SO IN THE FISCAL YEAR IN THIS NEXT FISCAL YEAR, WE'RE FOCUSING ON REBUILDING OR RETURNING TO NORMALCY AND PROVIDING RESIDENTS AND BUSINESSES WITH THE RESOURCES TO THRIVE.

UM, SO YOU'LL NOTICE I'M GIVING THE PRESENTATION THIS EVENING.

MATT DUNBAR IS NOT WITH US, SO WE'RE SADDENED BY THAT.

UH, BUT HIS WIFE DID SAY THAT HE IS HE'S, YOU KNOW, THEY REALLY THOUGHT THEY MAYBE MIGHT BE ABLE TO COME BACK TONIGHT AND, AND HAVE GIVE THE PRESENTATION.

BUT SHE, SHE DID TELL ME HE WAS ONE OF THE CHEAPEST MEN SHE KNEW.

UM, BUT HE SAID HE'S NOT BUYING IT.

SO, SO WITH THAT, UM, GOOD EVENING, MAYOR AND COUNCIL AND CITIZENS OF CHANDLER ARE WATCHING THE PUBLIC HEARING THIS EVENING.

THIS PUBLIC HEARING IS THE ACCUMULATION OF A NINE MONTH LONG PROCESS OR WE'LL COVER THREE DIFFERENT AREAS FOR PUBLIC COMMENT PRIOR TO COUNCIL'S ACTION.

FIRST IS THE 2021 THAT WAS COUNSELED, TENTATIVELY ADOPTED ON MAY 27 SECOND, THE 2022 THROUGH 2031 CAPITAL IMPROVEMENT PROGRAM, WHICH COUNCIL ALSO TENTATIVELY APPROVED MAY 27TH.

AND THIRD IS THE PROPERTY TAX LEVY FOR 20 21 22.

THE PROPOSED TAX RATES HAVE BEEN DISCUSSED IN SEVERAL OF OUR PUBLIC MEETINGS AND THE TAX LEVY IS SCHEDULED FOR ADOPTION IN TWO WEEKS ON JUNE 24TH.

HERE WE GO.

MAGIC THEME THIS YEAR IS MOVING FORWARD TOGETHER, REFLECTS OUR DESIRE TO OVERCOME THE STRUGGLES OF THE PAST YEAR AND FOCUSED ON MOVING TOWARD MARIN COUNCIL LED INITIATIVES AND GOALS.

WE DEMONSTRATE THIS ABILITY TO MOVE FORWARD THROUGH COUNCIL'S STRATEGIC GOALS AND OBJECTIVES, FOLLOWING STRONG FINANCIAL POLICIES AND CAPITAL IMPROVEMENT, PROGRAM DEVELOPMENT GUIDELINES, AND PROVIDING MULTIPLE OPPORTUNITIES FOR ENGAGEMENT IN THE BUDGET PROCESS FOR ALL WHO ARE INTERESTED.

FOR EXAMPLE, THE BUDGET SURVEY WORKSHOPS, BUDGET INPUT, TIME AND COUNCIL MEETING DISCUSSION DISCUSSIONS SUCH AS THIS TO MAKE IT OFFICIAL.

THE TOTAL BUDGET FOR FISCAL YEAR 20 21 22 IS 1 BILLION, $58,074,338.

THIS AMOUNT IS A 13.6% INCREASE FROM THE CURRENT 2021, UH, ADOPTED BUDGET.

BUT WHICH IS JUST OVER 931 MILLION.

THIS INCREASE INCLUDES ABOUT 36 MILLION IN ANTICIPATED GRANT FUNDING, WHICH REALLY ADDS TO THAT PERCENTAGE THROUGH THE AMERICAN RESCUE PLAN ACT.

WITHOUT THOSE ANTICIPATED FEDERAL DOLLARS INCREASE WOULD HAVE BEEN ABOUT 9.7%, WHICH MORE THAN HALF OF THAT ARE THE CAPITAL IMPROVEMENT PROGRAMS THAT FLUCTUATE FROM YEAR TO YEAR.

SOME OPERATING HIGHLIGHTS INCLUDED IN THE FISCAL YEAR 20 21 22 BUDGET ARE SUMMARIZED ON THIS SLIDE INCLUDED AS A SLIGHT REDUCTION IN THE CITY'S PROPERTY TAX RATE, NO CHANGE IN THE TRANSACTION PRIVILEGE TAXES AND ANTICIPATED WATER WASTE, WATER SOLID WASTE AND RECLAIMED WATER RATE CHANGES PENDING THE RESULTS OF A COST OF SERVICE STUDY CURRENTLY UNDERWAY.

THIS BUDGET CONTINUES TO MAINTAIN EXISTING SERVICE LEVELS AND ADDS FUNDING FROM LABOR ASSOCIATION COMMITMENTS IN GENERAL, EMPLOYEE MERITS IN MARKET CHANGES.

ADDITIONALLY, THIS BUDGET CONTINUES THE CITY'S PUBLIC SAFETY PERSONNEL, RETIREMENT SYSTEMS, UNFUNDED LIABILITY PAY DOWN PLAN AND CONTINUES TO MAINTAIN STRONG RESERVES.

THE SECOND PART OF TONIGHT'S DISCUSSION IS CENTERED ON THE TEN-YEAR CAPITAL IMPROVEMENT PROGRAM OR CIP.

THE TOTAL TENURE CIP IS JUST OVER 1.27 BILLION AND THE FIRST, BUT THE FIRST YEAR OF THIS PLAN IS WHAT'S WILL BE ADOPTED AS PART OF THE FISCAL YEAR 21, 22 BUDGET AND TOTALS 369 MILLION AS WE MOVE FORWARD TO CHANDLER'S FUTURE AND STRIVE TO MAINTAIN OR IMPROVE THE QUALITY OF LIFE FOR OUR CITIZENS.

IT'S VITAL THAT WE CONTINUE TO PROVIDE WELL-DESIGNED TO MAINTAIN INFRASTRUCTURE AND AMENITIES.

THIS CIP CONTINUES MARIN COUNCIL'S PRIORITIES AS SHOWN ON THIS SLIDE.

THE FINAL PART OF THIS PUBLIC HEARING IS THE F FISCAL YEAR 20 21 22 PROPERTY TAX LEVY DISCUSSION.

THIS YEAR'S UPDATED LIMITED PROPERTY VALUE OR LPV RECEIVED FROM THE ASSESSOR'S OFFICE, INCLUDES NEW PROPERTY ADDED AND CHANGES IN THE MARKET VALUES OF CURRENT PROPERTIES.

THE FISCAL YEAR 20 21 22 LPV SHOWING IN THE BLUE BOX IN CHANDLER ARE JUST OVER 3.4, SIX, 4 BILLION AND REPRESENT A 6.8% INCREASE OVER THE PRIOR YEARS LPV, WHICH HAS SHOWN IN THE GREEN BOX ON THIS SLIDE 3.7% OF THE 6.8% INCREASE IN THE LPV IS DUE TO NEW PROPERTY ADDITIONS THAT HAVE TAKEN PLACE IN CHANDLER.

AND ONLY 3.1% OF THAT IS DUE TO EXISTING PROPERTY APPRECIATION

AS SHOWN IN THE NAVY BLUE SECTION OF THIS SLIDE.

THE CURRENT YEAR'S TAX RATE IS 1.1201 PER 100 OF ASSESSED VALUATION.

AND THE PROPOSED TAX RATE IS A REDUCTION TO 1.1126, A SLIGHT REDUCTION, UH, TO HELP OFFSET THE INCREASE IN LPV.

SINCE MOST CHANDLER HOMEOWNERS WILL SEE THIS INCREASE IN THEIR PROPERTY TAX AND VALUE.

NEXT YEAR, THIS DECREASE IN THE RATE HELPS OFFSET THAT ACTUAL DOLLAR INCREASE IN THE PROPERTY TAXES PAID TO THE CITY.

WHEN YOU COMBINE THE REDUCED RATE AND THE INCREASE IN LPV, THE RESULT IS AN INCREASE TO THE PROPERTY TAX LEVY FOR THE CITY OF CHANDLER OF ABOUT 2.2 MILLION.

FINALLY, THIS SLIDE REFLECTS THE IMPACT OF THE TAX RATE REDUCTION ON THE MEDIAN VALUE HOMEOWNER PROPERTY TAXES ARE BASED ON THE LIMITED PROPERTY VALUE ESTABLISHED BY THE MARICOPA COUNTY ASSESSOR FOR THE UPCOMING YEAR.

THE ASSESSOR HAS SET THE LIMITED VALUE OF THE MEDIUM VALUE HOME AND CHANDLER AT 213,000 3 92.

THIS IS AN INCREASE OF 5% FROM THE CURRENT YEAR TO HELP OFFSET THIS INCREASE THE PROPOSED REDUCTION IN THE PRIMARY PROPERTY TAX RATE FROM 2.25 CENTS 2.24 TO SIX IS INCORPORATED THIS.

I ALREADY MENTIONED WHAT THE TOTAL TAX RATE WAS, BUT THIS RESULTS, THE RESULTS OF THIS ARE SHOWN IN THE MIDDLE COLUMN ON THIS SLIDE, UH, WITH AN INCREASE OF $9 AND 78 CENTS ANNUALLY OR JUST 82 CENTS PER MONTH.

THE RATE REDUCTION HELPS OFFSET AGAIN, THAT INCREASE IN ASSESSED VALUES.

SO THANK YOU, MARIN COUNCIL FOR YOUR CONSIDERATION TONIGHT.

THIS IS THE FINAL ADOPTION OF THE FISCAL YEAR 20 21 22 BUDGET AND 2022 THROUGH 2031 CIP AFTER TONIGHT'S ACTION ON THE BUDGET.

THERE IS ONE LAST ACTION ON JUNE 24TH TO VOTE ON THE PROPERTY TAX LEVY AS REQUIRED BY ARIZONA REVISED STATUTES.

AND WITH THAT MAYOR, I WILL TURN IT BACK OVER TO YOU FOR ANY QUESTIONS OR COMMENTS.

UH, BUT ONE OF THE THINGS I THINK IS EXCITING FOR ALL OF US ON THIS COUNCIL IS THAT WE'VE ADDED 15 NEW, ADDITIONAL PUBLIC SAFETY BODIES.

IN ADDITION TO THAT, WE DID ADDITIONAL 15 FOR HIRE FOR POLICE.

SO, UH, I'M REALLY, REALLY EXCITED ABOUT THIS BUDGET AND I KNOW THE RESIDENTS WILL SEE THE BENEFITS IN A YEAR COME.

SO IF YOU WERE TO BLEND THOSE TWO BUDGETS TOGETHER, WHAT WOULD YOU SAY THE OVERALL PERCENTAGE INCREASE FROM THE 1920 TO 2021 BUDGET? WHAT WOULD THAT BE LIKE? WE'RE DOING WE'RE AT LIKE 13.

WOULD YOU SAY WE, HOW, HOW MUCH DID WE CUT THE BUDGET LAST TIME? UH, IT WAS THROUGH THE MAYOR, VICE MAYOR STEWART.

THE BUDGET REDUCTIONS THAT WERE INCORPORATED IN 2021 WERE ABOUT 20 MILLION.

IF WE WERE TO BUILD THOSE BACK IN, UM, IN KIND OF LOOKING BACK, IT IS ABOUT 9.6% INCREASE.

OKAY.

UM, BUT I THINK I ENDED OVER A COUPLE OF YEARS.

IT'S ABOUT A FOUR AND A HALF PERCENT, THEN YOU THROW IN THE FED MONEY.

AND SO IT WAS, THIS WAS A NORMAL YEAR.

IT JUST SEEMS, IT SEEMS HIGH BECAUSE OF THE REDUCTIONS WE DID LAST YEAR.

THAT IS CORRECT.

IT IS PRETTY MUCH A NORMAL YEAR IN THAT RESPECT.

A LOT OF THE, THE WINDOWS, THE, THE SHORT, YOU KNOW, THE SHORT LANGUAGE LINGO FOR WORDS AND THINGS OF THAT NATURE WAS IT WAS DEFINITELY ONE OF THOSE THINGS AS A NEW COUNCIL MEMBER, YOU HAD TO KIND OF LEARN THAT LINGO.

AND I WANT TO JUST SAY YOU, YOU ALL WERE VERY PROFESSIONAL AND, UM, WE HAVE A GREAT STAFF HERE AND THERE REALLY UNDERSTANDS NUMBERS AND WE CONTINUE TO, TO BE FISCALLY CONSERVATIVE, BUT I AM EVEN PROUD THAT WE WERE ABLE TO PUT TOGETHER A GOOD BUDGET, GOOD, SOLID BUDGET FOR EVERYONE TO BE PROUD OF.
