UH, FOR THE FIRST PRESENTATION, I'D LIKE TO CALL FORWARD OUR CHIEF OF POLICE, SEAN DUGGAN. GOOD EVENING MAYOR. MEMBERS COUNSEL. I'D LIKE TO ASK OFFICER MIKE WEST TO COME FORWARD IN RECOGNITION OF HIS 25 YEARS OF SERVICE WITH THE CITY OF CHANDLER. SO MIKE, MIKE BEGAN HIS CAREER WITH THE POLICE DEPARTMENT BACK IN 1998, AFTER SERVING IN UNITED STATES ARMY AFTER THE ACADEMY, AFTER ACADEMY TRAINING, HE QUICKLY ESTABLISHED HIMSELF AS A FOCUSED AND HIGHLY DETERMINED OFFICER. HE SHARPENED HIS SKILLS OVER THE YEARS AND DEVELOPED A REPUTATION AS A DEDICATED AND TALENTED PATROL OFFICER. HIS HARD WORK PAID OFF WHEN HE WAS SELECTED TO BECOME A FIELD TRAINING OFFICER. HE THEN SPENT THE NEXT SEVERAL YEARS TRAINING AND DEVELOPING NEW OFFICERS BEFORE HE MOVED ON TO THE POSITION AS A PROPERTY CRIMES DETECTIVE. DURING MIKE'S 12 YEARS IN DETECTIVES, HE MADE A SIGNIFICANT IMPACT ON BEHALF OF OUR COMMUNITY BY TENACIOUSLY INVESTIGATING AND PROSECUTING BOTH PROPERTY CRIMES AND ARSON CRIMES. HE LATER RETURNED TO PATROL WHERE HE CURRENTLY SERVES AS A FIELD TRAINING OFFICER, SHAPING THE NEXT GENERATION OF CHANDLER OFFICERS. THROUGHOUT HIS CAREER, MIKE HAS SERVED OUR DEPARTMENT IN A NUMBER OF DIFFERENT WAYS. IN ADDITION TO HIS PRIMARY ASSIGNMENT, HE'S ALSO A TRAINED CRISIS INTERVENTION OFFICER AND SERVED FIVE YEARS AS A CRISIS NEGOTIATOR FOR OUR SWAT TEAM. SO MAYOR AND COUNSEL, I'M PLEASED THIS EVENING TO RECOGNIZE MR. JOHN KNUTSON, OUR PUBLIC WORKS AND UTILITIES DIRECTOR FOR HIS 20 YEARS OF SERVICE TO THE CITY OF CHANDLER. JOHN STARTED HIS EMPLOYMENT WITH TEAM CHANDLER ON MAY 12TH, 2003 AS A SENIOR ENGINEER AND WHAT WAS THEN KNOWN AS THE MUNICIPAL UTILITIES DEPARTMENT OR MUD. JOHN HAS HELD MANY DIFFERENT TITLES AS HE PROGRESSED THROUGH HIS TIME WITH THE CITY, INCLUDING UTILITIES ENGINEERING MANAGER AND MUNICIPAL UTILITIES DIRECTOR PRIOR TO ASSUMING HIS CURRENT TITLE IN 2017. THAT YEAR, THE PUBLIC WORKS AND UTILITIES DEPARTMENTS WERE COMBINED UNDER JOHN'S LEADERSHIP. AND TO THIS DAY, I WILL NEVER FORGET THE LOOK ON JOHN'S FACE WHEN [00:05:01] WE TOLD HIM HE WAS TAKING OVER THE TRANSPORTATION AND CAPITAL PROJECTS DIVISIONS. SIX YEARS LATER, JOHN, I'M PROUD TO TELL YOU'VE DONE A PHENOMENAL JOB IN LEADING WHAT IS NOW OUR SECOND LARGEST DEPARTMENT. JOHN HAS BEEN INSTRUMENTAL IN CHANDLER'S STRONG POSITION IN PROVIDING HIGH QUALITY WATER AND WASTEWATER SERVICES TO THE RESIDENTS OF CHANDLER. HIS COMMITMENT TO INNOVATION AND HIS PERSONAL SENSE OF RESPONSIBILITY HAVE PUT THE CITY IN AN ENVIABLE POSITION WHEN IT COMES TO WATER ISSUES, AS WELL AS FACILITATED THE UNDERTAKING OF NUMEROUS COMPLEX PROJECTS, INCLUDING IMPROVING THE CITY'S INFRASTRUCTURE MULTIPLE TIMES TO SUPPORT EXPANSIONS IN INTEL. THE NEW RECLAIMED WATER INTERCONNECT FACILITY THAT'S UNDER CONSTRUCTION TODAY. AND THE LARGE UTILITIES RECONSTRUCTION PROJECT AT THE 1 0 1 AND 2 0 2 INTERCHANGE IN ADDITION TO MANY, MANY MORE. DESPITE HIS ACHIEVEMENTS AT WORK, JOHN IS MOST PROUD OF HIS FAMILY, INCLUDING HIS WIFE, EVELYN, AND THEIR TWO GROWN SONS. JOHN IS A GREAT STORYTELLER AND ADDS MUCH VALUE TO THE CITY WITH HIS EXPERTISE, KNOWLEDGE, AND SENSE OF HUMOR. THIS GROUP OF STUDENTS STANDING HERE TONIGHT WON THREE AWARDS IN THE 2023 MAYOR'S ECONOMIC CHALLENGE. THEY COMPETED WITH SCHOOLS, UH, ACROSS THE EAST VALLEY AND BEYOND, AND THEY TOOK FIRST PLACE IN PERSONAL FINANCE CHALLENGE, ECONOMICS CHALLENGE AND CRITICAL THINKING CHALLENGE. AND TO WIN THESE AWARDS, STUDENTS MUST SHOW THE MASTERY OF ECONOMIC CONCEPTS EARNING INVESTINGS SAVINGS AND OTHER PERSONAL FINANCIAL CONCEPTS. SO, CONGRATULATIONS. COULD YOU ALL, DO YOU WANNA SAY SOMETHING SIR, AND THEN INTRODUCE THE LETTER STUDENTS INTRODUCE THEMSELVES? SURE. SO JUST TO RECAP, UH, BRIEFLY, IN 2020, THE CHANDLER CITY COUNCIL ADOPTED HISTORIC PRESERVATION ORDINANCE, AND THE ORDINANCE CREATED FOUR CLASSIFICATIONS OF HISTORIC PROPERTIES, HERITAGE SITE AND CONSERVATION DISTRICT, WHICH ARE HONORIFIC. THERE ARE NO RULES ASSOCIATED WITH THEM. AND ACTUALLY, WE HAD OUR FIRST CONSERVATION DISTRICT DESIGNATION LAST YEAR, WHICH WAS SOUTHSIDE VILLAGE AND THAT HISTORIC PRESERVATION DISTRICT OVERLAY, ZONING OVERLAY AND LANDMARK, WHICH DO HAVE SOME PRESERVATION RULES ATTACHED TO THEM. SO WHEN WE, UH, ADOPTED THE ORDINANCE, IT ESTABLISHED A THRESHOLD OF 90% OF CONTRIBUTING PROPERTY OWNERS TO CONSENT TO FORM A HISTORIC PRESERVATION DISTRICT. WE THOUGHT THIS WAS A REASONABLE THRESHOLD AT THAT TIME, AND ACTUALLY MORE LIBERAL THAN OTHER MUNICIPALITIES. UNFORTUNATELY, IT'S PROVED VERY [00:15:01] DIFFICULT FOR SOME OF THE GROUPS WE'VE TALKED TO TO REACH THIS THRESHOLD. SO OUR PROPOSAL, AMONG OTHER THINGS IN THE, IN THE, UH, AME PROPOSED AMENDMENTS, IS TO DECREASE THE NUMBER OF CONSENTING PROPERTY OWNERS FOR PRESERVATION DISTRICTS FROM 90% TO 60%. WE BELIEVE THIS GIVES THEM A BETTER SHOT AT REACHING THAT THRESHOLD TO CREATE A PRESERVATION DISTRICT. BUT AS IN THE, UH, CURRENT ORDINANCE, ALL NON-CONSENTING PROPERTY OWNERS ARE EXEMPT FROM THE HP RULES, SO THEIR PROPERTY RIGHTS ARE PROTECTED. WE ALSO VIEW HOUSEKEEPING ITEMS, UH, THAT ARE IN THIS ORDINANCE, UH, TO CHANGE THE MAXIMUM APPOINTMENT OF C NUMBER OF COMMISSIONERS, UH, TO FIVE OTHER THAN TWO TO MAINTAIN A QUORUM ON THE SEVEN MEMBER CON UH, COMMISSION, IT ALSO ADDS AN OPPOSITION TO DOCUMENT COMMUNITY SUPPORT FOR CONSERVATION DISTRICTS. AND THEN IT ALSO PROVIDES FOR THE USE OF GENERAL DESIGN GUIDELINES IN HISTORIC PRESERVATION DISTRICTS. AND NOW ON TO THE GENERAL DESIGN GUIDELINES. WE THOUGHT WHEN WE CREATED THE ORDINANCE THAT WE COULD DO GENERAL DESIGN GUIDELINES, DESIGN GUIDELINES FOR EACH PRESERVATION DISTRICT. BUT AFTER THINKING ABOUT IT, IT SEEMED TO MAKE A LOT MORE SENSE TO CREATE ONE SET OF CONSISTENT GUIDELINES THAT COULD BE APPLIED TO ALL DISTRICTS. SO AS WE HAVE BEFORE YOU TONIGHT, THESE GUIDELINES ARE BASED LARGELY ON SECRETARY OF INTERIOR PRESERVATION STANDARDS AND BEST PRACTICES FROM SEVERAL OTHER MUNICIPALITIES, AND INCLUDES SOME OF OUR OWN INNOVATIONS. WE'VE MADE THESE GUIDELINES APPROACHABLE FOR HOME AND BUSINESS OWNERS. SO THEY'RE WRITTEN IN PLAIN ENGLISH, UH, NOT CODE LANGUAGE, AND THEY PERTAIN TO THE EXTERIOR OF THE BUILDINGS. ONLY THE GUIDELINES FOCUS ON THE FOUR TREATMENTS OF HISTORIC PROPERTIES PRESERVATION, WHICH IS MAINTAINING, UH, HISTORIC CONTEXT WHAT IS THERE, RESTORATION, WHICH IS STRIPPING AWAY ANY NON HISTORIC ITEMS FROM HISTORIC PROPERTIES AND STORING THEM TO THEIR HISTORIC APPEARANCE. REHABILITATION, WHICH IS REPAIRING, REHABBING HISTORIC ELEMENTS AND RECONSTRUCTION, WHICH COULD INVOLVE RECONSTRUCTION OF A HISTORIC PROPERTY THAT HAS BEEN DAMAGED BY FIRE OR FLOOD OR BY ACCIDENTS. THE GOALS OF THE GUIDELINES ARE REALLY TO MAINTAIN THE INTEGRITY OF HISTORIC, UH, PROPERTIES AND TO PROVIDE BOTH STAFF AND PROPERTY OWNERS ON GENERAL GUIDELINES ON THE GENERAL MAINTENANCE OF HISTORIC PROPERTIES AND HOW TO CONDUCT REPAIRS, REHABILITATION, REPLACEMENT OF HISTORIC COMPONENTS. IT'S NOT A HOW-TO MANUAL, IT'S JUST PROVIDING SOME GENERAL GUIDANCE ON HOW PEOPLE CAN KEEP MAINTAIN THESE HISTORIC AND UNIQUE PROPERTIES. UH, THE PREFERENCE IS TO HAVE ALL THE PROPERTIES AS CONTIGUOUS AS POSSIBLE, BUT WITH THE WAY THIS IS STRUCTURED, WE COULD HAVE A DISTRICT WHERE THERE ARE A NUMBER OF PROPERTIES THAT ARE NOT, UH, SIGNED ONTO TO THE ORDINANCE, BUT THEY WOULD STILL BE WITHIN THE BOUNDARY OF THE DISTRICT, BUT THEY COULD ALSO AMEX LATER ON. GOT IT. OKAY. GOOD. BECAUSE I KNOW THEY'RE HAVING A PROBLEM WITH SOME OF THE VACANT LANDS TOO, BECAUSE THEY HAVE TO, THAT PERSON MAY BE OUT OF OUTTA STATE OR OUTTA TOWN. SO IT'S A GOOD, THIS IS A GOOD, GOOD COMPROMISE, I THINK. SO, UH, REAL QUICK, I KNOW I BROUGHT THIS UP TO YOU EARLIER, BUT THERE WAS SOMETHING HERE ABOUT APPLICATION TO BECOME A CERTIFIED LOCAL GOVERNMENT RECOGNIZED IN THE STATE OF ARIZONA. WHAT, WHAT, WHAT DOES THAT MEAN? YEAH, A CERTIFIED LOCAL GOVERNMENT IS RUN BY THE STATE, UH, HISTORIC PRESERVATION OFFICER, AND IT ALSO IS AN HOSPICES. IT COMES FROM THE NATIONAL PARK SERVICE. AND THE MAIN THING, WHAT IT DOES FOR THE CITY IS IT, UH, OPENS THE CITY UP TO APPLY FOR PRESERVATION GRANTS. OKAY. THAT COULD BE USED FOR PRESERVATION PROJECTS. SO IT ONLY HELPS US. SO DOES THAT, IS IS DOING THAT AS WELL? YEAH, IT HELPS US OUT. PERFECT. AND IT WAS MY GOAL TO BRING US TOGETHER TO SAY TO THE CITY MANAGER IN THE STAFF, THESE ARE OUR PRIORITIES. UM, ANY CITY THAT RESIDES WITHIN THE SALT RIVER PROJECT SERVICE AREA AS CHANDLER DOES, UM, HAS A REQUIREMENT TO RECHARGE SURFACE WATER BACK INTO THE GROUND ON A MONTHLY BASIS. THE SAME VOLUME THAT WE PUMP FROM OUR WELLS. SO WE HAVE 32 WELLS IN CHANDLER AND THOSE WELLS WE PUMP FOR PEAKING DURING, UH, TIMES OF HIGH DEMAND IN THE MORNINGS AND IN THE EVENINGS. AND SO WHEN WE USE THOSE WELLS, WE HAVE TO, ON THAT MONTH RECHARGE A VOLUME IN THE S R P SERVICE AREA. THE SERVICE, OR THE CAPACITY THAT WE CURRENTLY OWN IS OVER IN, UH, AVONDALE, IN THE GOODYEAR AREA, UH, VERY NEAR THE CARDINAL STADIUM, UM, IN A FACILITY THAT IS, IS OPERATED BY SORT OF A PROJECT. UM, WE CURRENTLY ARE IN CONSTRUCTION OF A NEW FACILITY, WHICH WE CALL THE RECLAIMED WATER INTERCONNECT FACILITY. AND THAT WAS A FACILITY APPROVED BY COUNCIL A COUPLE YEARS AGO WITH A VISION OF BRINGING THAT WATER RATHER THAN RECHARGING THAT MONTHLY STORAGE OVER IN, UH, A TOWN, QUITE A WAYS AWAY FROM US THAT IS PHYSICALLY DISCONNECTED, THE AQUIFER IS PHYSICALLY DISCONNECTED FROM CHANDLER. WHY NOT BRING THAT WATER HOME AND ACTUALLY RECHARGE IT HERE IN CHANDLER UNDER CHANDLER? SO THAT'S THE VISION. UH, WE NO LONGER HAVE A USE FOR THIS, UH, 23% CAPACITY OVER AT THE, UH, N A U S P, UH, RECHARGE FACILITY. SO WE WORKED FOR, UH, OVER A YEAR WITH OUR WEST VALLEY PARTNERS TO SELL, UH, ABOUT 18% OF THAT STORAGE FACILITY TO, UH, AVONDALE SO THAT AVONDALE CAN DO, UH, CAN, UH, DO THEIR RECHARGE WITH SRP JUST AS WE DO, BUT THEY CAN DO IT IN A GEOGRAPHICALLY, UH, CORRECT AREA FOR THEM. SO IT'S A BENEFIT TO AVONDALE, IT'S A BENEFIT TO CHANDLER. UH, WE WILL GAIN ABOUT 5.7 MILLION FROM THAT TRANSACTION.
