THEY'RE IN THE BEST INTEREST OF OUR RESIDENTS, BUSINESS OWNERS AND GUESTS TO OUR CITY.

WE ALSO THANK YOU FOR THE MANY STAFF MEMBERS WHO WORK IN THE CITY COUNCIL, AS WELL AS THOSE WHO ARE DEPLOYED THROUGHOUT THE CITY.

WE ASK THAT THEY FIND SATISFACTION IN THEIR WORK APPRECIATION, AND MOST OF ALL, MAY YOU PROTECT THEM FROM DANGER IN CHRIST'S NAME? WE PRAY.

AMEN.

PLEASE JOIN ME IN HONORING OUR FLAG.

I BELIEVE TO THE FLAG STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE WITH LIBERTY AND JUSTICE FOR ALL.

THANK YOU, PASTOR.

THANK YOU.

COUNCIL MEMBER.

UM, COUNSEL, WE DO HAVE ONE SPEAKER CARD, UM, RELATED TO OUR CONSENT AGENDA THAT I'LL GET TO IN A MINUTE.

WE ALSO HAD, UM, JUST A COUPLE PUBLIC COMMENTS AND, UH, UH, CLERK, I'LL ASK THAT YOU JUST, UH, SUBMIT THOSE INTO THE RECORD AS PART OF THIS, BUT WITH OUR SPEAKER CARD, I'D LIKE TO CALL UP JONATHAN EMON MR. AMMANN? NO.

OH, JUST TALK TO HIM RIGHT BEFORE THE MEETING.

OKAY.

YES.

MIGHT BE FOR UNSCHEDULED.

NOPE, YOU ARE.

YOU ARE A HUNDRED PERCENT, RIGHT? I I'M WRONG.

I WAS MIXING THIS UP WITH SOMETHING ELSE.

I APOLOGIZE, COUNSEL.

UM, THAT'S WHAT HAPPENS WHEN I WALK OUT AND I TALK TO PEOPLE, I, I GET MIXED UP IN MY, IN MY, UH, TIMING ON THIS COUNCIL.

UM,

[ Consent Agenda Items listed on the Consent Agenda may be enacted by one motion and one vote. If a discussion is required by members of the governing body, the item will be removed from the Consent Agenda for discussion and determination will be made if the item will be considered separately.]

SO WHAT'S, BEFORE US IS A CONSENT AGENDA.

I KNOW WE HAD CONVERSATION ON MONDAY, UH, ABOUT ITEM NUMBER 16.

SO IF, UH, UH, WHOEVER MAKES THE MOTION, UH, WE HAD, WE HAD A DISCUSSION ABOUT REMOVING STEP NUMBER NINE, BUT AT THIS POINT I WOULD SAY IT'S APPROPRIATE FOR SOMEONE TO, UM, UM, MAKE A MOTION.

MAYOR COUNCIL MEMBER ORLANDO.

YEAH.

UH, JUST TO FOLLOW UP WITH THE COUNCIL, I DID SPEAK WITH SEVERAL OF THE PLANNING, ZONING COMMISSIONERS, THREE OF THEM.

I DON'T WANT TO BREAK ANY OPEN MEETING LAWS, BUT I DID SPEAK WITH THE THREE OF THEM.

AND THEY ALL HAD, THEY ALL WERE CAME TO AGREEMENT.

THAT REALLY, WHAT THEY WERE TRYING TO DO WAS MAKE THIS A LITTLE BIT MORE DIGITAS TREES IN THERE.

SO I'LL MAKE A MOTION HERE AND THEN I'LL ASK STAFF TO WORK WITH THE DEVELOPER.

UH, SO I THINK WE'RE GOOD TO GO.

I, IT WAS A GOOD DISCUSSION.

SO I'LL, I'LL MAKE A MOTION RIGHT NOW THAT WE, UH, APPROVE, UH, CITY COUNCIL, REGULAR MEETING, UH, CONSENT AGENDA DATED SEPTEMBER 23RD, 2021 ITEMS, ONE THROUGH 53 WITH

[16. Preliminary Development Plan, PLH21-0043 Chandler Airpark 202 Move City Council approve Preliminary Development Plan PLH21-0043 Chandler Airpark 202 for site layout and building architecture for four flex industrial buildings located at the northwest corner of Germann Road and Northrop Boulevard, approximately one third of a mile west of Cooper Road, subject to the conditions as recommended by Planning and Zoning Commission. Alternative Motion: Move City Council approve Preliminary Development Plan PLH21-0043 Chandler Airpark 202 for site layout and building architecture for four flex industrial buildings located at the northwest corner of Germann Road and Northrop Boulevard, subject to conditions 1-8 recommended by Planning and Zoning Commission and excluding condition number 9. Council Focus Area(s):]

ITEM 16, ALTERNATIVE MOTION MOVE THE CITY COUNCIL APPROVED PRELIMINARY DEVELOPMENT PLAN.

AND WITH THAT, I'LL ASK STAFF TO WORK WITH DEVELOPER ON THE ORIGINAL PROJECT.

AND THERE WAS A LITTLE BIT OF PUT SOME INDIGENOUS TREES IN BETWEEN THERE SCATTERED THEM OUT, BUT JUST TO MAKE IT A LITTLE BIT MORE WATER CONSERVATION.

SO I THINK THAT WAS THE BIG ISSUE.

SO LET'S MAKE IT LUSH, BUT ALSO A LITTLE BIT SENSITIVE TO THE DESERT LANDSCAPE.

IS THAT FAIR? ALL RIGHT.

THEY'RE NODDING.

SO WE'RE GOOD MAYOR.

I HEARD LESS, BUT SPARSE, NO DESERT.

ALL RIGHT.

WE HAVE A MOTION WITH THE ALTERNATE AMENDMENT ON ITEM NUMBER 16, REMOVING STEP NINE.

AND, UH, WE HAVE AN ANNUAL DAY OF SERVICE THAT COINCIDES WITH, UH, FORMERLY KNOWN AS I THINK, OR IT'S COINCIDES WITH THAT NATIONAL MAKE A DIFFERENCE DAY.

OURS IS GOING TO BE ON OCTOBER 23RD.

I'VE TAKEN PART IN THIS IN THE LAST FIVE OR SIX YEARS, AND IT'S MOST AMAZING EVENT THAT WE HAVE.

AND I HEAR WE'VE GOT SOME INCREDIBLE VOLUNTEERS AND A NUMBER OF FOLKS THAT ARE ALREADY SIGNED UP TO BE THERE.

WE HAVE OVER 180 PROJECTS, THEY NEED TO BE COMPLETED IN THE ARMSTRONG, GALVESTON AND HISTORIC SILK STOCKING DISTRICT NEIGHBORHOODS, WHICH I THINK WAS RECENTLY PUT ON A FEDERAL REGISTRY FOR THANKS TO A COUNCIL MEMBER ORLANDO, BUT MAYOR HARKEY WAS ONE OF THE ORIGINAL FOUNDERS OF THIS FOR OUR CITY DAY OVER 10 YEARS AGO.

AND IT'S THE BEST EXAMPLE OF VOLUNTEERISM I'VE EVER TAKEN PART IN.

SO, UM, MAKE SURE YOU SIGN UP AND BE A PART OF THIS, IF YOU CAN, AND BE A VOLUNTEER AND YOU CAN JUST SHOW UP WITH YOUR FAMILY AND WE'LL PUT YOU TO WORK.

UM, THE, UH, UH, THE BATTLEFIELD WAS ON AVENUES COMING UP, BUT I JUST WANT TO GIVE A SHOUT OUT TO HAMILTON.

CHANDLER HAS TWO NATIONALLY RANKED FOOTBALL, HIGH SCHOOL TEAMS, UH, NATIONAL HIGH SCHOOL FOOTBALL TEAMS, UH, IN THE NATION.

SO THAT'S PRETTY AMAZING RIGHT HERE IN OUR LITTLE TOWN.

SO, UM, THAT'S GREAT.

ONE OTHER NOTE, UH, THE MAYOR REMINDED ME.

WE HAVE THE ASIAN FESTIVAL COMING UP AT SOME WEEK PARK.

IT'S CALLED THE MOON FESTIVAL AND IT WILL BE ON SATURDAY AND SUNDAY, OCTOBER 2ND AND THIRD.

[00:10:01]

THAT MULTICULTURAL FESTIVAL AND WE'LL SEE YOU OUT THERE.

THAT'S A FUN ONE CUSTOMER BUREAU.

THANK YOU MAYOR.

UM, FOR EVERYONE WATCHING OR ATTENDING, THANK YOU FOR BEING HERE TONIGHT OR TUNING IN.

I'M ALWAYS A BIG THANK YOU TO TEAM CHANDLER.

YOU FOLKS SHOW UP AND YOU GET THE JOB DONE WHILE WE'RE BUSY SPENDING TIME OFF, OFF WITH OUR FAMILIES OR WHATEVER WE DO.

SO THANK YOU, THE TEAM CHANDLER, THANK YOU TO OUR PUBLIC SAFETY FOLKS.

AND, UH, THANK YOU FOR KEEPING THINGS GOING.

WE APPRECIATE IT.

THANK YOU, MIRA.

TONIGHT.

IT IS WITH A HEAVY HEART THAT I WANT TO ADDRESS THE PEOPLE OF CHANDLER CONCERNING WHAT IS HAPPENING IN EL PASO WITH 15,000 MIGRANTS AND OUT OF THEM ALMOST 10,000 TO 11,000 HAITIANS THAT ARE UNDER THAT BRIDGE FOR THE LAST TWO WEEKS, WE HAVE WATCH HORRIFICALLY WHAT'S HAPPENING OVER THERE.

PATIENTS BEING WHIPPED TIED UP AND PULL OFF THE RIVER.

IT IS REALLY TRULY UNCONCEIVABLE THAT IN THIS COUNTRY AND THIS TIME AND THIS ERA THAT WE ARE SEEING THESE THINGS HAPPENING UNDER THAT BRIDGE.

WE HAVE AN ORGANIZATION THAT IS CALLED NEON, WHICH IS A NATIONAL HAITIAN AMERICAN ELECTED OFFICIAL NETWORK.

AND AS PART OF THAT NETWORK, I'M HERE TO SPEAK TO THE PEOPLE THAT ARE LISTENING, WHETHER IN HERE OR THROUGHOUT THE WORLD AT THIS MOMENT, THAT THIS NEEDS TO STOP.

WE HAVE BEEN IN COMMUNICATION WITH THE WHITE HOUSE.

AND SO FAR, NOTHING HAS BEEN DONE EXCEPT FOR THIS MORNING WHEN I RECEIVE A LETTER FROM THE WHITE HOUSE, STATING THAT THEY ARE STOPPING THOSE WHO ARE WHIPPING THE HAITIANS ON OFFICES, AS FAR AS THE OTHER THINGS THAT WE HAVE ASKED THE WHITE HOUSE, WHICH IS TO STOP THE EXPULSION, NOT DEPORTATION, BUT THE EXPULSIONS OF THE HAITIANS, BECAUSE NO ONE IS BEING GIVEN DUE PROCESS.

THEY ARE PULLED IN THE MIDDLE OF THE NIGHT.

THEY ARE TOLD THAT THEY ARE GOING TO BE PROCESSED.

AND WHEN THEY WAKE UP IN THE MORNING, THEY FIND THEMSELVES IN HAITI AND THOSE MIGRANTS, MAJORITY OF THEM ARE COMING FROM CHILE AND FROM BRAZIL.

AND THEY HAVE LEFT HAITI UNDER DIRE CIRCUMSTANCES, WHETHER THEY ARE FLEEING FOR THEIR LIVES OR FOR ECONOMIC DECISIONS.

NEVERTHELESS, EVERYBODY HAS A RIGHT TO FIND A PLACE WHERE THEY CAN ACTUALLY SLEEP AND LEAVE WITHOUT BEING KILLED.

EVERY SINGLE DAY.

THIS COUNTRY, THE UNITED STATES OF AMERICA HAVE BEEN PLAYING A ROLE IN HAITI THAT NEEDS TO STOP FOR DECADES.

THEY HAVE BEEN DISPLACING AND CHANGING OUR RULES, THE RULES IN THAT COUNTRY TO THE POINT WHERE IT IS NOW IMPOSSIBLE FOR PEOPLE TO LEAVE IN THAT COUNTRY.

THERE'S NO SECURITY.

THERE WAS NOTHING TO THEM.

WE JUST HAD A PRESIDENT THAT WAS ASSASSINATED IN JULY.

AND SO FAR, THE WHITE HOUSE HAS SAID NOTHING TO US CONCERNING WHAT HAPPENED THERE.

AND WHAT WE ARE ASKING IS VERY SIMPLE AND IT'S VERY CLEAR.

WE NEED THEM TO STOP THE EXPULSION, WINNING THEM TO STOP USING THE TITLE 42, TO CONTINUE SENDING THOSE PATIENTS THERE.

AND THIRD, WE NEED THEM TO STOP PRETENDING THAT IT'S BECAUSE OF COVID.

THAT'S WHY THEY'RE SENDING THE PEOPLE BACK BECAUSE IN THIS MOMENT, AND THIS TIME, IT'S A MATTER OF TESTING AND VACCINATING PEOPLE AND THAT NEEDS TO BE DONE AND NEEDS TO BE DONE NOW.

AND THE FOURTH THING IS THAT THOSE PEOPLE THAT ARE COMING, AS I STATED EARLIER, ARE COMING FROM CHILE AND BRAZIL.

AND SOME OF THEM, THEY COULD NOT STAY IN THOSE COUNTRIES BECAUSE THEY COULDN'T GET ANY PAPERS.

THEY COULDN'T GET ANYTHING.

THERE WAS NO PATH FOR THEM TO TAKE CARE OF THEIR FAMILY THAT THEY LEFT BACK HOME.

SO AT THIS TIME, IN THIS MOMENT, WE ARE SAYING, WE ARE ASKING THE UNITED STATES TO SPEAK WITH THOSE COUNTRIES AND FIND A WAY TO MAKE SURE THAT THOSE PEOPLE ARE EITHER RETURN THERE.

SO FAR, 1500 OF THEM ARE TURNED BACK IN THEIR OWN HAITI WITH NOTHING IN A COUNTRY.

THEY HAVE NOT LIVED IN FOR FIVE TO SIX YEARS.

AND WITH CHILDREN THAT WERE NOT EVEN BORN IN HAITI, I'M ASKING RIGHT NOW FOR THOSE WHO HAVE A HEART FOR HAITI, THE MAGNETAR HUMANITARIAN PART OF IT RIGHT NOW, IT IS A DIRE NEED UNDER THAT BRIDGE.

THIS IS THE FIRST TIME EVER SINCE OUR CHAIRMAN, ALEX DECIMATE HAVE BEEN ALLOWED TO GO UNDER THE BRIDGE.

WHILE HE STOOD AT THE DASH STATION WHERE THEY ARE DROPPING THOSE.

THEY SAID THAT THEY HAVE PROCESS AND HE HAD TO FIND A PLACE TO GET THEM TO SLEEP OUT OF OUR OWN POCKETS.

WE ARE PAYING FOR THAT DUE PROCESS IN THIS COUNTRY.

IF MY UNDERSTANDING, WHEN IT COMES TO REFUGEES, THEY NEED TO HAVE THAT.

WE INSTITUTED THAT.

WE ASKED FOR THAT AS A COUNTRY, I AM AN AMERICAN.

AND I'M ASKING THAT THIS ADMINISTRATION NOW ONLY LOOKED AT WHAT BEEN HAPPENING BEFORE, BUT THAT THEY PAY FOR WHAT THEY HAVE SAID.

[00:15:01]

THEY WERE GOING TO DO IT'S TIME FOR THEM TO GIVE IT WHAT THEY SAID TO THE PEOPLE OF AB THAT THEY WERE GOING TO DO.

AND THOSE WHO VOTED FOR THEM IN THE PAST, I AM SITTING HERE THIS EVENING, TRULY BAFFLED THAT THESE THINGS ARE HAPPENING RIGHT NOW.

AND THOSE THAT ARE UNDER THE BRIDGE, WE ALL KNOW WHY THEY ARE BEING TREATED THE WAY THAT THEY ARE TREATED RIGHT NOW, BECAUSE IT'S NOT ONLY HAITIANS.

AND THE OTHERS ARE BEING RELEASED.

SOME OF THEM ARE BEING RELEASED JUST AS SOME OF THE PATIENTS ARE BEING RELEASED, BUT MAJORITY OF THEM ARE NOT SEEING THE DUE PROCESS.

AND I'M ASKING FOR THAT.

AND I WOULD LOVE TO ASK THIS COUNCIL AT THIS TIME, I UNDERSTAND THAT I WAS ELECTED TO SERVE THE PEOPLE OF CHANDLER, BUT IN THIS CITY, WE HAVE HAITIANS ALSO THAT ARE LIVING HERE.

THEY PAY THE TAXES.

THEY ARE ALSO BEEN HERE TO HELP TO BUILD THIS CITY.

I MYSELF HAVE BEEN IN THE CITY FOR 34 YEARS WORKING BUSINESSES AND ALL IN THIS CITY.

AND AT THIS TIME I WOULD LIKE TO ASK THIS COUNCIL, INCLUDING THE MAYOR, TO FIND IT IN THAT HEART, TO ALLOW ME AS AN ELECTED OFFICIAL, TO GO THERE, TO HELP DO SOME TESTING, TO HELP GIVE SOME VACCINATION TO THE PEOPLE OF HAITI.

IF YOU COULD FIND IT IN YOUR HEART TO MAKE SURE THAT THAT'S HAPPEN THROUGH THE MANAGER, I WILL REALLY APPRECIATE IT.

I KNOW THAT A CONVERSATION HAS BEEN HAD.

I HAVE CALLED OUR CONSOLE, OUR CONGRESSMAN.

I HAVE SPOKEN WITH CONGRESSMAN STANTON.

I HAVE SPOKEN WITH CONGRESSMAN BIGS AND THEY BOTH ASSURED ME THAT THEY ARE TRYING WITH THE ADMINISTRATION.

I HAVE GONE ALL THE WAY UP TO THE GOVERNOR'S OFFICE.

I HAVE AT THIS MOMENT, I HAVE SPOKEN WITH ONE OF THAT, UH, POLICY MAKERS AND THEY TELLING ME THAT THEY'LL TRY AGAIN.

AND THIS ADMINISTRATION AT THIS TIME IS NOT EVEN WILLING TO MEET WITH OUR GOVERNOR CONCERNING WHAT'S HAPPENING ON THE BORDER.

I WILL EMPLOY YOU IF YOU'RE LISTENING AND YOU ARE ABLE TO DO SOMETHING TO PLAY, DO IT, DO IT AND DO IT NOW BECAUSE PEOPLE ARE DYING.

THINGS ARE HAPPENING.

THEY ARE BENDING IN THEIR CHILDREN, THE PREGNANT WOMEN IT'S UPON US HAVING CRIED OUT TO THEM BECAUSE WE ARE NOT A PEOPLE WHO WILL TAKE OFF THE STREET AND START BREAKING THINGS AND BURNING THINGS.

WE ARE PEOPLE WHO WOULD LIKE TO WORK TO THE DUE PROCESS.

AND I WOULD APPRECIATE IT IF THAT DUE PROCESS IS FOR EVERYBODY ACROSS THE BOARD.

AS WE HAD STAN EARLIER AND PLAYS A LEGION TO THIS FLAG EVERY SINGLE DAY, I'M PLEDGING ALLUSION TO THIS FLAG.

AND WHEN IT SAYS FOR ALL IT IS FOR ALL, AND WE WANT IT TO BE FOR ALL IT NEEDS TO STOP AND IT NEEDS TO STOP NOW.

THANK YOU MAYOR FOR ALLOWING ME TO SPEAK MY HEART THIS AFTERNOON.

COUNCIL MEMBER ORLANDO.

UM, NOTHING TONIGHT IN THERE, RIGHT? CITY MANAGER, NOTHING TIME, MAYOR.

THANK YOU.

ALL RIGHT.

UH, THANK YOU ALL THAT, THAT CONCLUDES OUR MEETING.
