ALL RIGHT, LET'S TAKE A PIC. OH, HE KNOWS HOW TO DO THIS. SO COULD OLIVER AMERICAN LEGION FRIENDS, COULD YOU PLEASE STAND AS WELL? I DID ASK MICHAEL IF YOU'D LIKE TO SAY SOME WORDS HE WHISPERED NO, WE'VE HAD A FEW ITEMS THAT HAVE BEEN CALLED IN, UH, EITHER QUESTIONS OR COMMENTS. [9. Adoption of Resolution No. 5602, Authorizing a License Agreement Between Wyyerd Connect, LLC, dba Wyyerd Fiber, and the City of Chandler for the Use of Public Property for the Establishment of Class 4 and Class 5 Communications Systems. Move City Council adopt Resolution No. 5602, authorizing the Mayor to execute the license agreement between Wyyerd Connect, LLC, dba Wyyerd Fiber, and the City of Chandler for the Use of Facilities in the City’s Rights-of-Way and Public Places to Establish Class 4 and Class 5 Communications Systems, and authorizing the City Manager or designee to execute other documents as needed to give effect to the agreement. Council Focus Area(s):] THE FIRST IS ITEM NUMBER NINE, COUNCIL MEMBER ORLANDO HAD SOME QUESTIONS RELATED TO YOUR COMMUNICATIONS LICENSE AGREEMENT. SO IS, UH, ALL RIGHT, RIGHT. PERSON IS HERE. COUNCIL MEMBER ORLANDO. THANK YOU, MAYOR. UH, YEAH, I CALLED THIS ONE IN, BECAUSE IT'S A VERY EXCITING PROJECT. WE HAD SOME MORE, UM, WE OBVIOUSLY HAVE SOME MORE, UH, WIRELESS BEING PUT IN OUR GROUND AND I GUESS I WANTED TO ASK STAFF ONCE THEY COMPLETE THE INITIAL RIGHT AWAY ACQUISITION. AND DO THE, THE TWO LOOPS ARE TALKING ABOUT WHAT'S THE NEXT STEP? HOW DOES IT RESONATE? UM, I GUESS TAPPED INTO THIS OR BUSINESS UNIT, IS THAT THE BUSINESS MODEL, UH, FOR THE MAYOR COUNCIL MEMBER ORLANDO? UH, FIRST OF ALL, MY NAME IS DENNIS HAAS. I'M THE, CITY'S A FIBER AND TELECOMMUNICATIONS AND UTILITY FRANCHISE MANAGER. AND I'D BE HAPPY TO TAKE THAT QUESTION. UH, THE NEXT STEPS AFTER THE, UH, THE, THE MAIN LINES ARE LAID IN TO THE STREETS, THEY'LL DO A BUILD, BUILD OUT TO THE FIBER, TO THE, UH, TO THE NEIGHBORHOODS. AND THEN FROM THERE, THEY'LL NOTIFY THE NEIGHBORHOODS THAT THEY BUILT [00:15:01] TO THAT THOSE, UH, THAT THOSE LINES ARE READY FOR SERVICE AND THEY CAN CALL IN AND REQUEST SERVICE. THEY'LL KEEP THEM UP TO DATE AS WELL, UH, ON THE WEBSITE. SO YOU CAN KIND OF FOLLOW IT TO SEE WHERE THEY'RE BUILDING OUT IN CHANDLER. AND AT THAT POINT, UH, YOU CAN REQUEST SERVICE. THERE'S NO ADDITIONAL CONSTRUCTION COSTS, BUT YOU WILL HAVE THE MONTHLY SERVICE FEES ASSOCIATED WITH THAT. AND THIS WILL BE HIGH-SPEED INTERNET WIRING. YES, THAT'S CORRECT. I SEE THAT OR, WOW, THIS IS REALLY COOL PRIOR TO DOING THIS, DENNIS, THANK YOU FOR YOUR TIME. DO YOU SEE ANY MORE OF THESE PROJECTS COMING ALONG, UH, THROUGH THE MAYOR COUNCIL MEMBER ORLANDO? YES. WE HAVE, UH, A FEW OTHER LICENSES THAT ARE CURRENTLY IN WORK WITH SOME OTHER PROVIDERS. THERE WAS ALSO A COUPLE OF OTHER PROVIDERS THAT ALREADY HAVE LICENSES IN CHANDLER THAT HAVE TRADITIONALLY FOCUSED ON THE, UH, COMMERCIAL, UH, CUSTOMERS THAT ARE ALSO LOOKING AT, UH, COMING IN TO DO FIBER TO THE HOME PROJECTS AS WELL. COMPETITION'S GOOD. THANK YOU. WELCOME. THANK YOU. MA'AM ALL RIGHT. UH, CUSTOMER STEWART. THANK YOU, MATT. THANKS FOR BRINGING THIS UP. I THINK YOU REMEMBER WHEN WE WERE AT, UH, NATIONAL LEAGUE IS SOMETHING TO DISCUSSIONS ABOUT DARK FIBER. SO I WANT TO THANK JOSH AND THE REST OF THE STAFF OR FOR ACTING AND TAKING THOSE SUGGESTIONS BACK BECAUSE THAT'S GOING TO CONTINUE TO MOVE OUR CITY FORWARD. SO THANK YOU VERY MUCH. OKAY. THANK YOU. THANK YOU. [20. Purchase of Vehicles and Vehicle Dealer Upfitting Move City Council approve the purchase of vehicles and dealer upfitting, using multiple vendors under State of Arizona contracts, in an amount not to exceed $3,475,000, and authorize the transfer of $285,957 from General Fund Contingency to the Vehicle Replacement Fund and General Fund to cover anticipated market price fluctuations for these purchases. Council Focus Area(s):] NEXT ITEM CALLED IN WAS ITEM NUMBER 20 BY COUNCIL MEMBER ELLIS. AND YOU HAD A QUESTION FOR CHIEF DOUG. AND IS THAT CORRECT? OR COMMENTS, QUESTIONS AND COMMENT. GREAT. CHRISTINE. HE CAN WALK AND LISTEN. THANK YOU, MAYOR. WELL, ALMOST WAITING FOR YOU TO GET TO THE AQUARIUM. THANK YOU, CHIEF. AGAIN, I ALWAYS LIKE TO BRING THESE THINGS TO LIGHT AND WHENEVER WE ARE DOING THIS TYPE OF TRANSACTION THROUGH OUR POLICE OR FIRE TO THE BETTERMENT OF THE SERVICES THAT WE RENDER TO OUR PEOPLE HERE IN THE CITY OF CHANDLER JUST WANTED YOU TO KIND OF GIVE US AN OVERVIEW WHY WE DID THIS, AND WHEN SOMEONE'S LOOKING AT 3 MILLION, THEN THEY LOOKING AT ALL THIS MONEY BEING SPENT ON DIFFERENT VEHICLES AND THINGS LIKE THAT AT A COUPLE OF QUESTIONS ABOUT THE VEHICLE THEMSELVES. BUT I WOULD LIKE YOU TO GO AHEAD AND GIVE US AN UNDERSTANDING WHY THIS IS NEEDED AND HOW ARE WE GOING ABOUT DOING THIS RIGHT NOW? WELL, THANK YOU FOR THE QUESTION. WELL, OBVIOUSLY WE WEREN'T RELYING ON VEHICLES TO DO OUR JOB, UM, AND AFTER A CERTAIN DURATION, THE VEHICLES NEED TO BE REPLACED. SO THE MAJORITY OF THESE 37 VEHICLES BEING REQUESTED, THE MAJORITY OF THOSE ARE REPLACING EXISTING VEHICLES, WHETHER THEY'RE PATROL VEHICLES OUT ON THE STREET OR VEHICLES THAT ARE DETECTIVES DRIVE, BUT ALSO INCLUDING THIS ARE INCLUDING THIS REQUEST OR A NUMBER OF NEW VEHICLES, UH, COUNCIL APPROVED, UM, LAST MONTH, THE NEW BEHAVIORAL HEALTH UNIT. SO THESE ARE VEHICLES THAT FUND THAT NEW TEAM. UH, WE ADDED ANOTHER SRO LAST YEAR FOR THE NEW HIGH SCHOOL. THIS IS A VEHICLE FOR THAT POSITION. AND WE ALSO APPROVED FULL-TIME FUNDING FOR OUR POLICE AID PROGRAMS OR CIVILIANS THAT ARE OUT THERE SINCE THEY ARE OFFICERS, BUT ALSO INCLUDES THE VEHICLES FOR THE POLICE EIGHTS. THANK YOU, CHIEF. NOW YOU TALK ABOUT THE BEHAVIORAL UNIT. THIS IS AS YOU KNOW, THIS IS MY PASSION AND THIS IS TRULY WHAT I WOULD LIKE TO SEE. WE, WE, WE HAD THIS TALK ABOUT THAT. UH, ANYONE OF THOSE VEHICLES ARE GOING TO BE HYBRID. AND I WERE LOOKING IN THE FUTURE SINCE, UH, CHANDLER IS THE CITY OF INNOVATION AND WE'RE LOOKING INTO ALWAYS, UH, EMPOWER OUR POLICE DEPARTMENT OR OUR MEN AND WOMEN IN UNIFORM TO DO THE BEST JOBS THAT THEY CAN WITH THE LATEST TECHNOLOGY. WHAT IS THAT HARD? IS THAT GOING TO BE INCORPORATED IN SOME OF THOSE, UH, VEHICLES THAT WE EVALUATE? I DON'T BELIEVE ANY OF THESE VEHICLES BEING PURCHASED OR HYBRID. I, I'M NOT EXACTLY SURE FOR OUR, UH, DETECTIVE VEHICLES. I WILL DEFER THAT MAYBE UP MY COLLIN'S WORTH. UH, WE DO CURRENTLY HAVE SEVEN HYBRID PATROL VEHICLES THAT ARE INTERFLEET, WE'VE HAD THOSE FOR OVER A YEAR NOW. UH, THEY ACTUALLY HAVE A GREEN LINE ON THE SIDE AND ON THE BACKS THROUGH, UH, UM, SO THE PUBLIC CAN TELL IT'S A HYBRID VEHICLE. SO, UH, THOSE ARE STILL PRETTY MUCH IN THE BETA TESTING. WE'LL MAKE AN ASSESSMENT OVER SOME TIME, WHETHER THAT'S THE DIRECTION WE WANT TO MOVE FORWARD WITH THAT. I REALLY APPRECIATE ALL THE WORK THAT YOU GUYS DO IN OUR CITY. THANK YOU AGAIN AND SAFE TRAVELS. THANKS FOR YOUR SPORT. COUNCILMAN RECERT, YOU HAD A QUESTION COME IN, JOSH, JOSH. SO ALL OF THESE VEHICLES THAT ARE ON THIS PAGE, UM, THEY COME OUT OF THE GENERAL FUND, RIGHT? AND WE HAVE A VEHICLE REPLACEMENT FUND, I THINK, BUT THEY'RE ALL, SOME DIFFERENT COST CENTERS. IS THAT RIGHT? SO HOW MANY DIFFERENT COSTS, LIKE PUTTING ON A SPOT HERE, BUT HOW MANY DIFFERENT COST CENTERS AND WHY ARE THEY ALL IN ONE? INSTEAD OF LIKE, LIKE [00:20:01] THERE MIGHT BE SOME THINGS IN HERE THAT I HAVE A LITTLE BIT OF ANGST ABOUT, BUT I CERTAINLY DON'T WANT TO KEEP OUR POLICE DEPARTMENT FROM BEING, UH, PROPERLY EQUIPPED, BUT THERE MIGHT BE SOMETHING WHERE WE BOUGHT A TRACTOR TWO YEARS AGO AND MAYBE WE GET ANOTHER YEAR OUT OF IT, BUT THAT'S ALL IN HERE. SO I CAN'T VOTE. NO, IT'S CURIOUS. YEAH. MR. MAYOR COUNCIL MEMBER STEWART, UH, AS YOU NOTED THESE, DO ALL COME FROM THE GENERAL FUND OR FROM THE VEHICLE REPLACEMENT FUNDS. SO CHANDLER, I THINK ACTUALLY DID A VERY SMART THING. A NUMBER OF YEARS AGO WAS SETTING UP A VEHICLE REPLACEMENT FUND. UH, THIS WAS, UH, AN IDEA THAT CAME ABOUT THAT. FRANKLY, A LOT OF CITIES STRUGGLE WITH WHERE WE PUT MONEY TOWARD THE EVENTUAL REPLACEMENT OF THAT VEHICLE EVERY YEAR ON AN INCREMENTAL BASIS. SO BY THE TIME THAT VEHICLE REACHES THE END OF ITS USABLE LIFE, WE'RE ALREADY FUNDED FOR THE REPLACEMENT. WE'RE NOT SCRAMBLING TO FIND THAT MONEY TAKING OUT OF CAPITAL DOLLARS SOMEWHERE ELSE. UM, I WON'T COUNT ALL THE DIFFERENT FUND SOURCES THAT AREN'T HERE, BUT I WILL SAY TO, TO SUMMARIZE WHAT YOU'RE PURCHASING HERE, UM, 81% OR 45 VEHICLES ARE PUBLIC SAFETY RELATED, PRIMARILY POLICE, BUT THERE ARE A FEW FROM FIRE AS WELL. AND THEN ANOTHER 18% OR 19 VEHICLES ARE RELATED TO SERVICE VEHICLES WE'VE SEEN IN THE FIELD. SO THAT COULD BE A PARK MAINTENANCE VEHICLES OR SOME OTHER PRACTICAL SERVICE APPLICATION THAT YOU'RE GOING TO SEE WITH A SERVICE BODY ON THE ROAD. UM, THERE'S ONLY ONE VEHICLE THAT IS NOT RELATED TO THAT. IT'S A REPLACEMENT OF ANOTHER POOL VEHICLE THAT WE HAVE. SO IT'S 99% RELATED TO DIRECT FIELD SERVICE TO OUR CITIZENS. THANK YOU, JOSH. AND WE'RE RIGHTSIZING THIS FLEET, RIGHT? WE'RE TRYING TO WHITTLE IT DOWN WHERE WE CAN. YEAH, ABSOLUTELY. UM, MR. MAYOR, CASPER STUDENT, I'VE HAD THIS CONVERSATION A FEW TIMES OVER THE YEARS. AND SO WE ACTUALLY, UH, I THINK EVERYBODY LEARNED A LOT GOING WAY BACK TO THE RECESSION, OBVIOUSLY BEFORE I CAME HERE TO, AND THERE WAS A MASSIVE, UH, EFFORT TO RIGHT-SIZE THE FLEET THAT CONTINUES WHAT WE CALL THE FLEET ADVISORY COMMITTEE THAT MEETS EVERY TIME WE DO ONE OF THESE ACTIONS TO REPLACE VEHICLES WHERE WE GO THROUGH LITERALLY VEHICLE BY VEHICLE AND MAKE SURE WE'RE ACTUALLY GETTING THE RIGHT VEHICLE FOR THE APPLICATION AND THAT IT'S THE RIGHT TIME TO REPLACE IT, OR IF IT NEEDS TO BE EXTENDED FOR A FEW MORE YEARS BASED ON MILEAGE AND SERVICE RECORDS. THANK YOU, SIR. [23. Fire and Emergency Medical Dispatch Services Appropriation for Fiscal Year (FY) 2022-23 Move City Council approve the appropriation for fire and emergency medical dispatch services for FY 2022-23, in accordance with the current intergovernmental agreement with the City of Phoenix, in the amount of $1,353,282. Council Focus Area(s):] NEXT ITEM. UH, ITEM NUMBER 23. UH, I WAS CALLED IN BY COUNCIL MEMBER ORLANDO OR CHIEF DRAGONS COUNCIL MEMBERS AS MAYOR. I DID. THANK YOU, MAYOR. I DID TALK TO CHIEF TODAY. I WAS ASKING THE QUESTION WHY THIS HAS GONE UP YEAR OVER YEAR AND THE BOTTOM LINE IS THE ACTUAL YOUTH PRICE COST HAS NOT GONE UP. IT'S JUST THE FACT THAT WE'VE HAD MORE CALLS FOR SERVICE. SO IN FACT, IN SOME YEARS THE ACTUALLY UNIT PRICE PER CALL HAS GONE DOWN. SO I'M OKAY WITH THIS. UH, AGAIN, IT'S JUST BECAUSE WE'RE A BUSY CITY. ALL RIGHT. THANK YOU. [25. Resolution No. 5610 Amending City of Chandler Personnel Rule 16, Section 10 A, to add Juneteenth as a City Holiday Move City Council pass and adopt Resolution No. 5610 amending City of Chandler Personnel Rule 16, Section 10 A, to add Juneteenth as a City Holiday. Council Focus Area(s):] I DON'T REMEMBER 25, UH, CONCERNING, UH, JUNE TEENS, UH, START WITH COUNCIL MEMBER HARRIS AND COUNCIL MEMBER ELLIS ALSO HAD COMMENTS. COUNCILMEMBER HARRIS. YES. THANKS MAYOR. UM, JUST WANTED TO HIGHLIGHT THIS PARTICULAR THING, YOU KNOW, UH, WHEN I WAS ELECTED, THEN I WANTED TO MAKE SURE THAT I USE MY TRANSFERABLE SKILLS, UM, AND TO BALANCE MY COMMUNITY, TO MAKING SURE THAT WE HAVE A BALANCED COMMUNITY AS WELL AS ECONOMIC GROWTH. UM, TODAY WE STAND AS AN ORGANIZATION, AS A GOVERNMENT ORGANIZATION THAT REPRESENTS PEOPLE, BUT ALSO WE ARE ORGANIZATION THAT REPRESENTS THE COMMUNITY, BUT WE'RE ALSO AN ORGANIZATION THAT HAS ALMOST 1700 PERSONNEL PEOPLE WORKING FOR US. IT'S A COMPETITIVE MARKET OUT THERE. AND ECONOMIC DEVELOPMENT IS REAL AND HIRING EMPLOYEES IS REAL, AND THAT IS CRITICALLY IMPORTANT AS A CITY OF INNOVATION AND INNOVATION. WHEN YOU LOOK THAT UP, IT SAYS CONTINUING THE SUCCESS OF ANY ORGANIZATION, THIS COUNCIL HAS SET FORTH THE PATH OF FUTURE WORKFORCE INCLUSION AND FOR THE LONGEVITY OF OUR KIDS. SO THAT WAY THEY CAN STAY HERE. THESE KIDS THAT WE ARE LOOKING AT, WE ALREADY HAVE CREATE A PIPELINE TO THE UNIVERSITY OF ARIZONA, TO THE, UM, UNIVERSITY OF ARIZONA STATE UNIVERSITY, AS WELL AS TO INTEL AND OTHER MAJOR CORPORATIONS, BUT ALSO IT'S A PIPELINE TO COME TO THE CITY OF TAYLOR AS WELL. UM, AND TH THAT IS AN ECONOMIC BENEFIT THAT WE HAVE, AND THAT IS SOMETHING THAT WE CAN USE AS A TOOL TO GO OUT THERE TO RECRUIT, RECRUIT, AND KEEP THESE YOUNG PEOPLE IN OUR PIPELINE WHEN KIDS DECIDE TO GO OUT OF OUR COMMUNITY. AND WHEN PEOPLE DECIDE TO LEAVE OUR COMMUNITY, THAT'S BECAUSE THEY FEEL THERE'S ANOTHER COMMUNITY AFTER IS BETTER, BUT WE WANT TO CONTINUE TO RE-EMPHASIZE THE FACT THAT WE ARE THE BEST COMMUNITY FOR THEM TO LIVE, WORK AND STAND. WE ARE A COMMUNITY THAT'S GROWING. WE ARE A COMMUNITY THAT THAT'S MOVING FORWARD AND WE ARE FORWARD-THINKING AND HAVING, UM, HAPPINESS AGAIN, AS I SHARED, IT ATTRACTS PEOPLE TO STAY IN OUR CITY, THIS PARTICULAR HOLIDAY, AND HAVING OUR RECREATIONAL FACILITIES OPEN, KEEPS LARGE GATHERINGS OUT OF OUR HOUSING COMMUNITIES AND PUSHES IT INTO A SAFELY MONITOR PUBLIC AREAS. THIS IS WHY SOME OF OUR FACILITIES WILL BE OPEN SO PEOPLE CAN GO TO THE PARK SO THEY CAN GO SWIMMING AND THEY CAN DO [00:25:01] THESE THINGS WHILE CELEBRATING THE HOLIDAY HOLIDAYS DO BRING FORTH GATHERING OF PEOPLE. CHANDLER CONTINUES TO BE THAT BRIDGE WHERE WE CAN GATHER AND BRING PEOPLE TOGETHER AND CELEBRATE AND JUNETEENTH HOLIDAY. I DON'T KNOW HOW MANY TIMES STAFF OR EMPLOYEES HAVE ASKED IS THAT OUR DAY OFF? WELL, WE CAN HONESTLY SAY BY WEDNESDAY, WE CAN SAY THAT IS YOUR DAY OFF. AND BY ALIGNING OUR POLICIES WITH THE FEDERAL POLICIES AND ACKNOWLEDGING THIS HOLIDAY, THIS CITY CAN'T WORK WITHOUT THE FEDERAL GOVERNMENT BE OPEN. IT'S VERY CHALLENGING FOR US TO WORK WITHOUT THE FEDERAL GOVERNMENT BEING OPEN AND HERE ALIGNING OUR POLICIES HERE WILL ALLOW CONSTITUENTS, AND IT WILL ALLOW OTHERS TO TAKE A BREAK, TAKE A DAY OFF, GATHER WITH YOUR FAMILIES. BUT IT ALSO LASTLY SPEAKS TO OUR DIVERSITY EQUITY INCLUSION INITIATIVE THAT WE CONTINUE TO HAVE IN THE CITY OF CHANDLER, AS WE'VE CHANGED OUR BRAND STATEMENT TO PUT FOR A SAFE, DIVERSE, EQUITABLE, INCLUSIVE CITY HONORING THE JUNETEENTH HOLIDAY, WE'LL PULL FOR ALSO THAT EFFORT AS WELL. AND IT WILL CONTINUE TO BUILD ON OUR ECONOMIC DEVELOPMENT BECAUSE WE ARE A DIVERSE, EQUITABLE INCLUSIVE CITY. THANK YOU. THAT'S AN UMBRELLA. REALLY APPRECIATE THAT. UM, UH, BEFORE WE GOT ON THE DAY I SAW THIS AFTERNOON, I HAD AN OPPORTUNITY TO SPEAK WITH COUNCIL MEMBER HARRIS AND, UM, DECIDED THAT WE WERE NOT GOING TO TRY TO REPEAT WHAT EACH OTHER HAD TO SAY CONCERNING THIS, THIS HOLIDAY. BUT MY POINT, UH, THAT I WOULD LIKE TO MAKE THIS EVENING IS THE FACT THAT WE HAVE PEOPLE IN CHANDLER WHO HAVE BEEN CELEBRATING THIS HOLIDAYS FOR YEARS AND NOT EVEN LOOKING FAR RIGHT AROUND THE SQUARE HERE. UH, WE HAVE, UH, CHANDLER FOR HEALTH AND, UH, AND WE ALSO HAVE, UH, THE SOUTH SIDE HELPED ALL THESE GROUPS FOR YEARS UPON YEARS, THEY HAVE BEEN CELEBRATING THIS HOLIDAY. WHAT MADE IT NOW POSSIBLE FOR US TO BE ABLE TO CALL THIS HOLIDAY OR HOLIDAY WHERE THE CITY ITSELF IS ACKNOWLEDGING IT? NUMBER ONE IS THE FACT THAT THE FEDERAL GOVERNMENT HAS THAT STAN AND TOOK A STENT TO IT. AND ONCE THEY'VE DONE THAT, THEN THAT GIVES US ALSO AN IDEA TO BRING PEOPLE TOGETHER. WHAT I WOULD LIKE TO DO THIS EVENING IS NOT ONLY THANKING THOSE WHO HAVE REALLY ALWAYS KEEPING THAT HOLIDAY IN OUR FOREFRONT, BY EDUCATING OUR STUDENTS AND OUR SCHOOLS, BY WORKING WITH TEACHERS, BY WORKING WITH NOT ONLY THEIR FAMILY, BUT THOSE IN THEIR NEIGHBORHOODS TO KEEP THIS HOLIDAY ALIVE, BUT ALSO THINKING OUR DIVERSITY OFFICE FOR ALSO SITTING AT THE TABLE AND HAVE DONE THE WORK. WHEN WE ASKED STAFF TO GO BACK AND BRING BACK SOMETHING TO US AS A MAYOR AND COUNCIL TO LOOK AT, TO SEE IS THIS VISIBLE FOR THE CITY AT THIS TIME? IS IT SOMETHING THAT WE CAN DO THAT WILL REALLY PROVIDE AN AVENUE FOR THE PEOPLE OF GENDER TO FEEL THAT THEY'RE PART OF THIS CITY IN RECOGNIZING THIS HOLIDAY AT THAT LEVEL? I HAVE TO SAY THAT WE ARE SO PROUD OF OUR STAFF, WHAT THEY HAVE DONE. THEY BROUGHT US SOMETHING THAT WAS VERY CONCURRENT. THEY BOUGHT US SOMETHING RELEVANT. THEY LOOK INTO IT, THEY GIVE US OPTIONS. AND THROUGH THOSE OPTIONS, WE WERE ABLE TO COME OUT WITH SOMETHING THAT WAS GOING TO HELP EVERYONE MAKING IT A PART WHERE IT'S AT LIVE STAFF CAN ACTUALLY TAKE THIS HOLIDAY AS ONE OF THEIR HOLIDAYS AND OTHER ONES THAT HAVE ALREADY BEEN IN THE CITY THAT THEY CAN EXCHANGE AND CHANGE. AGAIN, I WILL ALSO LIKE TO THANK MY PEERS UP HERE FOR SAYING YES TO THIS. IT WAS NOT JUST A, YES, IT WAS JUST US SITTING DOWN AGAIN AND LOOKED IN AT IT, EACH OTHER, BRINGING OUR OWN PAST EXPERIENCE, BRINGING OUR OWN CULTURES, HAVING DISCUSSION ABOUT IT, TO MAKE SURE THAT WE COME UP WITH SOMETHING THAT WAS GOING TO BENEFIT EVERYBODY. I WANT TO THANK YOU ALL FOR THAT. AND LASTLY, I WOULD LIKE TO THANK THE MANAGER'S OFFICE FOR HAVING PURCHASED, UM, MR. WILLIE, OUR ASSISTANT MANAGER OVER THIS DEPARTMENT FOR, I MEAN, YOU CAN ACTUALLY SAY, THIS IS ONE OF YOUR FIRST FEATHER IN YOUR CAP BEING OVER THE DIVERSITY OFFICE AND MAKING THIS HAPPEN FOR US HERE IN THE CITY OF CHANDLER. SO I APPRECIATE YOU ALL. AND I THANK YOU. THIS CONTINUED TO WORK TOGETHER THROUGH EVERYTHING ELSE THAT WE ALL HAVE AT THE TABLE CURRENTLY. AND THOSE THINGS ARE ALL TO COME FOR US TO MAKE CHANDLER A BETTER PLACE TO LIVE. ALWAYS THANK YOU, MAYOR CONSTANTLY ANY ADDITIONAL COMMENTS RELATED TO THIS? I'M LOOKING FORWARD TO VOTING ON THIS ON THURSDAY AS WELL, AND, UH, CONTINUING TO BE A FORCE THAT, UH, HONORS OUR ENTIRE COMMUNITY. SO I LOOK FORWARD TO THIS VOTE AS WELL. [43. Resolution No. 5601 Authorizing the City Manager to Sign and Submit an Application for Modification of Designation of Assured Water Supply Move City Council pass and adopt Resolution No. 5601 authorizing the City Manager to sign and submit an application for Modification of Designation of Assured Water Supply. Council Focus Area(s):] OUR LAST ITEM THAT HAS BEEN CALLED IN HAS BEEN CALLED IN BY COUNCIL MEMBER, ORLANDO, LOOKING FOR A, A, UH, A BRIEFING RELATED TO ITEM NUMBER 43 WITH HER ASSURED [00:30:01] WATER SUPPLY. SO I'M GOING TO CALL JOHN KNUTSON UP AND THEN COUNCIL MEMBER ORLANDO. YOU GET THE FIRST QUESTION, JOHN, CAN I THANK YOU MAYOR. I APPRECIATE THAT. AND REALLY, UM, A COUPLE OF THINGS YOU'RE OBVIOUSLY WATER AND AVAILABILITY, WATERSHED, WATER SUPPLIES, A TOP, TOP, TOP, UH, SUBJECT AND OURS, OUR STATE AND COUNTRY. AND I THINK, UM, THIS IS NOT JUST DESIGNATING THE FACT THAT WE'RE SURE WE'RE SUPPLIED THIS. THIS IS, I MEAN, THIS, ISN'T SENDING A BIG MESSAGE TO THE RESIDENTS OF CHANDLER THAT WE'VE LOOKED AT ALL THE OPTIONS. UH, WE'VE LOOKED AT ALL THE THINGS WE'VE DONE IN THE LAST FEW YEARS AND WE DO HAVE IT AND THIS JUST CERTIFIES THAT. AND I THINK THIS IS, UM, UH, KUDOS TO, TO ALL OF US, THE COUNCIL AND THE STAFF WORKING TOGETHER AND MAKING SURE THAT WE COULD ACTUALLY SIGN THIS LETTER AND TELL OUR, MAKE OUR RESIDENTS FEEL ASSURED THAT WE COULD DELIVER AND OUR BUSINESSES BY THE WAY THAT WE COULD DELIVER. SO THANK YOU. DID YOU WANT A PRESENTATION OR JUST MAKING COMMENTS? NO. I JUST WANT TO MAKE A COMMENT. I THINK, UM, I DON'T WANT TO TAKE, UH, JOHN CANOES AND HIS THUNDER ABOUT THIS, CAUSE THERE'S A SECOND REASON WHY HE WANTS TO DO IT THIS WEEK AS WELL. UH, ALL RIGHT. UM, DO YOU HAVE ANYTHING YOU'D LIKE TO SAY, JOHN, JUST BRIEFLY IF I MAY THANK YOU. UH IT'S IT'S NOT OFTEN I WANTED TO THANK MARIN COUNCIL. IT'S NOT OFTEN WE GET TO BRING FORWARD, UH, AN ADMINISTRATIVE, UH, PROCESS LIKE THIS, UH, TO COUNCIL FOR RECOGNITION. UM, IT'S AN EXTREMELY IMPORTANT DOCUMENT FOR THE CITY OF CHANDLER. UH, THIS RESOLUTION BEFORE YOU TONIGHT IS JUST SIMPLY TO ALLOW OUR CITY MANAGER TO APPROVE THIS DOCUMENT AND SIGN IT AS, AS WE SUBMIT IT TO THE STATE. UM, THE 1980 GROUNDWATER ACT, UH, DOES REQUIRE THAT THE CITIES CITIES WITHIN, UH, THE ACTIVE MANAGEMENT AREAS, UH, DO, UH, SUBMIT A HUNDRED YEARS SHARED WATER SUPPLY, UH, TO ENSURE THAT, UH, EACH, UH, CITY, EACH MUNICIPALITY HAS RESOURCES ADEQUATE FOR BUILD OUT. UH, AND, AND, AND CHANDLER DOES, UM, THE CITY, UH, SINCE OUR LAST DESIGNATION HAS ACQUIRED A SUBSTANTIAL, ADDITIONAL WATER SUPPLY TO TAKE US TO THAT BUILD-OUT CONDITION. UH, WE ARE SUBMITTING EARLY, UH, THIS TIME, UH, WE ARE SUBMITTING ABOUT A YEAR EARLY AND, UH, WE HAVE DECIDED TO DO THAT BECAUSE WE REALLY WANT TO SET A VERY HIGH MARK FOR THOSE OTHER MUNICIPALITIES, UH, IN THE VALLEY TO LIVE UP TO. UH, AND THEN FINALLY I DID WANT TO THANK, AND THE REASON WHY I WANTED TO SPEAK TONIGHT WAS I DID WANT TO THANK, UH, SIMONE JONES ROAD AND OUR, UH, RECENTLY RETIRED GREG CAPS FOR THEIR DILIGENT WORK ON THIS PROJECT. UH, GREG RETIRED FROM THE CITY AFTER 23 YEARS, UH, LAST FRIDAY AND REG, UH, CHOSE THIS AS HIS, UH, UH, HIS KIND OF PARTYING GIFT TO THE CITY. AND THAT'S WHY, UH, WE WANTED TO GET IT DONE. AND IT WAS VERY IMPORTANT THAT GREG WAS ON HIS BUCKET LIST, UH, TO GIVE TO THE CITY AND WITH THE HARD WORK OF SIMONE AND GREG TOGETHER, WE WERE ABLE TO GET THAT DONE. SO, UH, FOR THE CITY, UH, AND FOR THE RESIDENTS CHANDLER, UH, OUR WATER IS SECURE. THANKS. THANK YOU, JEN. YEAH. YOU COUNSEL ANY, UH, QUESTIONS OR COMMENTS RELATED TO THIS? IF NOT THAT CONCLUDES OUR STUDY SESSION. SEE YOU AT SIX O'CLOCK ON THURSDAY. * This transcript was created by voice-to-text technology.
