THANK YOU, MR. MAYOR MEMBERS OF THE COUNCIL, WE DO HAVE A SERVICE RECOGNITION AND ONE RETIREMENT RECOGNITION TONIGHT.

AND FOR OUR FIRST PRESENTATION, I'D LIKE TO CALL ON ANDY BASS, OUR DEPUTY CITY MANAGER AND COMMUNITY SERVICES.

I'D LIKE TO INVITE KURT HOFFMAN TO COME ON UP.

SO KURT STARTED HIS CAREER WITH THE CITY IN DECEMBER OF 2001, AS A GIS TECHNICIAN TO HIS PRIMARY RESPONSIBILITY AT THE TIME WAS CREATING AND UPDATING VARIOUS GIS MAPS THAT WAS UTILIZED BY ALL DEPARTMENTS THROUGHOUT THE CITY.

EARLY ON, KURT STOOD OUT AS AN EMPLOYEE.

THAT'S A GREAT PRIDE IN HIS WORK BECAUSE OF HIS TREMENDOUS WORK ETHIC.

IN 2007, HE WAS PROMOTED TO THE POSITION OF ENGINEERING ASSISTANT.

WHILE IN THIS POSITION, KURT OVERSAW THE ASSESSMENT OF SYSTEM DEVELOPMENT FEES AND THE MANAGEMENT OF VARIOUS CITY DESIGN PROJECTS.

KURT, KURT LEARNED NUMEROUS SKILLS AND EXCELLED IN THIS POSITION, WHICH LED HIM TO HIS CURRENT POSITION AS PARK PLANNING, PROJECT MANAGER.

WE ARE VERY FORTUNATE IN COMMUNITY SERVICE TO HAVE THEM JOIN OUR TEAM, UH, IN MAY.

AND THESE PAST SIX MONTHS, SINCE KURT HAS BEEN IN THIS POSITION, HE'S MADE A LOT OF POSITIVE IMPACTS MANAGING NUMEROUS PARK DEVELOPMENT PROJECTS THROUGHOUT THE CITY, WHETHER HE'S DEALING WITH A DESIGN CONSULTANT OR A CONTRACTOR, KURT ALWAYS ACCEPTS EACH TASK WITH A SMILE AND A CAN-DO ATTITUDE.

KURT'S POSITIVE, FRIENDLY PERSONALITY IS A HUGE ASSET FOR OUR DEPARTMENT AND THE CITY.

WE APPRECIATE CURT AND WE RECOGNIZE HIM FOR 20 YEARS OF DEDICATED SERVICE TO THE CITY OF CHANDLER MAYOR AND COUNCIL, UH, FOR OUR

RETIREMENT RECOGNITION TONIGHT, I'D LIKE TO INVITE MS. DEBRA STAPLETON TO COME FORWARD.

MAYOR AND COUNCIL.

I'M HONORED TONIGHT TO RECOGNIZE THE RETIREMENT OF ASSISTANT CITY MANAGER, DEBORAH STAPLETON.

AFTER 23 YEARS OF OUTSTANDING SERVICE TO THE CITY OF CHANDLER THIS WEEK REPRESENTS DEB'S LAST WITH THE CITY.

AND SHE IS JOINED TONIGHT BY HER BEAUTIFUL FAMILY HUSBAND, JIM'S SON, CHRIS' DAUGHTER, SHANNON, AMONG MANY OTHER SPECIAL FRIENDS AND RELATIVES.

DEB BEGAN HER CAREER IN CHANDLER IN 1999 AS THE CITY'S HUMAN RESOURCES MANAGER.

BACK WHEN HUMAN RESOURCES WAS PART OF THE MANAGEMENT SERVICES DEPARTMENT PRIOR TO JOINING TEAM CHANDLER, DEB SPENT 20 YEARS WITH OLIN CORPORATION, A FORTUNE 200 COMPANY, WHICH AMONG OTHER THINGS SPECIALIZED IN THE MANUFACTURER OF CHEMICALS AND AMMUNITION, LOOKING FOR A CAREER CHANGE.

SHE DECIDED TO TRADE IN THE HAZARDS OF CHEMICAL MANUFACTURING FOR THE HAZARDS OF LOCAL GOVERNMENT.

AND WE ARE SO FORTUNATE THAT SHE DID AFTER 17 YEARS AS CHANDLER'S HUMAN RESOURCES DIRECTOR, DEB WAS PROMOTED IN 2016 TO ADMINISTRATIVE SERVICES DIRECTOR WHERE SHE OVERSAW INFORMATION, TECHNOLOGY, BUILDINGS, AND FACILITIES, FLEET SERVICES, AND HUMAN RESOURCES IN 2018, SHE JOINED THE CITY MANAGER'S OFFICE WHERE SHE HAS SERVED AS ASSISTANT CITY MANAGER FOR THE LAST THREE AND A HALF YEARS.

BUILDING THE HUMAN RESOURCES

DEPARTMENT VIRTUALLY FROM SCRATCH.

DEB HAS HAD A HAND IN CREATING THE UNPARALLELED CULTURE.

WE ENJOY HERE AT TEAM CHANDLER, INCLUDING EVERYTHING FROM OUR ORGANIZATIONAL DEVELOPMENT AND LABOR RELATIONS PROCESSES TO OUR EMPLOYEE RECOGNITION AND COMPENSATION SYSTEMS. IN REALITY, ALMOST EVERYTHING WE CONSIDER TO BE SIMPLY THE CHANDLER WAY HAS BEEN LARGELY BECAUSE OF DEB'S UNWAVERING COMMITMENT TO CRAFTING A CULTURE OF EXCELLENCE IN ALL ASPECTS OF OUR ORGANIZATION.

DEB'S LEGACY AND CHANDLER, TRULY AS THE MANY PEOPLE, SHE HAS MENTORED INSPIRED, COACHED COUNSEL AND SUPPORTED OVER THE YEARS THROUGH HER KNOWLEDGE, CREATIVITY, AND CARE FOR THOSE AROUND HER, DEB SERVED UNDER SIX CITY MANAGERS, NOT INCLUDING INTERIMS, AND IT HAS BEEN SUCH A PRIVILEGE FOR ME TO BE THE LAST ONE TO WORK WITH HER.

A LITTLE KNOWN SECRET IS THAT DEB WAS ACTUALLY PLANNING TO RETIRE A YEAR AGO, BUT DECIDED TO STAY LONGER WHEN THE PREVIOUS CITY MANAGER RETIRED, KNOWING I WOULD NEED HER HELP DURING THE TRANSITION.

THANK YOU SO MUCH FOR BEING SO SUPPORTIVE OF ME AND OUR ENTIRE CHANDLER TEAM THESE PAST FEW YEARS.

AND THESE HAVE BEEN SOME OF THE MOST CHALLENGING YEARS OF OUR CAREERS, BUT I'M HUMBLED TO KNOW YOU AS A COLLEAGUE, TEACHER LEADER AND FRIEND DEB, WE CANNOT EXPRESS ENOUGH OUR APPRECIATION FOR YOUR 23 DEDICATED YEARS OF SERVICE TO CHANDLER.

WE WISH YOU AND YOUR FAMILY THE VERY BEST IN THIS NEXT CHAPTER OF YOUR LIFE.

I, UH, HAVE COME TO YOU MANY TIMES JUST, UH, FOR YOUR WISDOM AND COUNSEL THROUGH THE YEARS, WHEN IT SEEMS LIKE FIRST STRING THAT WHENEVER YOU WERE ACTING MANAGER, THEN THAT'S WHEN ALL HELL WOULD BREAK OUT IN CHANDLER.

AND IT JUST HAPPENED TO BE ON YOUR, ON YOUR WATCH.

AND IT WAS, UH, THAT YOU HANDLED IT WELL, YOU'VE, UH, I JUST THOROUGHLY ENJOYED AND RELIED UPON YOU.

AND, UH, FOR YOUR WISDOM FOR YOUR, UM, JUST ALL THAT YOU BROUGHT TO TEAM CHANDLER, AND I'M GOING TO MISS YOU A TON, BUT I'M ALSO EXCITED ABOUT WHATEVER YOUR NEXT IS GOING TO BE.

AND, AND AS I'VE SAID MANY, MANY TIMES, THERE'S A LOT OF CONSULTING WE COULD ALWAYS USE YOU FOR.

WE GOT A LOT OF SPECIAL PROJECTS THAT ALWAYS GO ON HERE.

SO, UH, EVEN IF YOU SAY NO, NO, THAT ISN'T GOING TO STOP US FROM ASKING BECAUSE WE REALLY APPRECIATE AND HONOR YOU AND ALL THAT YOU BROUGHT TO THE ORGANIZATION.

UM, AND I WANT TO TELL YOU IT'S BEEN A JOY, HAVING SOMEONE LIKE YOU TO WORK WITH BECAUSE OF YOUR KNOWLEDGE, YOU HAVE SO MUCH INSTITUTIONAL KNOWLEDGE.

IT REALLY HELPED ME BECOME A BETTER COUNCIL MEMBER BECAUSE I KNEW I HAD SOMEONE I CAN CALL ON THAT WAS RELIABLE.

AND ALSO SOMEONE I CAN CALL, LIKE I'M UPSET, I'M FRUSTRATED WHAT IS GOING ON.

AND SO, BUT I KNOW THAT YOU'VE ALWAYS BEEN THE PERSON.

YOU ALWAYS HAD A FIRE EXTINGUISHER IN YOUR PURSE, READY TO HELP PUT OUT THE FIRE.

AND I CAN TELL YOU HONESTLY, IT'S BEEN AN AMAZING, AMAZING JOURNEY WITH YOU.

YOU, YOUR FAMILY IS SO BLESSED.

YOU ARE SUCH A BEAUTIFUL PERSON.

AND I THANK YOU FOR EVERYTHING THAT YOU'VE GIVEN ME THE WORDS OF WISDOM, THE LATE NIGHT CALLS, INCLUDING ON THE HOLIDAY.

I CAME BACK ON THE COUNCIL.

YOU JUST A COUPLE OF YEARS BEFORE I CAME BACK.

AND SO I THINK I'VE WORKED TOGETHER WITH YOU FOR 12 YEARS NOW.

SO A LONG TIME, I KNOW YOU LOOK GREAT AND I'M, I'M OLDER.

SO KEEP IT UP, WHATEVER YOU'RE DOING, KEEP IT UP, UM, OR SHARE YOUR SECRETS MAYBE.

UM, YOU KNOW, I REMEMBER THE BATTLES WE HAD WITH THE HEALTHCARE AND YOU REMEMBER THOSE WHEN WE FIRST TRY TO ROLL OUT THE HEALTHCARE, UH, THE TRENCHES BATTLE WITH, UH, YOU KNOW, NEGOTIATIONS TRYING TO GET THAT STRAIGHTENED OUT.

SO IT WAS AN EQUITABLE PROCESS.

AND I THINK WHAT REALLY STANDS OUT ALL THE YEARS THAT WE'VE WORKED TOGETHER WAS WHEN WE HAD THE RECESSION AND WE DID NOT LAY OFF A SINGLE PERSON.

I THINK A LOT OF THAT WAS DUE TO YOU.

I REMEMBER OUR DISCUSSIONS UP HERE ON TRYING TO, WHAT, WHAT ARE THE BENEFITS GOING TO BE? HOW ARE WE GOING TO DO THIS? AND SHE'S SHAKING HER HEAD.

AND THOSE WERE THE TRENCHES BATTLES.

AND, AND, UH, THROUGH IT ALL, YOU CAME THROUGH IT, YOU WERE POSITIVE, YOU WERE ENCOURAGING, YOU'RE OPTIMISTIC.

AND, UH, AGAIN, WE NEVER LAID OFF ONE PERSON.

WE WERE ABLE TO GET OVER A HUNDRED PEOPLE.

AND THEN THE BEST PART ABOUT THAT WHOLE DEAL, WE RETRAINED PROBABLY SEVERAL HUNDRED PEOPLE.

IF YOU REMEMBER CORRECTLY, AS WE WERE TRYING TO RECONFIGURE THE ORGANIZATION, ANYONE THAT'S GONE THROUGH THAT, THAT IS A CAREER RIGHT THERE THAT TWO YEARS THAT WE WERE THAT'S AN A CAREER.

SO DEB, YOUR BUSINESS ACT BACKGROUND WAS AN ASSET TO US.

I APPRECIATE THAT.

AND ALL I CAN TELL YOU IS THIS, UH, EVERY DAY IS GOING TO BE A SATURDAY NOW.

WELL, WELL, WELL YOU'RE LEAVING ME.

WE HAD SOMETHING GOOD GOING, RIGHT.

WE INSTITUTED SOMETHING THAT NOBODY ELSE KNEW ABOUT, WHICH WAS THE HEART SYSTEM.

AND, UH, AND WE THOUGHT HARD SYSTEM WAS SO POWERFUL.

HOW EVERY TIME YOU BRING SOMETHING TO ME, IT WAS GOING TO GET ONE HEART TO HEARTS OR THREE HEARTS AND HEARTS.

YOU ACTUALLY GOT FOUR HEARTS AND I'M SO, SO IT'S LIKE SO PROUD FOR WHAT YOU HAVE ACCOMPLISHED HERE IN CHANDLER.

AND, UM, IT IS IMPORTANT TO ME WHEN I CAME, WHEN I SAT DOWN WITH YOU, IT WAS VERY IMPORTANT TO ME TO HEAR YOU SAY THAT, UM, THE PEOPLE YOU HIRED, THOSE YOU MENTORED DURING THE PROUDEST MOMENT OF YOUR CAREER HERE IN CHANDLER, YOU KEPT SAYING THAT OVER AND OVER AGAIN.

AND I KEEP TAKING IN THAT PART OF IT BECAUSE I REALIZED THAT WHEN YOU EMPOWER OTHERS, YOU BECOME STRONGER YOURSELF.

AND THAT'S WHAT YOU HAVE DONE HERE.

YOU, YOU KEEP SPEAKING INTO OTHER PEOPLE, YOU KEEP ELEVATING THEM TO ANOTHER LEVEL.

YOU CAN CHALLENGE IN THEM TO BECOME THE BEST THAT THEY CAN BE.

AND EACH TIME THEY ROSE UP TO THAT OCCASION AND YOU JUST KEEP RISING UP HIGHER.

AND I WANT TO THANK YOU FOR ONE YEAR, ONE FULL YEAR OF HEARTS.

AND I RECEIVE ALL THOSE HEARTS.

MY, MY WHOLE THING WAS TO GIVE YOU A SHAM, BANG, A BIG PARTY.

SO, UH, HAMILTON RANCH IS RIGHT AT THE INTERSECTION OF QUEEN CREEK AND ARIZONA AVENUE, RIGHT? JUST TO THE EAST OF US.

WE ARE HAVING, UH, THERE'S CONSTRUCTION, ONGOING, UH, BUILDING SOME, SOME COMMERCIAL BUILDINGS OVER THERE.

AND IT'S MY UNDERSTANDING.

WE'VE GOTTEN COMPLAINTS THAT AT NIGHT, UM, DURING OURS IN THE NIGHT, AND THERE'S CONSTRUCTION ONGOING, THAT'S CREATING A BIG BURDEN ON THE COMMUNITY FOR NOISE, ESPECIALLY AROUND THE EASTERN BOUNDARY, ALL THAT WAS ON THE EASTERN BOUNDARY THERE.

AND SO, UH, I WAS TALKING TO MR. JONES AT LENGTH YESTERDAY AND EARLIER TODAY.

AND, UM, THE, THE REQUEST WE HAVE TO FOR THE COUNCIL TO TAKE UNDER CONSIDERATION IS THAT THE ORDINANCE, UH, ALLOWING, UM, UH, NOISE ENCROACHMENT PERMITS AFTER NORMAL HOURS, 10:00 PM UNTIL 7:00 AM.

UH, THOSE, THOSE ORDINANCE SHOULD HAVE ANOTHER, UM, SOMEONE SHOULD TAKE ANOTHER LOOK AT THEM BECAUSE EVEN IF, IF THE CONSTRUCTION BEYOND 500 FEET, IF THE, IF THERE'S NO NOISE BARRIER, IT'S UNABATED, THEN, UH, IT CREATES A LOT OF PROBLEMS WITH FAMILIES TRYING TO SLEEP AT NIGHT, ESPECIALLY SECOND STORY BEDROOMS. UM, SO THAT'S WHAT WE PUT FORWARD TO THE, TO THE COUNSELOR DATE.

SO LOOK AT THOSE ORDINANCES, TAKE UNDER CONSIDERATION, UH, OUTSIDE OF EMERGENCIES OR LIMITED SCOPE INFRASTRUCTURE IMPROVEMENTS THAT CAN ONLY HAPPEN AT NIGHT.

GENERAL CONSTRUCTION SHOULD JUST BE COMPLETELY STOPPED AT NIGHT.

UM, SO THE NEIGHBORHOODS IN OUR COMMUNITIES AND OUR NEIGHBORS ARE NOT IMPACTED.

MAY REMEMBER AS THE COUNCIL, UM, ITEM FOUR ON YOUR AGENDA TONIGHT IS A RECOMMENDATION FOR THEIR APPROVAL, BUT CONSTRUCTION CONTRACT FOR THE CONSTRUCTION OF A HOMESTEAD NORTH PARK IN 1997, THE CITY PURCHASED A 7.6 ACRES OF LAND ON THE SOUTHWEST CORNER OF COOPER AND FRY ROADS FOR THE FUTURE DEVELOPMENT OF A NEIGHBORHOOD PARK AND HOW FAST THAT FUTURE COMMS, RIGHT WE'RE HERE NOW.

UM, HOMESTEAD PARK WILL INCLUDE, UH, HOMESTEAD.

NORTH PARK WILL INCLUDE TWO LARGE OPEN TURF AREAS, A TWO SHADED, UH, RANCH THEME PLAYGROUNDS FOR TWO TO FIVE, FIVE TO 12 AGE CHILDREN, UM, SWINGS, SPORTS COURTS, UH, PICKLEBALL AND BASKETBALL, UH, THREE PICNIC OR REMODELS, UH, WHICH WILL HAVE BARBECUE GRILLS AT EACH ONE OF THOSE CHILLED DRINKING FOUNTAINS, UH, BIKE RACKS, TRUSTS, RECEPTACLES, AND ALIGHTED WALKWAY.

UH, ANOTHER UNIQUE AMENITY, UH, THAT WILL BE INCLUDED IN THIS PARK IS AN EXERCISE AREA ADJACENT TO THE SALE TRAIL.

THIS AREA WILL INCLUDE SIX SHADED EXERCISE STATIONS, AS WELL AS A BIKE REPAIR STATION.

THAT INCLUDES A BIKE HANGER TOOLS USE FOR SIMPLE BIKE REPAIRS AND A HAND AIR POP AS WITH ALL PARK DEVELOPMENT PROJECTS.

CITIZEN INPUT ON THE DESIGN AND DEVELOPMENT OF THIS PARK WAS VERY IMPORTANT.

PUBLIC MEETINGS WERE HELD TOGETHER INPUT FROM THE CHANDLER CITIZENS REGARDING THE DESIGN OF THIS PARK.

THE RESIDENTS WERE VERY SUPPORTIVE OF THE PLAN.

UH, THE CONTRACT IS 210 DAYS FROM NOTICE TO PROCEED, TENTATIVELY PLACING A RIBBON CUTTING, UH, THIS, THIS FALL.

UM, IT'S ALSO WORTH NOTING THAT THIS PAST YEAR, UH, THE CITY RECEIVED, UM, A LAND AND WATER CONSERVATION FUND GRANT AMOUNT OF $750,000, WHICH WILL HELP OFFSET SOME OF THE COSTS FOR THE PROJECT.

UM, THIS PARK, EVEN THOUGH IT'S A NEIGHBORHOOD PARK, I THINK IT'S GOING TO SERVE MORE AS A PSEUDO COMMUNITY

IT'S GOING TO SERVE MORE THAN JUST THE SQUARE MILE WITH THE, WITH THE CONSOLIDATED CANAL AND THE SAIL TRAIL ALONG THAT, UM, IT'LL SERVE AS A TRAILHEAD, UH, FOR PEOPLE TO GO THERE AND THEN GET ON THE, UH, THE SOUTH TRAIL AS WELL.

AND IF YOU DON'T MIND JUST ADDING IN, UH, WHEN THE, THE FEATURE THERE, UH, WITH THE BRIDGE CONNECTING ACROSS PRY ROAD, MAYBE WANT TO HIGHLIGHT THAT ONE TOO.

RIGHT? RIGHT.

SO, SO ALONG A TRAIL, UM, YOU KNOW, THE TRAIL, OUR PORTION OF THE TRAIL GOES FROM GALVESTON TO THE NORTH, DOWN TO A RIGS TO THE SOUTH ABOUT SIX AND A HALF MILES.

ABOUT EVERY HALF MILE, WE HAVE A PEDESTRIAN BRIDGE OVER THE CANAL CONNECTING THE TWO SIDES.

AND SO, AND THIS WILL CONNECT TO A FUTURE EXPAND BRIGHT BIKE PATH THAT WE'RE EXPANDING.
