COUNSEL.

NEXT ON OUR AGENDA IS OUR CONSENT ITEM, UH, OPPORTUNITIES TO GET CLARITY ON A NUMBER OF THE, UH, ITEMS THAT WE'LL BE VOTING ON ON THURSDAY.

I'VE HAD THREE ITEMS THAT HAVE BEEN CALLED IN OR PRESENTATION OR QUESTIONS.

FIRST

[5. Resolution No. 5500 adopting the Parks Strategic Master Plan 2021 Move City Council approve Resolution No. 5500 adopting the Parks Strategic Master Plan 2021. Council Focus Area(s):]

IS ITEM NUMBER FIVE WITH COUNCIL MEMBER ORLANDO.

THANK YOU, MAYOR.

YEAH, ANDY.

UM, WE HAD SEVERAL BRIEFINGS ON THE MASTER PLAN AND WE CERTAINLY APPRECIATE ALL YOU'VE DONE.

AND YOUR STAFF, THE CONSULTANT, IT'S A REALLY ROBUST PLAN.

TAKE US TO THE NEXT 20 YEARS, MAYBE, OBVIOUSLY BEYOND.

UM, I DO KNOW THERE'S BEEN A LOT OF, UH, STAKEHOLDER, UH, CITIZEN INPUT AND I KNOW WE GOT A FEW LE A LETTER TODAY OR A LOCAL LAST COUPLE OF DAYS, MR. BRENNAN, A VERY LONG TIME RESIDENTS, YOU KNOW, PLANNING, ZONING GUIDE.

HE HAS SOME QUESTIONS IN REGARDS TO, UH, PARK FACILITIES ON NORTHERN CHANNEL.

AND I OBVIOUSLY WAS THE FIRST PART OF THE CITY IT'S BUILT OUT.

SO I JUST WONDER IF YOU COULD ADDRESS SOME OF THE QUESTIONS HE WAS SPEAKING ABOUT IN HIS LETTER.

YEAH.

THANK YOU.

THROUGH THE MARIETTA COUNCIL MEMBER ORLANDO, UH, YOU'RE CORRECT.

THIS HAS BEEN, UH, A YEAR AND A HALF, UH, PROCESS THAT WE'VE BEEN GOING THROUGH WITH THIS MASTER PLAN AND WE'VE HAD MANY, UH, PUBLIC MEETINGS, BUT ONE OF THE THINGS THAT WE HEARD, UH, I WOULD SAY ONE OF THE TOP THINGS WE HEARD ONCE FOR THE DESIRE FOR RESIDENTS TO HAVE A PARK, UH, IN NORTH CHANDLER.

AND SO AS YOU'LL NOTICE IN THE PLAN, ONE OF OUR, WE CALL IT A PRIORITY RECOMMENDATION IS TO EXPLORE OPTIONS, TO MEET PARK NEEDS IN NORTH CHANDLER AND OTHER PARTS OF THE CITY AS NEEDED.

AND SO, SO YES, UH, YOU KNOW, MR. BRENNAN HAD A LOT OF GOOD, UH, PLACES THAT WE SHOULD POTENTIALLY LOOK INTO AND EXPLORE AND SEE IF THESE WILL FIT AS WE MOVE INTO THAT PRIORITY AREA.

AND SO, UM, YOU KNOW, WE CERTAINLY WILL BE WHEN WE START THAT PROCESS, IT COULD BE, UM, YOU KNOW, POTENTIALLY IF THERE'S PRIVATE PROPERTY THAT COULD BE FOR SALE, IT COULD BE RETENTION, BASINS.

UH, YOU KNOW, THERE IS SOME PROPERTY ALONG THE WESTERN CANAL.

MAYBE THAT COULD BE A POTENTIAL, BUT THERE'S, THERE COULD ALSO BE SOME FUTURE UNKNOWN OPPORTUNITIES THAT WE DON'T KNOW TODAY.

UM, AND SO AS WE LOOK AT IT, THOSE WILL BE ALL THE THINGS WE'LL TAKE INTO CONSIDERATION, UH, THAT WE'LL PRESENT TO YOU AND TAKE YOUR DIRECTION FOR THANK YOU TO ANDY.

SO, UM, I KNOW YOU'VE BEEN VERY AGGRESSIVE IN GETTING GRANTS AND FUNDING AND HELP, HOPEFULLY, MAYBE YOU'RE SOMEBODY WHO COULD DO IN THAT AREA, UH, AS WELL AS MAYBE FLOOD CONTROL, UH, GRANTS AND FUNDING THAT, BECAUSE A LOT OF THOSE, SOME OF THOSE RETENTION BASIS OBVIOUSLY PROBABLY COULD BE LOOKING AT FROM A STANDPOINT OF FLOOD CONTROL.

MAYBE WE GET SOME, UH, SOME THOUGHTS FROM THERE, OR MAYBE THE INFRASTRUCTURE BILL POTENTIALLY THAT'S DOWN THE PIPE THAT WE COULD HELP MITIGATE SOME OF THOSE AREAS.

YEAH.

THANK YOU.

THROUGH THE AMERICAN COUNCIL MEMBER, ORLANDO, THOSE, I MEAN, ALL OPTIONS ARE ON THE TABLE.

UM, THOSE, YOU KNOW, WE DON'T HAVE DETAILS OF, OF WHAT THIS LOOKS LIKE.

WE JUST KNOW IT'S SOMETHING WE NEED TO EXPLORE.

OKAY.

I THINK THE IMPORTANT THING IS WE RECOGNIZE IT AND WE PUBLICLY HAD THE DISCUSSION IT'S IN THE RECORD NOW.

AND SO THAT WE COULD WORK TOWARDS THAT OBJECTIVE.

THANK YOU.

THANK YOU, MAYOR.

ANY ADDITIONAL COMMENTS OR QUESTIONS RELATED TO, I DON'T REMEMBER, LIKE I SAID, I WANT TO THANK YOU, ANDY AND YOUR STAFF.

UH, WE'VE HAD A LONG REVIEW AND A LONG, WORKWAVE A NUMBER OF OUR PARKS COMMISSIONERS IN THE BACK.

THANK YOU FOR JOINING US AS WELL.

THIS HAS BEEN AND WILL BE AN IMPORTANT ITEM, YOU KNOW, OVER THE NEXT SEVERAL YEARS TO SEE HOW CAN WE HELP PEOPLE GET OUT OF THEIR HOMES, WHETHER THAT'S WALKING, BIKING, UM, PLAYING DIFFERENT SPORTS.

AND, UH, I REALLY APPRECIATE THE PLAN, THE THOUGHTFUL DESK, UH, INPUT FROM OUR COMMUNITY AND LOOK FORWARD TO OUR VOTING ON THIS ON THURSDAY.

THANK YOU.

MIRROR STAFF WORKED REALLY HARD, SPECIAL SHOUT OUT TO MICKEY OLIN, UH, WHO WAS MY PARTNER IN CRIME ON THIS AND, AND TOOK THE LEAD.

BUT, BUT THERE'S A LOT OF INPUT, A LOT OF STAFF, A LOT OF COMMISSIONS.

SO THANK THEM FOR ALL THEIR EFFORTS AND SUPPORT.

THANK YOU.

OUR NEXT ITEM, UH, FOR

[10. Introduction of Ordinance No. 4980, PLH20-0059 Price & Queen Creek Campus Rezoning Move City Council introduce and tentatively adopt Ordinance No. 4980 approving PLH20-0059 Price & Queen Creek Campus, rezoning from AG-1 to PAD for office, manufacturing, and ancillary commercial uses with a Mid-Rise Overlay for building heights up to 150 feet located at the northeast corner of Price and Queen Creek roads, subject to the conditions as recommended by Planning and Zoning Commission. Preliminary Development Plan Move City Council approve Preliminary Development Plan PLH20-0059 for Price & Queen Creek Campus located at the northeast corner of Price and Queen Creek roads, subject to the conditions as recommended by Planning and Zoning Commission. Council Focus Area(s):]

PRESENTATION AGAIN, COUNCIL MEMBER ORLANDO ITEM NUMBER 10, MAYOR.

UH, THANK YOU.

UH, WHEN YOU GET A CHANCE TO TALK, WE WERE GOING BACK TO BACK MEETINGS, BUT I'M GOOD ON ITEM 10 STAFF EXPLAINED TO ME WHAT, WHY THE KEY LANGUAGE, IT GIVES THEM MORE FLEXIBILITY, BUT YET DOES HAVE THE OPTION TO COME BACK TO US FOR ANY ADJUDICATION.

THERE'S AN ISSUE.

SO I'M GOOD WITH THE GREAT, GOOD.

AND FINALLY

[28. Purchase of Armored Rescue Vehicle Replacement Move City Council approve the purchase of an armored rescue vehicle, from Lenco Armored Vehicles, Inc, utilizing City of Tempe Contract No. T22-003-01, in the amount of $350,900.30. Council Focus Area(s):]

THEN, UM, ITEM NUMBER 28, UH, COUNCIL MEMBER HARRIS.

YES, UH, CITY MANAGER.

THANK YOU.

COUNCIL MEMBER HARRIS.

I'D LIKE TO HAVE, UH, SEAN DOUG AND OUR CHIEF OF POLICE COME FORWARD ON THIS ITEM.

WELL, IF ANYTHING, THEY'RE MEMBERS OF COUNCIL THAT CAN YOU GET THAT PHOTO UP? OKAY.

[00:15:05]

AND CUSTOMER REQUEST.

DID YOU HAVE ANY SPECIFIC QUESTIONS OR JUST ONE OR PRESENTATION? YEAH.

WANTING TO, UM, YOU KNOW, POLICING IS A BIG THING IN A COMMUNITY.

AND WHEN I SEEN THIS ITEM ON THE AGENDA, IT SAID ARM RESCUE VEHICLE.

SO I WANTED TO HAVE A BETTER UNDERSTANDING OF WHAT THAT IS.

CAUSE I DO BELIEVE THAT I DO BELIEVE IN POLICING, BUT I DON'T BELIEVE IN MILITARIZED POLICING.

AND SO I NEED TO HAVE A BETTER UNDERSTANDING OF WHAT THIS MEANS AND HOW ISSUES AND, AND IF IT'S USED AGAINST CIVILIANS OR PEOPLE OR HOW'S IT USED WITHIN POLICING THIS.

SO THAT'S OKAY.

YEAH.

THOSE ARE MY QUESTIONS.

THANK YOU.

I'D BE HAPPY TO EXPLAIN.

UM, JUST FOR CLARIFICATION, THAT IS NOT AN ARMED VEHICLE IS AN ARMORED VEHICLE.

SO THERE'S QUITE A DISTINCTION.

UM, BUT THIS IS A REQUEST TO PURCHASE A, UH, A NEW ARMORED RESCUE VEHICLE TO HELP PROTECT OUR CITIZENS, THAT OUR OFFICERS FROM GUNFIRE.

UH, IN FACT, ARGUABLY IS THE MOST IMPORTANT PIECE OF EQUIPMENT WE HAVE IN OUR, OUR INVENTORY BECAUSE IT IS THE ONLY VEHICLE THAT PROVIDES THAT TYPE OF TRUE BALLISTIC PROTECTION FROM GUNFIRE.

AND OVER THE PAST 20 YEARS, WE'VE UTILIZED TWO DIFFERENT ARMORED RESCUE VEHICLES.

UH, THE FIRST ONE, UH, WAS IN 1981 SURPLUS AIR FORCE VEHICLE.

WE OBTAINED IN, UH, 2000 AND THEN IN 2003, WE'RE ABLE TO UPGRADE IT TO A NEW VEHICLE, WHICH IS OUR CURRENT VEHICLE PICTURED ON THE, UH, ON THE LEFT.

UH, THAT VEHICLE WAS FUNDED THROUGH GRANTS FROM, UH, THE DEPARTMENT HOMELAND SECURITY.

YOUR WASI FUNDING IS AN URBAN AREA SECURITY INITIATIVE, A PROGRAM THAT WE'VE BEEN A MEMBER OF SINCE 2003.

AND OVER THE PAST 12 YEARS, UM, THE LIFE OF THE CURRENT VEHICLE, UH, THAT VEHICLE HAS BEEN DEPLOYED, UH, AT LEAST 600 TIMES OVER THE COURSE OF THE LAST 12 YEARS.

AND THAT'S RESPONDING TO BARRICADE INCIDENTS, HOSTAGE INCIDENTS, UH, HYBRIS SEARCH WARRANTS, UH, ANYWHERE WHERE THERE'S A HIGH PROPENSITY OF THREAT OF GUNFIRE.

AND AGAIN, UH, MENTIONING THAT IT IS THE ONLY TRUE, UH, BALLISTIC VEHICLE.

WE HAVE THE FORD THAT LEVEL OF PROTECTION.

SO NOT ONLY DOES IT HELP TRANSPORT OUR, OUR OFFICERS CLOSER TO THE THREAT AND GIVE THEM THAT ENVELOPE, UH, PROTECTION.

UH, BUT THAT VEHICLE HAS ALSO BEEN USED MANY, MANY TIMES TO EXTRA CRATE OR EXTRICATE AND A RESCUE OR EVACUATE, UH, CITIZENS AND OUR OFFICER'S VEHICLE IS USED TO BRING, UH, EQUIPMENT OR, UM, OR TOOLS WATER TO OFFICERS THAT ARE OUT IN THE PERIMETER, IN THE LINE OF FIRE.

AND IT'S ALSO USED AS A NEGOTIATOR PLATFORM WHEN WE NEED TO GET OUR NEGOTIATORS CLOSE TO THE SCENE, UM, AND MAYBE HAVE CONTACT WITH THE SUSPECTS INSIDE.

SO IT IS A CRITICAL TOOL, UH, THAT WE USE VERY JUDICIOUSLY.

IT IS NOT AN OFFENSIVE WEAPON.

THERE'S NOTHING OFFENSIVE ABOUT THIS VEHICLE.

UH, ESSENTIALLY IT'S NO DIFFERENT THAN THE BRINKS TRUCK THAT DELIVERS MONEY.

IT TAKES MONEY FROM THIS BUILDING, UM, THROUGHOUT THE DAY.

SO THE OTHER THING THAT THAT'S VERY IMPORTANT AND I MENTIONED, UH, OUR CITY BEING A MEMBER OF THE, UH, UH, URC, UH, UH, RAPID RESPONSE TEAM SINCE 2003, UH, THAT'S A PROGRAM THAT IS AFFORDED US, UH, FUNDS FOR TRAINING AND EQUIPMENT THAT WE RECEIVE EVERY SINGLE YEAR.

UM, BUT IT ALSO REQUIRES US TO BE PART OF A, UH, UM, MUTUAL AID COMPACT WITHIN THE PHOENIX METROPOLITAN AREA.

SO THIS IS A VEHICLE THAT IF WE WERE CALLED UPON, UH, WE'D BE EXPECTED TO RESPOND TO ANYWHERE IN THE VALLEY AS THE SAME AS ANY OTHER, UM, AGENCY IN THE VALLEY WOULD HAVE AN OBLIGATION TO RESPOND HERE AND ASSIST US IN TACTICAL EMERGENCIES.

AND A CORE COMPONENT OF THAT IS THAT WE WOULD BE ABLE TO PROVIDE AND BRING ALONG THIS LEVEL OF ARMORED PROTECTION.

SO OUR REQUEST TODAY IS TO PURCHASE A NEW VEHICLE, UH, TO UPGRADE OUR AGING 2003 PLATFORM AND, UH, CHIEF JUST, YOU KNOW, AGAIN, BECAUSE I DO CARE ABOUT, YOU KNOW, I DO CARE THAT WE NEED TO HAVE POLICING AND CHANDLER.

I JUST WANT TO MAKE SURE THAT WE'RE NOT MILITARIZING OUR POLICE AND CREATING A, UH, IMPACT.

CAUSE I, I LOOK AT OTHER CITIES WHERE, YOU KNOW, OTHER POLICING HAVE, YOU KNOW, MILITARIZE AND HAVE MILITARIZED EQUIPMENT AND THINGS LIKE THAT.

AND THEY CONFRONT PROTESTORS OR PEOPLE WHO ARE, WHO HAVE THE RIGHT TO SHARE WHAT THEY WANT TO SHARE.

BUT I WANTED TO MAKE SURE THAT WE AND CHANDLER ARE NOT LOOKING AT THIS AS A POTENTIAL MEANS TO CONFRONT PROTESTORS OR PEOPLE WHO, WHO BELIEVE OPPOSITE OF WHATEVER WE MAY STAND FOR, INCLUDING ON THIS.

UH, SO I JUST WANTED TO MAKE SURE, WELL, WE'VE, UH, WE'VE HAD A VERY SIMILAR PIECE OF EQUIPMENT.

UH, LIKE I SAID, FOR THE LAST 20 YEARS AND JUST IN THE PAST 15 MONTHS, WE'VE HAD 30 PLUS PROTESTS IN OUR COMMUNITY, AND THIS IS NOT THE

[00:20:01]

EQUIPMENT THAT WOULD BE DEPLOYED FOR ANY TYPE OF PROTESTS.

THIS IS A PIECE OF EQUIPMENT THAT IS, UM, THE ONLY PIECE OF EQUIPMENT WE HAVE TO PROTECT OUR OFFICERS AND CITIZENS FROM GUNFIRE.

SO IF IT WAS A HIGH THREAT SCENARIO WHERE THERE'S GUNFIRE PRESENT, THEN WE WOULD DEPLOY THIS VEHICLE TO HELP EXTRACT, UH, INNOCENT BYSTANDERS OUR OFFICERS, AND TO GET CLOSE TO THE THREAT.

SO THE POLICE CAN DO WHAT THEY DO.

ALL RIGHT.

THANK YOU.

I DIDN'T KNOW IF ANY OTHER, OTHER COUNCIL MEMBERS HAVE ANY QUESTIONS, MAN.

GOOD VICE MAYOR.

THANK YOU.

I APPRECIATE THE PRESENTATION.

YOU KNOW, IT BEGS THE QUESTION FOR ME.

DO OUR REGULAR CRUISERS HAVE THE BALLISTIC PROTECTION THAT THEY NEED? NO, NOT, UM, NOTHING LIKE THIS VEHICLE, UM, UH, CAN PROVIDE, UM, IT'S, IT'S IT WOULD BE UNREALISTIC TO OUTFIT VEHICLES, UH, SIMILAR TO THIS, UH, UM, THIS PIECE OF EQUIPMENT.

UM, THERE ARE, THERE WERE SOME MINOR IMPROVEMENTS THAT ARE ENHANCEMENTS THAT COULD HAVE POSSIBLY MADE TO THE DOOR PANELS, BUT AGAIN, IT WOULD ONLY BE PROTECTION AGAINST A VERY, UH, UM, LOW BLOCK OR, UM, FOR A PISTOL OR SMALL ROUNDS OF THIS VEHICLE.

NOT ONLY WOULD IT, IS IT, UH, DESIGNED TO PROTECT AGAINST PISTOL ROUNDS, BUT ALSO A HIGH-VELOCITY RIFLE ROUNDS AS WELL.

CAN YOU PROVIDE US SOME INFORMATION ABOUT WHAT THAT DOOR PANELING AND, OR MAYBE EVEN GLASS BALLISTIC PROTECTION WOULD LOOK LIKE FROM A IMPLEMENTATION OR COSTS? YES, I CAN GET THAT.

THANK YOU.

OKAY.

COUNCIL MEMBER ELLIS.

THANK YOU.

MA'AM I APPRECIATE THE FACT THAT YOU MENTIONED HOW LONG AGO THAT WE HAD A SIMILAR, UH, TELLER, WHICH IS THIS, UH, TRUCK FOR 20 YEARS IN THE LAST 20 YEARS.

HOW MANY TIMES HAVE WE USED THIS IN A RIOT OR IN, UH, IN DEFENSE OF THE POLICE AGAINST POPULATIONS AND THOSE KINDS OF THINGS IN THE CITY OF CHANDLER? WELL, I, I COULD SPEAK DEFINITIVELY FOR THE SEVEN AND A HALF YEARS THAT I'VE BEEN POLICE CHIEF.

UH, THIS VEHICLE HAS NEVER BEEN USED IN A RIOT.

THIS VEHICLE IS CALLED ON ROUTINELY.

WHEN WE HAVE CALLS WHERE THERE'S THE, UH, UH, WHERE FIREARMS ARE PRESENT.

AND EACH YEAR WE HAVE, UH, WE HAVE DOZENS AND DOZENS OF CALLS WHERE FIREARMS HAVE BEEN USED OR HAVE BEEN THREATENED TO USE AGAINST, UH, OR OUR CITIZENS OR POLICE OFFICERS.

THAT'S WHEN THIS VEHICLE WILL BE DEPLOYED TO PROVIDE THAT, THAT COCOON OF PROTECTION.

OKAY.

NOW QUESTION NUMBER TWO, WILL IT MEANS THAT YOU WILL HAVE TWO VEHICLES NOW, THIS NEW ONE, AND THEN THE OTHER ONE IS STILL OPERABLE.

THE OTHER ONE, OUR DESIRE MOST CERTAINLY WOULD BE TO KEEP THAT ONE AS A SPARE, BECAUSE RIGHT NOW WE HAVE ONE VEHICLE AND, UM, I BELIEVE WE'RE THE ONLY DEPARTMENT IN THE VALLEY, OR CERTAINLY THE EAST VALLEY THAT MAINTAINS ONE VEHICLE.

SO WHEN THIS VEHICLE WAS DOWN FOR REPAIRS, WHERE WITHOUT THAT LEVEL OF PROTECTION AND WERE RELIANT ON OUTSIDE, UH, CITIES TO SUPPORT US.

OKAY, MAYOR REAL QUICK.

UH, LAST ONE, IS THIS ALREADY IN THE BUDGET OR IS IT MONEY THAT, WHERE WE'RE GOING TO FIND MONEY TO BUY IT? THIS, UH, THIS IS FUNDED THROUGH ALREADY BUDGETED THROUGH OUR CIP PROCESS.

OKAY.

THANK YOU.

SO I'M NOT CHIEF APPRECIATE IT.

GOT SOME REAL ENDO, UH, COUNCIL MEMBER ELLIS, UH, ANSWERED MY FIRST QUESTION ABOUT THIS HAS BEEN A REDUNDANT VEHICLE.

UM, BUT IF WE DIDN'T HAVE THIS VEHICLE, UM, THE OTHER ONE HAS GONE DOWN A LOT.

UH, I WAS OUT THERE SEVERAL TIMES AND THAT'S ONE OF THE ISSUES NEW AND I CHATTED ABOUT IT ABOUT A YEAR OR SO AGO, BUT THE IMPORTANT THING IS IF WE DIDN'T HAVE THIS, WE'D HAVE TO WAIT FOR ANOTHER AGENCY TO SUPPORT US.

AND THERE'S A TIME ELEMENT IN THAT.

SO BY HAVING IT HERE IN CHANDLER, OBVIOUSLY ON CALL, UH, AT OUR DISPOSAL, WE POTENTIALLY COULD SAVE LIVES A LOT QUICKER THAN IF WE HAD A CALL AND AN ADJACENT POLICE DEPARTMENT TO GET THEIR INDIVIDUALS READY TO COME DOWN THE JAMMER.

IS THAT A TRUE, TRUE AND ACCURATE STATEMENT? YES, I'M.

THANK YOU.

THAT WAS AN EASY QUESTION.

THANK YOU.

THANK YOU.

THANK YOU, CHIEF.

UM, I'M ALSO A FAN OF THIS.

I, I THINK THE MORE TOOLS THAT WE HAVE IN OUR TOOLBOX TO KEEP OUR OFFICERS AND OUR CITIZENS SAFE IS, UH, CERTAINLY THE WISE AND PRUDENT ACTION.

AND, AND, UH, THANK YOU FOR BRINGING THIS BEFORE US.

THANK YOU, COUNSEL.

THAT'S ALL THE ITEMS THAT HAVE BEEN CALLED IN FOR QUESTIONS ON THURSDAY.

WE'LL BE VOTING ON THESE AND, UH, WE HAVE A COUPLE PRESENTATIONS BROUGHT FORTH BY COUNCIL MEMBER HARRIS.

SO WITH THAT, THAT CONCLUDES OUR STUDY SESSION TONIGHT.

THANK YOU.
