AND AS A REMINDER, AS THE MAYOR MENTIONED, EFFECTIVE SEPTEMBER 29TH, 2021, STATE LAW NOW REQUIRES THAT O UM, THAT OUR AUDITORS REPORT OUR ANNUAL AUDIT RESULTS AND ANY FINDINGS TO THE CITY COUNCIL DURING A REGULAR MEETING.

UH, JOSHUA AND I AND I WERE THE ENGAGEMENT TEAM AND THE INDIVIDUALS RESPONSIBLE FOR PROVIDING THE SERVICES, OVERSEEING THE AUDIT TEAM, AND ENSURING THE AUDIT WAS PERFORMED IN ACCORDANCE WITH OUR REQUIREMENTS AND STANDARDS.

AS MENTIONED, THIS WAS A, A NEW STATE

SO JUST A LITTLE BIT OF A REFRESHER.

PRIOR TO, PRIOR TO THAT BEING A, A REQUIREMENT UNDER, UNDER STATUTE, DEPENDING BY MS. VALLEY, SOME HAD, UH, COUNCIL PRESENTATIONS FROM THE AUDITORS, OTHERS DID NOT.

BUT NOW IT'S A REQUIREMENT FOR, FOR ALL, UH, AUDITS OF MUNICIPAL GOVERNMENTS IN ARIZONA.

AND AS NOTED THERE, THE RE REPORTS ALSO TO BE PRESENTED ONLINE, WHICH IT IS ON YOUR WEBSITE, ALONG WITH THE SINGLE AUDIT REPORTS AND SOME OTHER KEY FINANCIAL STATEMENT REPORTS.

AND I, I THINK THERE'S PROBABLY A COUPLE MORE YEARS ON, ON.

THERES ALSO NOT JUST THE REQUIRED, UH, THREE YEARS AS AS INDICATED.

AND I DO BELIEVE YOU'VE BEEN PROVIDED IN YOUR COUNCIL PACKET, THE ANNUAL FINANCIAL REPORT, THE VERY LENGTHY, PROBABLY 160, A HUNDRED PLUS PAGES REPORT, WHICH IS YOUR FINANCIAL STATEMENTS AND THE REPORT THAT GOES OUT TO THE, UH, BOND BOND HOLDERS AND THE GRANT WARS AND, AND TO, TO YOU AS THE COUNCIL AND CONSTITUENTS OF, OF THE CITY.

ALONG, ALONG IN THAT, UH, PACKET IS YOUR SINGLE AUDIT, WHICH IS THE MORE COMPLIANCE RELATED REPORTS, WHICH JOSHUA WILL TALK A LITTLE BIT ABOUT.

AND A, WHAT WE CALL COMMUNICATION LETTER TO GOVERNANCE IS ALSO INCLUDE, I BELIEVE, INCLUDED IN THE PACKET TOUCH BASE.

REAL QUICK, BEFORE WE GET INTO THE DETAILS OF THE AUDIT, JUST A REMINDER, AS FAR AS THE IMPORTANCE OF THE AUDIT, IT IS OUR RESPONSIBILITY TO VERIFY, VERIFY THE MANAGEMENT REPRESENTATIONS, WHICH IS ESSENTIALLY THE NUMBERS IN THE FINANCIAL STATEMENTS THAT THEMSELVES, THOSE ARE REMAIN REPRESENTATIONS AS FAR AS THE FINANCIAL OPERATIONS OF THE CITY.

OUR RESPONSIBILITIES IS TO VERIFY THOSE.

AND AS NOTED THERE, THE REPORT DOES GET USED BY A NUMBER OF PARTIES.

UH, IN PARTICULAR, THE CITIZENS USE THE GOVERNING BODY GRANTORS, FEDERAL AGENCIES AS A RECIPIENT OF A LARGE AMOUNT OF FEDERAL FUNDING, FEDERAL GRANTORS USE THOSE QUITE A BIT.

SO A LOT OF PARTIES DO USE THESE FINANCIAL STATEMENTS AND A VERY IMPORTANT PART OF THE CITY'S OPERATIONS.

ALONG WITH THAT, THOUGH, AS NOTED, BECAUSE BECAUSE THE CITY DOES GET STATE FUNDING AND FEDERAL FUNDING, A LOT OF COMPLIANCE AND LAWS AND REGULATIONS, AND ALSO YOUR CITY CHARTER, WE AUDIT TO CERTAIN CITY REQUIREMENTS AS WELL, SUCH AS PROCUREMENT, TO ENSURE THE CITY'S AND, AND MANAGEMENT AND STAFF FOLLOWING YOUR OWN PARTICULAR REQUIREMENTS, ULTIMATELY USE THE GOVERNING BODY, ARE RESPONSIBLE FOR THE FINANCIAL STATEMENTS.

I LIKE TO REFER TO IT AS A THREE-LEGGED STOOL, RIGHT? MANAGEMENT YOURSELF AND US AS AUDITORS BETWEEN THOSE THREE PARTIES, FINANCIAL STATEMENTS ISSUED COMPLETE AND ACCURATE.

ANY ONE OF THOSE KIND OF, UH, LEGS FALL, SO TO SPEAK, OR, OR, OR IT GETS MISSED SOMETHING, YOU KNOW, SOMETHING CAN HAPPEN.

SO IT'S, IT'S AN IMPORTANT PART OF, OF THE PROCESS TO UNDERSTAND THAT, UH, THE GOVERNING BODY, YOU HAVE A, YOU HAVE A ROLE HERE AS, AS WELL WITH RESPECT TO FINANCIAL STATEMENTS, JUST, UH, ENSURING MANAGEMENT, UH, SATISFIES THEIR FIDUCIARY RESPONSIBILITIES AND HAS GOOD CONTROLS IN PLACE.

SO HE'LL JUST GIVE A LITTLE BIT MORE INSIGHTS AS, AS FAR AS THE PROCESS OF THE AUDIT AND SOME OF THE PROCEDURES WE PERFORMED.

UH, SO HERE, UH, JUST BRIEFLY TALK ABOUT THE AUDIT PROCESS.

SO, UH, THE ENGAGEMENT LETTER AND THE INITIAL PLANNING OF THE AUDIT BEGAN OF APRIL, 2022.

UH, WE HAD SITE VISITS, ONSITE VISITS IN JULY, AUGUST, OCTOBER, AND NOVEMBER.

UH, THE ANNUAL AUDIT IS A MARATHON, NOT A SPRINT.

UH, WE ALSO DO VARIOUS AUDIT PROCEDURES REMOTELY BETWEEN THOSE SITE VISITS.

SO THE AUDIT PROCESS IS A LENGTHY ONE AND REQUIRES A LOT OF, UH, WORK AND COOPERATION OF STAFF AND MANAGEMENT, WHICH WE REALLY APPRECIATE ALL THEIR HARD WORK IN GETTING THE ANNUAL AUDIT COMPLETED.

AND THE AUDIT REPORTS WERE ISSUED IN DECEMBER AND JANUARY, SO TO SPEAK, TO THOSE AUDIT REPORTS THAT WERE ISSUED.

SO COREY MENTIONED A LITTLE BIT, UH, OF THOSE.

SO WE HAVE, UH, AUDIT COMMUNICATION TO THOSE CHARGE TO GOVERNANCE.

UH, UH, YOU, UH, THE ANNUAL COMPREHENSIVE FINANCIAL REPORT, WHICH IS THE ACTUAL, UH, AUDITED FINANCIAL STATEMENTS, THE SINGLE AUDIT REPORTING PACKAGE, WHICH IS, INCLUDES A FEW DIFFERENT THINGS.

SO THERE'S A REPORT ON INTERNAL CONTROLS FOR AUDIT UNDER GOVERNMENT AUDITING STANDARDS, A REPORT ON INTERNAL CONTROL AND COMPLIANCE FOR FEDERAL WARDS.

IT ALSO INCLUDES, UH, THE CITY'S, UH, C SIFA, WHICH IS A SCHEDULE OF, OF EXPENDITURES, A FINANCIAL AWARD.

SO ALL THE FEDERAL DOLLARS THAT CAME THROUGH THE CITY AND WAS SPENT BY THE CITY FOR THE YEAR.

ADDITIONALLY, THERE'S A GRADE UPON PROCEDURE REPORT THAT GETS FILED WITH A D E Q OVER LANDFILL REQUIREMENTS THAT WAS, UH, ISSUED.

AND THEN THE CITY'S ANNUAL EXPENDITURE LIMITATION REPORT.

SO A FEW MORE KEY ITEMS ON THE ANNUAL AUDIT.

UH, THE AUDIT REPORT OR AUDIT OPINION WAS UNMODIFIED, PLEASED TO SAY CLEAN REPORT, AND WAS DATED DECEMBER 16TH, 2022.

WE NOTED NO, UH, INTERNAL CONTROL DEFICIENCIES IN RELATION TO THE ANNUAL AUDIT, AND JUST NOTING, UH, THE CONTINUED, UH, COVID 19 FUNDING AND THE SPENDING OF THOSE MONIES DURING THE FISCAL YEAR.

AND ADDITIONALLY, UH, A GME ACCOUNTING PRONOUNCEMENT, WHICH CHANGED THE DEFINITION OF A LEASE AND HOW THAT GOT PRESENTED AND REPORTED, UH, THAT WAS ALSO IMPLEMENTED FOR THE FISCAL YEAR.

MY DAUGHTER WAS BORN SIX YEARS, SIX YEARS AGO, AND AT THAT TIME WE BOUGHT A HOUSE FOR LESS THAN $300,000.

UH, DURING THE COVID ERA, MY NEIGHBOR SOLD THEIR HOUSE FOR ABOUT 500 PLUS, AND NOW THE HOUSE WITHIN MY COMMUNITIES ARE AT 600,000.

I'VE GOT SOME PROMOTIONS ON THE WAY DURING THESE YEARS, BUT MY SALARIES HAVEN'T DOUBLED, BUT SUDDENLY MY HOUSES HAVE DOUBLED.

SO THIS BRINGS TO THE QUESTION IS, WHERE IS THIS ALL THIS MONEY CAPITAL FLOWING FROM?
