SO, CAT BEGAN HER CAREER WITH CHANDLER IN 2007 IN THE TAX AND LICENSE DIVISION AS A TAX AND LICENSE REPRESENTATIVE WHERE SHE EXCELLED AND WAS PROMOTED TO THE LEAD ROLE IN MAY, 2013.

IT SEPTEMBER, 2013, KAT PROMOTED TO THE BUDGET DIVISION AS THE BUDGET MANAGEMENT ASSISTANT WHERE SHE EXPANDED HER KNOWLEDGE AFTER FIVE YEARS OF EXCELLENT CUSTOMER SERVICE AND HONING HER BUDGET SKILLS, SHE WAS PROMOTED TO THE BUDGET AND RESEARCH ANALYST POSITION WHERE SHE SUPPORTED VARIOUS DEPARTMENTS IN THE CITY.

AS OF JULY OF THIS YEAR, I'M HAPPY TO SAY SHE WAS PROMOTED TO A SENIOR BUDGET AND RESEARCH ANALYST AND CONTINUES TO GO ABOVE MBR.

R KAT IS A WONDERFUL, DEDICATED TEAM MEMBER WHO REFLECTS A POSITIVE ATTITUDE AND HIGH WORK ETHIC.

SHE HAS BEEN A GREAT ASSET TO THE CITY DURING HER 15 YEARS, MAKING MANY PROCESS IMPROVEMENTS THAT SUPPORT CITYWIDE EFFORTS AND MAKING PEOPLE SMILE WITH HER HUMOR AND LOVE OF LIFE.

WE THANK HER FOR HER 15 YEARS OF OUTSTANDING SERVICE AND LOOK FORWARD TO MANY MORE.

SO THIS IS ACTUALLY 15 YEAR SERVICE RECOGNITION OFFICIALLY, BUT TECHNICALLY 25 YEARS BECAUSE SHE STARTED WITH THE CITY IN 1997 AS A COOPERATIVE OFFICE EDUCATION STUDENT WORKING IN THE CITY CLERK'S OFFICE AS A TEMPORARY CLERK.

IN JANUARY, 2008, CLARISSA BECAME A PERMANENT MEMBER OF TEAM CHANDLER, WHERE SHE CONTINUED HER SERVICE IN THE CITY CLERK'S OFFICE AS A CUSTOMER SERVICE REPRESENTATIVE.

SHE ASSISTED CUSTOMERS WITH A WIDE RANGE OF SERVICES, INCLUDING PASSPORTS, ELECTIONS, AND RECORD REQUESTS.

IN OCTOBER, 2015, CLARISSA JOINED THE MANAGEMENT SERVICES DEPARTMENT IN THE ACCOUNTING DIVISION AS AN ACCOUNTING SPECIALIST IN ACCOUNTS PAYABLE.

SHE WORKS TO ENSURE THE TIMELY PAYMENT OF CITY INVOICES AND PURCHASING CARDS AND SERVES EVERY DEPARTMENT IN THE CITY.

CLARISSA GRADUATED FROM ASU, IS STILL A DEVOTED SUNDEVIL FAN AND HAS ATTENDED MANY GAMES TO CHEER ON HER NEPHEW WHO PLAYS IN THEIR BAND.

SHE ALSO LOVES TO TRAVEL IN LONDON, IS HER FAVORITE PLACE.

CONGRATULATIONS, CLARISSA, ON 15 YEARS, TECHNICALLY 25 OF SERVICE.

YOU ARE A VALUED MEMBER OF TEAM CHANDLER, AND WE LOOK FORWARD TO MANY MORE YEARS TOGETHER.

DO YOU THINK MAYOR, MEMBERS OF COUNCIL, UH, I'D LIKE TO INVITE AMANDA SYMINGTON TO COME FORWARD IN RECOGNITION OF HER 20 YEARS OF SERVICE WITH THE CITY.

SO AMANDA BEGAN HER CAREER WITH THE POLICE DEPARTMENT BACK IN JANUARY, 2003 AS A RECORDS CLERK, WHICH NOW, NOW IS KNOWN AS A RECORD SPECIALIST.

BUT THROUGHOUT HER CAREER, AMANDA HAS BEEN RECOGNIZED FOR HER COMMITMENT TO QUALITY SERVICE, HER POSITIVE ATTITUDE, AND HER WILLINGNESS TO HELP OTHERS EARNING THE RESPECT OF HER COWORKERS AND SUPERVISORS.

DURING HER TIME IN RECORDS, SHE HAS CONTRIBUTED IN MANY DIFFERENT WAYS FROM HELPING THE TRAIN NEW EMPLOYEES TO VOLUNTEERING FOR VARIOUS DEPARTMENT COMMITTEES AND PROJECTS.

AMANDA HAS ALSO VOLUNTEERED HER TIME OUTSIDE THE DEPARTMENT WORKING WITH HABITAT FOR HUMANITY, AND FOR SEVERAL YEARS SHE HELPED ORGANIZE AND LED TEAMS FOR MAKING STRIDES AGAINST BREAST CANCER.

FOR HER EFFORTS, AMANDA HAS RECEIVED A UNIT CITATION FOR RECORDS, A COMMUNITY SERVICE AWARD, AND MERITORIOUS SERVICE AWARD.

SO CHANDLER IS VERY FORTUNATE TO HAVE SUCH A DEDICATED AND TALENTED EMPLOYEE.

SO AMANDA, THANK YOU FOR YOUR 20 YEARS OF EXEMPLARY SERVICE MAYOR AND COUNSEL.

FOR OUR FINAL SERVICE RECOGNITION OF THE EVENING, I'D LIKE TO INVITE FORWARD OUR FACILITIES AND FLEET MANAGER MIKE COLLINGSWORTH.

IN RECOGNITION OF 25 YEARS OF SERVICE, I'D LIKE TO CALL MARTA PRADA TODAY IS HER HUSBAND AND OUR FAMILY, WHICH IS PRETTY MUCH THE CHEERING SECTION ON THE LEFT HAND SIDE.

MARTA BEGAN HER CAREER WITH THE CITY IN JANUARY OF 1998 AS A CUSTODIAN WORKING THE NIGHT SHIFT FROM 11:00 PM TO 7:00 AM SHE PRIMARILY WAS ASSIGNED TO CLEAN THE COMMUNITY CENTER, SENIOR CENTER POLICE DEPARTMENT.

OVER THE YEARS, AS THE DEPARTMENT EVOLVED, THE WORK HOURS CHANGED.

THE MARTA BECAME FAMILIAR WITH ALL CITY FACILITIES AND SERVED AS SOMEONE WHO COULD HELP, WHO COULD STEP INTO ANY BUILDING TO PROVIDE SERVICES AS NEEDED.

ONE COULD SAY THAT MARTHA KNOWS WHERE ALL THE BODIES ARE BURIED.

SPEAKING OF BODIES, SHE DID HAVE A NOTABLE EXPERIENCE.

SHE WILL PROBABLY NOT BE HAPPY WITH US, BUT I'LL MENTION IT ANYWAY.

IN THE FORENSIC LAB WHERE SHE ENTERED THE LAB AND SPOTTED A HAND THAT HAD BEEN SEPARATED FROM ITS OWNER, SHE DIDN'T PHASE HER A B***H.

SHE KEPT ON CLEANING, BUT AGAIN, SHE'S, SHE'S EXTREMELY PROFESSIONAL.

AND BECAUSE OF THIS, HER EXPERTISE AND PROFESSIONALISM.

IN 2012, SHE WAS ASSIGNED TO A DAY SHIFT TO PROVIDE PORTER SERVICES, AND THEY'RE PROMOTED TO A CIAL SUPERVISOR IN 2020.

MARTA SERVICE TO THE CITY HAS BEEN EX EXEMPLARY.

SHE HAS PROVIDED LEADERSHIP TO HER STAFF AND AN UNPRECEDENTED COMMITMENT TO PROVIDE A CLEAN WORKING ENVIRONMENT TO TEAM CHANDLER AND CITIZENS.

WE ALSO HAVE, UH, ISRAEL NELSON, PASTOR BRAD DAVIS, ERIC JONES, CAL WHITAKER, AND DAVID WRIGHT.

UH, WE ARE HERE TO TAKE A STAND, UH, TO ANNOUNCE THAT, UH, WE ARE NOW NO LONGER TO GOING TO ALLOW TRAFFICKING TO HAPPEN IN OUR CITY.

CHANDLER IS ANOTHER ONE OF THE CITIES GONNA BE OUT OF THAT LIST WHERE TRAFFICKING ENDS.

AND, UH, WE'RE GONNA WORK WITH OUR POLICE DEPARTMENT ALL OVER THE EAST VALLEY AND WE'RE GONNA CONNECT AND WE'RE GONNA UNITE AND WE'RE GONNA FIGHT.

AND, UM, SO I'M PROUD TO READ THIS.

WHEREAS HUMAN TRAFFICKING IS A GLOBAL PLAGUE THAT IMPACTS MILLIONS OF PEOPLE EACH YEAR, INCLUDING TENS OF THOUSANDS AMERICANS.

AND WHEREAS THE UNITED STATES RANKS AS ONE OF THE WORST COUNTRIES GLOBALLY FOR HUMAN TRAFFICKING.

AND WHEREAS ARIZONA RANKS IN THE TOP 15 STATES WITH THE HIGHEST RATES OF HUMAN TRAFFICKING PER CAPITA.

AND WHEREAS THE HUMAN TRAFFICKING IMPACTS PEOPLE ACROSS ALL DEMOGRAPHICS AND AGES, INCLUDING TEENAGERS AND CHILDREN, WHEREAS THE BATTLE AGAINST HUMAN TRAFFICKING INCLUDES SUPPORTING EFFORTS IN SCHOOLS, CHURCHES, NON-FOR-PROFIT, NON-PROFITS, LAW ENFORCEMENT AND BUSINESSES TO PREVENT HUMAN TRAFFICKING, TO INTERVENE, DISRUPT, DISMANTLE HUMAN TRAFFICKING SYNDICATES, AND PROVIDE RESOURCES TO SUPPORT VICTIMS OF HUMAN TRAFFICKING.

THE CITY OF CHANDLER JOINS SCHOOLS, CHURCHES, NON-FOR-PROFIT ORGANIZATIONS, LAW ENFORCEMENT, FEDERAL, STATE AND COALITIONS, AND NOT IN OUR CITY.ORG IN A MOVEMENT SOLIDIFYING OUR COMMITMENT TO INCREASE PUBLIC AWARENESS OF THE HUMAN TRAFFICKING EPIDEMIC THAT IMPACTS OUR COMMUNITY, STATE AND NATION.

WE HAVE, UH, RENTED SECURED GAM AUDITORIUM FEBRUARY THE 10TH, TWO NIGHTS BEFORE THE SUPER BOWL TO HAVE NIGHT OF HOPE FIVE WE'RE, WE'RE GOING TO JOIN TOGETHER, PROCLAIMING, UM, THE NOT IN OUR CITY MOVEMENT THAT THEN WILL, UM, MOVE ON AS WE CONTINUE TO DO IT HERE, UH, TO THE NEXT, UM, SUPER BOWL LOCATION, WHICH IS IN LAS VEGAS.

I'D LIKE TO INVITE CHIEF DUGGAN, KATHLEEN KAIN, CHELSEA GREEVE, THE CHAIR OF OUR DOMESTIC VIOLENCE COMMISSION.

AND BECAUSE OF HER WORK WITH OUR REGIONAL DOMESTIC VIOLENCE, I'D LIKE TO ASK IF YOU COULD READ OUR COMMISSION.

AND WHEREAS HIGH SCHOOL STUDENTS WHO WITNESS EXPERIENCE OR PERPETRATE PHYSICAL VIOLENCE IN A DATING RELATIONSHIP ARE MORE LIKELY TO USE DRUGS AND ALCOHOL, ARE AT A GREATER RISK OF SUICIDE AND ARE MORE LIKELY TO CARRY PARTNERS OF, UH, PART PATTERNS OF ABUSE INTO THEIR FUTURE RELATIONSHIPS.

AND WHEREAS NEARLY HALF OF TEENS WHO EXPERIENCED DATING VIOLENCE REPORT THAT THE ABUSE OCCURRED IN A SCHOOL BUILDING OR ON SCHOOL GROUNDS.

AND WHEREAS IT IS ESSENTIAL TO RAISE COMMUNITY AWARENESS ABOUT THE WARNING SIGNS OF ABUSE, SO ADULTS CAN SERVE AS ALL LIVES FOR PREVENTION AND ASSIST THE YOUTH IN OUR COMMUNITY.

AND WHEREAS THE CITY OF CHANDLER DOMESTIC VIOLENCE COMMISSION, THAT'S YULEE, HE'S AND GENTLEMEN, EDUCATION, UH, DOMESTIC VIOLENCE COMMISSION IS COMMITTED TO PROVIDING YOUTH AND ADULTS WITH EDUCATION ABOUT HEALTHY RELATIONSHIPS TO HELP PREVENT DATING VIOLENCE IN OUR COMMUNITY.

NOW THEREFORE, THE MAYOR, KEVIN HARKEY, MAYOR OF THE CITY OF CHANDLER, DO ARRIVE, PROCLAIM THE MONTH OF FEBRUARY, 2023 AS TEEN DATING VIOLENCE AWARENESS MONTH AND WITNESS THEREOF.

AND THIS WILL LEAD US RIGHT INTO CHILD ABUSE AWARENESS MONTH IN APRIL, WHERE WE HOPE TO SEE YOU ON APRIL 16TH AT THE FIELD OF HOPE TO HONOR THE CHILDREN WHO HAVE DIED BY DOMESTIC VIOLENCE IN ARIZONA.

SO THIS IS AN EFFORT, UH, ESSENTIALLY TO ENHANCE AND EXPAND OUR POLICE DEPARTMENT RECRUITMENT, GIVEN THAT SOME OF THE CHALLENGES THAT THEY'RE CURRENTLY FACING, WHAT YOU HAVE, UH, BEFORE YOU TONIGHT, ROUGHLY 181,000 OF THAT AGREEMENT IS SPECIFICALLY FOR THE POLICE DEPARTMENT.

WITHIN THAT, THE MEDIA BUDGET THAT'S PROPOSED IS 153,000.

AND WITHIN THAT, THERE'S MULTIPLE STATES THAT WOULD BE TARGETED.

SO WE WOULD BE WORKING WITH THE VENDOR TO IDENTIFY THOSE OPPORTUNITIES, BUT IT WOULD BE A PORTION OF THAT 153,000 IS WHAT WOULD BE TARGETED FOR ILLINOIS SPECIFICALLY.

WE DON'T, I DON'T HAVE THE SPECIFIC FIGURE, BUT IT WOULD BE A PERCENTAGE OR A PORTION OF THAT.

UM, AND I'LL HAVE THE CHIEF MAYBE GET, COME UP AND TALK, BUT IT'S A LEGISLATION CALLED SAFETY LEGISLATION.

AND SO WE JUST FEEL THAT THERE'S A LOT OF OPPORTUNITY TO TARGET ILLINOIS SPECIFICALLY AND ATTRACT APPLICANTS.

UM, AND OBVIOUSLY, UH, I REPORTED OUT IN NOVEMBER SOME OF OUR UPDATED, UM, EFFORTS IN, IN RECRUITING.

UH, BUT THE REALITY IS THAT, UM, WE NEED TO DO MORE THAN WE'RE DOING PRESENTLY.

WE KNOW THAT, THAT IN THE VALLEY TODAY, THERE ARE ROUGHLY 1000 POLICE OFFICER VACANCIES IN THE VALLEY.

SO WE ARE COMPETING WITH EVERY OTHER AGENCY IN THE VALLEY.

AND, UM, THAT POOL, THE POOL OF TALENTED AND QUALIFIED PEOPLE THAT ARE STILL WILLING TO BE POLICE OFFICERS HAS BEEN DEPLETED.

SO WE NEED TO, UH, SET OUR SITES OUTSIDE OF ARIZONA IF WE'RE GONNA FILL OUR RANKS.

SO OUR TARGET NOW IS, UM, THE, THE, THE, UM, THE MIDWEST, THE NORTHEAST.

SO, UH, THE FIRST REQUEST IS TO EXPAND THE SIZE LIMITATION FOR MEDICAL MARIJUANA FACILITY WHERE IT'S SOLD, UH, FROM CURRENTLY 2,500 SQUARE FEET TO A MAXIMUM OF 5,000 SQUARE FEET, UH, TO EXPAND THE SIZE LIMITATION FOR A CULTIVATION SITE, AGAIN, WHERE THAT'S GROWN FROM 3000 SQUARE FEET TO 5,000 SQUARE FEET.

THERE SHOULD BE NO INCREASE IN FACIL ONE INCREASE OF A DIS, UH, POTENTIALLY OF A DISPENSARY.

BUT THIS WILL NOT CHANGE.

THERE WILL NOT BE A BIG PROLIFERATION OF, UH, DISPENSARIES OR MARIJUANA USES BECAUSE WE ARE NOT PROPOSING THAT WE CHANGE THE SEPARATION BETWEEN PROTECTED USES.

UM, AS YOU CAN SEE, YOU HAVE A LOT OF PROTECTED USES.

AND THEN ON A JANUARY 28TH, 2015, I PRESENTED THE COUNCIL THE MASTER PLAN AND WE IDENTIFIED 12, UH, UH, SIGNIFICANT PROJECTS THAT WE WANTED TO UNDERTAKE.

UH, OVER THE COURSE OF THE NEXT FEW YEARS, THAT INCLUDED CONSTRUCTION OF A TRAINING CENTER, UH, BUILDING A CRIME LAB, UH, REDOING OUR RECORDS AND LOBBY, UM, MOVING OUR SWAT TEAM OUT FROM A OLD FACILITY TO REPURPOSE, UM, FIRE STATION, UM, AND A NUMBER OF OTHER PROJECTS.

SO TODAY I AM CERTAINLY, UH, GRATEFUL AND PROUD THAT THE REPORT BACK THAT WE COMPLETED THE MAJORITY OF THOSE BUILDOUTS, BUT ALSO INCLUDED IN THAT FACILITY'S MASTER PLAN, WAS THE RENOVATION OF THE DOWNTOWN STATION, UH, BEHIND US.

SO, UM, THAT WAS NOT YET COMPLETED, UH, BUT THAT WAS PART OF THE, UH, CITIZENS APPROVED BOND THAT WAS, UH, OUR CITIZENS APPROVED ON NOVEMBER 2ND, BACK IN 2021, IN ADDITION TO THE CRIME LAB.

SO THAT THE FIRST STEP OF THAT RENOVATION OF THE BUILDING IS TO UTILIZE THE SPACE THAT WAS VACATED BY THE FIRING RANGE THAT WAS LOCATED AT THE STATION.

THAT RANGE, OBVIOUSLY IS NOW, IS NOW AT THE NEW, AT THE NEW, UH, FACILITY.

SO THE FIRST STEP IN THE RENOVATION OF THE OLD DOWNTOWN, OF THE DOWNTOWN STATION, WHICH WAS BUILT IN 1998, THE DAY WE MOVED IN, UH, THE BUILDING WAS AT CAPACITY.

SO THIS HAS BEEN A LONG STANDING ISSUE OF SPACE FOR THE POLICE DEPARTMENT.

SO THIS IS COVETED SPACE WILL GIVE US ABOUT 45 OR ABOUT 70,000, 7,000 SQUARE FOOT OF SPACE THAT WE'LL BE ABLE TO UTILIZE PRIMARILY FOR NEW OFFICES.
