IT WAS BUILT IN THE EARLY 1980S BEFORE ANY MEMBERS OF THIS DIOCESE MOVED TO CHANDLER, BUT I'M CERTAIN YOU HAVE ALL HEARD ABOUT THE ORANGE TREE NEIGHBORHOOD.
IN FACT, I'VE SPOKEN WITH A FEW OF YOU ABOUT THIS WHITE IN OUR NEIGHBORHOOD, AND I DROPPED OFF AN ENVELOPE FOR EACH OF YOU LAST WEEK WITH PICTURES OF THESE ON LIGHT UNSIGHTLY CONDITIONS.
THE GREAT RECESSION OF 2008 WAS WHEN THE LACK OF MAIN MAN LANDSCAPE MAINTENANCE PROBLEMS STARTED TO APPEAR IN OUR NEIGHBORHOOD ABOUT FIVE YEARS AGO, THIS ISSUE WORSE AND SEEMS TO BE CONCENTRATED AROUND OUR STORMWATER RETENTION BASIN ON WEST BOOZ DRIVE, SOUTH OF EL ELWAY IN 2019 361 OF MY NEIGHBORS SIGNED A PETITION ASKING THE CITY TO DO SOMETHING ABOUT THIS LACK OF MAINTENANCE IN OUR NEIGHBORHOOD.
WE DID SEE A SLIGHT IMPROVEMENT, BUT IT DID NOT LAST LONG.
A YEAR LATER IN 2020, A LETTER WAS SENT TO NEIGHBORHOOD RESOURCES, ASKING FOR SOMETHING TO BE DONE ABOUT THIS CONCERN AND OUR NEIGHBORHOOD.
WE DID SEE A SLIGHT IMPROVEMENT, BUT AGAIN, IT DID NOT LAST FOR LONG.
IN FACT, IN THE LAST FOUR MONTHS, IT HAS BECOME A FIRE HAZARD.
I WAS SPOKEN WITH A COUPLE OF MY NEIGHBORS WHO HAVE REPEATEDLY REACHED OUT TO CODE ENFORCEMENT, BUT AGAIN, WE HAVE NOT SEEN ANY LASTING IMPROVEMENT.
AND THE 22 MONTHS SINCE A PETITION WAS CITY SUBMITTED, KICKING ACCOUNT DOWN BULL MOOSE DRIVE WITH BLINDERS ON WILL NOT REMOVE THIS FLIGHT FROM OUR CITY ALMOST IS ONE OF THE MAIN ENTRANCES TO OUR NEIGHBORHOOD AND DRIVING ON THE STREET AS AN EMBARRASSMENT, WHITE IS OFTEN CONTAGIOUS AND WE DO NOT WANT THIS DISORDER TO SPREAD LIKE A VIRUS IN OUR NEIGHBORHOOD AND THIS PUBLIC FORUM.
WE ARE AGAIN ASKING OUR CITY LEADERS FOR YOUR HELP TO IMPROVE THE APPEARANCE OF OUR OLDER TRADITIONAL LABOR BY FULLY ENFORCING CHAPTER 30 NEIGHBORHOOD PRESERVATION CODE, AND TO ACT ON THE AGREEMENT THAT WAS SIGNED BY MAYOR MAXWELL IN AUGUST OF 1979, WHEN OUR SUBDIVISION WAS APPROVED, I'VE BEEN TOLD THINGS MOVE SLOWLY WITH THE CITY.
SO I'M CURIOUS IF 30 TO 60 DAYS IS A REASONABLE TIMEFRAME TO SEE CONDITIONS IMPROVE.

UM, I KNOW MANY OF US HAVE GONE BY AND VIEWED THAT I KNOW THAT WE HAVE RECEIVED AND LOOKED AT THE PACKAGE THAT YOU SENT, THAT I DO KNOW THAT THERE IS AN OPEN CODE CASE FOR THIS.

SO STAFF WAS IN CONTACT WITH MR. LINDMAN LAST WEEK TO LET THEM KNOW ABOUT THE OPEN CODE ENFORCEMENT CASE AND THE TIMELINE ASSOCIATED WITH THAT.
IS THAT GOING TO BE, UH, JUST TO FOLLOW UP AND MAKE SURE WE'RE UNDERSTANDING HERE? WE DON'T WANT THE IMPRESSION WE'RE MOVING SLOWLY HERE.

SHOULD THE COUNCIL APPROVE THIS ITEM ON A THURSDAY NIGHT? UM, SO THE COUNCIL WILL, OR I'M SORRY, SRP WILL, UM, EFFECTIVELY START THEIR PUBLIC INVOLVEMENT PROCESS.
AS SOON AS THAT ACTION IS TAKEN THERE'S THERE'S, UH, PLANS TO BE A NOTICE, UH, TO THE COMMUNITY, UH, THROUGH A PRESS RELEASE AND THEN THROUGH THE MONTHS OF AUGUST, JULY AND AUGUST.
SO, UH, WE'LL MOVE WITH THE PUBLIC INVOLVEMENT PROCESS THAT INCLUDE NOTICING OF NEIGHBORS AND, AND AFFECTED RESIDENTS, UM, THROUGH THESE VARIOUS CORRIDORS.
AND I BELIEVE IN THE MIDDLE OF THE JULY, UM, THE PROJECT WEBSITE, WHICH IS LISTED, UM, DOWN THERE, UM, WE'LL GIVE AN OPTION FOR A VIRTUAL OPEN HOUSE.
AND THEN ULTIMATELY IN AUGUST, SRP WILL SUBMIT THE APPLICATION WITH THE CORPORATION COMMISSION AND THEN THERE'S A SPECIFIC LINE SETTING PROCESS THAT'LL TAKE PLACE THROUGHOUT THE FALL, UM, THAT INVOLVES, UH, EXTENSIVE PUBLIC TESTIMONY AND, UH, AND, AND THE CASE BEING MADE.
AND THEN ULTIMATELY, UM, A DECISION WILL BE MADE WITH THE CORPORATION COMMISSION BY THE EARLY PART OF NEXT YEAR WITH THE PROJECT CONSTRUCTION GOAL OF, UH, UH, DELIVERING POWER BY THIRD QUARTER OF 2023.
SO MAYOR, UM, JUST TO CLARIFY, SO THERE ARE NEIGHBORS THAT BEING THAT WILL BE EFFECT, IS THAT A NORMAL PROCESS THAT THEY'RE GOING TO GET SOME KIND OF A MAILER OR DOOR HANGER OR SOMETHING.
SO THERE A NOTIFICATION HOW'S THAT GO? HOW DOES THAT WORK? MAYOR COUNCIL MEMBER ORLANDO? THAT IS CORRECT.
THERE'LL BE A EXTENSIVE NOTIFICATION OF THAT NEIGHBORHOOD, ALL THE NEIGHBORHOOD THAT WILL BE IMPACTED, UM, DOOR HANGERS, THERE'LL BE SOCIAL MEDIA.
UM, AND ULTIMATELY THAT, UH, MEDIA RELATIONS CAMPAIGN WILL, WILL BE LED BY US.
AND THEN JUST A QUAL, UH, TO SQUASH A RUMOR, THERE WILL BE SUBSTANTIAL UNDERGROUNDING OF THESE, AT LEAST THE PROPOSED PLANT'S SUBSTANTIAL UNDERGROUNDING OF THESE WIRES OUT OF THIS ACTIVITY, THE CABLING WIRE.
SO, UM, I KNOW I REFILLED AT ONE CALL TODAY, UM, WHAT LATE TO SAY AFTERNOON WHEN THEY, THIS CAME OUT.
SO AGAIN, JUST TO LET THE PUBLIC UNDERSTAND THAT THIS IS AVAILABLE TO REVIEW, THE ENTIRE PROCESS IS OPEN AND WE'RE LOOKING FOR A COMMUNICATION.

IT'S GOING TO UNDERGROUND NEARLY THREE MILES, 2.6 5 6, 5 MILES OF THIS ENTIRE PROJECT WILL BE UNDERGROUND.
SO AS NOT TO GIVE ADDITIONAL, UH, OVERHEAD UTILITIES AND AREAS THAT DON'T CURRENTLY HAVE THEM.

UM, THERE ARE A COUPLE OF STICKING POINTS THAT WE JUST WANT TO CONFIRM.
WE TOOK OUT THE CROSS DOCKS, WHICH I KNOW IS NOT YOUR AREA, BUT YOU DID TAKE OUT THE CROSS DOCKS.
AND THE, THE QUESTION KEEPS COMING UP OR HAS COME UP IN THE PAST IS WHY AREN'T THESE BUILDINGS, UH, SOMETHING, JUST AN EXTENSION OF A MORE DISTRIBUTION CENTER.
AND YOU HAD, WE, WE HAD CHATTED ABOUT THIS NUMBER TWO, THERE WAS AN ECONOMIC DEVELOPMENT PLAN THAT THE, UH, THE APPLICANT PRESENTED TO THE CITY.
AND I WENT UP THE CHANCE TO LOOK AT THAT.
AND YOUR THOUGHTS ON THAT CONCURRED DON'T CONCUR, OR HAVE SOME OTHER THOUGHTS ON THAT AS WELL.
SO THROUGH THE MAYOR COUNCIL MEMBER ORLANDO, UH, ON YOUR FIRST QUESTION RELATED TO THAT, THE ECONOMICS OF THE PROJECT, UM, DUE TO THE INPUT IN, UH, ON STAFF AND THE SUBSEQUENT CHANGES MADE BY THE DEVELOPER TO THE, UH, BUILDING ORIENTATION, WE TALKED ABOUT THE DOCK BEING REMOVED, AS WELL AS THE INCREASED, UM, AESTHETICS OF THE BUILDING.
IT BEGINS TO PRICE OUT A NUMBER OF THOSE MORE TRADITIONAL WAREHOUSE DISTRIBUTION PROJECTS THAT DON'T ALIGN WITH OUR ECONOMIC DEVELOPMENT STRATEGY.
SO FROM THE ECONOMICS PERSPECTIVE, WE'RE BUMPING UP AGAINST, UM, UH, THOSE COSTS BEING A FACTOR IN PUSHING THAT THOSE GENERAL TYPES OF PROJECTS FROM, UM, THE PROPOSED CASE BEFORE YOU TONIGHT.
AND THE SECOND QUESTION AROUND THE ECONOMIC IMPACTS OF THE PROJECT, WE HAD THE CHANCE TO REVIEW THE REPORT PREPARED, UM, AND IT WAS VERY CONSISTENT WITH WHAT WE WOULD HAVE FOUND.
THEY DID A NUMBER OF BLENDING MODELS, TAKEN INTO ASSUMPTIONS, UH, BASED UPON WHO COULD OCCUPY THE BUILDING.
NOW, YOU ALL KNOW MY SAME PRODUCT WINS PROJECTS, UH, WE'RE SHORT ON INDUSTRIAL SPACE AND THE AIR PARK AREA.
THIS BRINGS THAT NEW PRODUCT TO THE MARKET.
AND, UM, THE, THE MODELING THAT THEY PROVIDED, UM, I COULD SAY WAS KIND OF CONSERVATIVE.
THEY LOOKED AT, UH, ONE OF THE LEADING THINGS THAT DRIVES OUR REVENUES IS AROUND, UM, RESIDENTS AND HOW MUCH AND HOW MANY OF THESE RESIDENTS WILL LIVE IN CHANDLER.
SO THEIR MODELS WERE VERY CONSERVATIVE, WHICH WE WERE GLAD TO SEE.
A LOT OF TIMES WE SEE THAT OVERSTATED AND REPORTS, BUT THE ECONOMICS, UM, VERY CONSISTENT WITH WHAT WE WOULD SEE AND USING THE BLENDED APPROACH.
UM, STAFF IS VERY SATISFIED AND, UH, AND IN AGREEMENT WITH WHAT THE APPLICANT HAS PROPOSED AND THE APPLICANT DID, UH, ANOTHER DUE DILIGENCE.
UM, AND AT LEAST IN MY MIND, AND SOME OF THE RESIDENT'S MIND AND ARTICULATING SOME OF THE COMPANIES, ACTUAL COMPANY IS NOT JUST A MARKETS OR AN AREA OF CONCERN.

UH, THESE INCIDENTS ARE, UH, CAN BE EXTREMELY CHALLENGING AND THAT'S PRIMARILY DUE TO THE FACT THAT THE, THE ANATOMY OF THAT INFANT, UH, HOW SMALL THEY ARE, IT'S VERY DIFFICULT TO GET IVY ACCESS, PHARMACOLOGY, ELECTROPHYSIOLOGY.
ALL OF IT CHANGES WHEN YOU DEAL WITH A SMALLER PATIENT.
UH, THIS TRAINING WILL PROVIDE OUR PARAMEDICS WITH, UH, THE PRACTICAL SKILLS AND THE MOST UP-TO-DATE PROTOCOLS THAT WE NEED TO SUCCESSFULLY RESUSCITATE, UH, NEONATAL PATIENTS ABOUT THE TERM OF THIS AGREEMENT IS ONE YEAR AND THIS TRAINING RIGHT NOW, WE HAVE IT SCHEDULED IF IT IS PASSED AND SHOULD BE COMPLETED BY SEPTEMBER OF THIS YEAR.

IF I MAY MAYOR, UM, VICE MAYOR STEWART, UM, WE HAVE SEEN A DRAMATIC INCREASE IN OUR, UM, PUBLIC LIABILITY PREMIUMS, AS WELL AS OUR CYBER PROTECTION PREMIUMS. AND THERE'S A COUPLE OF REASONS AND IT FLIPPED OVERNIGHT.
IN FACT, WHEN WE STARTED THIS PROCESS AND I CAME TO THE COUNCIL FOR AN INCREASE IN PREMIUMS, WE THOUGHT IT WAS GOING TO BE RELATIVELY SMALL AND, AND WE'VE SEEN IT QUADRUPLE.
UM, AND, AND THE BIGGEST REASON IS THE CIVIL UNREST AND, AND THE SOCIAL INFLATION, WHAT THEY CALL THE SOCIAL INFLATION, THE, UH, SETTLEMENTS, UH, RELATING TO POLICE CONDUCT AND THE, AND THE DAMAGE BEING CAUSED THAT WE'RE NOT NECESSARILY EXPERIENCING IN CHANDLER.
WE HAVE A REALLY GOOD LOSS RATIO IN CHANDLER, BUT THE REST OF THE COUNTRY, THERE'S OTHER PARTS OF THE COUNTRY THAT ARE EXPERIENCING THIS, AND IT IS IMPACTING THE MARKET DRAMATICALLY TO THE POINT THAT THE FIRST LAYER OF EXCESS COVERAGE, JUST TO REMINDER OF THE COUNCIL, WE ARE SELF-INSURED SELF-FUNDED FOR THE FIRST 1.75 MILLION.
AND THAT IS PROBABLY NOT GOING TO CHANGE.

THEIR REINSURER PULLED OUT BECAUSE OF THE LOSSES THEY HAVE SUFFERED.
AND SO WE ARE NOW, THE MARKET HAS DRAMATICALLY INCREASED.
WE ARE PACING OVERALL 191% INCREASE.
AND WE'RE ACTUALLY DOING REALLY GOOD BECAUSE MANY, UM, PUBLIC ENTITIES ARE FACING UP TO 350% INCREASE.
UM, WE ARE STILL WORKING WITH OUR BROKER.
WE HAVE NOT, UH, PURCHASED OUR EXCESS COVERAGE YET.
