THE CITY IS EXTERNAL AUDITORS AND THEY'RE HERE TO PRESENT ON THE FISCAL YEAR, 20 20, 20 21 AUDIT PROCESS AND REQUIREMENTS.
THE CITY IS IN ITS FOURTH YEAR OF A FIVE-YEAR CONTRACT WITH SEINFELD MITCH, BUT BEFORE THEY BEGIN THEIR PRESENTATION, I'D JUST LIKE TO GIVE A SPECIAL THANK YOU TO COREY, JOSHUA, AND THEIR TEAM, ALONG WITH THE ACCOUNTING DIVISION AND OTHERS THROUGHOUT THE CITY FOR THEIR EFFORTS IN THERE.

THIS YEAR STATUTES WERE REVISED LAST SESSION TO REQUIRE THE PRESENTATION BY YOUR AUDITORS TO USE THE COUNCIL GOVERNING BODY, THE AUDIT RESULTS.
SO, YOU KNOW, FOR THOSE OF YOU, WHO'VE BEEN AROUND A NUMBER OF YEARS.
THAT'S WHY YOU HAVEN'T SEEN SOME PRIOR YEARS.
THIS IS NOW A NEW REQUIREMENT THAT EVERY MUNICIPALITY IN THE STATE OF ARIZONA MUST ADHERE TO.
SO AS YOU CAN SEE THERE IN THE PRESENTATION, THERE'S THIS, THE STATUTES THEMSELVES THAT, UH, INDICATE WE ARE TO PRESENT TO YOU TONIGHT.
JUST A REMINDER, AS FAR AS THE IMPORTANCE OF THE AUDIT, OUR FIRST RESPONSIBILITY IS TO VERIFY THOSE REPRESENTATIONS BY MANAGEMENT IN YOUR ANNUAL FINANCIAL REPORT AND THE ACCOUNT BALANCES, WHETHER IT'S YOUR CASH, YOUR CAPITAL ASSETS, YOUR DEBT, YOUR REVENUES EXPENSES, AND THAT DOCUMENT, AS YOU, AS YOU KNOW, IS IMPORTANT DOCUMENTS USED BY A NUMBER OF PARTIES.

WE ISSUE TO, UH, WANTING A DEMONSTRATED ACCOUNTABILITY AND STEWARDSHIP OF THOSE MONIES.

WHO'S THE AUDIT MANAGER WORKED VERY CLOSELY WITH STAFF IN THE FINANCE DEPARTMENT WANTING AND JUST TO KIND OF LAY THE GROUNDWORK.

I'M GOING TO ASK OUR STRATEGIC CONDITIONERS DIRECTOR, RYAN PETERS TO SEE IF HE HAS ANY HISTORY ON THIS MORNING, STATE, STATE LEGISLATED ITEM.
I WENT BACK AND REVIEWED THE FILM FROM COMMITTEE TESTIMONY LAST YEAR AND A SPECIAL INTEREST GROUP, UM, CLAIMED THAT THERE WERE THESE AUDITS THAT WERE DONE AND THEN THEY JUST SIT ON A SHELF AND DON'T GO ANYWHERE.
UM, AND THEY'RE PUT ON CONSENT AS A WAY TO HIDE FROM THE PUBLIC.
SO THERE'S WANTING TO ENSURE THAT THE PUBLIC HAD A FULL OPPORTUNITY TO REVIEW THE AUDIT FINDINGS THROUGH THIS TYPE OF PRESENTATION.
THEY DIDN'T POINT TO SPECIFIC EXAMPLES OR SPECIFIC PROBLEMS, BUT SUGGESTED THIS MIGHT CREATE A PROBLEM BY HIDING IT ON CONSENT WAS THE ACCUSATION.
SO THE FACT THAT WE PUT IT ON OUR WEBSITE, IN FACT THAT WE, UM, I KNOW YOU FACT, YOU HAVE TO FIDUCIARY PRODUCE THIS REPORT ANYWAY, AND IT'S PUBLIC DOCUMENT.
SO ANY, ANY CITIZEN, THEORETICALLY TO COME UP HERE ANYTIME DURING THE BUDGET PROCESS, OR EVEN AFTER THE AUDIT AND STILL ASK QUESTIONS, MARY COUNCIL MEMBER ORLANDO, THAT POINT WAS MADE DURING TESTIMONY AND IT WAS NOT PERSUASIVE.

MAYOR COUNCIL MEMBER HARRIS OR VICE MAYOR COUNCIL MEMBER HARRIS, THAT SPECIFIC ISSUE DID NOT COME UP, BUT I SUSPECT THE RESPONSE WOULD HAVE BEEN, YOU KNOW, TRANSPARENCY.
THERE IS NO, NO, NO COST IS TOO HIGH.
IF I, IF I MADE JUST A LITTLE, A LITTLE BIT MORE CONTEXT, A NUMBER OF ORGANIZATIONS, IT IS A MATTER OF STANDARD PRACTICE FOR AUDITORS TO MEET WITH THE GOVERNING BODY.
UH, JUST FOR SOME MORE CONTEXT, I THINK HISTORICALLY PRIOR TO THE STATUTE, PROBABLY ABOUT 50% OF OUR MUNICIPALITY CLIENTS, WE DID MEET WITH THE COUNCIL JUST AS MARGARET, AS PART OF THEIR PRACTICE.
SO IT'S BEEN AN EVOLUTION, JUST TRANSPARENCY, MORE OPENNESS WITH REGARDING PUBLIC FINANCES.
UH, I'M JUST GOING TO TOUCH QUICKLY ON THE AUDIT PROCESS.
CAUSE THEN OFTEN QUESTION WE GET AS THE EXTERNAL AUDITORS.
HOW LONG DOES THE AUDIT LAST? SO, UH, THIS SLIDE RIGHT HERE JUST TALKS ABOUT, UH, THE BEGINNING OF THE AUDIT WITH AN ENGAGEMENT LETTER AND THEN INITIAL PLANNING THAT WAS DONE BACK IN APRIL OF 2021.
UH, WE MADE FOUR ONSITE VISITS WITH, UH, ACCOUNTING STAFF IN JULY, AUGUST, OCTOBER, AND NOVEMBER.
WE ALSO PERFORM AUDIT TEST WORK, UH, REMOTELY BETWEEN THOSE VISITS.
SO IT'S, IT'S AN ONGOING PROCESS AND THEN AUDIT REPORTS WERE ISSUED IN DECEMBER IN JANUARY.
UH, SO THOSE AUDIT REPORTS THAT ARE ISSUED, UH, SO WE HAVE THE AUDIT COMMUNICATION WITH GOVERNANCE AND CORY IS GOING TO TOUCH ON THAT IN A MINUTE, THE ANNUAL COMPREHENSIVE FINANCIAL REPORT, YOUR, THE CITY'S ANNUAL FINANCIAL STATEMENTS, THE SINGLE AUDIT REPORTING PACKAGE, WHICH INCLUDES TWO REPORTS ON INTERNAL CONTROL,

ONE WITH GOVERNMENT GOVERNMENT AUDITING STANDARDS AND ONE, UH, ON FEDERAL AWARDS TO AGREED UPON PROCEDURES.AND THEN THE CITY'S ANNUAL EXPENDITURE LIMITATION REPORT.
UH, SOME KEY ITEMS RELATED TO THE CITY'S FISCAL 21 AUDIT.
UH, THE CITY RECEIVED AN UNQUALIFIED OPINION DATED DECEMBER 10TH, WHICH IS A CLEAN OPINION ON THE FINANCIAL STATEMENTS.
I TALKED ABOUT THE SINGLE AUDIT REPORTING PACKAGE, HAVING THOSE TWO REPORTS ON INTERNAL CONTROL.
THERE WERE NO INTERNAL CONTROL DEFICIENCIES NOTED DURING THE AUDIT THIS YEAR.
UH, JUST IN ONE BIG ASPECT OF OUR ANNUAL AUDIT, UH, AND ALL AUDITS RIGHT NOW IS JUST, UH, LOOKING AT THAT COVID-19 RELATED FUNDING THAT THE CITY IS RECEIVING, UM, FOR FISCAL 21, UH, THE CITY, UH, EXPENDED ABOUT 14.5 MILLION OF COVID-19 RELATED FUNDING.
AND THEN, UH, NUMBER FOUR HERE IS JUST, UH, THE, UH, CITY'S GOVERNMENT WIDE NET POSITIONS ON INCREASE OF 25 MILLION.
AND I'LL JUST WRAP IT UP HERE.
ONE OF THE DOCUMENTS INCLUDED IN YOUR PACKET IS WHAT WE CALL A COMMUNICATION LETTER TO GOVERNANCE.
IT'S A REQUIRED PART OF ANY AUDIT.
IT'S JUST ANOTHER FOLLOW-UP COMMUNICATION AND TRYING TO GET, GIVE IT THE GOVERNING BODY SINCE OF SOME ITEMS THAT ARE IMPORTANT TO THE AUDITS SENSITIVE ESTIMATES THAT WE LOOK AT AND REVIEW IF THERE WERE ANY DIFFICULTIES ENCOUNTERED DURING THE AUDIT, WE'D HAVE TO NOTE IT IN THAT LETTER, WHICH WERE NONE.
THERE WAS DISAGREEMENTS WITH MANAGEMENT.
THOSE WOULD ALSO HAVE TO BE NOTED IN THE LETTER AND JUST SOME REMINDERS ON OUR RESPONSIBILITIES TO BE INDEPENDENT AND TOUCHING ON.
AS I NOTED ON EARLIER, THE, THE OVERALL RESPONSIBILITY FOR AUDIT AND FRAUD RESTS WITH, WITH ALL PARTIES AND JUST SOME REMINDERS THERE.
SO ONCE AGAIN, THAT LETTER IS IN YOUR PACKET, ALONG WITH THE FINANCIAL STATEMENTS AND SINGLE OUT REPORTING PACKAGE THAT JOSHUA TALKED ABOUT ALSO IN THAT, UH, WE, AS, AS A FIRM, WE INCLUDE THE ENGAGEMENT LETTER AT THE BEGINNING OF THE AUDIT.
