WE GO FROM UNDERWATER ROBOTICS SUBS TO, UH, THE FUTURE OF BOOKMOBILES, BOOKMOBILES AND TECH MOBILES.

DID I GET THIS RIGHT AS FAR AS SEEING IT? NOTHING BETTER THAN A PICTURE.

SO DURING THE 2324 BUDGET PROCESS, YOU MAY RECALL THAT, UH, LIBRARY STAFF HAD BROUGHT FORWARD AND SUBMITTED A DECISION PACKAGE FOR THE PURCHASE OF A MOBILE LIBRARY.

CHANDLER'S NOT NEW TO MOBILE LIBRARIES.

WE REMEMBER THEM FROM THE DAYS, UH, WHICH WAS APPROVED WITH THAT CAPITAL PROJECT.

SO WE'RE NOW SEEKING APPROVAL TO PROCEED WITH THE CONTRACT AS WELL AS THE ASSOCIATED BUDGET APPROPRIATIONS.

SO, UH, TO COMPLIMENT THE DELIVERY AND THE PROJECT ITSELF, IT IS EXPECTED TO TAKE ABOUT 18 TO 24 MONTHS TO CONSTRUCT.

AND, UH, WE LOOK TO, UH, HAVE A FULL CONTRACT AMOUNT OF 634,519.

INTERESTINGLY ENOUGH, THIS IS FUNDED BOTH WITH THE, UH, FUND FROM THE INTEL CONTRIBUTION FROM THEIR DEVELOPMENT AGREEMENT, AS WELL AS A $135,000 CONTRIBUTION FROM OUR FRIENDS OF THE CHANDLER PUBLIC LIBRARIES.

SO THEY HAVE BEEN ABSOLUTE GREAT SUPPORTERS.

OUR EXISTING STAFF HAVE ALREADY BEEN ASSIGNED TO THIS PROJECT.

AS YOU KNOW, OUR LIBRARY SERVICES GO WELL BEYOND THE WALLS OF OUR FOUR LIBRARY, UH, LOCATIONS.

THEY WILL BE BEGIN, UH, TO CONTINUE IN THIS PATH ONCE THE MOBILE IS WITH US AS WELL.

THE LIBRARY LEADERSHIP IS WORKING WITH NEIGHBORHOOD RESOURCES AND ITS BUILDING BOX PLATFORM TO IDENTIFY THOSE COMMUNITIES WITHIN CHANDLER, UH, THAT HAVE LOW LIBRARY PATRONAGE AND MAY NEED OUR SERVICES MOST.

SO WE'RE ALREADY BEGINNING THAT RESEARCH AND THAT ANALYSIS, AND WE'RE ALREADY TARGETING SOME OF THOSE AREAS AS WELL.

THE BOOKMOBILE WILL OFFER BOTH MULTIPLE, MULTIPLE MOBILE TECHNOLOGY, CLASSROOM PROGRAM SPACE, AS WELL AS A SMALL TRAVELING COLLECTION, UH, WHERE ANYBODY CAN PUT A BOOK ON HOLD AND BE ABLE TO PICK IT UP AT A PARK AROUND THE CORNER OR ANYWHERE THAT WE HAVE THAT ON THE SCHEDULE.

PARKING WILL BE DONE HERE, UH, NOT FAR AS PART OF A NEW CAPITAL IMPROVEMENT AS WELL.

SO WE'LL BE ABLE TO HAVE THIS REALLY, REALLY CLOSE AND FOR, I'LL DO MY VERY BEST TO ANSWER ANY QUESTIONS.

UH, ANOTHER, UH, GREAT STORY 'CAUSE THERE'S NO BETTER PLACE TO READ A BOOK THAN UNDER A NICE BIG TREE.

SO THIS TOO, YOU MAY RECALL FROM OUR DECISION PACKAGE PROCESS WITH THE BUDGET, UH, WE BROUGHT THIS FORWARD THROUGH THE PARKS AND MAIN OPERATIONS DIVISION, THE NEED FOR CONTRACTUAL SERVICES, UH, FOR THE ABILITIES TO DO A TREE INVENTORY AND URBAN FORESTRY MANAGEMENT PLAN.

THIS ONE-TIME FUNDING AND THE CONTRACT APPROVAL, OR THE ACTION FOR THE APPROVAL WITH ARBOR PRO, UH, IS, IT IS ARBOR PRO IS THE BEST VALUED CANDIDATE SELECTED AFTER AN EXHAUSTIVE RFP PROCESS.

THEY WILL ALSO PROVIDE A TREE INVENTORY DATA AND THE COLLECTION AS WELL AS THE SOFTWARE NECESSARY FOR US TO BETTER UNDERSTAND OUR RESOURCE AND OUR ASSETS.

ALONG WITH THAT WILL BE THE URBAN FOREST MANAGEMENT PLAN, SPECIFIC TO OUR SOUTHWEST SONORAN DESERT, AND THE WAYS THAT WE CAN MAINTAIN WHAT WE HAVE AND IMPROVE UPON WHAT WE HAVE THIS INFORMATION BASED UPON WHAT WE ALREADY KNOW.

UH, WE, WE FIGURE THERE ARE BETWEEN 20,020 5,000 TREES JUST ON OUR, UH, AREAS THAT WE MANAGE NOW, UH, UNDER PARTS AND RECREATION.

SO WITH THAT, THE, UM, INFORMATION, UH, THAT WE'LL BE SEEKING WILL INCLUDE THE QUANTITIES, THE SPECIES, THE LOCATIONS, THE OVERALL HEALTH OF EACH OF THOSE TREES, AS WELL AS ANY RECOMMENDED, UH, MAINTENANCE ACTIVITIES THAT WOULD OCCUR.

THIS WILL BE A BALANCE BETWEEN, UH, THIS, UH, ADDED, UH, BUDGET THAT WAS DONE WITH THIS YEAR'S BUDGET, BUT ALSO SUPPLEMENTED WITH $40,000 FROM A GRANT THAT WE RECEIVED THROUGH THE DEPARTMENT OF FIRE AND FOREST, OR FROM FORESTRY AND FIRE MANAGEMENT.

SO THAT WILL ENABLE US TO FUND THE TREE INVENTORY, THE TREE ASSET MANAGEMENT SOFTWARE SYSTEM, AS WELL AS THAT MANAGEMENT PLAN.

UH, WE ANTICIPATE THAT ARBOR PRO WILL BEGIN THIS WORK RIGHT AFTER THE FIRST OF THE YEAR AND TAKE ABOUT A QUARTER.

SO THEY'LL BE ABLE TO GET A LOT DONE IN A SMALL AMOUNT OF TIME WHERE OUR ONE URBAN FORESTER WOULD NOT BE ABLE TO ACCOMPLISH, BUT WHAT HE CAN DURING HIS REGULAR WORK TIME.

I ALSO HAVE JEFF LARSSON, SENIOR MANAGER, UH, WITH A PARKS DIVISION HERE IN THE AUDIENCE.

OBVIOUSLY, ONCE WE DETERMINE WHERE TREES ARE, THEN THERE'S GONNA BE SOME BACKFILL IN CERTAIN AREAS OF THE CITY THAT MAY BE LACKING ADDITIONAL TREES.

SO IT'S A BIGGER PICTURE WHEN WE DO THESE, UH, TREE PLANTINGS, AT LEAST IT GIVES US AN IDEA, A STRATEGIC INTENT OF WHERE WE HAVE TO GO TO BE ABLE TO IMPROVE THE, THE SHADE STRUCTURES.

IS THAT CORRECT, MAYOR, VICE MAYOR? ABSOLUTELY.

IT'S ONE OF THE, PROBABLY THE BEST ASPECTS OF THIS UNDERTAKING THIS PLAN IS THE FACT THAT EACH OF THOSE TREES WILL BE GEO-LOCATED AND PUT INTO A DATABASE THROUGH GIS THAT WE'LL BE ABLE TO USE.

IT WILL LEVERAGE WITH SOME OF THE OTHER PLATFORMS THAT WE'RE USING.

WE TALK ABOUT THE BUILDING BLOCKS THAT LEAH'S, UH, LEAH'S GROUP IS USING NOW TO BETTER UNDERSTAND OUR NEIGHBORHOODS.

SHADE IS JUST AS IMPORTANT.

TREE GROWTH IS JUST AS IMPORTANT TO THE INFRASTRUCTURE OF A LOT OF OUR NEIGHBORHOODS.

SO NOT JUST WHAT INVENTORY AND WHAT WE HAVE, BUT THROUGH THIS ASSESSMENT WE'LL BE ABLE TO IDENTIFY WHERE WE NEED TO BE, IF THAT'S HELPFUL.

THEY INTEND TO FOCUS ON THE NORTHERN HALF OF CHANDLER, SO UPTOWN CHANDLER, AND THE SURROUNDING NEIGHBORHOODS.

AND WITH THAT, THERE'S GONNA BE A LOT MORE, UM, UM, COMPETITION WITHIN THE MARKET FOR OUR, UH, RESIDENTIAL UTILITY PROVIDERS AS WELL AS OUR PRIVATE BUSINESSES.

SO AGAIN, DO WE HAVE A, A, A PLAN IN PLACE SO THAT WE UNDERSTAND WHERE THE FIBER'S GOING YET? THERE'S SOME AREAS POTENTIALLY, WELL, LET ME REPHRASE THE QUESTION.

ARE THERE ANY AREAS IN CHANDLER RIGHT NOW THAT HAVE, UM, A NEED FOR ADDITIONAL FIBERS, UH, PROVIDERS, UH, THROUGH THE MAYOR, UH, VICE MAYOR? I'M GONNA ASK DENNIS TO COME UP.

THEY'RE STARTING TO MOVE TOWARDS JUST DEPLOYING A LOT OF THAT FIBER TO THE HOME THROUGHOUT THE CITY WHERE, UH, UH, A LOT OF THE, UH, THE PROVIDERS ORIGINALLY FOCUSED IN SOUTH CHANDLER OR THE NEWER NEIGHBORHOODS AS THEY WERE BUILDING THEM OUT AND DEPLOYING FIBER INITIALLY.

UH, NOW WERE GETTING A LOT OF FIBER PROVIDERS COMING IN AND FILLING IN THE GAPS OF THE OLDER NEIGHBORHOODS AND THINGS LIKE THAT FIRST, AND THEN EXPANDING POTENTIALLY ALSO TO ADD COMPETITION WITH THE EXISTING INCUMBENTS AS WELL.

BUT MORE PREDOMINANTLY WHAT WE SEE, UH, WHEN WE SAW WITH THE SMALL CELL BUILDS AND THINGS LIKE THAT ARE THE, THERE'S ONLY A, A, A CERTAIN POOL OF CONTRACT LABOR OUT THERE TO DO BOTH THE DESIGN WORK AND ALSO, UH, THE CONSTRUCTION LABOR AND THE DESIGN WORK.

THEY'VE BEEN BRINGING A LOT OF FOLKS IN FROM OUT OF STATE, SO THEY'VE BEEN ABLE TO CRANK THAT THROUGH PRETTY FAST.

BUT THE CONSTRUCTION WORK TENDS TO BE A SMALLER POOL, AND IT'S HARDER TO GET THOSE FOLKS IN HERE THAT ALSO KNOW OUR LOCAL, UH, MAG STANDARDS AND THINGS LIKE THAT.

THEY'RE ARE ABLE TO DO ALL OF THAT WORK.

SO THAT'S WHERE THEY TEND TO RUN INTO A LITTLE BIT OF A BOTTLENECK.

AND I WOULD EXPECT, IN REALISTIC TERMS, WE'RE PROBABLY LOOKING AT MORE OF A FIVE TO 10 YEAR WINDOW RATHER THAN A THREE TO FIVE YEAR WINDOW TO ACTUALLY COMPLETE THE WHOLE CITY WITH FIBER TO THE HOME.

THE AMENDMENT INCLUDES SEVERAL ITEMS, UM, THAT WE ARE PROPOSING TO CHANGE TO THAT IGA FIRST, AN ALLOCATION OF ADDITIONAL PROGRAM YEAR 2020 3 24 FUNDS TO THE CITY OF CHANDLER IN THE AMOUNT OF $442,000, 726 TO SUPPORT NEW CONSTRUCTION OF THE BILL ON MCQUEEN PROJECT.

ADDITIONALLY, A REALLOCATION OF HOME FUNDS THAT WERE AWARDED IN A PRIOR YEAR IN THE AMOUNT OF $141,585.

UM, THAT REALLOCATION WOULD GO TO SUPPORT THE TENANT-BASED RENTAL ASSISTANCE PROGRAM AND EXTEND THE EXPENDITURE TERM.

AND THEN LASTLY, GOING AHEAD AND REVISING THE ACTIVITY TIMELINE FOR HOME ARPA FUNDS, WHICH ARE THE HOME, UM, FUNDS THAT WE RECEIVE THROUGH, THROUGH THE AMERICAN RESCUE PLAN.

AND THAT ALSO WILL BE SUPPORTING THE VILLAS ON THE QUEEN PROJECT.

EVERYBODY WANTS US TO MOVE FORWARD IN THOSE AREAS AND WE ARE DOING THAT.

AND THIS IS THE PERFECT EXAMPLE THAT WHEN WE MARRY, UH, THE COMMUNITY, WHAT WE HAVE VERSUS WHAT COUNTY CAN OFFER, THEN WE CAN ACTUALLY WOULD PRODUCE SOMETHING, UH, A PRODUCT THAT WILL REALLY BE VERY HELPFUL TO THOSE THAT WE WE SERVE.

UH, CAN YOU EXPLAIN A LITTLE BIT MORE HOW MANY IN THIS PROJECT ALONE, HOW MANY UH, UNITS WE WILL HAVE AND UH, HOW THAT'S GOING TO HELP US WITH OUR LONG LINE OF WAITING LISTS THAT WE HAVE CURRENTLY WAITING FOR AFFORDABLE HOUSING? SO FOR THE HOME, A FUNDS THAT WE HAVE PREVIOUSLY AWARDED? YEAH, THERE ARE APPROXIMATELY SIX UNITS, EXISTING UNITS, UM, OF THE TOTAL 1 57 MM-HMM, .

UM, AND THEN FOR THE HOME FUNDS, I BELIEVE THAT WE PUT TWO ADDITIONAL UNITS WITH THE 400,000 AS WELL.
