WELL, WELL, LET'S HOPE THAT I GET ALL THE WORDS, RIGHT.
WHEREAS OUR COUNTRY IN THE CITY OF CHANDLER IS MADE UP OF PEOPLE FROM EVERY NATION ON EARTH WHO ARE DECLARED EQUAL, NOT ONLY IN FREEDOM, BUT ALSO INJUSTICE, BOTH OF WHICH ARE ESSENTIAL FOR A HEALTHY HUMAN CIVILIZATION.
AND WHEREAS OUR NATION WAS CONCEIVED IN JULY FOUR ON JULY 4TH, 1776, WITH THE DECLARATION OF INDEPENDENCE, THE CLASSIC STATEMENT BEING, WE HOLD THESE TRUTHS TO BE SELF-EVIDENT THAT ALL MEN ARE CREATED EQUAL, THAT THEY ARE ENDOWED BY THEIR CREATOR WITH CERTAIN UNALIENABLE RIGHTS THAT AMONG THESE AMONG THESE ARE LIFE, LIBERTY, AND PURSUIT OF HAPPINESS.
WHEREAS AT 2:00 PM ON NEW YEAR'S DAY, JANUARY 1ST, 1863, USING THIS WAR POWERS AS PRESIDENT ABRAHAM LINCOLN SIGNED THE EMANCIPATION PROCLAMATION, PROVIDING THAT ALL PERSONS HELD AS SLAVES WITHIN ANY STATE OR DESIGNATED PART OF A STATE SHELL BE THEN THE RISE OF PROPERTY BETWEEN FORMER MASTERS AND SLAVE, AND THE CONNECTION WHERE TO EXISTING BETWEEN THEM BECOMES THAT BETWEEN EMPLOYER AND HIGHER LABOR.
AND WHEREAS ON JUNE 19TH, 1865,
[00:05:03]
ALMOST TWO AND A HALF YEARS LATER, MAJOR GENERAL GORDON GRAINGER ARRIVED IN GALVESTON, TEXAS, AND ANNOUNCED THE END OF BOTH THE CIVIL WAR AND IN SLAVERY.HIS ANNOUNCEMENT READS IN PART, THE PEOPLE OF TEXAS ARE INFORMED THAT IN ACCORDANCE WITH A PROCLAMATION FROM THE EXECUTIVE OF THE UNITED STATES, ALL SLAVES ARE FREE AND THEREFORE MAYOR KEVIN HARKEY DO HEREBY PROCLAIM JUNE 19TH, 2020 TO AS JUNETEENTH AND A WITNESS THAT WE ARE HERE.
SO I'M GOING TO GIVE THIS TO WHO, WHO WANTS THE PROCLAMATION.
THAT CONCLUDES OUR SPECIAL APPEARANCES AND WELL DONE.
I DIDN'T HAND IT TO YOU BECAUSE IT WAS THE LONGEST PROCLAMATION I EVER SAW.
WE'VE HAD TWO ITEMS THAT HAVE BEEN CALLED IN FOR PRESENTATIONS TONIGHT.
THE FIRST WAS, UM, BY MYSELF AND VICE MAYOR RO UH, PRESENTATION
[7. Sole Source Purchase of Beam Global EV ARC 2020 Solar Powered EV Charging Stations Move City Council approve the sole source purchase of two Beam Global EV ARC 2020 Solar Powered EV Charging Stations in an amount not to exceed $145,350. Council Focus Area(s):]
ON ITEM NUMBER SEVEN SOLE SOURCE PURCHASE OF BEAM GLOBAL ED ART, 2020 SOLAR POWERED CHARGING STATIONS.UH, SAY I UNDERSTAND THAT THERE WERE A FEW QUESTIONS REGARDING THE BEAM EDR FOR 2020 AND THE PURCHASE OF SOUL SEARCH SOLE SOURCE.
HOPEFULLY THIS WHOLE ONE BRIEF SLIDE.
UH, HOPEFULLY IT ANSWERS ALL THE QUESTIONS AND ALSO HAVE SOME PICTURES TO ILLUSTRATE, UH, WHAT ACTUALLY LOOKS LIKE.
SO THE BBB, OUR 2020 IS, UH, COMPLETELY AWKWARD, NO EXTERNAL POWER SOURCES, NO UTILITY COSTS, NO ENGINEERING, NO PERMITTING, NO CONSTRUCTION AND NO INSPECTIONS.
IT'S KIND OF ANOTHER TOOL IN OUR TOOLBOX WITH OUR EFFORTS TO PROVIDE, UH, ELECTRIC VEHICLE CHARGING WITHIN THE CITY.
CURRENT LOCATIONS WITHIN ARIZONA, THAT THE PRODUCT IS DEPLOYED IS A DIVER'S OWNER, WHICH IS A PRIVATE COMPANY.
UH, QUEEN CREEK, THE CITY OF WINDOW HAS, HAS, UH, HAS A PRODUCT IN THE PUBLIC LIBRARY AND MARICOPA COUNTY.
THEIR FLEET, UH, USES US FOR THEIR FLEET CHARGING AS WELL.
AND THAT'S WHAT OUR INTENT IS AS WELL.
MARINE CORPS AIR STATION YUMA ALSO HAS, UH, THESE DEPLOYED DEPLOYED ON THE AIR STATION.
THESE ARE LEVEL TWO CHARGING STATIONS.
THERE IS NO RAPID CHARGING STATION OPTION.
THE MILES SELECTED WILL CHARGE UP THE TWO VEHICLES SIMULTANEOUSLY.
UH, THE SINGLE, THE SINGLE CARD CHARGE RATE IS 20 TO 25 MILES A RANGE IN ONE HOUR.
A TWO CARD CHARGE RATE IS 10 TO 12 MILE RANGING WHEN OUR, BASICALLY THE SPLITS THAT CHARGE, UH, CAPACITY OPTIMAL USE TO FUNCTION AS A DAILY RENEWAL, UH, RANGE RENEWAL FULL CHARGE IN 24 HOURS UP TO 265 EMAILS.
THE SOLAR PANEL DOES TRACK WITH THE SUN.
SO I HAVE, UH, AN ENERGY OPTIMIZATION FEATURE AND ALSO IT INCLUDES AN EMERGENCY POWER PANEL CAPABLE PROVIDING A SMALL WATTAGE OF 2 0 8 AND TWO 40 VOLT, AND ALSO, UH, CAPACITY TO PROVIDE ONE 20 VOLT CONNECTIONS WITH THE GFC EYE PROTECTION.
AND THIS IS THE UNITS THEMSELVES.
UH, THE VENDOR WOULD DELIVER THEM, BASICALLY OUR TRAILER ESPECIALLY MADE TO, TO LOCATE THESE, UH, WHERE WE SEE FIT.
BUT AT A LATER TIME, IF WE DID DECIDE TO MOVE THEM TO ANOTHER LOCATION WE CAN DO SO WITH A FORKLIFT AND AT THAT FLATBED.
SO WE DO HAVE THAT OPTION AVAILABLE.
LET'S START WITH A VICE MAYOR.
DO YOU HAVE ANY QUESTIONS? COMMENTS? YEAH.
UH, IT'S AN ATTRACTIVE LOOKING PRODUCT, BUT, UH, I'M CONCERNED ABOUT THE COST.
I'M USUALLY A BIG FAN OF SOLAR AND, BUT THE COST OF THESE TWO STATIONS HAS HAD, HAS SOMEBODY HAMMERED OUT A 10 KEY TO SEE WHAT, UH, WHAT THE RETURN ON THIS IS WITH THE MAYOR VICE VICE MAYOR ROAD.
THIS IS GOING TO BE USED COMPLETELY FOR FLEET IN ITSELF.
AND THE REASON WHY WE CHOSE THIS SELECTION WAS, UH, THE HARD, WHAT I CALL THE HARDEST RELATION, WHERE WE HAVE A CONVENTIONAL CHARGER AT THAT FLEET WOULD COST APPROXIMATELY $98,000 BECAUSE OF THE INFRASTRUCTURE THAT'S NOT EXISTING YET FLEET.
WE WOULD HAVE TO PUT THAT IN PLACE, WHICH ADDS TO THE COST OF THE PROJECT.
SO THIS WAS A VIABLE SORT OF ANOTHER TOOL OR TOOLBOX OPTION TO ACCOMMODATE AN EVEN CHARGING STATION FLEET.
[00:10:01]
WE WOULD HAVE GIVEN AN EXAMPLE WHAT DEVELOPMENT SERVICES WE'RE CURRENTLY PUTTING IN A CHARGING STATION AT THAT FACILITY AND ALL IN TOTAL WITHOUT THAT PROJECT WILL COST ABOUT $30,000 ONLY BECAUSE ELECTRICAL ROOM IS CONVENIENTLY LOCATED.JASON'S THE PARKING PARKING LOT.
SO LOGISTICS PLAYS A MAJOR ROLE IN COSTS WHEN IT COMES TO CHARGING STATIONS.
ANYWAY, IT JUST DOESN'T SEEM LIKE THE RETURN ON INVESTMENT IS VERY GOOD FOR ME, GOVERNMENT.
I KNOW GOVERNMENT PAYS TOO MUCH FOR STUFF, BUT, UH, THIS SEEMS LIKE JUST A HUGE AMOUNT.
UM, CONSTANTLY RESTORATIVE, YOU HAVE A QUESTION.
ANY ADDITIONAL QUESTIONS OR COMMENTS RELATED TO THIS? YEAH, I DO KNOW THAT PART OF THE, UM, I THINK ONE OF THE, TWO OF THESE IS ALSO PART OF THE COUNCIL CONTINGENCY THAT, UH, COUNCIL HAS LATER ON, UM, THAT WE'LL BE VOTING ON A THURSDAY.
SO THIS IS SOMETHING THAT, UH, ONE OF THESE IS COMING OUT OF THE MONEY THAT COUNCIL HAS SET ASIDE SPECIFICALLY FOR THAT FUND.
SO THE OTHER WOULD BE OUT OF THE, OUT OF THE GENERAL.
[17. Resolution No. 5588 Authorizing Acceptance of the Award of the Arizona Criminal Justice Commission FY22 Coronavirus Emergency Supplemental Funding Program in the Amount of $60,545.25 Move City Council pass and adopt Resolution No. 5588 authorizing acceptance of the award of the Arizona Criminal Justice Commission FY22 Coronavirus Emergency Supplemental Funding Program in the amount of $60,545.25, and authorize the Chief of Police, as designated by the City Manager, to conduct all negotiations and to execute and submit all documents necessary in connection with such grant. Council Focus Area(s):]
QUESTION.UH, OR REQUEST WAS MADE BY COUNCIL MEMBER ELLIS ON ITEM 17.
MR. MAYOR COUNCIL MEMBER ELLIS.
UM, OUR POLICE CHIEF, SEAN DUNKIN WOULD BE HAPPY TO GIVE A BRIEF OVERVIEW OF THIS GRANT ITEM.
YEAH, I WAS COUNCIL COUNCIL MEMBER ELLIS.
UH, THIS IS BASICALLY A REQUEST FOR, TO ALLOW THE POLICE DEPARTMENT TO ACCEPT $60,000 IN GRANT FUNDING FROM THE ARIZONA CRIMINAL JUSTICE COMMISSION.
UM, AND THIS GRANT WOULD PRIMARILY BE USED TO PURCHASE A GAS MASS, UM, TO REPLACE ALL THEIR GAS MASKS THAT ARE ABOUT TO EXPIRE.
UH, THIS GRANT ACTUALLY FEDERAL GRANT FROM THE DEPARTMENT OF JUSTICE AND IT'S ADMINISTERED WITHIN ARIZONA BY THE CRIMINAL JUSTICE COMMISSION.
UH, THERE, THERE ARE NO, UM, MATCHING FUNDS.
SO ESSENTIALLY NO, NO STRINGS ATTACHED TO THIS.
I, THE REASON WHY I REALLY WANTED TO CALL THIS IS BECAUSE I WANT THE PEOPLE OF GENTLEMEN KNOW THAT HOW MUCH YOUR DEPARTMENT IS WORKING TOWARD BRINGING THINGS IN THAT REALLY YOUR NEED IN NEED OF OTHER THAN CONTINUING TO COME TO THE CITY FOR THESE KINDS OF THINGS, WHEREVER THERE IS A SITUATION WHERE YOU CAN GET IT, UM, WHETHER IT'S TO GRANTS OR THINGS LIKE THAT, BUT YOU ARE VERY AGGRESSIVE IN GOING AFTER THAT MONEY, UM, TO MAKE IT HAPPEN.
WE'LL QUICK QUESTION, UH, WITH, UH, YOU RECEIVING THAT MONEY, YOU SAID IT'S GOING TO BE FOR MASS.
HOW MANY OF THOSE MASS ARE WE GOING TO BE ABLE TO REPLACE? AND HOW MANY DO WE HAVE STILL PENDING THAT WE COULD REPLACE IN THE FUTURE? WELL, EACH MASS COSTS, UM, JUST SO WE'RE $500.
SO WE'RE LOOKING AT AND REPLACING A CLOSE TO A HUNDRED, IF NOT MORE SO, DEPENDING ON TAX AND EVERYTHING.
AND IF THERE'S ANY FUNDING LEFTOVER, WE WOULD USE THAT MANNY FUNDS TO PURCHASE THE FEW LAPTOP COMPUTERS FOR OUR RECRUITS IN THE ACADEMY.
THANK YOU AGAIN FOR ALL YOU DO.
THE LAST TIME I SPOKE WITH YOU, I ASKED YOU, YOU SHOULD FEEL THAT YOU WERE SUPPORTED BY THIS CONSOLE AND THE CITY AND THE CITY MANAGER'S OFFICE AND EVERYTHING THAT YOU'RE PURSUING AND DOING, AND THE ANSWER WAS OVERWHELMINGLY.
AND SO THANK YOU AGAIN FOR ALL YOU'RE DOING.
CONVEY MY SUPPORT AND LOVE TO THE GUYS IN BLUE AND GAL IN BLUE.
ANY ADDITIONAL QUESTIONS OR COMMENTS? COUNCILMEMBER HARRIS.
YEAH, JUST TO, IT'S JUST ANOTHER TESTAMENT THAT, UM, THE POLICE DEPARTMENTS IS A VERY IMPORTANT PART OF OUR COMMUNITY.
UM, WE WORK TOGETHER TO MAKE SURE THINGS HAPPEN, BUT THIS PARTICULAR GRANT ALSO SHARES WITH THE COMMUNITY THAT WE'RE TAXPAYERS ALONE IS NOT LOOKING TO SUPPORT AND GET THE, UM, THE GUYS AND GALS IN BLUE, WHAT THEY NEED, BUT THERE'S OTHER WAYS THAT WE'RE DOING THIS.
AND THIS IS JUST ANOTHER EXAMPLE OF HOW WE ARE TAKING OUR RESOURCES, OUR INTELLECTUAL THOUGHTS, AND MY, AND BEING ABLE TO PUT PEN TO PAPER, TO GO OUT THERE AND GET IT AND NOT SOLELY DEPEND ON THE COUNCIL.
SO AGAIN, THANK YOU FOR SERVING THE COMMUNITY AND THE TAXPAYERS IN THAT WAY AS WELL.
WE ONLY HAD TWO ITEMS CALLED IN ON THURSDAY.
WE'LL HAVE A PUBLIC HEARING RELATED TO THE ANNUAL, THE ADOPTION OF THE ANNUAL BUDGET AND, UM, DON'T DISAPPEAR.
WE ARE CONTINUING INTO AN EXACT SESSION.
SO WITH THAT, I'D LIKE TO CONCLUDE THIS MEETING.
