I WANTED TO OFFER A PERSONAL THANK YOU FROM SEMI SOCIETY TODAY FOR YOUR CONSIDERATION IN APPROVING THE CONSENT AGENDA THIS EVENING, UH, WHICH INCLUDES APPROVAL FOR FUNDING AS RECOMMENDED BY THE HOUSING AND HUMAN SERVICES COMMISSION FOR MULTIPLE NONPROFITS IN THE CHANDLER COMMUNITY, INCLUDING SEMICOLON SOCIETY.
WE'VE FELT YOUR SUPPORT SINCE THE BEGINNING OF OUR JOURNEY AS A NONPROFIT TWO YEARS AGO, AND WE CANNOT THANK YOU ENOUGH FOR CONTINUING TO BELIEVE IN US AND SUPPORT US FOR WHAT WE'RE DOING TO REDUCE STIGMA REGARDING MENTAL HEALTH AND BUILDING AWARENESS AND EMPOWERMENT IN OUR COMMUNITY.

THIS FUNDING IS USED FOR VARIOUS COMMUNITY PROJECTS IF APPROVED, AND AS WE, WE WOULD CONTINUE TO USE IT AS SUCH, WHICH INCLUDES A SECOND ANNUAL WORLD SUICIDE PREVENTION WEEK GATHERING IN VIGIL ON SUNDAY, SEPTEMBER 8TH, FROM FIVE TO 8:00 PM AT THE CHANDLER COMMUNITY CENTER.
AND WE HAVE SEMICOLON SOCIETY.
WE LIKE TO EXTEND AN INVITATION TO EACH OF YOU TO JOIN US AS WE CONNECT OUR COMMUNITY WITH RESOURCES, ACTIVITIES, AND WITH EACH OTHER.

ITEM NUMBER 37 HAS TO DO WITH COUNCIL BUDGET AMENDMENTS, AND I UNDERSTAND, UM, STEVEN TURNER IS GOING TO GIVE US A BRIEF OVERVIEW AND THEN ANY QUESTIONS FROM COUNCILS.THANK YOU, BARON COUNCIL, UH, I'M HERE TO SPEAK WITH YOU TONIGHT ABOUT THE COUNCIL BUDGET AMENDMENTS FOR FISCAL YEAR 24 25.
UM, JUST AS A REMINDER, THE TOTAL BUDGET FOR BUDGET AMENDMENTS, UH, IS $425,000.
$350,000 IS FOR ONE TIME USE, AND $75,000 IS FOR AN ONGOING AMOUNT TO GO OVER BRIEFLY OVER THE POLICY AND PROCEDURES FOR CITY COUNCIL.
BUDGET AMENDMENTS FUNDS ARE TO BE USED TO HAVE A BENEFICIAL IMPACT ON THE COMMUNITY OR CITY DEPARTMENT.
OPERATIONS CAN BE USED TO FUND PROJECTS PROGRAMS THAT WERE NOT RECOMMENDED IN THE BUDGET, AND THEY SUPPORT THE CITY COUNCIL STRATEGIC FRAMEWORK FOCUS AREAS.
CITY MANAGER THEN ASSIGNS THESE PROJECTS AND PROGRAMS TO CITY DEPARTMENTS FOR IMPLEMENTATION.

SO, UM, AND IN SOME OF THESE ISSUES, OF COURSE THE STAFF MAY SAY, THIS IS SOMETHING THAT FELL OUT OF THE BUDGET, SO WE'D LIKE TO AT LEAST TAKE A LOOK AT THIS.

AND BY THE WAY, I SPENT A LOT OF TIME PUTTING TOGETHER A LITTLE PACKET, AND I KNOW YOU'RE ALL VERY BUSY, BUT IF YOU COULD JUST TAKE FIVE, SIX MINUTES TO LOOK IT OVER AT SOME POINT, IT REALLY ELABORATES ON WHAT I WAS GONNA SAY.
UM, AT THE TIME, THIS WELL WAS NOT IN OPERATION.
SO MY FIVE VISITS TO THE PROPERTY TO SIT THERE AND LISTEN, PROVED TO BE NOTHING MORE THAN CHIRPING BIRDS AND PASSING CARS.

OUR COMMUNITY HAS REALIZED THE TRAGIC CONSEQUENCES DUE TO THE LACK OF ACCOUNTABILITY, COMMUNICATION, WILLFUL NEGLECT, AND FAILED MANDATED REPORTING.
IN CUSD NATIONALLY, WE HAVE SEEN THE TRUST BETWEEN SCHOOLS AND PARENTS DECLINING.
AND AS A COMMUNITY, WE WOULD LIKE TO PARTNER TO IMPROVE AND SHOW THAT THE TIME IS NOW AS TRUST AND ACCOUNTABILITY ARE KEY COMPONENTS TO PREVENTION, WE HOPE THAT CHANDLER WILL ACT AS A LIAISON TO HELP BRIDGE THE COMMUNICATION BARRIER TO GET THE PARENTAL BILL OF RIGHTS IMPLEMENTED ACROSS THE USD AND TAKE THE TRAUMA INFORMED APPROACH ADDRESSING BULLYING, ASSAULT, SEXUAL ASSAULT, AND SEXUAL MISCONDUCT.
I WOULD LIKE TO PLAY A VICTIM STATEMENT THAT WAS PRESENTED TO THE ARIZONA STATE BOARD OF EDUCATION MEMBERS OF THE BOARD.
WE ARE HERE BEFORE YOU TO ASK FOR ACCOUNTABILITY AND COOPERATION IN ESTABLISHING A PARENTAL BILL OF RIGHTS.
CHILDREN NEED TO KNOW THEY'RE SAFE COMING FORWARD WITH ANY ALLEGATIONS.
THEY SHOULDN'T HAVE TO WORRY ABOUT THE RULES, REGULATIONS, OR EVEN THE EVENTUAL RETALIATION FOR DEMANDING THEIR CIVIL RIGHTS.
OUR CHILDREN MUST RELY ON TRUST ALONE WHEN ASKING CHANDLER UNIFIED TO WEIGH ITS OWN REPUTATION AGAINST MAKING THE DECENT AND LAWFUL DECISION.
IN FEBRUARY OF 2021, MULTIPLE YOUNG GIRLS CAME FORWARD AND TOLD CHANDLER UNIFIED OFFICIALS OF SEXUAL MISCONDUCT.
THEY TOLD AN ASSISTANT PRINCIPAL THAT THEIR TEACHER HAD BEEN REPEATEDLY TOUCHING THEM IN AN UNWELCOME MANNER.
THE SCHOOL THEN DOCUMENTED THE SEXUAL EXPLOITATION OF MULTIPLE MINOR OCCURRING A AND DID NOT REPORT.
WE'VE SINCE LEARNED THE LAW CLEARLY STATES THIS BODY FOR A LAWFUL AND IMPARTIAL INVESTIGATION.
INSTEAD, THEY STALLED REQUESTS FOR INFORMATION AND SCHEDULED THEIR OWN INTERNAL MEETING.
IT TOOK PLACE WITHOUT OUR KNOWLEDGE OR CONSENT.
AND THE ATTENDEES WERE FOR ADULT ADMINISTRATORS AND OUR CHILD.
AGAIN, SHE COULD NOT BE DISSUADED FROM THE TRUTH AGAIN.
THEY VICTIMIZED HER, AND THEN THEY DOCUMENTED.
AND STILL THEY DID NOT REPORT.
THEY PUT THE TEACHER BACK IN THE CLASSROOM WHERE THE HARASSMENT CONTINUED UNTIL MORE VICTIMS CAME FORWARD.
THEY FAILED TO REPORT THOSE ALLEGATIONS AS WELL.
THEY ACCEPTED A RESIGNATION IN LIEU OF AN INVESTIGATION.
THEY MADE MANDATORY REPORTING OPTIONAL.
WE HAVE CONFIDENCE THAT YOU'LL HOLD THEM ACCOUNTABLE FOR CHOOSING THEIR OWN REPUTATION OVER THE SAFETY AND WELLBEING OF OUR CHILDREN.

IT'S AN AVO CONFERENCE, AND MY OPPORTUNITY WAS TO TALK ABOUT MENTAL HEALTH, UH, TO SPEAK WITH THE ASSISTED LIVING ORGANIZATIONS, UH, FROM THE ARIZONA CONFERENCE ON THE TOPIC OF AGING AND MENTAL HEALTH.
AS WE GROW OLDER, OUR MENTAL HEALTH CAN UNDERGO MANY CHANGES INFLUENCED BY BIOLOGICAL, PSYCHOLOGICAL, AND SOCIAL FACTORS.
THE IMPORTANCE OF FOCUSING ON OUR MENTAL HEALTH AS WE AGE IS OFTEN OVERLOOKED, BUT WE ALL ARE AGING.
I ENCOURAGE YOU TO INCORPORATE MENTAL WELLNESS STRATEGIES SUCH AS MENTAL, MAINTAINING SOCIAL CONNECTION, SEEK EMOTIONAL SUPPORT, AND GETTING SUFFICIENT SLEEP INTO YOUR DAILY ROUTINE TO MAINTAIN A VIBRANT AND FULFILLED QUALITY OF LIFE, FULFILLING QUALITY OF LIFE.

UM, BUT ONE OF THE THINGS ABOUT THIS EXISTING DATA CENTER IS IT WAS PARCELED OFF.
UM, AND SO IT BY BEING PARCELED OFF, UH, BECAME A PRIMARY USE.
SO THIS ZONING WILL HELP TO CLEAN UP THE ZONING THAT'S THERE TODAY, BUT ALSO IF YOU LOOK AT THAT PARKING LOT TO THE SOUTH, YOU HAVE A REALLY UNDERUTILIZED PARKING LOT, UM, NOT GETTING A LOT OF USE.
AND SO OUR PROPOSAL IS ALSO TO BRING IN AN EXPANSION OF THAT USE WITHIN THAT PARKING LOT, BRING IN A GOOD ECONOMIC USE TO A SITE THAT REALLY WOULDN'T BE USED FOR ANYTHING ELSE.
THE REALITY IS THAT WITH A SECURE USE LIKE THAT AND A SMALL LITTLE FOOTPRINT LIKE THAT, YOU REALLY WOULDN'T HAVE A WHOLE LOT OF OTHER USES THAT WOULD GO INTO THAT SPACE.
AND SO IT MAKES LOGICAL SENSE TO DO THIS TYPE OF, OF EXPANSION INTO THAT SPACE.
UM, ONE OF THE THINGS WE FOCUSED ON WORKED WITH STAFF ON IS TO BRING IN HIGH LEVEL DESIGN.
WE KNOW THAT'S IMPORTANT TO THE CITY, AND WE THINK THAT THIS WILL BE A REALLY NICE PIECE TO HAVE ON FRY ROAD.
SO YOU HAVE, UH, ARCHITECTURAL ELEMENTS THAT WILL BE INCORPORATED INTO THIS THAT ARE, UH, GLASS AND MATERIALS.

MANY OF MEMBERS OF THIS COUNCIL WERE PART OF BRINGING THAT, UH, TO THE CITY.
AND I'LL, IF I COULD JUST SORT OF SUMMARIZE, IT'S BRIEF, IT'S MAJOR HIGHLIGHTS.

SO AS WE COME IN WITH NEW EQUIPMENT, NONE OF THAT WOULD BE WATER CHILLED, BUT MORE IMPORTANTLY, THE EXISTING DATA CENTER WOULD REPLACE ALL WATER CHILLERS WITH AIR.
SO THAT BIG SWITCHOVER WILL, WILL RESULT IN A LARGE SIGNIFICANT WATER SAVINGS TO THE CITY.
WATER THAT'S BEING CONSUMED TODAY UNDER AN EXISTING DATA CENTER WILL BE SWABBED.
AND THE TIMING OF THAT IS THAT WE CANNOT GET A CERTIFICATE OF OCCUPANCY ON OUR EXPANSION UNTIL WE SWAP OUT THAT EQUIPMENT.
SO AS WE COME IN AND GET OUR BENEFIT, THE CITY MAKES SURE IT GETS BENEFIT AT THE SAME TIME.
NOW, THE ACTUAL WATER USAGE ON SITE LAST YEAR WITH 14 MILLION GALLONS.
NOW SOME OF THAT OBVIOUSLY IS OFFICE AND THINGS THAT WOULD RETAIN, BUT THE SIGNIFICANT CHUNK OF THAT IS GOING TO BE ACCORDING WITH THOSE WATER CHILLED UNITS.
SO BY MAKING THE SWITCH, YOU'RE GOING TO HAVE A SIGNIFICANT WATER SAVINGS TO THE CITY.
LET'S TALK ABOUT JOB CREATION.
NOW, I UNDERSTAND THAT DATA CENTERS MAY NOT HAVE THE JOB CREATION THAT MAYBE MANUFACTURING WOULD HAVE, BUT THE REALITY IS, IN THIS PARKING LOT, YOU WOULDN'T BE GETTING MANUFACTURING.
THERE WOULDN'T BE YOU IF YOU HAD AN OFFICE, YOU'D BE PUTTING ON TOP OF THE PARKING, WHICH YOU WOULD NEED FOR THE OFFICE.
AND PODIUM STYLE OFFICES AREN'T LIKELY.
SO AS THE STAFF NOTES IN ITS REPORT, THERE REALLY ISN'T A VIABLE USE YOU WOULD PUT HERE ASIDE, ASIDE FROM THIS.

IF YOU FIND IT EARLY, IT'S ONLY 15% SURVIVABLE IN THE LATE STAGES.
UM, SO THESE ARE JUST EXAMPLES OF WHY EARLY DIAGNOSIS, EARLY SCREENING IS SO CRITICAL FROM A FINANCIAL PERSPECTIVE, GIVEN THE STATE OF ARIZONA'S PRESUMPTIVE CANCER LOSS, IT IS FAR MORE ECONOMICALLY VIABLE TO SPEND MONEY ON SCREENING SERVICES RATHER THAN FUNDING CANCER TREATMENT.
ACCORDING TO THE WORLD HEALTH ORGANIZATION, TWO TO FOUR TIMES LESS EXPENSIVE TO TREAT CANCER ON IN EARLY STAGES THAN IT IS IN LATER STAGES.
AND THAT'S NOT JUST BECAUSE OF THE DURATION OF TREATMENT, BUT IT'S ALSO BECAUSE EARLY CANCER HAS SO MANY MORE, UM, OPPORTUNITIES FOR TREATMENT THAT ARE LESS INVASIVE AND THEY'RE LESS EXPENSIVE.
SO, SCREENING, UM, IS BY FAR THE MOST EFFECTIVE IN ECONOMICAL WAY FOR US TO REDUCE THE IMPACT OF CANCER ON OUR FIREFIGHTERS.
UM, WHICH IS WHY THIS ONGOING PROGRAM THAT, UH, IS BEFORE YOU WITH VINER CANCER CENTER IS SO IMPORTANT, JUST LIKE THE SUPPORT THIS COUNCIL HAS SHOWN, AND THE CITY MANAGER'S OFFICE HAS SHOWN TO OUR FIREFIGHTERS BY SUPPORTING OUR EFFORTS.
UH, OUR PROGRAM IS, IS GETTING READY TO TAKE THAT NEXT ITERATION FROM THE ONE TIME GRANT FUNDED.
WE HAD 95% PARTICIPATION IN THAT PROGRAM.
UM, WE WERE ABLE TO, UH, IDENTIFY 19 SIGNIFICANT FINDINGS, EIGHT OF WHICH WERE CANCER.
UM, AS I SPOKE, TWO OF THEM WERE SIGNIFICANT, UM, FINDINGS, BUT IT WAS VERY, VERY EFFECTIVE.
UM, WE'VE BEEN ABLE TO LOOK AND LEARN FROM THAT.
UM, AND, AND NOW GOING TO THE NEXT PHASE OF AN ONGOING PROGRAM, WE'VE COLLABORATED WITH THE PHYSICIANS, UM, GROUP, AND WE HAVE DESIGNED A, A, AN EXCELLENT PROGRAM TO LOOK AT WHAT IS IMPACTING FIREFIGHTERS RIGHT NOW.

AND I DID BRING IT UP AS, UH, A DIALOGUE ISSUE, INTRODUCING IT IN SOME CASES.
UH, KIND OF, WE WENT THROUGH A LITTLE BIT OF A DISCUSSION AT THAT STANDPOINT.
AND WHERE WE ARE TONIGHT IS, UM, UH, AGAIN, GOING BACK TO WHAT YOU DID EARLIER.
SO I, I'M HOPING THAT THERE'S SOME MOVEMENT HERE WHERE WE COULD ACTUALLY CODIFY THIS AND JUST MOVE THIS FORWARD AND, UM, UH, LOOK, LOOK AT THIS ISSUE.
UH, ONE OTHER THING IS, I, I REALLY WANNA SAY THIS, UM, THIS COUNCIL, THROUGHOUT THE YEARS, UH, MAYOR, YOU'VE BEEN ON MANY OF THESE COUNCILS AS WELL.

WE'RE THE FIRST COUNCIL OF THE TELEVISED COUNCIL MEETINGS.
WE WERE THE FIRST COUNCILS TO PUT WEBSITES TOGETHER SO PEOPLE COULD CONTACT US.
AND I CAN GO ON AND ON AND ON OF HOW WE OVER TRIED TO OVER COMMUNICATE WITH OUR COMMUNITY AND BEEN VERY RECEPTIVE.
UH, I SEE SOME COUNTS IN THE VALLEY NOW STARTING TO RESTRICT DIALOGUE OR AT LEAST MAYBE MAKE IT MORE, UM, I DON'T KNOW, UH, WELL JUST PUT IT THAT WAY.
RE MAKE IT MORE, UH, OF A, OF A, UM, AN OR A SCIENCE RATHER THAN AN ART.
AND WE HAVE BEEN VERY OPEN ON THIS, COUNCIL MAYOR, YOU HAVE BEEN VERY OPEN ON THIS COUNCIL AND THE MAYOR'S BEFORE YOU AND THE COUNCIL MEMBERS BEFORE YOU.

IT IS OUR ONE OPPORTUNITY TO HAVE A LITTLE BIT MORE OF A RELAXED DIALOGUE ABOUT THE ISSUES THAT WE'RE TALKING ABOUT.
AND THERE'S SEVERAL WAYS TO DO TWEAKS WOULD BE ONE, TO HAVE THE CITY ATTORNEY DRAFT A, A DOCUMENT AND THEN SEND THAT TO US AND THEN TWEAK IT THAT WAY.

UH, UH, BUT TO COUNCIL MEMBER POSTMAN'S, UH, YOU KNOW, POINT IS THAT, YOU KNOW, THERE HAS TO BE, UM, UM, IT HAS TO BE KIND OF A LIVING DOCUMENT.
WE HAD A, A GREAT STUDY SESSION THE OTHER DAY, OR A SUBCOMMITTEE MEETING WHERE WE HAD, UH, A NEIGHBOR SHOW UP THAT THAT, UH, OFFERED SOME INSIGHT THAT IT, IT DIDN'T OCCUR TO ME THAT IT WAS AN ISSUE.
UM, WE'VE HAD OTHER FOLKS THAT HAVE SHOWED UP HERE AND TALKED ABOUT, UM, SOME OF THE UTILITY WORK THAT WE'RE DOING AND OFFERED A DIFFERENT PERSPECTIVE THAT, THAT I HADN'T HEARD OF.
BUT THE OTHER SIDE OF THAT IS, IS THAT YOU'RE GONNA HAVE SPECIAL INTEREST GROUPS THAT ARE GONNA COME ADVOCATE, LIKE WE DID AT OUR SUBCOMMITTEE MEETING FOR THEIR PARTICULAR BUSINESS.
WE LITERALLY HAD A VENDOR, UH, OF THE CITY THAT CAME AND SPOKE TO US ABOUT WHAT THEY'RE LOOKING FOR, UH, FOR AN OPPORTUNITY FROM A SALES PERSPECTIVE OR FROM A VENDING PERSPECTIVE TO OUR CITY.
IT'S A GOOD TECHNOLOGY THAT THEY HAVE, AND IT MIGHT BE GREAT INNOVATIVE TECHNOLOGY FOR OUR CITY, BUT IT KIND OF CHANGED THE VIBE OF THE SUBCOMMITTEE.
SO WE'LL HAVE TO PUT SOME GUARDRAILS AROUND THIS, BUT ANYTIME WE CAN GET MORE INFORMATION IN THESE MEETINGS AND STILL GET THE BUSINESS DONE THAT NEEDS TO GET DONE, I THINK IS GONNA BE A GOOD THING FOR US.
YOU KNOW, YEARS AGO I ASKED ABOUT MAYBE EXTENDING THE TIME BETWEEN WHEN OUR AGENDA HIT TO WHEN WE HAD THE OPPORTUNITY TO HAVE OUR STUDY SESSION.

UM, WHETHER IT'S IN HERE TOO, IT'S NOT REALLY THE PLACE.
I WOULD LIKE TO SEE SOME GUIDELINE AROUND THAT.

IF, IF YOU DON'T MIND, MAYOR, I, BECAUSE I, IF WE HAVE A RESIDENT EXPERT THAT BRINGS UP A POINT LIKE THAT, THAT YOUNG LADY DID HERE, WHERE WE COULD ASK QUESTIONS AND A SUBCOMMITTEE, MAYBE NOT A WORK SESSION, BUT IN A SUBCOMMITTEE MEETING, THAT WAS VALUABLE INFORMATION THAT SHE SHARED THAT WE DIDN'T KNOW ABOUT THAT.
AND YOU KNOW, I THINK AT THE END OF THE DAY, RIGHT, WHAT, WHAT, WHAT ARE WE TRYING TO ACCOMPLISH HERE? JUST GIVING THEM MORE INPUT FROM THE PUBLIC.
THERE'S NOTHING WRONG WITH THAT.
THAT'S WHAT MAKES CHANDLER CHANDLER, YEAH, WE HAD TRANSPARENCY AND WE HAD SOME GOOD IDEAS THAT CAME TO US THAT MAYBE WE COULD ADDRESS.

AND YOU KNOW, IN TERMS OF, IN THEIR MIND, THEY MIGHT HAVE THE BEST IDEA FOREVER.
AND I, IF, IF YOU'VE GOT A FORM, IF YOU'VE GOT A PROCESS, THEN IT JUST GIVES EVERYBODY THE OPPORTUNITY TO TALK.
MAYOR, MAYBE, MAYBE A BETTER WORD'S PERSPECTIVE THAT THEY, SOMEONE THOUGHT OF SOMETHING THAT MAYBE WE HADN'T THOUGHT OF AROUND THE TABLE.
LAST THING TOO IS THAT, UM, EVEN IF THE, THE PERSON WHO'S PARTICIPATING IN THE SPEAKING AND THEY RUN OUT OF TIME, THERE STILL COULD BE OPPORTUNITY FOR THEM TO STILL CONNECT WITH US AFTER THE MEETING OR CONNECT WITH STAFF TO FURTHER THE DIALOGUE THAT THEY HAVE ALREADY MENTIONED IN THE SUBCOMMITTEE MEETINGS.
SO THERE'LL STILL BE SOME MORE ADDITIONAL DISCRETIONARY MOVEMENT.
SO EVEN THOUGH IT MAY NOT BE A DIALOGUE IN THE SUBCOMMITTEE MEETING, BUT WE CAN CONTINUE TO ENCOURAGE THE RESIDENT TO HAVE THE DIALOGUE WITH STAFF AFTERWARDS.
UH, CITY MANAGER, YOU HAVE ENOUGH TO, WE CAN, WE CAN BRING THIS UP THURSDAY AND THEN I GUESS WE'LL HAVE SOME WORK TO, UH, BEFORE HOPEFULLY AS, AS EXPEDIENT AS POSSIBLE THAT WE CAN THEN BRING THIS UP.
