UM, AND UM, THIS TIME THERE WAS FIVE, FIVE OR SIX RESPONDENTS AS WELL.
AND, UH, UNFORTUNATELY, UM, IT DOESN'T APPEAR TO BE A VERY OPEN, UH, PUBLIC PROCESS.
AND, UH, THAT'S A CONCERN FOR ME.
UM, WE HAVE, UM, A COMMITTEE THAT WAS PUT TOGETHER BASED ON THE INFORMATION I GOT TODAY FOR THE SELECTION OF THE RSP, UH, RESPONDENT THAT, UH, WAS BASED ON SIX PEOPLE, FIVE, WHICH CAME FROM CITY STAFF ONE, WHICH WAS THE DCP, UH, MANAGER, UH, WHO HAD, UH, UH, TRAVEL CONFLICT THAT WAS NOT ABLE TO ATTEND.

SO IT WAS ALL, UH, CITY STAFF WITHOUT THE, UH, ANYONE FROM THE PRIVATE SECTOR OR REPRESENTING THE DOWNTOWN PARTNERSHIP OR STAKEHOLDERS OR ANYTHING LIKE THAT, OF THE RESPONDENTS THAT, THAT, UH, THAT SUBMITTED.UM, THERE WAS A PROGRAM, UH, UH, SET UP WHERE YOU GUYS COULD ABOUT THE GROUP COULD EVALUATE THE DIFFERENT RESPONDENTS.
UM, THE ONE THAT'S BEING SELECTED TO GO FORWARD TODAY WHILE I HAVE TREMENDOUS RESPECT FOR THAT PERSON AND THAT BUSINESS, UM, BEING IMPROV MANIA, UM, CAME IN THIRD AND ALL OF THEM, EXCEPT ONE, HE CAME IN FOURTH PLACE ON THE OTHER, AND YET SOMEHOW THE BUSINESSES THAT CAME IN FIRST AND SECOND PLACE THAT SUBMITTED, SPENT THE TIMES, BUT THE EFFORT, BUT THE, THE, THE, UH, EVERYTHING ON THE LINE TO TRY TO GET SELECTED DID NOT GET SELECTED TO BE THE BUSINESS MOON PORT.
UM, IF YOU TALK TO WHAT I WOULD LIKE TO SEE IF POSSIBLE IS THAT THIS DECISION GETS DELAYED, THAT STAFF ACTUALLY GO AROUND AND TALK TO STAKEHOLDERS TO STOP, TALK TO PROPERTY OWNERS AND BUSINESSES AND SO ON AND SEE IF THIS IS, UH, THE BEST SELECTION FOR THE DOWNTOWN, UH, 51 EAST BOSTON, UH, PROPERTY, BECAUSE THE REACTION HAS BEEN, UH, IT'S A NET ZERO GAIN.
THE IMPROV MANIA IS ALREADY DOWN HERE.
THERE'S NO NEW BUSINESS GAIN FROM DOING THIS OTHER THAN THE CITY GETS TO FILL THE COFFERS WITH $460,000 FOR A PROPERTY SALE THAT THEY WOULD HAVE GOTTEN FROM ONE OF THE OTHER RESPONDENTS.
UM, IT'S JUST, IT'S JUST VERY PROBLEMATIC IN QUESTIONING THE PROCESS SINCE THERE'S BEEN TWO RFPS LAST TIME, IMPROV MANIA ALSO SUBMITTED DIDN'T GET SELECTED.
UM, AND NOW WE'RE BACK TO SQUARE ONE.

SO WE UNDERSTAND WHAT REALLY WAS DONE HERE AND HOW THIS WAS VETTED IF YOU DON'T MIND.

SO THERE, UH, UM, I DON'T KNOW HOW THAT INFORMATION CAME TO YOU, BUT I IT'S, IT IS LESS THAN, UM, I CAN SAY IT'S CORRECT, BUT IT'S LESS INCORRECT THAT CITY MANAGER, MR. MAYOR MEMBERS OF COUNCIL COUNCIL IN ORLANDO, I CAN HAVE, UH, KIM MOYERS, OUR CULTURAL DEVELOPMENT COME UP HERE AND TALK ABOUT THE PUBLIC ASPECTS OF THE PROCESS THAT WERE CONDUCTED THROUGH THE RFP MAYOR COUNCIL.
UM, WHEN WE HAVE AN RFP, WE TYPICALLY PUT THE RFP TOGETHER, SEND IT OUT TO EVERYBODY, UH, IN THE COMMUNITY.
WE DO HAVE A SELECTION COMMITTEE, UH, TYPICALLY THAT HAS BEEN MADE UP OF, UM, CITY FOLKS, CITY STAFF, AND, UH, SOMEBODY FROM THE DCP.
THAT'S WHAT, WE'VE THE PROCESS THAT WE'VE DONE, UH, THROUGHOUT THE YEARS THAT I'VE BEEN HERE AT LEAST.
UM, UNFORTUNATELY AT THE LAST MINUTE, UM, THE DAY OF WE FOUND OUT THE DCP PERSON COULD NOT COME, SO WE DIDN'T HAVE ENOUGH TIME TO, UH, REPLACE THAT PERSON.
UM, WE DID GO THROUGH THE PROCESS OF TYPICALLY THE PROCESS IS AFTER THE SELECTION COMMITTEE, WE BRING THE TOP, UH, THREE TO, UH, YOU THROUGH, UH, AN EXECUTIVE SESSION.
AND ULTIMATELY IT IS UP TO THE COUNCIL TO DECIDE WHO GETS TO PURCHASE THE PROPERTY.
AND IN THIS CASE, UH, IT WAS IMPROV MEETING AND, AND MAYOR, JUST TO CLARIFY, THIS WASN'T THE BEST PRICE.
IT WAS BEST OVERALL WHAT IT WAS GOING TO DO TO THE COMMUNITY.
WHAT DID IT DO TO THE AREA? SO THERE'S A LOT MORE FACTORS IN THERE THAN JUST DOLLAR AMOUNT, CORRECT THROUGH THE MAYOR COUNCIL MEMBER ORLANDO.
WE DO LOOK AT DIFFERENT FACTORS, UM, WAYS TO ENGAGE THAT SIDE OF THE STREET, UH, WHO THE PLAYERS WERE, WHAT THEIR FINANCIAL HISTORY WAS, WHAT THEIR EXPERIENCE HAS BEEN WITHIN THE CITY.
ALL OF THOSE ARE FACTORS THAT WE BRING FORWARD TO COUNCIL.
AND ONE FINAL QUESTION, MAYOR, PLEASE.
UM, SO ALL OF THE BIDDERS WERE VETTED AND THEY WERE, UM, ABILITY TO FUND THE PROJECT WAS, WAS SATISFIED, CORRECT? THROUGH THE MAYOR COUNCIL MEMBER ORLANDO.

UH, TONIGHT I'M HERE TO PRESENT THE FISCAL YEAR 2122 ENHANCED MUNICIPAL SERVICES DISTRICT ANNUAL ASSESSMENT.
THE ENHANCED MUNICIPAL SERVICES DISTRICT, OR THE ESD WAS CREATED IN 2005 AND IS IN ITS 16TH YEAR.
THE DISTRICT COVERS 61.4 ACRES AND OVER 1 MILLION SQUARE FEET OF COMMERCIAL SPACE AND ENHANCED MUNICIPAL SERVICES DISTRICT IS FORMED TO PROVIDE PUBLIC SERVICES UP AND BEYOND.
UH, ELSA SERVICES PROVIDED ELSEWHERE IN THE CITY.
UH, SUCH SERVICES INCLUDE PUBLIC SAFETY, BEAUTIFICATION, MARKETING, AND PROMOTION AND PROFESSIONAL MANAGEMENT COMMUNICATIONS.
THESE SERVICES ARE PROVIDED BY THE DOWNTOWN CHANDLER COMMUNITY PARTNERSHIP THROUGH AN ANNUAL CONTRACT WITH THE CITY, WHICH WILL COME TO CITY COUNCIL NEXT MONTH FOR POTENTIAL APPROVAL.
I'D LIKE TO TAKE A MOMENT TO HIGHLIGHT A FEW OF THE ENHANCED MUNICIPAL SERVICES DISTRICT IS A SERVICES THAT DESPITE THE CHALLENGES CREATED BY THE PANDEMIC WERE PROVIDED BY THE DCP LAST YEAR, THEY EXECUTED SEVERAL SUCCESSFUL, SPECIAL EVENTS AND MARKETING CAMPAIGNS TO OUR RESIDENTS AND VISITORS TO THE DOWNTOWN.
THESE INCLUDE SIPPING SANAS THE FARMER'S MARKET AND FRIDAY NIGHT LIVE TEAMS WITH THEY TEAMED UP WITH THE DOWNTOWN BIKE TEAM ON SPECIAL EVENTS, WEEKEND NIGHTLIFE, ACTIVITY, AND CONCERNS BY IN ANY CONCERNS BY THE RESTAURANTS OR RESIDENTS, MAKING SURE WE KEEP DOWNTOWN SAFE FOR OUR COMMUNITY.
PARTICULARLY IN THE LATER HOURS, THE DCB CONTRACTED WITH BLOCK BY BLOCK TO PROVIDE 56 HOURS A WEEK OF ADDITIONAL STREET CLEANING, WHICH ARE HELD BY TWO CLEAN TEAM MEMBERS.
THE CLEAN TEAM MEMBERS ASSIST WITH PICKING UP TRASH CIGARETTE BUTTS, GUM, UH, CLEANING, TRASHCAN LIDS, AND MANY OTHER RESPONSIBILITIES THROUGH DOWNTOWN'S BUSIEST NIGHTS AND WEEKENDS, THEY CAN EASILY BE IDENTIFIED BY THEIR BRIGHT YELLOW HATS AND SHIRTS.
THE DCP IS THE DAY-TO-DAY BOOTS ON THE GROUND STAFF THAT WORKS CLOSELY WITH THE CITY TO MAKE SURE THE DOWNTOWN IS RUNNING SMOOTHLY.
THEY MEET WITH STAKEHOLDERS FOR SPECIAL EVENTS, COORDINATION, CROSS PROMOTION OF MARKETING CAMPAIGNS, AND, UH, HELP WITH SPECIALIZED MEETINGS WHEN ISSUES ARISE.
AND ADDITIONALLY, THE DCP RESPONDED QUICKLY TO THE COVID-19 PANDEMIC BY PROVIDING IRREGULARLY UPDATE WEBPAGE WITH LISTED BUSINESS HOURS SPECIALS AND ANY OTHER RELEVANT INFORMATION AND WORKED WITH THE CITY ON SEVERAL PANDEMIC RESPONSE PROGRAMS TO FURTHER EXPAND ON THE EMS D PROCESS.
UH, THE ASSESSMENT WAS AUTHORIZED BY THE PROPERTY OWNERS IN THE DISTRICT WITH 100% OF THE ASSESSMENT PROCEEDS BEING PAID TO THE DISTRICT CITY COUNCIL IS THE GOVERNING BODY WHO OFFICIALLY ENABLES THE DISTRICT AND THE DISTRICT MUST BE RENEWED.
THE RATE IS SET BY THE CITY COUNCIL.
THE RATE HAS REMAINED THE SAME SINCE ITS TO ITS INCEPTION IN 2005.
AND STEP TWO ON MARCH 25TH, COUNCIL PROVIDED A TENTATIVE ASSESSMENT APPROVAL AND SET THE HEARING DATE FOR TONIGHT SINCE THEN, WE'RE NOW IN OUR, UH, WE'VE PUBLISHED THE NOTICE OF HEARING AS REQUIRED BY ARIZONA REVISED STATUTES FIVE CONSECUTIVE DAYS BEFORE THE HEARING AND THE DCP STAFF MAILED NOTICES TO ALL PROPERTY OWNERS IN THE DISTRICT HAVE THE RIGHT TO FILE AN OBJECTION, NO OBJECTIONS OF NURSING AT THIS POINT.
THIRD STEP IS THE PUBLIC HEARING.
WE WERE HOLDING TONIGHT AND THE POTENTIAL RESOLUTION OF THE APPROVAL OF APPROVAL.
AND THE FOURTH STEP IS THE APPROVAL OF THE CONTRACT WITH THE DCP TO ADMINISTER THE ESD, WHICH WILL BE COMING ON JUNE 10TH.

THE TIMELINE AFTERWARDS, AGAIN, THIS INFORMATION BECAME PUBLIC IS THAT WE CHOSE SGR PROPOSAL WITH A CREW RECRUITMENT PROCESS WOULD TAKE A MINIMUM OF 15 WEEKS AND WE GAVE DIRECTION TO THE HUMAN RESOURCES DIRECTOR TO CONTRACT WITH SGR AND BEGIN THE PROCESS ON FEBRUARY 11TH.
WE EX UH, OUR, OUR HUMAN RESOURCES DIRECTOR, UH, EXECUTED THE CONTRACT WITH SGR THE WEEK OF FEBRUARY 22 THROUGH MARCH 1ST.
THE CONSULTANT INTERVIEWED, UH, EACH OF US AS COUNCIL MEMBERS, AS WELL AS THE EXECUTIVE TEAM OF THE CITY PER AGREEMENT WITH SGR, GOT HER FEEL FOR WHAT THIS, WHAT WE WERE LOOKING FOR ON THE WEEK OF MARCH 29TH.
UM, THEY THEN PRESENTED TO US A RECRUITMENT BROCHURE AND, UH, I BELIEVE EVERY SINGLE COUNCIL MEMBER ADDED COMMENTS TO THAT.
