[00:30:11]
ALL RIGHT, COUNSEL.UH, WE'D HAD THREE ITEMS CALLED IN OR, UM, PRESENTATIONS OR QUESTIONS.
[4. Agreement No. CM2-556-4450, for Micro Transit Services, with River North Transit ("Via") Move City Council award Agreement No. CM2-556-4450 to River North Transit for micro transit services, in an amount not to exceed $2,173,471, for a two-year period, beginning June 1, 2022, through June 30, 2024, and authorize the acceptance of grant funds from A for Arizona in the amount of $2,000,000. Council Focus Area(s):]
WAS BY MYSELF AND COUNCIL MEMBER ORLANDO.SO I'LL KICK THAT OFF, UH, ITEM NUMBER FOUR.
THIS HAS TO DO WITH, UH, MICRO TRANSIT SERVICE.
AND I'M REALLY PLEASED TO SEE THIS AS OUR REPRESENTATIVE FOR THE REGIONAL PUBLIC TRANSPORTATION AUTHORITY, OUR PTA THAT, UH, WE'VE REALIZED THAT BUSES ARE PROBABLY NOT THE MOST PRACTICAL USE TO COLLECT PEOPLE AND MOVE PEOPLE AROUND, UH, OUR CITY, PARTICULARLY IN OUR SOUTHERN PART.
SO, UM, RYAN, PLEASE MAKE A PRESENTATION AND COUNCIL MEMBER ORLANDO.
IF YOU HAVE ANY QUESTIONS, YOU CAN START US OFF AFTERWARDS.
THANK YOU, COUNCIL IN FRONT OF YOU TONIGHT FOR YOUR CONSIDERATION IS A CONTRACT WITH RIVER NORTH.
UM, ALSO KNOWN AS VIA AND THEY'RE THE VENDOR THAT WAS SELECTED FOR OUR, UH, UH, PRICE, FLEXIBLE TRANSIT PILOT PROGRAM.
I WAS RECALL BACK IN, UH, 2020, YOU'RE APPROVED THE MASTER PLAN.
THAT WAS THE, UH, THE RESULT OF A YEAR LONG PROCESS, BUT CONVERSATION WITH THE COMMUNITY AND THROUGH THE COMMUNITY, WE HEARD THAT THERE'S A DESIRE FOR MORE TRANSIT SERVICE.
AND WE LOOKED AT HOW CAN WE IMPROVE TRANSIT SERVICE SERVICE, PARTICULARLY IN SOUTH CHANDLER, UM, WHEN PROVIDING A FIXED ROUTE, TRADITIONAL SERVICE MAY NOT BE THE MOST COST EFFECTIVE.
AND SO IT RECOMMENDED A COUPLE OF OPTIONS AND ONE OF THEM IS A FLEXIBLE TRANSIT SYSTEM.
AND THE ROUTE THAT WAS STUDIED FIRST WAS THE PRICE ROAD CORRIDOR.
UM, THROUGH THAT STUDY, IT EMERGED THAT THIS IS, WOULD WORK REALLY WELL FOR THAT CHANDLER FOR THIS AREA.
AND WE ACTUALLY, UM, GOT PRESENTED WITH AN OPPORTUNITY FOR A GRANT THROUGH AN ORGANIZATION CALLED A FOR ARIZONA.
UM, JASON CRAMPTON FROM MY TEAM, UH, WAS VERY FORWARD-THINKING AND APPLY FOR THIS GRANT AND WAS SUCCESSFUL IN SECURING $2 MILLION FOR THE CITY OF CHANDLER TO LAUNCH THIS PILOT.
SO WE'RE ABLE TO ADVANCE THE IMPLEMENTATION OF THIS UP BY A COUPLE OF YEARS.
UM, SO MANY OF YOU'RE ASKING WHAT IS MICRO TRANSIT? UM, I THINK ALL OF YOU MAY HAVE SEEN THIS SLIDE.
UM, IT'S JUST A QUICK REFRESHER.
UM, AS YOU ENTER YOUR, UH, USE YOUR PHONE AND INTERACT WITH THE SERVICE, UM, YOU'LL BE ABLE TO, UH, HAIL RIDES AND UH, IN THIS PARTICULAR SERVICE AREA.
SO IT'S A DEMAND-BASED SERVICE WITHOUT A DESIGNATED ROUTE, WHICH MOST A CIRCULATOR TYPE SERVICE ACTUALLY FOLLOWS A SPECIFIC ROUTE.
AND YOU HAVE TO WALK TO THAT LOCATION.
THIS ONE WOULD BE MORE APP ENABLED WHERE YOU KIND OF CREATE THESE VIRTUAL BUS STOPS WHERE FOLKS WILL BE THE APPLE ACTUALLY CONSOLIDATE THE RIDES TOGETHER.
UM, SO IT RESULTS IN SHORTER WALKING DISTANCES AND FASTER SERVICE THAN THE BUS.
UM, SO THE PROPOSED SERVICE AREA IS GOING TO INCLUDE THE PRICE POINT CORRIDOR, UH, DOWNTOWN CHANDLER, THE CHAN'S OR THE CHANDLER TRANSIT CENTER, UH, CHANDLER PARK AND RIDE, AND THEN SCHOOLS IN THE AREA AND WE'LL HAVE CHANDLER HIGH HAMILTON, HIGH MOBILEYE, ARIZONA COLLEGE PREP, HIGH AND BASIS CHAIRMAN.
SO THE PROPOSED SERVICE IS GOING TO BE A TURNKEY MICROSERVICE PROVIDED BY VIA SERVICE LAUNCH WILL BE JULY OF 2022.
AND THAT GIVES US ABOUT A MONTH OF, OF LEARNING AND GROWING BEFORE THE SCHOOL YEAR.
AND JUST TO TIE IT BACK TO THE AP ARIZONA.
ONE OF THE COMMITMENTS THAT WE MADE IS THAT THIS IS GOING TO REALLY OFFER THAT, UM, IN BETWEEN SERVICE, UH, WHERE THEY MAY NOT HAVE A BUS ROUTE.
UM, THE CITY PROVIDES TO GET TO, AND FROM AN AFTERSCHOOL ACTIVITY, NORMALLY THEY HAVE A SCHOOL BUS BECAUSE OF THE SCHOOL BUSES TO WE OPERATE AROUND THE TIME WHEN SCHOOL STARTS AND ENDS IN THIS WOULD REALLY HELP SUPPLEMENT THOSE PARENTS THAT MAY NOT BE ABLE TO GET OFF WORK EARLY ENOUGH TO TAKE THEIR KIDS TO AND FROM AN AFTERSCHOOL ACTIVITY.
AND SO THAT WILL BE OPERATED WITH FIVE HYBRID MINIVANS PLUS ONE SPARE FOR PEAK HOURS.
IT WOULD BE A MONDAY THROUGH FRIDAY, 6:00 AM TO 8:30 PM SERVICE.
WE DID HEAR FROM A COUNCIL DURING A MOBILITY COMMITTEE AND WE ASKED THE VENDOR TO LOOK AT EXTENDING THAT FRIDAY NIGHT SERVICE HOURS TO MAYBE PICK UP SOME FOLKS IN THE DOWNTOWN.
THERE WASN'T AN ADDITIONAL COST TO THAT.
AND SO AS WE LEARN ABOUT THE SERVICE AND KIND OF ADAPT AND GROW, WE'LL SEE ABOUT EXTENDING THE SERVICE HOURS AS APPROPRIATE, BUT WE WANTED TO MAINTAIN A COMMITMENT TO THE BUDGET AND THE, THE GRANT THAT WE HAVE.
SO AT THIS TIME IT WILL PEAK AT, UH, OR END AT EIGHT 30, SO FOUR TO FIVE VEHICLES DURING PEAK TWO TO THREE VEHICLES OFF PEAK.
A WAIT TIME FOR USERS IS AN AVERAGE OF 15 MINUTES.
AGAIN, YOU CAN HAIL YOUR RIDE AND YOU'LL ACTUALLY SEE ON THE APP, HOW FAR AWAY YOUR RIDE IS FROM PICKING YOU UP.
AND THEN A WALKING DISTANCE OF AN AVERAGE OF A ONE 10TH OF A MILE, A FARE IS GOING TO BE FREE INITIALLY.
AND THEN WE'LL EVALUATE TO SEE A NEED FOR WHETHER OR NOT WE NEED TO CHARGE.
AND THAT THAT'LL BE BASED ON DEMAND.
IF WE HAVE MORE RIDES AND WE CAN KEEP UP WITH, AND WE'LL LOOK AT WHAT INAPPROPRIATE FARE MIGHT
[00:35:01]
BE IN ORDER TO MAINTAIN A QUALITY OF SERVICE THAT WE CAN PROVIDE.AND THEN THROUGHOUT THE SERVICE TERM, IT'LL BE FREE FOR STUDENTS.
SO WITH THAT, THIS IS AN EXCITING PROJECT I'M LOOKING FORWARD TO ANSWERING QUESTIONS.
SHOULD YOU HAVE ANY, YEAH, SO, UM, WE'RE STARTING THIS IN JULY AND SO PERHAPS MAYBE SIX MONTHS LATER, WE CAN GET AN UPDATE ON THIS, OR WHAT'S THE DURATION OF THE, OF THE PROGRAM AS A, CURRENTLY AS MAYOR, IT'S A TWO YEAR PILOT PROGRAM.
SO IT STARTED IN JULY AND THEN THE GRANT WILL RUN OUT TWO YEARS FROM NOW.
AND THEN THERE'S, UH, WE'LL CERTAINLY HAVE CHECK-IN POINTS WITH YOU ALONG THE WAY.
SO LET ME GO TO COUNCIL MEMBER ORLANDO FIRST.
SO RYAN, IF OVER THE COURSE OF TWO YEARS, UH, AND WE'RE, IF WE'RE A LITTLE NIMBLE, UM, IS THERE A CHANCE TO GO BEYOND TWO YEARS OR IS IT JUST A HARD STOP AT THE END OF TWO YEARS? DO WE HAVE, WE HAVE THAT MONEY TO USE UP OVER TWO YEARS AND MAYBE SOME EXTRA THEY'RE BIASED IN A ROW.
AND THAT'S AN ACTUALLY EXCELLENT QUESTION.
SO IT'S A TWO YEAR PILOT AND WE'LL EVALUATE THE DEMAND OF IT.
AND OUR PLAN IS ACTUALLY, IT'S GOING TO BE SUCCESSFUL.
WE PLAN EVERYTHING TO BE SUCCESSFUL AND AFTER TWO YEARS, BECAUSE OF SOME SERVICE THAT WILL REDUCE, AND THEN ALSO THE, UH, THE PROP 100 EXTENSION, WE'LL BE ABLE TO PLUG IN ADDITIONAL MONIES FROM THE REGION.
WE HELPED TO BE ABLE TO FUND THIS PERMANENTLY WITHOUT ADDITIONAL GENERAL FUND DOLLARS THOUGH.
COUNCIL MEMBER, THE MAYOR, THERE'S NO MORE EXCUSES FOR KIDS AND MR. BAS.
HAD SOME MEMBER LANDO YOU'RE FORGETTING THE DOG, ATE MY HOMEWORK.
WE CAN'T SOLVE IT ALL MAYOR AT LEAST WE'LL GET THEM TO SCHOOL COUNCIL MEMBER ELLS.
I KNOW THE LAST TIME WE, WHEN WE FIRST HEARD ABOUT THIS, WE MENTIONED ABOUT, UH, THE KIDS THAT WAS GOING TO PROBABLY GET, UM, AGE LIMIT ON IT.
UM, DID YOU LOOK INTO THAT FOR ME, MAYOR COUNCIL MEMBER LS, THAT'S CORRECT.
HE CAN BE A RIDE GOT THAT PERMIT, PARENTAL PERMISSION IF YOU'RE UNDER 18 AND TO THE COUNCIL MEMBER, STUART'S A SUGGESTION IN THE COUNCIL SUBCOMMITTEE.
UH, WE DID, UM, WHERE WE'RE SUCCESSFUL IN SECURING CAMERAS FOR THE, FOR THE VEHICLES.
SO WE CAN MONITOR DRIVERS FOR BOTH THE DRIVER AND THE PASSENGER SAFETY.
SO AT 13 YOU CAN ACTUALLY DRIVE, I MEAN, CALL THEM AND HAVE THEM PICKED UP AND GO MAYOR COUNCIL MEMBER.
THAT IS CORRECT WITH THE PARENTS PERMISSION.
AND WHAT DOES THAT LOOK LIKE FOR THE PARENT PARENTS OR PERMISSION? IS IT A FORM THAT THEY FILL OUT OR IS IT ON THE APP WITH THE PARENT HAS TO AUTOMATICALLY GIVE THE PERMISSION AMERICANS MEMBER? I THINK THAT'LL BE WORKED OUT THROUGH THE DEVELOPMENT OF THE APP, BUT I BELIEVE THE GOAL IS TO HAVE IT APP ENABLED GLOBAL.
WE'LL BE ABLE TO VALIDATE THAT SOMEHOW.
MA'AM ANY ADDITIONAL QUESTIONS? YEAH.
I WANT TO SAY I'M LOOKING FORWARD TO THE PROGRAM.
I WAS IN THE SUB COMMITTEE, UM, AND I THINK THAT THE PROGRAM IS GONNA, UH, REALLY ACTIVATE THE AREA THAT HAS LACKED, UH, TRANSPORTATION.
AND SO I'M LOOKING FORWARD TO THE UPDATES AND I'M LOOKING FORWARD TO THE TWO YEAR ROLLOUT AND, UH, HEY, WE NEVER KNOW.
WE MIGHT HAVE A HOME RUN RIGHT HERE.
[6. Resolution No. 5568 Intergovernmental Agreement No. CS22-018 with Kyrene Elementary School District No. 28 Move City Council approve Resolution No. 5568 authorizing an Intergovernmental Agreement between Kyrene Elementary School District No. 28 and the City of Chandler for the shared use of City and District Property. Council Focus Area(s):]
A WAS CALLED IN BY ME ITEM NUMBER SIX, HAVING TO DO WITH, UH, A AGREEMENT WITH KYRENE ELEMENTARY SCHOOL DISTRICT.AND, UH, I MAINLY WANTED TO SAY, UH, AFTER A PRISON GUARD, LET'S DO A PRESENTATION PERSON.
IT'S AN HONOR, AGAIN, TO BE BEFORE YOU FOR YOUR CONSIDERATION.
THIS WEEK IS AN INTERGOVERNMENTAL AGREEMENT WITH THE KYRENE ELEMENTARY SCHOOL DISTRICT.
THE AGREEMENT IS EXPRESSLY AND ARE CENTERED ON THE JOINT USE OF OUR COLLECTIVE FACILITIES AND AMENITIES FOR THE PURPOSES OF EDUCATION, RECREATION AND LEISURE.
UH, THE AGREEMENT SPECIFICALLY INCLUDES THE FOUR LIGHTED BALL FIELDS, THE KYRENE UP PRINT DAY, MIDDLE SCHOOL, UH, WHERE THE CITY HAD INSTALLED THE LIGHTS AND, UH, UH, WHERE THE INFRASTRUCTURE AND ALL THE LIGHTING INFRASTRUCTURE, BUT IT'S ON THE SCHOOL DISTRICT PROPERTY, UH, BY PASSING AND ADOPTING RESOLUTION 55 68, YOU AUTHORIZED THE MAYOR TO SIGN THE IGA AND HENCE FOR STAFF TO COLLABORATIVELY WORK WITH KYRENE ELEMENTARY SCHOOL DISTRICT AND SCHEDULING PROGRAMMING AND MAINTAINING THE JOINTLY USED SPACES.
SOME OF THE PROGRAM OPPORTUNITIES THAT WE SEEK TO ENHANCE IN WEST CHANDLER, OUR ACCESS TO YOUTH SPORTS, UH, ADULT SPORTS AND OUR THERAPEUTIC RECREATION ACTIVITIES.
I DO WANT TO GIVE A TIP OF THE HAT TO A DEPUTY CITY MANAGER, ANDY BASS AND RECREATION MANAGER, JOE PETRELLA FOR THEIR TEAM AND THEIR TEAM FOR IRONING OUT THE DETAILS.
AND OF COURSE THE CITY MANAGERS OR CITY ATTORNEY'S OFFICE FOR ALL OF THE WHEREAS IS IN THE RESOLUTION.
[00:40:01]
TO DO MY BEST TO ANSWER.I JUST REALLY WANTED TO THANK STAFF.
UH, THIS HAS BEEN ON COUNCIL'S HEART AND AGENDA FOR A LONG TIME.
AS, AS WE ALSO SEE THAT SCHOOLS ARE GREAT FACILITIES THAT ARE ALSO PUBLIC FACILITIES IN THEIR OWN, RIGHT, UH, BY TAXPAYERS TO BE ABLE TO DO THIS PROGRAM REALLY EXTENDS OUR ABILITY TO, UH, PROVIDE RECREATIONAL AMENITIES TO OUR COMMUNITY IN WAYS THAT OUR FIELDS ARE STRETCHED AND AS WELL AS SOME INDOOR OPPORTUNITIES.
SO I DO WANT TO THANK, UH, OUR CITY STAFF FOR BRINGING THIS TO, AND, UH, LET'S SEE IF WE CAN, UH, I KNOW WE'RE WORKING WITH ANOTHER SCHOOL DISTRICT WITH THIS, AS WELL AS, UH, HOPEFULLY ANOTHER ONE AFTER THAT.
COUNSEL, ANY QUESTIONS OR COMMENTS, COUNCIL MEMBER ORLANDO FLOPPED, TO WHICH ONES WE'D WANT THE BRIEF ON THAT? WE'RE GOOD AGAIN, THANKING THE ECHO AND THE MAYORS.
THANK YOU VERY MUCH FOR BRINGING US FORWARD.
UM, YOU KNOW, ONE OF THE THINGS I, I LIKE TO TAKE, OBVIOUSLY TAKE A LOOK AT IS THE, YOU KNOW, WE TALK ABOUT THIS IN THE PAST COUNCIL ABOUT THE, UH, SCHOOL NIGHT PROGRAMS THAT ARE AT A HIGH AT A SCHOOL WHERE, UH, YOU KNOW, FRIDAY NIGHT GYM OR SOMETHING LIKE THAT, WHERE WE COULD ACTUALLY EXPAND INTO THOSE PARTICULAR AREAS WHERE THE KIDS IN THE LOCAL AREA COULD GO TO THEIR LOCAL SCHOOL, PARTICULARLY ON A FRIDAY NIGHT OR SOMETHING AND, YOU KNOW, PLAY BASKETBALL OR, YOU KNOW, THE OPEN GYM CONCEPT THAT WE USED TO HAVE YEARS AGO, BUT MONEY, MONEY FELL OUT JUST FOR THE, UH, THE RECESSION.
THE MONEY FELL OUT MAY HAVE REALLY BROUGHT THAT BACK.
SO, YOU KNOW, I CHALLENGED, THEY HAVE TO COME UP WITH SOME IDEAS ON THAT TO GET BACK TO THE OPEN SCHOOL OR THE OPEN GYM PROGRAM.
IT WAS KIND OF A NICE PROGRAM AND IT BROUGHT THE COMMUNITIES TOGETHER AND IT WAS SAFE EVENT.
AND SO HOPEFULLY WE COULD WORK WITH EVEN SOME OF THE NON-PROFIT ORGANIZATIONS THAT ROTARY OR SOME OF THE OTHERS TO HELP ETHAN FACILITATE THE GUARDIANSHIP THAT VOLUNTEER, YOU KNOW, TO WORK SOME OF THOSE SHIFTS.
SO ANYWAY, GREAT PROGRAM, LET'S BRING IT BACK AND LET'S GO, LET'S GET OUR COMMUNITIES, THESE COMMUNITIES OF INTEREST, UH, WORKING TOGETHER ON THESE PARTICULAR SCHOOLS NIGHTS.
CONSTANTLY ANY OTHER QUESTIONS OR COMMENTS? ALL RIGHT.

UH, BY COUNCIL MEMBER, ORLANDO ITEM, NUMBER 11, UH, RELATED TO, UH, HIS AWARD BY KEYSTONE HOMES AT THE SOUTHEAST CORNER OF CHANDLER HEIGHTS ROAD AND ONE 24TH STREET.I DON'T KNOW IF THIS WOULD BE, YOU KNOW, AN ACTION ITEM, BUT YOU AND I TALKED ABOUT THIS EARLIER, BUT I MEAN, RESIDENTS COMING OUT FOR THIS, OR, BUT I JUST GOT A COUPLE OF QUICK QUESTIONS FOR YOU, JUST SO IT GIVES YOU SOME TIME TO, IF YOU DON'T HAVE THE ANSWER TONIGHT TO GET BACK WITH US ON THURSDAY NIGHT, UM, THERE'S BEEN A LOT, YOU HAVE A, UH, RENDITION OF THE, THE, UH, THE PLOT OR THE, YOU KNOW, THE, THE INITIAL PLAN OF WHAT'S GOING TO HAPPEN HERE, THE, UH, ACTUAL SUBDIVISION.
DO YOU HAVE A PICTURE OF THAT? YEAH.
SO, UM, COUPLE OF QUESTIONS, AS YOU KNOW, WE'VE BEEN REALLY DEALING WITH THIS FROM A COUPLE STANDPOINTS, WHY THE, THE, THE, UH, INGRESS AND EGRESS IS ON, UH, THE A HUNDRED, 224TH STREET SIDE.
BUT THROUGH THE MAYOR COUNCIL MEMBER ORLANDO, UH, GREAT QUESTION.
UM, SO THIS, YOU KNOW, GET TO ANOTHER, UH, SO THE SUBJECT PROPERTY IS OUTLINED IN YELLOW IN THIS EXHIBIT, UH, JUST A LITTLE BACKGROUND HISTORY.
UH, THERE'S A SUB SUBDIVISION, UH, TO THE WEST OF IT TREE LAND.
IT WAS APPROVED IN MAY OF 2020, UM, AS PART OF THAT DEVELOPMENT, UH, DUE TO THE AMOUNT OF, UH, CONCERNS REGARDING, UH, TRAFFIC TO 120 FOURTH STREET, THE COUNCIL HAD A STIPULATION WITHIN THAT CASE, WHICH DEFERRED ALL OFF STREET IMPROVEMENTS OF THE CREATING OF, OF 120 FOURTH STREET ROAD UNTIL THE EAST SIDE OF THE ROAD DEVELOPED.
SO WE'RE HERE BEFORE YOU TODAY, UH, WITH THE EAST SIDE COMING IN, UH, WHEN WE LOOK AT, UM, ENTRANCE OFF OF 121ST STREET VERSUS, UH, CHANDLER HEIGHTS ROAD, UH, I DO HAVE MY TRAFFIC ENGINEER HERE, BUT GENERAL PRACTICE TRAFFIC PRACTICE IS TO MINIMIZE THE AMOUNT OF DRIVEWAYS ON ARTERIALS, AS WELL AS UTILIZE THOSE LOCAL AND COLLECTORS STREETS TO, UH, FILTER TO THE ARTERIAL STREETS.
UM, AND AT THIS LOCATION AT THAT INTERSECTION OF 124TH STREET AND CHANDLER HEIGHTS ROAD, THERE'S A SIGNAL THERE.
SO IT WOULD FURTHER ALLOW FOR SAFE MOVEMENT OF RESIDENTS TO THE WEST, IF WE WERE ABLE TO, OR IF THERE WAS ACCESS OFF OF CHANDLER HEIGHTS ROAD, CURRENTLY, WE HAVE A CAPITAL IMPROVEMENTS PROJECT GOING ON, AND IT'S GOING TO INCREASE, UH, CHANDLER HEIGHTS TO TWO LANES OF TRAFFIC IN EACH DIRECTION, AS WELL AS A LANDSCAPED MEDIAN.
UM, AND SO THE DISTANCE FROM THE INTERSECTION AND ANY EXISTING, UH, DECELERATION LANES WOULD, UH, REQUIRE THAT
[00:45:01]
THEIR ENTRANCE BE, UH, IN THIS HIGHLIGHTED AREA, WHICH WOULD LINE UP WITH A, UH, A BUS, THE SCHOOL, THERE'S A SCHOOL TO THE NORTH SIDE OF THE PROPERTY.AND, UH, JUST FOR REFERENCE, UM, THIS IMAGE, WE'RE LOOKING SOUTH AT THE PROPERTY ON THE NORTH SIDE OF CHANDLER HEIGHTS ROAD IS A ELEMENTARY JUNIOR HIGH.
AND IF THERE WAS AN ENTRANCE OUT ALONG CHANDLER HEIGHTS ROAD, IT WOULD HAVE TO LINE UP WITH THAT BUS ENTRY, UH, AT TWO TIMES OF THE DAY, MORNING DROP-OFF AND PICKUP, IT COULD CREATE A FURTHER, UH, ISSUE WITH RESIDENTS TRYING TO HEAD WEST AND CONFLICTING, UM, MANEUVERING, UH, WITH ALL THE BUSES TRYING TO ACCESS THE PROPERTY TO THE NORTH.
SO, UM, SO I GUESS THE TRAFFIC ENGINEER, UH, WELL, MY CONCERN WITH TRAFFIC ENGINEERING IS, YOU KNOW, WITH THE INTERNATIONAL STANDARDS, WE HAVE THOSE AND THE LIABILITY.
I KNOW YOU'RE PROBABLY LIKE, OH, LIGHT BALLS, THAT'S THE CITY, THAT'S THE CITY ATTORNEY'S PROBABLY JUST LIT UP AND SAID, YEP.
MY ALWAYS CONCERN WITH THAT IS, IS, UM, THE LIABILITY ISSUE IS AN EVENT.
AND THEY'RE GOING TO HAVE TO SAY, WHY DO YOU PUT THE TRAFFIC LIGHT THERE? WHY'D YOU PUT THE ENTRANCE THERE? AND IF WE DON'T HAVE A GOOD REASON, OBVIOUSLY MITIGATING REASONS, OBVIOUSLY WE'RE OPEN FOR LIABILITY.
SO IS THAT THE CASE HERE WITH THE TRAFFIC TRAFFIC? UH, NOT PUTTING A LIGHT THERE AND, OR THE ENTRANCE THERE? OH, THROUGH THE MAYOR COUNCIL MEMBER ORLANDO, UH, THAT IS TRUE.
UM, AND I'D BE MORE THAN HAPPY TO INVITE OUR TRAFFIC ENGINEER UP.
SHE HAS THE DEGREE, SHE HAS THE DEGREE.
UM, THROUGH, UH, MAYOR AND COUNCIL MEMBER ORLANDO.
UM, YES, WE DO HAVE OUR STANDARDS AND WE ARE FOLLOWING THEM IN THIS CASE WHERE WE DO, AS LAUREN MENTIONED, I'M GOING TO GIVE HER AN HONORARY DEGREE, I THINK.
UM, BUT, UM, WE DO TRY TO MINIMIZE DRIVEWAYS ON ARTERIALS WHERE WE CAN IN THIS SPECIFIC SITE, AS IT'S LOCATED WITH, YOU KNOW, ONE 24TH IS, IS ANOTHER OPTION THAT THEY HAVE ACCESS TO ON THEIR FRONTAGE.
IT IS THE APPROPRIATE LOCATION FOR A, BEFORE THE DRIVEWAY OF THIS SITE.
SO IN YOUR MIND, IT'S NOT FIDUCIARY TO DO THAT.
IT'S NOT PRACTICAL PRUDENT TO DO THAT, TO PUT IT ON THAT SIDE, TO PUT IT ON CHANDLER HEIGHTS.
A COUPLE MORE QUESTIONS HERE, AND THEN WE COULD, AND THE BUSES DO CONCERN ME, OBVIOUSLY GOING IN AND OUT AT TWICE DAYS A WEEK, NOT TO MENTION THE PICKUP OR THE PARENTS.
AND THAT DOES THE, YOU KNOW, I THINK THERE IS A BACKUP ON THERE SOME ONCE IN A WHILE.
SO ANOTHER LIGHT WOULD JUST, I THINK WHAT I HEARD HER EARLIER TODAY, ANOTHER LIGHT WOULD JUST MAKE THAT PROBLEM, UH, EXPAND THAT PROBLEM, CORRECT.
AGAIN, THROUGH, THROUGH MAYOR AND COUNCIL MEMBER ORLANDO, ABSOLUTELY.
ALIGHT THIS CLOSE AND WITH THE SCHOOL TRAFFIC THAT WE HAVE AT THIS LOCATION.
UM, CERTAINLY SOMETHING WE WOULD LIKE TO AVOID FOR SAFETY OF ALL ROAD USERS ALONG CHANDLER HEIGHTS.
AND AT THE END OF THIS DEVELOPMENT, DID WE TALK ABOUT PUTTING THE, DO NOT ENTER SIGNS THERE FROM THE PREVIOUS, REMEMBER WHEN ON THE TWENTY TWENTY A HUNDRED TWENTY FOURTH STREET SIDE FROM THE PREVIOUS PROJECT TO, I BELIEVE ON OUR 22ND, I BELIEVE I UNDERSTAND THE QUESTION ON THE SOUTH SIDE.
WE DO HAVE SIGNS PROPOSED THAT, SAY IT DOESN'T SAY, DO NOT ANSWER, BUT IT SAYS SOMETHING TO THE EFFECT OF PRIVATE DRIVE, SOMETHING TO THAT EFFECT, AT LEAST MAKING THE MOTORIST SOMETHING TO INDICATE THAT IT'S THE END OF PUBLIC PROPERTY OR PUBLIC ROADWAY.
AND IT DOES GO INTO A PRIVATE DRIVE AT THAT.
UM, WHAT'S THE, WHERE'S THE EMERGENCY EGRESS IN THE EVENT THAT THE MAIN ENTRANCE IS BLOCKED? USUALLY YOU HAVE TWO ENTRANCE, YOU HAVE AN EXTRA ONE OR TWO EXITS, RIGHT? YEAH, YEAH.
THROUGH THE MAYOR, UH, COUNCIL MEMBER ORLANDO, UH, THE EMERGENCY EXIT WOULD BE LOCATED IN THAT ALIGNMENT OF CHANDLER HEIGHTS.
UH, SO THERE IS, UM, A DRIVABLE SURFACE AND THERE'S GOING TO BE, UH, GATES INSTALLED.
WHAT SHOULD I MAKE, SHOULD BE KNOCKED DOWN OR SOMETHING.
I KNOW THIS BEEN A LONG, LONG PROCESS FOR ALL OF US, AND WE MAY HEAR MORE OBVIOUSLY ON THURSDAY NIGHT.
SO, AND IF I MAY ADD, UM, YOU KNOW, STAFF HAS WORKED WITH, UH, THE RESIDENTS, THE TWO HOUSEHOLDS, UH, WE'VE HAD, UH, FOUR MEETINGS, UH, REGARDING THE DESIGN OF IT.
UM, AND SO WE, WE TOOK TIME TO LISTEN TO THEM AND REALLY TAKEN, UH, ALL DESIGN OPTIONS.
SO LAUREN, NUMBER ONE, I, UH, I'VE ALSO GOT A QUESTION FOR YOU.
SO, UM, UH, YOU ALLUDED THAT BEYOND THIS, UH, PARTICULAR TRAFFIC PIECE THAT IT'S GOING TO GO JUST PAST THE TURNIP, IT'LL REMAIN DIRT.
[00:50:01]
TO PUT SOME TRAFFIC, DETERRENTS SPEED BUMPS OR WHATEVER ON THERE THAT WOULD ALSO FURTHER DETER, UM, UH, RESIDENTS OR OTHERS THAT WOULD THINK ABOUT DRIVING THROUGH FROM GETTING THROUGH A ONE 24TH STREET? WE'RE THE EXPERTS ONE MORE NUMBER TWO.UM, I WILL, WE HAVE LOOKED AT THAT OPTION ON, ON HUNTER STREET, UNFORTUNATELY, BECAUSE IT IS A COLLECTOR ROADWAY AND HAS HIGHER SPEEDS AND LIKE IT, LIKE YOU MENTIONED, MAYOR, IT IS DIRT.
UM, IT WOULD NOT BE AN INAPPROPRIATE LOCATION AND OR SAFE LOCATION FOR US TO PUT SPEED HOMES WHERE IT TURNS TO ASPHALT, WOULD IT POSSIBLY BE APPROPRIATE? SO FROM DIRT RIGHT INTO THE ASPHALT AND INTO RIGHT WHERE THE TURN, THAT AGAIN, JUST COULD BE A FURTHER REMINDER WITH A SIGN THAT THIS IS NOT A THROUGH ROAD TO FURTHER DETER PEOPLE.
WE HAVE LOOKED AT THAT OPTION AGAIN FOR A COLLECTOR STREET.
IT'S NOT SOMETHING WE WOULD RECOMMEND, UM, AGAIN, DUE TO THE NATURE OF THE ROAD AND THE FUNCTION OF THE ROAD, AS WELL AS THE SPEED.
SO WHAT WE HAVE DONE IN ORDER TO DO SOME TRAFFIC COMING AT THAT LOCATION IS WE HAVE STRIPING THAT WILL ACTUALLY, UM, BASICALLY IT'LL TURN PEOPLE INTO THE HAZELWOOD ENTRANCE THERE.
SO IT'LL LOOK AT THE HAZELWOOD ENTRANCE ON ONE 24TH, THE STRIPING WILL ACTUALLY PHYSICALLY TURN PEOPLE THERE.
WE ALSO HAVE ADDITIONAL SIGNAGE AT THAT LOCATION, AS WELL AS A BARRICADE SOUTH OF THAT, UM, HIS OWN ENTRANCE.
SO PHYSICALLY DRIVERS IT'S, IT'S KIND OF WORKS AS A TRAFFIC CALMING ELEMENT CAUSE PHYSICALLY DRIVERS WOULD HAVE TO MANEUVER OUT OF THAT LANE IN ORDER TO CONTINUE TO HEAD SOUTH.
SO EVEN THOUGH IT'S NOT A SPEED BUMP, PER SE, THERE ARE SOME TRAFFIC CALMING ELEMENTS THAT WERE BROUGHT INTO THIS DESIGN.
AND, UM, I'M SURPRISED, YOU'RE SAYING SPEED WHEN WE'RE TALKING ABOUT A DIRT ROAD IN TERMS OF THE, UH, THAT, UH, OF THAT BEING A PROBLEM WITH THAT, BUT I MAY HAVE THE TRAFFIC EXPERT, BUT AGAIN, I APPRECIATE THAT AGAIN, OUR INTENT WAS NOT NECESSARILY FROM A SPEED STANDPOINT, BUT MORE FROM A CUT-THROUGH STANDPOINT, FOR BOTH REASONS, TO GET PEOPLE AGAIN, TO, TO CALM TRAFFIC AND TO AVOID SOME CUT-THROUGH TRAFFIC AT THAT AREA, ALL THE REQUESTS.
UM, CUSTOMER LOPEZ, UH, YOU TALKING, UH, I THINK BACK TO ONE OF THE OTHER PROBLEMS, MAYBE IT IS ON HER AND 22ND WHERE THE ROAD KIND OF ALMOST CUTS IN HALF WHERE THE, AGAIN, THE, THE DITCH OPENS UP AND THERE'S A SIGN STOPPAGE BECAUSE THE ROAD THEN KIND OF NARROWS INTO THE, INTO THE CATALINA ISLAND.
AND YOU'RE, SO IT KIND OF MAKES SENSE THAT THIS IS KIND OF THE END OF THE CITY ROAD, IS THAT AS THE ASPHALT ENDS INTO THE COUNTY IS SIMILAR TO THAT, THAT WE'VE SEEN BEFORE.
IT IS THROUGH BEAR TO, UH, COUNCIL MEMBER ROLE, BECAUSE IT IS VERY SIMILAR TO THAT WHERE WE BASICALLY, WE GO FROM A FULL STREET TO A HALF STREET AT THAT LOCATION.
AND THEN AGAIN, WE'VE, WE'VE GONE ABOVE AND BEYOND IN THIS SPECIFIC LOCATION DUE TO SOME OF THE EXTENUATING CIRCUMSTANCES TO, AGAIN, REALLY REITERATE TO PEOPLE GO IN THERE THAT THE INTENT IS FOR THEM TO TURN INTO HAZELWOOD AND NOT CONTINUE THROUGH.
HOW YOU DOING LAUREN TOO? OKAY.
SO I WANTED TO KNOW, DID WE WORK WITH, UM, UH, DO WE WORK WITH TRYING TO MAKE SURE I KNOW CAUSE WE WAS LOOKING AT ONE ASPECT OF IT WAS GOING OUT TOWARDS THE SCHOOL TO TRAP IT AND GOING OUT THAT EXIT, BUT IN TERMS OF PUTTING IT ON THAT SIDE STREET, UM, DID WE WORK TO TRY TO MAKE SURE THAT, UH, TRAFFIC, THAT EXIT THE EXITING IS CLOSER IS NORTH FURTHER NORTH CLOSER TO THAT LIGHT? SO THAT WAY IT, THE DETERRENT CAN BE, UM, GOING SOUTH ON THAT ROAD.
GREAT QUESTION THROUGH THE MAYOR COUNCIL MEMBER HARRIS.
UM, YES, THE, THE LOCATION, WE DID WORK WITH THE HAZELWOOD DEVELOPMENT TO PUT IT AS CLOSE TO CHANDLER HEIGHTS AS WE CAN, BUT STILL GIVE ENOUGH DISTANCE THAT WE HAVE A LOT OF THE ATTORNEY MOVEMENTS THAT WE NEED TO AT THE INTERSECTION OF CHANDLER HEIGHTS AND HUNDRED 24TH.
SO THIS PROVIDES ENOUGH SEPARATION FOR US TO HAVE, YOU KNOW, AGAIN, EFFICIENT TURNING MOVEMENTS, BUT, UM, TO, TO MINIMIZE THAT DISTANCE.
SO ON 124, AND THEN ALSO, CAN YOU JUST SHARE WITH US THE CALMING MEASURES THAT YOU HAVE? I KNOW THAT YOU YOU'VE TALKED ABOUT IT, BUT JUST SO I CAN HAVE IT, WHAT IS THE COMMON MEASURES THAT WE'VE PUT IN PLACE? I CALLED THIS ONE ELECTRONICALLY, BUT HOPEFULLY WE CAN GET IT UP ON THE SCREEN FOR YOU GUYS.
UM, SOME OF THE OPTIONS THAT WE HAVE ARE SOME PRETTY SUBSTANTIAL STRIPING CHANGES AS WE GO SOUTH INTO THE DRIVEWAY AT THE HAZELWOOD ENTRANCE.
UM, AND AGAIN, THROUGH SOME, AGAIN, MOSTLY THROUGH STRIPING AND HATCHING OUT AREAS IN THERE AND ACTUALLY PUTTING A CURVE IN THERE.
WE'RE DIRECTING FOLKS INTO THAT.
UM, HAZELWOOD ALSO, THERE'LL BE SIGNAGE IN THERE AS WELL TO REITERATE THAT, UM, AS WELL AS BEYOND THAT IS WHERE WE'LL FIND THE BARRICADE AND THAT
[00:55:01]
IN ORDER TO CONTINUE SOUTH AS YOU, YOU KNOW, AS PEOPLE CAN TODAY AND AS THE TRAFFIC IS OPEN TO TODAY TO THAT DIRT ROAD THAT WE TALKED ABOUT EARLIER, UM, YOU, YOU WILL PHYSICALLY HAVE TO LEAVE THAT LANE AND MANEUVER OVER, SO THAT FUNCTIONS AS A TRAFFIC CALMING MEASURE IN THIS CASE.AND MY ONLY REQUEST IS COULD THE CITY PUT IN A, UM, SOME TYPE OF, UH, UH, CAMI MEASURE AND MEANS OF, YOU KNOW, SPEED, UM, TO TRACK SPEED? IS THAT SOMETHING THAT WE CAN LOOK INTO THROUGH, UH, MAYOR COUNCIL MEMBER HARRIS? ARE YOU TALKING ABOUT, UH, FURTHER SOUTH ON ONE 24TH STREET? YES.
UNFORTUNATELY THAT'S NO LONGER CITY OF CHANDLER JURISDICTION AT THIS POINT.
SO IN THE FUTURE, UM, IF SOMETHING WERE TO GET ANNEXED DOWN THERE OR REDEVELOPED DOWN THERE, UM, SOMETHING WE COULD CERTAINLY LOOK INTO, BUT AT THIS POINT WE DON'T HAVE JURISDICTION IN THAT AREA.
UH, LAUREN, NUMBER TWO, AKA DANA, UH, THAT CONCLUDES ALL OF THOSE WHO HAVE BEEN CALLED IN, UM, HAPPY BIRTHDAY SITTING ATTORNEY.
AND WITH THAT, I'D LIKE TO CONCLUDE OUR MEETING.
