UH, CAN YOU GIMME A LITTLE PRESENTATION ON HOW THIS IS GONNA FIT WITHIN THE STATE FRAMEWORK AND THEN HOW THIS IS GONNA HELP OUR NEIGHBORS SORT OF, UH, CONTROL SOME OF THE THINGS AND ALSO NOT INFRINGE ON, UH, PROPERTY RIGHTS AS IT RELATES TO THE, UH, UH, HOME OWNERSHIP IF YOU GET A CHANCE.

I'M GONNA GO THROUGH A BRIEF PRESENTATION THAT'S HOPEFULLY SHOWING UP ON YOUR, ON YOUR SCREENS.
UM, IN 2016, JUST BY WAY OF REMINDER, UH, STATE LEGISLATION WAS PASSED THAT PROHIBITED THE REGULATION OF SHORT-TERM RENTALS ON A STATEWIDE BASIS.
BASICALLY TOOK THAT DECISION MAKING OUT OF OUR, UH, CITY COUNCILS AND OUR LOCAL COMMUNITY'S HANDS.
UM, IT DID, UH, NOT AFFECT HOA CCNRS, AND IT PROVIDED LIMITED HEALTH AND SAFETY OVERSIGHT, UM, FOR THE COMMUNITY.
AND THEN THE ONE BENEFIT IS IT ACTUALLY CATEGORIZE THESE THINGS, THESE, UH, SHORT-TERM RENTALS IN THE SAME, UH, CATEGORIES, HOTEL MOTELS.
SO THEY ARE TAXED AT THE SAME LEVEL, CREATING KIND OF A COMPETITIVE NEUTRALITY AS IT RELATES TO SHORT-TERM RENTALS AND HOTELS, MOTELS, AS YOU CAN IMAGINE, A NUMBER OF CONCERNS.
SO I'M SURE YOU'VE SEEN YOUR EMAILS OVER THE LAST, YOU KNOW, EIGHT YEARS OR SO, MAYBE EVEN LONGER, UM, WITH COMMON CALLS OF PARKING VIOLATIONS, LIQUOR VIOLATIONS AND NOISE COMPLAINTS.
AND SO THAT THE, THE, THE OUTRAGE FROM THE COMMUNITY, UM, WAS, UH, REGISTERED AND HEARD FROM OUR, OUR LEGISLATURE.
AND IN 2019, THEY PASSED A PROGRAM OR A NEW STATUTE TO, UH, ESTABLISH A VERIFIED VIOLATION PROCESS.
AND THIS WAS INTENDED TO TRY TO HELP THE HOMEOWNER BE RESPONSIBLE FOR THE BEHAVIOR OF THEIR TENANTS.
AND IT ALLOWED COLLECTION OF, UM, OWNER CONTACT INFORMATION BY THE LOCAL GOVERNMENT SO THAT IF POLICE ARE CALLED OUT FOR SERVICE, THAT THEY HAVE A CONTACT, UH, ONSITE OR AT LEAST SOMEONE THAT CAN BE MADE AVAILABLE TO ADDRESS ANY CONCERNS THAT, UH, THAT COME UP.
ULTIMATELY, MAYOR AND COUNSEL OF FINAL ADOPTED AN ORDINANCE TO REFLECT THOSE CHANGES IN STATE STATUTE.
UNFORTUNATELY, THERE WERE SOME UNATTENDED, UH, CONSEQUENCES IN, UH, IT'S DIFFICULT TO, IT WAS A REALLY DIFFICULT SYSTEM TO ENFORCE, PARTICULARLY BECAUSE WHILE IT DID ALLOW FOR THE COLLECTION OF OWNER AND CONTACT OWNER CONTACT INFORMATION, IT STILL WAS REALLY DIFFICULT TO PUT THE OWNER, UH, ON RESPONSIBLE FOR THE BEHAVIOR OF THE, THE TENANTS ON THE PROPERTY.
AND THAT'S BECAUSE, BECAUSE THERE WASN'T A LICENSING PROGRAM.
SO THE INDUSTRY WORKED WITH THE CITIES IN 2000, UH, 20, I'M SORRY, LET ME GO BACK.
UM, JUST BY WAY OF, UH, OF SCALE, UM, IN 2000, UH, 22, THERE WERE ABOUT 299, UH, SHORT-TERM RENTALS REGISTERED WITH THE CITY.
IN OTHER WORDS, WE KNEW THEIR CONTACT INFORMATION THAT THEY'RE SUPPOSED TO PROVIDE TO THE CITY.
AND THERE'S 131 CALLS FOR SERVICE AT 46 IDENTIFIED RENTAL PROPERTIES THROUGHOUT THE YEAR.
SO IN 2022, UM, THE INDUSTRY CAME TOGETHER WITH CITIES AND TOWNS TO WORK ON ADDITIONAL UPDATES TO STATE STATUTE THAT WOULD HOPEFULLY, UH, RECTIFY SOME OF THESE ISSUES THAT WERE ARISING WITH THE ENFORCEMENT MECHANISM THAT WAS IN PLACE.
SO IT REQUIRED, UH, SHORT-TERM RENTAL OPERATORS TO OBTAIN A LICENSE, WHEREAS BEFORE IT WAS JUST A REGISTRATION.
SO NOW IT'S AN ACTUAL LICENSE THEY NEED TO APPLY FOR WITH THE CITY.
UH, PROHIBITED SHORT-TERM RENTALS FROM BEING USED FOR NON-RESIDENTIAL USES REQUIRES A POINT OF CONTACT AVAILABLE FOR EMERGENCIES AND NON-EMERGENCY COMPLAINTS, AND REQUIRES WRITTEN NOTIFICATION TO ALL SURROUNDING RESIDENTIAL PROPERTIES, REQUIRES LICENSE AND CONTACT INFORMATION TO BE CONSPICUOUSLY PLACED IN A RENTAL.
AND THEN FINALLY ALLOWS A MUNICIPALITY TO SUSPEND A LICENSE FOR REPEATED VIOLATIONS.
SO THAT'S ULTIMATELY THE REGULATORY MECHANISM WE HAVE TO HOLD SHORT-TERM RENTAL OWNERS ACCOUNTABLE.
UM, JUST A QUICK SLIDE ON THE WORKFLOW.
IT'S VERY SIMILAR TO WHAT WE ESTABLISHED WHEN WE FIRST UPDATED OR FIRST INCORPORATED SHORT-TERM RENTAL ORDINANCE INTO OUR CODE WHERE AN OF OFFICER'S DISPATCHED AND HE CAN, HE OR SHE CAN TAKE ACTION.
UM, IN OTHER WORDS, IF THERE'S A NOISE COMPLAINT FOR A PARTY, UM, THE OFFICER CAN ISSUE THE CITATIONS.
THOSE RESPONSIBLE FOR THE NOISE.
THE, THE, THE SHORT TERM RENTAL TENANTS WILL HAVE TO BE ADJUDICATED THROUGH THE COURTS.
AND IF THERE IS A, A FOUND TO BE A VERIFIED VIOLATION, THEN THE NOT THE OWNER IS NOTIFIED OF THAT VIOLATION, AND THEY COULD BE ASSESSED A PENALTY AS WELL.
SO, UM, AS WE'RE FORMULATING THE UPDATE TO THIS ORDINANCE, UH, CITY OF UH, OFFICIALS

WORKED WITH, UH, THE LEAGUE OF CITIES ON A STATEWIDE BASIS TO RECOMMEND A MODEL ORDINANCE FOR ALL CITIES AND TOWNS TO KIND OF FOLLOW.BUT OF COURSE, WE'RE ALL UNIQUE, SO WE HAVE OUR OWN CODES THAT WE NEED TO ADAPT TO.
SO INTERNAL CITY WORKING GROUP, UH, WAS FORMED LATE LAST YEAR.
AND THEN, UH, PUBLIC COMMENT PROCESS, UM, AFTER THE SHORT TERM RENTAL CODE, WHAT, UH, CHANGES WERE, UH, DEVELOPED? A PUBLIC COMMENT PROCESS OCCURRED IN, UH, LATE JANUARY, EARLY FEBRUARY.
WE RECEIVED A TOTAL OF 18 COMMENTS, UH, 15 WERE GENERALLY SUPPORTIVE.
AND I SAY GENERALLY BECAUSE SOME WANTED ACTUALLY HAVE MORE REGULATION THAT WOULD, WERE ACTUALLY ALLOWED TO BY STATE STATUTE.
AND ONE OTHER COMMENT HAD SOMETHING TO DO WITH, UH, SWIMMING POOL, UH, FENCING.
SO, UH, APPRECIATE THOSE COMMENTS.
CITY COUNCIL MET IN THE SUBCOMMITTEE, UH, ON FEBRUARY 9TH.
UH, POLICY RECOMMENDATIONS WERE ACTUALLY, UH, MADE TO ENCOURAGE CITY STAFF TO CONTINUE THIS PHILOSOPHY OF LET'S EDUCATE AND BRING INTO VOLUNTARY COMPLIANCE WITH OUR COMMUNITY AS BEST WE CAN.
UM, SO THE WAY WE REFLECTED THOSE CHANGES IS IN THE, UM, ADOPTING, UM, RESOLUTION KIND OF GIVES THAT LEGISLATIVE INTENT OF COUNSEL THAT WE WILL CONTINUE TO WORK WITH AND EDUCATE OUR COMMUNITY BEFORE WE TAKE ANY ENFORCEMENT ACTIONS.
SO TONIGHT WE HAVE, UM, COUNCIL CONSIDERATION, AND THEN ULTIMATELY IF COUNCIL ADOPTS THIS ORDINANCE, IT'LL BE EFFECTIVE AUGUST EFFECTIVE AUGUST 1ST.
AND THE REASON FOR THE DELAYED EFFECTIVE DATE IS SO THAT WE HAVE TIME TO NOT ONLY UPDATE OUR SYSTEMS INTERNALLY, TO PROCESS, UM, TO, TO SET UP THE PROCESSING OF THE APPLICATIONS, BUT ALSO GIVES US A NUMBER OF MONTHS TO EDUCATE THE COMMUNITY ON WHAT'S COMING AND WHAT THE REQUIREMENTS AND EXPECTATIONS ARE.
SO WITH THAT SHORT PRESENTATION, I DON'T KNOW IF I DIRECTLY ANSWERED YOUR QUESTION, BUT I'M HOPING THAT, UH, YOU CAN ELABORATE IF YOU HAVE ANY MORE.
MAYOR THROUGH THE MAYOR, YOU KNOW, I HAD A COUPLE QUESTIONS.
SO THERE'S A $250 TAX TO, UH, APPLY FOR THIS LICENSE THAT GOES TO JUST THE BAD ACTORS, OR DOES THAT SPREAD ACROSS EVERYBODY? MARY, COUNCIL MEMBER STEWART, THAT IS A APPLICATION FEE.
UM, YOU'RE NOT, YOU'RE NOT VOTING ON THAT TONIGHT.
THAT'S PART OF THE PACKAGE THAT'LL COME LATER, AND THANK YOU FOR REMINDING ME OF THAT.
UM, STATE STATUTE DOES AUTHORIZE A $250 APPLICATION FEE FOR A LICENSE.
AND SO THAT'LL BE ASSESSED EACH ANNUAL APPLICATION THAT THE LICENSE PROVIDES.
AND SO ANY BRICK AND MORTAR BUSINESS IS GONNA PAY A PROPERTY TAX OR SOMETHING THAT'S GONNA HELP, UH, FUND POLICE, FIRE INFRASTRUCTURE AND ROADS.
MOST OF THESE STR ARE MANAGED AS A BUSINESS AS WELL.
SO THIS IS A PRETTY MINIMAL, THEY'RE ALREADY PAYING PROPERTY TAX FOR THAT HOME, BUT THIS IS A PRETTY MINIMAL FEE FOR WHAT COULD BE, YOU KNOW, 20, $30,000 WORTH OF INCOME ANNUALLY.
MAYOR, COUNCIL MEMBER STEWART? THAT'S CORRECT.
IT, IT GOES TO OFFSET THE COST OF ADMINISTERING THE PROGRAM.
SO GENERAL PHILOSOPHY OF THE CITY IS, YOU KNOW, GENERAL FUNDS, THE SALES TAX, THE PROPERTY TAX GOES TO PAY FOR THE SERVICES THAT EVERYBODY BENEFITS FROM, AND THEN THOSE KIND OF SPECIALTY AREAS, WHETHER IT'S, YOU KNOW, DEVELOPMENT PERMIT FEES OR LICENSE FEES GO TO DIRECTLY BENEFIT AND OR FOR THE ADMINISTRATION OF THE PROGRAMS THAT ARE ASSOCIATED WITH THOSE DIRECT BUSINESSES.
SO LET'S SAY WE'VE GOT, LET'S SAY WE PULL UP A, A LICENSE, RIGHT? SOMEBODY HAS TOO MANY PARTIES IN A CILLO AND THEY'RE SWIMMING IN THE LAKE OR WHATEVER, AND THEY GET IN TROUBLE.
UM, HOW DO WE ENFORCE SOMETHING LIKE THAT? IT'S A, IT'S SOMEBODY'S HOME.
THEY CAN, THEY CAN, DO WE CONTACT AIRBNB AND SAY, HEY, LISTEN, THIS IS A BAD ACTOR.
CAN YOU, CAN YOU RESEND THEIR, IS THAT HOW THAT WORKS? OR WHAT DO WE DO? MAYOR, COUNCIL MEMBER STEWART, I'LL START WITH A CALL FOR SERVICE FROM USUALLY A NEIGHBOR AND THEY'LL REGISTER THE COMPLAINT.
UH, LAW ENFORCEMENT, WE'LL SHOW UP AND RESPOND LIKE THEY ALWAYS DO, AND THEY'LL ASSESS AND THEY'LL MAKE A DETERMINATION IF ANY CITATIONS NEED TO BE ISSUED.
AND AT THAT POINT, IT GOES INTO THE WORKFLOW OF THE VERIFIED VIOLATION PROCESS WHERE ONCE THE, THE VIOLATOR OF THE ORIGINAL NOISE COMPLAINT OR SWIMMING IN THE, IN THE LAKE, UH, COMPLAINT, UM, THAT WILL THEN GET DIRECTLY TIED TO THE OWNER.
AND THEN THE OWNER HAS AN ADJUDICATION PROCESS THEY HAVE TO GO THROUGH TO DEMONSTRATE THAT THEY'RE RESPONSIBLE FOR THEIR TENANTS.
A LOT OF TIMES TOO, JUST, UH, REAL QUICK, UH, IT CAN ALSO, UH, LAW ENFORCEMENT COULD CONTACT THE OWNER ON SITE, AND THE OWNER'S SUPPOSED TO BE, MAKE THEMSELVES AVAILABLE WITHIN AN HOUR TO ADDRESS THE SITUATION, UM, IMMEDIATELY.
UM, SO THERE'S A COUPLE DIFFERENT MECHANISMS THAT WAS BASED ON STATE STATUTE, THE ONE HOUR TIME LIMIT, BUT, UM, OKAY.
WELL THAT, THAT MAKES SENSE TO ME.
I GUESS, UM, THE, ON THE ONLY LAST QUESTION THAT I'VE GOT AS IT RELATES TO LIKE ENFORCEMENT OR PULLING SOMEBODY'S PERMIT, UH, OR LICENSE, IF YOU WILL, WHO, WHO DECIDES THAT? LIKE, DO WE HAVE A, DO WE DO THAT AT THE CITY LEVEL OR DO THEY GO AT THE STATE? LIKE WHO'S THE JUDGE? MAYOR, COUNCIL MEMBER STEWART, THAT'S ULTIMATELY DETERMINED THROUGH, UH, THE CITY, UM, THROUGH ENFORCEMENT, UM, ACTIONS THAT ARE TAKEN, AND THAT'S WHAT CITY CODE THAT YOU'RE CONSIDERING TONIGHT ULTIMATELY AUTHORIZES.
SO, SO OUR MAGISTRATE'S DEPARTMENT WOULDN'T, WOULD MANAGE THAT.
DO WE HAVE ANY RULES AROUND WHAT IS EGREGIOUS AND WHAT'S NOT? OR WILL THAT COME LATER?

THAT THIRD PARTY TRANSACTION IS, THAT'S WHAT, THAT'S HOW THIS WOULD PLAY OUT.
MARY COUNCIL MEMBER STEWART, WE CAN'T PERMANENTLY SUSPEND LICENSES.
WE CAN ONLY SUSPEND THEM FOR 12 MONTHS AND THEY CAN REAPPLY.
SO IF THEY CONTINUE TO BE BAD ACTORS OVER AND OVER AGAIN, WE CAN POSSIBLY CONSIDER, UM, YOU KNOW, ASKING THEM TO DEMONSTRATE A REMEDIATION PLAN YEAH.
BUT ULTIMATELY THEY COULD APPLY EACH YEAR AS LONG AS IN THAT CURRENT CALENDAR YEAR, THEY'RE NOT, UH, YEAH, THEY'VE CURED THOSE, THOSE ISSUES.
WELL, YOU CERTAINLY KNOW THIS BACKGROUND IN FLORIDA, I APPRECIATE IT.
I JUST WANNA MAKE SURE THAT WE'RE PROTECTING THE HOMEOWNER AS WELL AS DOING EVERYTHING WE CAN TO PROTECT THEIR NEIGHBORS.
UH, THAT'S, I THINK OUR JOB AS A CITY TO DO SO.
A COUPLE QUESTIONS FOR ME, AND I THINK VICE MAYOR HAS, HAS GOT A COUPLE AS WELL.
IS THERE ANY MECHANISM BUILT INTO THIS THAT IT, IT SEEMS LIKE THE, THE NUMBERS OF THOSE WHO ARE REGISTERED IS PRETTY LIGHT, IS HOW DO WE ACTUALLY GET PEOPLE REGISTERED AS PART OF THIS? IS THERE OUTREACH FROM THE CITY? IS THERE SOME OTHER, UH, WAY, WHETHER IT'S WORK, UH, OUR COMB, THE, THE REGISTRIES, HOW DO WE ACTUALLY LET PEOPLE KNOW THAT THEY NEED TO DO THIS? MAYOR, UM, THAT'S BEEN A CHALLENGE WITH OUR CURRENT SYSTEM, AND THAT WAS PART OF THE MOTIVATION FOR THE UPDATE AND STATUTE, UH, WITH THE LICENSING PROGRAMS ILLEGAL TO OPERATE WITHOUT A LICENSE.
AND SO THE TAX AND AND LICENSE DIVISION FOR MANAGEMENT SERVICES ACTUALLY SPENDS TIME GENERATING LETTERS THAT ARE BASED OFF OF, UM, INPUT OR DATA THAT THEY RECEIVE FROM A THIRD PARTY THAT KIND OF DEMONSTRATES THAT THIS, THESE ARE ALL THE KNOWN SHORT-TERM RENTALS IN YOUR COMMUNITY.
AND I'LL CH CROSSCHECK AGAINST THOSE THAT ARE REGISTERED TO THE CITY.
AND SO WE CAN SEND OUT LETTERS TO THEM, UM, SIMILAR TO WHAT WE'RE DOING TODAY, BUT NOW IT'S MORE OF AN ENFORCEMENT, UH, PENALTY MECHANISM THAT, THAT HOPEFULLY BRINGS MORE COMPLIANCE WITH THAT CODE.
AND SECONDLY, JUST, WE OBVIOUSLY HAVE SOME HIGH SCALE EVENTS THAT GO ON HERE, AND I WAS THINKING I WOULD'VE GONE DOWN TO MEXICO FOR A WEEK IF I COULD HAVE RENTED MY HOUSE OUT DURING THE SUPER BOWL OR SOMETHING.
BUT IS THERE A MECHANISM FOR, UH, YOU KNOW, MAYBE JUST EDUCATION FOR THOSE WHO MIGHT THINK ON A SUPER SHORT BASIS, IS THERE ANY DIFFERENCE AS OPPOSED IN TERMS OF REGISTRATION FOR SOMEONE THAT MIGHT WORK WITH ONE OF THOSE AGENCIES FOR A POINT IN TIME RATHER THAN AN INCOME? HOW DOES THAT WORK? MAYOR, IF, IF YOU'RE GONNA LIST A HOME FOR RENT ON AIRBNB OR B R B O, UM, YOU ARE REQUIRED TO DEMONSTRATE THE LICENSE, UM, AS WELL AS A TAX LICENSE WITH THE DEPARTMENT OF REVENUE.
THAT MIGHT BE AN EDUCATION POINT JUST FOR PEOPLE WHO ARE MORE THINKING ABOUT ONCE A YEAR, ONCE THE GOLF TOURNAMENT IS IN OR SOMETHING ELSE THAT WE JUST, UH, EDUCATE WELL, IN THAT CASE, VICE MAYOR.
AND, UM, I THINK WHAT'S IMPORTANT ABOUT THIS KEEP IN MIND IS THAT THIS IS WHERE THE INDUSTRY AND THE GOVERNMENT WORKED TOGETHER TO COME UP WITH COMPLIANCE IDEAS.
BECAUSE I KNOW THE INDUSTRY, IF YOU LOOK AT THEIR WEBSITE, THEY'VE, UH, ADOPTED SOME OF THESE AREAS OF MUST MUST HAVE A, A READY AVAILABLE EMAIL HAS, HAS A, A PHONE NUMBER.
SO THEY'RE ALREADY, IF YOU LOOK AT BBR, I'M LOOKING AT RIGHT NOW, LITERALLY, UM, AFTER YOU GAVE THE PRESENTATION, I ALSO LOOKED AT IT AGAIN TOO.
UH, THEY'RE MAKING THEIR CHANGES BECAUSE THEY DON'T WANT TO BE, UH, GETTING A, A BLACK EYE NEITHER.
SO THE INDUSTRY'S TRYING TO POLICE ITSELF AND THEY'RE ASKING US TO HELP THEM.
SO I LIKE THE IDEA THAT THEY CAME TOGETHER.
WE DID SOME COMPROMISING, SOME GOOD NEGOTIATIONS, NOT US, BUT THEY'LL SAY LEGISLATORS.
AND, UM, THIS, I THINK IT'S A GOOD PRODUCT.
SO HOPEFULLY WE COULD HELP, UM, GET RID OF THE BAD ACTORS AND KEEP ALL THOSE GOOD ONES.
SO IF MAYOR, IF YOU DO WANNA RENT YOUR HOUSE OUT THERE ON THE NEXT SUPER BOWL, YOU'RE A GOOD ACTOR, I'M SURE YOU'LL BE A, UH, BE AVAILABLE AND IT'LL REDUCE THE COMPETITION.

AND THEN WHEN WE HAVE MAG BEING INVOLVED FOR TRAFFIC ISSUES AND THINGS LIKE THAT, I THINK IT'S A GOOD RECIPE FOR SOMETHING GOOD TO COME OUT OF THIS.
SO JUST TELL US, UH, THE PEOPLE OF CHAT, LEARN MORE ABOUT THIS, UH, THROUGH THE MAYOR, UM, COUNCIL MEMBER ELLIS.
THIS IS, UH, INITIAL PILOT PROGRAM THAT MAG IS PARTNERING WITH A THIRD PARTY VENDOR CALLED AIRSPACE LINK TO REALLY TEST THE EFFICACY OF, UM, UAV AIR TRANSPORT BETWEEN TWO POINTS IN CHANDLER.
AND I'M GONNA INVITE RYAN KUP TO GIVE A FULL PRESENTATION ON THE AGENDA ITEM AS HE'S BEEN THE POINT PROJECT ON THIS FOR US.
SO I'M GONNA INVITE RYAN UP AT THIS TIME.
WELL, GOOD EVENING, MAYOR COUNCIL, I'M GLAD TO PROVIDE AN OVERVIEW OF WHAT WE THINK IS AN EXCITING AND UNIQUE PILOT IN CHANDLER.
AND I WANT TO ALSO ACKNOWLEDGE CHRIS MITTEN, UH, FROM AIRSPACE LINK.
SO HE'S BEEN LEADING THE PILOT FROM THE PRIVATE SECTOR SIDE, SO HE'S TRAVELED HERE, UH, FOR THIS MEETING, IF THERE ARE ANY SPECIFIC QUESTIONS, UH, FOR THE COMPANY.
UH, BUT TO PROVIDE SOME CONTEXT, UH, THE CITY WAS FIRST APPROACHED BY AIRSPACE LINK 11 MONTHS AGO WITH THEIR INTEREST IN DOING A POTENTIAL PILOT.
UH, THEY CONTINUED TO WORK ON DETAILS, UH, REGARDING THE PILOT.
UH, AND A FEW MONTHS AGO, THEY CAME TO US WITH, UH, THIS PLAN TO DELIVER MEDICAL SUPPLIES BETWEEN A PHARMACEUTICAL DISTRIBUTOR AND AN ASSISTED LIVING FACILITY IN WEST CHANDLER.
THE IMPORTANT THING TO EMPHASIZE WITH THIS PILOT AND, UH, UAV FLIGHTS IS THAT IT IS REGULATED BY THE F FAA.
UH, SO THEY REGULATE THE AIRSPACE, AND WITH THIS BEING 1.2 MILES, UH, IT'S WITHIN VISUAL LINE OF SIGHT.
SO THEY CAN, UH, DO THIS PILOT, UH, BY RIGHT, UH, FROM AN AVIATION STANDPOINT.
THE ITEM IS IN FRONT OF YOU TODAY, UH, BECAUSE MAG, UH, WILL BE PROVIDING THE FUNDING AND THEY, UH, ASK THE CITIES TO CONSENT TO THE PILOT TAKING PLACE IN THE COMMUNITY.
SO THAT'S WHY IT'S HERE TODAY.
UH, A FEW ADDITIONAL DETAILS ON THE PILOT.
UH, THE FLIGHTS WILL BE BELOW 400 FEET, WHICH IS THE REQUIREMENT.
UH, THERE WILL ONLY BE FOUR TO SIX FLIGHTS PER DAY FOR A TOTAL OF SEVEN TOTAL DAYS, UH, OVER TWO WEEKS.
IT'S AN APPROXIMATELY FIVE MINUTE ROUTE.
UH, AIRSPACE LENGTH HAS MET WITH INTERNAL CITY DEPARTMENTS, UH, INCLUDING PUBLIC SAFETY, WHICH WE APPRECIATE.
UH, THERE WILL BE CAMERAS ON THE UAV TO ASSIST WITH FLIGHT SAFETY, BUT NO VIDEO IS RECORDED.
UH, WE EXPECT THIS LIMITED PILOT TO TAKE PLACE THIS SUMMER, BUT THE EXACT DATE HASN'T BEEN SET YET.
UH, AFTER THEY RECEIVE THEIR FUNDING, THEY'RE GONNA NAIL DOWN THE, THE FINAL DETAILS, UH, AND THE PLANS FOR THE, THE PILOT.
AND WITH THAT, I'M GLAD TO ANSWER ANY QUESTIONS.
THIS IS AN AMAZING, UH, WHEN WE CAN ACTUALLY BE SO PROACTIVE INTO LOOKING INTO THE FUTURE.

SO WHAT'S THE LIABILITY? DO THEY HAVE INSURANCE, THE COMPANY? IS THAT THE KEY? UH, YEAH, THROUGH THE MAYOR, VICE MAYOR ORLANDO, THAT'S, UH, IN THE AGREEMENT, UH, THAT AIRSPACE LINK, UH, HAS INSURANCE.
YEAH, IT'S A GOOD QUESTION ABOUT SAFETY AND DISTRACTION.

UH, AND SO THAT WAS A PRETTY BIG STEP BY THEM.
UM, AND SO WE, WE THINK WE'LL LEARN A LOT FROM THIS AND GET PREPARED IF OTHER COMPANIES COME TO US IN THE FUTURE AND WANNA DO MORE, YOU KNOW, INVOLVED PILOTS OR MORE TESTING.
