAVE CHARLES HILL MANTLE HERE, UH, WHO WE HAVE A DEVELOPMENT AGREEMENT WITH LGE, UH, FOR SITE SEVEN THAT WILL BE GIVING US AN UPDATE AFTER MY PRESENTATION ON SITE SEVEN.
SO SIZE SEVEN IS A 1.77 ACRE CITY ON PROPERTY ON THE NORTH NORTHEAST CORNER OF ARIZONA AVENUE AND BUFFALO STREET AND OCTOBER OF 2017 CITY COUNCIL DIRECTED STAFF TO MOVE FORWARD WITH NEGOTIATIONS OF A DEVELOPMENT AGREEMENT WITH LGE BUILD.

DURING THAT SAME TIME, WE ALSO BEGAN SOME EVALUATE, UH, ENVIRONMENTAL EVALUATIONS ON THAT PROPERTY BECAUSE IT HAD BEEN A FORMER TIRE SHOP AND GAS STATION.SINCE THEN THE CITY ENTERED INTO A VOLUNTARY REMEDIATION PROGRAM WITH ADQ TO PROACTIVELY PURSUE CLOSURE OF THIS SITE, SAMPLINGS HAVE BEEN DONE ON A QUARTERLY BASIS.
AND IF THE TRENDS CONTINUE, WE SHOULD BE ABLE TO CLOSE OUT ON THIS PROPERTY ON THE FIRST QUARTER OF 2021 IN MARCH OF 2019 CITY COUNCIL, A DEVELOPMENT AGREEMENT WITH LGE TO BUILD 37,500 SQUARE FEET OF RETAIL AND ENTERTAINMENT ON THIS SITE, THE CITY'S OBLIGATIONS INCLUDED PROVIDING A CLEAN SITE FOR THEM PURCHASE OR LEASE OF THE PROPERTY AT MARKET VALUE AND EXPEDITED REVIEWS.
THERE WERE NO OTHER INCENTIVES FOR THIS DEVELOPMENT AGREEMENT PER THE DEVELOPMENT AGREEMENT LGE HAS UNTIL APRIL 25TH OF 2021 TO BREAK GROUND.

ONE OF THE THINGS I THINK THAT WE UNDERSTOOD EARLY ON IN OUR DISCUSSIONS WITH KIM IS THAT CHANDLER HAS BEEN LOOKING FOR THE MOST ROBUST USES DOWNTOWN THAT THEY COULD IMAGINE.
AND ONE OF THE THINGS WE TALKED ABOUT EARLY ON WAS TRYING TO GET RID OF THE JACK IN THE BOX.
AND UNFORTUNATELY THAT'S NOT SOMETHING THAT'S COME TO FRUITION, BUT WE SPENT A LOT OF TIME WORKING WITH THE CORPORATE FOLKS AT JACK IN THE BOX.
NOT ONLY TRYING TO GET THE JACK IN THE BOX TO RELOCATE, UM, YOU CAN SEE THIS IS WHAT THE SITE LOOKS LIKE TODAY, BUT ALSO IF YOU LOOK AT THIS PICTURE, YOU CAN SEE THERE'S A BIG EMPTY SITE TO THE NORTH.
SO OUR FIRST PLAN SHOWED ONLY THE AREA WITHOUT THE JACK IN THE BOX, KNOWING THAT CHANDLER HAS BIG DREAMS AS WE DO.
WE, I THINK OUR GOALS ARE ALIGNED AND WE WERE HOPING FOR SOMETHING BIGGER AND BETTER.
AND SO WE WORKED WITH A COUPLE OF DIFFERENT GROUPS, THE JACK IN THE BOX AND A LOCAL GROUP THAT WAS WORKING TO PURCHASE THE LAND NORTH OF US TO BUILD A HOTEL.
AND IN FACT, WE WORKED HARD WITH BOTH THE CITY AND THE OTHER DEVELOPMENT ENTITIES ON SEVERAL DIFFERENT VERSIONS TO TRY TO MAKE THIS COME TO REALITY.
EVERY TIME WE CAME FORWARD WITH A NEW OPPORTUNITY, WE'D HAVE TO WORK WITH BOTH YOUR ECONOMIC DEVELOPMENT FOLKS AND YOUR PLANNING FOLKS.
AND SO BOTH OF THOSE DEPARTMENTS HAVE SPENT A LOT OF TIME EXAMINING EACH DIFFERENT OPPORTUNITY AND TRYING TO NOT ONLY MAKE IT WORK, BUT WORK IN A WAY THAT WOULD BE THE MOST ROBUST IN OTHER WORDS, MAKE THE BEST PROJECT, NOT JUST FOR US, BUT ALSO FOR DOWNTOWN CHANDLER.
YEAH, AFTER THE FIRST VERSION DIDN'T WORK, WE CAME BACK WITH A SECOND VERSION THAT WAS JUST OUR SITE AND YOU CAN SEE WHAT IT LOOKS LIKE HERE.
AND AS WE STARTED WORKING THROUGH THAT PROCESS, WE HAD, AGAIN, HOPE THAT ANOTHER HOTEL PROJECT WOULD WORK.
AND SO WE CAME BACK AND WORKED AGAIN, HOPING THAT THE JACK IN THE BOX WOULD BE ABLE TO RELOCATE AND THAT THE HOTEL NORTH OF US WOULD BE ABLE TO BE BUILT

IN THE END.UNFORTUNATELY, A SERIES OF THINGS HAPPENED WITH THE SELLER OF THE PROPERTY TO THE NORTH, AND WE DIDN'T HAVE ANY NEGOTIATIONS WITH THEM DIRECTLY, BUT THE GROUP THAT WAS TRYING TO BUILD THE HOTEL DID, AND WHAT ULTIMATELY HAPPENED IS THERE ARE SOME ENVIRONMENTAL REGULATIONS OR STIPULATIONS ISSUES WITH THAT PROPERTY.
CHANDLER'S BEEN A VERY RESPONSIBLE AND IN FACT, EARLY ON IDENTIFIED THE SITE IDENTIFIED THAT THE SITE HAD SOME INDUSTRIAL ISSUES AND THEN RESOLVES THEM WHEN YOU'VE ACTUALLY SPENT TIME AND MONEY SOLVING YOUR SITE.
THAT'S AN IMPORTANT THING TO DO IN REBUILDING DOWNTOWNS, BECAUSE YOU CAN'T BUILD ON THOSE SITES WITHOUT LEAVING A SITE WITH ENVIRONMENTAL DANGER IS PROBLEMATIC, BUT BECAUSE WE KNEW THERE WERE ISSUES WITH YOUR SITE, WE WERE ALWAYS WORRIED ABOUT THE SITE TO THE NORTH, TO ENVIRONMENTAL ISSUES.
DON'T NORMALLY RESPECT PROPERTY BOUNDARIES, AND WE'LL NEVER KNOW, OR AT LEAST WE WON'T KNOW FOR A LONG TIME WHETHER OR NOT THAT HAPPENED.
ONE OF THE THINGS WE'VE TAKEN A LONG TIME TO FIGURE OUT IS WHETHER OR NOT THE PROPERTY UNDER THE NORTH WOULD LET THE HOTEL COMPANY WORK AND GO TO DOT AND EXCUSE ME, ADQ, THERE WAS UNDER DEPARTMENT OF ENVIRONMENTAL QUALITY TO TRY TO TEST THE SITE AND SEE IF IT COULD BE RESOLVED MUCH LIKE THE CITY OF CHANDLER DID ON ITS SITE.
ULTIMATELY THE OWNERS OF THAT PROPERTY WOULD NOT ALLOW THAT TO HAPPEN AS A RESULT OF THAT, THAT THAT DEAL FELL THROUGH.
NO ONE WOULD BUY REASONABLY THAT PROPERTY WITHOUT SOLVING THE ENVIRONMENTAL ISSUES.
AND SO THAT PORTION OF THE DEAL FELL APART.
WELL, WE CAME BACK AND TRIED TO SEE WHAT WE COULD DO STILL WITHOUT THE JACK IN THE BOX, BECAUSE THAT DIDN'T WORK WITHOUT THE HOTEL AND WITHOUT THE HOTEL, WHAT IS IT WE COULD DO? AND, UM, KIM HAS NEVER WILLING TO BACK AWAY FROM AN ISSUE.
AND SO WHAT WE WERE ABLE TO DO IS CONTINUE WORKING TO, TO FIND A WAY TO BUILD SOMETHING MORE ROBUST THAN JUST YOUR SITE WOULD ALLOW.
AND I THINK ONE OF THE THINGS THAT WE HAVE ALWAYS BEEN IMPRESSED WITH CHANDLER FOR AND PROUD TO WORK WITH YOU ON IS BUILDING A UNITED DOWNTOWN.
IN OTHER WORDS, EACH PROJECT WE HOPE AND WE'VE SEEN OVER THE YEARS IS A LITTLE MORE THAN JUST THE PROJECT THAT WE'RE BUILDING.
AND I THINK THAT YOU'VE DONE A GREAT JOB AND WE'VE BEEN PROUD TO BE PART OF THAT WITH YOU.
AND SO WHAT WE SAW HERE AS AN OPPORTUNITY, ONE OF THE THINGS THAT OFTEN HAPPENS IS PROJECTS ARE DRIVEN BY PARKING.
AND THAT'S CERTAINLY TRUE HERE.

AND SO WE TRIED TO FIND YET ANOTHER CREATIVE WAY TO BUILD A BETTER PROJECT.
AND WHAT WE'VE BEEN ABLE TO DO IS WORK.
YOU CAN SEE ON THIS PARTICULAR IMAGE, THE SITE SEVEN SITE THAT WE'RE COMMITTED TO DEVELOP, AND HOW CAN WE MAKE THAT SITE MORE ROBUST? WELL, IT'S HARD BECAUSE WE HAVE PARKING.
SO WE HAVE TO THINK LITERALLY OUTSIDE THE BOX AND WHILE I DON'T NORMALLY LIKE THAT, UH, UH, EXPRESSION IN THIS CASE, WE'RE THINKING INSIDE THE BOX, OUR SITE IS NOT A BOX, BUT THE ONE ACROSS THE STREET IS IT'S CALLED A PARKING GARAGE.
IT'S A, IT'S A PARKING GARAGE THAT HAS EXCESS CAPACITY.
IT DOESN'T HELP US THOUGH, UNLESS WE CAN USE THAT CAPACITY.

IN JANUARY OF OF, I APOLOGIZE IN JANUARY OF 2018, UM, THE DEVELOPMENT AGREEMENT WAS AMENDED AND RESTATED WITH CHASE AND AFFINITY COMPANIES OUT OF NEW YORK.
AT THAT TIME, THEY DID ASK THAT THE PROJECT BE SPLIT INTO TWO, UM, UH, PHASES PHASE ONE BEING 157, UH, MULTIFAMILY UNITS, PHASE TWO, BEING 75, UH, MULTIFAMILY UNITS DURING THIS TIME, UM, THE, THE CHANDLER IMPROVEMENT COMPANY DID COME FORWARD CLAIMING RIGHTS TO THE ALLEYS IN THIS AREA IN THE CITY, ALONG WITH CHASE AND AFFINITY DID GO INTO LITIGATION, UH, WITH THE CHANDLER IMPROVEMENT COMPANY IN MARCH, UM, OF 2019, THE CITY WAS SUCCESSFUL IN THAT LITIGATION.
AND BECAUSE OF THAT, UM, THE CHASE AND AFFINITY WAS ABLE TO, UH, RECORD THEIR FINAL PLAT IN JUNE OF 2019, WHICH ALLOWED THEM TO THEN APPLY FOR, UH, THEIR LOAN IN AUGUST OF 2019, WHICH WAS APPROVED IN FEBRUARY OF THIS YEAR DUE TO COVID.
IT WAS, UH, IT DID TAKE SEVERAL EXTRA MONTHS TO ACTUALLY CLOSE.
HOWEVER, I'M HAPPY TO ANNOUNCE THAT THE CLOSURE OF THIS PROPERTY OF THE LOAN, EXCUSE ME, WILL BE ON AUGUST 20TH, WHICH IS ONE WEEK FROM TODAY.
DURING THAT TIME, CHASE AND AFFINITY HAS DONE EVERYTHING THAT THEY CAN TO GET THIS PROJECT GOING, INCLUDING ALREADY PULLING ALL OF THEIR BUILDING PERMITS, UH, AS OF LAST MONTH.
