SMALL PETS AND CHILDREN ARE PREDATORS SUCH AS COYOTES, HAWKS, UH, RODENTS AND, UH, RACCOONS THAT COULD RE, THAT COULD ROAM AND IMPACT 284,000 RESIDENTS OF THE CITY OF CHANDLER. ITEM THREE, WHEREAS IN ACCORDANCE WITH THE ARIZONA REVISED STATUTE ANNOTATED TITLE 13 CRIMINAL CODE REGARDING ACCESSIBILITY OF MEDICAL CARE FOR ANIMALS, THESE ARE NOT CURRENTLY, UH, ADDRESSED BY THE, UH, UH, PROPOSED ORDINANCE. WHEREAS ITEM NUMBER FOUR, IT SHOULD BE FURTHER NOTED THAT INDOCUMENTED THAT IN THE, THAT INHERENT IN THIS, UH, ORDINANCE IS AN ELEMENT OF DISCRIMINATION WHERE THE MIDDLE AND LOW INCOME COMMUNITIES OF CHANDLER, UH, MAKE UP 30% OF THE TRADITIONAL NEIGHBORHOODS OF CHANDLER WILL BEAR THE MAJORITY OF THE BURDEN AND IMPACT OF THE ABOVE STATED ISSUES COMPARED WITH THE 70%, WHICH ARE HOA COMMUNITIES IN CHANDLER THAT HAVE LIMITED IMPACT BECAUSE OF THEIR CCNRS IN THEIR HOAS. NOW THEREFORE, SINCE THIS PROPOSED ORDINANCE 50 35 HAS NEVER BEEN RATIFIED BY, UH, CHANDLER VOTERS, UH, IT IS RESOLVED BY THE RESIDENTS OF THE CITY OF CHANDLER, NUMBER ONE, AS VOTING RESIDENTS. WE OPPOSE THE PROPOSED ORDINANCE, UH, DUE TO ITS UNPROVEN COMPATIBILITY WITH AND THE LACK OF, UH, REPRESENTATION OF THE INTERESTS, WISHES, AND DESIRES OF THE MAJORITY OF THE CHANDLER RESIDENTS AND VOTERS. I LISTENED TO MARK STEWART SPEAK TO THE MEDIA AND SAY THAT THIS WAS BROUGHT FORTH BY OUR CITIZENS, AND YET WHEN WE FOER THE INFORMATION, IT WAS A COUNCIL INITIATIVE, NOT CITIZEN. THE FACT THAT OUR MAYOR AND COUNCIL FOLLOW OTHER CITIES INSTEAD OF DOING WHAT'S BEST FOR OUR RESIDENTS, INSTEAD OF LETTING CHANDLER STAND ALONE AS THE GREAT CITY IT HAS ALWAYS BEEN IS A SHAME. THE FACT THAT YOU HAVE NOT LISTENED TO THE INPUT THAT HAS BEEN BROUGHT IN SCIENTIFIC RESIDENT, UH, CONCERNS AND HEALTH CONCERNS. THE FACT THAT YOU HAVEN'T LISTENED TO ANY OF THAT BECAUSE YOU JUST ARE DETERMINED TO PUT THIS INITIATIVE THROUGH IS SHAMEFUL. AND I HOPE THAT GOING FORWARD, THERE WILL BE LESSONS LEARNED FROM THIS. THIS MASTER PLAN WAS VOTED AND PROVED BY MORE THAN 85% OF THE CITIZENS OF CHANDLER, WHICH IS AN OVERWHELMING MAJORITY. WE ASKED NOTHING MORE THAN YOU UPHOLD THE CHANDLER MASTER PAN AND NOT REZONE THE LANDINGS AT AAT TO BE RESIDENTIAL TO ALLOW HIGH DENSITY HOUSING. THE CLOSEST INTERSECTION TO THE PROPOSED DEVELOPMENT OF THE LANDING S IS THE INTERSECTION OF AAT AND ARIZONA AVE, WHICH IS ALSO KNOWN AS STATE HIGHWAY 87. THIS IN INTERSECTION IS FACTUALLY THE NUMBER ONE WORST INTERSECTION FOR ACCIDENTS IN ALL OF CHANDLER. WITH THE ACCIDENTS BEING CLOSE TO DOUBLE THE NEXT WORST INTERSECTION, IT IS ALSO ADJACENT TO HAMILTON HIGH SCHOOL WITH ALMOST 4,000 TEENAGE STUDENTS AND POTENTIALLY TEEN DRIVERS. I WOULD LIKE TO CALL YOUR ATTENTION TO THE TRAFFIC STUDY DONE BY THE DEVELOP DEVELOPER DOMINIUM. THE TRAFFIC REPORT REFLECTED POORLY ON ADDING MORE VOLUME TO THIS ALREADY TAXED AREA, WHICH CANNOT HANDLE THE MORE THAN 500 NEW HOMES IN APPROXIMATELY 2000 RESIDENTS IN NEED OF TRANSPORTATION, WHICH WOULD OCCUR SHOULD THE LANDINGS ENOUGH TO GO THROUGH. UH, IN A CITY OF 280,000, SOME PEOPLE, LESS THAN HALF OF 1% OF THE HOUSING STOCK IS AFFORDABLE AND HAS BEEN DEVELOPED. AND ONE OF THOSE HAS BEEN DEVELOPED IN THE LAST 21 YEARS. IT'S BEEN 21 YEARS SINCE ONE HAS BEEN DEVELOPED IN THE CITY OF CHANDLER. UM, AND MORE OF HALF OF THOSE UNITS THAT ARE HERE ARE SLATED TO EXPIRE AND GO TO MARKET IN A FEW SHORT YEARS. THIS IS A CRISIS. UH, OUR PROPOSED SOLUTION IS TO BUILD REALLY HIGH QUALITY HOUSING WITH RENT, STARTING AROUND A THOUSAND DOLLARS A MONTH, LESS THAN HALF A MARKET, AND SERVING HOUSEHOLDS THAT MAKE UP TO $70,000. AND WE WILL LOOK AT BUILDING SENIOR LIVING FACILITIES IN THE, IN THE NEAR FUTURE, BUT IT'LL ALSO BE, WE'RE WORKING WITH OTHER PARTNERS WITHIN THE CITY TO ADDRESS THAT MISSING MIDDLE AND BEING ABLE TO ADDRESS THE NEEDS OF OUR TEACHERS AND, AND OTHERS WHO WE CERTAINLY WANT TO SEE LIVE AND WORK IN CHANDLER. SO I WANNA THANK THIS COUNCIL FOR BEING QUITE RESPONSIVE. AND THIS IS A SIMPLE QUESTION OF, OF THIS IS JUST NOT THE LOCATION THAT I PERSONALLY BELIEVE IS APPROPRIATE. AND I WILL CONTINUE TO LOOK FOR WAYS TO MEET THE HOUSING NEED ACROSS OUR COMMUNITY WITH PUBLIC PRIVATE PARTNERSHIPS, WITHIN OUR OWN PUBLIC HOUSING AUTHORITY, WITH OTHER GROUPS THAT WOULD LIKE TO COME IN. UH, WE WELCOME YOU, BUT AGAIN, THIS WAS ONLY WAS EVEN BROUGHT TO THIS LEVEL BECAUSE THIS IS A COUNTY ISLAND BECAUSE IT WOULD NEVER HAVE PASSED THE SNIFF TESTS OF COMING TO THIS COUNCIL FIRST. WE LED THE VALLEY AND SCATTERED SIDE HOUSING. I WAS ON THIS COUNCIL AND WE VOTED TO DO THAT. OKAY, WELL ACTUALLY I WAS ON THE COUNCIL TO TO, TO UH, ACCELERATE THAT DEVELOPMENT. WE WERE ON THIS COUNCIL WHEN WE DID THE SENIOR CENTER. SO WE'VE BEEN THERE AND WE'LL CONTINUE BEING THERE. NOW WE JUST PUT TOGETHER A POLICY THAT TOOK US ON ALMOST WHAT, TWO YEARS, TWO AND A HALF YEARS TO DEVELOP ON AFFORDABLE HOUSING. SO WE RECOGNIZE THAT AND WE WILL CONTINUE WORKING THAT. UM, YOU KNOW, WE HAVE A FACT, UH, THURSDAY NIGHT WE'LL BE WORKING WITH ARM OF SAVE THE FAMILY, WHICH WILL BE AFFORDABLE HOUSING UNIT. WE WORKED WITH HABITAT HUMANITY FOR THE LAST 15 YEARS. WE WORKED WITH NEWTOWN, WHICH HAS SEVERAL DOZENS HOUSES THAT ARE AFFORDABLE. WE UNDERSTAND THE PROBLEM. OKAY. AND I AGREE WITH THE MAYOR, LET US SOLVE OUR PROBLEM, A LOCAL CONTROL ISSUE. WE HAVE THIS FIGHT WITH THE STATE LEGISLATORS AND NOW WE'RE HAVING A FIGHT WITH POTENTIALLY THE COUNTY. THIS IS OUR CITY. WE KNOW HOW TO FIX THIS PROBLEM NOW WHERE WE NEED SOME HELP. LIKE THE INTERFACE GROUP, THE CITIZENS OUT THERE. YES, WE WILL. AND I APPRECIATE THE CITIZEN SPEAKING ON BEHALF OF THE PROJECT. WE JUST DID 157 UNITS AND QUITE FRANKLY, I THINK THE PLAN CALLS FOR ANOTHER UP TO SEVEN TO 800 MORE UNITS IF IT FILLS OUT, UM, CITY MANAGER. IS THAT RIGHT? IT COULD BE CLOSE TO A THOUSAND TOTAL UNITS. DEPENDS HOW WE DO THIS. DEPENDS. COUNCIL. YES. SAY AGAIN? THE WE HAVE NOT GOTTEN THAT FAR YET. DEPENDS ON HOW WE STRUCTURE THE DEVELOPMENT. RIGHT? EXACTLY. SO WE, WE ARE WORKING THIS ISSUE. UH, IT IS A ZONING ISSUE. IT IS A WATER ISSUE. IT'S A MYRIAD OTHER THINGS THAT WE HAVE TO CONSIDER IN THIS COMMUNITY. WE JUST HAD A BRIEFING ABOUT ECONOMIC DEVELOPMENT. THE STATE LEGISLATORS WANT TO INHIBIT OUR RIGHTS TO ECONOMIC DEVELOPMENT. NOW, HOW ARE WE SUPPOSED TO HAVE TOMORROW'S JOBS? IF WE DON'T HAVE TOMORROW'S JOB? WE DON'T HAVE TO WORRY ABOUT AFFORDABLE HOUSING BECAUSE NOBODY WILL LIVE HERE. SO WE, YOU KNOW, WE UNDERSTAND THIS ISSUE. UM, THIS HAS THE, THE, THE, THE, THE, UH, THE, UM, THE CONVERSATION HAS CHANGED FROM AFFORDABLE HOUSING TO MAYBE TO A PERCENTAGE, UH, UH, AT MARKET RATE, YOU KNOW, SECTION EIGHT. AND IT'S CONFUSING TO ME, AND I'VE DONE A LOT OF DUE DILIGENCE ON THIS. SO AGAIN, I'M, I'M SUPPORTING THIS. DOMINION WILL ALWAYS BE A PARTNER BECAUSE WE CAN ALWAYS FIND A SOLUTION TO, TO THE, THE PROBLEM. BUT WHAT WE WANT FROM DOMINION IS TO LOOK AT OUR 14 SITES. WE WANT YOU TO FEEL COMFORTABLE. LOOK AT OUR 14 SITES. CONSIDER THAT AS, AS A PART OF OUR CONVERSATION, BECAUSE HOUSING IS IMPORTANT AND WE KNOW THERE ARE PEOPLE OUT THERE WHO ARE IN NEED, DESPERATE NEED, DESPERATE NEED OF HOUSING. BUT ALSO, I WANT TO REMIND DOMINION AS WELL. WE HAVE A WATER ISSUE. WE ARE, I THINK, TIER TWO WATER CRISIS. THAT SITE ALONE WILL NOT HOLD, WILL NOT PRODUCE THE TYPE OF WATER THAT'S NEEDED.
