AND COUNCIL MEMBER ORLANDO WILL LEAD US IN THE PLEDGE OF ALLEGIANCE.
FATHER, I PRAY TODAY FOR THOSE WHO ARE PRESENT HERE, THAT YOU WOULD GIVE US WISDOM, DISCERNMENT.
I PRAY, FATHER, THAT EVERYTHING THAT IS DONE, THE DECISIONS THAT ARE MADE, WOULD BE MADE WITH WISE PRINCIPLE DECISIONS.
I PRAY THAT THE DECISIONS THAT ARE TO BE PRESENT, I PRAY THAT THE INFORMATION WILL BE GIVEN, THAT IS NEEDED.
I PRAY FOR DISCERNMENT TO CHOOSE WHAT IS RIGHT AND WHAT IS BEST, AND THE STRENGTH TO REMAIN FIRM DESPITE OPPOSITION FROM THOSE DECISIONS, ESPECIALLY FROM THOSE WHO ARE AGAINST TRUTH, RIGHTEOUSNESS, AND JUSTICE.

GOOD EVENING, MAYOR, MEMBERS OF COUNCIL.UH, THIS EVENING I'M GOING TO, UH, TO PROVIDE A BRIEF UPDATE ON POLICE DEPARTMENT STAFFING LEVELS AND TO HIGHLIGHT SOME OF OUR RECENT RECRUITING AND, UM, HIRING INITIATIVES.
SO, FIRST SLIDE IS JUST A, UH, OVERVIEW OF OUR, OUR AUTHORIZED COMPLIMENT OF 362 POLICE OFFICERS.
UH, AND YOU CAN SEE OVER THE LAST COUPLE YEARS, UH, WE'VE HAD A SIGNIFICANT INCREASE IN THE AUTHORIZED COMPLIMENT.
AND OUR NEXT SLIDE IS A SLIDE DEPICTING OUR TOTAL STRENGTH IN THE, IN THE DEPARTMENT.
SO THAT'S BOTH SWORN AND CIVILIAN.
SO WE HAVE A TOTAL AUTHORIZED COMPLIMENT, BOTH SWORN AND CIVILIAN OF 539 POSITIONS.
AND I'D LIKE TO JUST TO GIVE A, UH, JUST TO REVIEW SOME OF THE HIGHLIGHTS OVER THE LAST, UH, COUPLE YEARS.
UM, AS YOU RECALL, BACK IN 2021, WE CONDUCTED A, UH, PATROL STAFFING ANALYSIS LOOKING AT ALL OF OUR DATA, WHICH INDICATED THAT WE HAVE THE PROPER AMOUNT OF OFFICERS ASSIGNED TO PATROL.
THIS ISN'T DEPARTMENT-WIDE, THIS IS OUR FIELD OPERATIONS OFFICERS ASSIGNED TO PATROL.
AND THEN, UH, THE BUDGET YEAR 21, 23 IS WHEN, UH, COUNSEL AUTHORIZED AN ADDITIONAL 10, UH, OFFICERS TO OUR COMPLIMENT, WHICH WILL BE DEDICATED FOR, UM, TO ASSIST DETECTIVES AND TO, AND DEDICATE TOWARDS OUR NEIGHBOR TO RESPONSE UNIT TO ADDRESS THE, UH, DIFFERENT CRIME PATTERNS OUT ON, ON THE STREET.
IN ADDITION TO THAT, UH, COUNSEL AUTHORIZED 15, UH, FULLY FUNDED POSITIONS.
SO THOSE POSITIONS WOULD BE HELP, WOULD BE USED TO HELP AUGMENT PATROL AS WELL.
SO THAT'S 25 ADDITIONAL BODIES, UH, UH, SWORN OFFICERS THAT COUNSEL APPROVED, UH, A YEAR AND A HALF AGO.
IN ADDITION TO THAT, WE ADDED ANOTHER, UH, SRO FOR THE NEW HIGH SCHOOL AND A MENTAL HEALTH AND WELLNESS COORDINATOR, WHICH IS A CIVILIAN POSITION IN THIS PAST JULY.
IF YOU RECALL, UH, WE ADDED TWO MORE SWORN POSITIONS, UH, TO BE USED TO FIELD OUR NEW BEHAVIORAL HEALTH UNIT, THE OTHER, AND THAT'S A FIVE PERSON UNIT, THAT'S A SERGEANT AND FOR OFFICERS.
BUT WE WERE ABLE TO REPURPOSE EXISTING OFFICERS AT A SERGEANT POSITION, AND WE WERE ABLE TO REPLACE THOSE WITH CIVILIANS.
SO WE WERE ABLE TO IDENTIFY FIVE BODIES, BUT ONLY TWO OF THOSE WERE, WERE NEW POSITIONS, TWO NEW SWORN POSITIONS.
ALSO, LAST YEAR WE ADDED, UM, FULL-TIME, WE ADDED OUR POLICE AID, OUR POLICE AIDS, ANOTHER COMMUNICATIONS, UH, SUPERVISOR FOR OUR, OUR PUBLIC SAFETY ANSWERING POINT.
AND THEN WE ADDED A SUPERVISOR, UH, TO OUR, UM, IT UNIT AND ALSO A BUSINESS SYSTEM SUPPORT, UH, PERSON TO OUR IT UNIT.
SO THOSE ARE OUR ADDITIONS LAST FISCAL YEAR.
SO RIGHT NOW, I'D LIKE TO, UH, ADDRESS SOME OF OUR ACTUAL, OUR HIRING.
UH, I ADDRESS THE, UH, STATUS RIGHT NOW, AND THEN I'LL GO AND SEE SOME OF THE INITIATIVES.
SO LAST YEAR IN 2021, WE HIRED 31 SWORN OFFICERS AND 28 CIVILIANS IN TOTAL THROUGHOUT THE CALENDAR YEAR THIS YEAR.
UH, AS OF, UM, LAST WEEK, WE'VE HIRED 22 SWORN OFFICERS AND 33 CIVILIANS.
18 OFFICERS, HOWEVER, HAVE LEFT THE DEPARTMENT OVER THAT SAME TIME PERIOD.
UH, SOME WERE, UH, SOME HAVE RETIRED, SOME HAVE RESIGNED.
AND, UH, WE HAD A COUPLE OF, UH, UH, TRAINING, UH, PROBATIONARY REJECTIONS.
SO OUR CURRENT OFFICER VACANCY AS OF LAST WEEK.
AND, AND WE'VE HAD ONE OFFICER, UH, SINCE THEN THAT THAT'S ALSO RETIRED, UH, FOR MEDICAL REASONS.
SO AS OF TODAY, WE HAVE 31 OFFICER VACANCIES.
SO THAT INCLUDES THE NEW POSITIONS, UM, THAT WERE AUTHORIZED LAST YEAR.
AND THE STATUS RIGHT NOW, WE HAVE A, WE HAVE ONE RECRUIT AND ONE LATERAL IN THE FINAL STAGES THAT WE, UH, UH, ALL INDICATIONS WE'LL BE OFFERING THEM POSITIONS MOST LIKELY THIS WEEK.
AND THEN WE HAVE 18 OTHER RECRUIT APPLICANTS AND LATERALS IN THE PROCESS.
UM, AND IT'S KIND OF EARLY TO, IN THE EARLY STAGES OF THE PROCESS, BUT I DO ANTICIPATE HIRING A NUMBER OF THOSE, ALTHOUGH I CAN'T COMMIT TO HOW MANY AT THIS POINT.
THE OTHER PART TO, UH, WHICH IS IMPORTANT TO REMEMBER, IS THAT WE HAVE A NUMBER OF, UH, OFFICERS IN DROP, AND WE HAVE ABOUT 25% OF THE DEPARTMENT THAT HAVE AT LEAST 20 YEARS OR MORE SERVICE THAT ARE, UH, ELIGIBLE TO RETIRE AT ANY TIME.
SO THESE ARE SOME OF THE INITIATIVES THAT WE BROUGHT FORWARD IN JUST THE PAST, UH, PROBABLY EIGHT 18 MONTHS.
SO WE ADDED, UH, TWO ADDITIONAL, UH, POSITIONS TO OUR HIRING UNIT THAT DO THAT, CONDUCT OUR BACKGROUND INVESTIGATORS INVESTIGATIONS.
PRIOR TO THAT, WE HAD SWORN OFFICERS DOING THAT, SO WE'RE ABLE TO REPURPOSE THOSE TWO POSITIONS.
IN FACT, THOSE ARE THE TWO OF THE POSITIONS THAT ARE GOING TO THE NEWLY, UH, FORMED BEHAVIORAL HEALTH UNIT.

INCENTIVES, UH, OVER THE LAST, UH, 18 MONTHS.AND IF YOU LOOK AT THE LIST, UH, DIFFERENT INCENTIVES FOR LATERALS AND RECRUITS AND DISPATCHERS AND THE TENSION OFFICERS.
BUT OVERALL, SINCE THE, IN INCEPTION OF THAT PROGRAM, WE'VE BEEN ABLE TO, UH, OFFER INCENTIVES OF 53 NEW HIRES, UH, SINCE, UH, UH, SINCE JULY OF 2021.
WE'VE ALSO CREATED A NUMBER OF CHANGES IN OUR PACE STRUCTURE, HOW WE BRING OVER OUR LATERAL OFFICERS, WHERE WE BRING 'EM IN AT CLOSE TO TOP OF THE RANGE, HOW WE'VE REDUCED THE MINIMUM TIME THAT THEY NEED TO BE HERE BEFORE THEY CAN TEST FOR SPECIALTIES OR, OR PROMOTE.
AND THEN WE ALSO OFFERED AN ADDITIONAL $5,000, UM, FOR RELOCATION FEES IF THEY'RE COMING FROM OUTSIDE THE PHOENIX METROPOLITAN AREA.
ANOTHER THING THAT HAPPENED LAST YEAR WAS COUNCIL APPROVED THE MOU WITH OUR ASSOCIATIONS ENSURING THAT THEY ARE IN THIRD POSITION IN THEIR COMPENSATION, UH, SURVEYS.
AND THEN WE SPENT A LOT OF TIME STREAM IDENTIFYING AND STREAMLINING THE ACTUAL HIRING PROCESS.
SO THE NATIONAL TESTING NETWORK IS A PROGRAM THAT WE USE THAT ALLOWS CANDIDATES TO TEST ANYWHERE IN THE COUNTRY, SO THEY DON'T HAVE TO COME HERE ON A PARTICULAR DATE TO TAKE THE WRITTEN TEST.
THEY CAN TAKE THAT AT ANY POINT USING THIS NATIONAL TESTING NETWORK.
CHAN ALSO CHANGED THE VER THE TIMES AND DAYS, AND WE'VE DONE A LOT OF ADJUSTMENTS FOR OUR LATERAL CANDIDATES THAT ARE CURRENTLY SERVING OFFICERS WHERE WE'VE REDUCED OR ELIMINATED THE WRITTEN TESTS AND THE PHYSICAL.
UH, FOR OUR, UM, OUR LATERAL OFFICERS THIS YEAR, WE'VE CONDUCTED FOUR FULL RECRUITMENTS FOR NEW OFFICERS, AND WE'RE ABOUT TO CONDUCT ANOTHER ONE AT THE END OF THIS MONTH.
SO THAT'LL BE FIVE RECRUITMENTS, WHICH IS SIGNIFICANT COMPARED TO JUST A NUMBER OF YEARS AGO WHERE WE ONLY CONDUCTED RECRUITMENTS TWICE A YEAR.
NOW WE'RE DOING IT FIVE TIMES A YEAR.
AND IN ADDITION TO THAT, WE'VE HAD AN OPEN RECRUITMENT FOR OUR LATERAL OFFICERS THROUGHOUT THE YEAR.
WE JUST CLOSED THAT AT THE END OF OCTOBER, CUZ WE'RE KIND OF AT SATURATION.
WE NEED SOME TIME TO CATCH UP, BUT WE WILL OPEN THAT UP AGAIN IN, UH, IN JANUARY AND KEEP IT OPEN, UH, FOR THE REST OF THE YEAR.
WE ADDED A NEW SOFTWARE THAT HELPS US PROCESS OUR, OUR BACKGROUND INVESTIGATIONS AND OUR, AND OUR REFERENCES, UH, A LOT QUICKER.
AND THEN WE'VE DONE A NUMBER OF ENHANCEMENTS, MADE A NUMBER OF ENHANCEMENTS TO OUR, UH, RECRUITMENT WEBSITE, AND WE'VE CONTRACTED WITH ANOTHER FIRM, UM, TO FOCUS IN SPECIFICALLY ON, ON RECRUITING AND, AND SOCIAL MEDIA.
AND AS FAR AS OUR REACH, IN ADDITION TO SOCIAL MEDIA, WE ARE STILL OUT ENGAGED IN THE COMMUNITY.
UM, WE ARE, UM, WE ARE HOLDING RECRUITMENT FAIRS, UH, HIGHLIGHTING AND SHOWCASING CHANDLER AND CHANDLER PD AS AN EMPLOYER OF, OF CHOICE.
UM, WE'VE WORKED WITH DIFFERENT SEARCH ENGINES USING SOCIAL MEDIA TO EXPAND OUR, OUR REACH AND OUR SCOPE.
AND WE ARE RELIANT HEAVILY ON OUR OWN EMPLOYEES WHO TEND TO BE OUR BEST RECRUITERS.
SO THE CITY HAS AN EMPLOYEE REFERRAL PROGRAM.
UH, WE'RE INCENTIVIZED FOLKS TO, UH, UM, IDENTIFY PEOPLE TO COME AND WORK IN OUR, IN OUR DEPARTMENT.
UM, WE ARE OUT THERE IN OUR NEIGHBORHOODS, IN OUR FAITH-BASED COMMUNITIES, OUR HOAS, UM, CAREER DAYS.
UH, WE PARTICIPATE IN ALL OF THOSE EVENTS THROUGHOUT THE YEAR.
AND MOST RECENTLY WE PARTNERED WITH, UH, HR AND CAPA, UM, WITH OUR NEW NATIONAL MARKETING RECRUITING.
AND THAT REALLY, THAT KICKED OFF, UH, LAST WEEK.
WE SPENT A LOT OF TIME WITH OUR, UM, UM, WITH OUR MILITARY FOLKS AS THEY'RE TRANSITIONING OUT OF THE MILITARY, ALL THE BRANCHES TO AGAIN, IDENTIFY CHANDLER AS AN EMPLOYER OF CHOICE.
UH, WE ARE IN OUR SCHOOLS, WE'RE IN OUR COLLEGES.
UH, WE ARE CREATING PIPELINES THROUGH OUR CADET PROGRAM, OUR WILDERNESS ACADEMY.
AND OF COURSE, EVERY JANUARY WE HAVE OUR LARGE, UM, CADET COMPETITION WHERE WE HAVE TEAMS FROM ALL OVER THE ARIZONA, BUT ALSO AROUND THE, THE COUNTRY PROMOTING CHANDLER AS A, UH, EMPLOYER OF CHOICE.
AND WE HAVE INTERNALLY, WE HAVE A RECRUITMENT COMMITTEE, WHICH IS MADE UP OF A VARIETY OF DIFFERENT FOLKS WITHIN THE DEPARTMENT THAT HELP US, UM, THAT AUGMENT OUR RECRUITING TEAM.
SO THEY'RE OUT IN THE COMMUNITY, UM, ENABLING US TO, UH, PARTICIPATE IN ALL THESE, ALL OF THESE DIFFERENT EVENTS.
AND THEN WE SPEND A LOT OF TIME, UM, WITH OUR, UH, TRYING TO IDENTIFY AND, UM, AND SHOWCASE CHANDLER TO OUR UNDERREPRESENTED GROUPS IN THE COMMUNITY.
SO WHETHER IT'S THE NAACP OR OUR, OUR HISPANIC FORUMS OR BARBERSHOP CONVERSATIONS WITH A COP, UH, WE ARE ACTIVELY INVOLVED, ROUTINELY EMBEDDED IN THE COMMUNITY, TRYING TO IDENTIFY CHANDLER AS, UM, THE PLACE TO WORK, BUT ALSO IF YOU WANT TO BE IN POLICING, WHY CHANDLER PD?

SO THOSE ARE JUST SOME OF THE HIGHLIGHTS.UM, BUT I, AS I MENTIONED, UH, JUST A FEW MINUTES AGO, UM, THE REALITY THAT WE FACE RIGHT NOW IS THAT THE NUMBER OF INDIVIDUALS THAT ARE WILLING TO BE POLICE OFFICERS HAS SHRUNK CONSIDERABLY.
AND OF THAT POOL OF PEOPLE, THE NUMBER OF PEOPLE THAT ARE QUALIFIED TO BE POLICE OFFICERS, LET ALONE CHANDLER POLICE OFFICERS, IS EVEN SMALLER.
SO WE ARE IN A CONSTANT STRUGGLE, UM, LOCALLY IN A VERY SATURATED MARKET, WHILE IN A MARKET WHERE EVERY CITY, EVERY POLICE DEPARTMENT IS VYING FOR QUALITY, UH, FOLKS TO JOIN THEIR RANKS.
SO TAKING THIS NOW, THE NEXT STEP AND BRANCHING OUT NATIONALLY, UM, IS VERY IMPORTANT.
AND THIS, THIS, UM, UM, THIS OPPORTUNITY TO WORK WITH A PRIVATE VENDOR TO GET OUR NAME OUT, UM, OUTSIDE THE WALLS OF ARIZONA IS GONNA BE VERY HELPFUL.
BUT IT IS A VERY, VERY COMPETITIVE MARKET.
AND AGAIN, THE POOL IS VERY SMALL, AND FRANKLY, IT IS, IT, IT IS CONCERNING.

UM, AS YOU KNOW, BUDGETS COMING UP.
WE WANNA MAKE SURE THAT YOU HAVE, WE ARE SUPPLYING AND MAKING SURE THAT WE'RE MATCHING WHAT'S THE NEEDS ARE FOR OUR COMMUNITY TO KEEP OUR COMMUNITY SAFE.
UM, BUT WHAT I WANTED YOU TO DO, AND THEN YOU COULD DISCUSS IT LATER OR YOU COULD SEND IT TO US LATER, I WANTED TO KNOW A LITTLE BIT MORE ABOUT THAT NATIONAL STRATEGY IN TERMS OF RECRUITING MORE OFFICERS.
AND THEN MY LAST QUESTION WOULD BE, HAVE WE STARTED, UM, LOOKING AT, I MEAN, WHAT'S OUR RELATIONSHIP WITH, AT THE HIGH SCHOOL LEVEL? MEANING LIKE SENIORS WHO'S TURNING 18, 19, UM, MAYBE THERE MAY NOT GO TO A FOUR YEAR COLLEGE, BUT THEY'RE LOOKING AT DIFFERENT TRADES.
AND HAVE WE LOOKED AT THAT? AND THEN IF SO, HAVE YOU IDENTIFIED SOME SCHOOLS THAT YOU WANNA START WORKING IN PARTNERSHIP? OR IF THAT'S SOMETHING THAT WE NEED TO GO BACK AND HAVE FURTHER CONVERSATION WITH, I WOULD LIKE TO KNOW A LITTLE BIT MORE ABOUT WHAT THAT LEVEL OF INVOLVEMENT WE HAVE.
AND THEN ALSO WHAT IS OUR STRATEGY FOR NATIONAL RECRUITING? SO AS FAR AS OUR RELATIONSHIP WITH THE SCHOOLS, WE HAVE SROS EMBEDDED IN ALL OF OUR HIGH SCHOOLS AND JUNIOR HIGH SCHOOLS.
IN FACT, THEY ARE OUR BEST AMBASSADORS.
THEY'RE MODELING PROFESSIONALISM, UM, AND THE RELATIONS THAT THEY'VE MADE OVER THE YEARS WITH THEIR STUDENTS IS, UH, UH, IS PROFOUND.
AND I KNOW THAT WE'VE, UM, I INTERVIEW EVERYONE BEFORE WE OFFER THEM A, A FINAL JOB OFFER.
AND, UM, JUST IN THE FACT THIS YEAR THERE'S BEEN A NUMBER OF FOLKS THAT HAVE SAT AND WE'VE HAD A, A DISCUSSION AND THEY'VE TOLD ME HOW THEY'VE BEEN INFLUENCED BY THEIR SRO.
SO THE SROS ARE OUR GREATEST RECRUITERS.
SO, UM, I THINK WE ARE DOING WELL AT THE, AT THE HIGH SCHOOL LEVEL.

WE'RE TESTING ABOUT 40,000 TIMES PER WEEK WITH ABOUT A 12.6%, ANYWHERE FROM LOW 12 TO HIGH 12, UH, POSITIVITY RATE.
UH, IF YOU LOOK AT MARICOPA PUBLIC HEALTH AND YOU LOOK AT THE CDC, THEY'RE GONNA CATEGORIZE THE, UH, COMMUNITY SPREAD RATE IN THREE AREAS, LOW, MEDIUM, AND HIGH.

THE STATE IS AT A LOW, THE COUNTY IS AT A LOW, AND THEN I WAS ABLE TO GO INTO EACH OF THE CHANDLER ZIP CODES AND WE'RE A LOW ACROSS THE BOARD.
SO THAT'S CERTAINLY GOOD NEWS.
UH, THIS NEXT SLIDE SHOWS WHAT WE'RE SEEING IN THE HOSPITAL, AND I THINK IT'S IMPORTANT RIGHT NOW THAT WE LOOK AT WHAT THE HOSPITAL IS SEEING.

THE RED LINE INDICATES WHAT THEY'RE SEEING IN THE EMERGENCY ROOM AND THE GRAY LINE IS THE DIRECT A ADMITS THAT THEY'RE SEEING.
IF YOU LOOK AT THESE SPIKES, UH, THESE ARE INDICATIVE OF WHAT WE'VE SEEN OF COVID OVER TIME WITH THOSE THREE LARGE SPIKES.
WHEN I LOOK AT WHERE WE'RE AT TODAY, WE'RE BELOW 5%.
WE'RE ABOUT 2.5% IN THE ER, THEIR ER CENSUS OF WHAT THEY'RE SEEING, THAT'S A, A COVID LIKE ILLNESS.
AND THEN THE GRAY, THE, UH, DIRECT ADMITS WERE MORE LIKE A 2%.
UH, YOU KNOW, WE, WE HAVE THE LOW COMMUNITY SPREAD, BUT EVEN MORE THAN THAT, UH, OUR HOSPITALS ARE NOT BEING OVERWHELMED.
I DID CHECK IN WITH ALL OF OUR HOSPITALS, UH, THEY'RE DOING VERY WELL.
I CHECKED IN WITH SOME OF OUR LOCAL CARE CENTERS.
SO PRETTY MUCH ACROSS THE BOARD, UH, OUR COVID NUMBERS ARE, ARE HOLDING PRETTY GOOD.

SO WE'RE JUST NOT SEEING A LOT OF CASES.
THE CONCERN ALWAYS IS, AND ALWAYS HAS BEEN, IS THAT WE GET THIS MASSIVE FLU BUG ALONG WITH A VARIANT OF COVID ALL HITTING AT THE SAME TIME.
UH, BUT ALL OF THE DATA POINTS THAT WE'RE SEEING, UH, NOT ONLY JUST A Z DHS, BUT PUBLIC HEALTH, UH, WE'RE JUST NOT SEEING THAT RIGHT NOW.

THE LAST TIME THAT WE HAD A, A BIG OUTBREAK WAS IN 2015 WHEN WE HAD ABOUT 50.1 MILLION CASES OVER 23 STATES.
UH, THIS VIRUS THAT WE'RE SEEING RIGHT NOW, UH, IT IS MOVING PRETTY QUICKLY.
UH, IT IS CONSIDERED, UM, A, UH, A VERY CONTAGIOUS VIRUS WITH A VERY HIGH MORTALITY RATE.
THEY ACTUALLY, UH, EVALUATE THE VIRUSES AND PUT 'EM INTO TWO CATEGORIES.
ONE BEING HIGH, WHICH MEANS IT SPREADS AND HAS A HIGH MORTALITY RATE, AND ONE BEING LOW, UH, AND IT SPREADS FAST.
BUT MOST OF THE BIRDS ARE JUST SYMPTOMATIC.
THIS IS A HIGH, UH, THIS IS A, UH, THE DASHBOARD THAT THE CDC UTILIZES.
UH, THEY UPDATE THIS DAILY, UH, AND THEY SHOW US, UH, WHERE THE DATA IS.

NOT ALL OF THESE BIRDS ARE, ARE ACTUALLY POSITIVE FOR, UH, FOR THE H FIVE N ONE, UH, MANY OF THESE BIRDS WERE EXPOSED TO IT.
AND WHEN YOU HAVE A POULTRY FARM AND YOU HAVE ONE OR TWO BIRDS THAT COME UP POSITIVE, THEY WILL COAL THE ENTIRE FARM RIGHT THERE, UH, JUST TO REDUCE THAT EXPOSURE.
THEY DO BELIEVE WE'RE GONNA, UH, SURPASS 2015 NUMBERS, THE 50.1 MILLION, AND THAT'S OVER 44 STATES.
AND THEN FINALLY, UH, HUMANS, UH, WE'VE HAD ONE CASE THIS YEAR THAT WAS IN APRIL, UH, THAT WAS IN COLORADO.
IT WAS A, UH, A PRISONER WHO WAS OUT ON A WORK RELEASE WHO WAS ACTUALLY SENT TO A POULTRY FARM.
UH, HE DID CONTRACT, UH, THE H FIVE N ONE.
HE WAS SICK FOR ABOUT A WEEK AND FULLY RECOVERED.
UH, I DID GO A LITTLE BIT DEEPER.
YOU CAN SEE THAT THEY HAVE THE FULL REPORT LINKS I WENT INTO, INTO THOSE.
UH, WE'VE HAD NO HUMANS IN ARIZONA THAT HAVE, UH, CONTRACTED, UH, H FIVE N ONE.
WE'VE HAD NO POULTRY THAT HAVE CONTRACTED H FIVE N ONE.
AND ACCORDING TO THE CDC WEBSITE, WE'VE HAD FOUR WILD BIRDS THAT HAVE ACTUALLY HAD H FIVE N ONE.
UH, NOW I KNOW THAT THERE HAS BEEN A REPORT, UH, THAT THE ZOO HAD SOME BIRDS THAT CONTRACTED THE BIRD FLU.
AND THERE WAS A REPORT, I BELIEVE THE SECOND WEEK OF OCTOBER THAT THERE WAS 30 BIRDS IN CHANDLER AT ONE OF OUR, UM, COMMUNITIES AROUND THE LAKE THAT HAD CONTRACTED IT.
UM, I DON'T KNOW WHAT THE TESTING PROCESS IS FOR ARIZONA.
I DID PUT A CALL INTO ARIZONA GAME AND FISH, AND I'VE NOT GOTTEN A CALL BACK.
UH, BUT I DID DOUBLE CHECK THESE CDC NUMBERS AGAIN THIS MORNING.
AND IT'S STILL HOLDING THAT FOR, THAT DOESN'T MEAN THAT THOSE BIRDS WEREN'T POSITIVE, IT JUST MEANS THAT IT HAS NOT BEEN REPORTED YET.
WITH THAT, I WILL DO MY BEST TO ANSWER ANY QUESTIONS ABOUT ANY OF THESE SUBJECTS.

NUMBER ONE IS, UM, WHAT IS, WHAT IS THE CURRENT RECOMMENDATION WE'RE GETTING INTO HOLIDAY SEASON? THANKSGIVING IS COMING UP, CHRISTMAS IS COMING UP, AND FAMILIES ARE GETTING READY TO COME FROM OUT OF TOWN.UH, WHAT IS THE LATEST RECOMMENDATIONS FOR US TO, UH, IN TERMS OF FLU? WHAT SH WHAT ARE SOME OF THE THINGS WE SHOULD BE LOOKING AT IF YOU'RE CONCERNED ABOUT COVID? WHAT ARE SOME OF THE PROTECTIVE THINGS WE SHOULD BE DOING NOW AS WE GET READY FOR THE HOLIDAY SEASON TO HIT US, UH, THROUGH THE MAYOR CUSTOMER HARRIS? SO OBVIOUSLY THE, THE SAME THINGS APPLY OF, OF WASHING YOUR HANDS.
UH, TRY NOT, TRY NOT TO TOUCH YOUR, YOUR, YOUR, UH, YOUR MOUTH, YOUR NOSE.
UM, AND YOU KNOW, THE VACCINES, UH, FOR BOTH COVID AND THE FLU ARE RELATIVELY EFFECTIVE.
I CAN TELL YOU THAT JUST LAST WEEK WE SAW AN INCREASE.
SO I THINK WITH, UH, US BEING IN FALL AND WINTER COMING, MORE AND MORE PEOPLE ARE GETTING VACCINATED.
UM, AND SO THAT'S ALWAYS SOMETHING THAT WE WOULD, WE WOULD SUGGEST ON THE FLU ITSELF, THEY HAVE FLU VACCINES AS WELL.
UH, RIGHT NOW WE'RE SEEING 70% OF THE FLU AS TYPE A, 30% AS TYPE B.
WE KNOW THAT THE VACCINES, UH, WILL PREVENT THE FLU ABOUT 60% OF THE TIME.
AND IF YOU ARE VACCINATING AND YOU GET IT, IT SHOULD REDUCE, UH, THE SEVERITY OF YOUR ILLNESS ABOUT BY ABOUT 30%.
SO IT'S THE SAME THINGS THAT WE'VE BEEN TALKING ABOUT FOR THE LAST THREE YEARS, IS REALLY JUST, YOU KNOW, WASHING YOUR HANDS.
UH, AND IF, CERTAINLY IF YOU HAVE SOME UNDERLYING HEALTH CONDITIONS, UH, WHERE, YOU KNOW, MAYBE THE, THE C OR THE FLU COULD BE DANGEROUS AS TO GET VACCINATED.
UM, BACK TO YOU, THE, THE POULTRY, THERE WAS A VERY LARGE NUMBER, AND I JUST WANNA MAKE SURE I UNDERSTOOD.
IF, SO, IF THERE IS, UH, A FARM OR A COMMERCIAL OUTFIT WITH, UM, A LARGE QUANTITY OF BIRDS, I, I DON'T KNOW CHICKEN FARMS ENOUGH TO KNOW WHAT A LARGE QUANTITY IS.
UH, IF ONE IS JUST SO THAT NUMBER REFLECTS, UH, IF, IF THERE IS IN THEIR FARM, UH, A COUPLE CHICKENS ARE, ARE DETECTED THAT THEY CAN, THEY HAVE TO TAKE CARE OF THE ENTIRE HERD.
AND THAT NUMBER REFLECTS A LARGE QUANTITY THAT, CUZ OBVIOUSLY IT'S NOT EXPEDITIOUS TO TEST EVERY BIRDS, BUT THAT'S PART OF THAT LARGE POSITIVE IS IF IT'S FARM.
DID I HEAR YOU SAY THAT OR AM I MISUNDERSTANDING? NO, MAYOR.
AND SO YOU HAVE THOUSANDS OF BIRDS IN THIS FARM.
THEY TREAT IT ALMOST LIKE YOU SEE AN INTEL AS A CLEAN ROOM.
ANYBODY COMING IN HAS TO PUT PPE ON BECAUSE YOU'RE GONNA BRING THE VIRUS IN, RIGHT? YOU'RE NOT GONNA GET IT FROM INSIDE.
UH, BUT IF A BIRD IS SHOWING SIGNS AND SYMPTOMS WITHIN THE FARM, UH, AND THEY HAVE IT TESTED, THEY HAVE RAPID TESTING ACROSS THE COUNTRY AND IT COMES UP POSITIVE, THEN YES, THAT'S HOW THEY STOP THE EXPOSURES.
THEY CALL THE ENTIRE, THE ENTIRE SECTION OF THAT FARM.
AND THAT'S HOW YOU COME UP WITH THAT VERY LARGE NUMBER.
IS IT, UM, MAYBE ONE OR TWO WAS DETECTED BY A THOUSAND OR PART OF THAT NUMBER.
AND JUST ALSO RELATED, I THINK WE'RE ALL SURPRISED TO HEAR ABOUT THE MIGRATORY GEESE, UH, NOT TOO FAR FROM HERE.
AND THAT THAT'S A, IS THAT A NATURAL THING THAT YOU, THAT JUST HAPPENS AS, UH, THEY THEY PICK IT UP, THEY'RE HERE, THEY CONTINUE, BUT THEY, THESE ONES SUCCUMBED HERE.
THERE'S, THERE'S NO SOURCING WORK DONE ON THAT IS THERE ON WILD MAYOR.
I'M NOT SURE, UH, HOW, UH, HOW THEY, UH, WOULD GET THAT.
I KNOW THAT, THAT THEY DO CARRY IT.
UH, AND ESPECIALLY THAT CANADIAN, UH, WILD GOOSE WILL HAVE IT.
UM, BUT AS FAR AS YOU KNOW, DID THEY, DID THEY PICK UP THE VIRUS? I KNOW THAT THEY CAN CARRY IT FOR A LONG TIME.
UM, AND MAYBE THEY'RE NOT, THEY'RE NOT SYMPTOMATIC, BUT THEY'RE SHEDDING IT CUZ IT SHEDS THROUGH THE MUCUS OR DROPPINGS.
