GOOD EVENING, MAYOR VICE MAYOR, CITY COUNCIL, OR AS GOOD AS HAS REACHED A 20 YEAR MILESTONE IN HIS SERVICE TO THE CITY OR BEGAN HIS TIME WITH CHANDLER AS A SENIOR BUILDING INSPECTOR BEFORE THEN HE SERVED AS A SENIOR BUILDING INSPECTOR FOR GILBERT FOR ALMOST NINE YEARS, WHEREAS HAS DEDICATED HIS CAREER TO BUILDING SAFETY AND TO ENSURING THAT THE CITIZENS OF CHANDLER HAS SAFE BUILDINGS AND HOMES TO OCCUPY FORREST HOLDS SEVERAL PROFESSIONAL CERTIFICATIONS FROM THE INTERNATIONAL CODE COUNCIL IN PLUMBING, MECHANICAL ELECTRICAL AND BUILDING INSPECTIONS.
THEY ALSO REPRESENTED OUR CITY ON THE INTERNATIONAL ASSOCIATION OF ELECTRICAL INSPECTORS, OR IS, HAS PLAYED A ROLE IN CREATING AND IMPLEMENTING SEVERAL IMPORTANT CHANGES WITHIN THE BUILDINGS INSPECTION DIVISION.
MOST RECENTLY, ELECTRONIC PLAN REVIEW AND TEXT INSPECTION.
SCHEDULING FORCE IS A GREAT ASSET TO OUR CITY.
AND WE THANK HIM FOR HIS 20 YEARS OF DEDICATED SERVICE.

I'D LIKE TO ASK CHRIS SACARA TO COME FORWARD AND BE RECOGNIZED FOR 15 YEARS OF SERVICE IN THE CITY OF CHANDLER.
CHRIS BEGAN HIS CAREER IN JANUARY, 2006 IN THE MANAGEMENT SERVICES DEPARTMENT AS A TAX AND LICENSED REPRESENTATIVE.
HE WAS LATER PROMOTED TO A LICENSED INSPECTOR IN JULY OF 2010, WHERE HE IS TODAY.
CHRIS WORKS WITH CHANDLER BUSINESSES TO ENSURE THEY ARE PROPERLY LICENSED THROUGH EDUCATION.
CHRIS TOOK ON A BROADER ROLE AND PROACTIVELY CREATED A VALUABLE PARTNERSHIP AS A LIAISON FOR OUR BUSINESSES, WITH THE DEPARTMENT OF REVENUE TO CONTINUE COMPLIANCE EDUCATION FOR BOTH CITY AND STATE REGULATORS REGULATIONS.
HE HAS BEEN INSTRUMENTAL IN IMPLEMENTING MANY NEW CODES AND SOFTWARE SYSTEMS. HE HAS BEEN AN INNOVATIVE CONTRIBUTOR, CREATING TECHNOLOGICAL IMPROVEMENTS AND USING GIS REPORTS TO SHARE IMPORTANT BUSINESS INFORMATION IN HIS SPARE TIME.
CHRIS FOSTERS A TALENT FOR MAKING BEAUTIFUL MUSIC.
AS A MATTER OF FACT, IN 2019, HE WROTE AND PRODUCED THE MUSIC FOR THE CITY'S CUSTOMER CONNECTION VIDEO CELEBRATE TEAM TWO.

SHE SERVED PROUDLY IN THIS POSITION, WHICH INCLUDED A YEAR AS A DISPATCH TRAINER BEFORE TAKING THE JOB AS ADMINISTRATIVE ALSO SERVING IN THE COMMUNICATION SECTION TWO YEARS LATER, KATHY, A COMPUTER FOR AND EARNED HER FIRST PROMOTION AS A DISPATCH SUPERVISOR IN 2002, CATS REMAINED A FIXTURE IN THE COMMUNICATION SECTION AS A SUPERVISOR FOR 10 YEARS, WHEN SHE PURSUED AND ATTAINED THE POSITION OF OPERATIONS SUPPORT SUPERVISOR IN THE FIELD OPERATIONS BACK IN 2012, IN 2014, KATHY WAS PROMOTED TO OUR CURRENT POSITION OF PLANNING, A POLICE PLANNING, A RESEARCH ANALYST ASSIGNED TO OUR BUDGET ANALYST, I'M SORRY, BUDGET ANALYSIS.
AND MOST RECENTLY KIND OF TO RECEIVE THE 2020 LAW ENFORCEMENT PLANNER OF THE YEAR AWARD FROM THE INTERNATIONAL ASSOCIATION OF ONE PLANNERS.
IN ADDITION TO HER PUBLIC SAFETY SERVICE KATHY'S FAM FAMILY HAS FIVE GENERATIONS OF CHANDLER RESIDENTS.
SHE'S ACTIVELY INVOLVED IN THE CITY'S WORKPLACE GIVING CAMPAIGN AND THE ENTIRE CHALLENGE COMMUNITY.
SHE'S A GRADUATE OF THE CHANDLER LEADERSHIP INSTITUTE AND SERVES AS THE TREASURER OF THE INTERNATIONAL LAW ENFORCEMENT PLANNERS.
KATHY IS ALSO AN AVID RUNNER AND A TRIATHLETE.

UH, WE HAVE HAD, UH, AN ONSITE MEETING WITH THE HOA, UH, LEADERSHIP, AND THEN WE ACTUALLY ATTENDED THE HOA MEETING IN NOVEMBER ON NOVEMBER 17TH, WHERE WE DISCUSSED THE PARKING AND GOT THEIR INPUT AND THEY ARE INTERESTED IN HAVING A LIMITED AMOUNT OF PARKING.
AND SO WE'RE NOW CURRENTLY WORKING WITH OUR TRANSPORTATION SECTION TO DEVELOP A FIVE PARKING SPACE AND EIGHT PARKING SPACE OR OUR 12 PARKING SPACE, A SCENARIO THAT WE WILL SEND TO THE HOA FOR THEIR CONSIDERATION AT THEIR FEBRUARY MEETING.
UH, AND AT THAT POINT WE'LL, WE'LL FOLLOW HIM AND CONTINUE TO WORK WITH THEM AND MAKE SURE WE GET, UH, SOMETHING THAT WILL HELP SERVE THE PARK, BUT ALSO, UH, HELP OTHER RESIDENTS THAT ARE IN THE NEIGHBORHOOD.

HAVE WE LOOKED AT OTHER OPTIONS FOR DOING THIS AREA FOR EMPLOYMENT OR OTHER THINGS THAT MIGHT BE, YOU KNOW, CONDUCIVE TO A FREEWAY TYPE OF ACTIVITY, UH, THROUGH THE MAYOR AND I MAYOR COUNCIL MEMBER ORLANDO FOR THAT.
SO THIS PARTICULAR PROPERTY, AND NOT ONLY ON THE GENERAL PLAN, IT SAYS NEIGHBORHOODS, BUT IT IS IN THE CHANDLER AIR PARK AREA PLAN.
AND THAT DOES IGNATION UNDER THAT CLAN.
UM, WE ARE REQUESTING AN AMENDMENT TO THAT FROM HIGH DENSITY, RESIDENTIAL TO A SINGLE FAMILY, A LOW, MEDIUM DENSITY RESIDENTIAL.
AND FOR THAT, WE'RE LOOKING AT OTHER OPTIONS FOR THIS PROPERTY AS WELL.
SO ONE WILLIS ROAD IS NOT AN RTO.
AND TYPICALLY WE WOULD LIKE TO HAVE EMPLOYMENT COMMERCIAL ON ARTERIAL WILLIS ROAD IS A DEAD END STREET AT THIS.
AND WE HAVE RESIDENTIAL SURROUNDING THIS PROPERTY ON THE, THE WAY WEST AND ON THE EAST SIDE OF THE POST-SALE.
AND I'M LOOKING AT THAT, AND IT WAS JUST THAT A CONDUCIVE PROPERTY FOR A, AN EMPLOYMENT OR COMMERCIAL USE FOR BEING ONLY OF ITS SMALL SIZE.
SO IT IS MOST APPROPRIATE FOR A SINGLE FAMILY BECAUSE IT IS A TRANSITION AND AS WELL, IT IS A LOWER DENSITY RESIDENTIAL THAT WILL FIT TRANSITIONALLY WITH THE ADJACENT USES.
SO THAT IS WHAT THE APPLICANT PRESENTS FORWARD.

YOU HAVE HOMES THAT ARE NORTH, YOU HAVE HOMES THAT HAVE SOUTH, LET'S PUT SOME HOMES IN THE MIDDLE HERE, OR SOME KIND OF DWELLINGS.

UM, AS I WAS STATING, YOU KNOW, THE INTERSECTION THAT WOULD BE DEVELOPED FOR THIS PROPOSAL, UH, IT'S CURRENTLY ZONED A MIXED OF AGRICULTURAL.
I BELIEVE A PORTION OF IT IS CITY OWNED PROPERTIES AS WELL AS A PRIVATE PROPERTY, UH, ENVISIONED FOR IT IS, UM, CURRENTLY LIGHT INDUSTRIAL.
HOWEVER, AS MR. MAYO STATED, WE'RE IN THE PROCESS OF UPDATING OUR CHANDLER AIR PARK AREA PLAN, UM, AND WE HAVE DISCUSSED THE POSSIBILITIES OF TURNING THAT INTO, UH, ALLOWABLE USES FOR OFFICE.
AND THEN WE HAVE, UH, ITEM NUMBER 14, UH, COUNCIL MEMBER ORLANDO.
THE ONLY QUESTION I HAVE FOR THAT, LAUREN, YOU'RE GONNA ANSWER THAT.
UM, WHAT DOES IT MEAN BY A FLEX BUILDING? IS THAT MEANS SOMETHING WELL, NOT JUST A WAREHOUSE IS OTHER STUFF.

UH, PROPERTY'S CURRENTLY ZONED PLANNED AREA DEVELOPMENT AND IT ALLOWS FOR A MIX OF USES, UH, THAT FLEX ALLOWS FOR MULTIPLE TYPE USES A MAJORITY BEING, UH, INDUSTRIAL I ONE TYPE USES, UM, MANUFACTURING, WAREHOUSING RESEARCH AND DEVELOPMENT.
BUT WITH THAT FLUX, THEY ALLOW FOR MORE THAN THE ANCILLARY 10% OF OFFICE.
SO MORE THAN 10% OF THAT BUILDING COULD BE USED FOR OFFICE AS WELL AS INDUSTRIAL.
I'M GLAD WE'RE DOING MORE THAN JUST PUTTING A SQUARE BLOCK IN THE MIDDLE OF AN AREA AND SAY, OKAY, JUST OPEN IT UP AND, YOU KNOW, DISTRIBUTION CENTER OR SOMETHING LIKE THAT.
