WE FINISHED THE SEASON 34 AND FIVE.

UM, WE MADE HISTORY.

WE WERE THE FIRST HIGH SCHOOL GIRLS VOLLEYBALL TEAMS TO BE AIRED BY ESPN.

THEY HAD NEVER AIRED A HIGH SCHOOL GIRL'S VOLLEYBALL TEAM BEFORE.

NOT ONLY DID THEY GET A CHANCE TO PLAY ON ESPN PLUS AND ESPN ESPNU, THEY DEFEATED ASSUMPTION OUT OF LOUISVILLE WHO WAS AT THAT TIME, NUMBER FIVE OF THE NATION, AND THEY HAD AN OPPORTUNITY TO PLAY MARY MOUNTS OUT OF LA WHO'S WENT THROUGH THE WHOLE SEASON UNDEFEATED AS THE NUMBER ONE TEAM IN THE NATION.

WE TOOK THEM FOUR AND WE TOOK THEM WITH OUR LIBERO PLAYING OUR SETTER.

CAUSE I'VE SAID HER GOT HURT.

SO PRETTY PROUD OF THIS GROUP OF KIDS.

UM, LIKE I SAID, PRETTY EXCEPTIONAL IN THE CLASSROOM AND ON THE COURT.

THIS IS A CITYWIDE AWARD THAT REALLY LOOKS AT HOW WE DO CITIZEN CENTRIC SERVICES AND PROVIDE STATE OF THE ART TECHNOLOGY SOLUTIONS TO BUILD EFFICIENCIES, DRIVE PRODUCTIVITY, AND MAKE SURE WE'RE UTILIZING TECHNOLOGY IN THE BEST WAY POSSIBLE.

UM, THIS IS OUR SEVENTH YEAR, UM, COMPETING IN THE DIGITAL CITIES AND THIS IS THE HIGHEST WE'VE FINISHED.

UM, SO WE'RE VERY PROUD OF IT.

AND A LOT OF IT, UM, WAS SPAWNED BY THE PANDEMIC.

AS ALL OF US HAVE KNOWN, IT WILL CHANGE THE WAY WE WORK.

IT'S CHANGED THE WAY WE CONNECT.

UM, WE ACTUALLY, AS A CITY CAME TOGETHER AND TRANSITIONED MORE THAN, UM, TWO THIRDS OF OUR WORKFORCE MOBILY DURING THE PANDEMIC, AS WELL AS CONTINUED ALL OF OUR OPERATIONS AND SERVICES.

SO THIS IS A HUGE AWARD, UM, NOT ONLY FOR THE IT DEPARTMENT, BUT FOR THE WHOLE ENTIRE CITY FROM A TECHNOLOGY STANDPOINT.

AND I KNOW IN TIMES PAST MYSELF AND OTHER COUNCIL MEMBERS HAVE ACTUALLY RECEIVED THIS AWARD ON BEHALF OF THE CITY AT NATIONAL

I'M HERE TONIGHT TO ADVOCATE FOR ALLOWING BACKYARD CHICKENS IN SINGLE FAMILY DISTRICTS.

I'M A HOMEOWNER AND AN SF 8.5 ZONING DISTRICT.

WHO'S ALWAYS WANTED TO RAISE CHICKENS FOR FRESH EGGS.

UM, WHEN WE MOVED TO OUR CURRENT HOUSE AND WE DIDN'T HAVE AN HOA, WE THOUGHT THIS IS GOING TO BE EXCITING.

WE CAN ACTUALLY HAVE BACKYARD CHICKENS.

UM, WE CAREFULLY RESEARCHED THE CODE AHEAD OF TIME AND WE OBTAINED PERMISSION FROM OUR NEIGHBORS AS OUTLINED IN SECTION 14.3, WHEN THE PANDEMIC HIT AND WE HAD TROUBLE GETTING ENOUGH EGGS IN THE STORE, WE THOUGHT THIS IS THE RIGHT TIME.

WE'RE GOING TO MOVE FORWARD WITH THIS.

WE CONSTRUCTED A SHED AND BLOCKED OFF PART OF IT TO USE AS A COOP.

WE BUILT AN OUTDOOR AREA AND BRUCE AND WE HAD NESTING BOXES AND WE WERE SO EXCITED TO RECEIVE OUR FIRST CHICKS AND START THIS ADVENTURE.

UM, ABOUT A YEAR LATER, WHEN WE WERE FINALLY GETTING A NICE HARVEST OF FRESH EGGS, WE RECEIVED A NOTICE OF VIOLATION FROM THE CITY CODE INSPECTOR WHO HAPPENED TO DRIVE BY AND SAW OUR CHICKENS ROAMING INSIDE OF OUR CHAIN LINK FENCE.

OBVIOUSLY WE WERE NOT TRYING TO HIDE ANYTHING.

UM, THEY CATEGORIZED OUR CHICKENS AS A PUBLIC NUISANCE AND A ZONING VIOLATION UPON FURTHER CONVERSATION WITH THE INSPECTOR.

I WAS TOLD THAT CHANDLER HAS A PERMISSIVE CODE, MEANING UNLESS THE CODE SAYS YOU CAN DO SOMETHING, THEN YOU CANNOT, UH, THIS WAS A COMPLETE SURPRISE TO US AS NORMAL, REASONABLE HOMEOWNERS WHO HAD ACTUALLY READ THE CODE.

UH, WE COULD NOT BELIEVE THIS WAS A SERIOUS INTERPRETATION AND WE WERE ALSO SURPRISED BECAUSE CHANDLER HAS A CULTURE OF BEING FAIRLY HANDS-OFF AND GENERALLY NON-INTERFERING.

UM, AND WE FOUND THIS TO BE PRETTY MICROMANAGING.

WE WERE EXTREMELY DISAPPOINTED ABOUT THE CHICKENS, OBVIOUSLY, BUT ALSO THE SIGNIFICANT FINANCIAL INVESTMENT WE HAD IN THE SHED IN THE COOP, WHICH WAS OVER $2,000.

MY REQUEST IS THAT THE MAYOR AND COUNCIL WOULD EXPLICITLY ALLOW CHICKENS ON SINGLE FAMILY DISTRICT LOTS.

WHEN WE EMBARKED ON THIS ADVENTURE, WE DISCOVERED MANY UNINTENDED POSITIVE OUTCOMES FROM RAISING CHICKENS.

UM, I HAVE A LIST INCLUDED WITH A LETTER THAT I'M GOING TO LEAVE WITH THE CLERK, BUT TWO OF THE MOST IMPORTANT WE'RE REDUCING THE NUMBER OF UNWANTED INSECT PESTS, WHICH ALSO DRASTICALLY DECREASED OUR SCORPION POPULATION.

AND THE OTHER WAS, UM, INTERACTION WITH OUR NEIGHBORS WHO WOULD INTENTIONALLY DRIVE BY STOP BY A TALK WITH US, ASK HOW OUR CHICKENS WERE.

THEY WOULD PULL OVER AND LOOK AND SEE HOW THEY WERE DOING.

UM, WE ENJOYED SHARING THIS EXPERIENCE WITH OUR NEIGHBORS AND EVERYONE WE TALKED TO WAS SUPPORTIVE.

BECAUSE THAT'S AN IMPORTANT, UH, ITEM IN, YOU KNOW, IN, IN OUR, IN OUR CITY, OBVIOUSLY, BECAUSE IF OUR EMPLOYEES, UH, DO A GREAT JOB, THAT MEANS WE'RE DOING A GREAT JOB AS A COUNCIL HERE.

SO I'M BACK AT THE END OF JUNE, WE MET IN A COUNCIL WORK SESSION OF WHICH I PRESENTED OUR COMPENSATION AND RECRUITMENT STRATEGIES AND SOME OF THE CHALLENGES AND IN THERE CLEARLY IDENTIFIED THAT WE HAD A NEED TO MOVE FORWARD WITH A CITYWIDE CLASSIFICATION AND COMPENSATION STUDY.

THE LAST ONE WE DID WAS, UM, A FULL, FULL ONE WAS BACK IN 2008.

SO REALLY THE GOAL OF THIS IS FOR US TO, UM, REMAIN MARKET COMPETITIVE, UM, IN A VERY CHALLENGING RECRUITMENT MARKET.

AS YOU MENTIONED, WE'RE SEEING IT ACROSS THE BOARD, UM, AND RECRUIT AND RETAIN OUR AWESOME STAFF THAT WE HAVE.

SO, UM, WE DID AN RFP, UM, AT THE END OF AUGUST OF WHICH WE HAD FIVE, UM, COMPANIES APPLY AND WE WENT THROUGH THE PROCESS AND HAD DIFFERENT MEMBERS, UM, SOME FROM PUBLIC SAFETY, SOME FROM THE GENERAL GROUP THAT PARTICIPATED IN THE RFP PROCESS AND ON THURSDAY NIGHTS, UM, AGENDA, I'M HOPING THAT YOU WILL APPROVE A CONTRACT WITH LOGIC COMPENSATION.

UM, I WAS FORGET THEIR LAST NAME GROUP.

THAT'S AN EASY ONE TO REMEMBER.

UM, THEY'RE A TEMPE BASED COMPANY.

AND WHAT WE ARE HOPING IS TO KICK OFF THE STUDY, UM, RIGHT AFTER THE HOLIDAYS MAY ANTICIPATE THAT THIS COULD TAKE ANYWHERE FROM EIGHT TO 12 MONTHS, AS WE'RE ASKING THEM TO DO A VERY COMPREHENSIVE LOOK AT OUR PAY, OUR BENEFITS, WHAT OUR MARKET IS.

UM, DO WE HAVE DIFFERENT COMPETITORS THAT WE NEED TO LOOK AT? DO WE NEED TO MAKE CHANGES TO OUR PAY PHILOSOPHY? AND, UM, THEN WE WILL ADD CHECKPOINTS THROUGHOUT THE PROCESS.

UM, I IMAGINE THAT WE WILL BE COMING BACK TO COUNCIL WITH INFORMATION AND DECISION POINTS THAT WE MAY NEED, BECAUSE OUR HOPE IS THAT WE COULD MAKE CHANGES ALONG THE WAY WITH, UM, A FINAL AT THE END OF THE YEAR NEXT YEAR.

IT'S BEEN INITIATED BY A NUMBER OF STATES AND CITIES AND COUNTIES THROUGHOUT THE COUNTRY.

AND IT'S REALLY REGARDING THE, UM, DISTRIBUTION OF OPIOIDS WHEN THEY WERE FIRST DIS DISTRIBUTED.

THEY CAME ON THE MARKET AND THEY WERE DISTRIBUTED.

THERE WAS NOT A LOT OF CONTROL.

THEY WERE GIVEN TO DOCTORS TO HAND OUT, AND A LOT OF COMMUNITIES HAVE SEEN SOME PRETTY DRASTIC, UM, CHALLENGES FROM OPIOID ADDICTIONS AND PEOPLE OUT

THERE WHO, WHO TAKE THEM AND THEN CHOOSE TO DRIVE AND, AND CAUSE CAUSE A LOT OF DAMAGE.

SO THIS IS A NATIONAL LITIGATION, IT'S, IT INVOLVES TWO SETTLEMENTS WITH SIX MANUFACTURERS AND DISTRIBUTORS.

UM, AND WE'VE BEEN ASKED TO PARTICIPATE IN RECEIVING, UM, THE FUNDS THAT WILL BE AWARDED.

UM, WE ANTICIPATE THAT IT'S GOING TO BE APPROXIMATELY 549 MILLION, UM, TO THE STATE OF ARIZONA.

THAT'LL BE DISTRIBUTED BETWEEN THE STATE AND THEN THE COUNTIES AND CITIES.

UM, THOSE FUNDS ARE GOING TO BE RESTRICTED IN THEIR USE.

THEY'RE GOING TO BE NEEDED, UH, USE FOR OPIOID TYPE ABATEMENT.

UM, OUR PUBLIC SAFETY WILL PROBABLY BE ABLE TO PUT SOME OF THOSE FUNDS TO USE AND POSSIBLY NEIGHBORHOOD RESOURCES.

WE HAVEN'T GOT ALL THE DETAILS YET, NOR HAVE WE GOTTEN THE DETAILS ON EXACTLY HOW MUCH MONEY CHANDLER WILL RECEIVE FROM THIS LITIGATION AND THESE SETTLEMENTS.

UM, BUT WE HAVE NOT PUT FORTH ANY MONEY, UM, PARTICIPATING IN THIS LITIGATION.

WE'RE ACTUALLY JUST A BENEFICIARY OF IT.

YEAH.

THEY'RE THERE BY NEED.

I WANT TO THANK, UH, I KNOW VICE MAYOR, UH, STUART HAS BEEN INVOLVED WITH A WHOLE, ALL OF US INTO SOME TIPS, SOME EVENT AND OF COURSE, COUNCIL MEMBER ELLIS, UH, BEING HER HER CAREER FIELD, OBVIOUSLY FOR, FOR HELPING US KEEP THIS ON A FOREFRONT, THE OPIOID EPIDEMIC.

I DO BELIEVE THAT THERE'S PROBABLY A LOT MORE ADDICTION THINGS THAT WE PROBABLY SHOULD BE GETTING LAWSUITS FROM MAJOR PHARMACEUTICAL COMPANIES, BECAUSE A LOT OF PEOPLE IN OUR STUDENTS ARE ADDICTED TO DRUGS AND IT'S A CONSTANT ONGOING ISSUE, BUT I WILL SAY THIS, I WANT TO MAKE SURE THAT WE PUT THE MONEY TO EDUCATION.

UM, WE LOOK TO PUT INTO EDUCATION.

UM, I KNOW THAT OUR STUDENTS IN OUR SCHOOLS, UM, SOME OF THEM ARE ADDICTED TO OPIOIDS.

THEY ARE ADDICTED TO DRUGS.

UM, AND I JUST KNOW THAT FIRSTHAND BECAUSE I'M WORKING DIRECTLY IN THE TRENCHES WITH OUR SCHOOLS AND VARIOUS OTHERS.

AND I KNOW THAT OUR, UM, IT'S NOT JUST THIS AFFECTS ADULTS, BUT IT'S ALSO, UH, AFFECTING OUR STUDENTS.

SO, UM, JUST WANT TO MAKE SURE THAT WE PUT IT TO GOOD USE EDUCATION THAT WE CLEARLY MAKE SURE THE COMMUNITY KNOWS THAT THIS IS GOING OUT AND, YOU KNOW, CHANDLER, YOU KNOW, AND I JUST, THE THINGS THAT WE CAN DO FROM WITHIN OUR CITY TO ADVANCE LIKE OUR NEIGHBORHOODS, BUT USING PRIVATE, YOU KNOW, PRIVATE PUBLIC PARTNERSHIPS WILL ALSO ALLOW US TO HAVE A BIGGER IMPACT, UM, ON THOSE FARMS. UM, YOU KNOW, WE JUST WENT TO TIER ONE THIS YEAR AND YOU KNOW, WE KNOW THAT MEANS THERE'S GOING TO BE ALLOCATION ISSUES AND WE'VE BEEN READING ABOUT THIS.

YEAH, THIS IS A VERY IMPORTANT PROJECT FOR CHANDLER AND REALLY ALL THE VALLEY CITIES.

AS YOU KNOW, WE GET THE MAJORITY OF OUR WATER COMES FROM THE SALT RIVER WATERSHED, WHICH IS SALT RIVER AND VERDE RIVER COMBINED.

AND THERE'S SEVERAL RESERVOIRS ON THE RIVER SYSTEMS AND THAT'S WHERE THEY SRP MANAGES THOSE RESERVOIRS.

THEY COLLECT THE WATER, DELIVER IT TO THE CANAL SYSTEM, TO OUR TREATMENT PLANTS.

AND ON THE VERDE SIDE, THERE'S TWO RESERVOIRS, THERE'S HORSESHOE RESERVOIR.

AND THAT'S THE FIRST RESERVOIR THAT CAPTURES ALL THE RUNOFF FROM THE MOUNTAINS.

UM, AND IT CAPTURED THE SRP CAPTURES THE WATER THERE LET'S FLOW BACK DOWN TO THE VERDE TO BARTLETT RESERVOIR.

WELL, THE HORSESHOE RESERVOIR, UM, UNFORTUNATELY HAS LOST 30% OF ITS CAPACITY BASED ON DUE TO SEDIMENTATION.

SO, UM, WHEN BOR DID BUREAU RECLAMATION AND SRP GOT TOGETHER, THEY INITIATED A MITIGATION STUDY SEVERAL YEARS BACK COMPLETED THE STUDY, LOOKED AT WAYS TO MITIGATE THAT SEDIMENT LOSS OF THE CAPACITY.

AND IT CAME UP WITH A COUPLE OF DIFFERENT OPTIONS IN BOTH OPTIONS INCLUDED HEIGHTENING THE ELEVATION OF BARTLETT DAM.

AND WHAT WOULD THAT, THAT WOULD JUST INCREASE THE STORAGE CAPACITY OF BARTLETT.

AND THEN ALSO USE THE, UM, HORSESHOE RESERVOIR, UH, TO MANAGE THE SEDIMENT AND ALSO TO CREATE ADDITIONAL HABITAT.

SO THE OTHER PART OF THAT MITIGATION STUDY, THEY RECOMMENDED TO GO TO THE NEXT STEP, WHICH IS A FEASIBILITY STUDY.

AND THE FEASIBILITY STUDY IS MEANT TO STUDY BOTH THOSE OPTIONS.

LOOK AT THE, UH, ENVIRONMENTAL IMPACTS, THE TECHNICAL IMPACTS, THE FINANCIAL IMPACTS OF HEIGHTENING THE RESERVOIR SYSTEM.

SO THAT'S WHERE WE'RE, WE'RE HERE TONIGHT.

UM, WE HAVE, UH, UH, AGENDA ITEM, UM, WHERE WE WOULD LIKE TO PARTICIPATE IN THAT STUDY.

UM, THE STUDY IS PROJECTED COSTS, $10 MILLION.

IT'S A FOUR YEAR STUDY.

THAT'S WHAT THEY'RE PROJECTING.

UM, HALF OF THE STUDY, HALF OF THE FUNDING IS COMING FROM VAIL RECLAMATION.

THE OTHER HALF WILL BE COMING FROM NON-FEDERAL PARTIES.

THERE'S 21 PARTIES IN THIS COST SHARE AGREEMENT.

AGAIN, CHANDLER'S ONE OF THOSE PARTIES AND WE'RE REQUESTING AUTHORIZATION TO PARTICIPATE AT A HUNDRED THOUSAND DOLLARS A YEAR.

UM, WHAT THAT WOULD DO IS THAT WOULD GET US A SEAT AT THE TABLE.

WE WOULD HEAR THE RESULTS OF THE STUDY COMING IN AT A REAL TIME BASIS.

UM, AND WE ALSO WOULD BE CREATING, UH, RECOMMENDING, UH, THE CRITERIA TO DETERMINE WHO GETS THE WATER AT THE VERY END, UM, AND THE NEEDS, UH, EACH PARTY WOULD NEED FOR THAT WATER SUPPLY.

BECAUSE WHEN IT'S ALL SAID AND DONE THE TWO ALTERNATIVES, THE FIRST WOULD BE JUST STRICTLY MITIGATING THE SEDIMENT LOSS, THE CAPACITY LOSS, THE SECOND ALTERNATIVE WOULD ACTUALLY INCREASE STORAGE CAPACITY AND WOULD INCREASE OUR WATER SUPPLY.

UM, SO THAT'S TWO VERY IMPORTANT PIECES FOR CHANDLER, AND WE'RE ALWAYS LOOKING AT OUR DEMAND PROJECTIONS AND OUR SUPPLY PROJECTIONS.

AND AS YOU STATED WITH COLORADO RIVER SUPPLY THERE'S SHORTAGES ON THE HORIZON, AND THIS WILL JUST BE AN ADDED SUPPLY INTO THE FUTURE.

YEAH.

WE HAVE A HUNDRED YEAR ASSURED WATER SUPPLY.

YOU'VE GOT, UM, I WOULDN'T SAY MUD WATER DESPAIR, BUT WE'VE GOT WATER TO MAKE SURE THAT OUR BUSINESSES AND OUR RESIDENTS ARE GOING TO BE WELL FED WITH WATER.

I DON'T KNOW WHAT I'M SAYING.

WE'LL WET WITH WATER, UM, FOR, FOR THE NEXT GENERATION.
