THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITY SERVES AS A LIAISON BETWEEN THE CITY COUNCIL AND CITIZENS OF CHANDLER TO INCREASE AWARENESS AND ACCESSIBILITY AND TO PROVIDE PROGRESS FOR INDIVIDUALS WITH DISABILITIES WHO LIVE IN CHANDLER.
THE MEMBERS OF THE MAYOR'S COMMITTEE RECOGNIZE ON DISABILITIES, RECOGNIZE THE PEOPLE OF PEOPLE WITH DISABILITIES IN THE COMMUNITY AND STRIVE TO INCREASE THEIR OPPORTUNITIES FOR SUCCESS.

AND WHEREAS THE MAYOR'S COMMITTEE FOR PEOPLE WITH DISABILITY WAS FORMED TO SERVE AS A LIAISON BETWEEN THE CITY COUNCIL AND THE GENERAL COMMUNITY IN MATTERS REGARDING PEOPLE WITH DISABILITIES AND

SO OBVIOUSLY ONE IN THREE TEAMS WILL EXPERIENCE SOME SORT OF PHYSICAL SEXUAL OR EMOTIONAL ABUSE BY SOMEONE THEY'RE IN A RELATIONSHIP WITH BEFORE THEY BECOME AN ADULT.
AND THEN NEARLY ONE IN 11 FEMALES AND ONE IN 14 MALE HIGH SCHOOL STUDENTS REPORT HAVING EXPERIENCED SOME SORT OF PHYSICAL DATING VIOLENCE IN THE LAST YEAR.
AND THAT INFORMATION COMES FROM OUR CDC WEBSITE AND THEY DO THESE SURVEYS, UM, OF HIGH SCHOOL STUDENTS TO ENGAGE THEM IN GETTING THE INFORMATION.
SO ONE IN EIGHT FEMALES AND ONE IN 26 MALE HIGH SCHOOL STUDENTS REPORT HAVING EXPERIENCED SOME SORT OF SEXUAL DATING VIOLENCE IN THE LAST YEAR IN 33% OF ADOLESCENTS ARE VICTIM TO SEXUAL, PHYSICAL, VERBAL, OR EMOTIONAL DATING ABUSE.
AND THEN WHAT WE KNOW IS RIGHT, IT'S A LOT MORE KIDS THAN WE THINK ABOUT.
I KNOW I HAVE A DAUGHTER AND SHE'S 15 AND SHE GOES TO SCHOOL HERE IN CHANDLER AND, AND ALL THOSE THINGS.
AND THESE STATISTICS BECOME KIND OF ASTONISHING TO ME, BUT WHAT'S EVEN MORE IMPORTANT THAN JUST THOSE STATISTICS IS KIND OF THINKING ABOUT THE LONG-TERM EFFECTS FOR THESE KIDDOS, RIGHT? SO WHAT WE KNOW IS TEENS WHO SUFFER DATING ABUSE ARE SUBJECT TO LONG-TERM CONSEQUENCES, SUCH AS ALCOHOLISM, EATING DISORDERS, PROMISCUITY, THOUGHTS OF SUICIDE AND VIOLENT BEHAVIORS.
SO I WORK IN THE BEHAVIORAL HEALTH FIELD, I'M A DIRECTOR FOR A CHILDREN'S PROGRAM.
UM, THAT'S A STATEWIDE CHILDREN'S PROGRAM.
WE HAVE AN OFFICE HERE IN CHANDLER, SO WE'D LOVE THAT.
UM, BUT ONE OF THE THINGS WE'VE SEEN OVER THE PAST TWO YEARS IS A LARGE INCREASE IN OUR SUICIDE OR ATTEMPTED SUICIDES WITH TEENAGERS.
AND SO THAT'S BEEN, UM, A REALLY BIG PART OF COVID.
SO OUTREACH IS EVEN MORE IMPORTANT THAN IT EVER HAS BEEN.
WHAT WE ALSO SAW IN STATISTICALLY IS WHEN PEOPLE WERE LOCKED IN THEIR HOMES, WEREN'T GETTING OUT TO TALK TO OTHER ADULTS IN THE COMMUNITY OR KIDS AT SCHOOLS THAT VIOLENCE WITHIN THE HOME BECAME WORSE AND DATING VIOLENCE BECAME WORSE.
SO MY LAST SHOCKING STATISTIC FOR YOU TONIGHT, UM, IS 50% OF YOUNG PEOPLE WHO EXPERIENCED RAPE OR PHYSICAL OR SEXUAL ABUSE WILL ATTEMPT TO COMMIT SUICIDE AT T SOMETIME ACROSS THEIR LIFESPAN.
SO GETTING TO THESE KIDS EARLY IS THE BEST THING WE CAN DO.
UM, AND WHEN WE'RE TALKING ABOUT INTIMATE PARTNER VIOLENCE, IT CAN BE REALLY HARD TO TALK ABOUT, RIGHT? LIKE WHAT EVEN IS IT? THAT'S A BIG WORD, INTIMATE PARTNER VIOLENCE.
UM, SO WHAT WE DO AS A KIND OF A WHOLE, WHEN WE'RE LOOKING AT THIS, AS WE DEFINE IT IN FOUR DIFFERENT WAYS, UM, AND IT'S KIND OF OUR GATEWAY TO TALKING ABOUT HEALTHY RELATIONSHIPS ACROSS THE BOARD.
SO THE FOUR WAYS WE DEFINE THAT IS PHYSICAL ABUSE, OBVIOUSLY, RIGHT? THIS IS THE FIRST ONE THAT ALWAYS COMES TO MIND WHEN WE TALK ABOUT DOMESTIC VIOLENCE, THAT IT MEANS SOMEONE HAS TO BE HITTING ME OR PHYSICALLY HURTING ME.
AND THAT'S ABSOLUTELY NOT THE CASE.
IT REALLY OFTEN STARTS BEFORE THAT WITH PSYCHOLOGICAL ABUSE.
UM, ALSO SEXUAL ABUSE IS PART OF THAT SPECTRUM.
AND THEN LASTLY, IS IT STOCKING OR COURSE OF CONTROL.
SO, UM, WHEN WE LOOK AT THIS WHOLE SPECTRUM OF INTIMATE PARTNER VIOLENCE, WHEN WE TALK ABOUT PSYCHOLOGICAL VIOLENCE AND STALKING, THAT CAN INCLUDE THINGS LIKE FINANCIAL CONTROL IN A HOME, RIGHT? IF SOMEONE'S NOT ALLOWED MONEY OR FOOD OR TIME WITH THEIR FRIENDS, ISOLATION, WE OFTEN SEE HOW THIS THAT'S HOW THIS CYCLE STARTS, RIGHT? IT STARTS THE SAME WAY FOR KIDS, RIGHT? YOU CAN'T HANG OUT WITH THIS FRIEND OVER HERE AT LUNCH.
YOU CAN'T, YOU KNOW, THEY'RE RESTRICTIVE IN THAT ACTION.
IT'S THE GATEWAY, UM, TO THE INTIMATE PARTNER VIOLENCE.
SO THIS IS ANOTHER ONE OF OUR LITTLE, UM, PSA'S, THAT'S GONE UP ON THE WEB AND IT'S THAT EVERYONE DESERVES HEALTHY RELATIONSHIPS AND REALLY TRYING TO ENCOURAGE PEOPLE TO TALK ABOUT IT BECAUSE WE KNOW THAT THESE AREN'T EASY CONVERSATIONS TO HAVE.

SO I JUST WANT YOU TO TELL A LITTLE BIT ABOUT THE VETERANS COURT, WHAT IT REALLY MEANS TO THE CITIZENS OF CHANDLER AND WHAT WE'RE DOING.

I AM REALLY HONORED TO TELL YOU MORE ABOUT OUR VETERANS COURT ITEM.
NUMBER FOUR ON THE AGENDA IS THE IGA WITH THE CITY OF TEMPE THAT ALLOWS OUR COURT TO CONTINUE ON.
THIS IS THE SEVENTH YEAR THAT WE'RE IN OUR VETERANS COURT AND THIS IGA WILL CONTINUE IT ON FOR FIVE MORE YEARS.
UM, IT IS REALLY A REWARDING PROGRAM.
WE ARE ABLE TO CONNECT THE VETERANS THAT HAVE UNFORTUNATELY CONNECTED WITH THE, THE CRIMINAL JUSTICE SYSTEM, UM, WITH RESOURCES AND HELP TO GET THEM, UH, BETTER OFF.
SO UNFORTUNATELY WHEN THEY ARE SERVING OUR COUNTRY IN THE MILITARY CAPACITY, THEY HAVE INTERACTIONS AND EXPERIENCES THAT MIGHT CAUSE THEM TO HAVE PTSD, ALCOHOL ABUSE, SUBSTANCE ABUSE.
THEY MAY HAVE SOME MENTAL TRAUMA AND, BUT FOR THEIR SERVICE, THEY MIGHT NOT HAVE HAD THESE ISSUES COME UP.
AND SO THIS COURT IS REALLY A WONDERFUL SERVICE TO OUR COMMUNITY.
OUR MEMBERS OF THE, OF THE MILITARY THAT HAVE THOSE INCIDENTS COME UP, THERE'S A MINOR INCIDENCES, A DOMESTIC VIOLENCE SITUATION WITH A FAMILY MEMBER BECAUSE OF THEIR ALCOHOL ABUSE OR, UM, A DUI BECAUSE THEY WERE UPSET AND DROVE OUT OF THEIR HOUSE FOR SOME REASON OR ANOTHER.
SO WE DO HAVE A WONDERFUL PARTNERSHIP WITH OUR CITY LAW DEPARTMENT, WITH OUR CITY PROSECUTOR AND WITH HER, UM, ASSISTANCE AND THE COURT'S ABILITY TO FACILITATE THIS AND OUR WORK WITH, UM, THE VETERANS COURT AND THROUGH MARICOPA COUNTY, WE HAVE, UM, ALL OF THESE RESOURCES FOR VETERANS.
SO WE'VE GOT GREAT SUCCESS STORIES, PEOPLE THAT CONNECTED WITH VA SERVICES FOR COUNSELING, SUBSTANCE ABUSE, UM, EVEN, UH, HOUSING ASSISTANCE IF THEY NEED IT.
UM, SO WE SEE ABOUT 40 TO 50 PEOPLE PER YEAR.
SO THIS FISCAL YEAR WE'RE EXPECTING ABOUT 60 MEMBERS OF OUR MILITARY TO GO THROUGH THIS VETERANS COURT.
AND THE FUNDING HAS ALREADY BEEN ALLOTTED FROM THE LAST FISCAL YEAR.
WE ASKED FOR THIS MONEY FOR THIS YEAR.
SO WE'RE ASKING FOR COUNCIL TO APPROVE THIS IGA.
UM, IT REALLY IS A GREAT BENEFIT TO THE COMMUNITY.
IT HAS A RIPPLE EFFECT BECAUSE ONCE WE WERE ABLE TO HELP A VETERAN, NOT ONLY DOES IT HELP THAT PERSON, IT HELPS THEIR FAMILY MEMBERS AND THEN THE COMMUNITY.
AND IT REALLY DOES IMPACT THEIR QUALITY OF LIFE HERE IN CHANDLER.
AND IT IS SPECIFICALLY AS COUNCIL MEMBER, ORLANDO SAYS THE BREAD AND BUTTER HERE IN OUR CITY IS WHERE THE THINGS HAPPEN IS IN OUR CITY COURTS.
IT DOESN'T HAPPEN IN THE SUPERIOR COURT.
DOESN'T HAPPEN IN THE SUPREME COURT.
IT HAPPENS HERE, DAY-TO-DAY ON THE GROUND, WORKING WITH THE PEOPLE THAT COME IN AND INTERACT WITH US.
AND THESE ARE, THIS IS JUST ONE SMALL WAY THAT WE CAN ASSIST AND PAYBACK THE MEMBERS OF THE MILITARY THAT SERVED FOR US.

MAYOR MEMBERS OF THE COUNCIL, THE ITEM THAT YOU HAVE BEFORE YOU TONIGHT, ITEM NUMBER 16 IS A COMPANION ITEM TO A RESOLUTION THAT WE BROUGHT TO COUNCIL ON DECEMBER 9TH AT THE DECEMBER 9TH COUNCIL MEETING.
WHAT THIS DOES IS IT ALLOWS THE CITY TO WORK WITH MARICOPA COUNTY ON OUR EMERGENCY RENTAL ASSISTANCE FUNDING.
THIS IS AN ENHANCEMENT FOR OUR COMMUNITY, AS IT ALLOWS RESIDENTS TO NOW BE ABLE TO APPLY ONLINE FOR THESE VERY IMPORTANT DOLLARS.
AND THEN IN TURN, UM, THE COUNTY WILL SUBCONTRACT WITH THE SEN TO PROCESS THE APPLICATIONS.
AND ONE OF THE BIG BENEFITS TO OUR RESIDENTS IS THEY CAN GO AND LOG IN AT ANY POINT AND SEE HAVE REAL-TIME

STATUS OF WHERE THEIR APPLICATION IS.THE ITEM TONIGHT IS $7 MILLION IN REALLOCATED, EMERGENCY RENTAL ASSISTANCE FUNDS.
THESE FUNDS WHERE WE ALLOCATED BY THE STATE IS THE STATE SUGGESTED TO THE TREASURY THAT THESE FUNDS GO TO CHANDLER.
AND THERE WERE TWO REASONS FOR THAT ONE, CERTAINLY THE NEED WAS HERE.
AND SECOND OF ALL, WE DID VERY WELL WITH ALLOCATING OUR FIRST ROUND OF EMERGENCY RENTAL ASSISTANCE.
IN ADDITION, THE CITY IS RECEIVING APPROXIMATELY $6.3 MILLION IN EMERGENCY RENTAL ASSISTANCE TO FUNDING.
AND THAT TOO IS ON YOUR AGENDA TONIGHT.
YOU WILL BE ACCEPTING THESE FUNDS.
AND THEN AGAIN, APPROVING THE INTER-GOVERNMENTAL AGREEMENT WITH MARICOPA COUNTY, FOR THE ADMINISTRATION OF THESE FUNDS OR THE ALLOCATION OUT TO THE COMMUNITY, UM, MAYOR.
SO, UH, WHAT I UNDERSTAND THAT WE'LL SEND, WE'LL STILL BE HELPING FOLKS THAT HAVE, THAT DOESN'T HAVE ACCESS TO THE COMPUTER AND THE ACTUAL COME INTO THEIR OFFICE AND THEY COULD WORK, WORK WITH THEM IN THEIR HOME OFFICE, CORRECT THROUGH THE MAYOR COUNCIL MEMBER ORLANDO, THERE HAVE BEEN SEVERAL SYSTEMS SET UP TO BE ABLE TO HELP RESIDENTS IN NEED THAT EITHER ARE NOT ABLE TO ACCESS A COMPUTER OR MAY HAVE SOME CHALLENGES WITH USING IT.
THE COUNTY THEMSELVES HAS PROCESSED.
WE HAVE OUR CARES TEAM THAT CAN ASSIST AS WELL AS THE SENSE.
SO WE WILL MAKE SURE THAT IF ANYBODY HAS ANY CHALLENGES WITH USING A COMPUTER, WE WILL HAVE SOMEONE TO HELP THEM.
SO ADDITIONAL FUNDING, IS THAT COMING DOWN AS WELL, OR THIS IS PROBABLY THE END OF THE ACTIVITY THROUGH THE MAYOR COUNCIL MEMBER ORLANDO.
THE CITY HAS, UM, BEEN ADVISED THAT WE HAVE ABOUT ANOTHER $18 MILLION IN MILLION DOLLARS OF NEED IN OUR COMMUNITY.
SO WE HAVE, UM, SUBMITTED PAPERWORK TO THE TREASURY TO ASK FOR ADDITIONAL FUNDS THAT COULD COME FROM AGAIN.
IF THE STATE DECIDES THAT THEY WANT TO REALLOCATE SOME OF THEIR FUNDS, IT COULD COME FROM A NATIONAL SWEEP OF FUNDS OF COMMUNITIES THAT ARE NOT EXPANDING.

I KNOW THERE'S PROGRAMMATIC FEES, BUT I WANT TO MAKE SURE THAT, SORRY, I PUT MY HANDS DOWN HERE BEING ITALIAN.
IT'S TOUGH NOT TO TALK WITH YOUR HANDS, BUT ANYWAY, UH, YEAH, YOU HAD THE SAME PROBLEM.
I JUST WANT TO MAKE SURE THAT WE, WE, YOU KNOW, WE'RE GUARANTEEING THE RESIDENTS, THAT THE FUNDING IS GOING TO THE PEOPLE THAT NEED IT AND NOT TO ADMINISTRATIVE FEES AND THINGS LIKE THAT.
UH, THROUGH THE MAYOR COUNCIL MEMBER ORLANDO, THE TREASURY ACTUALLY HAS A 10% CAP ON HOW MUCH MONEY TO GO THROUGH ADMINISTRATION.
SO WHETHER IT IS THE COUNTY CUTTING A CHECK DIRECTLY TO THE LANDLORD, WHETHER IT'S A CIN PROCESSING, THE APPLICATIONS, CITY STAFF, DOING OUR PORTION OF ADMINISTRATION BETWEEN THE THREE OF US, THERE CAN BE NO MORE THAN 10% OF THE DOLLARS THAT ARE, ARE KEPT FOR ADMINISTRATION.
AND I TELL YOU THAT EVEN WITH, UM, THE IR ONE INITIAL ALLOCATION THAT WE WERE ABLE TO USE LESS THAN THE 10% ON ADMINISTRATION, ALSO THE COUNTY, UM, THERE WAS CERTAINLY A GAP BETWEEN WHEN WE HAD THE ERA ONE FUNDING AND THIS ERA TO, OR THE IR ONE REALLOCATED FUNDING GOING OUT TO THE COMMUNITY.
SO THERE WAS A BACKLOG OF APPLICATIONS.
THE COUNTY THEMSELVES ARE USING THEIR OWN STAFF TO HELP PROCESS THE BACKLOG AND THEY'RE USING THEIR OWN FUNDING TO PAY FOR THOSE EXPENSES.
LESS ENROLLMENT WE'LL DO WAS PUT PEOPLE OR PEOPLE ON THE STREET.
SO WE CERTAINLY APPRECIATE WHAT'S GOING ON WITH THIS FUNDING.
