WE HAVE, I'D LIKE TO CALL THIS TO ORDER AND THEN WE'LL CALL PLEASE VOTE.

MR. ROWE, MR. ORLANDO, WE HAVE A QUORUM.
WE'VE GOT, IS THERE ANY UNSCHEDULED PUBLIC APPEARANCE FOR OUR PUBLIC HOUSING AUTHORITY MEETING TONIGHT,

SEEING NONE COMMISSIONERS, WE'VE GOT THREE ITEMS ON THE CONSENT AGENDA.I DID WANT TO MAKE A COMMENT ON A COUPLE OF THESE THAT REALLY ADDRESSED SOME GREAT NEEDS IN OUR DOWNTOWN.
I HAD THE HONOR OF CHAIRING THE COUNTYWIDE HOMELESS INITIATIVE IN THE PREMERA COPA FOR SEVERAL YEARS, THE CONTINUUM OF CARE TO END HOMELESSNESS.
AND ONE OF THE THINGS THAT HUD KEPT REQUESTING AND ASKING US EVERY YEAR WAS TO HAVE A GREATER PORTFOLIO OF TVRA OR TENANT BASED RENTAL ASSISTANCE TO OUR COMMUNITY MIX.
THIS IS A PROGRAM THAT TAKES THOSE WHO WERE EXPERIENCING HOMELESSNESS OFF THE STREETS AND, AND OUT OF HOMELESS SHELTERS.
AND IT PUTS THEM INTO A PLACE AND WRAPS AROUND SERVICE WITH THEM TO HELP GET THEM THE SERVICES AND THE HELP THAT THEY NEED TO CONTINUE TO NOT BE HOMELESS.
AND, UH, IT'S A GREAT PROGRAM AND I SUPPORT IT.
I WANT TO THANK OUR STAFF FOR BRINGING THIS FORWARD TO US.
AND SECONDLY, I THINK SEVERAL OF YOU ON ITEM NUMBER THREE HAVE SEEN THE WORK THAT OUR HOUSING AND REDEVELOPMENT DIVISION HAS DONE IN TERMS OF A SELF RELIANCY ACTION PLAN IN WHICH THEY HAVE, UH, AGAIN, WORKED WITH PEOPLE IN OUR PUBLIC HOUSING UNITS TO GIVE THEM THE SKILLS NECESSARY TO BEING SUCCESSFUL, SUCCESSFUL.
AND IT'S BEEN A GREAT PROGRAM AS WELL.
SO AGAIN, I WANT TO APPLAUD OUR STAFF OR CONTINUING AND FURTHERING THESE TWO PROGRAMS. COUNCIL.

I, UH, I LIKE THE STAFF THAT TALK A LITTLE BIT ABOUT THE HOUSING REDEVELOPMENT DIVISION DAMAGE FISHING ACTION PLAN, UH, AND TO SHARE A LITTLE BIT ABOUT SOME OF THE SUCCESSES YOU ALLUDED TO EARLIER, BUT WE'LL BE MORE SPECIFIC ON WHAT THOSE SUCCESSES ARE AND HOW IT'S MEASURED.
DO WE, DID, DO WE HAVE SOMEONE HERE ABLE TO TALK ON THAT AMY, GOOD EVENING, MEM UH, COMMISSION MEMBER, UM, TO ANSWER YOUR QUESTION, UM, COMMISSION MEMBER, UM, ORLANDO, THE AVERAGE LENGTH OF STAY FOR BOTH THE PROGRAMS FOR HOUSING CHOICE VOUCHER AND OUR PUBLIC HOUSING IS ABOUT FOUR TO FOUR AND A HALF YEARS.
AND ABOUT 46 GRADUATES IN THE LAST FIVE YEARS HAVE GRADUATED FROM THE FAMILY SELF-SUFFICIENCY PROGRAM.
AND HALF THOSE FAMILIES HAVE PURCHASED THEIR OWN HOME THROUGH A FIRST TIME HOME BUYER PROGRAM.
SO WE'VE HAD GREAT SUCCESS WITH OUR FAMILY SELF SUFFICIENCY PROGRAM AND REALLY MORE IMPRESSIVELY.
UH, THE CURRENT HCV AVERAGE INCREASE IN HOUSEHOLD EARNINGS FOR THE HOUSING CHOICE VOUCHER IS ABOUT 26,000.
SO OUR FAMILIES ARE INCREASING THEIR AVERAGE INCOME EARNINGS.
UM, CURRENTLY AT THAT RATE AND THEN FOR PUBLIC HOUSING, IT'S A LITTLE LESS, UM, THEIR INCREASED, UM, HOUSEHOLD EARNINGS IS ABOUT $15,000 THROUGH THIS PROGRAM.
SO AGAIN, IT'S A FIVE-YEAR PROGRAM WITH A TWO YEAR EXTENSION, SO UP TO A SEVEN YEAR PROGRAM.
AND REALLY THE GOAL IS TO, UM, INCREASE THEIR HOUSEHOLD INCOME AS WELL AS PROVIDE ADDITIONAL SERVICES, WHETHER THAT BE FINANCIAL LITERACY, COUNSELING CLASSES, UM, UH, HOME OWNERSHIP, COUNSELING, JOB TRAINING, EDUCATION, AND SO FORTH.
THE SELF SUFFICIENCY PROGRAM, THEN HOW MANY PEOPLE WE HAVE POTENTIALLY IT COULD, WE COULD HAVE A POOL OF INDIVIDUALS THAT COULD BE INVOLVED WITH THIS PROGRAM.
HOW MANY DID WE HAVE THE COMMISSION MEMBER? UM, ORLANDO, WE CURRENTLY HAVE 120 SLOTS AVAILABLE FOR THE FAMILY.
SELF-SUFFICIENCY 60 FOR EACH PROGRAM.
SO YOU DO THIS A PERIOD OF HOW MANY YEARS.
COMMISSION MEMBER, UM, ORLANDO, THE, UH, PROGRAM IS TECHNICALLY UP TO SEVEN YEARS.
UM, AND IT'S A VOLUNTARY PROGRAM.
SO WE DO HAVE A CURRENT WAIT LIST FOR FAMILIES THAT WOULD LIKE TO BE ON EITHER THE HTV OR THE PUBLIC HOUSING PROGRAM.
UM, BUT IT IS AN UP TO A SEVEN YEAR PROGRAM.

IS VERY GOOD METRICS.I KNOW WE TALKED A LITTLE BIT ABOUT THIS EARLY IN THE YEAR, SO THIS OUTSTANDING THAT ARE, THERE ARE PROGRAMS OUT THERE WE'RE TRYING TO GET FOLKS TO BE SELF SUFFICIENT AND WORK TOWARDS IS WE HEAR SOMETIMES WE HEAR THE NEGATIVE STORIES ABOUT THE, WELL, YOU KNOW, THERE'S NO PROGRAMS OUT THERE THAT ARE ACTUALLY IMPROVED THE LOTS OF LIGHTS, BUT THIS ONE DOES ACTUALLY WORK AND IT'S BEEN AROUND FOR A WHILE TOO.
SO I COMMEND YOU FOR ALL THE WORK.
YOU UNDERSTAND, WE'RE GOING TO MOVE THIS PROGRAM ALONG.
