ESPECIALLY WE THINK ABOUT OUR CHILDREN IN THE SCHOOLS AND WE JUST PRAY THAT YOU'D PROTECT AND BLESS OUR CHILDREN AS WELL.

SO BEFORE WE TAKE A MOTION, HAD JUST WOULD LIKE TO, UM, ONE OF OUR, UH, INDIVIDUALS THAT HAD APPLIED FOR THE CITIZENS PANEL OF REVIEW OF POLICE COMPLAINTS AND USE OF FORCE, UH, CLAY PROULX, UH, WITHDREW HIS APPLICATION.

SO EVEN THOUGH HE'S LISTED ON THERE, UH, WE WILL NOT BE PUTTING HIM IN THAT CAPACITY.

AND, UH, I DON'T BELIEVE WE NEED TO CHANGE THIS BECAUSE ULTIMATELY IT'S THE ACTION OF BEING SWORN IN THAT PUTS HIM ON THAT PARTICULAR COMMISSION.

AND WE WILL, WE WILL CONTINUE TO WORK TO FILL ALL OF OUR COMMISSIONS AND INCLUDING THIS PARTICULAR ONE, IT'S A COUNCIL.

WHETHER IT'S A BLOCK GRANT, OUR HOME FUNDS ARE, UH, ADDITIONAL FUNDS TO NONPROFITS OUT OF OUR GENERAL GENERAL.

I'D LIKE TO, UH, HAVE A PRESENTATION ON THIS.

WE DO HAVE A NUMBER OF PS SPEAKER CARDS RELATED TO THIS.

THANK YOU VERY MUCH FOR THIS OPPORTUNITY TO SHARE A LITTLE BIT ABOUT OUR HUMAN SERVICES ALLOCATIONS PROCESS.

WE'RE GOING TO DO A TAG TEAM EFFORT THIS EVENING BETWEEN RYAN AND MYSELF, BUT I'M GOING TO START TAKING YOU THROUGH SOME OF THE HISTORY OF WHAT OUR PROCESS HAS BEEN THROUGH THE YEARS AND WHERE WE ARE TODAY.

AND THEN RYAN, WE'LL DELVE MORE INTO THIS PARTICULAR YEAR.

SOME OF OUR RECOMMENDATIONS, THE PUBLIC COMMENTS WE HEARD THROUGHOUT THE PROCESS AND OUR NEXT STEPS.

SO AS YOU HAD STATED, MAYOR, THIS IS FOR ACTION.

THE ITEM NUMBER 40 41 AND 42.

I DON'T WANT TO DELVE INTO THE HISTORY.

AS I SAID, I THINK IT'S IMPORTANT TO NOTE THAT THIS PUBLIC PROCESS REALLY BEGAN BACK IN 1987 COUNCIL, BACK IN 1987, CREATED THE SOCIAL SERVICE FUNDING.

AND AT THAT TIME THEY REALLY WANTED COMMUNITY INPUT ONTO HOW THOSE DOLLARS SHOULD BE SPENT REALIZING THAT OUR COMMUNITY REALLY WOULD KNOW BEST OF WHAT THOSE NEEDS WERE.

AND SO THE CONTRACTOR WITH THE VALLEY OF THE SUN UNITED WAY TO CREATE AN ALLOCATIONS PANEL, THAT PROCESS CONTINUES TODAY.

AND I'LL TAKE YOU THROUGH THIS HISTORY, BUT I THINK IT'S IMPORTANT TO NOTE THAT IT DID START BACK 35 YEARS AGO WITH THIS PROCESS THAT WE USE COMMUNITY MEMBERS, EXPERTS IN THE AREAS.

SO THEY REALLY GUIDE COUNCIL ON MAKING THESE FINAL RECOMMENDATIONS.

THE PROCESS CONTINUED AND EXPANDED IN 1994, WHEN THE YOUTH ENHANCEMENT PROGRAM WAS CREATED, THAT PROGRAM CAME OUT OF A YOUTH TOWN HALL THAT WAS HELD MANY OF THE NONPROFITS THAT SERVE THE YOUTH IN OUR COMMUNITY TODAY WERE PART OF THAT PROCESS.

BACK IN 1994, THE EXECUTIVE DIRECTORS MAY HAVE CHANGED, BUT THE ORGANIZATIONS WERE THERE AT THE TIME AND SOME OF OUR COMMUNITY MEMBERS HAVE BEEN INVOLVED SINCE THEN.

IN 2000 ACTS OF KINDNESS WAS ADDED.

THAT'S AN OPPORTUNITY FOR OUR RESIDENTS TO CHOOSE, TO PUT THEIR DOLLARS TOWARDS THE NONPROFITS IN OUR COMMUNITY.

THEY CAN DONATE THROUGH THEIR WATER BILL.

WE ALSO HAVE OPENED THAT UP TO OUR WORKPLACE GIVING CAMPAIGN, AND WE HAVE SEVERAL EMPLOYEES THAT MAKE REGULAR DONATIONS INTO THE ACTS OF KINDNESS PROGRAM.

AND THAT DOES FLOW THROUGH THIS ALLOCATIONS PROCESS AS WELL.

I THINK IT'S IMPORTANT TO KNOW THAT COUNCIL HAS ALSO MADE UPDATES TO THIS PROCESS THROUGH THE YEARS.

AND REALLY THE IMPORTANCE OF THIS IS THAT THESE FUNDS REALLY SET UP THE CULTURE OF COLLABORATION THAT WE HAVE IN CHANDLER.

THEY'RE REALLY THE CATALYST FOR THAT CULTURE OF COLLABORATION.

SO COUNCIL HAS BEEN VERY INVOLVED.

WE'VE MADE MANY CHANGES THROUGH THE YEARS 2010, WE HAD A CONSULTANT THAT CAME OUT, MET WITH STAKEHOLDERS, MET WITH THE HOUSING AND HUMAN SERVICES.

COMMISSION HAD QUITE A BIT OF DIALOGUE WITH THE NONPROFITS, MET WITH COUNCIL AT THE TIME CITY MANAGEMENT, AND REALLY GAVE US SOME GREAT SUGGESTIONS ON OVERHAULING THE PROCESS AT THAT TIME, THE PROCESS PRIOR TO THAT, AND ABOUT 2006, 2007, THE PROCESS CAME BACK FROM THE UNITED WAY AND CAME INTO THE CITY WHEN OUR HOUSING AND HUMAN SERVICES COMMISSION WAS EXPANDED AND THAT'S WHEN IT FELL UNDER THEIR PURVIEW.

AND THEN IN 2019, WE ALSO HAD A PROCESS UPDATE AND THAT WAS IN CONJUNCTION WITH THE NEEDS ASSESSMENT THAT WAS CONDUCTED AT THAT TIME.

AGAIN, THROUGHOUT THIS TIME FOR THE LAST 35 YEARS, OUR NONPROFITS HAVE BEEN AT THE TABLE, THE HOUSING AND HUMAN SERVICES COMMISSION HAS HAD THIS CHARGE AND HEARING FROM THE COMMUNITY HAS A BIT BEEN A VERY IMPORTANT COMPONENT OF NOT ONLY WHAT THE RECOMMENDATIONS ARE, BUT HOW THE PROCESS ITSELF WORKS AND HOW THE PRIORITIES ARE SET.

HOW DO WE DO THAT? WE DO THAT THROUGH COMMUNITY NEEDS ASSESSMENT.

YOU CAN SEE HERE THIS FIRST, ALL THE BULLETS UNDER THE NEEDS ASSESSMENTS BEGINNING WITH 1994, ALL THE WAY THROUGH 2019, THOSE WERE NEEDS ASSESSMENTS THAT WERE CONDUCTED BY THE CITY ITSELF.

BUT IN ADDITION TO THAT, WITH THESE NEEDS ASSESSMENTS, AND EVEN ON OFF YEARS, THERE'S BEEN A LOOK AT OTHER DATA THAT'S OUT THERE.

THE AMERICAN COMMUNITY SURVEY NEEDS ASSESSMENTS THAT OTHER ORGANIZATIONS SUCH AS FIRST THING FIRST START CONDUCTING AND NEEDS ASSESSMENTS.

SO THAT ARE NON-PROFITS THAT ARE APPLYING FOR FUNDING ARE CONDUCTING.

WE HAVE PARTNERED WITH THOSE NON-PROFITS THROUGH THE YEARS ON THE NEEDS ASSESSMENTS.

THE LAST ONE THAT WE DID IS THE 2019.

AND AGAIN, THAT HAS WHAT SET THE PRIORITIES AND THE PROCESS THAT WE CURRENTLY HAVE TODAY THROUGHOUT THAT TIME, WE, AGAIN, ENGAGED THE CONSULTANT COUNCIL GAVE US FUNDING TO BE ABLE TO ENGAGE A CONSULTANT, TO HAVE THIS VERY PUBLIC PARTICIPATION PROCESS.

WE HAD FIVE FOCUS GROUPS, SOME OF THE RESIDENTS WHO HAVE BEEN VOCAL IN THIS LAST YEAR'S PROCESS AND COME FORWARD DURING THIS RECOMMENDATION PERIOD, WE'RE PART OF THOSE FOCUS GROUPS.

MANY OF THE NONPROFITS THAT YOU WILL PROBABLY HEAR FROM TONIGHT OR A PART OF THE ALLOCATIONS PROCESS WERE PART OF THOSE FOCUS GROUPS.

WE HAD 17 STAKEHOLDER INTERVIEWS CAN WITH EXECUTIVE DIRECTORS, MEMBERS OF THE COMMUNITY.

WE INVOLVED FOR OUR CITY AND THE GROUPS THAT WERE INVOLVED WITHIN FOREST CITY.

AND WE HAD 624, 4 SURVEYS THAT WERE COMPLETED AND RETURNED ABOUT WHAT THOSE PRIORITIES WERE.

AND THROUGH THAT THE CONSULTANT IDENTIFIED TOP AREAS, SEVEN AREAS OF NEED AND SIX AREAS OF PRIORITY.

ONCE AGAIN, WE BROUGHT ALL OF THAT BACK TO ME OR IN COUNCIL TO ADOPT AT THAT TIME, AS WELL AS ANY CHANGES WE MADE TO THE ALLOCATIONS PROCESS.

AND WHAT WE BROUGHT FORWARD WERE THE TOP AREAS OF NEED.

THESE WERE IDENTIFIED.

AND AS YOU CAN SEE HERE, SOME OF THEM RING EVEN MORE TRUE TODAY.

I LOOK AT THE FIRST ONE IN HOUSING FOR ALL INCOMES.

AND YOU THINK ABOUT THE NUMBER OF CONVERSATIONS WE'VE BEEN HAVING ON AFFORDABLE HOUSING, AND YOU CAN SEE HOW TRUE THAT IS RINGING EVEN MORE TODAY THAN IT DID BACK IN 2019.

SAME THING WITH HOMELESSNESS.

WE KNOW THAT HOMELESSNESS ACROSS OUR AREA, ACROSS OUR STATE AND CERTAINLY ACROSS OUR COUNTRY IS GROWING.

AND A LOT OF THAT IS TIED BACK TO THE HOUSING FOR ALL INCOMES AND AFFORDABLE HOUSING.

WE SEE THAT IT'S EVEN MORE IMPORTANT TODAY THAN IT WAS BACK IN 2019, SOME OF THE POPULATIONS IN NEED.

I REALLY, I TALKED TO YOU DURING THE BUDGET PROCESS ABOUT THE SENIORS THAT WE'RE VERY CONCERNED ABOUT WITH HOMELESSNESS AND OUR SENIORS WHO ARE ISOLATED, HAVE LOW INCOME.

THAT WAS A POPULATION THAT WAS IDENTIFIED AS A PRIORITY IN 2019.

AND WE'VE JUST, AGAIN, ALSO SEEN THAT GROW.

YOU SEE THINGS WITH MENTAL HEALTH AND SUBSTANCE ABUSE, ALL AGAIN, AREAS THAT WE'VE REALLY BEEN FOCUSING ON IN THESE LAST FEW YEARS.

SO THESE ARE WHAT THE PRIORITIES ARE THAT EXIST TODAY.

AND YOU WILL SEE THAT AS RYAN GOES THROUGH THE REST OF THE PRESENTATION.

BUT I THINK AGAIN, JUST WANT TO EMPHASIZE HOW IMPORTANT IT'S BEEN.

THE COUNCIL HAS BEEN THE ONE TO APPROVE THE PRIORITIES AND THE PROCESS, AND REALLY HAD A VOICE IN ALL THIS FOR THE LAST 35 YEARS.

UM, BEFORE I TURNED THIS OVER TO RYAN, DOES ANYBODY HAVE ANY QUESTIONS ON THE HISTORY COUNCIL MEMBER ELSE? THANK YOU.

WHEN YOU TALK ABOUT THE HISTORY OF OVER 35 YEARS, CAN YOU REALLY EXPLAIN WHO REALLY STARTED THAT? UH, AS FAR AS THAT GROUP AT THE TIME AND WHAT CHANDLER LOOKED LIKE AT THE TIME VERSUS A CONTINUUM FROM WHERE WE ARE RIGHT NOW, THE PROGRESS THAT WE HAVE MADE WITH THE TIMELINE.

YES, ABSOLUTELY.

MAYOR HARKEY COUNCIL MEMBER ELLIS.

WHAT HAPPENED WAS IN THE EARLY EIGHTIES NON-PROFIT ORGANIZATIONS WOULD COME FORWARD AT A COUNCIL MEETING LIKE WE ARE TONIGHT AND ASK COUNCIL DIRECTLY FOR FUNDING.

AND AS YOU CAN IMAGINE, YOU'VE BEEN IN MANY TOUGH DECISIONS SITTING AT THE DAYAS.

THEY WOULD, IT WOULD BE HARD WHEN A NOT ONE NON-PROFIT MIGHT BRING IN A YOUTH.

SOMEBODY ELSE MIGHT BRING IN SOMEONE WHO'S A VICTIM OF DOMESTIC VIOLENCE, SOMEBODY ELSE, A PERSON WITH DISABILITIES, AND IT BECAME VERY DIFFICULT AND CHALLENGING FOR COUNCIL BECAUSE OF COURSE YOU WANTED TO HELP EVERYBODY.

SO THAT'S WHY COUNCIL THOUGHT IT'S REALLY IMPORTANT THAT WE GET COMMUNITY INPUT.

AND WE LOOK AT EXPERTS IN THE AREA TO HELP DRIVE THIS PROCESS.

SO THE FUND WAS ESTABLISHED AND THE CONTRACT WAS MADE WITH VALLEY OF THE SUN UNITED WAY, WHO AT THAT TIME HAD A LOCAL OFFICE HERE IN CHANDLER.

YOU KNOW, OUR POPULATION CERTAINLY WAS, UH, AT LEAST 200,000 LESS THAN WHAT WE HAVE TODAY.

UM, PROBABLY EVEN MORE THAN THAT.

AND SO WE WERE TALKING ABOUT A MUCH SMALLER COMMUNITY, BUT THAT ALSO IS WHAT'S HAS SET THAT TONE.

AND I, AS I TALKED ABOUT REALLY BEING THAT CATALYST FOR COLLABORATION ON OUR COMMUNITY SET THAT TONE, WE CAN, WE CAN BE CONNECTED HERE AND WE CAN WORK TOGETHER.

AND EVEN AS LARGE AS WE ARE NOW, TODAY, WE WORK VERY CLOSELY TOGETHER.

OUR NONPROFITS ARE WONDERFUL COLLABORATORS.

THEY COLLABORATE WITH THE CITY AND THAT REALLY GOES BACK TO THAT INITIAL ORGANIZATION AND THE, AND THE WAY THAT IT WAS REALLY LAID OUT ALL THE WAY BACK 35 YEARS AGO TO BRING PEOPLE TOGETHER.

AND IT JUST HAS CONTINUED AS OUR CITY HAS GROWN.

I, I REMEMBER LOOKING AT THE 2007 REVIEW AND ONE OF MY OBSERVATIONS WAS THAT THERE WAS A SIMPLE STATEMENT IN THERE SAYING THE FAITH COMMUNITY WASN'T UNDERUSED ASSET TO OUR COMMUNITY, AND THAT LED MYSELF YOU AND MANY OTHERS TO FARM FOR OUR CITY.

AND I'M REALLY GRATEFUL FOR THE FAITH COMMUNITIES ACROSS OUR COMMUNITY, UH, ENGAGING WITH THEIR VOLUNTEERS, THEIR, THEIR ASSETS, WHETHER IT'S THEIR PROPERTIES OR OTHER THINGS TO DO A LOT IN THEIR CITY.

AND IT WAS, IT WAS THAT STATEMENT ON THERE THAT KIND OF REALLY HIGHLIGHTED THAT.

AND IT WAS REALLY IMPORTANT TO ME AND APPARENTLY TO THE COUNCIL AT THAT TIME.

AND SO I'VE BEEN REALLY APPRECIATIVE OF THAT.

AND AS YOU KNOW, BRINGING EVERYONE TOGETHER ALONG WITH THE FAITH COMMUNITY HAS JUST ALLOWED THE CITY AND OUR PARTNERS TO BE ABLE TO LOOK AT WHERE THERE'S GAPS, WHERE THERE'S OVERLAP AND RESOURCES, AND REALLY MAXIMIZE THE RESOURCES IN COMMUNITY, GET RID OF DUPLICATION, WHERE WE CAN GET RID OF DUPLICATION, BUT BRING PEOPLE TOGETHER MORE IMPORTANTLY, TO FILL THOSE GAPS RIGHT WITH THAT.

SO I'M GOING TO TELL YOU A LITTLE BIT TODAY ABOUT, UM, THE CURRENT ALLOCATIONS PROCESS AND THE RECOMMENDATIONS COMING FORWARD TO YOU TODAY FOR APPROVAL.

SO THIS IS OF JUST AN OVERVIEW OF THE PROCESS.

SO EACH YEAR IN AUGUST, THE STAFF AND THE HHSC WORK TOGETHER TO, UM, DEVELOP THE PROCESS FOR THE COMING YEAR, THEY REVIEW THE

APPLICATION, THE SCORING CRITERIA, UM, AND THEY UPDATE THEM AS NEEDED.

THEY APPROVE THE TIMELINES, THEY APPROVE THE PUBLIC PARTICIPATION PROCESS AND THEY APPROVE, UM, SUBCOMMITTEES WHO END UP EVALUATING THE PROPOSALS.

UM, THIS IS THE TIME EARLY, VERY EARLY IN THE YEAR BEFORE THE APPLICATION EVEN GOES OUT, THAT SUBCOMMITTEE EVALUATION PANELS ARE, UM, DEVELOPED AND ALSO COMMITTEES ARE, UH, COMPOSED OF SEVERAL HUMAN SERVICES COMMISSIONERS, ALL OF WHICH ARE CHANDLER RESIDENTS.

AND THEN OTHER KEY STAKEHOLDERS WHO ARE EITHER CONTENT AREA SPECIALISTS FOR THE, UM, GROUP OF APPLICATIONS THAT WILL BE REVIEWED, OR THEY ARE KEY STAKEHOLDERS LIKE POLICE AND FIRE PEOPLE FROM THE CHANDLER UNIFIED SCHOOL DISTRICT, OR EVEN OTHER COMMISSIONS SUCH AS, UM, OUR NEIGHBORHOOD ADVISORY COMMITTEE IN OCTOBER.

UM, THEN THE STAFF HOSTS AN ORIENTATION FOR ANY APPLICANT IN THIS THAT WOULD LIKE TO SERVE CITY OF CHANDLER RESIDENTS WHO MEET THE CRITERIA OF WANTING TO MEET ONE OF THE PRIORITIES OUTLINED IN THE COMMUNITY NEEDS ASSESSMENT.

AND THEY'RE ELIGIBLE AS A NONPROFIT.

UM, THE VERY NEXT DAY THE APPLICATION IS RELEASED AND WE DO THIS THROUGH OUR GRANTS MANAGEMENT SOFTWARE.

AND THEN TYPICALLY THE APPLICATION IS ON THE STREETS FOR ABOUT 30 DAYS.

THIS LAST YEAR, WE GAVE A LITTLE BIT MORE TIME.

THERE WERE A LOT GOING ON WITH COVID AND, UM, OUR PARTNERS WERE EXPRESSED THAT THEY NEEDED A LITTLE BIT MORE TIME.

SO WE WERE ABLE TO DO THAT.

AND THEN ONCE THEY COME IN ABOUT A MONTH LATER, STAFF CONDUCTS TECHNICAL REVIEWS AND THESE REVIEWS ARE LOOKING FOR ELIGIBILITY AND ALSO COMPLETENESS OF THE APPLICATION.

IF THOSE TWO CRITERIA AREN'T MET STAFF WILL CONTACT THE NONPROFIT ORGANIZATION AND WORK WITH THEM TO TRY TO GET IN A COMPLETE APPLICATION OR TO ENCOURAGE THEM TO APPLY FOR OTHER FUNDS SOURCES THAT THEY MIGHT BE ELIGIBLE FOR.

THEN FOLLOWING THOSE TECHNICAL REVIEWS, ALL OF THE APPLICATIONS ARE ASSIGNED TO THEIR INDIVIDUAL SUB-COMMITTEES.

WE DO HAVE FOUR SUBCOMMITTEES AND I WILL BE GOING OVER THAT A LITTLE BIT LATER IN THE PRESENTATION HERE.

UM, EACH SUBCOMMITTEE MEETS TWO OR THREE TIMES TO REVIEW THESE APPLICATIONS.

THEY TAKE IT VERY SERIOUSLY.

IT IS A SIGNIFICANT, UM, COMMITMENT OF THEIR TIME.

THEY INDIVIDUALLY, THEY INDIVIDUALLY REVIEW ALL THE APPLICATIONS AND THEN THEY COME TOGETHER AS A GROUP TO MAKE, UM, RECOMMENDATIONS TO THE HOUSING AND HUMAN SERVICES COMMISSION, WHO THEN IN TURN MAKE RECOMMENDATIONS TO YOU.

UM, I WILL SPEAK A LITTLE BIT MORE IN THE FUTURE HERE ABOUT OUR PUBLIC PARTICIPATION PROCESS.

SO, SO AFTER THAT, UM, THE SUBCOMMITTEE MAKES RECOMMENDATIONS TO THE HHSC AND THEN WE HAVE A PUBLIC PARTICIPATION PROCESS.

AND I'M GOING TO TALK TO YOU ABOUT THAT, UM, A COUPLE SLIDES FROM NOW, AND THEN OF COURSE, UM, FOLLOWING YOUR APPROVAL STAFF WILL WORK WITH EACH AGENCY TO DEVELOP A CONTRACT, UM, AND GET THEIR SERVICE GOING.

THIS IS JUST A REVIEW OF THE APPLICATIONS THAT WE RECEIVED THIS YEAR.

SO WE RECEIVED A TOTAL OF 64 APPLICATIONS WITH A TOTAL REQUEST OF OVER $5.1 MILLION.

SO WE HAVE JUST OVER BETWEEN THE THREE FUND SOURCES THAT WE ARE ALLOCATING, WE HAVE JUST OVER 2.6 MILLION TO ALLOCATE.

SO THAT'S ABOUT 50% OF THE REQUEST SO THIS IS ANOTHER SUMMARY SLIDE.

AND THIS IS OF OUR EVALUATION PROCESS.

AS I MENTIONED, THE, UH, APPLICATIONS ARE REVIEWED BY FOUR SUBCOMMITTEES, THE CDBG AND HOME, UH, SUBCOMMITTEE.

SO THAT'S ALL OF OUR FEDERAL DOLLARS GOING TO THIS PROCESS.

AND THEN THREE COMMITTEES THAT DIVIDE UP THE APPLICANTS THAT HAVE APPLIED FOR GENERAL FUNDS.

SO BASIC NEEDS YOUTH AND SPECIAL POPULATIONS.

SO BASIC NEEDS ARE THINGS THAT MIGHT MEET, UH, A VULNERABLE PERSON IN OUR COMMUNITY.

THERE, YOU KNOW, IT MIGHT BE FOOD, IT MIGHT BE, UM, UH, CLOTHING.

IT MIGHT BE SHELTER.

THINGS LIKE THAT USE ARE FOR SPECIFIC SPECIFICALLY FOR YOUTH PROGRAMS AND SPECIAL POPULATIONS GENERALLY SERVE, UM, SENIORS, VETERANS, AND PEOPLE WITH DISABILITIES CATCH MY PLATES.

I'M SORRY, LET ME GO BACK ONE HERE.

SO YOU CAN SEE HERE THAT, UM, FOR OUR FEDERAL FUNDING, WE ONLY RECEIVED 10 APPLICATIONS AND THAT'S BECAUSE OUR FEDERAL FUNDS ARE HIGHLY REGULATED.

THE DOLLARS ARE VERY RESTRICTED FOR VERY SPECIFIC PURPOSES.

SO YOU WOULD HAVE TO HAVE A VERY STRONG ADMINISTRATIVE INFRASTRUCTURE TO BE ABLE TO WORK WITH OUR FEDERAL FUNDS.

WE RECEIVED 54 APPLICATIONS FOR OUR GENERAL FUNDS APPLICATIONS.

SO THAT'S WHERE, UM, THREE OF OUR SUBCOMMITTEE FOCUSED THEIR WORK.

THAT'S WHO CAN TELL US WHAT THE NEEDS ARE IN THE COMMUNITY AND HOW WE CAN BEST SERVE THEM.

THE FEDERAL FUNDS, THE CITY COMPLIES WITH, AND WE ACTUALLY EXCEED THE MARICOPA COUNTY CITIZEN PARTICIPATION PLAN, THAT PLAN.

AND WE FOLLOW THAT BECAUSE WE ARE A MEMBER OF THE MIRA COPA COUNTY HOME CONSORTIUM, WHICH PROVIDES US A PORTION OF OUR FEDERAL FUNDS.

THAT PLAN REQUIRES ONE PUBLIC HEARING AND A PUBLIC COMMENT PERIOD HERE IN CHANDLER, WE DO TWO PUBLIC HEARINGS AND A PUBLIC COMMENT PERIOD FOR EACH OF OUR FUND SOURCES.

AND AGAIN, WE DO THAT JUST TO PROVIDE THE PUBLIC, THE MAXIMUM OPPORTUNITY FOR INPUT.

SO WE HAD, UH, AS LEAH MENTIONED, WE HAD A VERY ROBUST PUBLIC PARTICIPATION THIS YEAR, WHICH IS GREAT.

UM, AND SO WE GOT THAT THIS YEAR.

SO OVER 60 PEOPLE, IN FACT, 68 PEOPLE ATTENDED OUR PUBLIC MEETINGS.

ALL OF THOSE MEETINGS, WE JUST WENT OVER THROUGHOUT OUR, OUR PROCESS.

THIS YEAR, RESIDENTS WERE MOSTLY FOCUSED ON THE IMPACT OF HOMELESS PROGRAMS ON NEIGHBORHOODS.

THE DEMOGRAPHICS OF PERSON SERVED IN THOSE PROGRAMS AND UNPROGRAMMED PERFORMANCE.

AND OF COURSE I'M SUMMARIZING NONPROFITS WERE PRIMARILY SPOKE IN APPRECIATION OF THE CITY SUPPORT AND EMPHASIZE THE INCREASED DEMAND FOR SERVICES AND FOR RESOURCES.

IN ADDITION, UH, WE DID RECEIVE A PETITION THIS YEAR, WHICH 52 CHANDLER RESIDENT SIGNED.

AND IT WAS IN OPPOSITION OF THE CITY'S ACCEPTANCE OF FEDERAL AND STATE FUNDING, SUPPORTIVE HOMELESS PROGRAMS. SO LIKE I SAID, WE WERE ALWAYS EXTREMELY GRATEFUL TO HAVE PUBLIC PARTICIPATION, AND WE GOT THAT THIS YEAR AND WE HOPE THAT THAT WILL CONTINUE THE PROGRAMS FUNDED THROUGH THE ALLOCATIONS PROCESS.

THEY REALLY TAKE GREAT CARE TO MAKE SURE THAT THEIR SERVICES DO NOT IMPACT CHANDLER RESIDENTS AND CHANDLER NEIGHBORHOODS.

UM, ONE OF THE THINGS THAT WE, UM, ENCOURAGE THROUGH OUR APPLICATION PROCESS IS, UH, INVOLVEMENT WITH THE NEIGHBORHOOD RESOURCES DEPARTMENT AND WITH, FOR OUR CITY AND OTHER COMMUNITY WIDE, UM, EVENTS LIKE THAT.

SO THAT, OR GROUPS LIKE THAT, SO THAT PEOPLE REALLY DO UNDERSTAND THE IMPACT THAT THEY ARE HAVING IN THE CHANDLER COMMUNITY.

AND SO I JUST WANT TO GIVE YOU AN EXAMPLE OF THAT.

SO FOR INSTANCE, OUR EYE HEALTH PROGRAM, WHICH IS OUR FAITH BASED PROGRAM, THAT IT'S NOT A FAITH BASED PROGRAM.

IT'S A PROGRAM OPERATED BY FAITH ORGANIZATIONS, UM, TO PROVIDE SHELTER FOR VULNERABLE CHANNEL RESIDENTS WHO ARE LIVING WITHOUT SHELTER.

UM, THEY BUS IN AND BUS OUT, UH, PARTICIPANT EVERY EVENING AND THEN EVERY NIGHT FROM SHELTERS.

SO THAT RESIDENTS AREN'T WAITING IN A NEIGHBORHOOD FOR SERVICES OR BEING DROPPED OFF IN A NEIGHBORHOOD FROM SERVICES, THEY COME AND GO FROM OUR HOST ORGANIZATION, WHICH IS A SCENT.

UM, AND THEN THEY'RE PICKED UP AND DROPPED OFF AT THAT LOCATION EACH NIGHT.

SO THAT'S JUST AN EXAMPLE OF THE THINGS THAT OUR PROGRAMS DO TO MAKE SURE THAT THEY ARE A GOOD NEIGHBOR AND THAT THEY ARE NOT HAVING A NEGATIVE IMPACT ON OUR COMMUNITY.

AND YOU WOULD SEE MUCH MORE THINGS LIKE HOMELESSNESS AND HUNGER ON OUR STREETS FURTHER IT'S.

I THINK IT'S IMPORTANT TO NOTE THAT PROVIDING HOMELESS SERVICES IS MUCH LESS COSTLY THAN NOT PROVIDING HOMELESS SERVICES.

SO WHEN YOU DON'T PROVIDE HOMELESS SERVICES, WHAT YOU HAVE IS AN UNSHELTERED POPULATION WHO ARE USING OUR PUBLIC SERVICES AS THEIR MAIN SOURCE OF, UM, SERVICE.

SO FOR INSTANCE, THEY HAVE LOTS OF CONTACT WITH POLICE AND FIRE.

THEY GO TO THE HOSPITAL AND USE THE EMERGENCY ROOM, LIKE IT'S THEIR DOCTOR.

UM, THEY'RE INVOLVED WITH THE CRIMINAL JUSTICE SYSTEM JUST TO MEET, YOU KNOW, JUST FOR SURVIVAL CRIMES AND TO MEET THEIR BASIC NEEDS, LIVING LIKE THAT COSTS EXPONENTIALLY MORE THAN BEING STABLE, HOUSED AND WHAT, AND WE CAN STABLY HOUSE PEOPLE AND PROVIDE SUPPORT SERVICES FOR A FRACTION OF THE COST, UM, OF PEOPLE USING OUR PUBLIC SERVICES IN A WAY THAT THEY WEREN'T MEANT TO MAKE US THAT'S IN THE RULES.

CAN YOU PLEASE ALSO IN THAT LITTLE GAP, TALK ABOUT ENCAMPMENT BECAUSE THAT'S EXACTLY WHAT HAPPENED ALSO WHEN, WHEN WE DON'T HAVE SERVICES, WE SEEN THE INCREASE IN INCOME.

WHAT DOES THAT DO TO OUR CITY AND OUR NEIGHBORHOODS? SURE.

WE HAVE, UM, A TEAM OF SEVEN ON THE STREET RIGHT NOW, AND THEY ARE ABLE TO REALLY GO OUT THERE AND OUTREACH THE ADDITIONAL ENCAMPMENTS AND PEOPLE EXPERIENCING HOMELESSNESS THAT YOU ARE SEEING THAT'S HAPPENING IN EVERY CITY, BUT YOU'RE NOT SEEING WHAT YOU SEE IN EVERY CITY IN OUR CITY.

AND THAT'S BECAUSE WE HAVE AN EXCELLENT TEAM THAT WORKS SEVEN DAYS A WEEK.

THEY HAVE EXTENDED HOURS FROM SIX IN THE MORNING TILL NINE AT NIGHT, IN SOME CASES, DEPENDING ON THE DAY.

AND THAT MEETS THE DEFINITION THAT YOU, THAT YOU JUST SORT OF WENT OVER.

PEOPLE WHO ARE DISABLED PEOPLE WHO ARE USING SUBSTANCES AND, OR MENTALLY ILL, UM, AND PEOPLE WHO ARE FRANKLY OLDER, THAT'S OUR OLDER POPULATION OF PEOPLE EXPERIENCING HOMELESSNESS.

I THINK THAT POPULATE THAT WE'LL SEE WHEN THE NUMBERS THAT WE'RE FINALLY STARTING TO GENERATE AGAIN, START TO COME BACK IN.

I THINK THAT POPULATION IS RISING BECAUSE OUR POPULATION IS GETTING OLDER.

SO PEOPLE WHO ARE GETTING EVICTED, OUR FAMILIES, THEY ARE HOUSEHOLDS THAT ONE DAY HAVE HOUSING.

AND THE NEXT DAY THEY DO NOT, THEY ARE NOT PEOPLE WHO ARE SUFFERING FROM ADDICTION, MENTAL HEALTH, DISABILITY, THEY'RE SUFFERING FROM LACK OF INCOME, UM, LACK OF SUPPORT SYSTEMS, UM, AND, AND GETTING VERY BEHIND, UM, DURING THE PANDEMIC.

I'M THIS I'M THAT CAN, UM, WHAT HAS YOUR EXPERIENCE, UM, IN TERMS OF INTO, UH, IN TERMS OF INFORMATION THAT YOU GUYS HAVE GATHERED IN REGARDS TO THOSE, UH, THOSE INDIVIDUALS, ARE THEY, HAVE YOU SEEN THAT THEY'RE, THEY ARE EXPERIENCING HOMELESS OR THEY ARE EXPERIENCING A LACK OF FOOD OR LACK OF, YOU KNOW, LACK OF KNEES, UM, WHEN THE ENGAGEMENT HAPPENED, CAN YOU, CAN YOU SPEAK TO THAT? UM, MR. MAYOR, UH, COUNCILMAN HARRIS, SOME ARE HOMELESS AND SOME ARE NOT HOMELESS.

UH, PANHANDLING IN CHANDLER SPECIFICALLY IS EXTREMELY LUCRATIVE.

WE HAVE A VERY GENEROUS COMMUNITY, UM, AND TO THAT NOTE, SO THAT'S WHY WE HAVE OUR CHANGE-UP CAMPAIGN TO EDUCATE PEOPLE, UM, RESIDENTS WHO ARE GIVING RESIDENTS ABOUT HOW THEY CAN HELP, WE CAN HELP THEM USE THEIR FUNDS MORE EFFECTIVELY.

UM, REAL SOON WITHIN A COUPLE OF WEEKS HERE, YOU'RE GOING TO SEE LOTS OF SIGNS GO UP AND BOTH ON THE, IN THE RIGHT OF WAYS.

UM, FOR THE EIGHT OUTRIGHT OF WAYS, YOU'RE GOING TO SEE 14 UP A MONTH IN DIFFERENT LOCATIONS.

YOU'LL ALSO SEE, UM, SOMEWHERE BETWEEN 30 AND 50 SIGNS ON ARTERIAL STREETS AND CHANDLER THAT ARE EDUCATIONAL SIGNS EXPLAINING THAT PANHANDLING.

IT'S NOT THE BEST WAY TO HELP UNFORTUNATELY, PAN HANDLING WHILE THE INTENT IS VERY GOOD.

UM, THE OUTCOME IS VERY BAD BECAUSE YOU'RE ENABLING SOMEBODY TO STAY LIVING ON THE STREET, IF THAT'S THE CASE OR LIVING WHERE THEY'RE LIVING, BUT NOT ACTUALLY SEEKING PERMANENT EMPLOYMENT, THAT'S GOING TO GIVE THEM PURPOSE AND GIVE THEM, YOU KNOW, STABILITY AND PRODUCTIVITY.

UM, THE LONGER YOU LIVE ON THE STREET, THE STREET, THE FASTER YOU DIE.

SO THE, UM, THE, THE AVERAGE AGE FOR SOMEBODY THAT LIVES ON THE STREET IS 49.

SO THAT'S A VERY SHORT LIFESPAN.

SO, AND I'M WHAT I MEANT IS THAT YOUR AVERAGE LENGTH OF LIFE, NOT YOUR AVERAGE AGE, EXCUSE ME.

SO PAN, YOU KNOW, WHILE YOU THINK YOU'RE DOING A GOOD THING, THERE ARE ABSOLUTELY BETTER, BETTER WAYS TO GIVE.

AND SOME PEOPLE ARE NOT THE END.

SOME PEOPLE DO COME FROM OTHER COMMUNITIES TO PANHANDLE AND CONTINUE.

THE HHSC IS RECOMMENDING TO YOU A COMBINATION OF PUBLIC SERVICES, UM, CODE ENFORCEMENT SERVICES, AND THEN SUPPORT OF HOUSING PRESERVATION AND AFFORDABLE HOUSING.

SO, UM, YOU WILL, YOU HAVE MUCH MORE EXTENSIVE NARRATIVES IN YOUR PACKET.

I KNOW THIS INFORMATION IS VERY SMALL.

THE TOTAL, UH, AMOUNT THAT WE RECEIVED IN CDBG THIS YEAR WAS ONE, ONE POINT JUST OVER 1.1 MILLION.

AND THIS IS OUR OTHER, UH, SOURCE OF FEDERAL FUNDING.

THE HOME FUNDING, THIS FUNDING COMES TO US THROUGH MARICOPA COUNTY THROUGH THE HOME CONSORTIUM.

AND THERE ARE TWO RECOMMENDATIONS BEFORE YOU TODAY.

ONE IS FOR THE ACQUISITION OF AFFORDABLE RENTAL HOUSING, THAT HOUSING THEN STAYS IN OUR COMMUNITY, UM, AS AFFORDABLE AND OPERATED BY A NONPROFIT ORGANIZATION.

AND THEN THE OTHER IS OUR TENANT BASED RENTAL ASSISTANCE OR TVRA, WHICH IS RUN INTERNALLY BY THE CITY.

AND THAT IS, UH, UP TO TWO YEAR HOUSING FOR PEOPLE FORMALLY FOR PEOPLE EXPERIENCING HOMELESSNESS AND THEN TRANSITIONED TO INDEPENDENCE, UM, AFTER THOSE SERVICES.

SO THE TOTAL THAT WE RECEIVED THIS YEAR WAS 424,695.

AND THAT IS THE RECOMMENDATION.

AND THEN FINALLY WE HAVE OUR GENERAL FUNDS RECOMMENDATION.

UH, THIS YEAR WE HAD AVAILABLE ABOUT 1.1 MILLION FOR ALLOCATION.

WE DID RECEIVE REQUESTS OF 2.9 MILLION.

SO, UM, IT WAS A VERY, UH, CHALLENGING, UM, PROCESS FOR OUR SUBCOMMITTEES AND FOR OUR HOUSING AND HUMAN SERVICES COMMISSION.

BUT I THINK THEY PUT TOGETHER AN EXTREMELY THOUGHTFUL PACKAGE FOR YOU TO CONSIDER.

UM, YOU CAN SEE THAT, UM, THEY WOULD LIKE TO PROPOSE FUNDING 48 OUT OF THE 54 APPLICATIONS THAT WERE RECEIVED.

UM, EACH YEAR, OF COURSE, ARE THE NUMBER OF APPLICATIONS.

AND THE REQUEST AMOUNT GOES UP AS THERE ARE ADDITIONAL, UH, ORGANIZATIONS AND CHANDLER THAT WANTS TO SERVE CHANDLER RESIDENTS.

SO THE JOB GETS A LITTLE BIT TOUGHER EACH YEAR, BUT I THINK THAT I TOO AGREE THAT THEY'VE PUT TOGETHER A VERY THOUGHTFUL PROPOSAL IN THIS PROPOSAL, UH, SERVICES THAT, UM, IN THE CATEGORY OF BASIC NEEDS WOULD RECEIVE ABOUT 450,000 YOUTH PROGRAMS WOULD RECEIVE ABOUT 440,000 AND A SPECIAL POPULATIONS, WHICH AGAIN, SENIORS, VETERANS AND PEOPLE WITH DISABILITIES WOULD RECEIVE ABOUT 200,000.

IN ADDITION TO THE GENERAL FUND RECOMMENDATION, THE HOUSING AND HUMAN SERVICE COMMISSION, UM, PUT TOGETHER A CONTINGENCY REQUEST.

AND THIS WAS IN CASE THERE WAS ADDITIONAL FUNDING LEFT.

THEY FELT THAT THERE WERE SOME ORGANIZATIONS THAT NEEDED FUNDING BEYOND WHAT THEY HAD TO ALLOCATE.

UM, AND STAFF ALSO PUT TOGETHER A RECOMMENDATION THIS YEAR AND TOLD THIS, THIS TOTAL IS ABOUT 350,000.

UM, AND YOU HAVE THAT DELINEATED IN YOUR PACKET AS WELL.

AND SO THE TOTAL THIS YEAR FOR ALLOCATIONS WOULD BE JUST OVER 1.4 MILLION.

THE CONTINGENCY FUNDING, OUR RECOMMENDATION IS THAT WE USE, UM, SOME FUNDING THAT YOU ALREADY ALLOCATED TO NONPROFITS THAT WAS ARPA FUNDING, UM, IN A PREVIOUS, UH, VOTE, UM, AND YOU ALLOCATED IT TO NARC, TO NONPROFITS.

SO WE WOULD PROPOSE TO TAKE 350,000 OF THAT AND MAKE SOME SUPPLEMENTAL FUNDING RECOMMENDATIONS HERE.

OKAY.

SO, UM, BECAUSE WE HAD SUCH A, UM, A ROBUST DISCUSSION ABOUT HOMELESSNESS THIS YEAR, I WANTED TO JUST HIGHLIGHT FOR YOU THE SERVICES AREN'T INCLUDING INCLUDED IN THIS AND THESE RECOMMENDATIONS THAT SERVE HOMELESSNESS.

SO IN TOTAL, IT WOULD BE 13% OF THE FUNDING WOULD GO TOWARDS HOMELESS SERVICES AND THE CATEGORIES ARE COMMUNITY NAVIGATION AND CLIENT SERVICES.

AND THAT IS OUR OUTREACH.

THAT IS THE CHANDLER OUTREACH PROGRAM, AND ALSO AN OUTREACH PROGRAM, UM, THAT THE SALVATION ARMY OPERATES.

AND THEY ARE OUR GREAT PARTNER IN THIS WORK.

WE COULD NOT DO IT WITHOUT THEM.

THEY HAVE ADDED SO MUCH TO WHAT WE DO THROUGH SHOWER TRAILERS, UM, MOBILE FOOD, UM, HEAT RELIEF, LOTS OF THINGS THAT, THAT W WE COULDN'T LIVE WITHOUT.

IT'S ALSO SHELTER FOR FAMILIES, UM, CASE MANAGEMENT FOR PEOPLE LIVING IN SHELTER.

AND THEN AGAIN, OUR TENANT BASED RENTAL ASSISTANCE PROGRAM IS DESIGNATED FOR PERSONS EXPERIENCING HOMELESSNESS.

SO ABOUT 400,000 WOULD BE, UM, DELEGATED TO HOMELESS PROGRAMMING.

AND AGAIN, THAT'S 13%.

AND THEN A GO A LITTLE BIT TO SPEAKING TO THE PERFORMANCE CONCERN OF HOMELESS PROGRAMS. I'M SORRY.

JUST WANTED TO ASK A QUESTION ON THE LAST LIE, UH, ABOUT THE, THE HOMELESS, THE HOMELESS SERVICES, UM, THE TENANT BASED RENTAL ASSISTANCE HAVE WE STARTED TO SEE, UM, BECAUSE OF THE, RENT'S GOING UP SO MUCH, HAVE WE, ARE WE SEEING AN INCREASE OF HOMELESSNESS BECAUSE OF RENTS GOING UP? AND CAN YOU TALK TO US JUST A LITTLE BIT ABOUT THAT PARTICULAR TOPIC FOR THE RESIDENTS AT HOME, THROUGH THE MAYOR? COUNCILMAN HARRIS, THANK YOU SO MUCH FOR ASKING THAT QUESTION, BECAUSE I THINK THAT IS OUR MOST SIGNIFICANT ISSUE RIGHT NOW IS THAT RENTS IN CHANDLER AND NOT JUST IN CHANDLER ACROSS THE VALLEY, UM, ARE RAISING ANYWHERE FROM $500 TO, WE HAVE SEEN A $1,500 INCREASE IF YOU CAN BELIEVE THAT.

SO, BUT GENERALLY IT'S ABOUT BETWEEN 500 AND $800.

AND IF YOU ARE ON A FIXED INCOME, SO YOU'RE A SENIOR, OR YOU'RE SOMEONE, UM, LIVING ON DISABILITY, OR YOU'RE JUST A REGULAR FAMILY, RIGHT.

I DON'T KNOW IF I COULD TAKE A $500 BUMP TO MY MORTGAGE PAYMENT.

UM, THEY ARE JUST UNABLE TO CONTINUE THAT PAYMENT OR SIGN THEIR NEXT LEASE.

AND BECAUSE, UH, WE HAVE SUCH A SHORT SUPPLY OF, UH, OF HOUSING, NOT JUST AFFORDABLE HOUSING, BUT JUST HOUSING IN GENERAL AT ALL INCOME LEVELS.

UM, LANDLORDS CAN EASILY LIVE WITHOUT ANY RENTER THAT DOESN'T WANT TO SIGN THAT NEXT LEASE AND JUST RENT AGAIN AT THAT HIGHER PRICE.

SO WHAT WE'RE FINDING, UH, POLICE HAVE BEEN VERY COMMUNICATIVE WITH US THERE.

WE'RE FINDING, UH, SENIORS WHO HAVE JUST GONE TO LIVING IN THEIR CARS.

THEY'LL FIND THEM PARKED AT A PARK OR SOME, OR A WALMART PARKING LOT PLACES THAT ARE, UM, EASY FOR THEM TO DO THAT.

WE'RE FINDING FAMILIES THAT JUST SHOW UP AT OUR, YOU KNOW, THROUGH, THROUGH REFERRALS, JUST

SHOW UP AT OUR DOOR AND SAY, WE GOT LOCKED OUT TODAY.

UM, WE'RE FINDING THAT, UM, IT'S, IT'S A VERY SIGNIFICANT ISSUE.

SO YES, UH, COUNCILMAN WERE EXTREMELY WORRIED ABOUT THAT.

SO JUST WANTED TO TALK A LITTLE BIT ABOUT OUTCOMES.

SO HOMELESS PERFORMANCE MEASURES ARE DEFINED BY THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT, HUD, WHO HAS THE MOST FUNDING.

THERE ARE OTHER DEPARTMENTS, BUT THAT'S THE FEDERAL DEPARTMENT THAT PROVIDES THE MOST FUNDING AROUND HOMELESSNESS.

AND THEY ARE BASED ON, UH, THE EXIT TYPE THAT YOU HAVE FROM A PARTICULAR HOMELESS INTERVENTION.

SO IF, FOR INSTANCE, IF YOU'RE LEAVING, UH, IF YOU'RE IN AN OUTREACH PROGRAM, A POSITIVE EXIT MIGHT BE GOING TO AN EMERGENCY SHELTER PROGRAM OR GOING INTO A NON CONGREGATE SETTING, OR EVEN GOING STRAIGHT TO HOUSING.

IF YOU ARE IN EMERGENCY SHELTER, A POSITIVE EXIT MIGHT BE GOING INTO A SUBSIDIZED HOUSING OR GOING INTO INDEPENDENT HOUSING, OR EVEN GOING BACK TO RELATIVES IN ANOTHER STATE TO LIVE WITH THEM.

ANYTHING THAT IS PERMANENT HOUSING, WHERE YOU'D NO LONGER NEED SHELTER.

SO THERE'S A LOT OF DIFFERENT TYPES OF POSITIVE EXITS, AND THERE ARE ALSO NEGATIVE EXITS NEGATIVE EXITS ARE RETURNING TO HOMELESSNESS.

UM, UNKNOWN, WHICH MEAN WOULD MEAN THAT THE PROGRAM DOESN'T KNOW WHAT HAPPENED TO YOU.

MAYBE YOU LEFT THE PROGRAM IN THE MIDDLE OF THE NIGHT, OR JUST DIDN'T SHOW UP AGAIN.

AND WE DON'T KNOW.

AND THEN OF COURSE, DEATHS, UNFORTUNATELY, AND WE HAVE THAT, UM, IN HOMELESS PROGRAMS BECAUSE PEOPLE ARE IN VERY COMPROMISED HEALTH WHEN THEY GET TO US.

SO, UM, DEATHS ARE A NEGATIVE EXIT.

SO I JUST WANTED TO POINT OUT HIGHLIGHT FOR YOU THE OUTCOMES OF TWO OF THE PROGRAMS THAT ARE PROPOSED TODAY.

ONE IS THE CHANDLER CONNECT HOMELESS OUTREACH PROGRAM, UM, IN LAST FISCAL YEAR.

AND I'M JUST REPORTING THAT BECAUSE IT'S OUR MOST, OUR LAST YEAR OF COMPLETE DATA.

AND THIS IS JUST WITH THE ONE NAVIGATOR THAT CDBG FUNDED.

WE SERVE 183 HOUSEHOLDS IN THAT PROGRAM.

AND THERE WERE 82 POSITIVE EXITS.

AND I WOULD SAY OUT OF ALL OF THE HOMELESS INTERVENTIONS, UM, THE OUTREACH IS PROBABLY THE HARDEST TO COME BY POSITIVE EXITS, RIGHT? BECAUSE IT REQUIRES MOVING INTO HOUSING OF SOME KIND.

AND IF YOU'RE UNSHELTERED, THAT TAKES A LONG TIME.

SO THAT'S AN EXTREMELY HIGH-PERFORMING, UH, PERCENTAGE.

THEN I WANTED TO JUST MENTION THE TENANT BASED RENTAL ASSISTANCE PROGRAM.

UM, THOSE ARE THE TWO PROGRAMS THAT ARE GETTING THE MOST OF OUR HOMELESS FUNDING, UH, RECOMMENDATION LAST YEAR, IT HAD A HUNDRED PERCENT POSITIVE EXITS.

NOW IT'S A TWO YEAR PROGRAM.

SO LAST YEAR, ONLY EIGHT OUT OF THE 29 HOUSEHOLDS MOVED ONTO HOUSING IN THAT PARTICULAR PERIOD.

AND THEY WERE ALL POSITIVE EXITS AND 21 OF THE HOUSEHOLDS REMAINED STABLE.

WE DIDN'T LOSE ANYONE LAST YEAR.

NOBODY NEGATIVELY EXIT GOT EVICTED OR, UM, EXITED TO A NON-POSITIVE EXIT.

SO I JUST WANTED TO POINT THAT OUT FOR YOU.

YOU LOOK LIKE YOU HAVE A QUESTION.

I'VE NEVER SEEN ANYTHING LIKE IT IN ALL THE OTHER CITIES THAT I HAVE HELPED OR BE ON THE PAVEMENT AND HELPING FEEDING, DOING WHATEVER WE CAN DO TO HELP.

BUT IN CHANDLER, I KNOW THAT WE HAVE MAKE IT REALLY HARD FOR PEOPLE TO BECOME HOMELESS.

WHAT IS IT THAT WE'LL DO IN TO PREVENT PEOPLE? WHEN WE LOOKED AT THE NUMBERS, I KNOW MISS LEAH ALWAYS SAID HOW MUCH IT COSTS TO KEEP PEOPLE INTO THEIR HOME VERSUS AFTER THEY BECOME HOMELESS.

CAN YOU EXPLAIN THAT PLEASE? SURE.

THROUGH THE MAYOR, UH, COUNCIL, WOMAN ELLIS.

UM, SO PREVENTION IS ANOTHER ONE OF OUR MAJOR TASKS IN OUR DEPARTMENT.

I, IT'S NOT ONE OF THE THINGS, WELL, ACTUALLY THAT'S NOT TRUE.

WE ARE FUNDING PREVENTION THROUGH THIS PROGRAM, UM, IN THE GENERAL FUND, UM, BASIC NEEDS CATEGORY.

WE ARE FUNDING.

UH, WE ARE RECOMMENDING TO FUND ASCEND OR EVICTION PREVENTION AND THAT IT LOOKS LIKE RENT AND UTILITY PAYMENTS.

SO THERE IS, I BELIEVE IT'S 120,000.

IF I'M NOT RIGHT, I'M GETTING THE YES, UM, 120,000 FOR EVICTION PREVENTION IN THIS, UM, PROPOSAL.

SO THE VERY BEST THING WE CAN DO IN A MARKET LIKE OURS AND IN SUCH A STRONG, A VIBRANT COMMUNITY, LIKE CHANDLER IS KEEP PEOPLE IN THE HOUSING THEY'RE IN, BECAUSE ONCE THEY LEAVE IT, THERE IS NOWHERE TO GO.

OTHER THAN A SHELTER PROGRAM.

SO ANYTHING WE CAN DO, WHETHER IT'S FINANCIAL, MONETARY ASSISTANCE TO KEEP YOU IN YOUR HOME OR HOUSING, STABILITY SERVICES, TO HELP YOU BUDGET DOWN, UM, LEARN HOW TO STRATEGIZE, TO MAKE HOUSING A PRIORITY.

ANY OF THE THINGS THAT WE CAN DO, UM, ON THE PREVENTION ARENA IS EXCELLENT.

WE ALSO STILL HAVE FEDERAL DOLLARS FOR PREVENTION THAT WE'RE USING.

WE ABSOLUTELY DO THAT WITH THEM.

WE'VE BEEN HAVING GREAT SUCCESS IN PARTNERSHIP WITH POLICE.

BUT WE HAVE THOSE HUNGER PAINS, WHICH ARE UNSETTLING, BUT THINK OF THE HOMELESS PEOPLE THAT ARE OUT THERE ON THE STREETS WITH NO FOOD AND STUFF LIKE THAT, THEY'RE SUFFERING 10 TIMES MORE BECAUSE THEY DON'T HAVE THE NECESSARY MEANS TO GET FOOD OR WATER.

ON TOP OF THAT, THEY'RE TIRED AND STRESSED OUT DUE TO, YOU KNOW, EVERYTHING THAT'S GOING ON IN THEIR LIVES.

UM, I SEE PEOPLE DIGGING IN GARBAGE CANS AT STORES, LOOKING FOR FOOD THROUGHOUT MY COMMUNITY AND OCCASIONS.

I NOTICED PEOPLE, UM, DOING THESE THINGS AND I WOULD OFFER THEM FOOD, YOU KNOW, AND THEY'RE CRYING TO ME PLEADING FOR HELP WITH THESE THINGS.

UM, SO WITH THAT BEING SAID, WHAT I TAKE AWAY FROM WORKING WITH THE HOMELESS HAS GIVEN, UM, MYSELF TO OTHERS, NO MATTER WHAT, THE CHOICE OF CIRCUMSTANCES THEY'RE GOING THROUGH, WE'RE NOT CALLED TO JUDGE.

WE ARE CALLED TO HELP AND SUPPORT TO PREVENT, TO PREVENT HUNGER AND HOMELESS MEN.

THEY'RE BROUGHT ON A SHUTTLE, OUR FACILITY OR OTHER FAITH-BASED FACILITIES.

THEY SPEND THE NIGHT, WE GIVE THEM DINNER, WE GIVE THEM BREAKFAST.

WE GIVE THEM LUNCH FOR THE NEXT DAY.

THEY'RE TAKEN AWAY, UH, SEND US A SHOWER TRAILER THAT THEY BRING IN FOR FACILITIES THAT DON'T HAVE ONSITE SHOWERS, WHICH NOT VERY MANY CHURCHES DO.

LIKE CAN YOU IMAGINE GOING OUT FOR A JOB INTERVIEW WITHOUT HAVING A SHOWER OR WORKING ALL DAY AND COMING HOME, NOT BEING ABLE TO TAKE A SHOWER, GOING BACK TO WORK THE NEXT DAY WITHOUT IT, THE SHOWER TRAILER, THE SHUTTLE, THESE THINGS COST MONEY.

THEY HAVE CASEWORKERS.

THESE HAVE TO BE PAID FOR A SEN HAS LOCKERS.

A LOT OF THE HOMELESS PEOPLE.

WHEN THEY'RE OUT THERE, THEY'RE LIVING OUT A ONE OR TWO BACKPACKS EVERYWHERE THEY GO.

THEY CARRY EVERYTHING.

THEY BELONGS TO.

IF THEY GO IN FOR A JOB INTERVIEW, THEY HAVE TO HIDE THEIR BACKPACK.

THEY HAVE TO TAKE IT WITH THEM, SEND AS LOCK.

WE CAN KNOW THEY CAN KEEP HIM.

YOU KNOW, I HEARD THAT THERE'S POSITIVE INPUT AND THERE'S SOME THAT ARE CONCERNED ABOUT THE NEGATIVE INFLUENCE THAT THE HOMELESS HAVE IN COMMUNITIES.

WELL, I'M HERE TO TELL YOU IF WE DON'T STAY ON IT, IF WE DON'T KEEP ADDRESSING IT, IT'S GOING TO GET WORSE AND IT'S GOING TO GET WORSE.

WE JUST HEARD ABOUT THE COST OF RENT GOING UP.

AND WE HAVE SEEN THROUGH EVIDENT LIVES WHERE PEOPLE HAVE SUCCESS STORIES IN GOTTEN JOBS.

YOU KNOW, IT'S A, IT'S A 90 DAY PROGRAM THAT PEOPLE THAT HAVE GUIDELINES THAT THEY NEED TO FOLLOW THROUGH.

SO MY ART IS EVERYBODY DESERVES A SECOND CHANCE AND DO NOT CUT ANY OF THE FUNDING FOR THIS PROGRAM.

AND I WANTED TO TALK TODAY ABOUT ASCEND AND HOW THEY OFFER SERVICES THAT PREVENT OR MITIGATE, MITIGATE CHRONIC ISSUES.

FOR EXAMPLE, THE RENTAL ASSISTANT PROGRAMS LIKE CAP, UH, FOOD SERVICES, WHICH MITIGATE HEALTH IMPACTS BY PREVENTING OR MITIGATING THESE ISSUES.

THAT PERSON IS LESS LIKELY TO NEED OTHER SERVICES SUCH AS FOOD SERVICES.

FOR EXAMPLE, IF THEY'RE GETTING THESE HEALTHY MEALS, WE CAN MITIGATE HEALTH IMPACTS.

THAT PERSON IS LESS LIKELY TO CALL 9 1, 1 LESS LIKELY TO BE IN AN EMERGENCY ROOM OR NEED HELP SUPPORT BY HAVING THAT PERSON NOT NEED OTHER SERVICES.

WE ARE SAVING MONEY FOR CHANDLER.

THE SERVICES THAT ARE SEND PROVIDES HELPS INDIVIDUALS GET BACK ON THEIR FEET AND HELPS INDIVIDUALS GET HEALTHIER EFFECTIVELY PREVENTING FAMILIES FROM REQUIRING MORE RESOURCES FROM THE CITY.

AS A RESULT, ASCEND SERVICES OFFER COST SAVINGS TO THE CITY.

FAMILIES GET HELP NOW FROM ASCEND RATHER THAN GETTING NO HELP AND REQUIRING MORE INTENSIVE AND EXPENSIVE RESOURCES IN THE FUTURE.

THE STATE HOMELESSNESS REPORT FOUND THAT WE EXPERIENCED A 30% INCREASE IN HOMELESSNESS IN 2021.

THAT THIS YEAR THAT NUMBER IS EXPECTED TO GROW WITH GAS PRICES ON THE RISE AND INFLATION AT 8.5%.

THERE ARE RUMBLINGS OF A POTENTIAL RECESSION IN THE NEAR FUTURE.

IF THAT WERE TO HAPPEN, WHO KNOWS WHAT THE INCREASE IN HOMELESSNESS WILL LOOK LIKE AS WE'VE ALL BEEN TALKING ABOUT TONIGHT AND WHO IS GOING TO HELP THESE PEOPLE AFTER THE RECESSION HITS ASCEND AND ITS PARTNERS WILL ASCEND AND ITS PARTNERS WITH, UH, THE POLICE AND ALSO WITH OUR CITY.

AND I'M VERY PROUD OF THE PARTNERSHIP AND THE WAY THAT WE'VE ALL WORKED SO WELL TOGETHER.

UM, WE'RE ACTUALLY STARTING TO GET SOME REFERRALS IN FROM SOME OF THE PUBLIC SCHOOL DISTRICTS WHERE THERE ARE YOUNG WOMEN THAT ARE EXPERIENCING THE HOMELESSNESS THAT WE'RE TALKING ABOUT TONIGHT THAT, UM, OR THEIR FAMILY IS AT RISK.

AND WE ARE IDENTIFYING THOSE YOUNG WOMEN AND ARE ABLE TO HELP THEM BRIDGE THAT GAP WHERE THE FOSTER CARE IS NOT ABLE TO HELP THEM.

SO THESE ARE SERVICES THAT ARE CRITICAL TO THEM.

UM, AND SO BASICALLY WE'RE, UM, SMALL, BUT WE ARE A HOME THAT IS A SAFE AND SECURE PLACE FOR THEM TO SLEEP, TO EAT, TO LEARN, UH, LIFE SKILLS.

I DON'T KNOW HOW MANY OF YOU ARE PARENTS OR GRANDPARENTS OF AN 18 YEAR OLD GIRL, BUT EVEN UNDER THE BEST CONDITIONS, UM, LIFE IS HARD.

THE REST WILL BE USED FOR THE REGULAR OPERATIONS TO HELP PROVIDE WRAPAROUND SERVICES FOR THESE GIRLS THAT ARE BEING RESCUED FROM TRAFFICKING.

UM, AND, AND SO THAT'S WHAT I'M HERE FOR TONIGHT TO SEE IF COUNCIL WOULD ENTERTAIN THAT, UH, THAT IDEA AND THAT REQUEST TO MAYBE FIND THAT, FIND THOSE EXTRA FUNDS PERHAPS IN A CONTINGENCY FUND THAT EXISTS.

I WAS SO MAD, WHAT WAS, WHAT HAPPENED? AND HOW CAN WE LET PEOPLE LIVE IN SUCH CONDITION? AND WHAT I STARTED DOING WAS DRIVING AROUND CHANDLER TO SEE WHERE WE IN A POSITION THE SAME WAY.

I HAVE FOUND SO MANY CHILDREN THAT WERE UNDER THE STREET ALONE, BEING TRAFFICKED THAT WE HAVE REMOVED FROM THAT POSITION.

CHANDLER AQUATICS OFFERS SWIM LESSONS THROUGHOUT THE YEAR AND IT'S AQUATIC CENTERS AND POOLS.
