DAVID OWENS, EVEN OWENS HAS BEEN SERVING CHANDLER'S PUBLIC HOUSING FAMILIES FOR 10 YEARS IN HIS ROLE AS A RECREATION LEADER TOO, WITH THE CHANDLER HOUSING YOUTH PROGRAM, DAVID WORKS WITH LOW-INCOME AT-RISK CHILDREN AND TEENS AS AN AFTER-SCHOOL LEADER, A TUTOR, A COACH, A MENTOR, AND A FRIEND OVER THE YEARS, HE HAS MADE POSITIVE IMPACT IN THE LIVES OF HUNDREDS OF KIDS LIVES BY GIVING THEM ENCOURAGEMENT, GUIDANCE, AND DISCIPLINE THROUGH FUN EDUCATIONAL AND RECREATIONAL EXPERIENCES.
HE HAS BEEN A STABLE AND CONSISTENT INFLUENCE IN THEIR LIVES AND CONTINUES TO OFFER THEM COMPASSION AND CARE EACH AND EVERY DAY.
HIS DEDICATION TO THE PROGRAM AND THE PUBLIC HOUSING FAMILIES IS APPRECIATED AND RESPECTED BY THE ENTIRE NEIGHBORHOOD RESOURCES DEPARTMENT.

AND WHEREAS IN THE U S 15,780 CHILDREN UNDER THE AGE OF 21 ARE DIAGNOSED WITH CANCER EVERY YEAR.
APPROXIMATELY ONE QUARTER OF THEM WILL NOT SURVIVE THE DISEASE.
WE TAKE A MOMENT TO REMEMBER THE PEDIATRIC CANCER PATIENTS AND CHANDLER RESIDENTS THAT HAVE LOST THIS YEAR.
AND WHEREAS CHANDLER BASED CHANDLER'S CHANDLER'S CHILDREN'S CANCER NETWORK AND OTHER NONPROFITS ARE HELPING ARIZONA CHILDREN WITH CANCER AND THEIR FAMILIES COPE THROUGH EDUCATIONAL, EMOTIONAL, AND FINANCIAL SUPPORT.
AND WHEREAS RESEARCHERS AND HEALTHCARE PROFESSIONALS WORK DILIGENTLY DEDICATING THEIR EXPERTISE TO TREAT AND CURE CANCER CHILDREN WITH CANCER.
AND WHEREAS IN CHANDLER, OUR RESIDENTS ARE LUCKY TO HAVE HIGH ACCESS TO HIGH QUALITY HOSPITALS AND HEALTHCARE FACILITIES LIKE THE PHOENIX CHILDREN'S HOSPITAL AND BANNER CHILDREN'S AT DESERT.
AND WE AS A CITY PLEDGE TO SUPPORT AND LIFT UP OUR YOUNGEST RESIDENTS AND THEIR FAMILIES AS THEY BATTLE PEDIATRIC CANCER.

THE EVENT WAS A DRIVE-THROUGH STYLE DISTRIBUTION BACKPACKS WERE DISTRIBUTED AT FOUR SCHOOLS, CHANDLER WILLIS ANDERSON AND BASHER OVER 41 ORGANIZATIONS PARTICIPATED, SPONSORED, OR DONATED ITEMS FOR THE EVENT.
WE ALSO REACHED A RECORD HIGH IN THE NUMBER OF BACKPACKS DISTRIBUTED.
OUR PARTICIPATING FAMILIES WERE MADE UP OF 81% OF A CUSD STUDENTS.
AND 19% WERE FROM NON CUSD SCHOOLS.
JUST TO GIVE YOU A NUMBERS PERSPECTIVE.
LAST YEAR, WE GAVE AN NUMBER OF STOCKS A LITTLE OVER 2000 THIS YEAR, 21,000 BACK THAT WE GAVE OUT ONCE AGAIN, 3000 BACKPACKS UNIFORMS. WE DIDN'T KNOW A NUMBER THIS YEAR, 1,528.
LAST YEAR, WE HAD 2000 COMMUNITY RESOURCE BAGS IN WHICH MOST OF THEM THE MAYOR PUT IN THIS YEAR WAS A THOUSAND, BUT WE STILL ARE SENDING OUT INFORMATION SHOES.
WHAT WE ARE DOING WITH VOLUNTEERS WAS 135, A TOTAL VOLUNTEER HOURS, 996, TOTAL VOLUNTEER VALUE, 28,426 LAST YEAR.
WELL, LAST YEAR WE HAD A TOTAL VALUE ADDED BACK TO THE COMMUNITY, 143,906.

NEXT THREE, I CALLED IN NUMBER 16 AND 17 COUNCIL MEMBER ORLANDO ALSO ASKED FOR A BRIEFING ON NUMBER 18.SO, UH, I THINK JOHN, THIS WOULD BE YOU YOU'D LIKE TO, UH, SHARE, GIVE US A BREECH BRIEFING ON THESE THREE TOGETHER.
UH, THERE ARE A COUPLE BOND REFUNDINGS ON THE AGENDA.
NUMBER 16 AND 17, UH, RESOLUTION 54 56 IS REQUESTING ISSUANCE OF NOT TO EXCEED 150 MILLION IN EXCISE TAX REVENUE OBLIGATIONS.
UH, AND THEN WE ALSO HAVE RESOLUTION 54 57 REQUESTING ISSUANCE OF NOT TO EXCEED 75 MILLION IN GENERAL OBLIGATION REFUNDING BONDS.
UH, WHAT THIS IS DOING OVERALL IS IN OUR FINANCIAL POLICIES APPROVED BY OUR MARIN COUNCIL.
UM, IT DOES STATE THAT WE LOOK FOR OPPORTUNITIES OF ANY, UM, WE IDENTIFY ANY SAVINGS THAT ARE AT LEAST 3% OF PRINCIPLE AMOUNT OF BONDS BEING REFUNDED AND RESULT IN PRESENT VALUE SAVINGS OF AT LEAST $1 MILLION.
AND BASED ON THE CURRENT MARKET, THERE ARE SOME REALLY GOOD OPPORTUNITIES THAT HAVE BEEN IDENTIFIED IN WORKING WITH OUR FINANCIAL ADVISOR AT PIPER SANDLER FILM DAVIS, WHO'S IN THE AUDIENCE AS WELL.
UM, WE WORKED WITH OUR BOND COUNSEL TO DRAFT ALL OF THE DOCUMENTS RELATED TO THIS.
UM, BUT WHAT THIS IS ALLOWING US TO DO IS, UH, SELL BONDS ON THE OPEN MARKET AT A LOWER RATE,

AND THEN USE THOSE PROCEEDS TO PAY OFF DEBT THAT IS CURRENTLY OUTSTANDING.UM, THAT IS THAT WE ARE PAYING A HIGHER INTEREST RATE ON.
SO IN THE END MUCH LIKE REFINANCING A HOME FOR AN INDIVIDUAL.
WE DO THAT WITH OUR BONDS AND WE WILL, WE ANTICIPATE GENERATING, PRESENT VALUE SAVINGS ON THE EXCISE TAX REVENUE OBLIGATIONS OF APPROXIMATELY WELL NOT TO EXCEED ABOUT $10 MILLION.
UM, THE GOOD NEWS HERE IS THESE ARE PAID FOR, WITH WATER AND WASTEWATER USER FEES.
SO THAT WILL HAVE A VERY POSITIVE IMPACT ON OUR WATER WASTEWATER FUNDS.
UM, ON OUR GENERAL OBLIGATION BONDS, THE REFUNDING IS ANTICIPATED TO GENERATE NOT TO EXCEED $2.5 MILLION.
AND THIS IS ACTUALLY THE MAJORITY OF THESE ARE PAID FOR, WITH SECONDARY PROPERTY TAXES.
AND SOME OF THEM ARE, UH, WERE SOLD AND PAID FOR, WITH WATER WASTEWATER USER FEES AS WELL.
SO THIS IS A REALLY GREAT OPPORTUNITY FOR US TO TAKE ADVANTAGE OF WHAT'S GOING ON WITH THE MARKET CURRENTLY FOR CITY OF CHANDLER.
SO IN THESE TWO CASES BEFORE YOU GET TO THE THIRD, REALLY THE FIRST ONE WILL HELP STABILIZE THE FEES THAT WE CHARGE OUR COMMUNITY, OR, UM, JUST THE ONGOING, PARTICULARLY AS WE'RE GOING TO BE LOOKING AT A RATE RATE RATES AGAIN.
SO IN THIS WILL CERTAINLY WORK TO OUR FAVOR IN TERMS OF, UH, KEEPING THAT AS STEADY AS POSSIBLE.
AND THE SECOND ONE, AGAIN, THAT LOOKS AT OUR SECONDARY PROPERTY TEXTS OF WHICH HELPS US NOT HAVE TO RAISE THAT AS WELL, CORRECT? YES, MAYOR.
UM, THIS IS A GREAT OPPORTUNITY, UH, ON THE USER FEES, JUST LIKE YOU SAID, IT HELPS US REALLY MINIMIZE RATE CHANGES.
AS WE SEE INCREASES IN CONSTRUCTION AND OPERATIONS AND OUR WATER WASTEWATER FUNDS, WE ALWAYS LOOK FOR THESE OPPORTUNITIES TO REDUCE THAT DEBT SERVICE EXPENDITURE, AND IT CERTAINLY DOES HELP OUR RATES.
UM, ON THE FLIP SIDE, THE GENERAL OBLIGATION BONDS SUPPORTED WITH SECONDARY PROPERTY TAXES.
WHEN WE HAVE AN OPPORTUNITY LIKE THIS, IT REALLY ALLOWS FOR US, IT'S, IT'S KINDA KIND OF ROLLS INTO THE STORY WITH THE NEXT ITEM.
UM, IT ALLOWS US TO SELL NEW BONDS, UH, WITHOUT CHANGING OUR PROPERTY TAX RATE.
SO WE'RE ABLE TO LOWER OUR INTEREST EXPENSES, UM, IN TIME THIS ACCORDINGLY THROUGH PAYOFF OF DEBT AND EVERYTHING THAT WE CAN THEN SELL NEW BONDS TO FUND OUR CAPITAL IMPROVEMENTS IN THE CITY OF CHANDLER AND NUMBER 18 ON THE AGENDA RESOLUTION 55, 10, UM, IS REQUESTING, UH, ISSUANCE OF UP TO 34 MILLION IN GENERAL OBLIGATION BONDS.
UM, AND THIS WILL BE TO FUND PROJECTS THAT ARE ALREADY PLANNED IN OUR CAPITAL IMPROVEMENT PLAN THAT WE, WE DID ALREADY PLAN ON DEBT FINANCING.
UM, AND THE TIMING OF THIS IS JUST RIGHT WITH, UH, PAYOFF OF DEBT, REFUNDING OF BONDS AND LOWERING THAT DEBT AND BEING ABLE TO THEN SELL NEW BONDS AND NOT CHANGE OUR PROPERTY TAX RATES.
AND THIS ONE IS ALSO DEPENDENT UPON OUR BOND SALE COMING UP THE THIRD ONE OR PARTIALLY.
YES, MAYOR, THANK YOU FOR BRINGING THAT UP.
THERE IS A SMALL PORTION OF THIS FOR PUBLIX.
I SHOULDN'T SAY SMALL, BUT OF THE FIRE AND A FIRE PORTION OF FUNDS ABOUT 6.4 MILLION.
AND THEN, UH, POLICE HAS ABOUT A LITTLE OVER 600,000 OF THIS THAT IS CONTINGENT ON A SUCCESSFUL SPECIAL BOND ELECTION.
UH, SO WE WOULD NOT ACTUALLY PUT THESE OUT ON THE MARKET TO SELL UNTIL WE KNOW THE RESULTS OF THAT ELECTION, BUT AGAIN, VERY IMPORTANT TO CONTINUE OUR CAPITAL.
THAT ELECTION IS NOVEMBER 2ND.
YOU PRETTY MUCH COVERED MOST OF THE AREAS.
UM, BUT THE AREA GOING, ONE OF THE QUESTIONS WE KEEP GETTING OVER AND OVER AGAIN IS, UH, AND THIS IS A GOOD SEGUE INTO THIS.
WHAT WE'RE DOING TONIGHT IS WHEN I HEAR THE WORD FROM RESIDENTS, TELL ME, I HEAR THE WORD.
THIS WILL NOT INCREASE PROPERTY TAXES OR A RATE INCREASE.
WHAT ARE WE SAYING HERE? AND PUT IT IN A COUPLE OF GOOD EXAMPLES OF WHAT WE'RE TRYING TO DO HERE.
UM, TO THE AMERICAN COUNCIL ORLANDO.
UM, I THINK IF I WERE TALKING TO A CITIZEN ABOUT THIS AND ABOUT OUR UPCOMING BOND ELECTION, I WOULD COMPARE IT A LOT TO, UH, PERSONALLY JUST KNOWING WHAT I MAKE, UM, MY REVENUE THAT I BRING INTO MY HOME.
AND IF I'M LOOKING TO FUND CERTAIN THINGS AND TAKE OUT DEBT, I'M GOING TO MAKE SURE THAT I'M MAKING ENOUGH TO PAY FOR THAT DEBT, THAT, THAT SERVICE.
AND IT'S MUCH LIKE HOW WE OPERATE IN THE CITY.
UH, WE KNOW EXACTLY HOW MUCH REVENUE COMES IN BASED ON OUR PROPERTY TAX RATE.
UM, AND WE BALANCE OUT, UM, THROUGH CAREFUL TIMING OF OUR CAPITAL PLAN TO BE ABLE TO, UM, PAY OFF DEBT, SELL NEW BONDS

OR REFUND AND BRING DOWN DEBT EXPENSE, WHERE WE CAN VERY EASILY BALANCE OUT THAT INTEREST EXPENDITURE AND MAKE SURE THAT WE ARE NOT EXCEEDING OUR REVENUE COMING IN OFF OUR SECONDARY PROPERTY TAX LEVY.AND THAT IS EXACTLY HOW WE MANAGE THIS WITHOUT INCREASING THAT PROPERTY TAX RATE.
IT'S ALL ABOUT THE TIMING OF THOSE PROJECTS AND WHEN WE SELL THOSE BONDS AND WHEN WE PAY OFF DEBT.

I'M JUST CURIOUS, YOU BROUGHT UP BONDING FOR INFRASTRUCTURE AND THINGS LIKE THAT.
DID WE GET ANYTHING, WAS THERE ANY ACTUAL INFRASTRUCTURE MONEY IN THAT LATEST FEDERAL PROGRAM THAT JUST WENT THROUGH? ARE WE GOING TO GET IT LIKE, IS THERE ANYTHING COMING TO THE CITIES? OH, THROUGH THE MAYOR VICE-CHAIR STEWART.
UM, THE, ARE YOU, IF, SO THE ARPA DOLLARS, THE AMERICAN RESCUE PLAN INFRASTRUCTURE DEAL THAT JUST WENT THROUGH LIKE THREE WEEKS AGO? UM, YOU KNOW WHAT I DO NOT KNOW FOR SURE.
I MIGHT ASK JOSH OR CITY MANAGER TO RESPOND.
MR. MAYOR, UH, VICE MAYOR STEWART, OBVIOUSLY THE NEWNESS OF THAT, UH, THAT BILL IS STILL SOMETHING WE'RE ANALYZING.
WE'LL BE ABLE TO GET SOME, UH, INFRASTRUCTURE IF THAT CLEARS ALL THE HURDLES AND THERE'S SOME THINGS WE'RE ELIGIBLE FOR.
UM, WE'RE DEFINITELY GOING TO DILIGENTLY PURSUE WHATEVER WE CAN, BUT WE DON'T HAVE AN ANALYSIS AT THIS POINT.

SO WE'RE, UH, WE ARE DEALING, OUR STAFF IS DILIGENTLY WORKING THIS TO MAKE SURE THAT WHATEVER INFRASTRUCTURE, UH, IS POSSIBLE, WHETHER IT'S ROADS, WATER, WHATEVER THAT WE'RE WORKING AT MAYOR WAS THAT CRAIG'S CONGRESSMAN GREG STANTON SAYS, OKAY, ANY ADDITIONAL QUESTIONS RELATED TO THIS?
