OUR GOALS ARE TO BRING MORE ASIAN AND DIVERSITY TO CHANDLER AND ITS NEIGHBORING CITIES, AS WELL AS RAISE AWARENESS OF SPECIFIC NEEDS FOR THE ASIAN AMERICAN YOUTH IN OUR COMMUNITY. CHANDLER HAS THE HIGHEST POPULATION OF AEROGEN AMERICANS [00:15:01] IN ARIZONA, BASED ON THE US CENSUS OF 2010. THE NUMBER OF ASIANS IN CHANDLER IS 9,000, 19,401 OUT OF A TOTAL POPULATION IN CHANDLER OF 261,165 RESIDENTS. YES, THAT'S CORRECT. TOTAL POPULATION IN CHANDLER THAT IS 7.4% YET. CHANDLER HAS THE LEAST AMOUNT OF ASIAN GROUPS. MOST OF THE ASIAN GROUPS ARE LOCATED IN PHOENIX, TEMPE AND SCOTTSDALE. SOME OF THE MORE REPUTABLE ORGANIZATIONS BEING THE ASIAN CHAMBER OF COMMERCE, THE OCA ORGANIZATION OF CHINESE AMERICANS AND THE FORAY ARIZONA ASIAN AMERICAN ASSOCIATION AND THE AC LA ARIZONA ALLOW ASSOCIATION. THAT IS THE PROBLEM. AND THE ISSUE THAT WE AT THE AEC ARE TRYING TO FIX AND RECTIFY BY BRINGING MORE ASIAN CULTURE AND DIVERSITY TO CHANDLER. I WANT TO ALSO INTRODUCE OUR BOARD MEMBERS. [00:25:01] AND THEN AFTER A COMPETITIVE BIDDING PROCESS, WE SELECTED ANOTHER, ANOTHER VENDOR CALLED THE AMERICAN TRAFFIC SOLUTIONS, ALSO KNOWN AS VERA MOBILITY. AND WE WENT INTO A FIVE-YEAR CONTRACTS WITH, UH, UM, UH, ATS AND THAT EXPIRES THIS YEAR. AND THEN THERE WAS A, UH, THERE WAS AN OPTION FOR ANOTHER FIVE-YEAR CONTRACT EXTENSION, WHICH I'LL TOUCH ON IN A SECOND. SO WE KNOW THAT NATIONALLY THAT ONE OF THE LEADING CAUSES OF, UH, URBAN CRASHES IS RED LIGHT RUNNING. AND NOT ONLY DID THEY CALL US CRASHES AND COLLISIONS, BUT THEY OFTEN CAUSE DEATH AND SEVERE INJURIES. AND OVER THE YEARS WE'VE KNOWN THAT STUDIES HAVE SHOWN THAT THERE HAS BEEN A SIGNIFICANT REDUCTION IN COLLISIONS AT OUR INTERSECTIONS THAT HAVE PHOTO ENFORCEMENT, UH, CAMERAS. AND WE KNOW AS A PARTNER IN THE PROGRAM THAT IS CERTAINLY BEEN BENEFICIAL, UM, FROM THE POLICE, UH, PER SE, UH, UH, BANNERS POINT AND USING, UH, PHOTO ENFORCEMENT IS LEVERAGING A TECHNOLOGY THAT EXISTS TODAY THAT CAN HELP KEEP OUR ROADWAY SAFE AND DOES HELP KEEP OUR ROADWAY SAFE. AND IT ALSO SUPPLEMENTS OUR OFFICERS ON THE STREET. THE PHOTO ENFORCEMENT PROGRAM DOES NOT REPLACE ANY CHANDLER POLICE OFFICERS. IT AUGMENTS OUR COMPLIMENT BY PROVIDING ESSENTIALLY 24 HOUR COVERAGE AROUND THESE HIGH PRONG COLLISION INTERSECTIONS. AND IT'S ALSO JUST PART OF THE OVERALL CITY'S TRAFFIC PLAN, WHICH IS USING THE THREE E'S, WHICH IS THE ENFORCEMENT EDUCATION AND ENGINEERING. SO I SAID, PRESENTLY, THERE ARE 12 INTERSECTIONS AND SOME OF THOSE INTERSECTIONS HAVE TWO CAMERAS. SO TWO DIFFERENT APPROACHES. SO ONE MAY BE A NORTH BROWN APPROACH AND ONE MAY BE A WESTBOUND APPROACH, BUT FOR A TOTAL OF 17 CAMERAS. AND THAT, THAT NUMBER HAS NOT INCREASED SINCE, UH, 2000, UM, FISCAL YEAR OF 2007, 2008. SO IF THIS PROGRAM GOES AWAY, NO ONE IS MONITORING THOSE LOCATIONS 24 SEVEN. OKAY. SO IF WE DID GET SOME CALLS FROM NEIGHBORS SAYING, THIS INTERSECTION IS CRAZY, WE NEED TO HAVE SOME OFFICERS THERE TO COMPLY WITH THAT. WE WOULD HAVE TO, IF, IF WOULD CHANGE POTENTIALLY THE MODEL, IF WE WERE FINDING OURSELVES HAVING TO ISSUE CITATIONS, IF THAT WAS AN OPTION, CORRECT. AGAIN, IT WOULD CHANGE TWO THINGS. UH, UH, I'M NOT SURE ABOUT THE MODEL IS THE SAME MODEL WE HAVE. NOW. WE HAVE LIMITED AMOUNT OF OFFICERS WHEN WE CAN GET TO IT. AND, UH, THE MAIN, THE MAIN BENEFIT OF THIS PROGRAM IS THE INFLUENCE AND SHAPING OF BEHAVIOR. IF THAT'S MORE OF A FUNCTION OF WHY THESE ACCIDENTS ARE HAPPENING VERSUS WHETHER OR NOT THERE'S RED LIGHT CAMERAS OR NOT, THERE'S MULTITUDE OF DATA POINTS WHERE THE, YOU, THE, THE POSITION OF A, UH, THE TIMING BETWEEN THE RED TO GREEN, IF THAT'S DELAYED, THAT ALSO IMPROVES THE SAFETY OF INTERSECTION. SO, UM, WE PAY THE $500,000 A YEAR, REGARDLESS OF WHAT, HOW MANY PICTURES ARE TAKEN. IT'S A, IT'S, IT'S SOMETHING THAT THE OFFICER DOES EVERY SINGLE DAY. SO EVERY SINGLE DAY THEY RECEIVE INFORMATION FROM, FROM ATS AND, UH, OUR, OUR DESIRE. AND WE'VE BEEN VERY SUCCESSFUL IS THAT, UH, WE'RE ABLE TO TURN THAT AROUND DAILY. SO WE DON'T HAVE A LARGE QUEUE OF TICKETS WAITING LIKE OTHER CITIES DO. SO THE FACT THAT WE'RE ABLE TO ADDRESS IT, UM, IT MAKES THE PROCESS AND THE TURNAROUND QUICKER. UH, BUT ESSENTIALLY IT'S A FULL-TIME JOB. AND LASTLY, HOW MANY TICKETS, HOW MANY, HOW MANY OF THESE THINGS ARE YOU PROCESSING PER DAY? UM, I DON'T HAVE THE NUMBER, BUT I KNOW LAST YEAR WE, THERE'S A DIFFERENCE BETWEEN PROCESSING A CITATION BECAUSE SOME OF THESE, WHY YOU WANT AN OFFICER LOOKING AT IT, UM, THERE COULD BE ISSUES WITH THE PHOTO. UH, IT MAY NOT, IT COULD BE A VARIABLE THINGS WHERE YOU WANT THE EYES OF A POLICE OFFICER LOOKING AT IT. SO NOT ALL OF THOSE INITIAL PHOTOS BECOME CITATIONS. THAT'S PART OF THE BEDDING PROCESS. UM, SO I DON'T HAVE THE EXACT NUMBER THAT THEY GO THROUGH. UH, BUT LAST YEAR WE, WE SHOULD, UH, COLLECT THE, BE IN THE CITY ABOUT 23,000 CITATIONS AND OVERALL, AND, UH, JUST OVER HALF OF THOSE, JUST A LITTLE OVER HALF OF THOSE WERE GENERATED THROUGH PHOTO ENFORCEMENT THROUGH THE PROGRAM. AND, AND YOU DON'T KNOW THE, HOW MANY OF THOSE WOULD ACTUALLY TURNED OVER INTO A CITATION OR NO, THOSE ARE, THOSE ARE CITATIONS AND THOSE AREN'T CITATIONS. GOT IT. OKAY. SO THERE WAS 23 SITES, 23,000 CITATIONS ISSUE, CITYWIDE, CITYWIDE BY OFFICERS AND SOME BY TECHNOLOGY. GOT IT. AND SO JUST OVER HALF OF THOSE WERE ISSUED AS A RESULT OF THE PHOTO PROGRAM, AND YOU'RE GONNA GET US THE NUMBER ON HOW MANY BAD PHOTOS THERE COULD HAVE BEEN ISSUED OUT. I, I, I CAN GET THAT.
