YES, GOOD EVENING, MAYOR COUNSEL, I'D LIKE TO INTRODUCE A NEW STAFF MEMBER, MICELLA LI, UH, BEGAN WORKING WITH THE CITY'S PLANNING DIVISION ABOUT SIX MONTHS AGO, AND SHE WILL BE PRESENTING THIS ITEM. WELCOME, MICA. THANK YOU. GOOD EVENING, MAYOR IN CITY COUNCIL. THIS IS AN ANNEXATION FOR ANX 22 0 0 3. THE SUBJECT PROPERTY IS LOCATED AT THE NORTH OF NORTHEAST CORNER OF QUEEN CREEK ROAD IN UNION PACIFIC RAILROAD. [00:05:02] THE SURROUNDING LAND USES ARE AGRICULTURAL TO THE NORTH, A CHURCH TO THE SOUTH, A BUSINESS PARK TO THE EAST RAILROAD, THEN MULTIFAMILY TO THE WEST. THE SUBJECT PROPERTY IS APPROXIMATELY 13.4 ACRES. IT HAS A COUNTY DESIGNATION OF R U 43, AND UPON ANNEXATION, IT WILL BE INITIALLY ZONED AG ONE WITHIN THE CITY. IT HAS A GENERAL PLAN DESIGNATION OF EMPLOYMENT. IT'S CURRENTLY UNDERGOING A REZONING AND PDP REVIEW BY STAFF AND WILL SHORTLY BE FORTHCOMING FOR COUNCIL REVIEW. THERE ARE UTILITY SERVICES AVAILABLE ON RYAN ROAD, AND THIS REQUEST HAS BEEN CIRCULATED THROUGHOUT CITY DIVISIONS, AND THERE HAVE BEEN NO NEGATIVE RESPONSES OR COMMENTS. THIS ENDS STAFF'S PRESENTATION AND IS NOW OPEN FOR QUESTIONS. COUNSEL, IS THERE ANY QUESTIONS FOR STAFF RELATED TO THIS COUNCIL MEMBER? ORLANDO? YEAH. UM, OKAY. WELCOME TO THE CITY. THANK YOU. UM, SO THE MORE, A LITTLE MORE DETAIL, WHAT KIND OF, UH, EMPLOYMENT COURT? THIS IS GONNA BE A BUSINESS PARK. IT'D BE A MIXED, MIXED PART. WHAT, WHAT'S, WHAT EXACTLY? REVISIONING HERE, THE USES ARE GONNA BE INNOVATIVE AND INDUSTRIAL. THIS IS ACTUALLY PART OF A LARGER DEVELOPMENT THAT IS A TOTAL OF 124 ACRES, AND THE REST OF IT WILL BE FORTHCOMING. THE REZONING AND THE PDP WILL BE, REZONE WILL BE FORTHCOMING AT A LATER DATE. SO GO BACK TO THAT MAP. BUT I HEAR YOU, THIS IS THAT WHOLE DEVELOP, THIS IS JUST BEING ADDED TO THE EXISTING PIECE THAT'S THERE. THAT IS CORRECT. OKAY, GOT IT. AND, OKAY, SO, UM, OKAY. SO CAN, WHEN YOU GET A CHANCE, UM, LIKE TO HAVE A LITTLE MORE DETAIL, WHAT'S REALLY HAPPENING NOW? I KNOW IT'S IN THE PLANNING PROCESS RIGHT NOW, BUT JUST A SUMMARY OF WHAT, WHAT WE'RE ENVISIONING IN THAT AREA. OKAY. OKAY. YES. THANK YOU. YOU'RE WELCOME. THANK YOU, MAYOR. ANY ADDITIONAL QUESTIONS FOR STAFF RELATED TO THE PUBLIC HEARING? HEARING NONE. IS THERE ANY DISCUSSION FROM THE AUDIENCE RELATED TO THIS ITEM ON OUR PUBLIC HEARING? HEARING NONE, I'D LIKE TO CLOSE OUR PUBLIC HEARING. THANK YOU. AND ONCE AGAIN, WELCOME TO TEAM CHANDLER. THANK YOU. [56. Formal Adoption of the Chandler Non-Discrimination Ordinance, as Requested by Councilmember Harris Council Focus Area(s):] NEXT ON OUR AGENDA IS ITEM NUMBER 56, AND I DID RECEIVE A COUPLE SPEAKER CARDS ON THIS, BUT BECAUSE OF THE, UH, THE DIRECTION WE'RE GOING TO GO TONIGHT IN TERMS OF CONTINUING THIS TO A FUTURE, WE'RE GOING TO GIVE YOU THE OPPORTUNITY AT A FUTURE COUNCIL MEETING WHEN WE ACTUALLY DELIBERATE THIS. AND, AND THIS HAS A CHANCE TO ACTUALLY GET OUT INTO THE COMMUNITY AT THAT POINT. IT WOULD BE MORE APPROPRIATE TO SPEAK. SO, UH, WE WILL BE DEFERRING, UH, I ONLY HAVE A FEW, BUT A, UH, SPEAKER CARDS AT THAT POINT UNTIL WE ACTUALLY, UM, HAVE THIS UNDER DISCUSSION AND DELIBERATION BY COUNCIL. SO ITEM NUMBER 56, COUNCIL MEMBER HARRIS. YEAH. THANK YOU. YES, THANK YOU MAYOR. AND THANK YOU TO EVERYONE THAT CAME OUT FOR THIS PARTICULAR ITEM. UH, AS YOU GUYS KNOW THAT THIS HAS BEEN SOMETHING THAT WE AS A COMMUNITY HAVE WORKED ON, UH, THIS WEEK. UH, COUNCIL, MANY OF YOU GUYS MAY HAVE RECEIVED PACKETS, UM, SHOWING WHAT THE DRAFTS WOULD HAVE BEEN AND SHOWING, UH, MANY OF THE PRESENTATION. UH, COUNCIL JUST RECEIVED THIS, UH, THESE DRAFTS THIS WEEK. SO IT, IT WASN'T ENOUGH TIME FOR THEM TO REALLY GO INTO A DEEP DISCUSSION ABOUT WHAT IT ACTUALLY SHOULD BE, WHAT THEIR IDEALS CAN BE IN THIS DRAFT. AND ALSO, WE HAVE A COUNCIL MEMBER OUT AT THIS TIME, AND IT'S IMPORTANT FOR THEM TO WEIGH IN ON THE CONVERSATION TOO. SO, IN RESPECT TO MY COLLEAGUES, IN RESPECT TO THE FACT THAT THEY JUST GOT IT THIS WEEK, UM, I AM I MOVE TO CONTINUE. ITEM NUMBER 56, FORMAL ADOPTION OF THE CHANDLER NONDISCRIMINATION ORDINANCE TO NOVEMBER THE 10TH, 2022. YOU HAVE A MOTION. I STUCK THAT MOTION. WE HAVE A SECOND BY COUNCIL MEMBER ELLIS. ALL RIGHT. AND, UM, I, THIS COUNCIL FULLY INTENDS TO, UM, BRING THIS FORWARD AND TO A VOTE FROM HERE. AND, BUT ACTUALLY THIS WEEK WAS YESTERDAY AND I, I CERTAINLY DIDN'T HAVE ENOUGH TIME AND NEITHER ANY OF US TO BE ABLE TO LOOK AT THIS AND, UH, MOVE, BUT I LOOK FORWARD TO IT AND I LOOK FORWARD TO HAVING A ROBUST AND AWESOME CONVERSATION WITH MY FELLOW COUNCIL MEMBERS. ANY OTHER COMMENTS BEFORE WE VOTE ON THIS? YES, MAYOR. I WOULD LIKE TO MEMBER ELSE. THANK YOU MAYOR . I WOULD LIKE TO COMMEND THOSE WHO HAVE COME, UH, BECAUSE OF THIS PARTICULAR ITEM. UM, TONIGHT, I WILL [00:10:01] EMPLOY YOU TO CONTINUE TO GET INVOLVED NOT ONLY WHEN IT'S TIME FOR SUCH A, A THING TO COME AND, UH, ADD YOUR VOICE, BUT TO STAY ENGAGED IN THE COMMUNITY, UM, TO SEE THINGS. WE HAVE AN HRC, UH, COMMUNITY THAT IS TOGETHER, THAT IS LOOKING FOR VOLUNTEERS. YOU'RE LOOKING FOR PEOPLE CONTINUALLY TO BE PART OF WHAT'S HAPPENING HERE IN THIS CITY. AND SO, AGAIN, I'M SO GLAD YOU ARE HERE TONIGHT, BUT IT'S NOT ONLY TONIGHT THAT YOU NEED TO BE HERE. WE NEED YOU TO BE HERE CONSTANTLY TO CONTINUE TO GUIDE AND TO CONTINUE TO HELP AND UPHOLD, UH, THE FUTURE OF CHANDLER. THANK YOU. THANK YOU, MAYOR. ALL RIGHT, COUNSEL, PLEASE VOTE ON THE CONTINUING THIS ITEM TO NOVEMBER 10TH. MOTION CARRIES UNANIMOUSLY. ALL RIGHT, THANK YOU. UH, COUNSEL, [12. Unscheduled Public Appearances] NEXT ON OUR AGENDA ARE SOME UNSCHEDULED PUBLIC APPEARANCES, AND, UH, I'VE GOT A FEW GENERAL, AND THEN I WOULD LIKE TO, UM, I'VE GOT THREE IN GENERAL, THEN I HAVE SEVERAL RELATED TO THE LANDINGS PROJECT, AND I WOULD LIKE TO ADDRESS THAT AT THE END WITH SOME COMMENTS AND SEE IF WE CAN, UH, CONCISE THAT PROCESS. BUT FIRST, I'VE GOT A SPEAKER CARD RELATED TO THE, I'M JUST TAKING THESE IN THE ORDER THAT THEY WERE HANDED TO ME RELATED TO THE CHANDLER AIRPORT, UH, BY RICHARD MASON. SO RICHARD, IF YOU WOULD LIKE TO SPEAK, PLEASE COME UP TO THE, THE PODIUM, ANYTHING THAT IS UNSCHEDULED. UH, BECAUSE OF OPEN MEETING LAWS, WE ARE NOT OPEN TO HAVE A CONVERSATION WITH YOU, BUT IF THERE ARE ACTIONS THAT COUNCIL WOULD LIKE TO ADDRESS, STAFF TO LOOK AT THESE, WE CERTAINLY CAN, BUT WE WILL NOT BE ENGAGING WITH YOU OR ANSWERING ANY QUESTIONS THAT YOU MIGHT HAVE TO US. UM, YEAH, I'M WELCOME. YOU'RE WELCOME TO ASK ME ANY QUESTIONS ABOUT AS WELL. WE CANNOT DO THAT, SIR. OKAY. YOU'LL HAVE THREE MINUTES TO SPEAK. THE LIGHT WILL BE GREEN AT WHEN IT'S YELLOW. YOU'LL 30 SECONDS. WHEN IT'S RED, PLEASE WRAP UP. UH, STATE YOUR NAME AND ADDRESS PLEASE FOR US. UH, MY NAME IS RICHARD MASON. I AM A RESIDENT OF CHANDLER AT 517 EAST MEAD PLACE. UM, FIRST BEFORE I GO INTO THE AIRPORT, I WANT TO THANK THE, UH, COUNCIL PEOPLE WHO CAME OUT TO THE BASKETBALL COURT IN PINE LAKES LAST WEEK TO LISTEN TO THE RESIDENTS ABOUT THE LANDINGS. THAT WAS VERY NICE TO FIGHT OFF THE BUGS AND LISTEN TO US. WE APPRECIATE THAT. THANK YOU SO MUCH. OKAY. YOU UP MY TOP AUDIENCE. I'M GONNA ALSO PLEASE ASK YOU TO LET HER SPEAKER SPEAK AND NOT TRY TO ENGAGE WITH US, PLEASE. OKAY. UM, SO I'M, I'D LIKE TO BRING TO THE ATTENTION THE, TO THE COUNCIL THE ONGOING AIRPLANE PARKING PROBLEM AT CHANDLER AIRPORT. UM, THERE HAS BEEN AN DECADE LONG WAIT FOR CERTAIN THINGS LIKE HANGERS AS WELL AS, UM, TIE DOWN PARKING. I PUT MY NAME ON A LIST IN JANUARY TO GET A SPOT ON THE RAMP AND WAS TOLD, EXPECT THREE OR FOUR MONTHS OR 11 MONTHS INTO IT NOW, AND I'M STILL NUMBER 29 ON THE LIST. UM, THERE'S NOT A PARKING PROBLEM AS MUCH AS A MISMANAGEMENT OF THE PARKING PROBLEM. THERE'S EMPTY SPACES, AND I HAVE ACCESS TO LIKE HIGH RESOLUTION SATELLITE, AND I GO BACK MONTH BY MONTH. THERE'S SPOTS THERE THAT I HAVEN'T SEEN A PLANE IN IN YEARS, BUT YET THAT SPOT IS FOR SOMEBODY WHO'S MAKING THEIR PAYMENT EVERY MONTH, WHETHER THEY USE IT OR NOT. THERE ARE PEOPLE WHO LIVE OUT OF STATE AND MAYBE COME FOR A COUPLE OF MONTHS IN THE SUMMER OR IN THE, IN THE WINTER, AND THEY GET A SPOT ALL YEAR LONG. SO WHAT I'M ASKING THE COUNCIL TO CONSIDER, BECAUSE THIS HAS TO BE SOMETHING THAT'S DONE BY THE COUNCIL CHANDLER RESIDENTS AND THEIR PROPERTY TAXES PAY FOR THE INFRASTRUCTURE. AT THE VERY LEAST, CHANDLER RESIDENTS SHOULD GET SOME SORT OF PRIORITY FOR PARKING SPACES AND HANGER SPACES OVER SOMEBODY WHO LIVES IN NEBRASKA AND COMES HERE TWICE A YEAR AND USES IT FOR A MONTH. UM, UH, ALSO THERE ARE A NUMBER OF PLANES THAT HAVE BEEN THERE FOR YEARS AND HAVE NOT MOVED. AND I KNOW CHANDLER'S TRYING TO MAKE THIS THE PREMIER AIRPORT FOR THE SOUTHEAST VALLEY, AND I APPLAUD THAT, BUT WHO WANTS TO FLY THEIR CORPORATE JET IN AND SEE THIS PLANE? UH, IT LOOKS LIKE A JUNKYARD. AND I ONLY TOOK PICTURES OF ABOUT MAYBE A, A HALF A DOZEN PLANES THAT ARE IN MULTIPLE STATES OF DISREPAIR THAT HAVE SAT THERE FOR YEARS AND NOTHING IS HAPPENING WITH THOSE. PART OF THE PROBLEM IS THE CITY, UH, THE, I SPOKE TO THE, UM, UH, OPERATIONS MANAGER THERE. HE'S, HIS HANDS ARE TIED. IF SOMEBODY PAYS THEIR RENT AND THEY DON'T BREAK THE RULES, HE CANNOT EVICT THEM. EVEN IF THEY DON'T GO IN THAT SPOT FOR TWO YEARS, THEY PAY THEIR RENT CAN EVICT THEM. THERE [00:15:01] NEEDS TO BE SOMETHING WHERE THE CITY COUNCIL SETS A RULE WHERE, UM, YOU HA MAYBE CHANNEL RESIDENTS GET A, A BUMP TO THE FRONT LINE. AND ALSO, UH, IF PLANES ARE IN STATES OF DISREPAIR, MAYBE THERE HAS TO BE A CERTAIN AMOUNT OF TIME THOSE NEED TO BE REMOVED. THANK, AND IF YOU WANT THESE PICTURES, I'M HAPPY TO PROVIDE THEM. THERE ARE, ARE PROBABLY, THANK YOU, SIR. 50 SPOTS THAT ARE, ARE NOT BEING USED REGULAR. THANK YOU. CITY MANAGER. I WOULDN'T ASK THAT. UM, YOU KNOW, I I, TO ME THERE SEEMS MERIT HERE IN TERMS OF PREFERENCE AND, BUT I, I DON'T KNOW WHAT THAT LOOKS LIKE. AND WE CERTAINLY HAVE, HAVE OTHER THINGS WE HAVE TO HONOR IN TERMS OF FA BUT IF YOU COULD, UM, PURSUE THIS WITH OUR AIRPORT, THAT WOULD, WE WOULD LOVE TO HEAR BACK. WE'LL DEFINITELY GET YOU A FULL REPORT. MAYOR AND COUNSEL MAYOR, REAL COUNCIL MEMBER ORLANDO. YEAH, JUST TO PIGGYBACK ON THAT, UM, THE, IT'S A VALID POINT. I'VE BEEN OUT THERE MANY TIMES IN REGARDS TO AIRPLANES THAT SHOULD NOT BE THERE. WE HAVE, YOU KNOW, UH, RULES AGAINST PROPERTIES MAINTAINING SOMETHING SHOULD BE DONE TO AS, AS WELL FOR THIS TO MAINTAIN THEIR PROPERTY OUT THERE. UH, HE, HE'S ABSOLUTELY RIGHT. UH, YOU PROBABLY COULDN'T START THOSE AIRPLANES IF YOU WANTED TO, SO YEAH, MAYBE THERE'S SOMETHING WE CAN DO FOR MAINTENANCE OR PROPERTY, UH, TO MAINTAIN PROPERTY. IT'S NOT USABLE. OKAY. WE CAN DEFINITELY EVALUATE SOME OPTIONS AND BRING THOSE BACK TO YOU MAYOR, COUNSEL. OKAY, THANK YOU. OUR NEXT SPEAKER CARD IS, UM, BY SOMEONE FAMILIAR TO EACH OF US, VICTOR HARDY, SPEAKING ON CHANDLER MEN OF ACTION, UM, PASTOR HARDY. AND AGAIN, THE, THE SAME ADMONITION IS WE CAN LISTEN TO YOU, WE CANNOT ENGAGE IN DISCUSSION THAT YOU HAVE THREE MINUTES. STATE YOUR NAME AND ADDRESS FOR THE RECORD, SIR. PASTOR VICTOR HARDY, 2220 EAST BRUCE DRIVE. I AM THE OFFICIATING PASTOR OF THE CONGREGATIONAL CHURCH OF THE VALLEY, AND I AM THE PRESIDENT OF CHANDLER MEN OF ACTION. GOOD TO SEE ALL OF YOU HERE. I'M HERE TODAY ON BEHALF OF CHANDLER MEN OF ACTION. WE HAVE BEEN WITH THE CITY FOR THE PAST 12 YEARS. 12 YEARS AGO, RETIRED OFFICER DAVID WOODS ORDERED, UH, COACH STEVEN CARSON AND MYSELF MET AT THE ABOVE ADDRESS TO TALK ABOUT A BANQUET BY AFRICAN AMERICANS. DURING THE PAST 12 YEARS, THE CHANNEL OF ACTION HAS BEEN ENGAGED WITH THIS CITY. WE HAVE BEEN SECURITY FOR THE MULTICULTURAL FESTIVAL. WE'VE DONE A COMMERCIAL FOR THE CHANDLER POLICE DEPARTMENT AND MADE FOOD BOXES WITH THE JEWISH COMMUNITY CENTER. WE DON'T SCREAM IN THE CAMERAS. WE MARCH ONCE A YEAR AND WE NEVER TURN ANYONE AWAY THROUGH THE EYES AND VOICE OF FORMER MERITOR PAYNE AND LEVON WOODS, WE TRY OUR BEST TO FIND RESOURCES TO ASSIST ANYONE WHO ASK IF NOT FOR THE CHANDLER CITY STAFF AND THOSE WHO STARTED WITH US, LEAH POWELL, NICKY TAPIA. I REMEMBER WHEN THEY WERE THE ONLY TWO IN HRC WITHOUT THEM. AND, AND YOU MAYOR AT THE BEGINNING STARTING WITH US. APPRECIATE WHAT THE CITY HAS DONE FOR US AND THIS BEING THAT 12TH ANNIVERSARY, WE JUST WANTED TO SAY THANK YOU FOR WHAT YOU HAVE DONE AND THE THINGS THAT YOU HAVE SAID TO US TO KEEP US GOING AND TO CONTINUE. MY MAIN PURPOSE IS TO MAKE SURE AND TO REMIND YOU OF THE DR. MARTIN LUTHER KING JR. CANDLELIGHT VIGIL ON JANUARY 15TH AT THE CONGREGATIONAL CHURCH OF THE VALLEY AT 6:00 PM IT'S A FREE EVENT, AND WE'LL HAVE, ONE OF OUR SPEAKERS WILL BE COUNCIL MEMBER HARRIS, WHO WILL HAVE SNACKS. AND THE ONE TIME YEAR THAT WE WILL MARCH WILL BE THAT NAME NIGHT. AND ALSO ON FEBRUARY 24TH AT THE CHANDLER GILBERT COMMUNITY COLLEGE, WE HAVE OUR AFRICAN AMERICAN BANQUET AT 6:00 PM ALSO, THAT IS NOT A FREE EVENT. $40 A SEAT, TWO 50 A TABLE OF EIGHT. WE THANK ALL OF YOU. UH, THIS YEAR, OUR MAN OF THE YEAR WILL BE MICHAEL FRANKLIN CHANDLER HIGH SCHOOL PRINCIPAL. WE'LL ALSO HAVE A, FOR THE FIRST [00:20:01] TIME, A, UM, A RESPONSE AWARD WINNER FOR THE FIRST TIME. SO WE HOPE THAT YOU SH COME OUT. THAT IS TO ALL OF YOU, . THANK YOU, PASTOR, PROUD OF WHO YOU ARE. THANK YOU VERY MUCH, MAYOR. OUR NEXT, UM, OUR NEXT SPEAKER CARD IS, UH, FROM DANA ALEXANDER. UH, THE TOPIC IS DENIED. REASONABLE MODIFICATION IS ALEXANDER, THEN YOU HAVE STATE YOUR NAME AND ADDRESS. WE, UM, YOU HAVE THREE MINUTES. I HAVE PAPERWORK TO YOU. COULD PLEASE HAND IT TO THE CLERK. WE WON'T START YET. DID YOU WANT US TO HAVE THAT WHILE, WHILE YOU'RE TALKING TO US? I DON'T KNOW IF WE'VE HAD A CHANCE TO REVIEW THAT. YOU, YOU MAY FIND REFERENCES HELPFUL. OKAY. SO HANG ON ONE SECOND. DON'T START YET. UM, MY NAME IS DANA ALEXANDER. I RESIDE AT 41 63 WEST. SO IT'S, START THE CLOCK, PLEASE FOR VERY GOOD. UM, IN THE CITY OF CHANDLER, UM, I'M HERE TONIGHT RISKING MY MEDICAL PRIVACY. WHAT LITTLE I HAVE LEFT OF IT. UM, TO SHARE WITH YOU THE FACT THAT I AM DISABLED, I SUBMITTED A REQUEST FOR DISABILITY RELATED BARRIER REMOVAL BECAUSE ONE OF THE CHANDLER CITY CODES IS A BARRIER TO ME LIVING MY LIFE. THAT CODE IS, UM, MUNICIPAL CODE 12 DASH 4.6. IT REFERS TO RESIDENTIAL PARKING ON THE STREET OF RECREATIONAL VEHICLES, SPECIFICALLY THAT STATES A PERSON MAY PARK SUCH A VEHICLE FOR THE PURPOSE OF LOADING AND UNLOADING AND NOT FOR MORE THAN 48 HOURS. THE 48 HOURS IS A BARRIER. BECAUSE OF THAT, BECAUSE OF MY DISABILITY, I CANNOT GET THE JOB DONE IN 48 HOURS. UM, BECAUSE WE ARE NOT ALLOWED TO KEEP OUR RVS AT OUR HOMES. MY RV IS IN STORAGE, AND SO EVERY TIME I WANT TO USE IT, IT HAS TO COME HOME AND BE PARKED ON THE PUBLIC STREET IN FRONT OF MY HOME FOR LOADING AND UNLOADING. BECAUSE I AM DISABLED, IT TAKES ME LONGER TO LOAD AND UNLOAD THAN SOMEONE WHO IS NOT DISABLED. THE DISABILITY RELATED REQUEST FOR BARRIER REMOVAL WAS APPROVED ON JANUARY 13TH, 2022. THAT APPROVAL DID INCLUDE AN EXPIRATION DATE. THERE IS NO EXPLANATION FOR THE EXPIRATION DATE BECAUSE OF THERE AN EXPIRATION DATE ON JUNE. ON JULY 6TH, I MADE A REQUEST TO THE CITY TO REMOVE THE EXPIRATION DATE AND ALLOW ME TO CONTINUE TO HAVE THE MODIFICATION THAT I'D HAD FOR THE PREVIOUS SIX MONTHS SO THAT I CAN CONTINUE TO LIVE MY LIFE IN THE WAY THAT I SEE FIT. ON AUGUST 22ND, 2022, THAT REASONABLE MODIFICATION WAS DENIED. THE REASON IT WAS DENIED WAS STATED. IT APPEARED THAT A MODIFICATION WAS NOT NECESSARY DESPITE MY ASKING FOR THE MODIFICATION AND HAVING A PREVIOUS MODIFICATION, AND THAT I HAD THE SAME BENEFIT OF 48 HOURS AFFORDED TO PERSONS WITHOUT A DISABILITY. UM, I APPEALED THAT DECISION, UH, BECAUSE WE KNOW IT'S REASONABLE AND IT'S POSSIBLE. AND I'M DISABLED BECAUSE I HAD THE MODIFICATION. NOTHING HAS CHANGED ON MY END. MY DISABILITY IS PERMANENT. SO THE DENIAL MADE NO SENSE. UM, WHEN I APPEALED THAT, WE CAME INTO THE OFFICES AT THE CITY OF CHANDLER. WE HAD OVER AN HOUR LONG MEETING WITH MR. JASON CRAMPTON. UM, UNFORTUNATELY DURING THAT MEETING, UM, BECAUSE OF THE STRESS, I SUFFERED, UM, A MEDICAL CONDITION AND I HAD TO LEAVE. AND I DID NOT GET ALL OF MY QUESTIONS ANSWERED. UM, BUT MR. CRAMPTON DID SEND ME A LETTER ON OCTOBER 4TH STATING THAT BASED ON ALL THE INFORMATION, UM, THE MODIFICATION WAS DENIED, UM, BECAUSE THAT WAS DENIED. UM, I ASKED FOR ANOTHER APPEAL AND MR. BASS, UM, HAD ASKED IF I WANTED TO COME IN AND MEET WITH HIM, WHICH I DENIED BECAUSE I WAS NOT GOING TO SUBJECT MYSELF TO HAVING ANOTHER ATTACK. UM, BUT THAT MODIFICATION, AGAIN, WAS ALSO DENIED FOR THE THIRD TIME. UM, THERE WAS NO REASON GIVEN FOR THAT. UM, THE CITY HAS PUT ME IN AN IMPOSSIBLE POSITION, UM, AND I CAN'T CHANGE MY DISABILITY AND I CAN'T CHANGE HOW LONG IT TAKES ME TO LOAD AND UNLOAD [00:25:01] MY MOTOR HOME. AND I WILL CONTINUE USING MY MOTOR HOME AS I SEE FIT. THANK YOU. THE CITY CAN TICK TICKET AND TO ME, THANK YOU, BECAUSE I'M DISABLED. AGAIN, CITY MANAGER. I'M NOT SURE ALL OF THE DETAILS HERE, BUT, UM, YOU, IF YOU COULD HAVE STAFF, UM, UPDATE US WITH, UH, WHERE THINGS ARE, THAT THAT WOULD BE HELPFUL. CERTAINLY, MAYOR. THANK YOU. ALL RIGHT, THANK YOU. ALL RIGHT. I'M GOING TO ASSUME THAT MANY OF YOU ARE HERE FOR THE SAME REASON, WHICH ARE AILE LANDINGS. AND JUST TO FURTHER SEE IF MY ASSUMPTION IS TRUE, IF, IF YOU ARE HERE, UH, WOULD YOU PLEASE RAISE YOUR HAND IF THAT IS YOUR PURPOSE IN HERE? OKAY. THANK YOU. UM, I'M GONNA TRY TO SIMPLIFY THIS. IF YOU ARE IN FAVOR OF THAT, UM, PROJECT GOING FORTH, WOULD YOU PLEASE RAISE YOUR HAND? OKAY. IF YOU WERE AGAINST THAT PROJECT, PLEASE RAISE YOUR HAND. OKAY. I'M DOING THIS, UH, FOR SEVERAL REASONS. AS I, I'VE GOT TWO COMMENT CARDS. I SUSPECT THAT YOU WOULD ALL SAY THE SAME THING. SO I AM WONDERING, WITH COUNCIL NOTING THIS, I WILL GIVE, UH, SINCE I HAVE AN ABUNDANCE OF THESE CARDS, I'M WILLING TO GIVE YOU, UH, A MINUTE AND A HALF PER PERSON TO TALK. I SUSPECT BASED UPON THE EMAILS THAT WE HAVE RECEIVED, THAT YOU WILL PRETTY MUCH BE REDUNDANT AND BE SAYING THE SAME THING. WE NOTE YOUR PRESENCE HERE, AND RATHER THAN HAVE 10 PEOPLE SAY THE SAME THING, IT WOULD BE HELPFUL TO, UH, WE ACKNOWLEDGE YOUR PRESENCE, WE ACKNOWLEDGE YOUR CONCERNS. THE CITY HAS SENT A LETTER OF OPPOSITION TO THE COUNTY. I HAVE SENT PERSONALLY A LETTER OF OPPOSITION TO THE COUNTY RELATED TO THIS PROJECT. OTHER COUNCIL MEMBERS HAVE COMMUNICATED AS WELL. SO APART FROM THAT, THIS IS NOT, AS YOU ALL KNOW, AND THIS IS NOT OUR VOTE, THIS IS NOT OUR, UH, PROJECT, IT IS IN THE COUNTY. WE CANNOT ENGAGE YOU HERE IF YOU HAVE QUESTIONS FOR US. SO I WOULD LIKE TO READ THE TWO SPEAKER CARDS, AND IF THERE IS PARTICULARLY, I SEE LOUANN THERE WHO HAS BEEN A PERSON LUANN, I WOULD GIVE YOU UP TO, TO, UM, IF, IF YOU, WOULD YOU FEEL COMFORTABLE WITH LUANN BEING YOUR SPEAKER OR WOULD, ARE THERE OTHERS THAT WOULD ALSO LIKE TO SPEAK? WE WOULD LIKE TO SPEAK JUST FOR A MINUTE OR SOMETHING. ALL RIGHT. YEAH. IF I READ THE TWO SPEAKER CARDS AND THEN GIVE THE SPEAKERS A MINUTE, WOULD THAT BE, WOULD THAT BE COT? RIGHT. SO WE'LL GIVE EVERYONE A, A MINUTE TO FURTHER YOUR, YOUR COMMENTS. AND LET ME START BY READING THE SPEAKER CARDS. UM, THIS ONE IS BY DANIEL T, WHO LIVES IN CHANDLER ON BLUE. RIDGEWAY. LANDINGS ON AILE WILL NE NEGATIVELY AFFECT THE SECURITY AND LAND VALUE OF CHANDLER HOMES. I STRONGLY OBJECT TO BUILD IT IN OUR NEIGHBORHOOD. SECOND SPEAKER CARD IS FROM A J UH, YO. SEE, I APOLOGIZE FOR POTENTIALLY BUTCHERING YOUR NAME, SIR. UM, LANDINGS PROJECT ON THE NORTHEAST CORNER OF ARIZONA NORTHEAST AND A CILLO OVER CONGESTION AND ACCIDENT INCREASE VIOLATION OF CITY ZONING, INAPPROPRIATE USE OF OUR TAP MONEY TO FUND POLICE AND FIRE ON A COUNTY ISLAND. OKAY, THOSE ARE THE CARDS THAT HAVE BEEN WRITTEN. I WILL CALL THE FOLKS UP AGAIN IN THE ORDER THAT HAS BEEN HANDED TO ME. AND, UM, WELL, I, I INITIALLY SET A MINUTE AT HALF, SO, UH, LET ME DO THAT, PLEASE. I DON'T WANT TO, I DON'T WANT TO DECREASE THAT OR FEEL THAT YOU'VE NOT HAD A CHANCE TO BE REPRESENTED HERE. THE FIRST CARD IS MARIO ALMEDA. MARIO AGAIN. MARIO, YOU HAVE, UM, A MINUTE AND A HALF. IF WE, WE CAN SET IT FOR THAT. UM, SHOULD BE, SHOULD BE ENOUGH. PLEASE STATE YOUR NAME AND ADDRESS FOR THE RECORD. AND AGAIN, TO ALL OF YOU, WE CANNOT ENGAGE YOU. THIS IS UNSCHEDULED PUBLIC PROCESS. OUR APPEARANCES AND OPEN MEETING LAW DOES NOT ALLOW US TO ENGAGE IN CONVERSATION. STATE YOUR NAME AND ADDRESS AND GO FORTH, SIR. YEAH, SO MY NAME AND ANDREW. MY [00:30:01] NAME IS MARIA ROMEO. I LIVE IN 2 26 EAST STOCKWOOD DRIVE HERE IN CHANDLER. UH, I'VE BEEN A ARRESTED AND HOMEOWNER IN CHANDLER FOR 10 YEARS. AND I'M JUST GONNA START READING CUZ I WROTE IT DOWN. UM, AND I'M JUST HERE TO ADD MY VOICE AND OPPOSITION TO THE RESONING OF THE PARCEL AT THE CORNER OF SOUTHERN PACIFIC RAILROAD TRACK IN ACU ROAD. THE PROPOSED RESONING, UH, TO HIGH DENSITY HOUSING WILL BE IN DIRECT CONFLICT TO THE CHANDLER GENERAL PLAN. FOR THIS AREA, WE NEED LEADERSHIP AND SUPPORT FROM THE CITY COUNCIL TO STOP REZONING, TO STOP THIS RESONING EFFORT OF COUNTY LAND. I SUPPORT, I SUPPORT THE CHANDLER GENERAL PLAN. IT HAS ATTRACTED INVESTMENT IN JOBS TO THIS AREA. IT MAKES A GREAT PLACE TO LIVE AND RAISE A FAMILY. THE PROPOSED DEVELOPMENTS OF THE LANDINGS OF A ON A WILL APPEND, OR HAS ALREADY BEEN PUT IN MOTION DUE TO IT SIZE. IT WILL HAVE UNINTENDED IMPACTS ON THE SURROUNDING COMMUNITIES IN PARKING, TRAFFIC SERVICES, AND JUST OTHER THINGS. THE AREA OF CHANDLER, THIS AREA OF CHANDLER, WAS NOT PLANNED FOR HIGH DENSITY HOUSING. MEMBERS OF THE COUNCIL, PLEASE ACT IN THE BEST INTEREST OF OUR COMMUNITY AND HELP US STOP THIS PROJECT. THANK YOU. THANK YOU, SIR. THE NEXT SPEAKER CARD IS YUAN CHEN, AND IF YOU HAVE SOMETHING UNIQUE TO STAY RATHER THAN, UH, ARTICULATE THE THE SAME, THAT WOULD BE HELPFUL FOR US. SO, JOCHEN, I APOLOGIZE HOW I HAVE JUST BUTCHERED YOUR NAME. STATE YOUR NAME AND ADDRESS, AND YOU HAVE A MINUTE AND A HALF. GOOD EVENING, MAYOR AND CITY COUNCIL. I'M YEN. I LIVE IN 32 30, UH, SOUTH WATERFRONT IN HERE IN CHANDLER. UM, SO, UH, YES, I'M HERE ALSO OPPOSE, UH, THE LENDINGS OFT PROJECT. I JUST WANT TO LET YOU KNOW HOW DEEPLY AND WIDELY THIS PROJECT IS BEING OPPOSED BY ALL OF US IN THE SURROUNDING NEIGHBORHOOD. SO WE HAVE COLLECTED OVER 1600 SIGNATURES ON OUR PETITION OPPOSING THE PROJECT, AND I LEAVE A COPY, UH, TO OUR CLERK ALREADY. SO MEANWHILE, I WANNA POINT OUT THAT BOTH JACK SELLERS, THE COUNTY'S DISTRICT ONE SUPERVISOR AND DANIEL JOHNSON, UH, COUNTY'S PLANNER, HAVE MENTIONED THAT IT'S, UH, VERY IMPORTANT THAT THE COMMENTS FROM THE CITY OF CHANDLER WILL BE A PART OF THE DECISION MAKING. SO OUR VOICE IS, IS VERY IMPORTANT AND MATTER A LOT, AND YOU ARE THE BROADCAST OF OUR VOICES. SO WITH YOUR SUPPORT, WE HAVE A BETTER CHANCE TO BE HEARD AND TAKEN SERIOUSLY BY THE COUNTY. AND WE STILL HAVE ABOUT FIVE WEEKS TO INFLUENCE THEIR DECISION. AND WE LOOK FORWARD, UH, FOR YOUR SPEAKING UP AT REPRESENTATION ON DECEMBER 8TH, UH, PUBLIC HEARING AS WELL. SO, UH, WE NEED YOU TO PROTECT THE INTEGRITY OF OUR, UH, CHANDLER MASTER PLAN. UM, SO PLEASE, UM, KEEP US UNITED, TAKE US THROUGH THIS BATTLE BECAUSE WE CANNOT AFFORD TO LOSE IT. SO, UM, PROTECT THE GREATNESS OF OUR BEAUTIFUL CITY. THANK YOU. THANK YOU. OUR NEXT SPEAKER IS KEITH FANG. MR. FANG, UH, GOOD EVENING MAYOR AND THE CITY COUNCIL MEMBERS. UH, MY NAME IS KI UH, I LIVE AT, UH, 5 62. WE ZION PLACE IN PORTLAND HOME. UH, SO I HAVE LIVED IN SIOUX CITY FOR OVER 10 YEARS. UH, MY TUCSON HAS GO TO THE PUBLIC SCHOOL, AND SO WE LOVE THE CITY. UH, WE ENJOY THE, UH, DEVELOPMENT OF THE CITY, UH, AND ALSO LOOKING FORWARD FOR THE PRIDE FUTURE. I WORK FOR INTEL AS WELL. UH, SO, BUT THE RECENT DEVELOPMENT FOR THE LENDING OF OKTA REALLY CONCERN ME, UH, BECAUSE, UH, UH, THE PROJECT WAS CODE AFFORDABLE HOUSING. BUT I WONDER IF THE CITY CAN AFFORD, UH, FOR POTENTIAL DISASTER, UH, SINCE THE PROJECT IS IN THE LANDING PASS OF THE AIRPORT. AND ALSO, I WONDER IF THE CITY CANNOT AFFORD, UH, OVERCROWDING THE HAMILTON HIGH SCHOOL, WHICH IS ALREADY, UH, 4,000, UH, MEMBER, UH, STUDENT. AND EVERY MORNING WHEN I SEND MY KIDS TO SCHOOL, UH, IS THE TRAFFIC IS A NIGHTMARE. AND ALSO I HEARD RECENTLY, THE, UH, IN THE, IN THE LAST YEAR OR SO, THE, UH, THE CROSS SECTION THERE, THE, THE TRAFFIC ACCIDENT IS, IS HIGHEST IN THE CITY. UM, I ALSO WONDER IF THE CITY CAN AFFORD TO BREAK. IT IS A MASTER PLAN AND TO, UH, YEAH, TO STOP THE CITY'S GROWTH AND TO, UH, REALLY REDUCE THE QUALITY OF LIFE OF THE CITY. UH, SO, UM, THERE DEFINITELY IS OTHER CONCERNS. AND SO I, UH, ALSO THINK THIS, UH, UH, THE LAND, THE LAND IS NOT OWNED BY THE CITY, BUT BY THE COUNTY. BUT HOWEVER, UH, AFTER THE PROJECT FINISHED, THEY PLAN TO, UH, BE ANNEXED BY THE CITY, USED THE CITY RESORTS IF THE CITY CAN AFFORD [00:35:01] THAT. SO, UH, THAT, SO I STRONGLY OPPOS THIS PROJECT. THANK YOU. THANK YOU. THE NEXT SPEAKER IS LISA B****Y. LISA, YES. CAN STATE YOUR NAME AND ADDRESS. YOU HAVE NAME, UM, PHOTO 100, THE WESTBURY ROAD. UH, GOOD EVENING MAYOR, THE MEMBER OF THE CITY COUNCIL. UH, MY NAME'S LISA RICHIE. I'M A HOMEOWNER IN CHANDLER, AND I'VE BEEN WORKING CHANDLER FOR 16 YEARS. MOST IMPORTANTLY, I CARE SO MUCH ABOUT THE BEAUTIFUL CITY OF CHANDLER. I'M HERE. UM, FIRST OF ALL, I WANNA THANK YOU FOR GIVING US THE OPPORTUNITY TO EXPRESS OUR STRONG OPPOSITION OF THE LANDINGS ON ACTIO PROJECT. SO I'VE BEEN DOING REAL ESTATE ON CHANDLER FOR OVER 10 YEARS. AS WE ALL KNOW, THE TRAFFIC AT THE INTERSECTION OF ARIZONA AVENUE AND ACTIO HAS BEEN PRETTY BAD. UH, CO MENTIONED THERE'S SOME ACCIDENTS OVER THERE. I'M DOING REAL ESTATE, I'M DRIVING AROUND A LOT, RIGHT? SO ADDING ANOTHER 2000 RESIDENTS TO THE AREA CAN ONLY MAKE IT WORSE. AND, UH, BASED ON OUR RESEARCH, THE DEVELOPER DOM IS ENTANGLED IN MANY LAWSUITS. THEY FORCE THE SECTION EIGHT TENANTS TO LIVE IN UNINHABITABLE UNITS. SO THEIR NOT SAYING IS 21 DWELLING UNIT PER ACRE, BUT WE DID A MATH INDICATES ACTUALLY A 24 UNITS PER ACRE. DON'T LET DOMINIUM FOR US. YOU KNOW, I THINK THEY JUST WANT TO BUILD HIGH DENSITY APARTMENTS AND USE THE SLOGAN OFF AFFORDABLE HOUSING TO MAKE A PROFIT. WE'RE NOT AGAINST AFFORDABLE HOUSING, BUT WE BELIEVE THE ULTIMATE SOLUTION TO AFFORDABLE HOUSING IS TO TRACK INVESTMENT AND INCREASED JOB OPPORTUNITIES. THERE'S SO MANY GOOD LOCAL DEVELOPERS THAT SHOULD BE USED FOR THE LOCAL DEVELOPMENT. THANK YOU, LISA. JUST ONE MORE THING. SO, YOU KNOW, I UNDERSTANDING THAT A CELL WILL BE AN IMPORTANT PART OF DECISION MAKING PROCESS. I'M HERE TO ASK EVERY MEMBER OF THE CITY COUNCIL TO SAY NO TO THE PROJECT. THANK YOU. THANK SPEAKER NAME IS DUWAN. UH, ADDRESS IS 1343 WEST KNEE DRIVE. UH, SO I THINK A LOT OF POINTS HAVE BEEN COVERED FOR, UH, THIS PROJECT. AND I JUST WANT ADD MY VOICE TO THE OPPOSITION FOR, FOR THIS PROJECT. UH, ONE POINT I WANT TO, UH, STRESS AGAIN IS, UH, PUTTING 2000 PLUS PEOPLE IN THE SMALL AREA OF 24 ACRES ACROSS THE STREET FROM A VERY POPULAR HIGH SCHOOL WITH 4,000 PLUS STUDENTS. IT'S THE STORE DOUBT. THIS IS INVITING A CHAOTIC TRA TRAFFIC SITUATION. SO JUST TO ADD ONE, UH, POINT, UH, TO, TO THE, THE REST OF THE SPEAKER. SO I WANT TO EXPRESS OUR GRATITUDE TO OUR MAYOR AND THE, UH, CITY COUNCIL MEMBERS FOR YOUR, UH, OPINION, FOR YOUR, WHAT, WHAT YOU HAVE COMMUNICATED TO THE COUNTY. AND WE ARE INVITING YOU TO CONTINUE TO STAND FIRM WITH US AGAINST THIS PROJECT. AND WE PLEA YOU TO EVEN MAKE THE POINT, UH, CLEAR IS TO, UH, REJECT THE POSSIBILITY OF ANNEXING THIS PROPERTY. UH, SO I THINK THAT WILL HELP US TO, UH, MAKE A CLEAR COMMUNICATION TO THE, UH, SUPERVISOR JACK SELLER'S OFFICE AS, UH, WHAT YOU HAD MENTIONED, UH, THEY MADE THE COMMENT IN THIS PARTICULAR CASE. THE COMMENT FROM CHANDLER IS, UH, WILL BE VERY IMPORTANT ON THE DECISION MAKING. SO WE ARE RELYING ON YOUR CLEAR AND FIRM, UM, POSITION WITH US, UH, AGAINST THIS PROJECT. THANK YOU VERY MUCH. THANK YOU LOU. LAST SPEAKER IS DEREK LOGAN. DEREK LOGAN. MY NAME IS DEREK LOGAN, 4 45 EAST COCONINO PLACE, CHANNEL ARIZONA. EXCUSE ME A SECOND. SORRY. UH, MR. MAYOR, COUNCIL MEMBERS, THANK YOU FOR LETTING US SPEAK. UM, I KNOW, UM, IT'S, YOU GUYS HAVE BEEN VERY RECEPTIVE TO US. I KNOW YOU GUYS ARE AGAINST THIS PROJECT. I KNOW THAT IT'S DIFFICULT FOR YOU TO, TO DO AND TO INFLUENCE THE COUNTY, BUT YET IT'S REALLY NOT. AND THE ONE THING I'D LIKE TO ASK, AND I KNOW THAT THEY SAID A LOT OF THINGS ALREADY, BUT EACH OF YOU TO INDIVIDUALLY WRITE TO DANIEL JOHNSON, RIGHT, TO JACK SELLERS. MANY OF YOU GUYS HAVE WORKED WITH JACK, RIGHT? I MEAN, HE WAS ON THE COUNCIL RIGHT? TO HIM. TELL HIM, SAY, PLEASE COME ON FOR THE SAKE OF CHAND, DON'T DO THIS. THE CONGESTION OF THE TRAFFIC, THE AIR TRAFFIC. I'M A PRIVATE PILOT. NOBODY WANTS A THREE STORY HIGH DENSITY HOUSING IN THE FINAL APPROACH TO THE AIRPORT. DID YOU GUYS HEAR ABOUT THE ACCIDENT IN NEW HAMPSHIRE LAST WEEK? SEVEN TENTHS OF A MILE PLANE WENT DOWN RIGHT NEXT TO A MULTIFAMILY HOME. IF IT HIT THE PARKING LOT, IF IT HAD HIT THE BUILDING, JUST THINK WHAT [00:40:01] THAT WOULD'VE BEEN LIKE. IT HAPPENS. I MEAN, I'M NOT GONNA SAY IT'S GONNA HAPPEN HERE, I DON'T, BUT JUST, YOU KNOW, THE THING IS, IT CAN HAPPEN. SAME THING WITH TRAFFIC ACCIDENTS. PINE LAKE WAY, CILLO, WE HAVE 217 HOMES IN PINE LAKE. YOU, IT'S TOUGH TO GET OUT THERE. NOW THERE'S MORE HOUSING ON THE SOUTH SIDE. THEY'RE GONNA BUILD THIS. ALL THEIR EXIT'S GONNA BE TO OKAD DEAL. THIS IS FIVE 18 HOMES. IT'S GONNA BE HORRENDOUS THERE, THE TIME IT'S GONNA TAKE TO GET THROUGH. SO JUST PLEASE ASK EVERY ONE OF YOU TO WRITE INDIVIDUALLY AS WELL. AND COLLECTIVELY REALLY APPRECIATE YOUR SUPPORT. THANK YOU, SIR. THANK YOU. THAT CONCLUDES THE, UH, UNSCHEDULED PUBLIC APPEARANCES. UM, THANK YOU ALL FOR COMING. UM, YOUR PRESENCE IS CERTAINLY NOTED AND YOUR VOICES ARE HEARD BY THIS COUNCIL. IT ACTUALLY DR. FRANK NARA, GUCCI, HE ALSO SUPERINTENDENT OF THE CHANDLER UNIFIED SCHOOL DISTRICT. HE ALSO CAME OUT TO IT AND SEVERAL PEOPLE IN THIS ROOM CAME OUT TO IT. BUT IT WAS AN AMAZING WALK TO SPREAD, UH, AWARENESS TO MENTAL HEALTH. AND LITERALLY, I WANNA THANK OUR POLICE OFFICERS BECAUSE THEY MADE SURE THAT THE WALK WAS REALLY SAFE. AND WHEN WE TURNED THE CORNER TO CROSS OVER CHANDLER, UH, TO CROSS OVER ARIZONA, UH, AVENUE BY CHANDLER BOULEVARD, IT LITERALLY, I LITERALLY WAS ALL AROUND THE OTHER SIDE, JACK IN A BOX. AND THE, AND PEOPLE WERE STILL CROSSING THE INTERSECTION. SO OUR POLICE DID A GOOD JOB. UM, THE PARTICIPANT WAS LIKE, THEY LOVE FIST BUMPING THE POLICE AND HAVING A GOOD TIME. AND IT JUST, YOU KNOW, THAT'S WHAT COMMUNITY IS ALL ABOUT. AND I, I CAN'T [00:45:01] SAY ENOUGH FOR THOSE GUYS.
