GOOD EVENING.MAYOR AND COUNCIL, I WOULD LIKE TO ASK VIVIAN RIVERA TO PLEASE COME FORWARD AND JOIN US.
VIVIAN RIVERA STARTED HER JOURNEY WITH HOUSING AND REDEVELOPMENT IN 2003.
WHEN SHE CAME TO CHANDLER WITH 13 YEARS EXPERIENCE FOR A TOTAL OF 31 YEARS, SPENT DEVOTING HER CAREER TO HELPING OTHERS OBTAIN AND KEEP THEIR HOUSING.
VIVIAN HAS BEEN AN EXEMPLARY EMPLOYEE AND A VERY REAL ASSET TO THE ORGANIZATION.
VIVIAN'S CLIENTS LOVE HER AND APPRECIATE HER DEDICATION TO GOING THE EXTRA MILE FOR THEM.
THEY CONSISTENTLY REMARK THE VIVIAN IS A TRUE PROFESSIONAL.
TREATING ONE WITH THE UTMOST RESPECT AND DIGNITY.
VIVIAN CAN ALWAYS BE DEPENDENT UPON TO GO ABOVE AND BEYOND FOR HER CLIENTS, HER COWORKERS AND THE ORGANIZATION.
SHE IS A SUPERVISOR'S DREAM BECAUSE OF HER DEPENDABILITY AND EXTENSIVE INDUSTRY KNOWLEDGE.

WELL, GOOD EVENING.UH, THIS EVENING, I'D LIKE TO ASK REBECCA BANNER OFF THE COME FORWARD IN RECOGNITION OF HER 10 YEARS OF SERVICE WITH THE CITY.
REBECCA BEGAN HER CAREER WITH THE POLICE DEPARTMENT AS A CRIME SCENE TECHNICIAN IN 2011.
AND PRIOR TO JOINING THE DEPARTMENT, REBECCA HAS SPENT THE PREVIOUS SIX YEARS IN SCHOOL WHERE SHE EARNED A BACHELOR'S DEGREE IN ANTHROPOLOGY AND A MASTER'S IN BIOLOGICAL AND FORENSIC ANTHROPOLOGY AS A CRIME SCENE TECHNICIAN, SHE WAS OFTEN ACKNOWLEDGED BY HER COWORKERS AND HER PEERS FOR HER QUALITY OF WORK AND OUR WILLINGNESS TO HELP OTHERS.
IN 2014, REBECCA WAS PROMOTED TO CRIME SCENE TECHNICIAN TWO, AND CONTINUE TO SERVE WITH DISTINCTION, COLLECTING AND PRESERVING COMPELLING EVIDENCE AT CRIME SCENES.
IN 2018, SHE CHANGED COURSE AND WAS PROMOTED TO INVESTIGATIVE ANALYST ASSIGNED TO THE CRIMINAL INTELLIGENCE UNIT.
AND OVER THE PAST FEW YEARS, REBECCA HAS CONTINUED TO DEVELOP HER SKILLSET, BECOMING A VALUABLE MEMBER OF THE TEAM AND A TREMENDOUS ASSET TO THE DEPARTMENT AS A WHOLE REBECCA'S HARD WORK, HER TECHNICAL EXPERTISE AND OUR DEDICATION TO OUR DEPARTMENT HAS HELPED MAKE CHANDLER A SAFE COMMUNITY.

RECOGNITION.LIZ BEGAN HER CAREER WITH THE CITY IN 2001, WORKING AS AN ACCOUNTING SPECIALIST IN THE ACCOUNTING DIVISION, GAINING EXPERIENCE IN ACCOUNTS RECEIVABLE, ACCOUNTS PAYABLE, FIXED ASSETS, AND AS A BACKUP AND PAYROLL AND QUICKLY ADVANCED TO SENIOR ACCOUNTING SPECIALIST POSITION IN 2007, LIZ ACCEPTED THE MANAGEMENT ASSISTANT POSITION IN THE TRANSPORTATION AND OPERATIONS DEPARTMENT WHERE SHE DID THE WORK OF TWO POSITIONS, THE VACANT SENIOR MANAGEMENT ASSISTANT AND THE MANAGEMENT ASSISTANT LATER LIZ WAS PROMOTED TO SENIOR MANAGEMENT ANALYST IN 2014 IN THE PUBLIC WORKS ADMINISTRATION WHILE WORKING FOR THE CITY AND RAISING TWO CHILDREN.
LIZ ACQUIRED A BACHELOR'S OF SCIENCE IN MANAGEMENT IN 2002 AND LATER EARNED A MASTER'S OF A MASTER'S OF PUBLIC ADMINISTRATION IN 2010.
RECENTLY IN AUGUST, 2019, SHE WAS PROMOTED TO PUBLIC WORKS, FINANCIAL SERVICES SUPERVISOR, WHERE HER DUTIES INCLUDE SUPERVISION OF OFFICE STAFF, FEDERAL AND LOCAL GRANT ADMINISTRATION.
PUBLIC WORKS, BUDGET, LIAISON, AND COORDINATION WITH ALL COST CENTERS TO MEET BUDGET DEADLINES.

SO CLOG CLUFF HAS WORKED FOR THE CITY FOR THE PAST 33 AND A HALF YEARS.
CLAUDE STARTED WITH THE CITY AS A GARDENER AND THROUGH HARD WORK WAS PROMOTED TO HIS FINAL POSITION OF PARKS SUPERVISOR IN 2007.
CLAUDE HAS SEEN A LOT IN THESE PAST LAST 33 AND A HALF YEARS WHEN HE STARTED CHANDLER ONLY HAD 15 PARKS.
CLAUDE WAS THE ONE WHO SELECTED THE TREES AND THE PLANTS THAT YOU SEE IN EACH OF OUR PARKS.
UM, CLAUDE ALSO ESTABLISHED CHANDLER AS A TREE CITY USA MEMBER BACK IN 2012, WHICH WE'VE MAINTAINED FOR THE PAST NINE YEARS.
CLAUDE'S FAMILY IS ALSO PROUD OF HIS WORK AND THEY ENJOY VISITING WHAT THEY CALL DADDY'S PARK, WHICH IS DESERT BREEZE OR GRANDPA'S PARK, WHICH IS TUMBLEWEED PARK.
SO I WISH CLAUDE AND HIS FAMILY ALL THE BEST IN HIS RETIREMENT AND EXPRESS OUR SINCERE APPRECIATION TO HIM FOR HIS HARD WORK AND FOR EVERYTHING HE DID FOR CHANDLER AND FOR ITS RESIDENTS.

AND ONE OF ONLY 69 CITIES IN THE U S AND CANADA TO RECEIVE THIS AWARD CHANDLER'S PURCHASING DIVISION BELONGS TO AN ELITE GROUP OF PURCHASING ORGANIZATIONS IN GOVERNMENT THAT OPERATE WITH THE HIGHEST STANDARDS OF QUALITY AND EFFICIENCY, RECEIVING THE BEST VALUE WITH OUR CITY TAX DOLLARS FOR OUR GOODS AND SERVICES, MANY THANKS AND APPRECIATION FOR THE PURCHASING TEAMS, UM, FOR THEIR COMMITMENT AND DEDICATION TO THE PROFESSION AND THE CITY AND THE COMMUNITY.

WE ONLY HAVE ONE ITEM CALLED IN FOR PRESENTATION TONIGHT, AND THAT'S BEEN BY COUNCIL MEMBER.ORLANDO HAS REQUESTED A BRIEFING FOR ITEM NUMBER 14, COUNCIL MEMBER ORLANDO.
THANK YOU, MAYOR IS MOST OF THE COUNCIL AS THE COUNCIL KNOWS WE'VE BEEN LOOKING AT A NEW AMBULANCE CONTRACT AND, UH, I THINK IT'S AN EXCITING THING AS FOR OUR PUBLIC SAFETY.
AND I THINK IT TAKE A COUPLE MINUTES AND REVIEW WHAT WE'RE DOING HERE.
AND, AND AGAIN, THE KEY GOAL IS TO MAKE SURE WE'RE RESPONDING TO OUR RESIDENTS AND BUSINESSES IN A TIMELY AND PUBLIC SAFE, MET A SAFE MANNER, OKAY.
GETTING THE MAYOR AND MEMBERS OF THE COUNCIL.
UM, ITEM NUMBER 14 IS A RESOLUTION APPROVING AN AGREEMENT BETWEEN THE CITY OF CHANDLER AND MARICOPA MEDICAL FOR AMBULANCE SERVICES.
BUT THE CITY OF CHANDLER IS CURRENTLY IN ITS FIFTH YEAR OF A FIVE-YEAR AGREEMENT WITH AMR AMBULANCE.
AND THAT CONTRACT WILL EXPIRE ON JANUARY OF 2022.
WE DID COMPLETE AN RFP PROCESS IN NOVEMBER OF 2020, AND WE WERE, UH, WE DID RECEIVE TWO, UH, VERY COMPETITIVE PROPOSALS, UH, AFTER EVALUATING EACH PROPOSAL, UH, MARICOPA MEDICAL WAS SELECTED TO MOVE FORWARD TO CONTRACT NEGOTIATION TONIGHT.
UH, WE ARE RECOMMENDING THAT THE CITY OF CHANDLER INTO A FOUR-YEAR AGREEMENT WITH THREE ONE-YEAR EXTENSIONS WITH MER MARICOPA MEDICAL FOR AMBULANCE SERVICES.
I DO WANT TO HIGHLIGHT A COUPLE OF AREAS IN THIS CONTRACT.
AND I THINK THAT IS IMPORTANT AS COUNCIL MEMBERS SAID BECAUSE, UH, WE, WE TRULY BELIEVE THAT THIS NEW CONTRACT WILL ENHANCE OUR ABILITY TO OFFER PUBLIC SAFETY TO OUR CITIZENS.
UH, BEFORE WE WENT INTO THE RFP PROCESS, WE DID DO AN EVALUATION OF OUR CURRENT AMBULANCE SYSTEM.
UH, WE LOOKED AT PERFORMANCE METRICS LIKE NUMBER OF TRANSPORTS, NUMBER OF CALLS, OUR RESPONSE TIMES.
AND THROUGH THAT ANALYSIS, WE DID DETERMINE THAT, UH, WE, WE STILL MEET OUR RESPONSE TIMES, BUT WE CERTAINLY HAVE GAPS, UH, THROUGHOUT THE DAY WHERE WE HAVE LIMITED OR SOMETIMES NO COVERAGE.
AND SO WITH THAT SAID, OUR GOAL GOING INTO THIS CONTRACT, UH, WAS TO, TO INCREASE OUR FOOTPRINT SO THAT WE COULD HAVE PROPER COVERAGE FOR OUR COMMUNITY.
SO THERE WERE THREE, THREE MAJOR AREAS IN THE CONTRACT THAT REALLY HELPS US OUT IN THAT AREA.
THE FIRST ONE IS THAT, UH, MIRA COPA MEDICAL, UH, IS PROPOSING TO ADD AN ADDITIONAL 24 HOUR, SEVEN DAY A WEEK AMBULANCE.
RIGHT NOW WE WORK IN A SYSTEM WHERE WE HAVE FIVE 24 HOUR, SEVEN DAY A WEEK AMBULANCES.
UH, THIS CONTRACT, IF IT IS APPROVED, WOULD BRING US TO SIX.
ADDITIONALLY, WE HAVE A PEAK TIME AMBULANCE IN SERVICE RIGHT NOW, AND A PEAK TIME AMBULANCE IS PUT IN PLACE TO COVER THOSE TIMES DURING THE DAY WHEN WE GET THE MOST NINE 11 CALLS.
AND WE HAVE THE MOST MEDICAL TRANSPORTS, UH, RIGHT NOW OUR PEAK TIME, THE AMBULANCE RUNS MONDAY THROUGH FRIDAY, IF THIS CONTRACT WAS TO BE APPROVED, UH, THAT WOULD NOW RUN MONDAY THROUGH SUNDAY.
AND SO IN ESSENCE, UH, WE'RE ADDING NOT ONLY ONE ADDITIONAL AMBULANCE ON THE WEEKENDS, BUT TWO WITH THE PEAK TIME CROSSING ALL THE WAY OVER TO SUNDAY.
AND THEN FINALLY, UH, OTHER AREA THAT, UM, IT, IT MAY SEEM MINOR, BUT IT REALLY DOES HAVE AN IMPACT ON OUR OUT OF SERVICE.
TIME IS, UM, IS OUR BACKUP AMBULANCES.

WHAT I MEAN BY THAT IS THAT, UH, OUR AMBULANCES ARE BUSY.UM, AND A LOT OF TIMES THERE ARE MECHANICAL ISSUES.
UH, THERE'S PREVENTATIVE MAINTENANCE IS MAINTENANCE ISSUES, OR THEY HAVE TO COME OUT OF SERVICE.
AND WHEN THEY GO OUT TO SERVE THE SERVICE, WE HAVE TO CHANGE THEM OUT WITH ANOTHER AMBULANCE, THE CURRENT CONTRACT THAT WE'RE IN RIGHT NOW, UM, A LOT OF TIMES THAT MEANS THAT WE'RE WAITING FOR AN AMBULANCE TO COME INTO THE CITY OF CHANDLER.
AND WHILE WE'RE WAITING, WE'RE ACTUALLY OUT OF SERVICE WE'RE DOWN IN AMBULANCE, OR SOMETIMES WE HAVE TO GO TO MESA.
MESA IS WHERE THE FLEET IS, UH, FOR AMR. AND SO WE HAVE TO GO THROUGH THE CHANGEOVER PROCEDURES OUT THERE.
AND AS I SAID, THAT TAKES A COUPLE HOURS, THE BACKUP AMBULANCES THAT THEY'RE PROPOSING AND THEY'RE PROPOSING ACTUALLY THREE BRAND NEW BACKUP AMBULANCES TO WILL BE STATIONED IN OUR FIRE STATIONS.
THEY WILL BE FULLY STOCKED AND READY TO GO.
SO THAT IN THE EVENT THAT WE HAVE A MECHANICAL ISSUE OR WE NEED TO BRING AN AMBULANCE DOWN, WE SIMPLY CAN DRIVE TO THAT STATION, PUT OUR PERSONNEL ON THE, UH, THE BACKUP AMBULANCE.
THERE'S A MCT SYSTEM WE PLUG IN AND WE ARE BACK ON THE ROAD, OR IF WE NEED IT, YOU KNOW, IF IT'S A MECHANICAL FAILURE THAT AMBULANCE WE CAN BRING TO WHEREVER WE'RE AT AND IT SHOULD TURN, OR IT SHOULD DECREASE OUR OUT OF SERVICE TIME SIGNIFICANTLY.
SO, UH, ADDITIONALLY IN THIS CONTRACT, UH, OUTSIDE OF RESPONSE TIMES, THERE'S A, THERE'S A COUPLE OF OTHER AREAS, UM, THAT I THINK ARE REALLY VALUABLE TO OUR ORGANIZATION AND TO OUR MISSION.
UH, ONE OF THEM IS, UH, LUCAS CHEST COMPRESSION DEVICES.
AND SO THEY HAVE, UH, THROUGH THE CONTRACT OFFERED TO PUT THESE DEVICES WITHIN OUR SYSTEM, A TOTAL OF 10 COMPRESSION DEVICES.
WHAT THESE DEVICES DO IS THEY'RE, THEY'RE STRAPPED ONTO A PERSON WHEN THEY'RE IN CARDIAC ARREST AND IT ACTUALLY PERFORMS MECHANICAL COMPRESSIONS FOR US.
UM, ANYTIME THAT WE ARE WORKING A CARDIAC ARREST PATIENT, AT SOME POINT, WE'RE GOING TO HAVE TO MOVE THE PATIENT.
WE COULD BE IN A TIGHT ROOM, A BATHROOM, WE COULD BE ON THE SECOND FLOOR, THIRD FLOOR, AND IT IS ALMOST IMPOSSIBLE TO WALK DOWN THE STAIRS WITH SOMEBODY CARRYING THEM WHILE YOU'RE DOING CPR.
THESE DEVICES WOULD ALLOW US FROM THE TIME THAT WE PLACED THEM ON THE PATIENT TILL THE TIME THAT WE HANDED THEM OVER TO THE, THE NURSES AND THE PHYSICIANS AT THE HOSPITAL TO HAVE CONTINUOUS CPR, WHICH HAS BEEN PROVEN TIME AND TIME AGAIN, AS THE MOST VALUABLE THING THAT WE CAN DO.
UH, WHEN WE, WHEN WE DO HAVE A CARDIAC PATIENT, ADDITIONALLY, UH, THEY HAVE, UH, WITHIN THIS CONTRACT, THIS PROPOSED CONTRACT, UH, OFFERED TO PROVIDE, UH, 10 BRAND NEW AMBULANCES.
UH, THESE ARE STATE-OF-THE-ART AMBULANCES THAT THEY'RE GOING TO DESIGN.
UH, THEY HAVE SAFETY SYSTEMS, UH, ALL THROUGHOUT THE AMBULANCE, NOT ONLY IN THE FRONT, BUT IN THE BACK IN THE CASE, THE PATIENT COMPARTMENT WHERE OUR PARAMEDICS ARE WORKING, UH, EVERYTHING FROM THE GARNERS THAT AUTOMATICALLY RISE UP TO TRACKING SYSTEMS IN THE AMBULANCE, THAT LOAD THE PATIENTS.
WE HAVE FIREFIGHTERS EVERY YEAR THAT HURT THEIR BACKS BECAUSE IT IS AN AWKWARD ANGLE TRYING TO GET PATIENTS INTO THE AMBULANCE.
SO OBVIOUSLY THIS, THIS WOULD DECREASE THAT.
AND THEN FINALLY, UH, THE REIMBURSEMENT, UM, BY ADDING AN ADDITIONAL 24 SEVEN, UH, AMBULANCE, IT DOES REQUIRE THREE MORE.
FIREFIGHTER PARAMEDICS, MARICOPA HAS AGREED TO REIMBURSE THOSE THREE POSITIONS AT A HUNDRED PERCENT SALARY PLUS BENEFITS.
THEY'VE ALSO AGREED IN THE EXISTING 15 PARAMEDICS THAT CURRENTLY STAFF, OUR AMBULANCES, THOSE PARAMEDICS ARE STAFFED AT 77%.
THEY WANT TO, OR THEY WILL BRING THEM ALL UP TO A HUNDRED PERCENT.
SO IT GOES FROM ABOUT $1.6 MILLION IN REIMBURSEMENT, $2.4 MILLION AWAY.
SO THE NEXT STEPS, UH, OBVIOUSLY, UH, THE FIRST STEP IS, IS, IS, UH, WORKING WITH THE COUNCIL TO, TO GET THIS CONTRACT APPROVED.
ONCE THAT'S APPROVED, IT DOES HAVE TO BE APPROVED THROUGH ARIZONA DEPARTMENT OF HEALTH SERVICES.
THEY ARE THE LAST ONES THAT CAN APPROVE A CONTRACT, AND THEY DO REQUIRE THAT THE CITY COUNCIL APPROVES THAT FIRST, I CAN TELL YOU THAT WE'VE HAD REPRESENTATIVES FROM THE FIRE DEPARTMENT AND MARICOPA MEDICAL MEET WITH DHS.
THEY HAVE REVIEWED OUR CONTRACTS, AND WE'RE VERY CONFIDENT THAT IT WILL BE APPROVED.
AND THEN FINALLY, PROBABLY THE BIGGEST STEP IS THE TRANSITION.
OBVIOUSLY WE'RE GOING FROM ONE ORGANIZATION TO ANOTHER ORGANIZATION.
THERE'S A LOT OF LOGISTICS INVOLVED IN THAT, AND NOT ONLY WITH THE AMBULANCES, BUT WITH THE SUPPLIES, A LOT OF THE SYSTEMS THAT WE HAVE INTERNALLY, WE'VE ALREADY HAD SOME PRELIMINARY DISCUSSIONS ON WHAT THAT TRANSITION WILL LOOK LIKE.
I SHOULD, YOU APPROVE THIS CONTRACT AND IT GOES THROUGH AC DHS AND IT'S APPROVED.
OBVIOUSLY THAT WILL BE ONE OF OUR BIGGEST GOALS THAT WE'LL BE WORKING ON THIS YEAR IS TO MAKE SURE ON JANUARY 1ST, 20, 22, THAT WE HAVE A SEAMLESS TRANSITION AND WE CAN EXECUTE THIS CONTRACT WITH THAT.

AND THEN ONCE WE HAVE THEM IN THE AMBULANCE, WE KNOW THAT WE CAN ACTUALLY HANDS-ON GET THEM SAFELY TO A HOSPITAL SO THEY CAN GET TREATED THERE ON TIME AND THEN, UH, UH, FOSTERED WHERE THEY WILL HAVE A CHANCE TO LIVE LONGER THAN WHEN WE PICK THEM UP FROM THEIR HOME.
