AFTER PREVIOUSLY SERVING WITH THE CITY OF TOLLESON FIRE DEPARTMENT, HE QUICKLY MOVED UP THE RANKS PROMOTING TO ENGINEER IN 2002. CAPTAIN IN 2005, BATTALION CHIEF IN 2009, AN ASSISTANT CHIEF IN 2014. AND WE HAVE A PICTURE OF HIM ON THE SCREEN OF WHEN HE STARTED, UH, HIS, UH, TIME IN THE FIRE DEPARTMENT JUST TO NOTE . HOPEFULLY YOU CAN RECOGNIZE HIM THERE. IN 2016, CHIEF TWIGGS BECAME JUST THE FIFTH CHIEF OF THE DEPARTMENT. SINCE THE FIRST PAID FIREFIGHTERS WERE HIRED IN 1953, A VALLEY NATIVE WITH DEEPER DEEP CHANDLER ROOTS, CHIEF D WIGGINS SERVED HIS COUNTRY IN THE US AIR FORCE AND HOLDS BACHELOR'S AND MASTER'S DEGREES FROM GRAND CANYON UNIVERSITY. HE'S ALSO A CERTIFIED CHIEF FIRE OFFICER THROUGH THE CENTER FOR PUBLIC SAFETY EXCELLENCE AND ACTIVELY INVOLVED IN BOTH THE INTERNATIONAL ASSOCIATION OF FIRE CHIEFS AND THE MANAGEMENT BOARD OF THE REGIONAL AUTOMATIC AID SYSTEM. AS CHIEF THOMAS PLAYED A CRITICAL ROLE IN GROWING THE FIRE DEPARTMENT AND BUILDING CONNECTIONS WITH THE COMMUNITY, HE HAS LED OR BEEN INVOLVED IN THE EXPANSION OF THE PUBLIC SAFETY TRAINING CENTER, THE RECONSTRUCTION OF FIRE STATION TWO, NOW OCCURRING IN UPTOWN CHANDLER AND THE PLAN RECONSTRUCTION OF FIRE STATION FOUR. HE HAS ALSO LED A CHANGE IN THE CITY'S AMBULANCE PROVIDER TO IMPROVE SERVICE TO RESIDENTS AND WAS OFTEN THE FACE OF THE CITY'S RESPONSE TO THE COVID 19 PANDEMIC. EVEN THOUGH I'D LIKE TO TAKE THIS OPPORTUNITY TO EMPHASIZE HE'S NOT ACTUALLY A MEDICAL DOCTOR. SO ALL OF THOSE, HE'S ASKED ME TO SAY THAT, YOU KNOW, THOSE MEDICAL QUESTIONS, HE'S NOT ACTUALLY AN MD OUTSIDE WORK CHIEF D'S BIGGEST PASSIONS ARE HIS FAMILY AND JIU-JITSU WHERE HE HAS WON MULTIPLE STATE CHAMPIONSHIPS. HE IS EXTREMELY PROUD OF HIS THREE KIDS AND LOVES WATCHING THEM COMPETE IN SPORTS AND OTHER ACTIVITIES, AS WELL AS SUPPORTING HIS WIFE ANGIE, IN HER ROLE AS A DEDICATED VOLUNTEER, ESPECIALLY IN OUR CHANDLER SCHOOLS. THE WHOLE POLITICAL FRAMEWORK OF THIS COUNTRY IS AN EXPERIMENT. AND SO WITH OUR KIDS, IF WE GIVE THEM THE CHANCE TO EXPERIMENT AND TO IMPROVISE, WHAT WE'RE SAYING TO THEM IS SOMETHING FUNDAMENTALLY AMERICAN IS THAT YOU AS AN INDIVIDUAL, YOUR VOICE IS IMPORTANT AND YOUR VOICE IS UNIQUE. AND SO THOSE YOUTH PROGRAMS THAT, THAT HELEN IS TALKING ABOUT AND I'VE DONE IN THE SCHOOLS, AND I KNOW THAT THEY CONTINUE ON, ARE VERY IMPORTANT. AND AGAIN, I FIND THAT THEY'RE UNIQUELY AMERICAN.
