THE CITY OF THE CHANDLER HAS OBLIGATIONS TO FOLLOW THE FAA GRANT ASSURANCE DOCUMENT HAVE ATTEMPTED TO WORK WITH CITY MANAGEMENT FOR SEVERAL YEARS TO IMPROVE THE CITY'S COMPLIANCE WITH THOSE THAT GRANT ASSURANCES, THE CITY'S RESISTANCE TO COMPLY LEFT ME WITH NO CHOICE, BUT TO FILE AN INFORMAL COMPLAINT WITH THE FAA. THE FORMAL SIGNED RESPONSE TO THE FAA FROM THE CITY OF CONTAINED UNTRUTHFUL STATE, THE PERSON WHO SUBMITTED THESE STATEMENTS, THE FAA KNOWS THAT SOME OF THOSE STATEMENTS ARE FALSE AND THEY HAVE THEREFORE COMMITTED PERJURY AT THIS POINT. I'M NOT SURE IF I'M DEALING WITH A DISA WITH DISHONEST PERSONS IN THE CITY OR A DISHONEST CITY AS A LONG-TERM RESIDENT OF CHANDLER. I'M HOPING HOPEFUL THAT I FIND THAT IT'S ONLY A FEW BAD APPLES IN THE MIX. I'VE ALSO UNFORTUNATELY DISCOVERED ON A PERSONAL LEVEL LEVEL AT THE FIRE PROTECTION SERVICES PROVIDED TO THE CHANDLER AIRPORT HAD BEEN DISGRACEFUL AND SUBSTANDARD, ESPECIALLY FOR AN AIRPORT THAT CONSISTENTLY RANKS IN THE TOP 20 BUSIEST GENERAL AVIATION AIRPORTS IN THE COUNTRY. I'VE BEEN ATTEMPTING TO MAKE THE CITY MANAGEMENT AWARE OF THAT FOR SEVERAL YEARS. AND HOPEFULLY I'M FINALLY AGAIN, GETTING MY POINT ACROSS TO SOMEONE THAT CAN IMPLEMENT POSITIVE CHANGES. THE FAA GRANT ASSURANCES ALSO REQUIRED THE CITY SPONSOR TO UNDERTAKE REASONABLE CONSULTATIONS WITH AFFECTED PARTIES USING THE AIRPORT AT WHICH PROJECTS ARE PROPOSED. THE RAMP REVITALIZATION PROJECT COMPLETED LAST YEAR WAS DONE. SO WITHOUT CONSULTATION OF THE USERS, THE, AND PRODUCTS, OUR AIRCRAFT TIE-DOWNS THAT ARE INEFFECTIVE AND HAVE DEGRADED THE VALUE AND USEFULNESS OF THE AIR OF THE RAMP. THE CURRENT AIRPORT MASTER PLANNING ADVISORY COMMITTEE WAS CHOSEN BY THE SPONSOR AND EXCLUDED SEVERAL HUNDRED USERS BASED AT THE AIRPORT, SUCH AS PRIVATE HANGER, HANGOVERS, CITY HANGERS, AND THE CITY TIE-DOWN TENANTS. WHY THE SPONSOR IS EXCLUDED. THE MAJORITY OF THE AIRPORT USERS FROM ACTIVELY PARTICIPATING ON THAT COMMITTEE IS UNKNOWN TO THOSE USERS. THE ONLY OPPORTUNITY FOR AIRPORT USERS TO PARTICIPATE IN THE AIRPORT MASTER PLAN HAS BEEN TO LEAVE COMMENT CARDS OR LEAVE COMMENTS ON A WEBSITE. AFTER WATCHING IT POORLY PREPARED YOUTUBE PRESENTATION, APPROXIMATELY SIX AIRPORT USERS WERE ABLE TO ATTEND AN IMPROMPTU MEETING ON A WORK WEEK ON A FRIDAY MORNING. THAT ONE HOUR MEETING WAS NOTHING MORE THAN AN ARGUMENT ABOUT FIRE PROTECTION OR THE LACK THEREOF. THE CURRENT AIRPORT MASTER PLAN IS A $100 MILLION PLAN THAT CAN ONLY BE DESCRIBED BY THE USERS AS RIDICULOUS SUGGESTION TO MOVE THE AIRPORT TERMINAL 50 YARDS FOR THE COST OF $8 MILLION AND $0 FOR ANY UPGRADE TO IMPROVE FIBER ACCESS GATES OR ADD A FIRE STATION ARE EXAMPLES OF THE ABSURDITY OF THE PLAN. IF THE CURRENT PLAN IS VOTED ON FAVORABLY BY THE CITY, I WILL DO MY BEST TO SEE THAT IT WILL BE NEGATED BY THE FAA DUE TO FAILURES, TO COMPLY WITH THE FAA GRANT ASSURANCES, THE USERS OF THE AIRPORT DESERVE THEIR OPPORTUNITY TO BE ACTIVE PARTICIPANTS IN THE AIRPORT MASTER PLAN. ALTHOUGH MANY OF OUR PROJECTS WERE SMALLER AND FOCUSED MORE ON HELPING NONPROFITS WITH RESOURCES TO SERVE CHANDLER RESIDENTS. WE DID HAVE A FEW NOTABLE SUCCESSES. ONE WAS HELPING TO ALLOCATE $90,000 TO CHANDLER NONPROFITS DOING, UH, GOING ABOVE AND BEYOND DOING THE PANDEMIC. ANOTHER WAS PUTTING ON A DRIVE-THROUGH OPERATION BACK TO SCHOOL EVENT. THE EVENT WAS LOCATED AT FOUR SCHOOLS IN CHANDLER. THE EVENT STATS INCLUDES DISTRIBUTION OF 3,309 SOX, 2,315 MASK, 3000 BACKPACKS, 1,200 UNIFORMS, 2000 COMMUNITY SOURCE BAGS AND 691 SHOES, 180 VOLUNTEERS HELP 627 VOLUNTEER HOURS, WHICH MAKES A TOTAL VOLUNTEER VALUE OF $17,000. THAT TOTAL ADDED BACK TO THE COMMUNITY WAS $149,153,000. THIS COULD ONLY HAPPEN WITH, UH, OVER 40 COMMUNITY PARTNERS. WE ALSO WORK WITH TITLE ONE SCHOOLS, COUNSELORS, AND ACROSS AMERICA FOR MORE SOCKS, SHOES AND UNDERWEAR FOR 2021, WE EXCITED TO SHARE THAT FOR OUR CITY CHANDLER BOARD HAS OFFICIALLY BEEN CREATED AND HAS BEGUN MEETING. AND THE NUMBER OF CASES DECLINE IN OUR COMMUNITY, WE'VE SEEN A RAPID DECLINATION OF, OF PEOPLE CONTRACTING COVID AS WELL AS THE NUMBER OF VACCINATIONS ARE CONTINUE TO INCREASE. SO AS OF TODAY, WE WILL COMPLY WITH [00:20:01] THE GOVERNOR'S GUIDELINES AND WE WILL NOW BE ENCOURAGING BEST PRACTICES TO COMBAT THE PANDEMIC, INCLUDING SOCIAL DISTANCING VACCINATIONS, WEARING FACE COVERS NGS. WHEN YOU DO NOT HAVE THE OPPORTUNITY TO, UH, DISTANCE AS WELL AS WASHING, OF COURSE, BUT THIS MOVES FROM, UH, ACROSS THE STATE FROM A MANDATE TO, UH, ENCOURAGEMENT. THE USE OF COVID-19 MITIGATION MEASURES MAY CONTINUE TO BE A COMMON PRACTICE AT MANY PLACES IN CHANDLER, AS THE GOVERNOR HAS LED BUSINESSES TO ESTABLISH THEIR OWN MEASURES NON-PROFIT ORGANIZATIONS AND OTHER ENTERPRISES CAN SET AND ENFORCE THEIR OWN POLICIES AS OUTLINED BY GOVERNOR DC'S EXECUTIVE ORDER EARLIER. SO IT'S GOING TO BE CONFUSING AND I'VE GOTTEN AS WE HAVE ALL GOTTEN A NUMBER OF EMAILS OF PEOPLE ASKING FOR CLARIFICATION AND GETTING MIXED MESSAGES. SO I ASK THAT YOU WOULD RESPECT YOUR NEIGHBORS AND THE POLICIES THAT ARE SET BY DIFFERENT, UH, ESTABLISHMENTS, UH, STORES, BUSINESSES, ET CETERA. I DO PROMISE THERE WILL BE MORE CLARITY AS WE KIND OF GET THROUGH THIS. YOU'VE HEARD THIS SAID, BUT I'M GOING TO SAY IT TONIGHT. THIS IS THE LARGEST PRIVATE INVESTMENT OF ANY KIND IN ARIZONA'S HISTORY. IT'S THAT MAMMOTH THE CONSTRUCTION OF THE TWO NEW FABRICATION FACILITIES ARE SLATED TO START LATER THIS YEAR AND COUNCIL WILL HAVE A CHANCE TO BE THERE AS PART OF THE GROUNDBREAKING AND, AND CELEBRATIONS OF THAT. I AM TOLD THIS WILL BOTH WITH INTEL EMPLOYEES, WITH CONSTRUCTION WORKERS AND, AND SECONDARY AND TERTIARY EMPLOYEES THAT WILL BE EMPLOYED IN OUR COMMUNITY BECAUSE OF SUPPLY CHAIN AND, AND, AND JUST SERVICE. THIS WILL RESULT IN 21,000 DIRECT, INDIRECT AND CONSTRUCTION JOBS THAT WILL SUPPORT THIS PROJECT IN OUR COMMUNITY. THIS IS AN INCREDIBLE INVESTMENT IN OUR COMMUNITY. AND THAT'S WHAT I CHOOSE TO FOCUS ON WITH THESE KIDS THAT DAY, THEY WANTED TO GET THEIR BADGE AND DEMOCRACY UNDERSTANDING WHAT IS THE MOXIE. SO I SPENT THE WHOLE TIME DISCUSSING THAT WITH TWO AND A HALF HOURS WHO WERE OUTSIDE ON THE LAWN. WE CAME BACK IN HERE AND I HAD AN OPPORTUNITY TO HAVE THEM SIT IN MY CHAIR.
