WHEREAS THE CONGRESS AND PRESIDENT OF THE UNITED STATES HAVE DESIGNATED MAY 15TH AS A PEACE OFFICER'S MEMORIAL DAY AND THE WEEKEND, WHICH MAKE A 10TH PAUL FALLS AT NATIONAL POLICE WEEK.

AND WHEREAS THE MEMBERS OF THE CHANDLER POLICE DEPARTMENT PLAY AN ESSENTIAL ROLE IN SAFEGUARDING THE RIGHTS AND FREEDOMS OF THE RESIDENTS OF CHANDLER IN PURSUIT OF ITS MISSION TO PROVIDE A SAFE COMMUNITY WHERE PEOPLE CAN LIVE, WORK AND THRIVE.

AND WHEREAS IT'S IMPORTANT THAT ALL RESIDENTS KNOW AND UNDERSTAND THE DUTIES, RESPONSIBILITIES, HAZARDS, AND SACRIFICES OF THEIR POLICE DEPARTMENT, AND THAT THE MEMBERS OF OUR POLICE DEPARTMENT RECOGNIZE THEIR DUTY TO SERVE THE PEOPLE BY SAFEGUARDING LIFE AND PROPERTY, BY PROTECTING THEM AGAINST VIOLENCE AND DISORDER.

AND BY PROTECTING THE INNOCENT AGAINST DECEPTION AND THE WEAK AGAINST OPPRESSION.

AND WHEREAS THE MEN AND WOMEN OF THE CHANDLER POLICE DEPARTMENT UNCEASINGLY PROVIDE A VITAL PUBLIC SERVICE TO THE COMMUNITY AND ARE DESERVING OF BEING HONORED AS HEROES.

NOW, THEREFORE I, KEVIN HARKEY MAYOR OF THE CITY OF CHANDLER AND THE ENTIRE CITY COUNCIL DO HEREBY PROCLAIM MAY NINE THROUGH 15, 2021 AS NATIONAL POLICE WEEK AND MAY 15TH, 2021 AS A POLICE OFFICER'S MEMORIAL DAY AND CALL UPON ALL RESIDENTS OF CHANDLER AND ALL PATRIOTIC AND CIVIL AND EDUCATIONAL ORGANIZATIONS TO OBSERVE NATIONAL POLICE WEEK WITH APPROPRIATE CEREMONIES AND OBSERVANCES IN WHICH ALL OUR PEOPLE MAY JOIN IN COMMEMORATING LAW ENFORCEMENT OFFICERS PAST AND PRESENT WHO HAVE RENDERED A DEDICATED SERVICE TO THEIR COMMUNITY AND HAVE ESTABLISHED FOR THEMSELVES AN ENVIABLE AND ENDURING REPUTATION FOR PRESERVING THE RIGHTS AND SECURITY OF ALL RESIDENTS.

I FURTHER CALL UPON ALL RESIDENTS OF CHANDLER TO OBSERVE PEACE OFFICER'S MEMORIAL DAY IN HONOR, OF THOSE LAW ENFORCEMENT OFFICERS WHO THROUGH THEIR COURAGEOUS DEEDS HAVE MADE THE ULTIMATE SACRIFICE IN SERVICE TO THEIR COMMUNITY OR HAVING BECOME DISABLED IN THE PERFORMANCE OF DUTY.

WHEREAS OUR CITY IS COMMITTED TO RECOGNIZING THAT OUR GROWTH AND STRENGTH DEPENDS ON THE SAFETY AND ECONOMIC VALUE OF THE HOMES, BUILDINGS, INFRASTRUCTURE THAT SERVES OUR CITIZENS BOTH IN EVERYDAY LIFE AND IN TIMES OF DISASTER.

AND WHEREAS OUR CONFIDENCE IN THE RESILIENCE OF THESE BUILDINGS THAT MAKE UP OUR COMMUNITY TO ACHIEVE THROUGH DEVOTION

UH, NEPA HAS WORKED PASSIONATELY FOR OVER 25 YEARS TO PRESERVE THE INTEGRITY OF OUR WATER RESOURCES AND CONTRIBUTED TO THE WATER AND WASTEWATER INDUSTRY.

AS A CHEMIST LABORATORY MANAGER, RESEARCHER AND ADVISOR, SHE HOLDS A MASTER'S AND A DOCTORATE DEGREE IN ORGANIC CHEMISTRY.

SHE HAS BEEN A MEMBER OF ARIZONA WATER FOR 20 YEARS AND IS A VERY ACTIVE AND IS VERY ACTIVE IN THE TAP INTO QUALITY ORGANIZATION AS A BOARD LIAISON.

THE ARIZONA RECYCLING COALITION HAS RECOGNIZED TRACY CONAWAY FOR OVER 18 YEARS OF EXPERIENCE AND PASSIONATE WORK IN THE RECYCLING INDUSTRY.

TRACY STARTED OUT AS AN EDUCATOR IN THE ARIZONA ELEMENTARY CLASSROOMS. SHE THEN WORKED AT A PRIVATE LOCAL RECYCLING CONTRACTOR FIRM HERE IN CHANDLER.

SHE CURRENTLY WORKS HERE AT THE CITY AND OUR SOLID WASTE DIVISION AND HAS DONE DONE SO FOR NEARLY 15 YEARS, BECAUSE OF THIS EXPERIENCE, SHE KNOWS THE INDUSTRY FROM BOTH THE PRIVATE AND PUBLIC SECTORS POINTS OF VIEW.

SHE IS AN INTEGRAL MEMBER OF OUR EAST VALLEY RECYCLING ALLIANCE, THE VALLEY WIDE RECYCLING PARTNERSHIP AND THE RECYCLING AND ARIZONA RECYCLING COALITION.

YOU A REAL BRIEF, UH, COUPLE OF SLIDE PRESENTATION ON OUR PHASE TWO OF THE VETERANS MEMORIAL, UH, JUST A LITTLE BIT OF BACKGROUND ON THE PARK ITSELF.

UH, VETERANS OR WASTE IS PARK.

THE CONSTRUCTION WAS COMPLETED BACK IN 2008 AND, UH, SHORTLY AFTER THEIR CONSTRUCTION CITY STAFF AT THE TIME BEGAN TO MEET WITH, UH, LOCAL VETERANS GROUPS TO START TO DEVELOP A CONCEPTUAL PLAN FOR A VETERANS MEMORIAL TO BE LOCATED WITHIN THE PARK, WHICH WAS COMPLETED BACK IN 2010, 2012, A FUNDRAISING CAMPAIGN STARTED TO HELP FUND IT, WHICH WAS SUCCESSFUL IN RAISING $650,000 FOR THE FIRST PHASE THERE.

THE FIRST PHASE WAS COMPLETED BACK IN 2016 HERE, YOU'LL SEE AN ACTUAL PICTURE OF THE CONCEPTUAL PLAN OF THE ENTIRE VETERAN'S MEMORIAL.

AND, UH, THE MEMORIALS COMPOSE THE TWO DISTINCTIVE SPACES AND UPPER LEVEL, WHICH WAS PHASE ONE IN A LOWER LEVEL, WHICH WILL BE PHASE TWO THROUGH SYMBOLISM.

THERE ARE SIX CORE VALUES THAT ARE INCORPORATED INTO THIS DESIGN.

THE FIRST ONE IS FREEDOM AND FREEDOM WAS THE GUIDING PRINCIPLE BEHIND THE MONUMENTS LAYOUT.

DURING THE PUBLIC INPUT PROCESS, THE UNITED STATES FLAG WAS CONSISTENTLY IDENTIFIED AS A SYMBOL OF FREEDOM.

THE LOWER LEVEL OF THE MORE MEMORIAL WAS DESIGNED TO MATCH THE EXACT RATIO OF THE AMERICAN FLAG.

ITS GRID OF LIGHT HAD COLUMNS DEFINE THE STARS AND STRIPES OF THE FLAG WHILE THE ROYAL LANDFORM EMULATES THE RIPPLES OF IT BLOWING IN THE WIND.

THE SECOND VALUE IS RECOGNITION.

THIS DESIGN OFFERS RECOGNITION NOT ONLY FOR THE CITY OF CHANDLER'S VETERANS, BUT ALSO THOSE WITHIN THE STATE OF ARIZONA AND THE REST OF THE NATION.

THE THIRD VALUE IS REFLECTION.

THE GOAL IS TO PROVIDE A SPACE THAT WOULD OFFER INDIVIDUALS AND GROUPS AN OPPORTUNITY FOR PERSONAL REFLECTION.

THE FOURTH ONE WAS FOR SACRIFICE THE PERFECT GRID THAT DEFINES THE STARS AND STRIPES IS ALSO MET TO EMULATE SOLDIERS, MARCHING IN UNISON, THE COLUMNS SOLELY DISAPPEAR AND REAPPEAR AS THEY ARE ENVELOPED BY THE RISING LANDFORM, WHICH IS MEANT TO REPRESENT SOLDIERS GOING OFF TO WAR.

AND THEN RETURNING 21 OF THOSE CUBES ARE COMPLETELY SUBMERGED AS ATTRIBUTE OR 21 GUN SALUTE FOR THOSE WHO DID NOT RETURN THE FIFTH VALUE IS FOR MEMORIES.

THIS DESIGN OFFERS AN OPPORTUNITY FOR, FOR THOSE TO RECORD THEIR MEMORIES WITHIN THE MONUMENT.

THE SIXTH IS FAMILY, THE ELEVATED OVERLOOK AND MAIN PLAZA REPLICATES THE ARIZONA STATE FLAG.

AND FROM THE STAR SHAPE, FAMILY CAN OVERLOOK, UH, VISITORS, UH, FAMILY SHAPED AS A FAMILY OVERLOOKED VISITORS CAN LOOK DOWN INTO THE MEMORIAL AND GAIN A FEELING OF WATCHING OVER THEIR FAMILY AND THE COUNTRY WHILE THEIR FRIENDS OR LOVED ONES ARE AWAY.

THE STAR OFF STILL REPRESENTS THE SERVICE FLAG OF WAR MOTHERS, WHICH IS HUNG IN FAMILIES, WINDOWS TO DISPLAY THAT THEY HAVE IMMEDIATE FAMILY MEMBERS SERVING IN THE MILITARY.

SO WHAT HAS CHANGED SLIGHTLY, UM, FROM THE ORIGINAL, UM, CONCEPT TO NOW IS JUST, JUST REALLY A FEW THINGS WE WANT TO STAY TRUE TO THE DESIGN.

THE FIRST ONE IS WE ARE USING A CONSTRUCTION MANAGER AT RISK CONTRACT FOR THIS CONSTRUCTION.

YOU'LL ALSO NOTICE IN THE PICTURE, UM, THAT THERE IS NOW A JET IN THE DESIGN.

UH, THIS IS ALSO TO RELOCATE AND REFURBISH THE F 86.

THAT'S CURRENTLY LOCATED ON THE CORNER OF CHANDLER BOULEVARD AND DELAWARE STREET.

UH, THE THIRD ONE IS WE ARE PROPOSING TO USE WHAT'S CALLED THREE FORM TRANSLUCENT COLLINS, AND PLUS WITH WHITE LED LIGHTING INSIDE THE ORIGINAL CONCEPT, IT WAS CONCRETE.

AND SO AS WE WERE GETTING READY, WE THOUGHT IT WOULD BE MUCH NICER AND MUCH MORE REPRESENTATIVE OF IF WE COULD MAKE THOSE CLEAR AND ACTUALLY LIGHT THEM AT NIGHT, BE MUCH MORE IMPACTFUL DURING THE, THE EVAL.

THAT'S ALSO CONSISTENT OF WHAT OTHER MONUMENTS THROUGHOUT THE COUNTRY, UH, AS, AS WELL.

AND THEN FINALLY, UH, THE, THE INITIAL DESIGN HAD A, UH, A NORMAL TURF AND WE'RE RECOMMENDING THAT THAT BE TURNED INTO ARTIFICIAL TURF AND THAT'S REALLY FOR MAINTENANCE.

UM, WE, WE FEEL THAT IT WOULD BE VERY DIFFICULT TO TRY TO MAINTAIN A NATURAL TURF IN THIS AREA WITH COLUMNS.

THAT'S THROUGH THE MAYOR, VICE MAYOR STEWART, UH, ITEM NUMBER 11 IS A RESOLUTION THAT AUTHORIZES THE CITY OF CHANDLER TO ENTER INTO AN IGA WITH THE HEALER RIVER INDIAN COMMUNITY.

AND THAT'S FOR MUTUAL AID SERVICES.

AS YOU KNOW, WE HAVE AUTOMATIC AID AGREEMENTS WITH ALL OF OUR NEIGHBORING FIRE DEPARTMENTS, EXCEPT FOR HERE THE RIVER.

AND THAT'S A MUTUAL AID AGREEMENT.

THE BIGGEST DIFFERENCE BETWEEN AUTOMATIC AID AND MUTUAL AID IS THAT WHEN AN AUTOMATIC AID PARTNER OR FIRE DEPARTMENT IS REQUESTING RESOURCES, UH, THAT REQUEST GOES DIRECTLY TO OUR ALARM ROOM AND OUR ALARM ROOM SENDS THEM AUTOMATICALLY.

THERE'S NO PHONE CALLS.

IT'S JUST ASSUMED THAT THEY NEED THE RESOURCES AND THEY GO ON A MUTUAL AID

WHAT WILL HAPPEN IS IN HERE THE RIVER, UH, WHEN THEIR FIRE DEPARTMENT IS REQUESTING, LET'S SAY AN ADDITIONAL LADDER COMPANY OR A FIRETRUCK, UH, THAT WILL GO TO THE ALARM ROOM.

THE ALARM WILL, WILL THEN CALL ONE OF OUR TWO BATTALION CHIEFS THAT ARE ON DUTY.

THOSE BATTALION CHIEFS WILL DO AN ASSESSMENT TO SEE WHAT OUR RESOURCE LEVELS AT, UH, WHAT THE REQUEST IS.

AND THEN THEY'LL MAKE THAT DECISION TO SEND HER TO NOT SEND A, WE CURRENTLY HAVE A MUTUAL AID AGREEMENT IN PLACE WITHIN THE RIVER, UH, BUT IT IS 25 YEARS OLD.

UH, THIS NEW AGREEMENT WILL OUTLINE THE PROCESS VERY SPECIFICALLY ON HOW TO REQUEST MUTUAL AID.

UM, IT PROVIDES THE DETAIL FOR THE CRITERIA THAT OUR BATTALION CHIEFS WILL UTILIZE TO DETERMINE HOW MANY RESOURCES, WHAT LEVEL, UH, WHEN THE SAN, WHEN NOT TO SEND.

AND THEN IT PROVIDES A LITTLE BIT OF CLARIFICATION ON INDEMNIFICATION.

UM, I CAN TELL YOU, IN THE LAST THREE YEARS, WE HAVE PROVIDED, UH, UH, MUTUAL AID 41 TIMES TO HEAR THE RIVER, AND THEY HAVE PROVIDED MUTUAL AID BACK SIX TIMES.

UH, AND SO W IT'S MAINLY CHAN THEY'RE GOING INTO HEALER RIVER.

UH, THE TERM OF THIS AGREEMENT IS FIVE YEARS.

UH, AND GOING BACK TO THAT DECISION POINT, I CAN THINK OF MAYBE TWO OR THREE TIMES WHEN WE SAID NO.

AND, AND REALLY THAT COMES DOWN TO OUR RESOURCES MAY BE ON A REALLY BIG INCIDENT, AND WE JUST DON'T HAVE THEM ALMOST EVERY TIME.

WE WILL SEND THOSE RESOURCES ACROSS THE BORDER, UH, TO MAKE SURE THAT WE'RE HELPING OUR PARTNERS.

IT'S AN UPDATE OF OUR PENSION FUNDING POLICY.

THE CITY OF CHANDLER DEVELOPED STRONG FINANCIAL POLICIES MANY YEARS AGO THAT HAVE BEEN AND CONTINUE TO BE THE HIGH STANDARDS SET FOR STEWARDSHIP OVER CHANDLER'S FINANCIAL RESOURCES.

EACH YEAR, THE FINANCIAL POLICIES ARE REVIEWED AND ADOPTED AS PART OF THE ANNUAL BUDGET.

THE PENSION FUNDING POLICY WAS ADDED IN 2019 AND UPDATED EACH YEAR SINCE BASED ON THE REQUIREMENTS OF HOUSE BILL 2097, WHICH PASSED IN 2018, EACH EMPLOYER THAT IS PART OF THE PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM MUST ADOPT A PENSION FUNDING POLICY AND UPDATED ANNUALLY.

ITS INTENT IS TO CLEARLY COMMUNICATE COUNCIL'S PENSION FUNDING OBJECTIVES AND THE PUTT.

THE POLICY INCLUDES THE AMORTIZATION PERIOD, THE PENSION FUNDING GOAL, AND THE POLICY FOR FUNDING PENSION COST.

THERE'S TWO PARTS TO THIS.

WE HAVE THE PUBLIC SAFETY PERSONNEL RETIREMENT SYSTEM PIECE, AS WELL AS THE ARIZONA STATE RETIREMENT.

BUT FIRST OF ALL, MARY COUNCIL'S COMMITMENT TO OUR PUBLIC SAFETY, PERFECT PROFESSIONALS AND FUNDING.

THEIR RETIREMENT PLAN HAS BEEN ONGOING FOR QUITE A FEW YEARS.

AND THIS, UM, IS PART, THIS IS REALLY PART OF THE, UM, HOUSE BILL THAT IT SPECIFICALLY STATES THAT WE NEED TO UPDATE THE PSP RS PART OF THIS ANNUALLY.

WE'VE THEN HAD AN ASR S AS WELL, BUT THIS POLICY HAS UPDATED AND ACCEPTS.

CHANDLER'S SHARE OF THE ASSETS AND LIABILITIES

FROM THE JUNE 30TH, 2020 ACTUARIAL VALUATION.

IT UPDATES THE YOUNG FUNDED ACTUARIAL ACCRUED LIABILITY.

AND THE GOOD NEWS THIS YEAR IS THAT WE SAW OUR UNFUNDED LIABILITY FOR BOTH POLICE AND FIRE TOGETHER, GO DOWN ALMOST $10 MILLION.

IT ALSO UPDATES THE FUNDED RATIO.

AND AGAIN, UM, GOOD NEWS THIS YEAR, IT WENT FROM 59.9% TO 64.9, WHICH IS A 5% INCREASE IN OUR FUNDING.

AND THAT AGAIN IS BECAUSE OF THE COMMITMENT OF OUR MAYOR AND COUNCIL TO THIS, UH, LIABILITY IN THIS, THIS ISSUE ALL, ALL AROUND.

UM, THE POLICY THEN ALSO INCLUDES THE AMORTIZATION PERIOD OF 20 YEARS, AND WE HAVE 16 YEARS LEFT TO PAY OFF HER UNFUNDED LIABILITY.

THERE'S A PENSION FUNDING GOAL ALSO STATED OF A HUNDRED PERCENT FUNDED BY 2036 AND THE COMMITMENT TO MAKE ADDITIONAL ONE-TIME PAYMENTS EARLY WITH OF COURSE, THE GOAL TO SAVE ONGOING COSTS IN FUTURE YEARS OF OUR EMPLOYER, CONTRIBUTION THAT WE COMMIT TO ON AN ANNUAL BASIS, THIS UPCOMING FISCAL YEAR 2021 PROPOSED BUDGET DOES INCLUDE A $22 MILLION ADDITIONAL PAYMENT.

UM, SO FAR JUST, UH, SINCE WE'VE BEEN MAKING ADDITIONAL PAYMENTS, THE CITY OF CHANDLER BEGAN DOING THAT IN FISCAL YEAR 1617, AND THAT HISTORY IS BUILT INTO THE POLICY, UM, FOR A TOTAL OF 52.5 MILLION TO DATE THAT'S WITHOUT THE PROPOSED AMOUNT FOR 2122, THE FUNDING PENSION CLASS IS ALSO, UM, REFLECTED IN THE POLICY.

AND THAT ALSO STATES THE FUNDING OF THE ANNUAL REQUIRED CONTRIBUTION, WHICH IS OUR COMMITMENT.

OUR EMPLOYER CONTRIBUTION THAT WE MAKE EVERY YEAR WILL BE A PRIORITY DURING THE BUDGET PROCESS.

AND THEN SECONDLY, AND FINALLY, THE ARIZONA STATE RETIREMENT SYSTEM IS ALSO STATED WITHIN THE POLICY AND IT UPDATES THE FUNDED RATIO.

IN THIS CASE, IT WENT FROM 76 TO 72%, BUT THE PENSION FUNDING GOAL ON THIS IS A LITTLE DIFFERENT SINCE ESRS IS ASSETS AND LIABILITIES ARE ALL COMBINED IN ONE TRUST.

THERE'S REALLY NO ABILITY FOR THE CITY OF CHANDLER TO ADDRESS OR INFLUENCE ITS INDIVIDUAL FUNDED RATIO.

SO AGAIN, THE FUNDING PENSION COST STATEMENT IS, UH, STATED AS, UM, SIMILARLY WITH PSP RS, AS IT IS FOR ASR S AND THE POLICY STATING THAT THE FUNDING OF THE ANNUAL REQUIRED CONTRIBUTION OR THE EMPLOYER CONTRIBUTION FROM OPERATING REVENUES WILL BE A PRIORITY DURING THE ANNUAL BUDGET PROCESS BEFORE OTHER SERVICE ENHANCEMENTS ARE CONSIDERED.

THAT IS EVERYTHING IN THE POLICY WITH THAT.

I WAS VERY PLEASED TO SEE THE NUMBERS START TO GO IN THE RIGHT DIRECTION.

SO PROBABLY WORTH A FEW MINUTES, JUST DISCUSS IT.

THERE'S AMERICAN COUNCIL MEMBER ORLANDO, UM, LIKE TO TAKE JUST A MINUTE TO TALK ABOUT, UH, ITEM NUMBER 25.

IT'S A RESOLUTION, UM, THAT, UH, IS, IS FOR TWO AGREEMENTS WITH THE INTEL CORPORATION RELATED TO A NEW PARTNERSHIP IN OUR RECLAIMED WATER INTERCONNECT PROJECT.

UH, THESE AGREEMENTS DETAIL OUR NEW PARTNERSHIP AND THE FINANCING OF THE PROJECT WITH INTEL USING A FUNDING MECHANISM FROM THE STATE, UH, THAT WILL FUND A GOOD PORTION OF THE PROJECT.

UH, THE CITY WILL CONSTRUCT A SMALL MEMBRANE WATER TREATMENT FACILITY TO TREAT OUR SURFACE WATER SUPPLIES RECEIVED FROM THE SALT RIVER PROJECT.

AND FROM THE COLORADO RIVER, THIS A-PLUS RECLAIMED WATER WILL THEN BE USED BY THE 5 MILLION GALLON PER DAY, UH, PORTION OF THE PROJECT, WHICH IS THE CITIES WILL BE USED TO RECHARGE THE AQUIFER BENEATH CHANDLER.

WE WILL ROUTE THAT WATER THROUGH OUR EXISTING, UH, RECLAIMED WATER DISTRIBUTION SYSTEM TO BOTH OUR TUMBLEWEED, AQUIFER STORAGE AND RECOVERY FACILITY, WHICH CURRENTLY EXISTS.

AND WE WILL ALSO SEND WATER ADDITIONAL WATER TO THE VETERANS OR WASTED FACILITY, WHICH IS CURRENTLY IN OPERATION.

THE GREAT BENEFIT FOR THE VETERANS OF WASTELESS FACILITY IS THAT WE'LL BE ABLE TO ADD EXTRA WATER TO THOSE PONDS, AND WE'LL BE ABLE TO GIVE THE BUGS AND THE BUNNY.

SO A LITTLE BIT MORE, UH, ENVIRONMENT OUT THERE, UH, AS WELL AS RECHARGE THE AQUIFER UNDERNEATH CHAMP.

SO THAT'S OUR PORTION.

NOW THE MOST RECENT DEVELOPMENT WAS WHEN WE INVITED INTEL TO JOIN US IN THIS PROJECT.

AND INTEL, UM, WAS VERY EXCITED TO JOIN.

THERE ARE 5 MILLION GALLON PER DAY.

ALLOTMENT WILL BE PIPED THROUGH AGAIN, OUR EXISTING INFRASTRUCTURE OVER TO INTEL WHERE THEY CAN USE THIS WATER FOR THEIR NEW COOLING SYSTEMS THAT THEY'LL NEED FOR THEIR, UH, FOR THEIR CURRENT AND FUTURE PROJECTS.

SO IT'S A GREAT PROJECT FOR CHANDLER AND A GREAT PROJECT FOR, UH, FOR INTEL.

YEAH.

AGAIN, MAYOR, UH, STAFF, JUST JOHN, YOU AND YOUR TEAM ARE DOING AN OUTSTANDING JOB AND THINKING OUTSIDE THE BOX OR LOOKING FORWARD TO THE FUTURE, THIS IS JUST GREAT.

AND THIS WAS A REQUEST OF ALL WATER SYSTEMS THROUGHOUT THE U S AND WE WERE GIVEN A VERY, VERY SHORT DEADLINE TO DO THE COMPLETE ANALYSIS OF THE WATER SYSTEM AS WELL, TO PREPARE A REPORT, UH, FOR, FOR THEM.

UH, WE WERE FORTUNATE ENOUGH TO HIRE A CONSULTANT THAT, UH, COULD HELP US WITH THIS.

WORKED WITH US OVER A VERY, VERY SHORT TIMEFRAME, UH, AND WE USED, UH, OUR STAFF OPERATIONS, MAINTENANCE STAFF ALL CAME TOGETHER TO, TO ACCOMPLISH THIS, UH, FROM THE ASSESSMENT THAT WAS CONDUCTED.

WE FOUND THAT IT IS IMPORTANT FOR US TO MAYBE TAKE THAT A LITTLE FURTHER THAN WE CURRENTLY ARE.

AND BY USING, UH, THE CONSULTANT TO HELP US WITH A TABLETOP ANALYSIS, UH, THREAT ASSESSMENTS AND THOSE SORTS OF THINGS, WE'LL BE ABLE TO TAKE WHAT WE DO ALREADY TODAY TO A HIGHER LEVEL AND, AND LOOK AT THREAT ASSESSMENTS, LOOK AT CYBERSECURITY ISSUES ALONG WITH THEM.

AND THIS CONSULTANT WILL BE WORKING WITH US, UH, KEEPING ALL OF OUR REPORTING UP TO DATE AS WELL AS DOING STAFF TRAINING AND KEEPING US REALLY AT THE BEST PRACTICES OF, UH, OF CYBER SECURITY AND WATER SECURITY, UH, FOR THE FUTURE OF CHANDLER.

UM, OUR STAFF AND CONSULTANT WENT ABOVE AND BEYOND WHAT IS REQUIRED FOR OUR NUMBER OF PUBLIC MEETINGS AND AVENUES TO RECEIVE INPUT.

EVEN THOUGH THE PANDEMIC WE RECEIVED GREAT PUBLIC ENGAGEMENT FEEDBACK THAT HELPED SHAPE THE RECOMMENDATIONS IN THIS PLAN.

THE AIRPORT IS AN IMPORTANT LINK TO THE REGIONAL STATE AND NATIONAL AIR TRANSPORTATION SYSTEM.

AND HAVING A SOLID PLAN WILL ENHANCE EMPLOYMENT AND REVENUE FOR THE LOCAL AREA, AS WELL AS LAY THE FOUNDATION FOR OUR FUTURE ECONOMIC GANGS FOR OUR ENTIRE COMMUNITY.
