IT'S A TRUE HONOR FOR ME TO INVITE MS. TARA ENGLAND DOWN.

TARA, I UM, I OF COURSE WAS GIVEN A SCRIPT, BUT I'M GONNA GO OFF SCRIPT JUST A LITTLE BIT.

SO I LOOKED UP TO SEE WHEN TARA STARTED, AND I REALIZED THAT SHE INTERVIEWED DURING THE YEAR 1999.

AND YOU REMEMBER MANY OF US CAN REMEMBER, UH, THAT THAT WAS A REAL PARTY, ESPECIALLY Y 2K, AND SHE STARTED ON THE 4TH OF JANUARY.

SO JUST AFTER, SO WHILE THEY WERE CELEBRATING THAT WE, THE WORLD DIDN'T END WITH THE Y 2K THING, UH, THE LIBRARY WAS CELEBRATING THAT.

TARA SHOWED UP AFTER ALL OF THAT GREAT WORK.

BUT TARA, OVER THE PAST 25 YEARS, YES, THAT'S A QUARTER OF A CENTURY.

TARA HAS SERVED AS THE AMBASSADOR FOR THE LIBRARY'S VOLUNTEER PROGRAM.

IN THAT TIME, ADULT AND TEEN LIBRARY VOLUNTEERS HAVE CONTRIBUTED ALMOST 375,000 HOURS OF TIME.

AND ACCORDING TO THE 2023 INDEPENDENT SECTOR, THAT'S A VALUE OF NEARLY $12 MILLION.

THESE VOLUNTEERS ASSIST WITH RESIDENT ASSIST RESIDENTS WITH LEARNING THE ENGLISH LANGUAGE.

THEY PROVIDE READING ASSISTANCE TO FIRST GRADERS.

THEY ASSIST STAFF AND PATRONS THROUGHOUT ALL FOUR LIBRARY BRANCHES.

THEY PRO PROCESS BOOK DONATIONS AND SO-SO MUCH MORE.

AS OUTREACH COORDINATOR FOR THE LIBRARY SYSTEM, TARA OVERSAW THE BOOKS FOR BABIES READING IS FUNDAMENTAL STORY, TRAVELERS DAYCARE DELIVERY AND BOOK BUDDY PROGRAMS UTILIZING SKILLED VOLUNTEERS TO PROMOTE AND SUPPORT LITERACY SERVICES OUTSIDE OF THE LIBRARY BUILDINGS THEMSELVES.

ADDITIONALLY, TARA HAS INTRODUCED THE NATIONAL, IF I CAN READ, I CAN DO ANYTHING LITERACY PROGRAM TO STUDENTS ON THE GILA RIVER INDIAN COMMUNITY.

AND THAT'S BEEN FOR MANY, MANY YEARS NOW.

SO IN HER CURRENT ROLE, TARA CONTINUES TO FOCUS ON DEVELOPING AND SUSTAINING GOOD WORK INITIATIVES.

THROUGH HER COLLABORATION WITH THE FRIENDS OF THE CHANDLER PUBLIC LIBRARY, HER OVERSIGHT OF THIS LIBRARY PARTNERSHIP CONTINUES TO STRENGTHEN BOTH ORGANIZATIONS.

THEY CONNECT LITERACY AND LEARNING ADVOCATES TO OUR LIBRARY SUPPORT AND A SIGNIFICANT INVOLVEMENT.

AND WHEREAS THE UNITED STATES RANKS AS ONE OF THE WORST COUNTRIES GLOBALLY FOR HUMAN TRAFFICKING.

AND WHEREAS ARIZONA RANKS IN THE TOP 15 STATES WITH THE HIGHEST RATES OF HUMAN TRAFFICKING PER CAPITA.

AND WHEREAS HUMAN TRAFFICKING IMPACTS PEOPLE ACROSS ALL DEMOGRAPHICS AND AGES, INCLUDING TEENAGERS AND CHILDREN.

AND WHEREAS THE BATTLE AGAINST HUMAN TRAFFICKING INCLUDES SUPPORTING EFFORTS IN SCHOOLS, CHURCHES, NONPROFITS, LAW ENFORCEMENTS, AND BUSINESSES TO INTERVENE, DISRUPT, AND DISMANTLE HUMAN TRAFFICKING SYSTEMS AND PROVIDE RESOURCES TO AND SUPPORT FOR VICTIMS OF HUMAN TRAFFICKING.

AND WHEREAS THE CITY OF CHANDLER JOINS OUR SCHOOLS, CHURCHES, NONPROFIT ORGANIZATIONS, LAW ENFORCEMENT, FEDERAL AND STATE COALITIONS, AND THE NOT IN OUR CITY.ORG MOVEMENT IN OUR COMMITMENT TO INCREASE PUBLIC AWARENESS OF THE HUMAN TRAFFICKING EPIDEMIC THAT IMPACTS OUR COMMUNITY.

SEXUAL, EMOTIONAL, OR VERBAL ABUSE FROM A DATING PARTNER.

AND WHEREAS CHILDREN WHOSE PARENTS EXPERIENCE VERBAL ABUSE AND PHYSICAL VIOLENCE BY THEIR PARTNERS ARE MORE LIKELY TO EXPERIENCE ABUSE AND VIOLENCE IN THEIR DATING RELATIONSHIPS.

AND WHEREAS YOUTH WHO ARE VICTIMS OF TEEN DATING VIOLENCE ARE MORE LIKELY TO EXPERIENCE DEPRESSION, ANXIETY SYMPTOMS ENGAGE IN SUBSTANCE ABUSE, EXHIBIT ANTISOCIAL BEHAVIORS CONTEMPLATE SUICIDE AND OTHER POTENTIAL NEGATIVE OUTCOMES.

AND WHEREAS MINIMIZING TRADITIONAL GENDER STEREOTYPES AND SUPPORTING AN INCLUSIVE ENVIRONMENT CHARACTERIZED BY GENDER EQUALITY CAN REDUCE PER PERPETUATION OF ABUSE, DATING BEHAVIOR, AND SEXUAL HARASSMENT.

AND WHEREAS THE CITY OF CHANDLER DOMESTIC VIOLENCE COMMISSION IS A RESOURCE COMMITTED TO SUPPORTING TEENS, FAMILIES, SCHOOL, AND THE GREATER COMMUNITY TO PREVENT TEEN DATING VIOLENCE AND HELPING ALL YOUNG PEOPLE GROW UP FREE FROM VIOLENCE, GROW UP FREE FROM VIOLENCE.

THEREFORE, THE MAYOR OF, UH, CITY OF CHANDLER, KEVIN HARKEY, PROCLAIMS FEBRUARY, 2025 AS TEEN DATING VIOLENCE AWARENESS MONTH.

I LAID OUT A LITANY OF DOCUMENTED, INVESTIGATED AND REPORTED INSTANCES OF BAD OR QUESTIONABLE BEHAVIOR, LIES AND QUESTIONABLE LEGAL PREDICAMENTS OF COUNCIL MEMBER HARRIS.

I POINTED OUT CHAND AND MUNICIPAL CODES AND RESOLUTION 5 1 6 6, WHICH SPECIFY MY RIGHTS AND RESPONSIBILITIES OF AS A COMMISSIONER TO BRING THESE TO YOU AS ITS ATTENTION AND REQUEST A LEGAL INVESTIGATION.

I WAS ANSWERED WITH AN EMAIL THAT THE CITY ATTORNEY'S OFFICE HAD REVIEWED MY REQUEST FROM ALL ANGLES AND THEIR DECISION WAS FINAL.

I WAS NOT PROVIDED ANY LEGAL REASON NOR JUST CAUSE OF ANY KIND.

AT THIS POINT, WE CAN SURMISE ONLY ONE THING WITH CERTAINTY.

THE CITY'S ATTORNEY'S OFFICE IS WILLFULLY AND ACTIVELY DENYING MY CODIFIED RIGHT TO SPEECH.

BRING FORTH THIS CASE AGAINST COUNCIL MEMBER HARRIS.

I INQUIRED WITH THE CITY MANAGER AND WAS MET WITH THE SAME UNRESPONSIVE INDIFFERENCE.

THIS IS ILLEGAL AND THIS IS DELIBERATE.

AND I WANT TO KNOW WHO DIRECTED THIS COURSE OF ACTION AND WHY.

FURTHER THIS WAS DONE WITH THE FULL KNOWLEDGE OF MAYOR AND COUNSEL.

IF ALL OF YOU HAVE BEEN CC'D ON EVERY ONE OF THESE EMAILS, TRANSMISSIONS THIS AND YOUR COHESIVE INACTION TO DO ANYTHING ABOUT IT THAT MAKES ALL OF YOU COMPLICIT.

IT WAS ONLY AFTER I SHOWED THIS EVIDENCE OF THIS CRIME TO THE CITY PROSECUTOR'S OFFICE THAT I WAS INVITED TO GET THREE MINUTES HERE TONIGHT.

SO NOW THAT ALL OF YOU HAVE THE EVIDENCE OF THIS CRIME TO CONTINUE TO EXPRESS MY RIGHTS, TO BRING FORTH THESE, THE ATTENTION OF COUNCIL MEMBER HARRIS TO THIS BODY, I AM NOW AS A COMMISSIONER, DEMANDING THAT THE ENTIRE SWATH OF THIS BEHAVIOR BE INVESTIGATED BY AN IMPARTIAL AND QUALIFIED THIRD PARTY WITH THE FINDINGS OPENLY DISCUSSED AND DEBATED BY WAY OF PUBLIC INQUIRY.

SOME BACKGROUND.

THE SUBJECT SITE IS APPROXIMATELY 18.65 ACRES AND IN 2016, THE VACANT SUBJECT SITE WAS ZONE PLANNED AREA DEVELOPMENT FOR AN OFFICE PARK WITH ANCILLARY RETAIL AND RESTAURANT USES, INCLUDING A MID-RISE OVERLAY FOR BUILDING HEIGHT UP TO 75 FEET, THREE OFFICE BUILDINGS, A PARKING STRUCTURE AND TWO RETAIL PADS WITHIN A, WITH A POTENTIAL BUILD OUT OF 400,000 SQUARE FEET IN 2019, A TIME EXTENSION WAS APPROVED.

THE PROPOSAL TODAY IS A, UM, A COSTCO BUSINESS CENTER WITH THE BUILDING SQUARE FOOTAGE BEING APPROXIMATELY 141,000 SQUARE FEET.

THE PARKING REQUIRED IS 536 SPACES AND THEY'RE PROVIDING 603 AND THEY'RE PROPOSING 15 FUEL PUMPS MORE ON THE COSTCO BUSINESS CENTER.

THEY CATER DIRECTLY TO SMALL BUSINESSES BUSINESS CENTER STOCK, MORE FOOD AND SUPPLIES IN BULK.

SOME OF THE LOCAL BUSINESSES IN THE COMMUNITY THAT IT MAY SERVE ARE PROFESSIONAL OFFICE SLASH SERVICES, RESTAURANTS, HOTELS AND MOTELS, CONVENIENT STORES, VENDING MACHINE OPERATORS, ET CETERA.

PEAK HOURS AT A BUSINESS CENTER

ARE TYPICALLY MID-MORNING AND EARLY AFTERNOON.

A BUSINESS CENTER WILL TYPICALLY SEE ROUGHLY HALF OF THE NUMBER OF CUSTOMERS COMPARED TO ITS WAREHOUSE COUNTERPART.

HERE'S SOME OF THE RENDERINGS THAT COSTCO HAS PROVIDED WITH THE ENTRYWAY, THE EAST AND THE NORTHWEST PERSPECTIVE.

THEY'RE USING SMOOTH FACE, CMU, CONCRETE AND METAL PANELS AS THE FACADE MATERIALS AND THIS WOULD BE THE FUEL STATION.

A NEIGHBORHOOD MEETING WAS HELD ON DECEMBER 4TH, 2024 AND THERE WERE 11 PEOPLE IN ATTENDANCE WITH CONCERNS REGARDING POTENTIAL TRAFFIC.

AND IT IS LESS TRIPS AS DARCY NOTED, THAN THE PREVIOUSLY APPROVED PAD.

SO THE SURROUNDING AREAS, UM, INCLUDING THE, THE WORK THAT THIS DEVELOPMENT WILL DO TO BUILD OUT THAT THIRD LANE ON AT, UM, ALMA SCHOOL WOULD, WOULD MORE THAN HANDLE THE TRAFFIC AT THIS AREA.

AND, UM, STAFF PARTICULARLY PLANNING STAFF WORKED REALLY HARD WITH THE DEVELOPMENT WITH THE DEVELOPER TO LOCATE THE FUEL, UM, STATION PUMPS SO THAT TRAFFIC FLOWED WITHIN THE SITE AND, YOU KNOW, WE DIDN'T HAVE ANY CONCERNS OF IT BACKING UP ON ONTO ANY OF THE ADJACENT ARTERIALS.

SO THAT WAS SOMETHING THAT STAFF WORKED HARD WITH THE DEVELOPER ON TO, TO MINIMIZE THAT.

AND THEN MY, ONE OF MY FIRST CONCERNS WAS WHERE THOSE LOADING DOCKS WERE, UM, I HAD THE CONCERN THAT THEY WERE GONNA BE BEHIND, BUT IT DOES LOOK LIKE THEY'RE NOW JUST ON THE EAST SIDE OF THE ROAD FACING WHERE THE TRAFFIC IS AND OTHER BUSINESSES.

SO, YEAH.

UM, YEAH, THEY TALKED TO ME KIND OF TO THAT SOUTHEAST CORNER OF THE, THE BUILDING.

AND THEN DO YOU HAVE THE INFORMATION ON THE DELIVERY TIMES AND SUCH? THE DELIVERIES ARE VERY SIMILAR TO THE NORMAL COSTCO AS FAR AS THE, UM, THE TRUCKS AND STUFF IS, IS OUR UNDERSTANDING.

SO BY LOOSENING OR PUTTING MORATORIUM ON THE TEMPORARY SIGN CODE AT THAT TIME, IT GAVE THEM THAT OPPORTUNITY TO DO ADDITIONAL ADVERTISING AND TO BUILD OR REBUILD THEIR BUSINESS.

JUST TO QUICKLY GO OVER WHAT TYPE OF SIGNAGE WE'RE SPEAKING ABOUT TEMPORARY SIGNAGE.

WE HAD CONVERSATIONS WITH THE CHAMBER OF COMMERCE AND ONE OF TERRY'S RECOMMENDATION WAS THAT WE MAKE SURE THAT WE GET THE TENANTS, NOT JUST THE OWNERS OF THE PROPERTIES.

THAT'S GREAT RECOMMENDATIONS.

SO WE WILL MAKE SURE THAT IT GOES TO OWNERS AND TENANTS.
