AND WHEREAS THE AQUATIC CENTERS AND PROGRAMS WITHIN THE CITY MAKE CHANDLER, ARIZONA AN ATTRACTIVE AND DESIRABLE PLACE TO LIVE, WORK, PLAY, AND VISIT WHILE CONTRIBUTING TO ITS ONGOING QUALITY OF LIFE AND OVERALL VITALITY. AND WHEREAS THE CITIZENS OF CHANDLER UNDERSTAND THE ESSENTIAL ROLE THAT WATER SAFETY EDUCATION PLAYS IN PREVENTING DROWNINGS AND RECREATIONAL WATER RELATED INJURIES. THEY ARE ALSO GUIDES FOR SOUND FINANCIAL PLANNING AND BUDGETING WHILE MAINTAINING FISCAL INTEGRITY. SO THE FIRST, I'LL JUST KINDA WALK THROUGH EACH ONE. UH, THE FIRST ONE IS A CHANGE TO THE RESERVE POLICY. THE RESERVE POLICY, UM, LAYS OUT, UH, ASSESSES RISK, AND THEN IT, IT DETERMINES, UM, A CERTAIN LEVEL OF, OF, UM, RESERVE THAT WOULD BE NEEDED. WE SPENT MONEY ON, ON WHAT OUR COMMUNITY EXPECTS, WHICH ARE GREAT ROADS, GOOD PUBLIC SAFETY, UM, GREAT PARKS, AND THE CORE COMPETENCIES THAT WE'RE RESPONSIBLE FOR. WHAT THAT HAS DONE IS GIVEN US A FINANCIALLY RESPONSIBLE POSITION TO BE ABLE TO PAY THIS OFF QUICK. UM, AND ALSO ECONOMIC DEVELOPMENT THAT'S BEING DONE IN OUR COMMUNITY BY MICHAEL MIRANDA AND HIS TEAM, AS WELL AS WORKING WITH THE CHAMBER, EAST VALLEY PARTNERSHIP, ALL THE OTHER GROUPS. G E HAS REALLY CREATED A, UH, AN INCREDIBLE, UM, COMMUNITY, UH, THAT IS CREATING JOBS AND INCREASING INCOMES AND, UH, ALL THE THINGS THAT GO ALONG WITH INCREASING TAX REVENUE. SO IT'S GOOD NEWS. WE'RE GONNA FREE UP A LOT OF ONGOING DOLLARS, SO HOPEFULLY WE CAN FIND EITHER PLACES TO SPEND THAT, UH, IN OUR PARKS AND PUBLIC SAFETY, OR WE CAN FIND WAYS TO, TO CUT TAXES FOR OUR RESIDENTS.
